DOH-Caraga warns public not to use fireworks and firecrackers this holiday season

BUTUAN CITY (December 19) – The Department of Health (DOH)-Caraga region warns the public not to use fireworks and firecrackers to prevent firecracker-related injuries this holiday season.

DOH gave this warning during the press conference on “FOURmula Kontra Paputok Campaign 2008” held recently in one of the hotels here.

Graced by DOH-Caraga Regional Director Dr. Leonita Gorgolon, PCINSP Roy Magsalay of the Philippine National Police (PNP) Caraga Regional Office, and SP01 Rey Poloyapoy of Butuan City Police Office (BCPO) who were the resource speakers of the press conference, the team is firm with their call to the public not to use firecrackers to avoid any untoward incidents.

“Huwag magpaputok. Gumamit ng ibang pampaingay tulad ng kaldero, torotot at iba pa. Huwag din pulutin ang hindi pumutok na paputok. Kung naputukan, hugasan ang sugat ng sabon at malinis na tubig at agad na pumunta sa pinakamalapit na ospital o health center, at huwag din magpaputok ng baril, ito ang FOURmula Kontra Paputok ng DOH,” Dr. Gorgolon said.

Dr. Gorgolon also said that according to Republic Act 7183 (Firecracker Law of 1992), firecrackers such as Pla-pla, Super Lolo, Og, Lolo Thunder, and Atomic Big Trianggulo were banned, as well as the “Watusi” per PNP Memorandum Order dated January 17, 2002.

Meanwhile, Program Coordinator Delma Legaspi stressed that DOH is aiming to promote the dangers brought by firecrackers so the public will be vigilant enough. The health department also aims to prevent firecrackers and fireworks related injuries, to promote safe and alternative ways to celebrate the holidays, and to instill some more fear to stop fireworks use.

Legaspi added, the program highlights the prevention of non-neonatal tetanus which is a major cause of death due to firework injuries, and to advocate for the ban of firework use in residential areas.

Meanwhile, PCINSP Roy Magsalay of PNP-Caraga said there will be penalties or punishments to be charged to those who will sell banned firecrackers especially those that are displayed at any places without permits released by PNP.

“The banned firecrackers being sold out in the market or in any places will be confiscated. Caught dealers and suppliers of banned firecrackers will also be blocklisted so that in the future, these dealers will not be allowed to sell again. An amount of not less than P20,000.00 will be charged to them,” PCINSP Magsalay said.

Also, according to SP01 Rey Poloyapoy of BCPO, PNP personnel will be roaming around the streets and in barangays to check if there are those who are using firecrackers in the residential areas. Those who will be caught will then be penalized just to ensure safety of the people.

CARIARC holds 1st Farmers’ Field Day and Technology Forum

TRENTO, AGUSAN DEL SUR (December 19) – To impart knowledge on agriculture to the farmers, the Caraga Integrated Agricultural Research Center (CARIARC) conducted its 1st Farmers’ Field Day and Technology Forum at its center compound located in Trento, Agusan del Sur last December 12, 2008.

A total of 116 farmers trooped eagerly to the center to learn new ways of technology-based farming during the whole day activity.

The participants come from six barangays covered by CARIARC such as Basa, Kapatungan, Cuevas, Poblacion, New Visayas and Tudela, all of this municipality.

Wilfreda M. Maslog, CARIARC Center Manager was overwhelmed on the positive response of the farmers that make the expected participants to almost double.

“Grabe gyud nako kalipay, kay wa ko magtuo nga ingon ani kadaghan ang moapil karon. It’s an indication nga daghan diay ang gusto nga makat-on”, she said in vernacular. (I am so happy, because I don’t expect that many will join. It’s an indication that many are eager to learn), she said.

Upon arrival of the farmers, they were grouped into batches and toured to different projects such as fruit tree nursery, poultry project, banana nursery, rubber budwood, vegetable garden, rootcrops particularly cassava and sweet potato and native chicken project.

Through an in-charge, short lectures were conducted on every project visited by the participants and had the chance to ask questions for clarification.

After the tour, farmers viewed the film showing conducted by the agricultural van of the Regional Agriculture and Fishery Information Division (RAFID) of DA RFU-13 on integrated vegetable gardening.

A formal program followed shortly with Regional Technical Director (RTD) for Research and Development, Admin. and Finance Edgardo Dahino and Trento MENRO Ludivina Cornilla as guests of honor.

The whole proceeding of the activity focuses on organic agriculture

RTD Dahino lauded CARIARC for holding the 1st farmers’ field day and technology forum which greatly complement the thrust of the local government unit of Trento under the leadership of Mayor Irenea Hitgano for organic agriculture that eventually made the town a national awardee.

Cornilla on her part, urged all farmers to fully support organic agriculture and help Trento attain its goal to be a top producer of organic fertilizer not just in the province of Agusan del Sur but in the entire Caraga Region.

To further propagate organic way of farming, Maslog conducted a hands-on demonstration on Bio-Plus Organic Fertilizer Production while Dr. Escolastico Cagatin, a senior agriculturist demonstrated about the Vermi Production.

