OPAPP to award socio-economic assistance to former rebels in Agusan del Sur

BUTUAN CITY (27 March) – The Office of the Presidential Adviser on the Peace Process (OPAPP) is set to award socio-economic assistance to unassisted former local communist movement (LCM) rebels on Monday, March 30, 2009, 7:30 in the morning at the Government Center covered court, Patin-ay, Agusan del Sur.

Aimed at providing socio-economic assistance to former LCM rebels prior to the effectivity of Administrative Order 172 otherwise known as ”Creating the National Committee on Social Integration,” the program will be implemented in two phases: social preparation, and mainstreaming.

In the social preparation phase, identification and planning of appropriate interventions for former rebels with LGUs will be conducted. It also involves individual profiling and needs assessment inclusive of registration to fingerprint scanning system as well as photo documentation. In particular, profiling will be a one-on-one interview by a Social Worker using an OPAPP-designed tool. Also, photo shoots will be taken per participant.

Mainstreaming phase, on the other hand, involves conduct of relevant skills training and provision of socio-economic assistance amounting to Php 20,000.00 per participant.

Prior to the awarding ceremony on Monday (March 30), profiling of former rebel-participants is scheduled tomorrow, Saturday, March 28 and on Sunday, March 29. For District 1 participants covering the municipalities of Sibagat, Esperanza, and the city of Bayugan, the activity will be conducted at the Sibagat gymnasium. For District 2 participants, it will be held at Talacogon gymnasium. These cover the rest of the municipalities of Agusan del Sur.

During the awarding ceremony, OPAPP Undersecretary Pedro Cesar Ramboanga, Jr. will grace the activity who will also lead in the awarding of the socio-economic assistance to the recipients along with Agusan del Sur Governor Maria Valentina Plaza and Vice Governor Santiago Cane, Jr. They will be assisted by Col. Emiliano Gupana II, Philippine Army 402nd Brigade Commanding Officer and Dir. Susan Marcaida of the Program Implementation and Monitoring Office (PIMO) Unit.

It can be recalled that the rebel returnee program was transferred in 2001 from then National Program for Unification and Development Council (NPUDC) to OPAPP by virtue of Executive Order No. 3, “Defining Policy and Administrative Structures for Government’s Peace Efforts.”

In 2004, releases to former rebels were held in abeyance, as the Program underwent review. It was on March 2007 when Pres. Arroyo signed AO 172 making way for the establishment of the Social Integration Program (SIP).


During the cabinet meeting held in Iligan City on January 6, 2009, President Gloria Macapagal-Arroyo approved the provision of socio-economic assistance to former LCM rebels who returned to the fold of the law prior to the effectivity of AO 172, and OPAPP record shows that there were about 4,345 recipients of the program nationwide. Spain to expand assistance to poor schools

ZAMBOANGA, SIBUGAY- The Spanish government provided scholarship assistance to 5,100 elementary and high school students in Zamboanga Sibugay. Completing a three-year education program in Mindanao, the Spanish aid agency Agencia EspaΓ±ola de Cooperacion Internacional para el Desarollo (AECID) also built 30 new classrooms in 13 schools, provided 7,250 armchairs and 5,677 books. Fifteen audio-visual rooms, four laboratories and four technology and livelihood workshops were also established. In-school feeding and parent-teacher-community association trainings were also conducted.

“The Spanish support is a holistic program that addressed both the problem of poor access to basic education among children in Mindanao, and the need to improve the quality of education,” explained Paul G. Dominguez, Director of Sarangani Agricultural Co. and Vice Chairman of the Philippine Business for Social Progress (PBSP), which implemented the program on behalf of AECID and the Spanish NGO Fundacion Humanismo y Democracia (H+D).

DepEd data show that in Zamboanga Sibugay, only four out of 10 children of official school age were enrolled from school year 2006-2007.

Poverty keeps children out of school. Cely Baid who teaches at Gugawang Bugas Elementary School explains that, “At first, children stop temporarily, but some children later decide not to go school anymore because of the urgent need to help the family at home.”

“However, I observed most of them would come back during enrolment in June. The construction of a new school building here (a donation from AECID and H+D) also encouraged them to go back to school because it’s nearer” Baid added.

