Senator Christopher “Bong” Go continues to send aid to Filipinos who have been affected by fire anywhere in the country.


On Wednesday, October 14, Senator Go’s team distributed food packs, cash assistance, masks, face shields, vitamins, and medicines, as well as meals to 69 fire victims from Barangays San Ignacio, Doongan, and Dumalagan in Butuan City, Agusan del Norte. The fire incidents in these barangays happened on different dates.

Mayroon din akong food packs na ipinadala, masks, at face shields kaya suotin ninyo ang mga 'yan dahil delikado pa ang panahon sa ngayon. The team also handed out bicycles to selected recipients to help them in their daily commute to work. They also provided tablets to selected beneficiaries to help their children in their online education.


“Mayroon din akong ipinadala riyan sa inyo na bisikleta para magamit ninyo sa trabaho. Mayroon din akong ipinadala na mga tablets diyan para magamit ng mga anak ninyo. The National Housing Agency also identified 52 out of the 69 beneficiaries for their Emergency Housing Assistance Program, providing assistance to help fire victims buy materials to build their new home. The Department of Health, meanwhile, provided hygiene kits, vitamins, food packs, and containers. The Department of Social Welfare and Development also distributed financial assistance to the beneficiaries.


In addition, the Department of Trade and Industry, Department of Labor and Employment, and Technical Education and Skills Development Authority profiled and assessed potential beneficiaries for their Pangkabuhayan sa Pagbangon at Ginhawa Program, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers Program, and Training and Scholarship, respectively.

Army welcomes newborn baby of former NPA Amazon

BUENAVISTA, Agusan del Norte, Oct. 16 -- An 18-year-old pregnant former member of the New People’s Army (NPA) amazon successfully delivers her first baby on October 9, 2020 at the Agusan del Norte Provincial Hospital in Barangay Libertad, Butuan City.

It was late in the evening when Alias Wena felt the pain in her tummy as a sign that she will be giving birth to her first baby. She was then assisted by the troops of the 23rd Infantry (Masigasig) Battalion (23rd IB), Philippine Army and immediately brought to the hospital.

Alias Wena (true name withheld for security reason) serves as the Squad Medic of SYP SIKOP, Guerrilla Front-4A, North Central Mindanao Regional Committee (NCMRC) for nearly two years. She was lured and recruited by the Communist NPA Terrorist (CNT) at the young age of 16. She had big dreams in life but realized that she could not finish her studies because of poverty. To pursue her dreams, she applied as a working student and studied at Buenavista National High School in Agusan del Norte.

Unfortunately, she was not able to finish her schooling because the leaders of the CNTs destroyed her life and killed her dreams and ambitions. She was easily lured by the CNTs also because her father and her two other brothers were also active members of the armed group. In other words, her entire family was ruined by the CNTs by taking the most important foundation of their family which was her father-the person who should guide, protect, take care and look after them while they grow.

Alias Wena together with her companion Alias Apay who was also pregnant was rescued by the troops of 23IB in Barangay Guinabsan, Buenavista, Agusan del Norte way back May 16, 2020. They then stayed inside the Masigasig Happy Home and were assisted and monitored by the FR NCO especially during their prenatal, ultrasound, and other necessary activities to make sure that they will deliver their babies healthily. The unit also made sure that they can avail of all the assistance and benefits offered by the government for the FRs.

Alias Wena thanked the government especially the PSWD, PLGU Agusan Norte, and the 23IB, and other line government agencies who never failed to extend assistance to them especially to her who is bearing her first child. She needed a peaceful environment, nutritious foods, and must not be stressed as being pregnant is so sensitive to stressful environments. Unfortunately, her husband, who was also a member of the CNT, already passed away. She needs to stand on her own but luckily, the government is always ready to help her anytime.

Meanwhile, Lt. Col. Julius Cesar C Paulo, the Acting Commander of 23IB happily welcomed the newborn baby. He expressed gladness upon knowing the baby was successfully and healthily delivered despite the pandemic that we are facing.

