Caraga PNP wages all-out war against drugs

BUTUAN CITY - PNP Caraga Regional Director PCSUPT Jaime Eloreta Milla CSE IV issued a strong message that an all-out war is now in the offing against drugs personalities in the area in response to the call of Her Excellency Gloria Macapagal Arroyo, to prevent the illegal drug trade from destroying Philippine Society and corrupting the government.

The Police Regional Office 13 in tandem with the Philippine Drug Enforcement Agency (PDEA) conducted an all-out campaign on January 8, 2009 (Thursday) against drugs personalities in Caraga which resulted to the arrest of known drug pusher in the locality identified as Candi Pananggilaan y Malubae as Tatay Candi, 52 years old, married, a native of Lanao del Sur and with postal address at Purok-8 Barangay San Ignacio, Butuan City.

Candi was arrested by elements of Butuan City Police Office (BCPO) during the conduct of Anti-Illegal Drugs Operations through buy-bust operations and at the same time PNP operatives conducted simultaneous search to his residence through valid search warrant issued by Hon Judge Francisco F Maclang Presiding Judge, Regional Trial Court (RTC) Branch 3, Butuan City.

After the said search, a Jordanian National identified as Mohammad Magaed Al Azzam married to a Filipina residing at 1st Street Guingona Subdivision, Butuan City, came to the office of PSUPT Francisco D Dungo Jr, Station Commander Butuan City Police Station 1 and tried to negotiate said PNP officer for the immediate release of suspect Candi Pananggilaan, by offering Fifty Thousand Pesos (Php 50,000.00) in exchange for the dropping of charges against the suspect.

After having been informed of such, PSUPT Dungo ordered the entrapment operations against Al Azzam which resulted to his arrest.

A case for bribery, in an inquest proceedings was filed against said Jordanian National, docketed under IS number XIII-o1-INV-09A-00030.

COMELEC automated poll version vulnerable to wholesale fraud

Stressing that the credibility of the 2010 elections is crucial to the much needed renewal of Philippine democracy, the Ateneo-based Center for Strategic Studies yesterday warned that this credibility can be endangered by the “disadvantages” of the optical mark recognition system (OMR), the poll automation system favored by the Commission on Elections.

Jesuit priest Fr. Romeo Intengan, president of CSS, raised his concern about studies showing that the OMR is not transparent and susceptible to wholesale fraud even as he lauded the present Comelec leadership for exerting extra efforts to ensure the computerization of the 2010 elections.“Poll computerization experts warn that with the OMR, the danger of fraud may be embedded in the system itself, with or without the knowledge or connivance of the vendor or of the Comelec. A few computer technicians can subvert our whole election system,” Intengan noted.

He pointed out that the disadvantages of the OMR were already observed in the Autonomous Region of Muslim Mindanao (ARMM) election in August last year where the system was pilot-tested, along with the direct recording electronic (DRE) system.

The DRE has been dropped by the Comelec, a move welcome by Intengan who said the system is “very cost prohibitive, not transparent and a logistics nightmare.”

The disadvantages of the OMR can threaten not only the credibility of the 2010 elections but also the renewal of our democracy, Intengan said.

Intengan’s warning came on the heels of President Macapagal-Arroyo’s marching orders to her political parties to merge and gear up for the 2010 elections. He said his concerns are prompted by a presentation by some computer automation experts led by former Comelec chair Christian Monsod.

The priest is urging the poll body to consider another option for poll computerization, the open election system (OES), which the group of Monsod is pushing. Intengan noted that among present poll automation technologies, the OES is the “most transparent and least dependent on the honesty of implementers.”

He added that the OES is also most practical. It will only cost around P2 billion, just about a fifth of the P9.9 billion budget that the Comelec has asked for the poll computerization project.
Intengan conceded that OMR is more high-tech and faster in counting than the OES, but he emphasized that transparency is as important in election as speed in counting.

In an OES, votes will be cast and tallied as in manual voting, thus preserving the secrecy of the ballot and the transparency of the precinct-level tallying, but the canvassing of precint tallies from the voting center (school) to the national level will be automated.

In both OMR and DRE, the electoral process is automated from voting to canvassing with their difference being that the OMR has a paper trail whereas the DRE has none.

In OMR, voters choose their candidates by shading with pencil the corresponding ovals on pre-printed ballots. The OMRs at the voting centers (schools) will read these ballots and at the same time count the votes.

Intengan noted experts’ observations that votes shaded in the OMR ballot are easily exposed to tampering and official OMR ballots are vulnerable to advance shading which can be done by a single person. Such tampering of ballots would be very difficult to trace or determine, he added.

