The governor's SOPA focused on the development of the program dubbed "Science, Technology, and Innovation: The Key to Success of the Agsurnons." He emphasized that the province of Agusan del Sur was able to decrease the rating of the poor from 39.02% into 33.4% from the year 2018 based on the Philippine Statistics Authority (PSA). The new programs and projects of PGAS were focused and connected on science, technology and innovation.

"While the pandemic caused immense suffering, it also provided us with an opportunity for reflection and transformation. The concept of transformation invited us to go beyond recovery and envisioned a better province. That's why we have to identify the fitted programs and projects to the needs of the people through science and technology, and innovations, which are the keys for development of the Agrsurnons," Gov. Cane said.

It was emphasized that PGAS was trying hard in order to attain the progress in the province through the help of all of the provincial officials in both Districts 1 and 2. In today's generation, the technology has already improved by the help of the modernization which was already implemented and used in different offices. One of the focuses of PGAS is to improve the system in terms of modernization.

"One reform and innovation that I want to highlight is the Electronic Provincial Government of Agusan del Sur's named as, "e-PGAS". This is a thrust to automate the local government's activities and streamline the delivery of services through paperless transactions and processes. In particular, the "DigiSign App" was launched to facilitate the use of secured digital signatures in the submission, processing and approval of official documents," Cane added.

The PGAS also started to enhance the Holistic Development Strategies by virtue of Executive Order (EO) No. 14 series of 2023, which mandated the establishment of the PGAS Poverty Alleviation Program (PAP). Inside the PAP were the programs of the Upland Sustainable Agri-Forestry Development (USAD), Sustainable Lowland Agricultural Development (SLAD), Livestock Development Program (LDP), Wetland Conservation Program (WetCon), and Innovation and Technology Program (IATP).

"With these programs, our aspirations to achieve Sustainable Agri-Forestry Growth, Tourism Growth, and Enterprise Growth will undoubtedly be realized," he bared.

Aside from the modernization programs of PGAS, the provincial governor also presented the accomplishments and achievements on economy, infrastructure, social development, environmental management and conservation, public safety and security, and to the transformation of bureaucracy sector in the year 2022.

"In our vision, hope intertwines with determination, fueling our spirits to surmount every obstacle that stands in our way. Together, hand in hand, let us sow the seeds of change, nurturing with resilience and perseverance. As we strive towards these aspirations, may the unity of our purpose be a testament to the indomitable spirit of the Agsurnon people," Gov. Cane said in his closing statement. (KED, PIA-Agsur)