“I am glad that another blessing enters inside our Battalion. While the NPAs are only good in destroying families, your army and the government will mend what the NPAs have broken especially the families,” Paulo said.

He added that Alias Wena was one of the survivors in the encounter that transpired in Sitio Likudon, Brgy Kamanikan, Gingoog City way back May 10, 2020, wherein 15 NPA combatants were killed in action and Alias Nady (their comrade), a pregnant NPA Amazon was one of the casualties.

“Indeed, coming back to the folds of the law is the most wonderful thing that the FRs can give to themselves especially for the Amazon because it is so dangerous for them. You are destined to be the light of your families to guide your children. DBP backs public transport sector recovery

BUTUAN CITY, Oct. 16 -- State-run Development Bank of the Philippines (DBP) is working with the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB) in coming up with financial interventions to help the transportation sector get back on track after reeling from the ill-effects of the pandemic, a top official said.

DBP President and Chief Executive Officer Emmanuel G. Herbosa said the assistance includes government subsidies to public utility vehicle (PUV) operators to cover revenue gaps during the period when a temporary ban on PUVs were imposed as part of community lockdowns.

“DBP is one with the DOTr and LTFRB in finding suitable and sustainable solutions to assist the transport sector as it steadily begins to recover from the devastating losses spawned by this pandemic,” Herbosa said.

DBP is the seventh largest bank in the country in terms of assets and provides credit support to four strategic sectors of the economy – infrastructure and logistics, micro, small and medium enterprises (MSMEs), social services and community development, and the environment.

The bank’s assistance to the transport sector would be implemented through its Rehabilitation Support on Severe Events (RESPONSE) program, which extends financing support for the rehabilitation efforts of both public and private firms adversely affected by calamities such as the latest national public health emergency.

As of end-June, DBP has provided a total of P19.16-billion in credit assistance and payment deferment under DBP RESPONSE, which benefitted 606 clients of which 19 clients are from the transport sector.

Herbosa said DBP recognizes the essential role of the transport sector in the country’s economic recovery as it caters mostly to workers belonging to the MSME sector, which is considered the backbone of the local economy.

He said industry stakeholders should collaborate and muster the needed resources to implement innovative approaches and adapt to new regulations to ensure the health and safety of commuters.

“This an opportune time for the public transport sector to examine its future role in the country’s mass transportation system while optimizing available resources to meet the growing demand for cleaner and more efficient modes of transport,” Herbosa said. (DBP/PIA Caraga)

SurSur tourist destinations closed anew as COVID-19 cases spike

BUTUAN CITY, October 15 (PIA) -- The famous Britania group of islets and other tourist destinations in San Agustin town in Surigao del Sur are now under temporary closure since October 10, 2020 due to a spike of COVID-19 cases in the province.

The said town is the remaining municipality in the province to have no record of confirmed cases.

The Department of Health previously declared local transmission in the province on September 18, specifically in Bislig City. This prompted the provincial government to issue the Executive Order No. 27, imposing heightened health measures in the cities of Bislig and Tandag, effective September 21.

Majority of the province’s confirmed cases are from Bislig City, with 174 confirmed cases, 93 recoveries, and 15 deaths. The city of Tandag seconds the tally, with 59 cases, 34 recoveries, and 2 deaths.

The provincial government maintained proactiveness in dealing with the local COVID-19 situation. Head of the Provincial Health Office (PHO) Dr. Eric Montesclaros stated that the provincial government is ‘ready’ in terms of providing an appropriate response to the health concerns among their citizens, especially with the notable cooperation among local government units. 

“For the few cases that we have, we can say that we are ready. The cooperation among LGUs also made it possible for us to provide a swift response. Detection was done immediately which is why we were able to monitor and isolate identified cases and even imposed perimeter lockdowns. This, in effect, stabilized the situation,” the health officer elaborated.

