2nd tranche of wage increase in Caraga to take effect on May 1

Butuan City – The Regional Tripartite Wages and Productivity Board (RTWPB) Caraga announced the 2nd second tranche of the new wage increase in Caraga that will take effect on May 1, during the Labor Day Press Conference on April 22 in Butuan City.

RTWPB Board Secretary Earl D. dela Victoria, member of the Regional Coordinating Committee of the Department of Labor and Employment (DOLE) Caraga said, “Starting May 1, 2024, the minimum wage of Caraga is P385 in accordance to Wage Order No. 18, which took effect on January 1, 2024. It initially provided an increase of P20 bringing the minimum wage in Caraga to P370.”

“The wage order also provided for a second tranche of the new wage increase amounting to P15 effective May 1, 2024. Therefore, on May 1 which is also Labor Day, the new minimum wage of Caraga region will be P385,” the board secretary added.

He further gave clarifications to the media that the increase of the minimum wage in the region is a result of the series of consultations conducted by the wage board stating, “The decision to increase the minimum wage and the corresponding amount of increase is not solely the decision of the wage board. Series of consultations and public hearings were conducted in the different provinces of the region attended by representatives of both the labor and management sectors.”

The Labor Day Press Conference was attended by government communicators and 24 media partners who would help DOLE and its Regional Coordinating Committee to communicate and inform the public on its activities during the celebration of the 122nd Labor Day, as well as to announce the upcoming minimum wage increase. Agusan Sur trains law enforcement agencies on intelligence information gathering

BUTUAN CITY (PIA) – Law enforcement agencies in Agusan del Sur recently participated in the Information Fusion Exchange-Geospatial Training to intensify theirefforts and strategies in intelligence information gathering, which is vital to the success of their operations.

Fourteen intelligence police non-commissioned officers (PNCO) and other 26 representatives from the different law enforcement agencies served as participants in the activity spearheaded by the Agusan del Sur Police Provincial Office (ADSPPO).

Agusan del Sur Gov. Santiago Cane, Jr. highlighted that high-value training is being extended to the uniformed personnel to keep them alert and proactive as they perform their duties and responsibilities in maintaining peace and order in the entire province of Agusan del Sur.

The governor also emphasized that this formed part of the directive of the national government in the implementation of Executive Order No. 70 National/Regional Task Forces to End Local Communist Armed Conflict (N/RTF-ELCAC) and make every city or municipality in the province an insurgency-free community.

During the five-day training by ADSPPO through Colonel Yahya Bustamante Yusup, and Police Intelligence Unit officer-in-charge, Lt. Col. Bonifacio Estrella, Jr., assured that they are constantly collaborating and engaging with the different law enforcement agencies to synchronize their potential operations in the field.

Yusup reiterated that intelligence information gathering is the process of collecting information on threats to people, buildings, or even organizations and using that information to protect them. 

“With this training, our intelligence unit in the Philippine National Police, Armed Forces of the Philippines, and other law enforcement agencies will be more capacitated and ensure success in every operation, as accurate predictions lead to better decision-making,” he said.

Estrella also elaborated that intelligence gathering is an important part of any investigation. 

“It involves collecting and analyzing information from a variety of sources to build a complete picture of the subject or situation in question,” he said.

Cane commended all 14 intelligence PNCO and other 26 representatives from the different law enforcement agencies for actively participating in the training and sharing their inputs on how they could enhance their data and intelligence gathering.

“A good piece of intelligence information for me is a 50 percent contribution to a successful operation. Without intelligence information, operating troops will crawl in the dark. It is so important in order to avoid loss of lives for the operatives. Your five-day training will hopefully make all your future operations for the ground troops succeed in their mission,” he said.

“As governor of this province, I always want to see success in all your operations because the success of your operations will ensure the safety of the people in this province,” added Cane.

Microfinance institutions in Caraga support government’s poverty alleviation program

BUTUAN CITY (PIA) – A study tour dubbed “Panaghiusa” meaning unity or togetherness took place in different barangays of Butuan City from April 16 to 18. 

This initiative was spearheaded by the Center for Agriculture and Rural Development-Mutually Reinforcing Institutions (CARD-MRI), media practitioners, and representatives from Philippine Information Agency (PIA) Caraga to support the business endeavors and livelihoods of the local communities through a loan program. 

The microfinance institutions operating under CARD-MRI are community development financial entities established to support business development and community empowerment, especially owners of small business entities or micro, small, and medium enterprises (MSMEs).

Media practitioners and representatives from PIA Caraga regional office witnessed how microfinance institutions conduct their weekly meetings in the barangays and assist their members in paying their weekly dues. 

Proper protocol was observed to ensure that the gathering was safe and secured at the designated meeting center.

Aristeo A. Dequito, CARD-MRI managing director, stressed that microfinance institutions are one with the government in addressing poverty alleviation, as this concern needs a whole-of-nation approach, linking partnership and counterparts with various stakeholders.