Aside from farming technology, a food processing demonstration was also conducted for additional sources of income for the family wherein Lily Malupangue, an agriculture technologists demonstrated about Virgin Coconut Oil (VCO) making and lumpia made from desiccated coco or “sapal”.

Before the sun goes down, participants bade goodbye to each other with satisfying smile bringing along with them some reading materials given for free and farm produce of the 21.8 hectares research compound such as cassava, sweet potato, banana as well as organic fertilizer and cassava stalks for planting sold at the lowest price. Provincial workforce to receive anniversary bonus

Provincial government officials and employees will receive their anniversary bonus before this year ends.

The bonus amounts to Three Thousand Pesos (P3,000.00) each to all local government personnel employed on a full time or part-time basis whether on permanent, temporary or casual status, and contractual personnel whose employment is in the nature of regular employee.

Processing plant to rise in Tubay

A mining processing plant that would generate employment for hundreds of local residents in the area is expected to be constructed soon in the Municipality of Tubay. This was after provincial officials expressed its go signal for the Green Town General Development Corporation (GTGDC) to construct, install and operate a small-scale mineral processing plant.

GTGDC will be the first of its kind in the area since SR Metals, Inc. and MRL-Gold/DELTA, two mining companies already existing in the area, deals only with extraction. These companies are said to earn millions of income annually.

GTGDC will occupy an area of 4,0861 hectares leased from Mrs. Fidelia S. Garcia in Barangay Sta. Ana, Tubay. It will adopt the standard method and modern technology of recovering gold by batch type and upgrading low-grade copper-lead ore.

After a series of consultations and public hearings over its feasibility, the Sangguniang Bayan of Tubay made a favorable endorsement of the project by passing Resolution No. 2008-60 last June 2, 2008 that became one of the basis of the Sangguniang Panlalawigan for its approval.

Under Republic Act 7076 or the people’s Small Scale Mining Act and Provincial Ordinance No. 195-2006, it is required that the site of the mineral processing plant shall be located within a mineral or industrial zone. However, since the proposed project is situated in Purok-6, Sta. Ana in Tubay, a known agricultural land, Mayor Fidel E. Garcia said that they are still in the process of revising its Comprehensive Land Use Plan (CLUP) to re-classify the area into mineral or industrial zone so that the project would begin soon.

Complying with the mandatory requirements of putting up a mineral processing plant, the GTGDC submitted the approved Environmental Clearance Certificate including its Initial Environment Examination (IEE) Report which contains the corporation project description, baseline environmental conditions, impact assessment; Environment Management Plan, Sketch plan and other related documents; Environmental Compliance Certificate (ECC), and its Financial Feasibility Study (FFS).

The Municipality of Tubay is known to be rich in natural resources in the region. Minerals such as nickel, copper, ore, manganese and lead can be found here.

“After all, this will generate a lot of employment opportunities to the local residents of Tubay and enhance its commerce and trade, fees, taxes and other livelihood benefits”, Board member Sadeka G. Report on illegal logging

On December 14, 2008 (Sunday) at Barangay Balangbalang, RTR, Agusan del Norte around 10:50 in the evening, personnel from RTR Police Station led by PO3 Armando Valeros, responded to a report coming from concerned citizen about illegal logs allegedly being transported at said place.

As a result, the responding team apprehended one cargo truck loaded with assorted illegal logs estimated to have a market value of Php 15,000.00, driven by a certain Edgar Magaypo.

Subject failed to present necessary documents to transport said logs. Allegedly, the logs were owned by a certain Deburcio Alingasa.

Recovered logs were brought to RTR Municipal Police Station for documentation and turned over to the Department of Environment and Natural Resources (DENR) for proper disposition.


Recovery of fragmentation grenade

On December 14, 2008 (Sunday) at the seawater of Purok Parola, Barangay Taft, Surigao City at around 5:00 in the evening, one fragmentation grenade was discovered by a fisherman while he went fishing at said place.

Recovered fragmentation grenade was brought and referred by fisherman to SSGT Allan Cagoco, Phil Army, Detachment Commander of AFP K-9, Surigao City.

Said grenade was turned over to Surigao City Police Station for proper disposition.


PNP arrests wanted persons

On December 15, 2008 (Monday) at Barangay Ampayon, Butuan City around 10:30 in the morning, PNP elements of Bayugan City Police Station led by PINSP Jumark Quisao CaΓ±a arrested the suspect identified as Paulino Martin, 42 years old and resident of Barangay Diatagon, Lianga, Surigao del Sur.

Suspect was arrested by virtue of warrant of arrest (WOA) issued by Hon Judge Eliseo Mike Campos for the crime of reckless imprudence resulting to serious physical injuries, docketed under CC number 8858-08-06-35 with recommended bailbond amounting to Php 10,000.00.

Arrested person is now under the custody of Bayugan City Police Station for proper disposition.

Also, on the following day, December 16, 2008 (Tuesday) at Purok-3, Barangay Bonbon, Butuan City at 7:45 in the morning, personnel from Butuan City Police Station-3 led by PSINSP Reyante N Sibayton arrested the suspect identified as Roy Cuevas, 35 years old, married and resident of said place.

Suspect was arrested by virtue of WOA issued by Hon Judge James V Go of MTCC Branch 2, Hall of Justice, Libertad, Butuan City docketed under CC number 26561 charged for robbery.

