National Flag Day Celebration
Local World War II heroes honored


BUTUAN CITY (May 29) – Local World War II heroes of this city were honored in a simple but solemn ceremony spearheaded by the Department of Environment and Natural Resources (DENR)-Caraga in time with the celebration of the National Flag Day on Thursday, May 28, 2009 at Butuan City Library grounds, this city.

In his message, DENR-Caraga Regional Executive Director Edilberto Buiser stressed that Filipinos should pay reverence to those who fought “to ensure that the flag – our national symbol of freedom continues to soar and announce that we Filipinos are free people and the Philippines is a free nation.”

RED Buiser also emphasized that patriotic Filipinos in the likes of Juan “John” Calo, a true-blood Butuanon World War II hero who gained fame during the Japanese occupation must be honored. “His exploits, together with other Butuanon war heroes is very humbling,” he said.

Also, Buiser said that with the celebration of the National Flag Day, all Caraganons must take John Calo an inspiration in order to have better Caraga. “As we celebrate today the National Flag Day, let the heroism, the strength and the resolve of John Calo be our inspiration to show that the national government agencies in the region and the local government units and its political leaders are one in pursuit for a better Caraga,” Buiser said.

Buiser also reiterated what DENR Secretary Jose Atienza, Jr. said regarding this year’s theme “Kagitingan, Kagalingan at Kasipagan Tungo sa Tunay na Kalayaan”. He said, the theme echoes President Gloria Macapagal-Arroyo’s resolve to foster unity among Filipinos under a national symbol telling of an extraordinary country blessed by God.

DENR-Caraga distributes land titles to Magallanes residents

BUTUAN CITY (May 29) – The Department of Environment and Natural Resources (DENR), Caraga Region, being the lead agency of the 2009 National Flag Day celebration in the region, distributed some 50 land titles to residents of Brgy. Caloc-an in Magallanes, Agusan del Norte.

In a simple ceremony highlighting the awarding of titles held on Thursday, May 28, 2009, DENR-Caraga Regional Executive Director Edilberto Buiser emphasized the point made by DENR Secretary Jose Atienza saying that “we should bear in our hearts and minds that we should also do our part in honoring and respecting the national flag, through good governance of our natural resources, in our local and national government and in everything that God has given us – that is the key to the success of every Filipino.”

RED Buiser also reminded the beneficiaries to take care not only of the land titles they received but as well as the land since “it is already an opportunity for you to be awarded with land title and eventually own the land officially,” he said.

Prior to the awarding ceremony, the regional environment office spearheaded a short program in this city commemorating a local revolutionary hero Juan “John” Calo during the World War II.

During the program, the late John Calo was honored in a wreath-laying ceremony by officials of DENR-Caraga led by RED Buiser, local officials represented by City Councilor Rodrigo Dayaday, and Philippine Information Agency (PIA) OIC-Regional Director Abner Caga, among others.

A tribute was also made by Fr. Joesilo Amalla of the Diocese of Butuan by narrating the history when World War II invaded this city.

Earlier, employees of the regional line agencies, local government unit of this city and some private sectors joined together in a tree-planting activity at Mt. Mayapay – the highest peak of Butuan City and Agusan del Norte. Still, the activity was headed by DENR-Caraga.

It can be recalled that the tree-planting activity is part of the “Mt. Mayapay Rehabilitation Program” of Butuan City and Las Nieves Congressman Jose S. Aquino II. (Robert E. Roperos, PIA-13)

BUTUAN CITY (May 29) – Residents of Purok 2, Barangay Caloc-an in Magallanes, Agusan del Norte could not help but thanked President Gloria Macapagal-Arroyo and the Regional Office of the Department of Environment and Natural Resources (DENR) for the land titles they received during the activity dubbed as “Handog Titulo ni Pangulong Gloria” held on Thursday, May 28, 20009 at Magallanes, Agusan del Norte.

Rafael Oyan, former President of the Bagong Lipunan Community Association (BLCA) is emotional when interviewed by PIA. He said they have been waiting for 29 years to have the land titles.

“Dugay na’ng panahon ug pipila na usab ka mga administrasyon ang minglabay apan karon lang gyud sa administrasyon sa atong mahal nga Pangulo Gloria Macapagal-Arroyo natuman ang among mga pangandoy nga makabaton ug titulo sa among gipuy-an” (For so long a time and a number of administrations have passed and it is only now during the administration of President Gloria Macapagal-Arroyo that our wish have been granted to have land titles), Mang Rafael said.

Mang Rafael also expressed his thanks and gratitude to DENR-Caraga through the leadership of Regional Executive Director Edilberto Buiser for realizing the dreams of some 50 residents of their barangay where, according to him, for almost 3 decades now that they have been working for it.

In a separate interview with Magallanes Mayor Carlito Cumba, the youthful mayor humbly said that “the dreams of my constituents were made into a reality just in time with my administration… so, it so happened that this was realized during my incumbency,” he said.

49 Surigao Norte farmers receive land titles

Gigaquit, Surigao del Norte (29 May 2009) – The Provincial Environment and Natural Resources Office (PENRO) and Community Environment and Natural Resources Office (CENRO) of the province in coordination with the Office of the Land Registration Authority made last Thursday, May 28, 2009 another round of land title distribution to the farmers of Brgy. Mahanub, Gigaquit town, this province.

Initially, some 49 farmer beneficiaries received their respective land titles in line with the celebration of the National Flag Day.

The said activity implies significant feat on the part of the patent beneficiaries in their quest to acquire land patent/title over the land they tilt in order to have an absolute ownership on the same parcel of land.Mr. Vicente L. Sembrano, Land Management Officer III of PENRO Surigao del Norte, in his message explained the mechanics in the acquisition of land title and its importance. Accordingly, their office offers technical assistance in the form of a Public Land Survey and Patent Processing activity until finally to patent issuance.

Meanwhile, Atty. Edilberto T. Ensomo, of the Land Registration Authority, explained the importance of land title, and according to him patents must be properly kept to avoid intentional losses and deterioration.

Gigaquit Mayor Carlos M. Egay, Sr., on the other hand, explained the importance of the National Flag in our existence.

“There is a must for respect of our flag as this symbolize the patriotic act of our heroes in search for independence and further stress the value of land title geared toward development especially in needs of our government improvement,” Egay said.