“We have reported to our Spanish partners that the enrolment rates in our assisted schools have increased to as much as 29%,” explained Gil Salazar, PBSP Executive Director. “Dropout rates also declined, meaning, the children were encouraged to stay in school. When we implement education programs, our goal is to improve the performance of the students and the schools, and we were happy to receive reports from the schools that the NAT scores increased by an average of 7 percentage points,” Salazar added.

The Spanish donors will expand their assistance and include Curuan and Vitali districts in Zamboanga City, towns of Tungawan and R. T Lim in Zamboanga Sibugay, nine (9) municipalities in Agusan del Norte in CARAGA region , and the typhoon-ravaged areas of Bicol through a new four-year development initiative. PBSP has been tapped to continue to implement these programs.

“High incidence of poverty and poor access to basic services are the major issues that will be addressed in the expansion sites,” Salazar explained.


“PBSP will continue to work with the DepEd and the school district heads. We also have strong links with the LGUs, and our distinct focus is the capacity-building of parents and teachers. CCPD stakeholders to undergo recollection, assessment, planning workshop

BUTUAN CITY (27 March) – Stakeholders of the Caraga Conference for Peace and Development (CCPD) will undergo a recollection, assessment, and planning workshop after a year of numerous and challenging work.

The activity is set on March 31 to April 2, 2009 at the San Lorenzo Ruiz Pastoral Formation Center, Ampayon, this city.

In a written statement of CCPD, Most Rev. Juan de Dios Pueblos, CCPD Co-Convenor and Butuan Bishop said the activity will enable the stakeholders to engage in a reflection on their role in Caraga. It also reviews and reflect on the guiding spirit behind the formation of CCPD, assess the CCPD’s plans and activities, as well as to develop plan for 2009-2011.

Among the highlights include the identification of actual activities and plans for the next years.

As part of evaluation, CCPD’s 2008 plans and actual activities will be assessed based on CCPD’s guiding principles, covenant and Constitution and By-Laws.

The stakeholders will also undergo reflection of what CCPD should continue, stop, or start doing.

Meanwhile, CCPD will discuss the clarifying mandates of the different partner-stakeholders.

During the planning, the stakeholders are required to state specific clear objectives, activities, schedules, responsible institutions and individuals, as well the identification of resources needed.

With this activity, CCPD Executive Committee believes it is time to stop and locate where the conference is at present.

DENR-Caraga to spearhead river bank cleanup

BUTUAN CITY (27 March) – As the Philippines takes part in the international observance of the World Water Day which is celebrated every 22nd day of March, the Department of Environment and Natural Resources (DENR)-Caraga Regional office will spearhead the conduct of river bank cleanup on Sunday, March 29, 2009, 6:00 in the morning at Libertad-Masao river, this city.

The international theme for World Water Day 2009 is “Shared Water, Shared Opportunities” while the national week-long celebration from March 23-29 is anchored on the theme “Makibahagi at Pagyamanin, Tubig Natin” (Share and Develop, Our Water).

The local theme highlights the significance of cooperation among water-agencies, stakeholders national and local government units of then country and promotes the importance of clean rivers for a healthy society and wholesome environment for the present and future generations.

Relative to the activity, DENR is inviting government and private offices and establishments to participate as part of preserving the environment which is also embodied in the plans and programs of the national government to mitigate the problem in global warming.

Tago Municipal Police Station inaugurated

Caraga Police geared towards putting-up modern police stations especially in far-flung municipalities.

Caraga Police Director PCSUPT Jaime Eloreta Milla, CEO VI said “the PNP has risen to the various challenges in the organization and have initiated reforms and improved capabilities to better respond to the concerns of our community”.

The new Tago Municipal Police Station ( Standard Type "B" Building ) in Surigao del Sur was inaugurated last month following its completion. The modern station building is in line with the required program in accordance with the Integrated Transformation Program (ITP) specially the Key Result Area (KRA) on the Physical Development, particularly giving emphasis on the "Quick Response" in providing the PNP of a modern Police Station.