“The CARD-MRI is a group of mutually reinforcing institutions with the common goal of eradicating poverty in the Philippines and upholding the lives of Filipinos. We also support the government in implementing its programs and services for the vulnerable sectors, leaving no one behind,” he said. 

Dequito recalled that the CARD-MRI was established in December 1986 as a social development foundation by a group of 15 rural development practitioners. 

“CARD-MRI is committed to empowering socially and economically challenged women and families to eventually transform them into responsible citizens for their community and the environment. From its humble beginnings, CARD-MRI has evolved into 14 development institutions,” he said.

Also, Marjun Bangahon, unit manager of CARD MRI Rizal Bank, who was assigned to monitor the members in Barangay Antongalon, Butuan City, explained that small loans are granted to the poor and low-income households for their microenterprises and small businesses to enable them to raise their income levels and improve their living standards. 

“During the weekly meetings with our members, we update them on the status of their loans as well as the upcoming activities and opportunities for their families, just like the scholarship program,” said Bangahon.

Sharing of members’ business endeavors

Francisco Antioquia, a retired government employee who now ventures into the making of tablea from Barangay Antongalon, Butuan City, showed to media practitioners and personnel from PIA Caraga the machines and equipment they use when producing tablea from cacao seeds.

Antoquia shared withthe team that his family was able to benefit from the loan program of CARD-MRI and has improved their tablea business as their livelihood.

“During my retirement, I decided to venture into tablea-making since we have cacao trees in our backyard, and getting a loan from CARD-MRI really helped our business. We will soon connect with the Department of Trade and Industry’s Pasalubong Center to expand our market,” he said.

Juvelyn Laguesma of Barangay San Vicente, Butuan City, also showed the team the step-by-step procedures for making a tasty and crunchy chicharon (pork rind).

Laguesma, 44 years old and mother of three, has been in this business since 2018.

She said, "At first, it was my mother who availed of the loan program from the CARD-MRI, which we used to start the business, and just last year (2023), my own family also availed of the same program, and we used the funds to expand our business as our livelihood." 

She was thankful to CARD-MRI for the constant guidance and assistance, as they now have resellers from the different parts of region.

“Our product packaging has also improved withthe help of this microfinance institution,” she added.

Caraga dev’t council prioritizes full functionality, upgrading of hospitals

BUTUAN CITY (PIA) – National Economic Development Authority (NEDA) Regional Director Gemima A. Olam announced the recent approval of Caraga Regional Hospital in Surigao City and Adela Serra Ty Memorial Medical Center in Tandag City as Level III hospitals in Caraga Region.

The announcement was highlighted during the Caraga Regional Development Plan 2023-2028 provincial caravan on its final leg in Surigao City on April 19.

“Before, there were only two regions in the country that did not have a Level III hospital, and Caraga was one of them. Today, I am proud to announce that we have two hospitals in the region that are already approved and declared as Level III hospitals, namely, Caraga Regional Hospital in Surigao City and Adela Serra Ty Memorial Medical Center in Tandag City,” Olam said.

However, she underscored that these hospitals are still not fully functional as Level III hospitals, saying, “We are strongly pushing for support and funding for the full functionality of these Level III hospitals through their inclusion in the top three priority projects of Caraga Region to be presented to President Ferdinand R. Marcos Jr. on April 30 in a meeting with all RDC chairpersons.”

She added that the project also includes upgrading Agusan del Norte Provincial Hospital and Butuan Medical Center to Level III from Levels I and II hospitals, respectively.

This project, with a budget cost of P63 billion, shall address the need for specialized medical services while reducing the out-of-pocket expenditure of patients in the region.

On February 11, 1997, Republic Act No. 8255 signed into law on Feb. 11, 1997 converted the Surigao Provincial Hospital in Surigao City into Caraga Regional Hospital with an authorized initial bed capacity of 150. In the Philippines, a Level III hospital is considered a tertiary hospital that can provide all kinds of health services and can offer advanced specialized health care, such as neurosurgery, cardiac surgery, and other complex medical interventions, with a bed capacity of 200 to 1,500. 

The Surigao del Sur Provincial Hospital was renamed Adela Serra Ty Memorial Medical Center on Feb. 15, 1993 by virtue of Republic Act No. 7433 sponsored by then-Congressman Mario Serra Ty, with a 100-bed capacity. With this initiative, the academe in the region is motivated to produce future doctors  by offering the Doctor of Medicine program to complement the manpower requirements of these hospitals. Caraga State University in Butuan City is eagerly waiting to receive the go signal from the Commission on Higher Education (CHED) so it can start to accept pioneering students for the program. North Eastern Mindanao State University (NEMSU) in Tandag City, on the other hand, is tediously working on its application to include the school of medicine in its curriculum soon. (RLE/PIA-Caraga)