Bade, Jr. of CENRO-Surigao City, in his short message expressed his appreciation for the cooperation extended by the barangay officials of the said locality and for making the event successful. Nasipit Port to install 12 CCTV cameras

BUTUAN CITY – 12 CCTV cameras will be installed around the premises of the Philippine Ports Authority in Nasipit, Agusan del Norte, this was confirmed by its OIC Manager Mr. Oscar Beluan.

“The 12 CCTV cameras might be installed in June because the funding has already been approved”, said Mr. Beluan.


With the installation of the CCTV cameras, authorities will be able to monitor all activities within the port area and the system will help in the battle against criminalities and any suspicious behaviour so that PPA authorities will be deployed to do some checking.

It is to be recalled that officials of the Philippine Ports Authority was alerted after a suspicious package remained unclaimed near the Super Ferry ticket booth, a few distance from the entrance gate of the departure area and found out to have contained an improvised explosive devise made from ammonium nitrate, but was successfully detonated by bomb experts who immediately responded to the area.

“The deployment of CCTV surveillance cameras deters the suspects from committing crime due to the fear of being caught”, added PPA OIC Manager Oscar Beluan.

Nasipit Port Police remains on alert level 2 and security measures have been tightened for safety of passengers coming in and out of Nasipit port.

Mr.Beluan assured the public, that the situation still is under control and there’s no need to panic.

Meanwhile, Police Regional Director Jaime Milla revealed, no one claimed to have been responsible of whoever left the said IED in the area.

1,000 sacks of rice seeds, distributed to farmer beneficiaries

BUTUAN CITY – The City Agriculture’s Office distributed 1 thousand sacks of rice seeds to 600 farmer beneficiaries from 49 barangays in the rural areas, in yesterdays “Rice Seed Subsidy Program ceremonial distribution 50:50 Scheme”.

In an interview with OIC City Agriculturist Engr. Alberto Buca, he said that the administration of Butuan City Mayor Democrito D. Plaza II has allocated 4 thousand sacks of hybrid rice seeds to farmer beneficiaries under the GMA Rice Program of the Department of Agriculture.

The rice seeds costs P1,200 per sack but farmers has to pay only for the 50%, while the remaining 50% will be funded by DA-Caraga.

Hybrid corn seeds were also distributed to those farmers under the Corn Subsidy Program of the city government sourced from the Philippine Coconut Authority.

The activity is a joint partnership of DTI and the local government of Butuan in response to the governments’ effort to help Butuan consumers cope with the current global food and energy crisis under its program; “Diskwento: Presyong Panalo Para sa Mamimiling Pilipino”

Caravan Sale will run from May 29 to 30 to provide the public an access to affordable and basic and prime commodities sold at company price 10 – 20% lower than the prevailing market prices.

Processed meats, canned goods, grocery items, milk, laundry soaps other basic and prime commodities are some of the products sold at discounted prices, while drinks to quench thirst this summer are being sold in buy 1 take 1 scheme.

On May 27, 2009 at 9:00 in the morning at Purok-Dahlia, Barangay 6, Nasipit, Agusan del Norte, elements of Nasipit Municipal Police Station led by PSI Robertito J. Delopere recovered one black Honda Bravo single MC without plate number, with chassis number KVM-00023397 and motor number KVM OOE while parked in front of Iglesia ni Kristo Church of the above-mentioned place.

Initial investigation disclosed that Nasipit Municipal Police Station received a text message from BIN of the said municipality that the said MC was allegedly carnapped for Gingoog City.

Recovered MC is now under the custody of Nasipit Municipal Police Station for proper disposition. (PNP-13/ PIA-Caraga)


Found Male dead body

On May 26, 2009 at 5:10 in the afternoon at Maya Cinema, San Jose Street, Butuan City, Butuan City Police Office (BCPO) received information that an identified person was rushed to ER Ochoa Hospital for medical treatment.

Investigation disclosed that on the above-mentioned date and time, said unidentified person was watching movie at the aforementioned place and an hour later he fell asleep and snored loudly prompting the other movie goers to caution the said person but still keep on snoring and was not awaken.

Said person was brought to the said hospital but at about 6:15 in the evening, May 26, 2009, the attending physician pronounced him dead allegedly due to cardiac arrest.

Said person stands 5'2" in height, medium build, fair complexion, between 40-45 years old, wearing black T-shirt, green short pants and low-cut rubber shoes.

Cadaver was brought to Bollozos Funeral Parlor. Investigation is still on going for the possible identity of the said person. (PNP-13/ PIA-Caraga)

On May 21, 2009 at 11:00 in the evening at Cito Liscano's videoke house, National Highway, Barangay Roxas, San Isidro, Surigao del Norte, a certain Sonnyboy Abuloc Merlin, 21 years old, single, out of school youth and a resident of the above-mentioned place was fatally mauled by the suspect identified as one Bogard Humaylab Garrido, alias "Bobong", 24 years old, single, out of school youth and a resident of same place, which resulted to his untimely death.

San Isidro Municipal Police Station conducted follow-up operation, which resulted to the arrest of the suspect.

Apprehension of robbery suspect

On May 26, 2009 at 6:00 in the evening at Pantalan 2, Barangay Taft, Surigao City, victim identified as one Rogel Yepis Edradan, 29 years old, single, jobless and a resident of the same place reported the incident to Surigao City Police Station (SCPS).

After receiving such report, elements of Surigao City Police Station conducted hot pursuit operation, which resulted to the apprehension of the suspect.

Investigation disclosed that the suspect identified as Michael Anastacio QuiΓ±o, 39 years old, single, jobless and a resident of the aforementioned place forcibly entered the room of the victim while he was sleeping. Suspect took away one unit Nokia 2600C2 cellular phone, color brown worth PhP 3,500.00.

His board mate who noticed the incident informed the victim and the victim eventually reported to the police.

Apprehension of theft suspect

On May 26, 2009 at 6:00 in the morning at Sabang Tres, Surigao City, elements of Surigao City Police Station with the cooperation of Barangay Tanod of Sabang Tres, Surigao City apprehended the suspects identified as Rodolfo Avila Liangco, of legal age, married, jobless and one Jasper Fernandez, of legal age, married and both residents of Telesfora, Tubay, Agusan del Norte.

Investigation disclosed that the said suspects onboard a passenger motorcycle was suspiciously spotted by PO2 Romelito Sanchez while conducting foot patrol at Barangay Rizal, Surigao City.

