Sec. Andaya graces DBM-Caraga Reg’l office inauguration

BUTUAN CITY (March 20) – Department of Budget and Management (DBM) Secretary Rolando Andaya, Jr. was the guest of honor during the inauguration of the newly-constructed DBM Regional Office in Caraga Region held yesterday, Thursday, March 19, 2009, this city.

Touted as one of the high-tech buildings constructed in the entire Caraga Region, the DBM-Caraga Regional Office also houses sports facilities like a badminton court on the third floor as well as table tennis, and a gym where employees not only from the DBM but as well as the other government agencies can use the facilities in a minimal amount. The building also houses a mini KTV bar catering recreation activities of state workers.

In his Welcome Message during the short program, DBM-Caraga Regional Director Joecel Obenza said, other government agencies can use the sports facilities in a minimal amount for maintenance purposes.

Moreover, Dir. Obenza personally thanked Sec. Andaya for gracing the most memorable event in their regional office. “I personally thank our boss, Sec. Nonoy Andaya for coming over inspite of his hectic schedule,” he said.

Obenza also said the inauguration of the building was already scheduled long before but due to conflicts of schedules of DBM officials, the activity was pushed-through until March 19. “Matagal na itong na-schedule pero wala talagang oras… ngayong lamang nahanapan ng panahon,” he said.

Further, Obenza said that “the construction of the DBM building is one of the programs of the national government through President Gloria Macapagal-Arroyo to give some incentives to state workers especially on their respective work places.”

Meanwhile, Sec. Andaya acknowledges the effort of Dir. Obenza for coming up with a noteworthy project. He also acknowledged the presence of some public officials in Caraga who joined the event. Among them are Agusan del Sur Governor Maria Valentina Plaza, Surigao del Norte 1st District Congressman Francisco Matugas, and Surigao del Norte 2nd District Congressman Guillermo Romarate, Jr.

The memorable event was also attended by some DBM Regional Directors throughout the country, as well as members of the Association of Caraga Executives (ACE) composed of Regional Directors and Heads of Offices in Caraga Region.

A4P groundbreaks Organic Muscovado Plant Processing in Bolhoon


SAN MIGUEL, Surigao del Sur (March 20) – Act for Peace (A4P) Caraga spearheaded the groundbreaking ceremony of the Organic Muscovado Processing Plant held here on Wednesday, March 18, 2009 with honored guest Mr. Oliver Binancilan of the Area Coordinating Office (ACO), and attended by some representatives from the Provincial and Municipal level, and members of the Provincial Technical Working Group (PTWG).

The Organic Muscovado Processing Plant is a joint Peace for Development Communities (PDC) alliance project of Barangays San Roque and Bolhoon both in San Miguel of this province under ACT for Peace of the Government of the Philippines-United Nations Multi-Donor Programme (GoP-UNMDP)

The project is a dream come true by the local residents of Bolhoon to have a sugar cane plantation and to have an Organic Muscovado Processing Plant.

The project implementation has a counterpart scheme from the local government unit. “The A4P alone contributed Php480,000.00 for machinery, while the Provincial Local Government Unit (PLGU) through the Office of the Provincial Agriculture contributed Php2000,000.00 and the Municipal Local Government Unit (MLGU)of San Miguel has given Php100,000.00 for the building. The Barangay Local Government Unit (BLGU) had contributed Php80,000.00 each for the building of the Demo Farm,” Binancilan said.

Binancilan added, Bolhoon had already 2 hectares of sugarcane to be harvested on August this year. “Although this will not suffice to sustain the demo farm, if soon be realized. I will encourage you to produce more sugarcane, not only in your barangay but also to the nearby barangays who had a possible area,” he said.

Unionism in gov't still strong


Sixty-five (65) government employee unions registered in 2008, posting a 62.5% increase from the previous year's figures, the Civil Service Commission (CSC) reported. This brings to 1,664 the total number of public sector unions in the country.


Of the number, 26 came from national government agencies (NGAs), 22 from the local government units (LGUs), five from government-owned and controlled corporations (GOCCs), and 12 from state universities and colleges (SUCs).


Under the 1987 Philippine Constitution, government employees are granted the right to self-organize, or to form, join and assist unions, for the advancement and protection of its members’ interests.

