Over 190K indigent elderlies in Caraga benefit from DSWD’s social pension in 2024

BUTUAN CITY -- The Department of Social Welfare and Development (DSWD) Field Office (FO) Caraga presented a significant achievement for its Social Pension for Indigent Senior Citizens Program (SocPen) in 2024. The Regional Social Pension Unit (RSPU) served 190,424 indigent senior citizens, exceeding its target by 103.09 percent.

This accomplishment demonstrated the Field Office’s commitment to protecting the region’s vulnerable elderly. SocPen, mandated by Republic Act No. 11916 (Social Pension for Indigent Seniors Act), provides a P1,000 monthly stipend to eligible seniors for daily needs and medical expenses.

For Nanay Rosalinda Dandoy, a 74-year-old resident of Barangay R. Ecleo, Cagdianao, Dinagat Islands, the stipend makes a real difference. "Dako kaayong tabang sa amoa (It's a huge help to us)," she said.

"Kung muabot na sa amoa ang payout, malipay kaayo mi kay makapalit dayon mi og bugas, sud-an ug gatas—labi na kay kami nalang duha sa akong bana (When it is time for our scheduled payout, we are ecstatic because we will be able buy rice, viand, and milk—especially that it's just me and my husband living together)," Dandoy added.

She further expressed, "Nindot kaayo ang pamaagi sa DSWD sa ilang pag hatag sa amoa sa kaayohan. Dako kaayo among pasalamat (The process of giving us the stipend is efficient. We are very grateful)."

While the RSPU exceeded its target, reaching all eligible beneficiaries presented challenges. Some seniors were out of town during payouts (even with special payouts arranged), others lacked authorization for representatives to claim benefits, and some unfortunately passed away. DSWD Caraga remains dedicated to improving outreach.

Beyond financial assistance, the RSPU undertook key initiatives to strengthen program implementation: a year-end program review for strategic planning; a review with LGU partners to improve coordination; re-orientation and team-building workshops for Office of Senior Citizens Affairs (OSCA) representatives; and regular multi-disciplinary team meetings with social workers to enhance case management.

“We are proud of the significant progress we have made in providing support to our senior citizens in Caraga,” RSPU Head Rachel Bade said. 

“We remain committed to ensuring the effective and efficient implementation of the Social Pension Program and improving the lives of our elderly population," she added.