Upon seeing the police officer, the suspects jump off from the motorcycle and ran, leaving one sack containing cable wires.

Hot pursuit operation was conducted, which resulted to the apprehension of two suspects while the other was still at large.

Recovery of carnapped motorcycle

On May 27, 2009 at 9:00 in the morning at Purok-Dahlia, Barangay 6, Nasipit, Agusan del Norte, elements of Nasipit Municipal Police Station led by PSI Robertito J. Delopere recovered one black Honda Bravo single MC without plate number, with chassis number KVM-00023397 and motor nr KVM OOE while parked in front Iglesia ni Kristo Church of the above-mentioned place.

Initial investigation disclosed that Nasipit Municipal Police Station received a text message from BIN of the said municipality that the said MC was allegedly carnapped for Gingoog City.

Go of MTCC, Branch 2, dated May 20, 2009 to Jerry Villatoro Garcia, 42 years old, married and a resident of Lower Doongan, Barangay Mandacpan, Butuan City and Agnes Puno, 35 years old, married and a resident of Barangay Villa Kananga, Butuan City charged for Concubinage docketed under criminal case number 40929, with recommended bail bond of PhP6,000.00 each.

Atienza leads the National Flag Day in Imus, Cavite

DENR Sec. Joselito Atienza will lead this year’s national Flag Day program at Imus Heritage Park, Cavite as chairman of the Flag Advocacy Committee Chairman. Last year, President Arroyo designated Sec. Atienza as Flag czar. The Flag Day nationwide celebration this May 28 is in commemoration of Battle of Alapan in Imus, Cavite in consonance with RA 8491 the Flag and Philippine Heraldic Code.

Earlier last May 25, 2009, Sec. Atienza also led the kick off rites at the QC Quadrangle and was assisted in the Flag Raising Ceremony by QC Mayor Feliciano Belmonte, NHI Exec. Director Ludovico Badoy, DOLE Usec. Arthur Sodusta, Vice Mayor Herbert Bautista, Cong. Nanette Castelo Daza, Cong. Mary Anne Susano, Dep. Commissioner Emilio Gonzales III, other Q.C. national officials and about 6,000 government employees.

According to Sec. Atienza, the “Pilipinas Kong Mahal” flag theme puts stress on “pagbibigay respeto at pagmamahal sa ating bansa.” “Pilipinas Kong Mahal” the Flag Advocacy message is a good reminder for all in the midst of materialism and new technologies, now more than ever we need to enhance good citizenship practices by putting up our flags at home, giving value to the beauty of our natural resources, showing care for a clean and green environment and other practices, Atienza elaborated. “This year’s theme echoes President Arroyo’s resolve to foster unity among Filipinos under a national symbol telling of an extraordinary country blessed by God,” Atienza said.

Meanwhile, this year’s June 12 national chairman DOLE Sec. Marianito Roque said the launching activity and today’s National Flag Day coincides with the Battle of Alapan and starts the 111th Independence Day celebration set for June 12, 13 and 14, 2009. This year’s activities will be geared towards jobs generation, provision of training and livelihood opportunities here and abroad to cope with the global crisis apart from the historical and cultural events. This is in keeping with this year’s theme “Kagitingan, Kagalingan at Kasipagan, Tungo sa Tunay na Kalayaan” per AO 259 signed by President Gloria Macapagal Arroyo organizing the NOC for this year’s June 12 celebration.

Further, Sec. Roque said, respect and pride in the Philippine Flag are the core messages of Flag Day activities where under all NGAs, LGUs, schools, universities, embassies/consular offices abroad including private establishments are encouraged to display the Philippine Flag in appropriate ceremonies.

In the recent NOC meeting, Sec. Roque reported that memorandum circulars have been issued by the DepEd to pursue its continuous campaign to educate the public esp. in elementary schools, high schools both private and public to educate them on the proper use and display of the Philippine National Flag. Further, the DILG has issued a directive to LGUs of government, mayors, punong barangays to display the flag, streamers in all government buildings, schools, universities, hospitals, public restaurants, hotels, malls and banks, including the ringing of church bells, fog horns to signal the flag raising. Also, the PIA as member of the Flag Advocacy Committee has urged government media networks and its bureaus to provide the necessary media support to increase public awareness of good citizenship and respect for our flag and the coming June 12 events.

On the other hand, NHI Executive Director Ludovico Badoy, chair of the Technical Working Group said that after the launch, the commemoration of the Battle of Alapan event shall be re-enacted as the main event of the Wagayway Festival today in Imus, Cavite led by Gov. Feature: National Flag Days

Republic Act No. 8491 prescribed the period from May 28 to June 12 of every year as Flag Days. During this period, all offices, agencies and instrumentalities of government, business establishments, institutions of learning, and private homes are enjoined to display the Philippine national flag. Republic Act No. 8491 is a reminder to every Filipino that the Philippine national flag is the singular symbol of the country defining the unity of the various towns, provinces, regions, and ethno-linguistic and sectoral groups of the nation. It advocates national unity, love of country, and nationhood.

According to historical books, the Philippine national flag was a brainchild of President Emilio Aguinaldo. Our veneration of our national flag is many times more meaningful if we know the distinctive meanings embedded in each element in it.

The colors symbolize certain values: the red field means that Filipino valor is second to none. The white field means that Filipinos are capable of governing themselves. The sky blue field signifies the loftiness of the Filipino struggle for freedom.

The equilateral triangle represents the Katipunan ideals of Liberty, Equality, and the Brotherhood of Men.

The three stars represent the three major geographical subdivisions of the Philippine archipelago, namely Luzon, Visayas, and Mindanao. The points in each star represent all the islands that make up these major geographic subdivisions.

The eight rays of the sun represent the eight provinces declared by the colonial government to be in a state of war (an estado de Guerra) during the revolution.

Our national flag is further distinguished from all other national flags. When the red field is up and the blue field is below, it signifies that the country is at war.

The Philippine National Flag: Symbol of our Nationhood

The Philippine Flag is the country’s most cherished symbol. It is the nation’s emblem for freedom. It symbolizes patriotism, love of country and sense of nationhood; it embodies the aspirations and sentiments of the Filipino people.

