DOH-Caraga warns public not to use fireworks and firecrackers this holiday season

BUTUAN CITY (December 19) – The Department of Health (DOH)-Caraga region warns the public not to use fireworks and firecrackers to prevent firecracker-related injuries this holiday season.

DOH gave this warning during the press conference on “FOURmula Kontra Paputok Campaign 2008” held recently in one of the hotels here.

Graced by DOH-Caraga Regional Director Dr. Leonita Gorgolon, PCINSP Roy Magsalay of the Philippine National Police (PNP) Caraga Regional Office, and SP01 Rey Poloyapoy of Butuan City Police Office (BCPO) who were the resource speakers of the press conference, the team is firm with their call to the public not to use firecrackers to avoid any untoward incidents.

“Huwag magpaputok. Gumamit ng ibang pampaingay tulad ng kaldero, torotot at iba pa. Huwag din pulutin ang hindi pumutok na paputok. Kung naputukan, hugasan ang sugat ng sabon at malinis na tubig at agad na pumunta sa pinakamalapit na ospital o health center, at huwag din magpaputok ng baril, ito ang FOURmula Kontra Paputok ng DOH,” Dr. Gorgolon said.

Dr. Gorgolon also said that according to Republic Act 7183 (Firecracker Law of 1992), firecrackers such as Pla-pla, Super Lolo, Og, Lolo Thunder, and Atomic Big Trianggulo were banned, as well as the “Watusi” per PNP Memorandum Order dated January 17, 2002.

Meanwhile, Program Coordinator Delma Legaspi stressed that DOH is aiming to promote the dangers brought by firecrackers so the public will be vigilant enough. The health department also aims to prevent firecrackers and fireworks related injuries, to promote safe and alternative ways to celebrate the holidays, and to instill some more fear to stop fireworks use.

Legaspi added, the program highlights the prevention of non-neonatal tetanus which is a major cause of death due to firework injuries, and to advocate for the ban of firework use in residential areas.

Meanwhile, PCINSP Roy Magsalay of PNP-Caraga said there will be penalties or punishments to be charged to those who will sell banned firecrackers especially those that are displayed at any places without permits released by PNP.

“The banned firecrackers being sold out in the market or in any places will be confiscated. Caught dealers and suppliers of banned firecrackers will also be blocklisted so that in the future, these dealers will not be allowed to sell again. An amount of not less than P20,000.00 will be charged to them,” PCINSP Magsalay said.

Also, according to SP01 Rey Poloyapoy of BCPO, PNP personnel will be roaming around the streets and in barangays to check if there are those who are using firecrackers in the residential areas. Those who will be caught will then be penalized just to ensure safety of the people.

With the “FOURmula Kontra Paputok Campaign 2008” of DOH, and with the assistance and surveillance of PNP-Caraga, Dr. Gorgolon believes that Butuan City will soon experience a zero firecracker-related injuries. (Jennifer P. Gaitano, PIA-Caraga)

CARIARC holds 1st Farmers’ Field Day and Technology Forum

TRENTO, AGUSAN DEL SUR (December 19) – To impart knowledge on agriculture to the farmers, the Caraga Integrated Agricultural Research Center (CARIARC) conducted its 1st Farmers’ Field Day and Technology Forum at its center compound located in Trento, Agusan del Sur last December 12, 2008.

A total of 116 farmers trooped eagerly to the center to learn new ways of technology-based farming during the whole day activity.

The participants come from six barangays covered by CARIARC such as Basa, Kapatungan, Cuevas, Poblacion, New Visayas and Tudela, all of this municipality.

Wilfreda M. Maslog, CARIARC Center Manager was overwhelmed on the positive response of the farmers that make the expected participants to almost double.

“Grabe gyud nako kalipay, kay wa ko magtuo nga ingon ani kadaghan ang moapil karon. It’s an indication nga daghan diay ang gusto nga makat-on”, she said in vernacular. (I am so happy, because I don’t expect that many will join. It’s an indication that many are eager to learn), she said.