However, Dr. Montesclaros notes the cooperation of the public in order for their initiatives to fully take effect. 

"As we speak, the number of cases that tested positive is no longer on the rise. However, we must not be complacent. The best way to combat this disease is to instill discipline in oneself and religiously abide by the public health measures imposed. We urge the public to be adaptable to the changes imposed under the new normal especially since we are still in the midst of overcoming the pandemic," he added.

Army, PRO13 ladies club distribute food packs to 361 households in Butuan

BUTUAN CITY, Oct. 15 --  With the aim to contribute in alleviating the plight of coronavirus disease 2019 (COVID-19) affected communities, the 402nd Infantry (Stingers) Brigade, Philippine Army in partnership with the Officer’s Ladies Club (OLC) of the Police Regional Office 13 distributed 361 food packs to the needy in Purok 6 and 7 of Barangay Holy Redeemer, this city on October 10, 2020.

A total of 361 households located in the slum areas of the said barangay considered as the poorest among the poor in Butuan City, benefited the said distribution. The distribution of food packs containing five kilos of rice, five pieces eggs, two pieces of sardines, two noodles (misua and egg noodles) and one pack biscuit, was facilitated by the personnel of the 402nd Brigade, Brgy Local Government Unit (BLGU) Officials and Tanods of Brgy Holy Redeemer led by Hon Efren Acaso and members of Propelling Our Inherited Nation Through our Youth (POINTY) Butuan City chapter led by Harold Sarsale.

With the continuing surge of cases and uncertainty brought about by the pandemic, the 402nd Brigade headed by BGen. Maurito L. Licudine, Brigade Commander, and the PRO13 OLC headed by Mrs Manilyn Agustin Caramat, wife of PRO13 Regional Director, saw it fit and timely to complement the efforts of the local government units and other stakeholders in giving support to the affected communities.

“With the current COVID-19 pandemic, your Army has been continuously collaborating and looking for ways to partner with other stakeholders and take the initiative to facilitate the delivery of services and contribute in helping the needy," said BGen. Licudine.

He added that these initiatives are part of the effort of the Community Support Program of the Philippine Army in support to the fight against COVID-19 amidst the CPP-NPA Terrorist (CNT) threat in the far-flung areas.

“While we are confronted with serious threats coming from the CPP-NPA-NDF causing misery and sowing terror to the communities and its people, your Army will always ensure the welfare of the people. At this point in time especially with this crisis, we need each other to overcome the challenges brought about by this pandemic,' he added.

DOST Caraga launches R&Ds, projects for COVID-19

BUTUAN CITY, Oct. 14 (PIA) -- With an even greater determination to fulfill its mandate to forge a path to greater social and economic development through science and technology, the Department of Science and Technology (DOST) Caraga continues to launch initiatives and projects to battle the effects of the pandemic and continue to address existing local issues in Caraga region that could be remedied through science and technology.

Since the onset of the pandemic, efforts of local government units in the region have also been geared towards enabling access to testing, in addition to mitigating other concerns brought about by the health crisis. As a means of augmentation, the DOST Caraga distributed nine specimen booth collections (SBCs) to hospitals across the region that are equipped with COVID-19 facilities.

“The provision of SBCs is a collaborative effort between their office and the DOST Central Office, Philippine Council for Health Research and Development, and Philippine Council for Industry Energy and Emerging Technologies. Five of these were funded by the said institutions while the rest were from the funds of our office,” said DOST Caraga regional director Dominga Mallonga.  

The regional director also disclosed that two SBCs are yet to be distributed to the district hospitals in Bunawa town in the province of Agusan del Sur, and Hinatuan town in Surigao del Sur.

In its efforts to further study the pandemic on a local scope, the department teamed up with the local government of Butuan to conduct a study in the form of a research and development initiative. In addition to the SBC, the city government was provided with an RT-PCR machine, a Class II Biosafety Cabinet, and 300 DOST – University of the Philippines (UP) – Diliman amplified test kits.

