4Ps made changes!
By: Dave M. Suyao

PIA, Agusan del Sur

An increase in enrollment, survival, and participation rates were noted while live birth registration also increased. Not only that. Philhealth membership also rise up to 30 percent!

This was revealed by the Department of Social Welfare and Development Caraga Regional Office officer Wilma Geralla during her presentation on the Pantawid Pamilyang Pilipino Program (4Ps), a five year flagship program of President Gloria Macapagal- Arroyo to subsidize the living condition of the poorest of the poor families in the country.

According to Geralla, there are 7,054 families in Agusan del Sur particularly from the municipalities of Sibagat, Sta. Josefa, Veruela, Loreto San Luis Esperanza and La Paz who have already received the conditional cash transfer totaling to over P25 million as of April 1, 2009.

“Each child with a maximum of three from every qualified household will receive P500.00 subsidy for five years. Actually, during the selection process, our office have surveyed more that 29,000 households from target municipalities, and 16,590 households qualified for proxy means test. To date, our records show 7,054 received the subsidy. The reasons why the rest did not yet receive the subsidy yet is because some 6,400 beneficiaries were not yet released with card, while some of them transferred to unknown places, others have double entry in the household I.D. and others were no longer interested to register with the program for personal reasons,” Ms Geralla said. “But when the above mentioned problems be addressed, the qualified beneficiaries will also receive their lump sum benefits”, Geralla added.

According to Geralla, their office was flooded with complaints from various sectors during the initial-actual implementation. Geralla said they were charged with unfair process in selecting the beneficiaries of the program. But she explained that when they conducted the survey, many did not cooperate during the interview for so many reasons, while others declared false information.

“After we have forwarded the data in central office, we can no longer interfere with the automated computerized process because only the central office can open the data bank to avoid any manipulation”, Geralla said.

According to survey by various stakeholders of the 4Ps, the program really made positive changes. At present, there are 4,669 children of 4Ps beneficiaries are enrolled in Day Care Centers, more that 20,000 are enrolled in elementary education and more that 4,000 in high school. These children were before denied of their basic need. Education!

“In Agusan del Sur, the 4Ps will be expanded in the municipalities of Prosperidad and Talacogon on June this year. At present, our office is conducting survey in these two municipalities. We are targeting some 9,600 beneficiaries in Prosperidad and some 3,000 in Talacogon. At present, the municipality of Sta. Josefa has the highest number of beneficiaries with 1,720 receiving a total of P6 million per month, followed by San Luis with 1,145 beneficiaries. But when their cash card will arrive, the municipality of Veruela will register to be with the highest beneficiaries with some 2,000 beneficiaries”, Ms. Geralla said.

The 4Ps was patterned from 3 different countries who have successfully addressed the poverty problem. At present, the government is still spending government savings from VAT collection dubbed as “Katas ng VAT”, and not yet from foreign loans.

First drug rehab center in Caraga to open

A drug rehabilitation and treatment center will soon open in Caraga.

In a Memorandum of Agreement signed on March 19, 2009 between the Surigao City local government unit (LGU) and the Department of Health (DOH) – Caraga, the P40-million first government-run facility will be built in Surigao City to serve as a drug treatment facility in the region.

The rehab center will have a 50-bed capacity situated on a 40-hectare lot donated by the LGU of Surigao City. Ground breaking is expected in May with the target completion date in 2010. The Office of Special Concerns of the DOH has already provided the first tranche in the amount of P7.5 million. The Caraga Regional Development Council endorsed the project under RDC Resolution No. 15, S. 2008 during its full council meeting held on September 24, 2008 in Surigao City.

In a related development, the P2.5 million Outpatient Treatment and Rehabilitation Clinic of the Caraga Regional Hospital was officially opened on the same day that the MOA on the drug rehab center was signed. The clinic accepts patients for detoxification before admission to the drug rehabilitation and treatment center.

President Gloria Macapagal-Arroyo declared herself as the drug czar in the Philippines and the projects in the region are part of her campaign to prevent and curb drug problems and provide rehabilitation and treatment to victims of drug abuse. Caraga is one of the regions in the country with the highest prevalence of drug use. (Ian G. Miculob, NEDA-Caraga)

Practice a healthy lifestyle for long life

In this time of fiscal crisis, we should always remember this saying, “health is wealth”. It is very difficult to be sick nowadays. Hospitalization is very expensive. Even if you are confined in a government hospital, you have to spend for laboratory examinations, medicines and professional fees of the doctors.

