Possible flash floods or landslides due to moderate to heavy rains. Minimal to minor threat to life and property due to strong winds. Northern Mindanao and the rest of Caraga will experience cloudy skies with scattered rains and thunderstorms due to TS “Ada”. Possible flash floods or landslides due to moderate to at times heavy rains. The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Localized Thunderstorms. Possible flash floods or landslides during severe thunderstorms. The eastern section of Mindanao will have moderate to strong winds from west to southwest with moderate to rough seas (2.1 to 3.4 meters). The rest of Mindanao will have light to moderate winds from northeast to northwest with slight to moderate seas (0.6 to 2.5 meters). At 3:00 PM today, the center of Tropical Storm "ADA" {NOKAEN} was estimated based on all available data at 270 km East of Borongan City, Eastern Samar (12.1°N, 127.9°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Northwestward at 20 km/h. Northeast Monsoon affecting Northern and Central Luzon.

Mahigit 1.36M benepisyaryo tatanggap ng P3B fuel subsidy

Inaprubahan na ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman ang paglabas ng P3 bilyong pondo para sa implementasyon ng Fuel Subsidy to the Transport Sector Affected by Increasing Fuel Prices o ang Fuel Subsidy Program (FSP)], na layong bigyan ng ayuda ang mahigit 1.36 milyong drayber at operator na apektado ng serye ng oil price hike.

“Transportation is the lifeblood of our economy. Bilin po sa amin ni President Bongbong Marcos na tulungan at huwag pabayaan ang ating mga manggagawa sa transport sector. Kaya naman po sisiguruhin namin na mabibigyan sila ng nararapat na tulong mula sa gobyerno,” pahayag ni Amenah Pangandaman.

Ang paglalabas ng pondong P3 bilyon ay kasunod na rin ng kahilingan ng Department of Transportation (DOTr), at alinsunod sa Special Provision (SP) No. 7 ng DOTr-OSEC agency-specific budget sa ilalim ng Republic Act (RA) No. 11936 o ang Fiscal Year (FY) 2023 General Appropriations Act (GAA).

Nauna nang nagsumite ng pormal na kahilingan ang DOTr nuong Agosto 9, 2023 ngunit ibinalik ng DBM nuong Agosto 17 dahil sa mga natukoy na ilang tinatawag na deficiencies at inconsistencies sa mga dokumento, kabilang ang hindi pagsusumite ng kaukulang guidelines mula sa DOTr, Department of Energy (DOE), at DBM, na requirement sa ilalim ng SP No. 7 ng FY 2023 DOTr-Office of the Secretary (DOTr-OSEC) Budget.

Nuong Setyembre 4, muling natanggap ng DBM ang opisyal na kahilingan ng DOTr kalakip ang mga kinakailangang dokumento kabilang ang kopya ng FSP guidelines na may petsang Agostong 31, 2023 at pirmado ng mga pinuno ng DOTr, DBM, DOE, Land Transportation Franchising and Regulatory Board (LTFRB), at Landbank of the Philippines (LBP).

Matapos ang validation ng LTFRB, sa pakikipag-ugnayan sa DILG, Department of Information and Communications Technology (DICT), at Department of Trade and Industry (DTI), ang natukoy na 1.36 milyong target beneficiaries ay makatatanggap ng one-time fuel subsidy, depende sa uri ng kanilang pinapasadang sasakyan:

-Modernized Public Utility Jeepney (MPUJ): P10,000
-Modernized Utility Vehicle Express (MUVE): P10,000
-Traditional PUJ: P6,500
-Traditional UVE: P6,500
-Public Utility Buses (PUB): P6,500
-Minibuses: P6,500
-Taxis: P6,500
-Shuttle Services Taxis: P6,500
-Transport Network Vehicle Services: P6,500
-Tourist Transport Services: P6,500
-School Transport Services: P6,500
-Filcabs: P6,500
-Tricycles: P1,000
-Delivery Services: P1,200

Batay na rin sa balangkas ng Memorandum of Agreement (MOA) na isinumite ng DOTr, ang pondo ng subsidiya ay ibibigay sa DOTr-OSEC na siyang magbababa sa LTFRB, bilang implementing agency.

Ibabase naman ng LBP sa master list ng eligible beneficiaries na sertipikado ng LTFRB, DICT, DTI, at DILG, ang distribusyon ng subsidiya sa pamamagitan ng modes of payment, proseso at schedule na aprubado ng LTFRB.

Pinagsusumite rin ang LBP sa DOTr at LTFRB ng regular na kinakailangang ulat hinggil sa naging distribusyon ng subsidiya sa mga benepisyaryo bilang bahagi ng monitoring ng programa. (DBM/PIA-Caraga)