Prior to the outbreak of the Philippine Revolution of 1896, the Filipinos had no national flag of their own. When the Filipinos rose in revolt against Spain, each revolutionary group had its own banner. General Mariano Llanera’s troops, for instance, used the “skull flag” in Nueva Ecija. Bonifacio, himself, had a personal standard.

It was during the preparation of the second phase of the Philippine Revolution (1898-1902) that the idea of coming up with a Philippine Flag was conceived by General Emilio Aguinaldo and other revolutionary leaders, then exiled in Hong Kong. The flag was handsewn by Marcela MariΓ±o Agoncillo, wife of Don Felipe Agoncillo, with the help of her daughter Lorenza and Delfina Herbosa Natividad, niece of Dr. Jose Rizal and wife of Gen. Salvador Natividad.

Made of silk, the flag had a white equilateral triangle at the left containing a sunburst of eight rays at the center, a five-pointed star at each angle of the triangle, an upper stripe of blue and a lower stripe of red. The sun stands for liberty; the sunburst of eight rays for the first eight provinces to take up arms against Spain (Manila, Bulacan, Pampanga, Tarlac, Nueva Ecija, Laguna, Cavite and Batangas); and the three stars for the three island groups of the Philippines – Luzon, Visayas and Mindanao. The white triangle signifies Filipino hope for equality; the upper blue stripe stands for peace, truth and justice; while the lower red stripe stands for patriotism and valor.

General Aguinaldo brought the flag with him when he returned to the Philippines from Hong Kong on May 19, 1898. On May 28, 1898, in Barrio Alapan, Imus, Cavite, Filipino revolutionaries, with newly acquired arms brought in by General Aguinaldo, engaged a Spanish infantry in a battle. In this encounter known as the Battle of Alapan, the Spaniards were defeated. This battle which resulted in the triumph of Filipino forces was taken as a glorious occasion for General Emilio Aguinaldo to display the Philippine flag for the first time. The event, which marked the baptism of fire and glory of the Philippine Flag, was the beginning of the successful struggle to overthrow Spanish rule and the establishment of the Philippine Republic.

On June 12, 1898, in Kawit, Cavite the Philippine Flag was officially hoisted during the proclamation of Philippine Independence by General Aguinaldo. During the unfurling, the music band of San Francisco de Malabon played for the first time the Marcha Nacional Filipina, composed by Julian Felipe, a Filipino music teacher and composer from Cavite. Later, the poem “Filipinas” by th young poet soldier Jose Palma became the lyrics of the anthem. The same flag was flown with dignity during the inauguration of the Malolos Congress on September 15, 1898.

At the onset of the American occupation, the display of the Philippine Flag was prohibited. Act No. 1696 of 1907 banned the display of the Philippine flag and other revolutionary flags. The ban was lifted in 1920. However, when the Japanese came in 1942, the use of the Philippine Flag was again forbidden.

On July 4, 1946, at the inauguration of the Third Philippine Republic at the Luneta, an historic drama unfolded before the eyes of about 300,000 people. The American flag was lowered and the Philippine Flag was raised, marking the official decolonization of the Philippines.

The Philippine Flag stood as witness to the glorious events of our history. It encountered the most significant events in the Filipinos’ struggle for freedom. Flying alone in the wind, it brings back the glory of our struggle, not only against invaders, but our quest for a just and free society.

In the earlier 1950’s and 1960’s, former Katipuneros and revolutionaries would march in front of the Luneta grandstand carrying the Philippine flag every Independence Day. During the parade, they marched proudly with tears welling up in their eyes, vowing to fight again if there be a need to protect our country’s freedom. Let us rekindle the same idealism and patriotism. Let us rally to the flag – the symbol of our continued struggle, of our ideals and sentiments as a nation. Therefore, reverence and respect should at all times be accorded to the flag. It deserves to be treated with solemnity and dignity.

On March 6, 1965, President Diosdado Macapagal issued Proclamation No. 374 “Declaring the Twenty-Eighth Day of May Each Year as Flag Day.” The display of the Philippine Flag from May 28 to June 12 of each year was done by virtue of Executive Order No. 179 signed by President Fidel V. Ramos on May 24, 1994, for Filipinos “to collectively reflect on the significance of the National Flag.

"Kaibigan ng PCSO" to launch in Butuan

BUTUAN CITY (26 May)
– The Philippine Charity Sweepstakes Office (PCSO) is set to launch the “Kaibigan ng PCSO” charity caravan on Sunday, May 31, 2009 in one of the local hotels here.

According to PCSO Caraga Chief Lottery Operations Officer Gloria C. Ybanez, part of the caravan is a free medical and dental mission to be held in Brgy. San Vicente, this city on the same day at 1:00 in the afternoon. Beneficiaries of the caravan are Butuanons and residents in nearby municipalities of Agusan del Norte. “The activity will be conducted in Brgy. San Vicente because of the capacity of the covered court in this barangay, enough to cover thousands of beneficiaries,” Ybanez said.

Also, Ybanez acknowledged the support of the barangay officials including barangay health workers through the leadership of its Punong Barangay Raul Carampatana who immediately offered their services and facilities from the arrangements down to providing security and crowd control.

Ybanez also said that since the venue is far from PCSO Office here as well as in hospitals where some of their clients within the city can easily avail some health programs such as PCSO Endowment Fund from the hospital and the Individual Medical Assistance Program (IMAP), the venue was properly set and planned.

As of press time, Ybanez said they are inviting four barangay health workers per barangay in this city and three in each barangay of each municipality of Agusan del Norte to compose the medical and dental mission team. Also, medical and dental team of the Armed Forces of the Philippines will serve as additional members of the team.

Ybanez further said the conduct of the nationwide caravan is in time with the forthcoming 75th year anniversary celebration of PCSO. The caravan also involves promotion of PCSO’s Anniversary Draw of traditional tickets to be drawn on September 8, 2009 and other products of PCSO, it was learned.

Kaibigan ng PCSO is a program that will be pursued through the leadership of the Philippine Charity Sweepstakes Office (PCSO) to systematize and rationalize the sourcing of volunteer individuals and organizations in partnership with the private sector to advance the charity agency’s health mandate. By establishing sustainable networks and linkages that will continuously recruit medical and health volunteers as well as generate additional resources, the program will be able to expand the reach of PCSO services that immediately address health concerns of needy Filipinos.