Arrested person now detained at Butuan City Police Station-3 for proper disposition.

Report on illegal gambling

On December 16, 2008 (Tuesday) at 4:10 in the afternoon at Purok-18, Hidalgo Village, Butuan City, elements of Butuan City Police Station-3 led by PSI Reynante N Sibayton, Station Commander, conducted operation against illegal gambling which resulted to the confiscation of one unit fruit game machine from the possession and control of a certain Fronio Sagaral, of legal age and a resident of abovementioned place.

Confiscated machine was brought to Butuan City Police Station-3 for proper disposition.


Arrest of wanted person

On December 17, 2008 (Wednesday) at 5:30 in the afternoon at Purok, Barangay Masao, Butuan City, personnel of Butuan City Police Station-3 led by PINSP Reynante Sibayton arrested the suspect identified as Cornelio Rabonge Jamisola Jr., 31 years old, married and resident of said place.

Suspect was arrested by virtue of warrant of arrest (WOA) issued by Judge James Go of MTCC, Branch 2, Hall of Justice, Libertad, Butuan City dated April 4, 2008, docketed under criminal case number 37708 for attempted homicide with recommended bailbond of P12,000.00.
Arrested person is now detained at Butuan City Police Station-3 for proper disposition.

NERBAC-Caraga off to a good start; braces for more activities in 2009

BUTUAN CITY (December 17) – Despite being one of the last regions to launch the National Economic Research and Business Assistance Center, NERBAC-Caraga has played catch-up and is now well on its way to operating as a full-fledged one-stop action, resource and assistance center.

Since its launch last June 25, 2008, NERBAC-Caraga has beefed up its facilities needed to fully service business applicants and investors through its business registration and licensing (BRL) unit, knowledge management (KM) unit and investment marketing and facilitation (IMF) unit. These functional divisions are anchored by full time staff from the Department of Trade and Industry (DTI) with some detailed staff from SSS, Pag-Ibig and PhilHealth reporting once a week.

More importantly, NERBAC maintains a strong network of technical working group members or focal persons from its more than 30 member agencies (including local government units) and an active set of NERBAC board of advisors.

The NERBAC business registration and licensing group has worked to discuss the different processes and requirements of all agencies involved in registration and licensing to establish the existing processing time which an applicant must go through or comply with to start a business. NERBAC has also anchored a series of consultations to try to reduce time and other requirements to encourage more people to start their own enterprise.

Existing baseline processing time (excluding time spent by applicant to complete requirements, the inspections and other special licensing) stands at seven days and 47 minutes.

The CRL group has also strengthened its referral system to be able to attend to NERBAC applicants faster even if they are not physically present at the center.

As a regional investment promotion unit, NERBAC’s IMF has spearheaded an investment marketing and facilitation training for LGU and national government agency personnel involved in investment promotion, facilitated review and formulation of investment/incentive codes of LGUs and provided investment information and investor servicing to potential investors. A strategic planning is slated early next year to tackle the region’s investment agenda to work on the different functions of advocacy, image building/promotions, investment servicing/facilitation and investment targeting or generation.

NERBAC’s Knowledge Management unit on the other hand, has been building up its databases, the better to provide investors and entrepreneurs their information needs. It has also coordinated several advocacy forums on competitiveness, public-private sector partnerships, and the streamlining of business permit among LGUs. By next year, it plans to set up a tracking mechanism for Caraga’s leading economic development indicators.

Caraga hosts 3 Mindanao-wide events for DTI

BUTUAN CITY (December 17) – Caraga has been the destination and location for three consecutive Mindanao-wide activities of the Department of Trade and Industry (DTI).

These activities were the Quality Management System and International Organization for Standardization (ISO) briefing for the quality implementation team members of DTI-Mindanao regions last December 3, 2008 followed by the Consumer Welfare and Trade Regulatory Group (CWTRG) consultative meeting for the provincial and regional consumer welfare division heads of DTI-Mindanao regions, including the Autonomous Region for Muslim Mindanao (ARMM).

The ISO briefing which was conducted by Renato Navarette of Certification International Philippines discussed the basics, standards and requirements of ISO alignment and certification. DTI is targeting for all regions to be an ISO-certified by 2009 as a good governance measure to ensure high quality services to achieve consistent customer satisfaction.

The CWTRG consultative meeting was called to discuss updates on consumer welfare laws on how best to protect consumers, to strengthen local consumer groups and how to enforce existing laws and provide quick response to consumer complaints and other issues.

The Mindanao LRED ToF on the other hand, was held to train participants with the German Technical Cooperation or GTZ process or tool for economic development planning.

As host region, Caraga was also able to pilot the LRED process in Talacogon, Agusan del Sur. The actual LRED process for Talacogon was done back to back with the facilitators’ training to allow participants to do hands-on and observe some of the steps of the LRED process such as the rapid economic appraisal or REA, the validation of the REA results including the identification of the most pressing issues to be addresses and the action planning done for these issues.