To stir the participation of aspiring local inventors, a region-wide competition dubbed as “Outsmarting COVID-19: Online Makers’ Challenge” was launched.

“This is the department’s efforts to provide an avenue for those who have the passion to invent, particularly inventions that offer solutions to tackle the spread of the disease,” the regional director emphasized.

Two categories were opened, one for student participants and the other for non-students. Upon the contest’s conclusion in September, five winners were hailed. Inventions from the Student Category that bagged the top three places were Automated Customer Queuing Counter; Nipahol Disinfectant; and Non-Contact Body Temperature Scanned and Hand Sanitizing while those from the Non-Student Category were a mobile contact-tracing application “Chokepoint”, which utilizes a geo-tagging feature a quick response (QR) code; Touchless Garbage Robot; and A Do-It-Yourself (DIY) Physical Distancing Accurate Rechargeable Face Shield. First place winners received a cash prize amounting to P30,000.

Having their potentials seen by the panel of judges, both the Chokepoint application and the rechargeable face shield were recommended to the Caraga Regional Task Force for COVID-19 One Caraga Shield (RTF-COCS) for funding in order to make both inventions available for public consumption.

Meanwhile, the staff of Maker Space is coming up with other inventions, in particular, a touchless mechanical device for handwashing and sanitizing which they plan on distributing to checkpoints. This is to lessen the risk of exposure to the virus from touching contaminated surfaces and objects.

DOST Caraga is also in unison with the implementation of blended learning. Access to learning materials and devices now used to facilitate new modes of learning remains a problem for the majority of Filipinos, especially those residing in far-flung areas. As such, the department will be providing interactive learning materials and computers to learners in the remote areas of the province of Dinagat Islands. Stations are now being constructed so that learners can take turns in using the said materials.

Other initiatives are also being spearheaded by the department in addition to those related to COVID-19. Research and development initiatives are currently being completed in partnership with state colleges in the region. To bolster food innovation, a RnD was launched in partnership with Agusan del Sur State College of Agriculture and Technology (ASCAT), making use of raw agricultural products to create food products.

A similar initiative is also being undertaken with Surigao del Sur State University – Lianga Campus and consortia for agriculture research and development to further study the aquaculture in the area, specifically in lobster production. This is part of their efforts to boost lobster production in the area. The same project will also be launched in the province of Dinagat Islands.

Skills training and development remains a priority of the department despite the pandemic. Series of webinars are being conducted for micro, small, and medium enterprises (MSMEs). In addition, free training skills were also launched, in partnership with Course, an online course provider offering courses in a wide range of disciplines and specialization.

“Now that we’re cooped up in our houses most of the time, we can always make use of our time to learn new skills, which remains paramount even with the pandemic,” said Director Mallonga.

Agusan Norte health workers avail TESDA skills training

BUTUAN CITY, Oct. 14 -- In line with the 109th Founding Anniversary of the Provincial Hospital of Agusan del Norte, health workers of the premier hospital of the province have availed skills training from the Technical Education and Skills Development Authority (TESDA) held recently.

TESDA-Agusan del Norte Provincial Director Rey Cueva said 16 personnel of the provincial hospital underwent training on Prepare and Produce Bakery Products through the Provincial Training Center of Agusan del Norte headed by Administrator Abegail B. Eupena.

Also, 11 personnel has availed skills training in Prepare Dining Area for Service such as Table Skirting and Perform Bed Make-up through the Northern Mindanao School of Fisheries (NMSF) under Administrator Romel M. Natad.

It was learned that the trainees of the two skills trainings aforementioned have already completed the trainings and were able to receive their Certificate of Training from TESDA-Agusan del Norte.

Meanwhile, the training on Land Preparation leading to Organic Agriculture Production is currently on-going for which participants are 24 former rebels (FRs) who are now under the custody of the 23rd IB, 29th IB and the PNP.