The program envisions that through this mode of intervention on a nationwide scale the corporate responsibility ethic of private corporations and companies will be enhanced, particularly with regard to health issues. It likewise seeks to promote the volunteerism spirit inherent in every Filipino.

Kaibigan ng PCSO recognizes the varying capabilities of individuals, groups, and corporate entities in the public and private sector in rendering vital volunteer work that meets the immediate health needs of the poor. It also gives importance to the value of individual and collective civic efforts and of raising these efforts to the level of “unity in volunteerism” to sustain a functioning and efficient health and medical assistance delivery system for poor Filipinos everywhere.

Kaibigan ng PCSO will recruit and organize volunteers at the provincial, municipal, city, and barangay levels, using primarily the organizational reach of PCSO, the country’s premier charity agency.

OPAPP conducts LSIP in Butuan

BUTUAN CITY – Amidst clamor for peace and in an effort to strengthen government peace initiatives, the Office of the Presidential Adviser on the Peace Process (OPAPP) through the Social Integration Program (SIP) conducted recently a seminar-workshop on the formulation of a Local Social Integration Plan (LSIP) in this city.

The LSIP will serve as a comprehensive guideline and a starting point of the Local Social Integration Committee (LSIC) in giving interventions to former rebels (FRs). The plan will also help ensure a sustainable and genuine social and economic integration of the former rebels and at the same time contribute to the healing divisions within the community.

OPAPP SIP Manager Atty. Ruben Lingateng visited Caraga for the half-day resource mapping activity. The workshop is expected to generate inputs from critical line agencies, local government units and non-government organizations on their possible interventions for former rebels.

The SIP is designed for the reintegration of former rebels and their dependents into the mainstream of society. It includes the management of forces, arms and ammunitions of former rebels and the provision of short and long-term opportunities for their transition to civilian life and eventually become productive citizens in their respective communities.

To date, Caraga Region has the highest number of rebel returnees. With Agusan del Sur and Agusan del Norte leading the list.

Among the identified needs of the former rebels are diagnosis and assessment; medical assistance; capacity building of FRs; livelihood development and employment generation; education, psychological debriefing; legal or paralegal, truth-telling sessions; community dialogues; support group building and maintenance; monitoring and follow-up; and continuing education and supervision or mentoring.

As of press time, different regional line agencies have identified their available programs, services and other resources for the provision of interventions for former rebels. Resource mapping serves as a tool to lay down available programs from among the local line agencies and civil society organizations for a synchronized and coordinated provision of services.

“The mapping is not a “one-shot” drive to create a published list or directory, but rather a catalyst for joint planning and professional development, resource and cost sharing, and performance-based management of programs and services,” Atty. DA-Caraga issued Advisory on Swine flu outbreak

BUTUAN CITY – “Caraga region has yet no reported outbreak of any diseases of farm hogs,” thus said Johnny Gamboa, Chief of the Livestock Division of the Department of Agriculture-Caraga Regional Office.

To date, it’s the climate change that was seen to have brought some effect on livestock but still can cause no alarm.

Gamboa assured the public of DA’s continued surveillance by activating the city and provincial veterinary office in the entire region, giving priority on the conduct of day to day monitoring of any unusual disease, to be able to launch a massive investigation on the incidence and to take immediate action on the matter to prevent from spreading the disease.

Each provinces and cities here in the region has already been alerted through the advisory issued by DA-Caraga against an outbreak of swine flu.

The public were also encouraged to have their livestock vaccinated including hogs, and to support any activity conducted by DA-Caraga personnel in the dissemination of information to educate the people about swine flu.

Meanwhile, DA-Caraga orders a strict implementation of quarantine, making sure, contaminated meats will not reach the market for public consumption.

Gamboa added, “Caraga has an estimated 400 thousand volume of hogs and due to its insufficiency we have to be on alert to prevent from entering the region any contaminated meat and to avoid the spread of any diseases through the livestock bought from traders in other areas outside Caraga.”

Barbers donates P1.8M check for Siargao’s streetlight improvement

BUTUAN CITY – The government is exerting all its efforts to translate Siargao into a tourist haven and become an international destination in the coming years.

Recently, Governor Robert Ace Barbers hand over a check worth 1.8 million pesos to General Luna Mayor Felipe Espejon for the improvement of the street lightings of Siargao Boulevard.

In a short speech by the Governor, he emphasized the need to install street lightings of the whole boulevard area, as this is considered as the event area in Siargao.

Governor Barbers also promised to release more funding for Siargao believing, that the tourism industry not only bring prestige but most importantly, create jobs to the locals to achieve quality life and at the same time help the economy of the province improve.

To date, foreigners dominate ownership of hotels and restaurants in Siargao, having developed the love for the place and settled with the local women they marry.

DOH-Caraga encourages couples to practice Natural Family Planning

BUTUAN CITY – “We can plan our family size by timed lovemaking only during identified fertile days”, says Department of Health (DOH) Caraga Regional Director Leonita Gorgolon on a press conference on Safe Motherhood Week, Natural Family Planning Month, and Update on AH1N1 held recently at the DOH-Caraga Conference Room, this city.

DOH-Caraga encourages couples to practice Natural Family Planning (NPF) to ensure safe motherhood, so as to lessen child mortality rate in the country.

Dr. Grace Lim of DOH-Caraga points out in her report that thru NPF, mothers could also recover their health before the next child will follow; give full attention to the newborn baby and incoming months before working; balance their motherhood duties, work and obligations and responsibilities with ease; and can have time to be in tune with their bodies and understand its natural rhythms and cycles.

Dr. Lim further said that there are four types of NPF that couples could both choose and decide which they most preferred to. “The four types of NPF are the following: Mucus/ Ovulation Billing’s which uses quality of mucus and sensation to identify fertile and infertile days of cycle; Basal Body Temperature (BBT)-taking daily body temperature at rest the same time daily; Symptothermal Method (STM), the combination of MM/OM and BBT or use of mucus and temperature signs to identify fertile and infertile days; and the Lactational Amenorrhea Method (LAM), a transition method after delivery (post-partum) for six months only requiring full or almost full breastfeeding and the mother has no menses yet,” Dr. Lim explained.

Meanwhile, DOH Undersecretary Alexander Padilla, who also graced the press conference stressed that couples have the right to decide to time their lovemaking depending on their fertility intention, either to space or to achieve a pregnancy.
“The practice of NPF allows our innate qualities to emerge during the practice like patience, honesty, tolerance, sense of accuracy, sweetness, gentleness, determination and generosity,” Usec. Padilla added.