OMR is also very vulnerable to large-scale sabotage, Intengan added. “Anyone with an ill desire to stop voting or counting can simply cut the supply of electricity, the occurrence of which is not uncommon in the country during elections.”

Intengan agrees with Monsod’s group that what needs to be sped up by automation is the canvassing from the voting centers level to the national because it is at these stages that the local election process is taking so much time. Precint-level counting is normally finished within the voting day, he noted.

RDC-GADCC highlights Women’s Month celebration during 1st Quarterly Meeting for 2009

BUTUAN CITY (February 5) - The Regional Development Council – Gender and Development Coordinating Committee (RDC-GADCC) being chaired by Commission on Human Rights (CHR) Regional Director Atty. Marylin Pintor conducted recently its 1st Quarterly Meeting for 2009 held in one of the hotels here.

Members of RDC-GADCC convened and discussed the 2009 Women’s Month Celebration with this year’s theme “Babae, Yaman ka ng Bayan”; National Anti-Poverty Commission (NAPC) Women’s Basic Sector Representative; the 2008 Search for the “Outstanding VAW-Responsive Local Government Units”; and other issues and concerns including the presentation of Comprehensive Pilot Intervention Project on Gender Based-Violence (COPI- PAGV) in Caraga Region, and the conduct of Caraga Women’s Summit by the Department of Trade and Industry (DTI) Caraga.

GADCC Chair Atty. Pintor said the opening ceremony for the Women’s Month Celebration is scheduled on March 3, 2009, while the “Kalandrakas sa Kababaihan V” is set on March 10, 2009, and on March 29, 2009 will be the conduct of the Sportsfest and Culmination Activity.

“During the opening ceremony on March 3, 2009, all members from the government line agencies, private sectors, stakeholders, and various organizations will join in the “Walk for a cause” from the assembly at the provincial capitol to the City Hall grounds, which also follows with a “Hataw” or exercise at the City Hall grounds. The “Kalandrakas sa Kababaihan V on March 10 also includes trade fair, ukay-ykay, film showing, a talk on the Magna Carta for Women, beauty and massage parlors, parlor games, and creates a venue for information dissemination on GAD issues and concerns to be held at the Commission on Audit (COA) Conference Room while the Sportsfest and Culmination Activity will be held at the Philippine Ports Authority (PPA) gounds,” Atty. Pintor said.

Meanwhile, DTI-Caraga Information Officer Grace Tucmo also informed the committee that their office will be conducting the Caraga Women’s Summit in the month of July, this year, which highlights the presentation of the success stories of the region’s successful women entrepreneurs.

PNP probes robbery incident

On February 4, 2009 at 5:00 in the morning in Purok-6A (Balanghai), Libertad, Butuan City, one complainant identified as Violita Culitas, 49 years old, married and resident of said place reported to Butuan City Police Station-3 (BCPS3) that her house was allegedly entered by unidentified suspect by destroying the padlock of the maindoor of their house and while inside carted away one unit colored TV 24 inches, component and CD Player.

Upon receipt of the report, PNP elements of BCPS3 led by PSINSP Reynante N Sibayton conducted follow-up operations which resulted to the arrest of two suspects identified as Rollyjun San Pablo, also known as “Tabilong”, 38 years old, single; and Rabi San Pablo, alias “Yanyan”, 18 years old, both residents of Purok-6B BLISS, Libertad, Butuan City.

Recovered from the suspects’ possession were one unit colored TV 24 inches sharp brand with serial number 80407107, one LG CD Player with serial number 10142502039 and Philips components with sound box with serial number EO110142.

Suspects are now detained at BCPS3 while case is being prepared for filing in court. (PNP-13/ PIA-Caraga)


Arrest of wanted persons

On February 4, 2009 at 1:00 in the afternoon at Baan Riverside, Butuan City, PNP elements of Butuan City Police Staiton-1 led by SPO3 Hermigildo Narciso served the warrant of arrest (WOA) to the suspect identified as Nestor Tugale, 25 years old, married and resident of said place.

Suspect was arrested for violation of SP ordinance 894-92 (traffic violation) under CC number 12477 issued by Hon Judge James Go of MCTC Butuan City dated November 25, 2008 with recommended bailbond amounting to Php 500.00.

Suspect was brought to BCPS1 for proper disposition and subsequently turned over to the issuing court.

