Social workers in Caraga deepen knowledge on Safe Spaces Act

BUTUAN CITY -- The Department of Social Welfare and Development (DSWD) Field Office Caraga held a virtual orientation on Republic Act No. 11313 otherwise known as the "Safe Spaces Act" or "Bawal Bastos Law," on June 27. 

Through the Association DSWD Social Workers, Inc. (ADSWI) Caraga, Empowerment and Reaffirmation of Paternal Abilities (ERPATs), Men Opposed to Violence Against Women and Other Sectors Everywhere (MOVE) and the Committee on Decorum and Investigation (CODI) - DSWD) for the Field Office workforce, salient features of RA 11313 were discussed. The said law defined gender-based sexual harassment in public spaces, workplaces, educational institutions, and online platforms. 

Atty. Joseph J.M. Malelang, DSWD Caraga legal officer III, underscored that while RA 7877 or the "Anti Sexual Harassment Act," initially protected women in employment and education since 1997, gaps remained. 

"RA 11313, enacted in 2019, broadened the protection by penalizing gender-based sexual harassment across all aforementioned areas, including virtual spaces, and extended the coverage to LGBTQ+ individuals (lesbian, gay, bisexual, transgender, queer or questioning, or another diverse gender identity)," he said.

Furthermore, Atty. Malelang emphasized that gender-based sexual harassment includes actions causing mental or emotional distress based on gender, identity, or expression, encompassing behaviors like catcalling and discriminatory remarks. 

"The law strengthened the administrative mechanisms against harassment, promoting safer, inclusive communities," he added.

In fostering a safe and inclusive environment, the Field Office Caraga remains committed to upholding the principles of RA 11313, ensuring that all individuals, regardless of gender or identity, are protected from harassment and discrimination.