Registered public sector unions are given the chance to acquire legal personality, thus entitling them to the rights and privileges under Executive Order No. 180, which provides the guidelines for the exercise of the right to organize among state employees.

On the other hand, 58 unions were accredited in 2008, leading to a total of 732 accredited unions since 1987.

Union accreditation grants a registered union the status of being the sole and exclusive representative of employees during collective negotiations with the management.


Public sector unions serve as the collective voice of government employees, the CSC said, adding that they can be a partner of management in the crafting, implementation and monitoring of policies. Unions are also encouraged to serve as watchdogs for graft and corruption in their respective agencies.As one of its primary mandates, the Commission upholds public sector unionism as a means to ensure smooth relations between the management and the rank-and-file, thus promoting effective public service delivery and good governance.


In line with this, the CSC joins the Public Sector Labor-Management Council (PSLMC) and government employees' associations in the conduct of the 2009 National Workers' Congress on March 23, 2009 at the SMX Convention Center, Pasay City. Hundreds of government employee unions, along with various management groups, are expected to attend this major event.

Activities to be held during the Congress include Regional Workers' Consultation by sector, election of sectoral representatives, parallel sessions/training programs on various concerns for the workers and management groups, and presentations by PSLMC members. CSC Chair Ricardo L. Saludo will deliver the keynote address on "The Partnership in Government and Advancement of Morale, Efficiency, Responsiveness, Courtesy and Integrity (MERCI) in the Government Service".

The PSLMC is composed of Saludo as chair, the Labor and Employment Secretary as vice-chair, and the Finance, Justice and Budget Secretaries as members. The CSC serves as the Secretariat to the Council.Participants may register on March 23 at the Congress venue. Registration fee is P2,700.00. Attendance to the event earns an equivalent of four hours of training credited to each participant. Separate training credits will be given to those who attend the training programs. Bagama’t nakapagpapasarap ang free glutamate sa mga pagkain, ang konsumo ng Pinoy sa mga pagkain at panimpla na mayaman nito ay mababa kumpara sa ibang bansa sa Asya.

Ayon sa pag-aaral na isinagawa ng grupo ni Dr. Mario V. Capanzana, Direktor ng Food and Nutrition Research Institute (FNRI), ang mga Pinoy ang may pinakamababang konsumo sa pagkain at condiments na mataas ang taglay na free glutamate kumpara sa mga bansang kabilang sa pag-aaral gaya ng Thailand, Malaysia at Indonesia.

Ito ay dahil sa simpleng lasa at preparasyon ng mga pagkaing Pinoy.

Subali’t payo ng FNRI na kahit anumang pampalasa na ating gagamitin ay dapat sapat o hindi labis ito upang makasiguro sa ating kalusugan.

Dumarami na ang mga taong unti-unting nakaaalam sa benepisyo ng dietary fiber. Ang dietary fiber ay tumutulong upang makaiwas sa maraming sakit katulad ng kanser ng bituka. Ito rin ay tumutulong sa pag-kontrol ng diabetes at atherosclerosis o pagbabara ng mga ugat. Kaya importante ang pagkonsumo ng mga pagkaing mayaman sa dietary fiber.

Ang Food and Nutrition Research Institute ng Department of Science and Technology (FNRI-DOST) ay nakagawa ng sausage o hotdog na mataas ang dietary fiber (high-fiber sausage). Ang pagkain ng dalawang piraso nito ay nagbibigay ng kinakailangang dietary fiber sa isang araw. Bukod sa dietary fiber, ang naturang sausage o hotdog ay mayaman din sa protina.

Mahilig tayo sa hotdog, lalo na ang mga bata, kaya itong high-fiber sausage ay isang masarap at masustansiyang kapalit sa ating nabibili ng hotdog sa mga grocery. Ito ay tumatagal ng anim na linggo sa refrigerator. Halina at magsikain na tayo ng high-fiber sausage nang ma-enjoy natin ang ating paboritong hotdog at manatiling malusog rin.

Bahagi ba ng inyong pang-araw-araw na gawain ang pag-eehersisyo? May panahon ka pa bang mag-ehersisyo kahit busy ka sa trabaho?

Ang paglalakad, pagtakbo, paglalaro ng basketball, pagsasayaw, push-ups at mga simpleng stretches tulad ng paghipo ng tuhod ay ilan lang sa mga ehersisyo na maaari ninyong gawin sa bahay o sa opisina. Di na ninyo kailangan ang bumili ng mga gamit sa pag-eehersisyo.