Also, at around 7:00 in the evening of the same date at Purok-6, Barangay 3, Cabadbaran City, PNP elements of Butuan City Police Station-3 led by SPO1 Dennis Estrosos arrested the suspect identified as Lou Salvador Yumo, 21 years old, married and resident of said place by virtue of WOA under CC number 12701 for the crime of theft issued by Hon Judge Francisco Maclang of Regional Trial Court (RTC) Branch 3, Butuan City dated February 6, 2008 with recommended bailbond amounting to Php 24,000.00.

Arrested person was brought to BCPS3 for proper disposition.

Meanwhile, at Purok-6, Barangay 3, Cabadbaran City, one team from 143rd RMG Company led by PINSP Jessie O Natividad arrested the suspect identified as Rotelio Milan, 30 years old, single, jobless and resident of said place by virtue of WOA under CC number 08-71 for qualified theft issued by Hon Judge Dax Xenos of RTC Branch 34, Cabadbaran City with recommended bailbond amounting to Php 24,000.00.

DA-LGU holds plan integration workshop for CY 2009

Butuan City – To ensure a unified program implementation approach for the year 2009 between the agriculture department and the local government units (LGUs) in Caraga Region on FIELDS program, the Department of Agriculture Regional Field Unit 13 (DA RFU 13) conducted a two day DA-LGU Plan Integration Workshop.

The activity was held at Goat2Geder Hotel and Restaurant, this city last January 29-30, 2009 and was participated by City and Provincial Agriculturists and Veterinarians in the region.

Regional Technical Director (RTD) Edgardo E. Dahino warmly welcomes all the participants during his opening remarks and lauded the planning division headed by Josephine Alban for spearheading the workshop.

Meanwhile, Regional Executive Director Ricardo C. Regis extends his appreciation to all the LGU-DA participants and urged to work closely for a common direction towards agricultural development.

Each veterinary and agriculture officers presented their LGU Plans and Programs for calendar year CY 2009.

Regional Agriculture Statistics Officer Melchor Bautista of BAS also presented the agricultural trends in the region that may serve as basis for effective program planning.

Highlight of the gathering was the workshop by sector or component such as Ginintuang Masagang Ani (GMA) Rice, Corn, High Value Commercial Crops (HVCC), and Livestock.

Regional Technical Director Eliseo T. Tila answered one by one all the issues and concerns surfaced during the open forum such as on DA-LGU project counterparting schemes, incentives and other matters.

On February 2, 2009 (Monday) at 6:45 in the evening in Purok-8 Barangay Masao, Butuan City, PNP elements from Butuan City Police Station-3 led by PSI Reynante Sibayton served the Alias WOA to the suspect identified as Julius QuiΓ±o, 51 years old, married and a resident of the above place for Violation of Section 78 as amended by PD 705 (Illegal Cutting, Gathering and Collecting Timber of other Forest Products without License) by virtue of Warrant of Arrest issued by Hon Judge M B Pacro-Canedo of Regional Trial Court (RTC) branch 29, Bislig City dated 29 February 2008.

Subject person was brought to Butuan City Police Station-3 for proper disposition and was turned-over to the issuing court.

On the same date around 7:45 in the morning, elements from Bislig City Police Station led by SPO1 Sardalla arrested a certain Rodrigo Castillo Cellona, 40 years old, married and a resident of Purok-Baybay 1, Barangay Poblacion, Bislig City for Violation Of Section 96 of RA 8550 (The Phillipine Fisheries Code of 1998) by virtue of WOA issued by Hon Judge Ambrocio Molita, Presiding Judge of MTCC, 11th Judicial Region, Bislig City, dated 22 January 2009.

Arrest on illegal gambling

On February 2, 2009 at 8:25, PNP elements from Provincial Anti-Vice Task Force (PAVTAG) led by SPO1 Espina arrested Victoria Dangallo Gonzales, 48 years old, married and a resident of Purok-12 Navalca, Barangay San Juan, Surigao City while inside Victoria's Flower Shop located at Luneta Park, San Nicolas Street, Barangay Washington, Surigao City.

Gonzales allegedly a “swertres” coordinator was caught in the act engaging in Illegal Gambling activities.

Confiscated from the suspect’s possession were several “swertres” paraphernalia.

Suspect was brought to the police station for documentation and proper disposition.
Also, at around 7:05 in the evening of the same date, PNP members of Placer Municipal Police Station headed by PInsp Alejandro Recimo conducted an operation against Illegal Gambling at Barangay Magsaysay, Placer, Surigao del Norte.