The construction of Tago Municipal Police Station was financed by the PNP under PNP Engineering Service, PRO 13 (CARAGA) in the amount of Three Million pesos (Php 3M) from GAA 2008 and One Million Seven Hundred Thousand Pesos (Php 1.7M) from PCSO PMCF in a total cost of Four Million Seven Hundred Thousand Pesos (Php 4,700,000.00).

Meanwhile, the CIDG Provincial Field Office/Building located at Mangagoy, Bislig City was also repaired and properly turned-over to the end-user. The repair of CIDG Provincial Field Office was financed by Congressman Garay of Surigao del Sur under supervised by the PNP Engineering Service, PRO 13 (CARAGA) in the amount of Five Hundred Thousand Pesos (Php 500,000.00) from PDAF FY 2007.

The PNP has accomplished these things amidst the trials and controversies that surrounded the organization. The PNP still has a long way to go to be able to achieve goal especially in putting up new structures for PNP stations in municipalities in the region.

RD Milla said that PRO 13 is doing everything and exercising all resources to make plans a reality, adding that the projects for 2009 will be based on the PNP Integrated Transformation Program. PRO 13 wants to focus on addressing the current demands of the various places particularly in far-flung areas. PENRO Agusan Norte leads World Water Day rites

BUTUAN CITY – The Provincial Environment and Natural Office (PENRO) in Agusan del Norte led the celebration of the World Water Day in Butuan City .

Dozens of invitation letters were sent to regional government agencies to join the celebration but only a few of them heed the call to show their commitment of support to the World Water Day rites.

Carrying the message “ Makibahagi at Pagyamanin, Tubig Natin “, the participants went around the city’s commercial district in a simple motorcade joined by the different regional and local government agencies that started at 7 am after holding a mass at the Butuan City Catholic Cathedral Church.

They included the Department of Interior and Local Government ( DILG), Department of Agriculture ( DA), National Economic Development Authority (NEDA) , Department of Health (DOH) , National Irrigation Administration ( NIA), DXBN Radyo Ng Bayan, Philippine Information Agency ( PIA), the Philippine National Police (PNP), Philippine Army, DILG-Bureau of Fire Protection, Commission on Human Rights (CHR), Richmond Palywood Company, the Provincial Government of Agusan del Norte Environment and Natural Resources Office, the Environment Management Bureau (EMB), CENRO Nasipit led by CENRO Jaime Acebu , and the DENR Regional Office.

The DENR distributed information materials as they passed through the major thoroughfares in the city containing important messages of the wise use of water and plant and care of tree seedlings in the watershed areas which are source of water for domestic and irrigation uses.

Residents have stepped out of their respective homes to greet the motorcade although others were seen to shrug off their shoulders in an apparent show of non-involvement in the united campaign of the government on the necessity of water.

The PENRO of Agusan del Norte Rosendo Asunto, speaking in behalf of the DENR Regional Executive Director for Caraga Region Edilberto S Buiser , has thanked all the agencies that participated in the celebration.

He emphasized the messages of the importance of water in which President Gloria Macapagal Arroyo and DENR Secretary Lito Atienza want to be conveyed to the people.

“Water is life “PENRO Asunto said. He urged the people to use the water wisely even as the country enjoys abundant sources of water.
The United Nations General Assembly reported that more than 1 billion people or about 20 percent of the world’s population have no access to safe drinking water.

The report also said that there are at least 4,500 children in the world who die everyday due to the absence of safe and clean water.

PENRO Asunto has urged every resident to be responsible and care for the water resources. He said that as possible, every one must protect all the waterways by refraining from throwing all forms of garbage into the canals, creeks and river system which should be maintained clean always. Report on vehicular accident

On March 22, 2009 at 10:30 in the evening at the National Highway of Purok-6, Sitio Causwagan, Barangay Bahi, Barobo, Surigao del Sur, one unit TMX 155 Honda motorcycle with plate number KP 540, color black and driven by a certain Magno Pontillo, 50 years old, married and resident of Marihatag, Surigao del Sur with one backrider identified as Ryan Cris Abilita, 25 years old, single and resident of Purok-3, San Francisco, Agusan del Sur accidentally hit the left rear portion of a ten wheeler Mitsubishi Fuso truck with plate number LCY 149, driven by a certain Fausto Morales, 40 years old, married and resident of Purok-11, Barangay Bancasi, Butuan City.