Upon arrival of the farmers, they were grouped into batches and toured to different projects such as fruit tree nursery, poultry project, banana nursery, rubber budwood, vegetable garden, rootcrops particularly cassava and sweet potato and native chicken project.

Through an in-charge, short lectures were conducted on every project visited by the participants and had the chance to ask questions for clarification.

After the tour, farmers viewed the film showing conducted by the agricultural van of the Regional Agriculture and Fishery Information Division (RAFID) of DA RFU-13 on integrated vegetable gardening.

A formal program followed shortly with Regional Technical Director (RTD) for Research and Development, Admin. and Finance Edgardo Dahino and Trento MENRO Ludivina Cornilla as guests of honor.

The whole proceeding of the activity focuses on organic agriculture

RTD Dahino lauded CARIARC for holding the 1st farmers’ field day and technology forum which greatly complement the thrust of the local government unit of Trento under the leadership of Mayor Irenea Hitgano for organic agriculture that eventually made the town a national awardee.

Cornilla on her part, urged all farmers to fully support organic agriculture and help Trento attain its goal to be a top producer of organic fertilizer not just in the province of Agusan del Sur but in the entire Caraga Region.

To further propagate organic way of farming, Maslog conducted a hands-on demonstration on Bio-Plus Organic Fertilizer Production while Dr. Escolastico Cagatin, a senior agriculturist demonstrated about the Vermi Production.

Aside from farming technology, a food processing demonstration was also conducted for additional sources of income for the family wherein Lily Malupangue, an agriculture technologists demonstrated about Virgin Coconut Oil (VCO) making and lumpia made from desiccated coco or “sapal”.

Before the sun goes down, participants bade goodbye to each other with satisfying smile bringing along with them some reading materials given for free and farm produce of the 21.8 hectares research compound such as cassava, sweet potato, banana as well as organic fertilizer and cassava stalks for planting sold at the lowest price. Provincial workforce to receive anniversary bonus

Provincial government officials and employees will receive their anniversary bonus before this year ends.

The bonus amounts to Three Thousand Pesos (P3,000.00) each to all local government personnel employed on a full time or part-time basis whether on permanent, temporary or casual status, and contractual personnel whose employment is in the nature of regular employee.

Processing plant to rise in Tubay

A mining processing plant that would generate employment for hundreds of local residents in the area is expected to be constructed soon in the Municipality of Tubay. This was after provincial officials expressed its go signal for the Green Town General Development Corporation (GTGDC) to construct, install and operate a small-scale mineral processing plant.

GTGDC will be the first of its kind in the area since SR Metals, Inc. and MRL-Gold/DELTA, two mining companies already existing in the area, deals only with extraction. These companies are said to earn millions of income annually.

GTGDC will occupy an area of 4,0861 hectares leased from Mrs. Fidelia S. Garcia in Barangay Sta. Ana, Tubay. It will adopt the standard method and modern technology of recovering gold by batch type and upgrading low-grade copper-lead ore.

After a series of consultations and public hearings over its feasibility, the Sangguniang Bayan of Tubay made a favorable endorsement of the project by passing Resolution No. 2008-60 last June 2, 2008 that became one of the basis of the Sangguniang Panlalawigan for its approval.

Under Republic Act 7076 or the people’s Small Scale Mining Act and Provincial Ordinance No. 195-2006, it is required that the site of the mineral processing plant shall be located within a mineral or industrial zone. However, since the proposed project is situated in Purok-6, Sta. Ana in Tubay, a known agricultural land, Mayor Fidel E. Garcia said that they are still in the process of revising its Comprehensive Land Use Plan (CLUP) to re-classify the area into mineral or industrial zone so that the project would begin soon.

Complying with the mandatory requirements of putting up a mineral processing plant, the GTGDC submitted the approved Environmental Clearance Certificate including its Initial Environment Examination (IEE) Report which contains the corporation project description, baseline environmental conditions, impact assessment; Environment Management Plan, Sketch plan and other related documents; Environmental Compliance Certificate (ECC), and its Financial Feasibility Study (FFS).