The operation resulted to the arrest of Armando Labad Bagul, 22 years old, single, “swertres” bet collector and a resident of Barangay Magsaysay.

Confiscated from the suspect’s possession were one tally sheet, one piece ballpen and bet money amounting to Php 615.00 in different denominations.

PNP arrests illegal drugs suspects

On February 1, 2009 at 4:45 in the afternoon at Purok-8 Barangay San Ignacio, Butuan City, Personnel from Ong Yiu Sub Station Butuan City Police Office (BCPO) led by SPO4 Ledesma arrested the suspect identified as Michael Delta Maratas, of legal age and a resident of the above place after being caught in plain view possessing one sachet of suspected shabu.

Confiscated item was brought to PNP Crime Laboratory of Police Regional Office 13 for drug testing but yielded negative result.

However, the suspect also underwent Drug Test Examination and found positive. Case for Violation of Section 15, Article II of RA 9165 was filed against him in an Inquest Proceeding under IS number XIII-01-INQ-008-00004 dated 01 February 2009 at the City Prosecutor's Office.

Also, on January 31, 2009 at 8:30 in the evening at Sitio Cutlog, Bahi, Barobo, Surigao del Sur, one team from 141st RMG Company led by PINSP Junyd D Marohom, while conducting checkpoint at said place apprehended the suspects identified as Bryan Mupac, 22 years old, single, resident of Parang, Shariff Kabunsuan; Franklin Calderon, 26 years old married, resident of Masara, Maco, COMVAL Province; Jomar Ramoso, 19 years old, single and resident of upper Coo, Bunawan, Agusan Sur; and Ruben Pelayo, 29 years old, single and resident of Mambalili, Bunawan, Agusan del Sur after being caught possessing more or less 100 grams of dried marijuana leaves.

Arrested persons were employee of Philsaga Mining Corporation operating at Bayugan 3, Rosario, Agusan del Sur.

Suspects and confiscated item were brought to 141st RMG company headquarters for proper disposition.

Meanwhile, same team led by PINSP Junyd D Marohom brought the arrested suspects together with the confiscated marijuana and paraphernalia to RTC 11th Judicial Region branch 28, Lianga, Surigao del Sur.

Subsequently, they were properly turned-over to the custody of Lianga Provincial Jail around 10:00 in the evening of same date and a case for Violation of RA 9165 with IS number L-2264 dated 02 February 2009 was filed against the suspects. (PNP-13/ PIA-Caraga)

CSC clarifies rule on rationalization

State employees whose posts are abolished under Executive Order No. 366 or the rationalization plan can opt to stay in government or avail of the generous separation package. This was clarified yesterday by Civil Service Commission (CSC) Chair Ricardo L. Saludo. The CSC chief also cautioned government employees against irresponsible alarmists who only create an atmosphere of confusion and dissent.

Under the law, affected personnel with permanent or temporary appointment who would opt to remain in government service shall be placed in other agencies by the CSC where additional personnel are required. Affected personnel, with appointments attested by the CSC, whether hired on a permanent or temporary basis, who would opt to retire or be separated from the service shall be given the option to avail themselves of retirement schemes.

The CSC Chief also pointed out that police, teachers and health worker posts will not be affected by the Executive Order 366. “Initially, those affected by the reorganization will stay with CSC until they are reassigned to their new posts," Chair Saludo expressed.

President Gloria Macapagal Arroyo signed in 2004 Executive Order No. 366, “Directing A Strategic Review of the Operations and Organizations of the Executive Branch and Providing Options and Incentives for Government Employees Who May Be Affected by the Rationalization of the Functions and Agencies of the Executive Branch.”

The law directs agencies to prepare a rationalization plan to identify posts that are redundant/outdated or no longer relevant to the accomplishment of the major final outputs of the particular agency. Veteran forester leads anti-illegal logging and mining campaign in Bunawan

BUTUAN CITY -- DENR Regional Executive Director for Caraga Region Edilberto S. Buiser has formally installed a veteran forester as the new CENR Officer in Bunawan , Agusan del Sur on Thursday to lead the on-going anti-illegal campaign operation in that area.

The latest movement of key personnel at the frontlines of the DENR Caraga Regional Office is part of the on-going process being made by Director Buiser to further improve the delivery of basic services to the people.

Director Buiser said the reshuffling of key-field personnel in the region, on a case-to-case basis, has been long overdue but decided to effect the plan after securing the approval of DENR Secretary Lito Atienza, Jr. recently.