Ang pag-eehersisyo ay maraming benepisyo na maidudulot sa ating katawan. Ang mga susmusunod ay mga benepisyong makukuha kung palagiang mag-eehersisyo: Mainam na pampababa ng timbang, pampaayos ng blood circulation o pagdaloy ng dugo sa mga ugat, pampabuti ng muscle tone at efficiency ng puso at baga; Nakatutulong sa maayos na pagtulog; at Pang-alis ng stress.

Mag-ehersisyo nang palagian o madalas. Gawin ang pag-eehersisyo nang tatlo o apat na beses sa isang linggo nang 20 hanggang 30 minuto o lagpas pa.

Lathalain: Mga bacteria na kaagapay sa kalusugan

Alam ba ninyo na hindi lahat ng bacteria ay masama sa kalusugan?

Ang bacteria ay hindi parating nakasasama sa kalusugan. Ang ibang bacteria ay nakatutulong din upang magkaroon tayo ng malusog na pangangatawan.

Ang mga bacteria na ito ay tinatawag na “good bacteria”. Kalimitan silang nakatira sa ating mga bituka.

Sila ang dumedepensa sa ating katawan laban sa mga “bad bacteria” na gaya ng E. Coli. Tumutulong din sila sa pag-digest ng mga pagkaing di-kayang i-proseso ng ating tiyan at tumutulong palabasin ang mga toxins sa ating katawan.

Ang lacto bacillus na halimbawa ng “good bacteria” ay ginagamit din para ma-preserve ang gatas at iba pang mga produkto. Ang yogurt at cheese ay ilan sa mga produktong meron nito.

Upang mapanatili ang sapat na dami ng “good bacteria” sa ating tiyan, makabubuti na kumain din tayo ng mga pagkaing may “good bacteria”, tulad ng yogurt at cheese.

Importante din na magkaroon ng “healthy diet” o pagkonsumo ng iba’t-ibang klase ng pagkain araw-araw.

Maraming okasyon ang ipinagdiriwang nating mga Pilipino sa pamamagitan ng masasarap at maraming pagkain. Ngunit, pagkatapos ng pagdiriwang ay nagiging problema naman ang sobra at tirang pagkain. Upang maiwasan ang aksaya at pagtatapon ng mga pagkaing ito, narito ang mga pamamaraan upang
mabigyan ng bagong timpla at lasa ang mga sobra at tirang pagkain:

1. Ang malalaking hiwa ng karne ay maaaring ipansahog sa sopas at pansit.
2. Ang ham ay maaaring sahog sa sopas, palaman sa tinapay, at sahog sa pastadishes at pizza.
3. Ang inihaw na manok at baboy ay maaaring gawing palaman sa tinapay at pies, toppings sa salads, pasta dishes at pizza.
4. Ang mga tinapay ay maaaring gawing pudding o pizza crust.
5. Ang mga prutas ay maaaring gawing salads, juices at fillings sa pies.

Marami pang pamamaraan upang baguhin ang timpla at lasa ng mga sobra at tirang pagkain, depende na lamang ito sa inyong imahinasyon at creativity.

Report on pump boat collision incident

On March 18, 2009 at 8:00 in the evening at the Seawater of Barangay Cabilan, Dinagat Islands Province, a certain Amie Sayson, 44 years old, fisherman and resident of Barangay White Beach of said place accidentally bumped to another pumpboat loaded with three persons namely Segundo Yortas, 48 years old, married; Leo Segubia, 44 years old, married; and Erwin Masaya, 48 years old married, all are resident of Barangay Mauswagon of said place.

Initial investigation disclosed that Amie Sayson together with his wife were on their way from Barangay Cabilan to Dinagat town proper and upon reaching said place accidentally bumped to another pumbboat which resulted to capsize.

Two persons namely Leo Segubia and Erwin Masaya sustained injuries. They were rescued and immediately brought to Dinagat District Hospital for medical treatment while Segundo Yortas was missing.