Dir. Cueva said that with the training they have obtained, the provincial hospital will now be self-sufficient because the products that will be produced by the graduates will now be used for hospital consumption of the patients as well as the personnel.

“For example in the Produce Bakery Products, the graduates will be baking bread and pastries that will be served to the patients as well as to the other personnel of the Provincial Hospital… This is the same with the training in Land Preparation… After the land preparation, planting organic vegetables will follow… The vegetables that will be harvested will also be used for hospital consumption,” Dir. Cueva said.

Dir. Cueva added that graduates in the Prepare Dining Area for Service will be the one to do the table skirting especially when there are special occasions. They are also expected to perform bed make-up in different hospital rooms.

AgSur town, Army lead barangay dev't plan workshop, enhance village officials’ competency

ESPERANZA, Agusan del Sur, Oct. 14 -- The local government unit (LGU) of Esperanza and 26th Infantry (Ever Onward) Battalion (26IB), Philippine Army through the Municipal Planning and Development Office have enhanced the competency of the Barangay Development Council (BDC) during the Barangay Development Plan (BDP) Formulation for Retooled Community Support Program (RCSP)  Target Barangays for CY 2020 held at the Municipal Hall recently.

The three-day workshop was aimed to guide, train, and assist the barangay local authorities in the planning and preparation of their respective development plans. Topics on the economic sector, environment, infrastructure, social services, and good governance were discussed during the workshop.

The BDP is an official document that contains the programs, projects, and activities (PPAs) intended to provide solutions to issues and concerns in the barangay which were commonly used by the Communist Terrorist Group (CTG) as propagandas against the government.

Municipal Mayor Leonida P. Manpatilan of Esperanza encouraged the barangay council to aim more for the development of their barangay. "A vision without action is merely a dream. As the leaders of your barangay, it is your responsibility to create a vision of what do you want your barangay to be," she said.

As per Section 106 of the Local Government Code of 1991, the LGU is mandated to have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian. For this purpose, the development council at the provincial, city, municipal, or barangay level, shall assist the corresponding Sanggunian in setting the direction of economic and social development and coordinating development efforts within its territorial jurisdiction.

"The Armed Forces of the Philippines (AFP) cannot do it alone. The fight against insurgency is a collaborative effort among all concerned line agencies. Everyone is involved and this BDP is like a compass to show the direction of your barangay. This will also strengthen our community preventing the terrorist from their recruitment and deceptions," said Atty. Daniel Longaquit, Municipal Local Government Operations Officer.

Meanwhile, Lt. Col. Reynald Rommel A. Goce, commanding officer of 26IB, emphasized on the importance of BDP formulation in ending the insurgency. "The barangay is considered as the smallest unit of the government and its role in the conduct of government functions is very important. Through your development plans, we can identify the issues and concerns of your barangay. When resolved, the communist terrorists can no longer use these issues as their propaganda against the government," he said.

"Insurgency ends when development begins. I believe that the barangays of Esperanza will put their plans into action in order to end insurgency and attain a higher level of peace. FRs undergo crops production training

BUENAVISTA, Agusan del Norte, Oct. 14 --  Ten selected former rebels (FRs) from the 23rd Infantry (Masigasig) Battalion (23rd IB), Philippine Army are now undergoing a 10-day live-in Community-Based Training on Prepared Land for Agricultural Crops Production Leading to Agricultural Crops Production NC III.

The training will run from October 7 until October 17, 2020 at Village 2, Barangay Libertad, Butuan City.

The said training is the outcome of the convergence of efforts of the 23rd IB and the provincial government of Agusan del Norte, together with the Technical Education and Skills Development Authority – Agusan del Norte (TESDA-ADN). The training is being supervised by Allandale B. Idea, the support staff trainer of the Northern Mindanao Schools of Fisheries (NMSF) where the participating FRs will also receive daily allowance with free meals and snacks.