CENRO Ulpiano D. Dasilao has took over the helm as the new Community Environment and Natural Resources Officer in Bunawan , Agusan del Sur from OIC, CENRO Eutiquio M. Bade, Jr. who was assigned in Surigao City during a simple turn-over ceremony at the CENR office in that town.

Aside from Director Buiser, the ceremony was also attended by PENRO Sixto C. Badua , CENRO Jaime Acebu of Bayugan in that province, CENRO personnel and some representatives from the local government office.

Penro Badua said the out-going CENR Officer has been very productive in his duty during his short tour of duty. CENRO Bade is being considered as one of the top candidates for excellent achievement award for exceeding his target on land patent processing and distribution last year.

Badua has welcome the in-coming CENRO to the team even as he gave pointers to be “always on top of the situation “ in dealing with the issues in his areas of responsibility of which some are too complicated to handle. The operation of CENRO Bunawan also covers the whole towns of Trento and Rosario.

Director Buiser said that CENRO Dasilao has been given a “tall order” in dealing with the issues in the area particularly on the anti-illegal logging and the existence of several unauthorized small-scale mining operations which undermine the authority of the DENR.

“I expect positive results from the incoming CENR officer “, Director Buiser said.

DENR chief relieves CENRO in Bayugan , AGusan del Sur

BUTUAN CITY—Citing health reason, CENRO Jaime C. Acebu’s request for relief of assignment from Bayugan, Agusan del Sur has been considered by DENR Regional Executive Director Edilberto S. Buiser following the issuance on Friday of an order transferring his assignment to Cabadbaran , Agusan del Norte.

In his stead, CENRO Raul A. Rosales took over as CENR Officer of Bayugan as contained in the Regional Special Order No. 2009-28 dated January 29,2009.

The swap of assignment of key field personnel is part of the on-going process being made by the top management to effectively and efficiently deliver without disruption of the basic services to the people in the rural areas

The latest round of reshuffle CENR officers is expected to shake off the personnel involved in the anti-illegal logging and mining activities to bring out only the best to improve the campaign in accordance with the one-strike policy of Secretary Lito Atienza, Jr. ‘ Director Buiser said.

According to CENRO Acebu, that although it can be interpreted as “ wrong –timing “ nevertheless, his request for relief of post since last year has finally been granted.

“At least, I am relieved of stress and pressure from work that can affect my poor health condition as I looked forward to my retirement from the government service few months from now, “ he added.

Director Buiser said, the reassignment of Acebu should be viewed as a right decision for the management to give the official with light assignment considering his health problem.

He said Rosales has been recommended to take over the post of Acebu in Bayugan, which is considered as one of the exit points of timber smuggling in Agusan del Sur.

Arrest of wanted persons


On January 30, 2009 (Friday) at 11:00 in the morning at Purok-4 Barangay Nong-nong, Butuan City, PNP personnel of Butuan City Police Station-5 led by PO3 James Quisaot, apprehended the suspect identified as Ernesto Cabudbud, 39 years old, married and a resident of the above place at the above-mentioned place.

Suspect was arrested by virtue of Warrant of Arrest (WOA) issued by Hon Judge Augustus Calo of Regional Trial Court (RTC) branch 5 for the crime of Attempted Murder docketed under criminal case number 13193 with a recommended bail bond of Php 120,000.00 for his temporary liberty.

Suspect was properly turned-over to Butuan City Jail for proper disposition.

Also, on January 30, 2009 at 6:45 in the morning at Baybay 1, Barangay Poblacion, Bislig City, personnel of Bislig City Police Station led by SPO4 Felix C Pacatang, apprehended the following persons identified as Leo Cuanan, 30 years old, married; Esmeraldo Aringoy, 28 years old, married; Isabellano Estapia, 51 years old, married; Eduardo Lopez, 23 years old, single; and Elmo Cuanan, 30 years old, married.

Suspects were arrested by virtue of WOA issued by Hon Ambrocio N Molita Presiding Judge of 11th Judicial Region, Bislig City for Violation Of Section 96 of RA 8550 (Fishery Code of the Philippines) docketed under Criminal Case numbers 4228, 4255 and 4225 with a bail bond fixed at Php 12,000.00 each.

At around 12:30 in the afternoon of the same date (January 30) in Barangay Sta Juana, Tagbina, Surigao del Sur, Personnel of Tagbina Police Station led by SPO4 Daniel J Barrios apprehended the suspect identified as Jorge Gordo, 23 years old, married and resident of the above place by virtue of WOA issued by Hon Merlyn B Pacarro-Canedo, Presiding Judge branch 29, 11th Judicial Region, Bislig City for the crime of Attempted Murder docketed under Criminal Case number 2009-01-3324-T with bailbond fixed at Php 120,000.00.

