Northern Mindanao and the rest of Caraga will experience cloudy skies with scattered rains and thunderstorms due to TS “Ada”. Possible flash floods or landslides due to moderate to at times heavy rains. The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to Localized Thunderstorms. Possible flash floods or landslides during severe thunderstorms. The eastern section of Mindanao will have moderate to strong winds from west to southwest with moderate to rough seas (2.1 to 3.4 meters). The rest of Mindanao will have light to moderate winds from northeast to northwest with slight to moderate seas (0.6 to 2.5 meters). At 3:00 PM today, the center of Tropical Storm "ADA" {NOKAEN} was estimated based on all available data at 270 km East of Borongan City, Eastern Samar (12.1°N, 127.9°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving Northwestward at 20 km/h. Northeast Monsoon affecting Northern and Central Luzon.

SAKM cluster celebrates 50th martial law anniversary through webinar series

BUTUAN CITY --- The Situational Awareness and Knowledge Management (SAKM) Cluster  of the Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) celebrated the 50th anniversary of Martial Law through a webinar series with a theme, “Martial Law @ 50: Iisang Bayan, Iisang Laban. Terorismo  ay Wakasan!, “ from September 19 to 21, 2022 participated by youth organizations and students regionwide.

The activity, which was live streamed via Philippine Information Agency (PIA) Caraga's Facebook page, was spearheaded by the National Intelligence Coordinating  Agency  (NICA)  Caraga led by Regional Director Harold Nacional, in partnership with SAKM cluster members namely the 4th Civil Military  Operations (CMO) of the 4th Infantry Division (4ID), Police Regional Office-13 (PRO-13) - Regional  Community Affairs  Development  Division (RCADD), and PIA Caraga, and advocacy support groups Kabataan Kontra Droga at Terorismo (KKDAT) and Propelling Our Inherited Nation Through our Youth (POINTY), Inc.

Former President E. Marcos, Sr. declared the Martial Law on September 23, 1972 through Presidential Proclamation No. 1081 which was signed on September 21, 1972. The first leg of the webinar series recounted the country’s situation prior to the declaration of Martial Law and the events that prompted its declaration, which at that time was an attempt to protect the country and the Filipino people from the crawling threat of communism.

The second session entitled “50 Shades of Communist Terrorism" uncovered how the communist-terrorist groups (CTGs) exploited the 1972 Martial Law.


The three-day webinar series concluded with testimonials from former rebels who were leaders and officers of the New People's Army. At the end of their testimonies, the FRs encouraged the students and the youth to be vigilant so that they will not be deceived by the lies and promises of the CTGs that will eventually destroy their future and ruin their lives.

Under Executive Order No. 70, the SAKM Cluster was created and designed to develop and to implement educational awareness campaigns purposely for deeper understanding of the strategies and tactics of the CTGs.

As the lead agency of the Strategic Communications Cluster and a close partner of the SAKM Cluster, PIA Caraga affirmed its continued support to the endeavors of the Cluster.

"We will continue to support and collaborate with all the members of the SAKM cluster especially on information drive and dissemination of the programs and projects through its different platforms. The member agency has committed to #ExplainExplainExplain to the Filipino people - young and old - history’s true story," said Assistant Regional Director Renelle Escuadro as she affirmed the Agency's pledge of commitment on behalf of Regional Director Venus L. Garcia.
