(PAGASA 24-HOUR PUBLIC WEATHER FORECAST as of Saturday, 19 July 2025) As of 3:00 AM today, the center of Tropical Depression “CRISING” was located at 530 km east of Juban, Sorsogon (13.0°N, 128.9°E). It has maximum sustained winds of 55 km/h near the center and gustiness of up to 70 km/h. It is moving west-northwest at 15 km/h. Tropical Depression Crising is currently affecting Dinagat Islands and Surigao del Norte, while the Southwest Monsoon (Habagat) continues to affect the rest of Mindanao. Dinagat Islands and Surigao del Norte will experience cloudy skies with scattered rainshowers and thunderstorms due to TD Crising. Flash floods or landslides are possible during moderate to at times heavy rainfall. Zamboanga Peninsula, Northern Mindanao, and the rest of Caraga will have cloudy skies with scattered rainshowers and thunderstorms caused by the Southwest Monsoon. The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, also due to the Southwest Monsoon. Winds will be moderate from the southwest to west, with moderate seas (wave height: 1.2 to 2.5 meters).

DSWD, tribal leaders conduct ancestral domain assembly in Tagbina

TAGBINA, Surigao del Sur -- The Department of Social Welfare and Development (DSWD)-Caraga Regional Program Management Office through Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) PAyapa at MAsaganang PamayaNAn (PAMANA) Community Driven Development Program for Indigenous People’s (IP-CDD) conducted an Ancestral Domain Assembly of the seven (7) barangays held at the Mayor's Office of Tagbina, Surigao del Sur on May 10, 2023.

The beneficiaries are barangays of: Dona Carmen, Maglatab, Soriano, Hinagdanan, Sta. Juana, Uguban all in Tagbina town, and Bigaan of Hinatuan.

The activity discussed the objectives, rationale, and implementation process of PAMANA program by the KALAHI-CIDSS as well as the covered barangays that would benefit from it.

The KALAHI-CIDSS PAMANA Peaceful and Resilient Communities is the national government’s peace and development framework to respond and strengthen the peace-building, reconstruction, and development in conflict-affected areas (CAAs).

The program aims to deliver basic services to the IP communities by supporting the implementation of the Ancestral Domains Sustainable Development and Protection Plan (ADSDPP), strengthening the partnership of local governance institutions and the Indigenous Political Structures (IPS), and building communities’ resilience to conflict.

Mayor Glaiza Jane Polizon-Lanete of  the local government unit of Tagbina and Mayor Shem Garay of LGU-Hinatuan, Surigao del Sur expressed their commitment and support to the program by providing cash and in-kind counterpart for the successful implementation of sub-projects.

“With the strong partnership between the LGUs Tagbina and Hinatuan and DSWD-KALAHI we can make a difference to empower the community and reduce poverty in the target barangays”. Mayor Lanete said.

The salient provisions of the Indigenous Peoples Right Act and Revised Guidelines on Free, Prior Informed Consent, especially Section 39 on the community-solicited or initiated activities and the corresponding validation process were elaborated by Danny Gobaton, of NCIP Training Center, Bislig City.

Meanwhile, Hawudon Nelbert Sahay, Municipal IP mandatory Representative of Tagbina presided over the assembly, attended by Regional Cluster focal persons, Municipal Indigenous Person Mandatory Representative (IPMR), NCIP representatives, tribal leaders, punong barangays, MIAC members, MCT and ACT staff of KALAHI-Tagbina.