Suspect will be charged for Violation of RA 9165 (illegal Possession of Marijuana).

Recovery of explosive materials

On February 1, 2009 at 12:30 afternoon, a certain Lily Galvez, of legal age, married and resident of Purok-5, Barangay La Fraternidad, Tubay, Agusan del Norte turned over 46 meters detonating cord (color white and yellow) and 13 meters time fuse to PINSP Jessie O Natividad, Team Leader of 14th RMG La Fraternidad Patrol Base.

Said explosives were excavated by Lily Galvez in their farm located at said place.

Upon information, one team from 143rd RMG Company led by PINSP Darwin B Dura together with elements of Tubay Municipal Police Station conducted clearing operation purposely to secure the area and for possible recovery of similar items.

Said items are now in custody of 143rd RMG Company for proper custody and documentation.


PNP arrests carnapping suspect

On January 31, 2009 at 5:30 in the afternoon at Purok-1, Barangay Saguma, Bayugan City, Agusan del Sur, suspect identified as Gregorio Completo, 25 years old, married and resident of Purok-1A, Barangay Taglatawan, Bayugan City was apprehended by elements of Bayugan City Police Station led by PINSP Jumark Quisao.

Said person was apprehended thru hot pursuit operation and recovered from his possession one unit Honda XRM motorcycle bearing plate number PS 6153 owned by Engr Paul Sarce.

Arrested suspect was brought to Bayugan City Police Station with the recovered motorcycle for proper disposition and filing of appropriate case in court. Progress report to follow.


Report on illegal logging

On January 31, 2009 at 6:30 in the evening at Feeder road, Barangay Antago, Carmen, Surigao del Sur, joint elements of Carmen Municipal Police Station and Multi-Sectoral Forest Protection Council of Carmen, Surigao del Sur while conducting operation against illegal logging recovered 15 pieces sawn lumber measuring 2x6x18 with a total volume of 270 board feet and with estimated market value amounting to Php 10,000.00.

Recovered lumbers were brought to Carmen Municipal Police Station and subsequently turned over to DENR-CENRO of said place.


Report on illegal gambling

On February 1, 2009 at 11:00 in the morning at Purok-1, Poblacion, Rosario, Agusan del Sur, PNP elements of Rosario Municipal Police Station led by PO2 Valeriano Ayuban while conducting operations against illegal gambling arrested the suspect identified as Jimmy Bulua, 39 years old, married, carpenter and resident of said place while actually caught collecting bet money for last two/swertres (illegal numbers game).

When accosted, suspect was able to run away and elude arrest, leaving behind one tally sheet for swertres, one stub and bet money amounting to Php 240.00.

Recovered items were brought to Rosario Municipal Police Station for proper disposition and filing of appropriate charges in court against the suspect.

Also, at around 2:00 in the afternoon at Barangay San Agustin, Talacogon, Agusan del Sur, a certain George Salvador, 22 years old, alleged usher of last two digit/illegal numbers game and a resident of said place was arrested by PNP elements of Talacogon Municipal Police Station led by SPO2 Raul Francisco while actually caught collecting bet money for last two digits/swertres.

Confiscated from the suspect’s possessions were one tally sheet for swertres; one tally sheet for last two digits and bet money amounting to Php 261.00.

At 3:27 in the afternoon at Barangay Poblacion, Cantilan, Surigao del Sur, a certain FO2 Edmundo Diaz, 45 years old, married, presently assigned at Cantilan Fire Station and resident of Sitio Tapa, Barangay San Pedro, Cantilan, Surigao del Sur was arrested by PNP personnel of Cantilan Municipal Police Station led by PO3 Nilo T Bontor by virtue of WOA under CC number 2550 issued by Hon Rufo U Naragas for less physical injuries dated January 27, 2009 with recommended bailbond amounting to Php 6,000.00.

Arrested person was brought to Cantilan Municipal Police Station and later posted bail and thereafter released after the issuance of release order from court.

Meanwhile, on January 29, 2009 at 10:00 in the morning at Barangay Los Angeles, Butuan City, suspect identified as Felipe Sarong Adlawon, 64 years old, married and resident of Purok-1, Barangay Baobaoan, Butuan City was arrested by PNP personnel of Butuan City Police Station-4 led by PINSP Chito P Querubin by virtue of WOA under CC number 40129 issued by Hon Judge Dennis B Castilla of MTCC Branch 1, Libertad, Butuan City for illegal discharge of firearm dated January 12, 2009 with recommended bailbond amounting to Php 12,000.00.