The Municipality of Tubay is known to be rich in natural resources in the region. Minerals such as nickel, copper, ore, manganese and lead can be found here.

“After all, this will generate a lot of employment opportunities to the local residents of Tubay and enhance its commerce and trade, fees, taxes and other livelihood benefits”, Board member Sadeka G. Report on illegal logging

On December 14, 2008 (Sunday) at Barangay Balangbalang, RTR, Agusan del Norte around 10:50 in the evening, personnel from RTR Police Station led by PO3 Armando Valeros, responded to a report coming from concerned citizen about illegal logs allegedly being transported at said place.

As a result, the responding team apprehended one cargo truck loaded with assorted illegal logs estimated to have a market value of Php 15,000.00, driven by a certain Edgar Magaypo.

Subject failed to present necessary documents to transport said logs. Allegedly, the logs were owned by a certain Deburcio Alingasa.

Recovered logs were brought to RTR Municipal Police Station for documentation and turned over to the Department of Environment and Natural Resources (DENR) for proper disposition.


Recovery of fragmentation grenade

On December 14, 2008 (Sunday) at the seawater of Purok Parola, Barangay Taft, Surigao City at around 5:00 in the evening, one fragmentation grenade was discovered by a fisherman while he went fishing at said place.

Recovered fragmentation grenade was brought and referred by fisherman to SSGT Allan Cagoco, Phil Army, Detachment Commander of AFP K-9, Surigao City.

Said grenade was turned over to Surigao City Police Station for proper disposition.


PNP arrests wanted persons

On December 15, 2008 (Monday) at Barangay Ampayon, Butuan City around 10:30 in the morning, PNP elements of Bayugan City Police Station led by PINSP Jumark Quisao CaΓ±a arrested the suspect identified as Paulino Martin, 42 years old and resident of Barangay Diatagon, Lianga, Surigao del Sur.

Suspect was arrested by virtue of warrant of arrest (WOA) issued by Hon Judge Eliseo Mike Campos for the crime of reckless imprudence resulting to serious physical injuries, docketed under CC number 8858-08-06-35 with recommended bailbond amounting to Php 10,000.00.

Arrested person is now under the custody of Bayugan City Police Station for proper disposition.

Also, on the following day, December 16, 2008 (Tuesday) at Purok-3, Barangay Bonbon, Butuan City at 7:45 in the morning, personnel from Butuan City Police Station-3 led by PSINSP Reyante N Sibayton arrested the suspect identified as Roy Cuevas, 35 years old, married and resident of said place.

Suspect was arrested by virtue of WOA issued by Hon Judge James V Go of MTCC Branch 2, Hall of Justice, Libertad, Butuan City docketed under CC number 26561 charged for robbery.

Arrested person now detained at Butuan City Police Station-3 for proper disposition.

Report on illegal gambling

On December 16, 2008 (Tuesday) at 4:10 in the afternoon at Purok-18, Hidalgo Village, Butuan City, elements of Butuan City Police Station-3 led by PSI Reynante N Sibayton, Station Commander, conducted operation against illegal gambling which resulted to the confiscation of one unit fruit game machine from the possession and control of a certain Fronio Sagaral, of legal age and a resident of abovementioned place.

Confiscated machine was brought to Butuan City Police Station-3 for proper disposition.


Arrest of wanted person

On December 17, 2008 (Wednesday) at 5:30 in the afternoon at Purok, Barangay Masao, Butuan City, personnel of Butuan City Police Station-3 led by PINSP Reynante Sibayton arrested the suspect identified as Cornelio Rabonge Jamisola Jr., 31 years old, married and resident of said place.

Suspect was arrested by virtue of warrant of arrest (WOA) issued by Judge James Go of MTCC, Branch 2, Hall of Justice, Libertad, Butuan City dated April 4, 2008, docketed under criminal case number 37708 for attempted homicide with recommended bailbond of P12,000.00.
Arrested person is now detained at Butuan City Police Station-3 for proper disposition.
