Caraga RDRRMC activates online Emergency Operations Center amid Typhoon Tino threat

BUTUAN CITY (PIA) — As Typhoon Tino intensifies, the Caraga Regional Disaster Risk Reduction and Management Council (RDRRMC) has activated its online Emergency Operations Center (EOC), which is open 24/7 to ensure seamless coordination with national government agencies (NGAs) and local disaster risk reduction and management offices (LDRRMOs) despite limitations in physical presence at the regional EOC.

The Caraga RDRRMC raised its EOC alert level to red—the highest status—signaling full activation of response mechanisms. Most provincial DRRMOs in the region have likewise raised their alert level, except for Agusan del Sur and Surigao del Sur, which remain on blue alert status.

“We heightened our alert level to the maximum so that we are able to ensure a systematic, coordinated, and efficient delivery of humanitarian assistance to the affected population,” said April Rose Anne Y. Sanchez-Elmedulan, officer-in-charge of the Office of Civil Defense (OCD) Caraga DRRM section.

Elmedulan also confirmed that the RDRRMC Acting Chairperson personally contacted each LDRRMO to gather situational reports and updates on local preparedness measures. “This direct line of communication is crucial, especially as Typhoon Tino is fast approaching,” she added.

All response clusters under the Caraga RDRRMC have been activated, with some deploying personnel to the physical EOC located at the OCD Caraga regional office, which also functions as the Government Command and Control Center (GCCC) in Barangay Bancasi, Butuan City.

At 2:00 PM on Nov. 3, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) officially upgraded Severe Tropical Storm Tino to typhoon status, prompting intensified readiness across the region.

Amid this situation, the Caraga RDRRMC urges the public to take the following preparedness measures:

-Monitor official advisories from PAGASA, OCD, and local DRRMOs.

-Prepare emergency go bags with essential supplies.

-Stay indoors and avoid flood-prone or landslide-prone areas.

-Charge mobile phones and secure backup power sources.

-Coordinate with barangay officials for evacuation protocols if needed.

The council also warns against the spread of misinformation, disinformation, and malinformation, which can cause confusion and life-threatening harm during disasters. Residents are advised to rely only on verified sources and refrain from sharing unconfirmed reports.

As Typhoon Tino continues to pose a threat, the Caraga RDRRMC said it remains committed to ensuring public safety through proactive coordination and transparent communication. (NJGD/PIA Caraga)