Spot report on grenade throwing

On January 29, 2009 at 4:30 in the afternoon at T Calo Street, Barangay Limaha, Butuan City, a group of unknown perpetrators threw a hand grenade infront of the house of Atty Rogelio Legaspi, former executive labor arbiter of DOLE Caraga which resulted to the burning of his car and injury to the tricycle driver who happened to be at the vicinity that time.

Atty Legaspi and his wife did not suffer any injury. The tricycke driver, identified as Alberto Malupa Jipos was wounded in his right knee and was brought to Butuan City Medical Center for treatment and he was immediately discharged and brought to Butuan City Police Office.

Investigation is still going on. SOCO team also processed the crime scene for presence of evidences.


Report on recovery of stolen motorcycle

On January 28, 2009 at 5:00 in the afternoon at F CaΓ±ete Enterprises Scrap Iron and Bottle Buyer located at North Montilla Boulevard, Barangay Ong Yui, Butuan City, PNP personnel of Theft and Robbery Unit of Butuan City Police Office (BCPO) recovered one unit L2, an old model Yamaha motorcycle color red with plate number LU 3378, chassis number 17V-021872 and engine number 17V-21372K from the possession of a certain Rosalinda CaΓ±ete, 42 years old, married, proprietor of F CaΓ±ete Enterprises which was sold to her by unidentified person in the amount of Php 1,000.00.

Said unit was owned by Mr Romulo Amalia, 38 years old, married and resident of San Francisco Street, Barangay 6, Diego Silang, Butuan City.

Said motorcycle was stolen last January 12, 2008 at the residence of the owner. Progress report to follow.


PNP probes vehicular accident


On January 28, 2009 at 11:45 in the evening at Kilometer 3, National Highway, Libertad, Butuan City, one Kia pride color red bearing plate number SDY 644, driven by Marry Ann Broek Dutollo, 26 years old, single and resident of Purok-4, Barangay Alubihid, Buenavista, Agusan del Norte while traveling along national highway accidentally bumped the concrete decorative post, owned by PRO 13.

Said vehicle sustained damage on the left side wheel. Personnel of Butuan City Police Station-3 led by PO3 PeΓ±alosa conducted traffic investigation of the incident. Progress report to follow.


Report on encounter


On or about 11:45 in the morning on January 28, 2009, one Section from Alpha Coy, 30IB, Philippine Army led by 2nd LT Ausente, encountered more or less 20 Communists Terrorists (CTs) wearing black fatigue believed to be members of ROC, NEMRC at Sitio Pirada, Barangay Del Pilar, Cabadbaran City, Agusan del Norte.

Firefight lasted to 50 minutes, which resulted to two Wounded In Action (WIA) on the government side namely PFC Tapsi and PFC Balendum while undetermined casualties on the enemy side as evidence by bloodstains at the enemy position.

Recovered from the enemies were one Garand rifle, one Binocular and many documents.

The troops conducted hot pursuit operations against the enemy and PNP elements of Cabadbaran City Police Station led by PCI Rolando Cuya immediately conducted strong checkpoints at Sitio Hinagdanan, Barangay Comagascas and Barangay Mabini, all of Cabadbaran City.


Report on illegal fishing

On January 27, 2009 at 4:30 in the morning at the Fish Sanctuary of Barangay Uba, Cortes, Surigao del Sur, joint personnel of Cortes Municipal Police Station led by PO3 Martinez and Bantay Dagat led by Mr. Remegio Lauron, Deputy Fish Warden, while conducting seaborne patrol at the abovementioned place, arrested the suspect identified as Joenel Lico, of legal age, fisherman, married and a resident of Sitio Barobo, Cortes, Surigao del Sur for having been caught in the act engaged in illegal fishing activity with the used of triple net which is a violation of Municipal Ordinance Number 02 Series of 2006 while others eluded arrest.

Report on illegal gambling


On January 27, 2009 at 11:20 in the morning at the vicinity of Surigao City Integrated Bus and Jeepney Terminal, Barangay Luna Surigao City, elements of Surigao City Police Station arrested a certain Robert Agnaan Macaluwa, 40 years old, married and a resident of Sitio Looc, Barangay Luna, Surigao City for having been caught soliciting bet for illegal gambling locally known as “suertres” and last two digits of lotto draw.

Confiscated from the suspect’s possession and control were one tally sheet, one stub, one piece ballpen and bet money amounting to P365.00.