Healthy diets, regular exercise, abstinence from smoking and moderate alcohol intake are key components of a healthy lifestyle.

With the changing lifestyle of Filipinos, chronic degenerative diseases such as diabetes, heart disease and cancer are becoming significant public health problems.

Based on the 2003-2004 National Nutrition Health Survey (NNHeS) conducted by the Food and Nutrition Research Institute-Department of Science and Technology (FNRI-DOST) in collaboration with the Department of Health (DOH) and 14 medical societies results revealed that 9 in every 10 Filipino adults have at least one risk factor to cardiovascular disease (CVD).

The following risk factors listed from highest to lowest prevalence rate include, physical activity, smoking, hypertension, hypercholesterolemia, and diabetes.

Smoking is the most prevalent risk factor of cardiovascular diseases including heart attack and stroke among Filipinos. This account for about 28,694 deaths in 2003 as reported by Dr. Antonio L. Dans, Chairman of the NNHeS Technical Committee. Inspite of the anti-smoking campaign, Filipinos are smoking more (34.8%) compared to Singaporeans (24.2%) and the Americans (24.1%). Android or apple-shape obesity, a common risk factor of chronic degenerative disease is another risk factor of hypertension. Android obesity has remained more prevalent among females (18.3%) than males (3.1%) using waist circumference.

How do you practice a healthy lifestyle? Here are some simple tips to follow:

Increase consumption of vegetables particularly the leafy and yellow vegetables like alugbati, saluyot, malunggay, kamote tops, kangkong or fresh salads.
Eat at least 2-3 servings of fruits. They are rich sources of vitamin C, beta-carotene, and potassium.

Limit consumption of fatty foods especially those from animal sources.

· Eat breakfast that is high in complex carbohydrates like oatmeal, rootcrops, whole grain cereals, and bread.

· Avoid excessive intake of sugar and salt.

· Exercise regularly. Perform aerobic exercise regularly for at least 3 to 5 times a week for 20-30 minutes or more. Regular exercise burns off energy thereby assisting weight control or reduction. It also helps improve blood circulation, muscle tone and the efficiency of heart and lungs. It also helps one to relax, cope with stress, and promotes sound sleep. Exercise enhances psychological well-being, improves self-esteem, and maintains motivation.

· Do not smoke. The best rule is never to start smoking because once the habit is established, giving up smoking is not easy. It can only be done if the smoker sets his mind to stop.

· Drink alcoholic beverages in moderation. Moderate alcohol consumption means no more than one drink per day for women and no more than two drinks per day for men. One drink of alcoholic beverage means 1 bottle (12 ounces) beer or ½ glass wine or 1 jigger (1 ounce) whiskey or 1 ½ ounce of gin.

Let us all practice a healthy lifestyle to stay healthy and to live longer.

Joma Sison to face RP courts---NSA Gonzales

National Security Adviser Norberto Gonzales yesterday vowed government will be working hard to get Communist Party of the Philippines founder Jose Maria Sison back to the country so that he can answer cases filed against him in local courts.

“Sison may be free now from the suit against him in Dutch courts but not from the arm of our own justice system,” Gonzales said.

Gonzales even assured that the communist leader who is based in Europe since 1987 will have a fair trial in the country. The national security chief is credited for enhancing government’s decades-long fight against communist insurgency, emphasizing legal and political offensives.

Government will write to its Dutch counterpart to formally seek Sison’s expulsion from his European base, Gonzales said. He noted that there is no extradition treaty between the Philippines and the Netherlands, but getting Sison back to the country may be worked out through diplomacy.

“We will look into our laws and their (Dutch) laws to find ways to have Sison expelled from Netherlands and back into the country. We will really go after him,” Gonzales stressed.

Government’s similar efforts in the past were not successful because the country had death penalty law and the Dutch government feared for his life, according to the Malacanang official. Now that the country’s death penalty law had been repealed, there should be no more reason for the Dutch government not to cooperate with us on this matter.

Gonzales believes the fact that it is known in Netherlands that Sison and his comrades have continued to exercise control of the armed communist rebellion in the Philippines from their Dutch base will help Philippine government in its case for his expulsion back to the country.

Gonzales also pointed out that Sison’s request for asylum in the Netherlands has been rejected. “Technically, he is non-existent in the Netherlands.”

Sison’s assets and his pension have also been frozen by the Dutch authorities.