Activities in December 3 to 5 were held at Dottie’s Place Convention Center, while the week-long LRED ToF was conducted in four venues – Almont Hotel’s Inland Resort in Butuan City, Provincial Training Center in Patin-ay, the Municipal Hall in Talacogon and the Department of Agriculture Research Outreach Station in Del Monte, Talacogon, all in Agusan del Sur.

DTI-Caraga reports meeting agency targets in 2008

BUTUAN CITY (December 17) – Having the lowest budget among all DTI regional offices dist not stop the local department of trade and industry to meet and even exceed most of its agency targets for 2008.

DTI-Caraga Regional Director Brielgo Pagaran in his preliminary year-end report during the briefing with the media last December 16 said the agency bottom line targets for investments, jobs generated, number of micro small and medium enterprises assisted, and resolution of consumer complaints among others, registered accomplishments over 100 percent.

Director Pagaran noted that this has also been the trend in prior years. He was the first, however, to say that these accomplishments may not still be enough to impact on our region’s goal of reducing poverty significantly.

“But we are getting there”, he said citing the start and continuation of several programs and projects to help Caraganons create more wealth for themselves and their communities.

Director Pagaran reported that two more clusters have been formed this year for Moringa (malunggay) and coconut bringing the industry cluster to 13 groups. The other clusters are abaca, palm oil, banana, high value vegetables, ICT, mining, processed foods, seaweeds, word, arts and crafts, and tourism. These clusters are formed to foster collaboration and cooperation among private and public players in the different industries to be able to improve production, find new markets and address issues and concerns to increase investments, trade and sales.

The One Town One Product (OTOP) of the different municipalities of Caraga have been provided support through product development and marketing. OTOP enterprises joined other Caraga regular producers to trade and selling fares such as Cebu X, an annual exporters fair for furniture and home accessories; National Trade Fair at the Mall of Asia; 110th Independence Day Celebration Exhibit at the Luneta; Kahimunan 2008 in Cagayan de Oro City; International Food Exhibition at the World Trade Center; and the Manila FAME.

The localized Small and Medium Enterprise Development (IFAD)-funded Rural Micro-enterprise Promotion Program (RuMePP) on the other hand, has also provided and will continue to provide financing through local micro-financing institutions like rural banks and cooperatives and business development services or assistance to new and existing micro enterprises. PIA-Caraga supports PMFPC in fighting against forestry violators

BUTUAN CITY (December 17) – During the meeting of the Provincial Multi-Sectoral Forest Protection Committee (PMFPC) held recently at the Provincial Economic Enterprise Development Management Office (PEEDMO) Conference Hall, in this city, Mr. Abner M. Caga, OIC-Regional Director of the Philippine Information Agency (PIA) Caraga being represented by Nora CL Molde, took oath as Chairman of the Information, Education and Communication (IEC) sub-committee, which is responsible for advocacy campaign and gives credible information to public.

As the head in the IEC sub-committee, PIA-Caraga will assist the Department of Environment and Natural Resources (DENR)-Caraga in the IEC dissemination to upland communities and forest resources stakeholders on forest conservation and environmental protection, tap its network and assist the DENR in the monitoring of forestry violations, provide inputs to strengthening of law enforcement and forest protection strategies, provide communication support activities related to PMFPC, and assist PMFPC in carrying out communication and info-projects thru tri-media.

Meanwhile, Ms. Molde informs the members of PMFPC that PIA has a TV program entitled “Caraga in Focus” shown in the two cable stations here once a week.

Public hearing on abandoned NALCO concession held

BUTUAN CITY (December 17) – A proposed ordinance authored by Board Member Sadeka G. Tomaneng seeking for an effective protection, development and management of a formerly NALCO concession area was the subject of a public hearing held recently at the Provincial Training Center, Capitol, this city.

Dubbed as “LasBueNasCar Sustainable Agro-Forestry Development Program”, the provincial government seeks to maximize the use of this 56 hectares land area located at the municipalities of Las Nieves, Buenavista, Nasipit and Carmen which were once a booming logging industry of the Nasipit Lumber Company (NALCO) in the early 1950’s.

The ordinance particularly will establish the operational and management mechanism for a sustainable agro-forestry development of LasBueNasCar.

The project area is formerly a NALCO concession area covered by TLA-39-4 with a total land area of 56,093.81 hectares. The cancellation and abandonment of its TLA just recently resulted to the conception of a Co-Management Project between the provincial government and the four municipalities.

Report on illegal logging

On December 14, 2008 at 3:05 PM, elements of Jabonga Municipal Police Station led by PINSP Jonathan Satentes, COP responded to a report through cellphone that there were illegally sawn lumber infront of the residence of a certain Marlito Bardon, along the Barangay Road of Bangonay, Jabonga, Agusan del Norte and operation was conducted which resulted to the recovery of abandoned 25 pieces lumber (Tugas) with an estimated volume of 200 board feet and estimated market value of P6,000.00.

Said forest products were properly turned-over to the Department of Environment and Natural Resources (DENR) Cabadbaran City for proper disposition.


Report on illegal possession of firearms

On December 15, 2008 (Monday) infront of Camp-G Bar, Barangay Taft, Surigao City at 2:30 in the morning, PNP personnel of Surigao City Police Station led by PO3 Carlito Hilaos Jr., apprehended the suspect identified as Arthur Menil Pacis, 23 years old, single, Security Guard and a resident of Sitio Tumanday, Barangay Rizal, Surigao City for violation of RA 8294.