Arrested person is now detained at Surigao City Police Station for proper disposition.

Asunto promoted to full-fledge PENR Officer

BUTUAN CITY - DENR Regional Executive Director for Caraga Region Edilberto S. Buiser has announced yesterday the appointment of CENRO Rosendo A. Asunto into a full-fledged Provincial Environment and Natural Officer with assignment in Agusan del Norte per approved appointment dated December 23, 2008 issued by Secretary Lito Atienza, Jr. He was sworn into office by RED Buiser on Monday this week.

At the same time, Director Buiser also announced the immediate reassignment of OIC CENR Officer for Bunawan , Agusan del Sur Eutiquio M. Bade,Jr. to his new post as OIC CENR Officer for Surigao City . Bade has replaced CENRO Ulpiano D. Dasilao who has been assigned to Bunawan, Agusan del Sur.

The movement of key personnel in the field was necessary as continuing efforts of improving the services to the people in line with the priority programs of DENR Secretary Atienza, this year.

Buiser said the regular Peoples Hour which is held every Thursday of each week from 9 am to 12 Noon has resumed last January 15 after it was suspended in December 15 due to the long vacation break on Yuletide season.

The People’s Hour Forum serves as a good venue and opportunity for the people in the far-flung areas to bring in their unresolved issues and concerns on environment to the Regional Executive Director so that it can be acted upon.

Until his promotion, Asunto has been serving as the Officer-In-Charge of the Provincial Environment and Natural Office of Agusan del Norte since October 21, 2005. He was named one of the top performing PENR officers by the top management of the DENR for his achievement when he exceeded the target of patent distribution given them in the SONA of the President on June 2007.

PENRO Asunto said that the strengthening of the on-going the anti-illegal logging and mining campaign, reforestation and establishing strong linkages with the LGUs to promote the protection and conservation of the environment are among the major programs that will be given emphasis this year by the PENR Agusan del Norte office. Sa pagpakighinabi sa Radyo ng Bayan kang Provincial Agriculturist Marcos Quico nga padayon ang pag abot sa mga reports kon diin gikinahanglan usab nga ma-validate sa ilang buhatan aron masiguro nga insakto ang mga impormasyo nga nasumiter kanila nga maoy usab isumiter didto sa Rehiyon alang sa posibleng ayuda nga mahatag diha sa mga apektadong pamilya particular ang mga mag-uuma.

Surigao del Sur PPOC conducts 1st Monthly Meeting for 2009

Tandag – The Provincial Peace and Order Council (PPOC) of Surigao del Sur, conducted its 1st regular monthly meeting for 2009 presided by the PPOC Chairman Governor Vicente T. Pimentel Jr., held at the Provincial Capitol here, recently.

DILG Provincial Director Domingo Bolabog, updated the previous meeting and the Executive Order 739, Reorganizing the Peace and Order Council”.

The newly organized members of the councils were: Provincial Gov. Vicente T. Pimentel, Jr., PPOC Chairman; Provincial Vice Gov. Librado C. Navarro, Vice Chairman; P/Supt. Richard F. dela Rosa, PNP; Col. Danilo T. Fabian, 401st Brigade; Lt. Col. Benjamin S. Pedralvez, 58IB; Atty Florito G. Cuartero, DOJ; DILG Provincial Director Domingo E. Bolabog; Nida Grace B. Tranquilan, PIA. and Jonathan A. BaΓ±ez, OPAPP.

The three representatives from the private sector recommended by the Chairman were Walderico R. Bonifacio, Jr., from Tandag Chamber of Commerce; Abel L. de Guzman, Philippine National Red Cross (PNRC); and Julian B. Delicona, Jr., Senior Citizen.

Lt. Col. Benjamin S. Pedralvez of 58IB, Philippine Army presented the Battalion Accomplishment Report for Insurgency. According to him, the troops conducted 993 operations for 365 days (2008), no casualties in action, 3 wounded and recovered five (5) high power firearms and two (2) low firearms recorded favoring to the government troops. While the New Peoples Army (NPA) has 8 casualties, six wounded and lost 7 firearms.

Col. Pedralvez also added, that the troops participated the project implementation from the Multi-Sectoral Task Group (MSTG) for the Development of the Andap Valley.

Meanwhile, Director Bolabog informed the body in establishing of PPOC full time Secretariat, and it was approved by the chairman and members during the meeting.

Governor Pimentel, RPOC and PPOC Chairman appointed Director Bolabog as a Chairman of the Secretariat, and this was agreed by the body.