The 10-day training aims to create an organic farm that is capable of producing different kinds of healthy and fresh vegetables. The harvest will be utilized and benefited by the less fortunate patients and workers of the Agusan del Norte Provincial Hospital. The proposed site of the farm will be at the back of the said hospital.

Meanwhile, Lt. Col. Julius Cesar C. Paulo, the acting commander of 23IB, thanked the provincial government and TESDA for the opportunity given to the FRs and for helping them become resilient individuals who can stand and survive even without the support and assistance from the government.

“This project is like a give-and-take relationship between the FRs and the line agencies of the government. The FRs will render manpower assistance to help the PLGU of Agusan del Norte in launching its projects and in return, the latter will provide cash assistance and allowance as well as enhance their knowledge on how to produce organic crops productively,” Paulo said.

He added that the project will help FRs acquire sustainable livelihood especially when they are reintegrated into their communities.

“They will be earning using their skills and capabilities with the help of TESDA and other concerned agencies. May this training be successful in order to create an agricultural livelihood project which will be benefited by the less fortunate Agusanons especially in this time of pandemic until everyone will be encouraged to also create their organic farm for them to have their alternative source of income for an additional livelihood,” Paulo said. DAKBAYAN SA BUTUAN, Oktubre 14 -- Hugot nga ipatuman karon sa lungsod sa Las Nieves ning probinsya ang pagsuot og facemask sa insaktong paagi human giaprobahan sa Sangguniang Panlalawigan ang Municipal Ordinance No. 493-2020 nga nag mando niini.

Ang maong ordinansa gipangamahanan ni Sangguniang Bayan Member Antonio N. Jongko.

Ang maong patakaran sa munisipyo kinahanglan nga ang tanang katawhan ug residente nga maabtan sa hurisdiksyon sa maong lungsod lumalabay man o mga motorista kinahanglan nga magsul-ob og face mask aron pinaagi niini masiguro ang seguridad batok sa makamatay nga Covid-19 virus ug ingon man aron mapugngan ang pagkuyanap niini.

Ubos sa maong ordinansa mao kini ang ipatuman:

• Tanang katawhan regardless sa edad, rango, posisyon kinahanglan mag gamit og face mask kung naa sila sa teritoryo sa lungsod.

• Mga residente nga mo gawas sa ilang panimalay, Lima (5) ka kilometro ang kalay-on gikan sa gipuy-an, magsul-ob og face mask. 

• Mga katawhang mag jogging/running ug brisk walking nga adunay 1 ka kilometrong distansya gikan sa iyang mga kauban pwedeng kuhaon ang gisul-ob nga mask.

•  Tanan nga mga barangay, opisyales sa gobyerno ug mga kawani niini apil ang mga pribadong kompanya magsul-ob og maayo sa mask samtang naa sa maong lungsod.

• Tanang laborers, trabahador nga anaa sa kadalanan ug anaa sa pampublikong lugar hugot nga magsul-ob o mag gamit og Face mask.

Apan gitugutan usab sa maong lungsod nga dili magsul-ob og mask ang mga Agricultural workers/fisher folks sama sa kung mag harvest og humay, mangingisda, performing carpentry and masonry works ug uban pa nga mabug-at nga trabaho.

Adunay ipahamtang nga silot sa kinsa mang molapas sa maong gipatuman nga ordinansa. P300 pesos alang sa unang paglapas, P500 pesos sa ikaduhang paglapas ug P1,000 ka pesos sa ika-tulong paglapas.

Mga IPs sa Caraga nakinabang sa road construction ng gobyerno

LUNGSOD NG BUTUAN, Oktubre 14 (PIA) -- Mula noong sinimulan ang konstruksyon ng Cabadbaran-Puting Bato-Lanuza road noong taong 2015, nagsimula ring naglipatan at gumawa ng kanilang mga barong-barong ang mga Mamanwa sa gilid ng daan, palapit sa kabihasnan. Sila ang mga indigenous peoples o IPs mula sa kabundukan ng Agusan del Norte at Surigao del Sur kung saan may presensya ng insurhensiya.

