DILG-13 convenes mayors of potential LGU passers for SGLG

BUTUAN CITY - The Department of the Interior and Local Government (DILG) Caraga brought together the chief executives of the 40 local government units (LGUs) of the region vying for the prestigious 2024 Seal of Good Local Governance (SGLG) in an executive session currently held at the Almont Hotel Inland Resort, this city. 

This crucial gathering prepared and aligned the potential passer LGUs with the SGLG’s comprehensive criteria and rigorous standards, which include areas such as financial administration, disaster preparedness, social protection, health, education, and environmental management. 

The session likewise hoped to serve as a platform for the exchange of best practices, enabling LGUs to learn from each other’s experiences in governance and service improvement.  

DILG Caraga officials, led by Regional Director Maria Loisella E. Lucino, highlighted the importance of the SGLG as a benchmark for excellence in local governance, encouraging the LGUs to sustain and upscale their efforts in delivering quality public service. 

The session also provided a platform for sharing best practices and addressing challenges in achieving the SGLG criteria. Dir. Lucino likewise underscored the DILG's commitment to go the extra mile in providing the necessary additional technical assistance to LGU hopefuls for passing the national validation. 

She expressed high hopes that all these efforts will warrant the consideration of the National Council for Good Local Governance (NCGLG). In concluding her speech, Lucino reiterated the DILG's commitment to supporting LGUs in their quest for the SGLG, emphasizing that the award is not just a recognition but a testament to an LGU's dedication to improving the lives of its constituents. 

Upon the presentation of the 2024 SGLG regional assessment initial results, DILG Caraga underscored the significance of the SGLG as a national benchmark for excellence in local governance, encouraging the LGUs to uphold the highest standards of transparency, accountability, and service delivery to meet the rigorous requirements of the SGLG. 

The DILG unveiled the four capacity quadrants framework as part of its LGU segmentation for capability development support, thus providing an innovative approach to capability development relative to the SGLG performance assessment. This initiative is a strategic framework designed to tailor-fit assistance and support to LGUs based on their unique governance needs, performance levels, and development goals. 

This framework is a strategic tool designed to assess and enhance the governance capacities of LGUs by categorizing them into four distinct quadrants, namely: (1) Enable, (2) Evolve, (3) Engage, and (4) Energize. Each quadrant represents a different level of capacity and development, allowing the DILG to deliver tailored support that aligns with the specific needs and potential of each LGU. 

The 2024 SGLG is anticipated to be the most competitive LGU performance assessment, as more LGUs strive to achieve this prestigious accolade, reflecting a commitment to good governance, responsiveness, and the sustainable development of their communities. (DILG-Caraga/PIA-Caraga)