Confiscated from the suspect’s possession and control was one unit .38 revolver, Smith and Wesson, with serial number 882288 loaded with five live ammos.

Said person is now detained at Surigao City Police Station for proper disposition while appropriate charge is being prepared for filing in court against the suspect.


Cabadbaran market vendors undergo workshop

BUTUAN CITY (December 17) – Cabadbaran City market vendors recently underwent a Sustainability Training Workshop for the Women Market Vendors Association.

Around 35 market vendors gained the basics on savings and managing cooperatives both at the national and local scene. Said participants were representatives of various market sections – fish, meat, fruits, dry goods, shopping center and cafeteria. They are members of the Vendors Association of Cabadbaran Public Market (VACPM).

The training workshop is an essential activity under the Japan Fund Poverty Reduction Program (JFPR) – Social Protection for Poor Women Vendors in Mindanao. It basically enables the market vendors to sustain the operation, maintenance and management of the Women’s Resource Center (WCR) particularly in Cabadbaran City.

The resource speakers of the said training were Atty. Allan Asio (on behalf of City Mayor Dale B. Corvera), Regional Program Anchorperson Mariles Oclarit, PASCRES President Romeo C. Dahuyag, DILG Buenavista MLGOO Romeo A. Solis and VACPM President Dr. Edgardo J. Batitang, Jr.

Butuan City solon vows continuous support to rehabilitate Mt. Mayapay

BUTUAN CITY (December 16) – First District Representative Jose “Joboy” Aquino of Butuan City and Las Nieves assures stakeholders and volunteers of the Mt. Mayapay Rehabilitation Project Task Force of his continuous support to the project for the coming years.

The assurance was made by the congressman during the Appreciation Program of the stakeholders-volunteers who are part of the task force held recently in one of the hotels here.

In his speech, Cong. Aquino said following the “promise” he made during the launching of the program in May this year, that his Congressional Office has already given 1.6 million pesos to the task force. “Since I pledged for 2-million pesos annually, I still have to give 400 thousand pesos and this will be released earlier next year”, he said.

Aquino also said he will be giving an advance financial support early next year as part of his 2009 commitment of another 2-million pesos. “As long as I am in the position, expect of my continuous support to the project”, Cong. Aquino said.

Meanwhile, National Economic and Development Authority (NEDA) Caraga Regional Director Carmencita Cochingco also lauded the efforts of Cong. Aquino in his quest to rehabilitate one of the nature’s gifts Butuan has.

Being one of the lead implementers of the program along with the region’s environment agency - the Department of Environment and Natural Resources (DENR), Dir. Cochingco expressed her sincerest gratitude to her fellow state workers and the private sectors in rehabilitating and preserving Mt. Mayapay. “The appreciation program that we have right now is not enough in honoring those who are in active involvement in the program”, she said.

Moreover, Cong. Aquino likewise urged the volunteers for their renewed commitment next year and the years to come, and continue what the task force has started. “Let’s not only do this for ourselves, but more importantly, for those who will be replacing our generation – our children… and our children’s children”, he said.

The Mt. Mayapay Rehabilitation Project was conceptualized in 2005, in time with the implementation of the Green Philippines Program of President Gloria Macapagal-Arroyo.

It can be recalled that on May 19, 2008, the Mt. Mayapay Rehabilitation Project was officially launched in time with the annual fiesta celebration of this city and was graced by House Speaker Prospero Nograles. (Robert E. Roperos, PIA-13)


Cong. Aquino calls to save Mt. Mayapay

BUTUAN CITY (December 16) – Following the appreciation program of the Mt. Mayapay Task Force Rehabilitation Project Task Force, Congressman Jose “Joboy” Aquino of the First District of this city and Las Nieves calls for Butuanons to help save the mountain considered as the highest peak in the city.

In his inspirational speech during the awarding ceremony, Cong. Aquino emphasized how the forest of Mt. Mayapay has been degraded. He recalled that some fauna that once roamed its corners that can hardly be found are also denuded. “With Mt. Mayapay Rehabilitation Project, we envision the people of Buuan and its visitors to enjoy the benefits of a restored and developed Mt. Mayapay”, he said.

Aquino also revealed that part of the accomplishment of the task force in five months, 96 hectares out of the approximately 375 hectares target areas for rehabilitation were already covered where a total of 42,650 trees were already planted, with a survival rate of 80 percent.

Also in his speech, Cong, Aquino shared a Chinese proverb which says “If your vision is for a year, plant wheat... If your vision is for ten years, plant trees… If your vision is for a lifetime, plant people…”

With these, he said the Mt. Mayapay Rehabilitation Project is more than just planting trees. “We are sowing seeds not only for ourselves but even for the succeeding generations With every tree that we plant, we are helping plant the future generations of people in this beloved city and along with it, countless lives would be changed”, Cong. Aquino added.

In his closing statement, Aquino pointed out that the people of Butuan and Agusan del Norte must not allow the long road ahead of them, to wander away from the dream… the dream of becoming Mt. Mayapay a model eco-park.