Malaki ang pasasalamat ng mga IPs at kung saan ilan sa kanilang anking ancestral domains ay nagkaroon ng daan kung saan ito ay malaki ang maitutulong at magbibigay ng pag-asa sa kanila at sa susunod pang mga henerasyon na hindi masisira ang kanilang kultura at tradisyon.

Masaya ding ibinalita ni DPWH Caraga regional director Engr. Pol delos Santos na marami na sa mga IPs ang nakikinabang sa road construction ng gobyerno.

Dagdag pa ni director delos Santos, tuwang-tuwa ang mga IPs dahil madali na nilang madadala ang kanilang mga produkto sa merkado.

Ayon pa kay RD Delos Santos, lahat ng mga missing link sa rehiyon ay magkakaroon ng daan at dito maiibebenta ang mga produkto ng mga magsasaka sa mas mahal na halaga. "Umasa po kayo sa tulong ng ating Gobyerno, matatapos din ang lahat ng konstruksyon ng ating mga daan at lahat tayo makikinabang," dagdag ni delos Santos.

Pinaghandaan din ng DPWH Agusan del Norte district engineering office ang darating na panahon na tag-ulan sa probinsya, kung saan tinututukan ang mabilis na konstrusyon ng flood control projects sa probinsya bago ang tag-ulan.

Inaasahang matatapos na ang construction ng river bank protection sa Agusan river, Maningalao section sa lungsod ng Las Nieves sa susunod na buwan. Ito ay inaasahang magproprotekta sa magus bridge sa nasabing lugar.

Ang konstruksyon ng dike with revetment sa Bangonay river sa lungsod ng Jabonga na may haba na 962 meters ay nasa 77.23 percent na ang natapos  at inaasahang magproprotekta sa baha at mga pananim ng mga residente ng Jabonga at magproprotekta sa Bangonay bridge sa daang maharlika sa malakas na buhos ng tubig kung sakaling darating ang malakas na buhos ng ulan ay inaasahan ding matapos sa darating sa Pebrero sa susunod na taon.

Samantala, patuloy pa rin ang suporta ng DPWH sa konstrukyon ng mga isolation facilities sa iba’t ibang LGU ng rehiyon. May pitong facilities na may 50-bed ang kapasidad ang kasalukuyan ng ginagawa ngayon, ayon pa sa DPWH. (NCLM/PIA-Agusan del Norte)

Surigao tribes hail slain IP leader as hero

TANDAG CITY, Surigao del Sur, Oct. 13 -- Surigao tribal leaders and members and the local government unit of Lianga rendered Indigenous People Mandatory Representative (IPMR) Datu Jumar S. Bucales a hero’s burial parade on October 10 in Diatagon, Lianga, this province. 

About a thousand tribe members from Surigao and Eastern Mindanao, local government officials, IPMRs, friends, supporters, and relatives flocked in the long walk to carry his remain to his final resting place.

Bayan Muna representative Eufemia Campos Cullamat, her sister, CNT-linked Malahutayong Pakigbisog Alang sa Sumusunod (MAPASU), and Northeastern Mindanao NPA Terrorist spokesperson Sandara Sidlakan accused Bucales to have participated in the killing of the Alternative Learning Center for Agricultural Livelihood Development (ALCADEV) Executive Director Emerito Samarca but the accusation was eventually found baseless.

CPP Information Officer Marco Valbuena, in his statement, claimed that the Communist NPA Terrorists (CNTs) were responsible for the ambush-slay of Bucales and his companions on October 4 in Barangay Banahao, Lianga town.