Initial investigation disclosed that the Fuso Truck was not properly parked on the road loaded diagonally with bagras logs without early warning device and has no red light place on the left end of the protruding logs.

As a result, the face of motorcycle driver Magno Pontillo was smashed on the bagras logs and fell down on the road.

Victims were immediately rushed to DO Plaza Memorial Hospital , Patin-ay, Prosperidad, Agusan del Sur for medical treatment but Magno Pontillo was declared dead on arrival by the attending physician.

Report on illegal gambling

On March 24, 2009 at 7:30 in the evening at P-17, Barangay Mahay, Butuan City , PNP elements of Butuan City Police Station 1 led by SPO3 Andales together with BIN members conducted operation against illegal gambling which resulted to the apprehension of the suspect identified as Benidecto Castro Buras, 49 years old, married and resident of said place.

Confiscated from the suspect was gambling paraphernalia and bet money amounting to Php 15.00.

PNP arrests wanted person

On March 24, 2009 at 5:00 in the afternoon at Purok-3, Barangay 3, Cabadbaran City , PNP elements of Cabadbaran City Police Station led by SPO3 Mercado arrested the suspect identified as Elvin Parativo, 23 years old, single, jobless and resident of said place.

Suspect was arrested by virtue of WOA issued by Hon Judge Dax Gonzaga Xenos of RTC Branch 34, Cabadbaran City, dated February 13, 2009 charged for theft under CC number CR -08-05 with recommended bailbond amounting to Php 20,000.00.

On March 24, 2009 at 10:30 in the morning at the Seashore of Sitio Melody, Barangay Antonio, Libjo, Dinagat Islands Province, joint operations from Task Force Anti-Illegal activities of Libjo headed by Rogelio Magpatoc, SB member and PNP elements of Libjo Municipal Police Station led by PINSP Sandro Santillan conducted operation against illegal logging which resulted to the confiscation of abandoned sawn lumber with estimated 618 board feet and market value of Php 18,540.00.

Mulanay-Quezon Province Mayor encourages Caraganons to actively participate in KALAHI-CIDSS projects

BUTUAN CITY – “The best approach in spending government’s money is thru Kapit-bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS)”, said Mayor Prudencio Maxino Jr., of Mulanay, Quezon Province during the regional convention of the Local Government Units of various municipalities in Caraga Region, held recently in one of the local convention centers here.

During his keynote address, Mayor Maxino shared a glimpse on the lessons that he and his people in Mulanay learned from KALAHI-CIDSS. “On development planning, priorities are determined and set by the community people especially the poor with technical persons in the LGU as guide and facilitators”, he said.

“We realized and proved that people could decide well, if they have enough access to information”, Mayor Maxino added.

Mayor Maxino also said that thru KALAHI-CIDSS, people’s trust and confidence to government programs, projects, and services were regained and strengthened. “KALAHI-way is even now replicated in implementing other programs, and one of which is the Gawad Kalinga Housing Project”, stressed Mayor Maxino.

Meanwhile, when asked on the sustainability of its project in Mulanay, Quezon Province utilizing the KALAHI-CIDSS, Mayor Maxino explained “We are selling our best practices learned from the process of KALAHI to the provincial government and other partners with the hope of accessing more support funds so that either way, KALAHI strategy will continue in our ground”.

To encourage participants especially the mayors in various municipalities and cities in Caraga to be implementers of KALAHI-CIDSS, Mayor Maxino stressed that “with KALAHI-CIDSS system, poor people are made more productive, allowing them to decide on how they will improve their lives, and manage their own community projects”.

With the learnings, knowledge, and accomplishments expressed and shared by Mayor Maxino, he is hoping for the Caraganons’ observance of full participation, transparency and accountability in the planning process and in the entire project development in every municipality. Caraga Provinces geared for PDPFP enhancement

Thirty-two participants from the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur of Caraga Region participated in the Provincial Development and Physical Framework Plan (PDPFP) Workshop cum Writeshop held recently in Butuan City.


The activity is aimed at gearing up the provinces’ planning teams in the preparation of their disaster-risk reduction (DRR) enhanced PDPFP.