Talacogon chosen pilot LGU for LRED process in Mindanao

BUTUAN CITY (December 16) – The municipality of Talacogon in Agusan del Sur has been chosen as the pilot LGU for implementation of the Local and Regional Economic Development (LRED) process in Mindanao.

The LRED as introduced by the German Technical Cooperation or gtz in the Visayas “is a participatory planning and implementation process wherein public and private stakeholders in a locality work together to improve conditions for economic growth and employment generation”.

The municipality was chosen in connection with the decision to make Caraga the host of the Mindanao-wide training of facilitators (ToF) on the LRED. This training has been conducted last December 7 to 13, 2008.

Talacogon’s final selection from among the endorsed Caraga provinces was based on the openness of the LGU to go through the process of the so-called “buy-in” since the undertaking would mean putting in counterpart resources and the area’s potential for more economic growth.

The LRED process kicked-off with the orientation and consultation with Talacogon Mayor Isaias Masendo and his key staff that includes Municipal Administrator Rodino Dailan, Municipal Planning and Development Coordinator Lucio Cortes and designated LRED focal person – Gina Gatab.

A briefing for the Talacogon LRED Committee followed with the latter formed to anchor the process. The LRED committee members include the chiefs of offices of the town and some sangguniang bayan members. They were joined by chiefs of offices of the provincial government. This composite team then undertook the identification and mapping of stakeholders and respondents for the rapid economic appraisal or REA survey. The survey was conducted after a briefing and mock survey was done for the enumerators.

The preliminary results were discussed during a pre-validation workshop with the LRED committee. Actual validation and presentation of REA results, identification of “burning issues” and the action planning for “quick wins” followed. All three steps were done during the week of the training of facilitators to allow the Mindanao LRED ToF participants hands on experience and to observe the conduct of the actual steps.

Talacogon will now be finalizing the action plans through the technical working groups formed led by the public and private sector stakeholders prior to actually undertaking the priority projects of the identified “quick wins”. The LRED committee is then expected to meet for re-planning or to go through the same process to take on more issues.

The implementation of LRED in Talacogon forms part of the early stages of the planned nationwide upscaling since LRED is basically a development planning tool which is presently being used only in the Visayas area. LRED as an approach to economic development planning started in 2004 in the Visayas particularly in Ormoc City under the GTZ’s Small and Medium Enterprise Development for Sustainable Employment Program (SMEDSEP).

The LRED process in Talacogon was facilitated by the Caraga Learning Service Providers’ Network or LSPN which was among the 24 business development service providers nationwide who graduated from the LRED training of trainers conducted in August this year. Mt. Mayapay rehab project volunteers honored

BUTUAN CITY (December 15) – Volunteers from government and non-government sectors were honored by Mount Mayapay Rehabilitation Project Task Force dubbed as “Appreciation Program” in recognition of their unwavering commitment and dedication in rehabilitating the highest peak in the city and perhaps, in the province of Agusan del Norte.

In a simple yet memorable awarding ceremony held on Thursday (December 11), Congressman Jose S. Aquino II of the First District of Butuan City and Las Nieves emphasized his never-ending thanks and gratitude to those who have taken part in the success of rehabilitating Mt. Mayapay.

“To all the Regional Directors and their staff, the private sectors, the academe and those who made the project successful, Daghan kaayong salamat! (Thank you very much) You have made the Butuanons proud. The noble thing you did will not only benefit the people of today but more on the next generation and the future generations to come”, Cong. Aquino said in his speech.

The young legislator also recalled their experience when he was able to visit earlier Cairo, Egypt and climbed the holy mountain - Mount Sinai where God gave the ten commandments to Moses. He compared his experience and said that in every problems and endeavors, all will be made possible and easy if people will work together for the common good.

Meanwhile, PENRO Rosendo Asunto of Butuan City, in his speech said that 2008 is a very fruitful and challenging year. “It is indeed fruitful because we’re able to plant more or less 97 hectares since May of this year. Challenging because trudging the road to the planting area needs perseverance and determination, especially the rugged trekking during the actual planting”, he said.

Asunto also hopes that the commitment to Mt. Mayapay will not end during the awarding ceremony but to be able to continue pursuing the rehabilitation of Mt. Mayapay for the next coming years. “It is also my aspiration that we may continue the partnership we have established. So those who will be following us may be grateful that in our time, there are people in Butuan who made Mayapay green and someday, somehow this place will become a haven for recreation and relaxation”, he said.

Moreover, Asunto urged the stakeholders “not to stop doing the best for Mt. Mayapay and this best cannot be done alone by DENR, but with you and by all of us, we can do more and make Mt. Mayapay one of the best ecotourism sites not only in Caraga region, but somehow throughout the country”, Asunto disclosed.

Agusan del Sur province website is now up

After years of having no online presence, the province of Agusan del Sur in now accessible on the world wide web. The website can be reached at www.agusandelsur.gov.ph.

Mr. Dax K. Vintola, Public Information Officer for the provincial government, currently administers the website, having attended the training on Web Upgrading Workshop which was conducted by the National Computer Center (NCC) some years back.

