MARINA Caraga simplifies compliance, empowers Sohoton Cove operators

SURIGAO CITY, Surigao del Norte (PIA)  The Maritime Industry Authority (MARINA) Caraga recently conducted a dialogue with the operators of the wooden-hulled recreational boat (WHRB) who are serving the waters of Sohoton Cove on Bucas Grande Island, Socorro, Surigao del Norte.

Sohoton Cove, known for its enchanting limestone formations, crystal-clear waters, hidden lagoons, and rich marine biodiversity, is widely regarded as one of the must-visit tourist destinations in the Philippines. 

With tourism steadily increasing in the area, more than 70 WHRB operators currently serve the local and foreign visitors, providing island-hopping, lagoon tours, and guided excursions within this protected eco-tourism site.

During the dialogue, MARINA Caraga discussed the newly issued MARINA Circular DS 2025-03 titled, ‘Streamlining of Requirements and Processes for the Documentation of Wooden-Hulled Recreational Boats.’

According to MARINA Caraga, “The policy simplifies procedures and reduces documentary requirements, making registration and licensing more accessible for small operators who rely on WHRBs for tourism livelihood.”

The MARINA team discussed key provisions of the circular, particularly the reduction of costs associated with WHRB registration, documentation, and licensing for boat captains and motormen.

Upon learning about the new policy, Vicente, a WHRB operator, expressed gratitude, highlighting the streamlined processes that will significantly lessen the financial and administrative burden traditionally associated with regulatory compliance. “This reform will enable us to operate safely and legally, while we also help in supporting sustainable tourism within the cove.”

Meanwhile, MARINA Caraga emphasized its intent to legalise and properly document the more than 70 WHRBs currently operating in Sohoton Cove, noting that formalization is essential to ensure safe navigation, environmental protection, and enhanced service quality for tourists.

In support of this initiative, the operators committed to coordinating with the LGU Socorro – Tourism Office for the official facilitation of a mobile registration and licensing activity in the municipality. This will allow MARINA to deliver services directly to the community and expedite the documentation of WHRB operators.