The presentation and adoption of the PDPFPs is one of the expected outcomes of the Technical Assistance (TA) project of the Asian Development Bank (ADB) and the National Economic and Development Authority to strengthen Provincial/Local Planning and Expenditure Management (PLPEM).


The Provincial Development and Investment Plans, as well as the corresponding feasibility studies on the priority projects shall then be formulated based on the legitimized PDPFPs.

Under the NEDA-ADB TA on Strengthening Capacities for PLPEM, implemented from April 2005 to June 2007, the PLPEM guidelines were formulated through a series of consultations and trainings.


The guidelines provide the mechanisms and processes for synchronized local planning, investment programming and budgeting processes. The integration of the comprehensive socio-economic development plan and the physical framework plan into one plan document would only mean a more productive use of local planners’ time, but would also ensure coherence of the spatial applications of the socio-economic development thrusts of the province.

The workshop is a sequel to the orientation sessions on the PLPEM spearheaded by NEDA - Caraga Region in the provinces.


During the three-day activity, facilitators and lecturers from NEDA Caraga discussed in detail the contents of the guidelines for the preparation of the PDPFP while the participants were given time to clarify issues pertaining to their draft PDPFP.

The activity served as a venue for the participants to level-off with teams from the other provinces on the data sources to be used in the plan, as well as the colors to be used in the maps to have a uniform presentation of maps and data sets. Moreover, the workshop enabled the participants to further enhance their plan documents based on the exchange of insights among the teams.

The same activity will be conducted for the Province Dinagat Islands on March 23-26, 2009 in San Jose for the province’s planners to have ample time to prepare for the data needed in formulating the planning environment part of the plan. (Melanie A. Maur, NEDA-13/ PIA-Caraga)

Report on electrocution incident

On March 23, 2009 around 11:30 in the morning at Sitio Delot, Barangay San Vicente, Bislig City, a certain Santiago Salas, 43 years old, married, farmer; and Cyril Jay Nelmida, 16 years old, out of school youth were electrocuted which resulted to their instantaneous death.

Investigation conducted revealed that the two were installing a television antenna using two length of one half by twelve (1/2 x 12) pipe when same bent and laid towards the live electric mainline of SURSECO triggering a fire that burned down the house of Santiago Salas.

Estimated cost of damage caused by the fire is more or less Php 150,000.00. (PNP-13/ PIA-Caraga)


Arrest of escapee

On March 23, 2009 around 2:30 in the afternoon at Purok-7 Barangay Canlanipa, Surigao City, elements of Surigao City Police Station led by SPO1 Bimbo C Polvorosa, arrested an escapee identified as Napoleon Diago Albuto alias "Jimboy", 29 years old, a native of Del Carmen, Surigao del Norte and presently residing at Barangay Canlanipa, Surigao City.

Albuto was reportedly escaped from the Bureau of Corrections, Davao Prison and Penal Farm in 2OO1.

Subject person has a standing alias warrant of arrest for Qualified Theft under CC number 6908 issued by Hon Judge Evangeline Yuipco-Bayana, Judge Regional Trial Court (RTC) branch 31, Dapa, Surigao del Norte with bailbond fixed at Php 24,000.00 for his temporary liberty.

PNP arrests wanted persons

on March 21, 2009 around 12 midnight, a certain Jonel De Los Reyes, 24 years old, single, jobless and a resident of Baybay 1, Poblacion, Bislig City was arrested by elements of Bislig City Police Station led by SPO1 Pascual Veduya by virtue of warrant of arrest (WOA) docketed under CC number 2005-4-2912 issued by Hon Merlyn Pacaro Canedo, Presiding Judge of Regional Trial Court (RTC) 11th Judicial Region, branch 29, Bislig City, dated 07 October 2005 for frustrated murder with bailbond recommended amounting to Php 200,000.00.

Arrested person is now detained at Bislig City Police Station for proper disposition.