PNP elements of Dinagat Municipal Police Station now conducting search and rescue operation of said missing person. (PNP-13/ PIA-Caraga)


Report on vehicular accident

On March 18, 2009 at 12:30 afternoon at the National Highway, Barangay DoΓ±a Rosario, junction Del Pilar Road, Tubay, Agusan del Norte, one unit Bachelor Bus with plate number 1508-651 driven by a certain Rolly Zaldariaga accidentally bumped a passenger tricycle bearing plate number KK 6303, driven by one Joseph Mahomoc.

Initial investigation disclosed that both Bachelor and Tricycle were traveling on the same direction and upon reaching at said place, said tricycle suddenly turn to the left which resulted to the incident.

As a result, one tricycle passenger was injured and was rushed to Butuan City Medical Center for medical treatment. (PNP-13/ PIA-Caraga)


Report on hostage taking

On March 18, 2009 at 4:58 in the afternoon at P-7, Brgy Poblacion, Sibagat, Agusan del Sur, a certain Leo Arcenio, alias “Nono” while under the influenced of liquor, took a four years old child as a hostage using bolo.

Immediately, PNP elements of Sibagat Municipal Police Station dispatched one team at the hostage area led by PINSP Armando A Martizao.

Suspect voluntarily surrendered to the responding team with the help of his brother SPO3 Cipriano Arcenio (retired).

Suspect also is now temporarily detained at Sibagat Municipal Police Station for proper disposition while appropriate charges now prepared for filing in court. (PNP-13/ PIA-Caraga)


Report on illegal logging

On March 18, 2009 at 2:00 in the morning at Barangay Patong, San Miguel, Surigao del Sur, PNP elements of San Miguel Municipal Police Station led by PSINSP Edwin C Noguerra intercepted three motorcycle loaded with narra fletches driven by a certain Elvis Gines, Michael Berdon Latohan and Alezandro Mahinay.

The team confiscated 34 pieces assorted sizes of sawn narra fletches with an approximate volume of 334.75 Board Feet with an estimated amount of Php 10,712.00.

Said lumber were properly turned over to DENR for proper disposition while the drivers were brought to San Miguel MPS for proper disposition. (PNP-13/ PIA-Caraga)


PNP recovers stolen items

On March 18, 2009 at 2:00 in the afternoon at AD Curato Street, Butuan City, Theft and Robbery Unit personnel of Butuan City Police Office (BCPO) led by SPO4 Claros Jr recovered the following items: Bulova quarts gold plated (for men), Seiko quarts gold plated (for women), Seiko quarts gold plated (for men), Elle Studio quarts stainless (for men), and Tommy quarts silver (for men).

Said items were recovered from the possession of a certain Antonio Tubio Estrella, 54 years old, married and resident of Purok-3, Kilometer 3, Baan, Butuan City which were sold to him in the amount of Php 150.00 by the following persons: Michael Rabe Mendoza, Alias “Kano”, John Paul Rabe Mendoxa alias “Poloy”, and Francis Curol Azumbrado.

Recovered items were brought to Butuan City Police Station 1 for proper disposition and appropriate charges are now prepared for filing in court against the suspects. (PNP-13/ PIA-Caraga)


PNP arrests wanted persons

On March 17, 2009 at 10:45 in the morning at Barangay White Beach, Dinagat, Province of Dinagat Islands, a certain Edwin Menil Piedad, 30 years old, single and resident of Barangay Gomez of said place was arrested by PNP elements of Dinagat Municipal Police Station led by PINSP Zosimo Torrecampo Jr.

Suspect was arrested by virtue of warrant of arrest (WOA) under CC number 1165 issued by Hon Judge Evangeline Yuipco Bayana of Regional Trial Court (RTC) Branch 22, Surigao City for the crime of parricide with no bailbond recommended.

Arrested person is now under the custody of Dinagat Municipal Police Station for proper disposition.

Also, on March 18, 2009 at 11:30 in the morning at San Agustin Sur, Tandag City, Laurentino Suarez Ajos, 82 years old, married and resident of said place was arrested by PNP personnel of Tandag City Police Station led by SPO2 Lou L Plaza by virtue of WOA issued by Hon Judge Vicente M Luna Jr of RTC Branch 40, Tandag City for estafa docketed under CC number 5411 with recommended bailbond amounting to Php 60,000..00.


Arrested person is now under the custody of Tandag City Police Station for proper disposition. (PNP-13/ PIA-Caraga)