DOH-Caraga gives updates on AH1N1 virus

BUTUAN CITY – Following the worldwide spread of the swine flu virus, the Department of Health (DOH)-Caraga gives updates during recently held press conference held at the DOH-Caraga Conference Room, this city.

Dr. Gerna Manatad of DOH-Caraga said, Influenza AH1N1 is a new virus causing illness in people. “This virus was first detected in people in April 2009 in the United States. This virus is spreading from person-to-person, probably in much the same way that the regular seasonal influenza viruses spread,” she said.

When asked on how people infected with influenza A, Dr. Manatad said outbreaks in humans are now occurring from human-to-human transmission.

“When infected people cough or sneeze, infected droplets get on their hands, drop onto surfaces, or are dispersed into the air. Another person can breathe in contaminated air, or touch infected hands or surfaces, and be exposed. To prevent spread, people should cover their mouth and nose with a tissue when coughing, and wash their hands regularly,” explained Dr. Manatad.

It was also learned that the early signs of influenza AH1N1 are flue-like, including fever, cough, headache, muscle and joint pain, sore throat and running nose, and sometimes vomiting or diarrhea.

Dr. Manatad advises the public to be vigilant. “In case you suspect that another person is sick with Influenza AH1N1 virus, the following must be observed: protect yourself by using face mask; ask the person to use a face mask; as much as possible keep a distance of 1 meter away from the person; request the Barangay Health Emergency Response Teams (BHERTS) or any local health officer to transport the patient to a DOH referral hospital as soon as possible,” stressed Dr. Manatad.

Improvised explosives found in Nasipit Port

An improvised explosive was found near the Superferry Ticketing Office on May 24, 2009. The home-made explosive is made of less than half a kilo of ammonium nitrate with nails connected to an electrical detonating devise.

The EOD team of the 1302nd Maritime Police Precinct based in Nasipit Port immediately responded to the report and disintegrated the explosive safely. No one was harmed by the early response of the police.

According to Chief Superintendent JAIME ELORETA MILLA, Regional Director of Police Regional Office 13, the improvised explosive is uncharacteristic or different from the bombs being used by terrorist in other parts of Mindanao.

He underscored, however, the vigilance of one Mr. Mira of the Superferry Lines who saw the explosive and immediately reported to the police. He calls on the general public to be always on the alert of their surroundings especially if they are in places of convergence such as the bus terminals, ports, department stores or supermarkets. Report to your police any suspicious looking baggage especially if they wrapped, securely taped and unattended.

Meanwhile, Police Regional Office 13 had developed customized security plans for different places of convergence in Caraga to ensure the public's safety. Surigao del Sur Gov seeks moratorium on cutting and transport of logs in Bislig

BUTUAN CITY – Officials of the Department of Environment and Natural Resources (DENR)-Caraga Region recently recommended to the DENR Secretary Lito Atienza, Jr for the imposition of a moratorium in the cutting and transport of trees in the southern part of Surigao del Sur to give way to the complete rehabilitation of major roads which were damaged by logging trucks and incessant rain.

The move was contained in the report of DENR before the conference of the members of the Caraga for Peace and Development presided over by Butuan City Bishop Juan de Dios Pueblos at the Bishop Palace in Barangay Ampayon, this city.

DENR Caraga Regional Executive Director Edilberto S. Buiser who presented a brief report to the CCPD about what DENR has done in pursuit of its objectives said “all efforts are being done to find practical solutions to stop the relentless cutting of trees inside the timber concession area of the moribund PICOP Resources Inc."
.
Surigao del Sur Governor Vicente T. Pimentel, Jr. made a request to DENR on May 14, 2009 to declare a moratorium on cuttings and transport of forest products including tree plantations in private lands within the 2nd District of the province to give way for the rehabilitation and construction of the road.
.
Reports have indicated uncontrolled activities of illegal cutting of trees in several locations inside the PRI concession area which are done by timber poachers and some former employees who have been forced by circumstances after they were dislocated by the sudden decision of the management to close its operation indefinitely due to heavy income losses.
.
Last year, DENR has confiscated 1,109 pieces of logs with a volume of 446.22 cubic meters in an intensive anti timber poaching drive last year in pursuit of its anti illegal logging drive at the PRI area.
.
From January to May this year, another 1,318 pieces of undocumented logs with a volume of 440.17 cubic meters, 376 pieces of lumber with a volume of 5,794.30 board feet were confiscated by DENR. It also impounded four 10-wheeler hauler truck and a passenger jeep at the checkpoint for transporting illegal logs.

The DENR has deputized at least 148 persons to help DENR catch the violators and hopefully discourage illegal logging activities at the PRI area. The deputized forest officers are composed of 43 clergies, 45 persons coming from the religious group, two Local Government Unit Executives, 24 employees of the LGU in Bislig City and 34 farmers.

Secretaty Atienza has emphasized that the “DENR is embarking this year on a massive reforestation program that will not only re-green the denuded upland areas but also provide additional jobs to our forest dwellers to tide them over in this time of economic downturn”.

DENR has prioritized the reforestation of denuded upland areas nationwide which will provide additional jobs and livelihood opportunities to forest dwellers through the Bantay Gubat / Dagat and the Upland Development Program . This program is in support of Pres. Arroyo’s Comprehensive Livelihood and Emergency Employment Program (CLEEP).

A total of 212 hectares will soon be established under the Upland Development Program in two depressed barangays in that area. DENR challenges Mindanaoans to pursue peace, solidarity and love for natural resources


BUTUAN CITY – The Department of Environment and Natural Resources (DENR) has challenged the Filipino people in Mindanao to pursue peace and solidarity among themselves and the love for the natural resources to help the country achieve growth, development and progress.

DENR Regional Executive Director for Caraga Region Edilberto S. Buiser made the challenge in a brief remark before the crowd of government personnel, bank employees, and the private sector at the flag raising ceremony held at the Rizal Park in Butuan City on May 25, 2009.

The challenge was also echoed to the crowd by the City Mayor of Butuan represented by Vice Mayor Dino Sanchez and Congressman Jose S. Aquino II during the solemn ceremony that also marked the start of the observance of the National Flag Day.