On March 23, 2009 around 8:20 in the morning at Purok Tabon-tabon, Barangay Quezon, Tandag City, a certain Roniel Perez, 33 years old, married and a resident of the aforesaid place was arrested by elements of Tandag City Police Station led by PO3 Edwin Neo by virtue of WOA docketed under CC number 5376 issued by Hon Ermelindo F Andal, Presiding Judge RTC branch 27, for the crime of Attempted Rape in relation to Republic Act (RA) 7610 with bailbond recommended amounting to Php 100,000.00.

Arrested person is now detained at Tandag City Police Station for proper disposition.

Also, on March 24, 2009 around 4:15 in the afternoon at Barangay Salvacion, San Agustin, Surigao del Sur, joint team from Intelligence and Investigation Section of Surigao del Sur Provincial Police Office (PPO) and San Agustin Municipal Police Station led by SPO3 Ramil Yu Saranza, conducted operation against Most Wanted Person at the above-mentioned place which resulted to the arrest of Nestor Lanyujan alias "Boy", 48 years old, married, jobless and a resident of Purok-6 Barangay Salvacion, San Agustin, Surigao del Sur.

Subject person was arrested by virtue of WOA docketed under CC number 97-946 for kidnapping for ransom with illegal detention issued by Hon Judge Zosimo V EscaΓ±o, Presiding Judge of RTC branch 259, ParaΓ±aque City dated September 3, 1999 with no bail bond recommended and tagged as Top Most Wanted Person under DILG Memorandum Circular number 2009-29 with a money reward of Php 175,000.00.

Former Butuan City Mayor dies

BUTUAN CITY (24 March) – Former Butuan City Mayor Figurado “Lado” O. Plaza died of cardiac arrest and pneumonia at 4:47 this morning (March 24) at Butuan Doctor’s Hospital, this city. He was 81 years old.

This was reported by his wife, former Congresswoman Charito B. Plaza of the 1st District of Butuan City and Las Nieves in an interview with PIA.

According to former Cong. Plaza, the wake will be at their residence at Claudio Street, Estacio Village, this city. She also said they are still waiting for the arrival of their daughter who is in United States and is expected to arrive on Saturday, March 28, 2009. “Upon her arrival, we will decide for the schedule of the burial,” she said.

The former Congresswoman also asks their relatives, friends and the public for prayers for the eternal repose of his husband’s soul, who is once a pillar of politics in the city.

Former Mayor Plaza started his political career as the number one city councilor of Butuan in 1968, became the city’s Vice Mayor and later on, was elected as City Mayor from 1971 to 1986. He was born on August 6, 1927.

His major legacy is by making Butuan as the first among the cities of the Philippines to be declared as “Highly Urbanized City” in the highest category of cities.


It can be recalled that Mayor Lado is also responsible of putting up noteworthy projects in the city like the Bancasi Airport, Butuan City Integrated Bus Terminal, Slaughter House, Butuan City Premium Market extension in Langihan, Bliss Project, and the Employees’ Village in Paradise-Libertad, among others. German Ambassador set to visit Caraga Region

BUTUAN CITY (24 March) – German Ambassador to the Philippines, His Excellency Christian Ludwig Weber-Lortsch is scheduled to visit Caraga Region particularly in this city, in Agusan del Norte, and in Agusan del Sur on April 2-3, 2009.

Thus, said Caraga Regional Director Carmencita Cochingco of the National Economic and Development Authority (NEDA) and Fr. Lito Clase of the Diocese of Butuan and the Caraga Conference for Peace and Development (CCPD) during the coordinative meeting held on Monday, March 23 at NEDA-Caraga Conference Room.

According to Fr. Clase, the ambassador’s visit is an entry point of the 7-million Euro projects to be awarded by the German government to Caraga Region next year.

During the visit, the German Ambassador will formally hand-over relief assistance to the victims of floods in the region and to meet with Caraga stakeholders. Containing the relief assistance include a 10-kilo rice, 1 dozen sardines, packs of noodles, thermos pot, toothbrush, toothpaste, soap, and dried fish, amounting to some Php 1,000.

Among the places to be visited in the region are Butuan City, Jabonga in Agusan del Norte, and Patin-ay in Agusan del Sur.

While in these places, he will meet with local officials to discuss the projects to be implemented by the German government next year.