The website uses a citizen-centric format which NCC requires in the development and upgrading of local government websites. In particular, the website specifically caters to the peculiar information needs of site users may it be a fellow Agusanon from abroad, a prospective investors, and local and foreign tourists alike.

The website also uses distinguished Content Management System (CMSs) specifically Joomla software, Php, MySQL and Dreamweaver.

In another development, it can be recalled that Mr. Vintola is currently assisting the Agusan del Sur Economic Research and Business Assistance Center (ASERBAC) in having their own business website which is tailored to cater to more local clients and investors.

This is just the beginning for Agusan del Sur Province. As they continue to gain ground in the area of information and communications technology, it is hoped that delivery of relevant information and other important services will be hastened through their website in 2009 and even beyond. GADCC sets up measures to fight violence vs women

BUTUAN CITY (December 15) – In line with the 18-day campaign to end violence against women, members of Gender and Development Coordinating Council (GADCC) from the government line agencies convened recently to address the issues and concerns raised during the previous meetings.

Being the GADCC Chairperson and Regional Director of the Commission on Human Rights (CHR)-Caraga, Atty. Marylin Pintor bared the issues and concerns that need GADCC’s action and one of these is the advocacy campaign to lodging houses/motel owners to prevent crime against women.

“Advocacy to lodging house/motel owners to prevent crime against women; lobby for the hiring/filling up of prosecutors and judges positions in Caraga Region; discussion on the Badjao and street kids in the region; and complaints on lewd radio programs are the matters that need GADCC action,” Dir. Pintor said.

According to Dir. Pintor, during the recently held press conference on the 18-day campaign to end violence, an issue was raised regarding rape cases and child exploitation, and one of the factors that these crimes happen is that motels and lodging houses allow adults who bring minors (mostly of the opposite sex) into their establishments.

GAD Focal Person of PNP-Caraga PSUPT Cristita dela Cruz said that in order to prevent violence inside the motels and lodging houses, the management and staff of all motels and lodging houses will have to undergo trainings pertaining to Republic Act 7610 (Child Abuse) to be conducted by GADCC. Resistance to participate in the trainings will not be granted or will be confiscated with business license by the local government.

Also, on the issue of hiring of prosecutors and judges’ positions in Caraga, Atty. Pintor said that whoever would want to apply are welcome and added that GADCC would be glad to have one in the region.

Meanwhile, with regards to the Badjao and street kids in Caraga, Jbionne Pagalan of the Department of Social Welfare and Development (DSWD) Caraga stresses that the public should be informed not to tolerate these kids who are roaming around the streets begging alms.

“By giving a small amount of money to the street kids especially the Badjaos do not help them improve but rather make them more dependent on the act of doing so for easy money, to the extent of refusing to the livelihood programs provided by the government,” Pagalan said.

The last issue discussed is concerning the complaints on lewd radio programs where GADCC was able to identify one radio program (talk show) on a certain FM radio station. According to Atty. Pintor, GADCC members will call for a meeting with the presence of the host/ disk jockey of the said FM station together with the FM station Manager to address the issue and give remedy to the problem.

Banana Fits Center launched at PAO

BUTUAN CITY (December 15) – The Provincial Farmers Information Technology Services (FITS) center, also named as Banana FITS Center of Agusan del Norte, located at the Provincial Agriculturist Office, Capitol, Butuan City was recently launched.

FITS is a none-stop information shop of technologies on agriculture, forestry and natural resources that caters to the needs of the farmers, entrepreneurs, traders, processors and other clients. The provincial FITS Center will feature the province’s key crops/commodities.

Initially, it will focus on banana. It facilitates readily accessible services to users of agricultural research as it links the sources of information with the end users via the Internet through the Program’s network.

With its staff and direct links with research/development experts of PCARRD/CCARRD, the center is a source of technical assistance appropriate to the needs of its clients. Aside from web-based information, print materials will be provided to clients who have no access to the Internet.

The activity was well attended by the Municipal/City Agriculturists, Municipal Agriculture and Fishery Council (MAFC) Chairmen and farmers representing the rule-based organizations within the province. Also in attendance were the different provincial agency heads.

PNP arrests wanted person

On December 12, 2008 (Friday) at 12:20 in the afternoon at Purok-4, Poblacion, Barobo, Surigao del Sur, suspect identified as Alex Alvarez, 28 years old, single, jobless and resident of Purok-2, Poblacion, Barobo, Surigao del Sur was arrested by PNP elements of Barobo Municipal Police Station led by SPO1 Roger Rivas by virtue of warrant of arrest (WOA) issued by Hon Judge Ricardo L Mosquera III of MCTC Barobo-Lianga, Surigao del Sur for two counts of slight physical injuries docketed under CC number 06-CR-011-B, dated September 12, 2008.

Arrested person now under the custody of Barobo Municipal Police Station for proper disposition.



Report on illegal possession of firearm

On December 12, 2008 (Friday) at 2:00 in the afternoon at the Compound of Carcanmadcarlan Agri-Base Multi-purpose Cooperative (CAMPCO), Barangay Mangosilom, Cantilan, Surigao del Sur, a certain Teodoro Prado, of legal age, married and resident of said place allegedly found an abandoned one unit homemade and defective smith and Wesson caliber .357 with one live ammo, without serial number inside the compound of said cooperative where he was working.