The ceremony at the Rizal Park was preceded by a long motorcade of flag-bearing cars and motorbikes from the different national government agencies and offices and the local government which participated in the kick-off rituals. The motorcade started at the Butuan City Sports Complex in Barangay Libertad at 7 am and proceeded to the city’s commercial hub through the J.C. Aquino Highway to generate awareness to the public about the national Flag Day.

The agencies which participated in the kick-off ceremony were the Air Transportation Office (ATO), Bureau of Treasury (BT ), National Economic and Development Authority (NEDA), Bureau of Immigration (BI), Cooperative Development Authority (CDA), Commission on Higher Education ( CHED), Commission on Population (POPCOM), Department of Agriculture (DA) , Department of Agrarian Reform (DAR), Department of Health (DOH), Department of Science and Technology (DOST ), Department of Labor and Employment (DOLE ), Department of Social Welfare and Development (DSWD), Department of Tourism (DOT), Department of Trade and Industry (DTI), Development Bank of the Philippines ( DBP), HLURB, Development Bank of the Philippines (DBP), Philippine National Police (PNP), Philippine Army 401st Brigade, 4th Infantry Division, Philippines Ports Authority (PPA), Philippine Information Agency( PIA), Philippine Coconut Authority (PCA) , the Public Attorneys Office (PAO), the Bureau of Fire Protection (BFP) and the Department of Environment and Natural Resources (DENR) including the Environment Management Bureau (EMB) , and the CENRO and PENRO field offices in Agusan del Norte headed by PENRO Rosendo Asunto.

The Flag and Heraldic Code of the Philippines as embodied in Republic Act 8491 says that every year from May 28 (National Flag Day) to June 12 (Independence Day), all offices, agencies and instrumentalities of government, business establishments, schools and private home are enjoined to display the Philippine flag throughout this period.

President Gloria Macapagal Arroyo has designated anew the DENR Secretary Lito Atienza to head the National Flag Day Committee.

In his remark, Secretary Atienza said that he intends to redouble efforts in promoting love and respect for the national flag. He said that “being the head of the National Flag Day is an opportunity that will awaken in the national psyche a patriotic sense of love for the country’s rich natural resources.”

Secretary Atienza has strongly emphasized that “it is in the national flag where we, as Filipinos, can derive our nationalism from a position that give emphasis on how much richly blest our country is with natural resources and the sacrifices that our heroes gave for the welfare of generations of Filipinos.” (Eric F. USAID, PBSP repair 100 Mindanao schools with Brigada Eskwela

The U.S. Agency for International Development (USAID) is assisting the Brigada Eskwela ’09 in the repair of more than 100 public schools in Mindanao.

USAID, through its Education, Qaulity and Access to Learning and Livelihood Skills (EQuALLS2) Program, partners with the Philippine Business for Social Progress (PBSP) in supporting the yearly activity of the Department of Education in preparation for the new school year.

PBSP has rallied its corporate members to join the Brigada Eskwela nationwide through employee volunteering, donations of products, books, supplies and construction materials, among others.

Schools the USAID and PBSP are helping have received donations from Pacific Paint (Boysen) Phils, Inc., AMSPEC, The Bookmark, Inc., Ho Tong Hardware, Inc., Lucerne Jewelers, Bato Balani Foundation, Inc., Adarna House, Inc., and Sterling Paper Products, Isla Lipana & Co./PriceWaterHouseCoopers, Lamoiyan Corporation, and United Laboratories, Inc.

Mercury Drug Corp., Union Galvasteel Corp., Makati Medical Center, M&H Food Corp., and Manila Bankers Life Insurance Corp. have also pledged their assistance. Holcim Philippines has also sent volunteers to prepare the Sto. NiΓ±o Elementary School in ParaΓ±aque.

USAID and PBSP will work together with the schools’ Parents-Teachers-Community Associations, which PBSP has given capacity-building trainings in the previous years.

“Perhaps more than the donations, the greater value added is PBSP’s local community mobilization and capacity building of organized groups like PTCAs,” said PBSP Executive Director Gil Salazar.

“In the end, when PBSP and USAID are no longer there, the communities can take positive action on their own,” Salazar said.

PBSP Education Strategy

Salazar said that one of PBSP’s targets this year is to have 8,000 new scholars and education beneficiaries in the poorest areas already assisted and capacitated by PBSP.

"This year, we hope to get support from businesses and donors so that we can add more classrooms and provide basic needs like desks so that children do not squat on the floor,” he added. Committed to poverty reduction, PBSP member-companies and partners invested P93.02 million in 2008 to enable poor children to have access to education, improve their academic performance, and to enhance learning through IT in education.

Report on shooting incident

An old man together with his 18 years old son was found dead along the seashore of Barangay Tolosa, Cabadbaran City.

Victim was identified as Jaime Orellaneda, married, 65 years old and a residence of Purok-6 Barangay Tolosa.

Investigation disclosed that victim was shot to death by unidentified person using an unknown caliber of firearm while picking fish net together with his kids at the abovementioned place.

An unidentified gunman appeared and without provocation shot the victim once in the head and immediately fled after the shooting. Victim was immediately brought to Cabadbaran Emergency Hospital for medical treatment but was pronounced DOA by the attending physician.

Meanwhile, another cadaver was recovered at the same area floating on the sea and was identified as Jagibis Orellaneda, son of the latter, an 18 years old boy also was shot in the head and was confirmed by the authorities as victim of same incident.

Incident took place around 7:30 in the evening on May 23, 2009. Elements of Cabadbaran City Police Station lead by PI Virtudazo and PI Serrano now conducting thorough investigation for the possible identity and arrest of the suspect while motive is yet to be established. (PNP-13/ PIA-Caraga)


Report on grave threat
On May 22, 2009 at 2:50 in the morning at Borromeo Street, Barangay Taft, Surigao City, PNP elements of Surigao City Police Station led by PINSP Abdul Nasser Dimaporo apprehended a certain Edward Hidalgo Salomon, 45 years old, married, government employee and a native of Banuyo Street , Project 3, Quezon City for alleged grave threat filed by the complainants.
Investigation revealed that the suspect was under the influenced of liquor suddenly drew his firearm and pointed to the complainants namely Reynante Limbago, Gina Notillos, Aldrin Bernaldez and Mark Borja.
Recovered form the suspect were one unit .9mm pistol bearing serial number TAF 61597 and two magazines with 21 live ammunitions.
Case was already filed before the office of the City Prosecutors Office for grave threat under I.S. number NPS XIII-05INV-0111.