Butuan joins 2009 Earth Hour

BUTUAN CITY (24 March) – On March 28 at 8:30 in the evening, Butuan will officially join the cities and towns all over the world in switching off their lights for one hour dubbed as Earth Hour, to send a powerful global message that it is possible to take action on global warming.

This is revealed during the Technical Working Group (TWG) meeting at the Mayor’s Conference Room, here, in this city recently.

On that night, the city government aims for a total darkness in the city’s main thoroughfares, landmarks and large establishments.

To make the event more meaningful and to be able to gather as much support to the endeavor, a short program will be prepared during the switching off of the lights.

At 7:45 pm, the City Mayor together with the invited guests and participants will gather at the Rizal Park for a very short program. A few minutes before 8:30, a police siren will be heard signaling the start of the countdown.

At exactly 8:30, lights will be switched off. A ceremonial switch will be prepared at the Rizal Park.

RMG and RTR Police receive new PNP vehicle

CARAGA Police continued in strengthening anti-crime activities, Internal Security Operations and Community Assistance and Development in the region in relation with the Integrated Transformation Program of the Philippine National Police.

In line with this, two new PNP vehicles were turned-over recently to the recipient during the traditional Monday Flag Raising Ceremony held at Police Regional Office 13 (PRO 13), Camp Rafael C. Rodriguez, Libertad, Butuan City.

The distribution is in accordance with the issuance directives number DL2-2009-01- issuance of Troop Carrier dated January 29, 2009 and DL2-2009-01-870- issuance of Toyota Patrol Jeep (Hi-lux) dated January 6, 2009 from the Directorate for Logistics, National Headquarters, Camp Crame, Quezon City.

Caraga Police Director Jaime Eloreta Milla led the distribution of the vehicles together with Chief Logistics PSUPT Ronaldo Rivero Cabral. Police asks experts and concerned agencies help hunt down killer crocodile

BUTUAN CITY (23 March) - Caraga Police Director, Chief Superintendent Jaime Eloreta Milla, earnestly solicits the help from concerned government agencies and experts to help the local authorities in hunting down an estimated 25-foot long crocodile that killed a 10-year-old girl at Lake Mihaba, Bunawan Agusan del Sur last March 7, 2009. Director Milla assured the police would assist in tracking down the dangerous
crocodile.


He calls on Mr. Rufino Miranda, Assistant Protected Area Superintendent of IPAS (Integrated Protected Area System) to provide the necessary support and allocate or release funds especially in conducting information drive among the locals as well as in barricading the area and for the early capture of the crocodile and be brought to a crocodile sanctuary to prevent additional victims.

The retrieval team found the headless remain of the 10-year old Rowena Romano floating at Mahiba Lake, San Marcos, Bunawan, Agusan del Sur, three days after the incident.

In a report, the victim and cousin Jennifer Rodrigo were on a boat in Lake Mihaba in Bunawan town, Agusan del Sur on their way to their “floating” school when a crocodile attacked them, causing the boat to capsize. The victim fell down to the water and the crocodile was able to catch and bite the victim's head, bringing her down into the water. An adult, solely riding in another boat, rescued Jennifer Rodrigo.

Related information received from some constituents stated that at 6:00 in the evening on February 9, allegedly same crocodile attacked and bite the right leg of another victim named Ros Janno Navarro while fishing onboard a banca at same lake but able to save his life after hacking the left eye of the crocodile. Navarro is reportedly recuperating from the wounds inflicted by the crocodile.

Reportedly, the incidents shows sign of revenge, because every time the crocodile surface from the water, residents from Agusan Marsh always harm the crocodile with the used of spearhead and bamboo arrow.

The Mihaba Floating Literacy Center in Lake Mihaba of San Marcos, Bunawan Agusan del Sur was establish after the creation of Save Mindanao Foundation in the year 2007 through the effort of Former Agusan del Sur Governor, Gov. SSS to provide summer jobs for laid off workers’ children in Surigao Norte

SURIGAO DEL NORTE - The Social Security System (SSS) branch office here will allocate six slots to college students for a two-month summer job training program dubbed as “Student-Trainees for Summer Training Program on Social Security Services” starting in April.

The move is in line with the President’s call in reducing the impact of the effects of global financial crisis.