Aforementioned person surrendered said firearm to the Chief of Police of Cantilan Municipal Police Station for proper disposition.

Also, on December 13, 2008 (Saturday) at 6:45 in the evening at the Department of Science and Technology (DOST) Regional Office, Ampayon, Butuan City, a security guard of United Field Sea Watchmen and Checkers Agency (UFSWCA) allegedly fired his gun while guarding the DOST Regional Office.

John Hope Dungganon, 30 years old, married and a resident of Purok-7 Barangay Bancasi, Butuan City detailed to guard the said building without apparent reason fired his issued M16 riffle three times that alarmed the populace in the area.

Dungganon was even wearing civilian attire while in the performance of duty. Initial investigation revealed that he was under the influence of intoxicating liquor. Immediately, he was arrested by responding elements of Butuan City Police Station-4 and confiscated from him the issued M16 riffle with serial number JMA-99884 and two short magazine loaded with 27 live ammos.

Dungganon and the confiscated firearm were brought to Butuan City Police Station-4 for proper disposition and appropriate charges is now being readied for filing in court.


Report on illegal gambling

On December 13, 2008 (Saturday) at 7:35 in the evening at the sidewalk of R. Calo Street, Infront of Aling Cora, Butuan City, PNP elements of Vice Control Section, Butuan City Police Station-1 conducted operation on illegal gambling which resulted to the apprehension of the suspect identified as Carlo Simogan (runner/collector), 29 years old, single and resident of Purok-1, Barangay Diego Silang, Butuan City was caught in the act engaged in illegal gambling locally known as “swertres”.

Confiscated from his possession were one piece calculator, eight pieces filled-up tally sheets and bet money amounting to Php 675.00 in different denominations.

Suspect and confiscated items were brought to the Office of Vice Control Section, Butuan City Police Office (BCPO) for proper disposition, while appropriate case is being prepared for filing in court.


PNP probes fire incident

On December 13, 2008 (Saturday) at 1:30 in the morning at Purok-7, Barangay Bit-os, Butuan City, nine fully armed men believed to be communists terrorists (CTs), burned a prime mover trailer truck with license plate number UDG 445.

Two ten-wheeler dump truck parked nearby were likewise fired upon by the armed CTs.

The said vehicles are owned and operated by CAVDEL Corp, a Manila based construction firm. PNP elements of Butuan City Police Office led by PSUPT Joseph D Plaza, Officer-in-Charge, Butuan City Police Office (BCPO) immediately responded to the area and were able to recover the following items such as six spent shells and one live ammo of 5.56 mm (m16); two spent shells of 7.62 mm (m14); one spent shells of 9mm; one spent shotgun shell; one spent shell of cal .30 carbine; and one four liter plastic container with gasoline.

Initial investigation disclosed that the suspects suddenly approached and immediately pointed guns at the two watchmen identified as Reynaldo Toreta and Danilo Salvan while the other suspects poured gasoline and burned the prime mover trailer truck.

Suspects immediately fled towards the mountainous area of Barangay Bit-os. Motive is yet to be determined. Follow-up operation and hot pursuit operation is being conducted by elements of Butuan City Police Office and Philippine Army personnel. Progress report to follow.


Report on vehicular accident

On December 13, 2008 (Saturday) at 7:30 in the evening at Ambago Road crossing Emily Homes Subdivision, Barangay Libertad, Butuan City, a single motorcycle Honda Wave color black bearing temporary plate number 9E-3104 driven by Joverto Magan, of legal age, married and a resident of Phase-1 block 26 lot 29 Emenville Subdivision, Barangay Ambago, Butuan City was accidentally side swept to another motorcycle driven by PO3 Melvin Lerin, 32 years old, married and a resident of Emily Homes, Barangay Libertad, Butuan City.

The Honda Wave swerved and crashed into the road causing Magan to sustain serious injuries. The driver of the other motorcycle PO3 Lerin helped the injured Magan and immediately brought him to the Provincial Hospital who was later transferred to MJ Santos Hospital for immediate medical treatment.

The following morning Magan's attending physician declared him dead around 7 in the morning. Butuan City Police Station-3 is now conducting follow-up investigation on the incident.


Report on shooting incident

On December 14, 2008 (Sunday) at 1:40 in the morning at Barangay 8, Cabadbaran City Agusan del Norte, initial investigation conducted revealed that while the suspect identified as Germino Pedrano SequiΓ±a, of legal age, married, Security guard and a resident of same place was walking along with his family, a group of bystanders on a drinking spree beside the bakery store allegedly threw a stone towards the suspect which triggered him to draw his issued cal .38 revolver and shot the unidentified bystanders hitting a certain Vesmark Coronia Zafra, 20 years old, single and a resident of Sitio Pirada, Barangay Del Pilar, Cabadbaran City.

Zafra who was at that time eating snacks infront of the store was rushed to Cabadbaran District Hospital was referred later to Butuan City for immediate treatment.

Suspect was apprehended and confiscated from him the cal .38 revolver with serial number PRO-3046333 with five live ammos and one empty shell.

Suspect was then brought to Cabadbaran City Police Station for proper disposition. Motive of the incident was found personal grudges.
