CHR urges business establishments to grant Caraga solo parent privileges

PROSPERIDAD, Agusan del Sur (PIA) — The Commission on Human Rights (CHR) Caraga urged local government units (LGUs) and business establishments to strictly implement the Expanded Solo Parents Welfare Act (Republic Act No. 11861), particularly the mandatory 10 percent discount and VAT exemption for qualified solo parents.

During the joint Caraga Regional Inter-Agency Committee on the Filipino Family (RIAC-FF), Regional Inter-Agency Coordinating and Monitoring Committee (RIACMC), and the Regional Committee for the Welfare of Children (RCWC) 3rd quarter meeting on September 22, Attorney Ralph Oñez, CHR Caraga legal officer, presented Policy Advisory No. 2026-004, issued in July 2026. Oñez said CHR continues to receive reports of qualified solo parents being denied benefits despite the law’s clear provisions.

“The 10-percent discount and VAT exemption are legal entitlements, not voluntary privileges that establishments may choose to provide,” he emphasized.

CHR Caraga recommended that LGUs integrate compliance with RA 11861 into business permit applications, renewals, and regular inspections to ensure establishments consistently grant the mandated benefits.

The advisory also calls on LGUs to honor valid orientation certificates issued by accredited agencies, preventing solo parents from repeatedly attending the same orientation.

In addition, CHR encouraged stronger monitoring through spot checks, documentation of compliance, and coordination with RIAC-FF and RIACMC, alongside intensified information campaigns in partnership with the Department of Social Welfare and Development (DSWD), Philippine Information Agency (PIA), and barangays.

Finally, CHR urged LGUs to review and update local ordinances to align with RA 11861, including appropriate enforcement measures for establishments that fail to comply.

Oñez summarized the policy advisory as essentially calling for three things. Number one, awareness. Second is consistent implementation, and lastly, accountability.

“First, solo parents must be properly informed of their rights. Second, government agencies and local government units must ensure that benefits provided under the law are implemented consistently and without the necessary additional requirements. And third, there should be appropriate mechanisms to monitor compliance and address violations,” he said.

As CHR Caraga continues to advocate for the protection of solo parents’ rights, the agency emphasized that effective implementation of RA 11861 requires the shared commitment of LGUs, business establishments, and partner agencies to ensure that the benefits guaranteed by law are accessible to every qualified solo parent across the region. Agusan Norte fisherfolk to get fuel, rice aid to ease rising fishing costs

BUTUAN CITY (PIA) — Small fisherfolk in Agusan del Norte will receive fuel and rice assistance beginning October 12 through the “Gas ug Bugas para sa Yanong Mangingisda” initiative, helping them reduce fishing expenses, continue their livelihood, and provide for their families amid rising fuel prices.

Qualified fisherfolk will receive seven liters of gasoline before a fishing trip and five kilos of rice after the trip, once a week. Those using non-motorized boats will also receive the five-kilo rice assistance.

The support is expected to help ease one of the major expenses of fisherfolk, fuel for going to sea, allowing them to continue fishing while reducing the financial pressure on their families. It will also help sustain local fishing activities and the supply of fish in communities across the province.The initiative reflects the provincial government’s efforts to assist fisherfolk directly affected by increasing fuel and other operating costs.

Gov. Ma. Angelica Rosedell M. Amante emphasized the importance of looking into the situation of fisherfolk in the province and providing assistance that responds to their needs. Through the initiative, the provincial government, together with the Congressional District Office of Representative Dale B. Corvera, participating local governments help fishing families remain productive and continue earning from their livelihood.

The program serves as an assistance and incentive-grant mechanism, with the support intended for fisherfolk who actually go out to sea to fish. This means the assistance is not simply distributed across the master list but is tied to verified fishing activity.

The initiative complements the national government’s efforts under the administration of President Ferdinand R. Marcos Jr. to cushion farmers and fisherfolk from the impact of rising fuel and production costs. The administration has also been implementing and expanding assistance under the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT), which includes support for sectors affected by higher fuel prices.

The local initiative covers qualified active fisherfolk who are actual residents of Carmen, Nasipit, Buenavista, Magallanes, Cabadbaran City, Tubay, Jabonga, Santiago, and Kitcharao.

To ensure that assistance reaches legitimate beneficiaries, local government and barangay personnel will maintain master lists, verify actual fishing activities, conduct monitoring and spot-checking, and keep records of fishing trips.

The fuel will be released directly into the fishing boat’s engine at designated LGU distribution points or boat terminals, while the five-kilo rice assistance will be distributed after the fisherfolk’s fishing activity is verified.