SSS Branch Manager Ricardo Habal in a press statement said that the objective of the program is to provide hands-on training on administration and implementation of social security programs among students who are SSS members or children of SSS members.

In Surigao City, they are prioritizing students who are among those children of workers laid off from their jobs in the mining sector during the onset of global financial slowdown during the last quarter of 2008.

Also, one important qualification is that the applicant, or his/her parent/uncle/aunt is separated from employment within the last 12 months prior to the filing of application due to closure, downsizing or temporary suspension of operations of the company as a result of the present economic crisis, and is currently not employed.

Report on loose firearm

On March 20, 2009 at 1:10 in the morning at Barangay Taft, Surigao City, PNP personnel of Surigao City Police Station together with BPLK (Barangay Pulisya Laban sa Krimen) apprehended the two suspects identified as Maximo Amazona Vertudazo, 25 years old, married, security guard from Tactical Expert Security and Protective Services and resident of Roxas Extension, Barangay Washington, Surigao City; and Jaime Santisas Goliman, 29 years old, also a security guard from Tactical Expert Security and Protective Services and resident of Bagong Silang, Barangay Washington, Surigao City for violation of RA 8294 (Illegal Possession of Firearms).

Confiscated from the suspects’ possessions were one .38 caliber revolver (armscor) with serial number 63802 and one .38 caliber revolver without serial number.

Report on illegal gambling

On March 20, 2009 at 2:30 in the afternoon at Purok-10, Barangay Aupagan, Butuan City, joint PNP personnel from Vice Control Section of Butuan City Police Station 1 and Butuan City Police Station 4 led by PSINSP Ronaldo V Plaza conducted operation on violation of SP Ordinance Number 141-2008 (anti-ordinance governing cockfighting gamecock breeding and the establishment, operation and maintenance of cockpits within jurisdiction of Butuan City) which resulted to the arrest of the suspects.

Suspects were identified as Baylon Baldo Torrion, 51 years old, married and resident of said place; Allan Yano Valenzona, 37 years old, married and resident of Purok-6 of said Barangay; Francis Dave Besina Cabahug, 18 years old, single, handler and resident of Purok-5 of said Barangay; Rafael Mondano CaΓ±as, 30 years old, single, handler and resident of Purok-5, Barangay Ambago, Butuan City; Santiago Mondano CaΓ±as, 30 years old, single, handler and resident of Purok-5, Barangay Ambago, Butuan City; and Dante Baril Palconit, 31 years old, married, handler and resident of Purok-10, Barangay Aupagan, Butuan City.

Confiscated from their possession were seven fighting cocks with gaff and scabbard; 12 pieces gaff with scabbard.

Arrested persons and confiscated fighting cocks were brought to Butuan City Police Station-1 for proper recording and disposition.

Also, on March 21, 2009 around 3:30 in the afternoon at Purok-6 Barangay Bayugan III, Rosario, Agusan del Sur, elements of Rosario Municipal Police Station led by SPO1 Jacinto Cabang conducted an operation against Illegal Gambling which resulted in the apprehension of the suspects identified as Annalyn Gallego; Ely Bernal; Arman Abad; Rudy Aquino "Bodoy" Dongan; Bruno Sebastian; and Dina Obado.

Confiscated from the suspects’ possession were two sets of playing cards and bet money amounting to Php 145.00.

Report on illegal possession of firearms

On March 21, 2009 at 11:10 in the evening at Purok-1, Barangay Ampayon, Butuan City, PNP elements of Butuan City Police Station 4 led by PINSP Chito Queruben while conducting checkpoint at said place apprehended the suspect identified as Rolando Valdez alias “Rocke Valdez” and confiscated from his possession were one Dan Wesson revolver .357 magnum with serial number 16269 and twelve live ammos.

On March 21, 2009 at 11:30 in the evening at Corner Borromeo and Navarro Street, Barangay Taft, Surigao City, Ryan Angele Dialde, 27 years old, single, construction worker and resident of Purok-Godong, Nueva Extension, Barangay Taft, Surigao City was arrested by PNP elements of Surigao City Police Station during the conduct of operation Bakal.

Confiscated from the suspect’s possession were improvised sharp instrument (stingray tail).
