Possible flash floods or landslides due to moderate to heavy rains. Minimal to minor threat to life and property due to strong winds. Northern Mindanao and the rest of Caraga will experience cloudy skies with scattered rains and thunderstorms due to TS “Ada”. Possible flash floods or landslides due to moderate to at times heavy rains. The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Localized Thunderstorms. Possible flash floods or landslides during severe thunderstorms. The eastern section of Mindanao will have moderate to strong winds from west to southwest with moderate to rough seas (2.1 to 3.4 meters). The rest of Mindanao will have light to moderate winds from northeast to northwest with slight to moderate seas (0.6 to 2.5 meters). At 3:00 PM today, the center of Tropical Storm "ADA" {NOKAEN} was estimated based on all available data at 270 km East of Borongan City, Eastern Samar (12.1°N, 127.9°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Northwestward at 20 km/h. Northeast Monsoon affecting Northern and Central Luzon.

DBM reassures release of PBB for teachers 

This is to give an update on the release of performance-based bonus (PBB) for teachers amid the growing calls concerning the release of PBBs for 2021.

Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman has earlier reassured that the DBM shall find a solution to address the concern, and directed the agency to immediately release the payment of benefits as soon as needed requirements are met.

"I already instructed concerned bureaus and offices to ensure that there will be no delays, in the part of the DBM, in the release of the performance-based bonus to our dear teachers,” Sec. Pangandaman said.

“The DBM stands with our nation's educators and recognizes the extraordinary work they do for our country. Thus, we are one with our teachers in the pursuit of the immediate release of their PBB. Rest assured po that we will closely coordinate with the Department of Education to address this, and once we are provided with the complete requirements, we will ensure din po that the PBBs will be released as soon as possible," Pangandaman added.

On June 27, the DBM NCR released a Special Allotment Release Order and a Notice of Cash Allocation to the DepEd amounting to P950,942,317 for the payment of the FY 2021 PBB of eligible school-based personnel of DepEd NCR Office.

For the remaining 15 DepEd regions, (Regions I, II, III, IV-A, IV-B, V, VI, VII, VIII, IX, X, XI, XII CARAGA, and CAR) the submitted Form 1.0 of the school-based personnel were returned to the Personnel Division, Bureau of Human Resource and Organizational Development (BHROD) for revalidation and/or revision due to varying concerns, such as duplicate entries, personnel indicated not found in the agency's Personal Services Itemization and Plantilla of Personnel (PSIPOP), among others.

As of date, the DBM Central Office is yet to receive the revised Form 1.0 for 15 regions. Afterwhich, the DBM will release the funds for the PBB of the personnel concerns in 15 regions of the DepEd. (DBM/PIA Caraga)