Through the initiative, the provincial, city, and municipal governments aim to ease the burden on fishing families, keep fisherfolk productive, sustain their livelihood, and contribute to local food security amid rising fuel prices. (NCLM, PIA Agusan del Norte)

NTF-ELCAC StratCom cluster brings NAP-UPD closer to communities through Mindanao-wide action planning

CAGAYAN DE ORO CITY — The NTF-ELCAC Strategic Communications (StratCom) Cluster convened government communicators and regional partners for the Major Island Group Action Planning Workshop – Mindanao-wide on September 29–30, 2026, at the Aquilino Pimentel Jr. International Convention Center.

The workshop brought together StratCom Cluster member agencies from Regions IX, X, XI, XII, CARAGA, and BARMM, along with PIA regional offices, to translate the NTF-ELCAC Communication Plan into localized and coordinated action.

The activity comes as the NTF-ELCAC advances the National Action Plan for Unity, Peace, and Development (NAP-UPD) 2025–2028, which places greater emphasis on sustaining peace gains, inclusive development, community participation, and responsive governance. Recent initiatives have expanded the role of grassroots sectors and strengthened development interventions in conflict-affected and vulnerable communities.

“We have gathered here for a very practical reason: to turn our national communication direction into coordinated action on the ground,” said Assistant Director General Cornelio H. Valencia Jr., Co-Chair of the StratCom Cluster

Anchored on the principle of “One message, many voices,” the workshop developed region-specific communication plans that remain responsive to local realities while advancing the shared goals of unity, peace, and development.

Solar firm brings light, opportunities to 24 off-grid households in Agusan Norte

BUTUAN CITY (PIA) — Twenty-four off-grid households in Sitio Hinupolan, interim Barangay Lawan-Lawan, Las Nieves, Agusan del Norte are set to experience improved living conditions as a Solar Home System (SHS) initiative brings electricity to their homes, opening opportunities for learning, livelihood, communication, and household safety.

For families who have long lived beyond the reach of the conventional power grid, the assistance means more than having lights at home. It gives them opportunities to study at night, support livelihood activities, access information and communication, and improve their day-to-day living conditions.

The initiative supports the administration of President Ferdinand R. Marcos Jr. in advancing inclusive development and expanding access to basic services, particularly for geographically isolated and disadvantaged communities, consistent with the national government’s commitment to ensure that no Filipino is left behind.

The residents expressed their gratitude to the Agusan del Norte Electric Cooperative, Inc. (ANECO), Technical Education and Skills Development Authority, provincial government of Agusan del Norte, local government of Las Nieves through the Las Nieves Training Center (LNTC), and the 23rd Infantry “Masigasig” Battalion, Philippine Army, for extending support to their community.

Governor Ma. Angelica Rosedell M. Amante likewise supports initiatives that bring essential services and development opportunities closer to Agusanons, particularly families and communities needing assistance to improve their living conditions. The provincial government’s participation in the convergence initiative reflects its continuing support for programs that directly benefit communities across Agusan del Norte.

The project was formalized through a ceremonial memorandum of agreement (MOA) signing and turnover of financial support, bringing partner-agencies, and organizations in a convergence effort for the 24 households.

Under the partnership, ANECO is providing P150,000 through its Corporate Social Responsibility (CSR) Program and Board of Directors’ Social Support Fund (SSF) for SHS materials for 20 households, complementing the support of TESDA and the LGU of Las Nieves for the 24-household initiative.

The project builds on the Community-Based Multi-Skills Training Program conducted in April 2026 in Lawan-Lawan, which benefited 134 individuals and integrated solar home system installation training with livelihood, food security, and medical outreach interventions.

Las Nieves Mayor Karen S. Rosales also conveyed her gratitude to ANECO and the convergence partners, emphasizing that the initiative brings not only electricity but also “light, hope, opportunity, and a brighter future” to families in the remote community.

The Solar Home System initiative forms part of ANECO’s Total Electrification Program and its commitment to “No One Left Behind,” providing a sustainable energy solution for communities located beyond the conventional grid.

The initiative demonstrates how convergence among government agencies, provincial and local governments, electric cooperatives, and other partners can bring essential services closer to underserved Filipinos and help ensure that geographic isolation does not become a barrier to opportunity.

For the families of Hinupolan, the support represents a meaningful step toward a brighter, safer, and more productive future, made possible through the collective commitment of partners responding to the needs of Agusanons. (NCLM, PIA Agusan del Norte)