The Dutch courts dropped the case against Sison because of lack of willing witnesses, Gonzales said. (Louie Ceniza, NSC/ PIA-Caraga)

On March 9, 2009, it committed an overall amount of seven million Euros to technical cooperation projects in the Caraga Region; this amount will be complemented by additional funds for financial cooperation projects.

Libjo town completes 9 sub-projects under KALAHI-CIDSS

Hundreds of residents in Libjo, a coastal town in the province of Dinagat Islands rejoiced as nine of its community projects funded last year by the KALAHI-CIDSS Project were inaugurated on April 1, 2 and 3, 2009. Said infrastructures consist of water system, high school buildings, drainage, health facilities, day care and some hundreds of linear meters of seawall which the residents claimed to be of utmost need in their barangays.

In all of his inauguration speeches delivered in the different recipient barangays, town mayor Lamberto Llamera, Jr. emphasized the stringent but effective processes of KALAHI-CIDSS. He said that through this “tedious” processes, residents who volunteered to work for the project learn and understand how the government worked for its development efforts.

“We have been used to the old system of implementing projects, we love to cut corners to make our projects quick,” says Mayor Llamera in Surigaonon dialect.

“But in KALAHI-CIDSS, it’s different. They taught us the proper way no matter how stringent its is. Nabaid ang ato pangutok… ang uban prohekto wala gani mag-indoktrina sa mga katawhan” (Our minds were sharpened… the other projects haven’t even bothered to teach the people), the mayor explained.

Leopoldo Cabeza, a high school principal in Brgy. Albor who shared his experiences from KALAHI-CIDSS, likewise attested that the project has empowered ordinary residents in their small town.

“I learned a lot of things in KALAHI-CIDSS which I have not earned in my attendance to the numerous seminars conducted by the Education Department,” said Cabeza. Being a principal of the school which had availed funding for a 3-classroom building, Mr. Cabeza unselfishly volunteered his extra time to supervise the construction. He heads the Monitoring and Inspectorate Team for the project.

The success of KALAHI-CIDSS in Libjo was well-felt in all its 16 barangays who each have availed at least one community project chosen by the community people themselves. Because of this, Mayor Llamera affirmed their interest to participate in case KALAHI-CIDSS pushes for another project life. He also announced that the LGU has always been ready with its counterpart, especially if it’s for the projects implemented by the Department of Social Welfare and Development.

The KALAHI-CIDSS is a World-Bank funded project implemented by DSWD and is a flagship anti-poverty project of the present government. Launched in Caraga Region on 2003, the project will end in June 2009. (DSWD-13/ PIA-Caraga)

2010 polls a national security concern—NSA Gonzales

National Security Adviser Norberto Gonzales yesterday said responding to his call for ‘transition president’ in 2010 may be a foolish idea to most traditional politicians but it is a patriotic response to the urgent need of the country.

“Yes, my idea may demand a supreme sacrifice from the next president for the sake of rebuilding our nation. That sacrifice entails accomplishing political reforms that would presumably involve change of political system and would require him or her to seek a new mandate from the people under a new system. Since when is this kind of sacrifice a stupidity?” Gonzales asked.

“Are we saying that our country is bereft of leaders who are stupid enough to offer their selves to make this sacrifice? Are we saying that we don’t have leaders now who love our country enough to be concerned with fundamental reforms for the country more than with their political ambitions?” Gonzales added.

The national security chief said the pursuit of fundamental reforms is the direction that every political force in the country today, including the administration coalition, should be taking in 2010.

Gonzales said his own party, the Partido Demokratiko Sosyalista ng Pilipinas, which belongs to the administration coalition, cannot allow that important national issues “like political reforms, electoral reforms, including poll automation,” be not discussed now, before 2010.

“When will these issues be discussed, after 2010? My party will go back to the people and discuss these issues with them now,” Gonzales emphasized.

The Malacanang official also pointed out that these issues and the 2010 elections are of national security concern. “For a long time now, our country has been drifting to nowhere because of our dysfunctional politics. It was about time the nation, as one people who believe they deserve better, fully addressed the issue.”Gonzales has been saying the country’s dysfunctional politics is the greatest threat to the future of the nation.

He has said he feared that, without change of mindset of the country’s political leaders and electorate, “we will only have more of the same in 2010; the same corrupt and dysfunctional political system, and the same elitist and self-serving politicians.”

“If we do, then 2010 will be another wasted opportunity for real societal change. We will have another six years of bad politics, of unending political squabbles, at the expense of our hungry people and poorly educated children,” Gonzales said. (Louie Ceniza, NSC/ PIA-Caraga)
