Panukalang pondo para sa digitalization sa 2024, tumaas ng halos 61%

Binigyang-diin ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman ang pangangailangang yakapin na nang buo ang digitalization, kasunod na rin ng alokasyong P38.75 bilyon sa panukalang 2024 budget na 60.6-porsyentong pagtaas kumpara sa P24.93 bilyong pondo ngayon taon, upang lubos na mapaigting ang serbisyo publiko.

“Technological advancement has given rise to a growing digital economy which continues to create new forms of work, transforming the employment landscape. Hence, investing in the digitalization of the bureaucracy is crucial not only in enhancing its efficiency but also in generating quality jobs for Filipinos,” pahayag ni Secretary Pangandaman.

Idinagdag ni Pangandaman na ang patuloy na pag-update sa teknolohiya at pag-maximize ng paggamit nito ay naaayon sa layunin ng administrasyon ni Pangulong Ferdinand R. Marcos Jr. na magkaroon ng whole-of-government approach upang pag-ugnayin digitally ang buong burukrasya — hindi lamang para sugpuin ang red tape kundi upang makalikha ng mga trabaho sa lumalawak na digital na ekonomiya.

Paghahatian ng ng mga sumusunod na 10 ahensya ng gobyerno ang malaking bahagi ng ICT at digitalization budget:

-Department of Education (DepEd), 9.43 billion;
-Department of Justice (DOJ), P5.55 billion;
-Department of Information and Communications Technology (DICT), P5.34; billion (this pertains only to ICT program-related expenditures);
-Department of Finance (DOF), P3.15 billion;
-Department of Interior and Local Government (DILG), P2.60 billion;
-National Economic and Development Authority (NEDA), P2.08 billion;
-The Judiciary (Supreme Court, Presidential Electoral Tribunal, Sandiganbayan, Court of Appeals, Court of Tax Appeals), P1.44 billion;
-Department of National Defense (DND), P1.12 billion;
-Department of Environment and Natural Resources (DENR), P913 million; and
-OEOs (Other Executive Offices), P890 million

Maglalaan din ng P990.6-milyon para sa ICT systems and infostructure development, management, and advisory program ng DICT.

Maliban dito, pinaglaanan din ang National Government Data Center Infrastructure (NGDCI) Program ng P1.67 bilyon na layong mabawasan ang gastusin sa pamamagitan ng colocation o cloud services sa mga ahensya ng gobyerno.

Ang National Government Portal (NGP) ng DICT naman ay may alokasyong P302.86 milyon, na layong i-streamline ang serbisyo publiko sa pamamagitan ng oprt';pag-uugnay ng lahat ng ahensya ng gobyerno sa iisang website.

Ang isa pang programa ng DICT na National Broadband Plan (NBP) ay makatatanggap ng pondo na P1.50 bilyon para pagandahin ang bilis ng internet at maging abot-kaya sa buong bansa.

May hiwalay ding pondo na P2.5 bilyon para sa free Wi-Fi connectivity sa mga pampublikong lugar at state colleges and universities (SUCs), na target na makapagtayo ng 50 broadband sites sa 82 na lalawigan sa bansa. (DBM/PIA-Caraga)