PNP seized improvised explosive device at Nasipit

On May 24, 2009 at 5:00 in the afternoon at Premises of Nasipit Wharf, Nasipit, Agusan del Norte, a certain Mr. Mira reported to Nasipit Municipal Police Station that a suspicious looking box was left at the premises of Nasipit Wharf, Nasipit, Agusan del Norte.

Upon receipt of the report, Nasipit Municipal Police Station immediately coordinated with the PNP Maritime Police Precinct led by PO3 Ricard S Charvet.
Search and Inspection conducted by the EOD Team revealed that a small plastic box containing more or less a half kilogram of Ammonium Nitrate and Nails connected to an electric Detonating Device was found near the ticket booth of the Super Ferry Lines.
The Improvised Explosives Device (IED) was successfully disrupted. Thorough investigation is being conducted by Nasipit Municipal Police Station for possible identification and apprehension of the suspects. Progress report to follow. (PNP-13/ PIA-Caraga)

PNP arrest wanted person

On May 24, 2009 at 5:30 in the morning at Purok 2, Barangay Holy Redeemer, Butuan City, PNP elements of Butuan City Police Station 2 led by SPO3 Advincula apprehended the suspect identified as Michael Villaroso, 26 years old, single and resident of Purok-6 of said Barangay by virtue of WOA issued by Hon Judge James V Go of RTC MTCC Branch 2, Libertad, Butuan City with recommended bailbond amounting to Php 40,000.00.

DENR-Caraga spearheads National Flag Day celebration in Butuan

BUTUAN CITY (25 May) – The Department of Environment and Natural Resources (DENR), Caraga Region spearheads the celebration of this year’s National Flag Day in this city.


Personnel of the Philippine National Police (PNP) and the Department of Environment and Natural Resources (DENR), all in Caraga Region, led the motorcade that kicks-off the National Flag Day celebration in Butuan City this morning (May 25) along the national highway going to the city’s Rizal Park. As early as 6:30 this morning (May 25), regional line agencies led by DENR-Caraga, together with the local government unit of this city assembled at the city’s sports complex for a motorcade going to the Rizal Park. Afterwhich, a short program was held facilitated by DENR-Caraga.

During the singing of the national anthem by DENR-Caraga’s Kalikasan Choir, Regional Executive Director Edilberto Buiser led the hoisting of the Philippine flag participated by some of the city’s officials and heads of offices of the regional and local line agencies.

In his speech, RED Buiser emphasized this year’s theme “Kagitingan, Kagalingan at Kasipagan Tungo sa Tunay na Kalayaan” as exceptional qualities for Filipinos like Manny Pacquiao.

“The theme appropriately articulated our national sense of pride being Filipinos especially after what happened early this month when our very own ‘People’s Champ’ Manny Pacquiao demolished European Champion Ricky Hatton. That day, the Philippine flag flew and with it, we gain the admiration and respect of the people from other countries”, Buiser said.

Moreover, Buiser said Sec. Atienza attests that our national flag mirrors our country’s rich natural resources and the sacrifices made by our heroes for the welfare of generations of Filipinos. “As we give respect to our national flag, we also pay revenue and love to our country and our heroes”, he said.

BUTUAN CITY (25 May) – “Love of country and respect for the flag, are two of the first and foremost lessons that we learn from our Constitution”.

This is the opening statement of Butuan City Mayor Democrito Plaza II during the kick-off activity in time wit the city’s celebration of the National Flag Day.

Delivered by Vice Mayor Dino Claudio Sanchez before the government officials and employees this morning (May 25) at the city’s Rizal Park, Mayor Plaza pointed out the importance of Republic Act 8491, otherwise known as the “Flag and Heraldic Code”.

Mayor Plaza said the law encourages us to give respect and reverence to our symbol of sovereignty and solidarity, and to promote awareness of good citizenship and values among our people.

“Today, here in Butuan, we display the flag to show patriotism and unity. Every Filipino must take this simple act seriously, since respect for our flag is what makes a nation great”, Plaza said.

Plaza also said the celebration should remind us not only for great acts of courage of our ancestors who had built their dreams just to have our flag officially displayed and recognized.

Mayor Plaza likewise lauded the Overseas Filipino Workers (OFWs) for the patriotism and nationalism shown to the world. “Although millions of Filipinos have chosen to live abroad, most of them remain to be loyal to our nation and continually live their life fruitfully as true Filipinos in their hearts”, he said.

Addressing before government officials and employees, Mayor Plaza’s speech enjoined state workers to act as primemovers for change.

“It is true that the display of our flag carries with it our ideals and aspirations as one nation – a people with distinct culture and tradition. But true freedom is not just living in a democratic world. As public servants, we should act as primemovers for change”, Mayor Plaza said.

Butuan solon calls Butuanons to behold our national flag

BUTUAN CITY (25 May) – Agusan del Norte First District Congressman Jose S. Aquino II of Butuan City and Las Nieves called Butuanons and Caraganons to behold our national flag which by law, custom and tradition is a national symbol.

The call was made by the congressman in his speech, delivered by his Executive Assistant Mr. Paquito Ato during the National Flag Day celebration in this city this morning (May 25) at the city’s Rizal Park.

Cong. Aquino also said, the national flag should be treated with dignity and respect as it represents the Filipino People equally of whatever background, race, religion or gender. It is a reminder of the contributions of the past and present generations that will be passed on to the future generations.

Aquino also mentioned the Flag and Heraldic Code of the Philippines, also known as Republic Act 8491 every year, from May 25 to June 12 during the Philippine Independence celebration, where he enjoined all offices, agencies and instrumentalities of government, business establishments, schools and private homes to display the Philippine flag throughout this period.

Through this, Aquino said, we must give respect and reverence to our symbol of national sovereignty and solidarity. “The Philippine flag is the embodiment of all our country’s ideals, culture and tradition”, he said.

Moreover, Aquino said, history unveils the remarkable truth that the national flag is a national standard bearing the tears and blood of Filipinos. Hence, we are morally and socially obliged to show reverence, respect and love for it.

Prior to the short program, a motorcade along the city’s national highway was conducted participated by regional line agencies and the local government unit of this city.