Bucales served only for nine months as Lianga's first IPMR but was able to accomplish tangible peace and development programs for the tribe, which included the facilitation of the closure of NPA Terrorist linked TRIFPSS and ALCADEV schools, the establishment of DepEd-SLT, electrification of sitios, the rehabilitation of farm-to-market roads and various livelihood programs in the conflict-affected communities which are the gateways to the Andap Valley Range.                                                                                                                                                         

According to Lianga Mayor Novelita M. Sarmen, Bucales proposed several development plans in the hinterlands to boost the eco and agri-tourism in the municipality.

Bucales also appeared in various senate and congress hearings concerning NPA terrorist killings of IP leaders.

Bucales, being a former NPA leader and organizer, revealed how CNTs exploit lumads making him a hot target of the CNTs. In 2016-2018, he was ambushed thrice and was finally killed on October 4.                                                                  

In his documentary entitled “Last Dance ni Bucales," he said that he is no longer afraid of death because that is the cost of standing for truth and fighting against CNTs who continually oppress the IPs. He also said that since he surrendered in 2006, he accepted the fact that he can die anytime in the hands of CNTs because it is the law of the CPP to kill all those who abandoned the terrorist armed revolution.

The Surigao tribes, local government units, provincial government of Surigao del Sur, National Commission on Indigenous Peoples (NCIP), and Commission on Human Rights (CHR) condemned the brutal killings of Bucales and other IPs in Surigao.

“The attacks of the NPA are 'disproportionate and brutal,' and violate international humanitarian law,” said CHR Spokesperson Atty. Jacqueline de Guia said in a statement.

Surigao del Sur supported the cause of Bucales and the Surigao tribe leaders to declare CPP-NPA as persona-non-grata in the whole province. During Bucales’ burial, Surigao tribes expressed their indignation through a protest.

Surigao tribal leaders said that Datu Jumar Bucales may be gone but his name will be forever remembered as the one who truly loved and cared for the tribe. (3rd SFBn-CMO/PIA-Surigao del Sur)

COVID-19 molecular diagnostic lab, itinayo sa Surigao del Norte

LUNGSOD NG SURIGAO, Surigao del Norte, Oktubre 13 (PIA) -- Isang molecular diagnostic laboratory ang kasalukuyang itinatayo ngayon sa lalawigan ng Surigao del Norte.

Umabot sa 18 milyong piso ang naiambag ng iba’t ibang mining firms sa lalawigan bilang suporta sa lokal na pamahalaan sa paglaban sa coronavirus disease 2019 (COVID-19).

“Pinakiusapan natin ang Philippine Red Cross na siyang mamamahala o tatao sa ating molecular laboratory. Sa ilalim ng usufruct agreement, may 2,000 square meters na lote ang ipapagamit ng Surigao State College na tatayuan ng molecular laboratory,” ani Simeon Vicente Castrence, Surigao del Norte assistant provincial administrator at spokesperson.

Ayon kay Castrence, nasa 2,000 swab specimen ang maaaring maiproseso dito sa loob ng isang araw kapag naging operational na ang laboratoryo.

“Ang mga swab specimen ay hindi na natin ipapadala sa Davao. Dito na mismo sa lungsod ng Surigao ipo-process at sa loob ng 24 hours malalaman na natin agad ang resulta,” sabi ni Castrence.

Kasalukuyang nagti-training na din anya ang mga med-tech na magseserbisyo sa nasabing testing lab.

Inaasahang magiging operational na ang laboratoryo ngayong buwan ng Nobyembre.

Dahil sa naitalang local transmission sa probinsiya, nananatiling nasa modified enhanced community quarantine (MECQ) ang munisipyo ng San Isidro, Dapa, Del Carmen, Pilar,  Socorro at lungsod ng Surigao. May ilan namang barangay ang inilagay sa enhanced community quarantine (ECQ).

Extended din ang travel restrictions at pagsususpendi ng byahe ng mga passenger, private o hired sea vessels papunta at pabalik sa alinmang seaport ng probinsiya hanggang ika-20 ng Oktubre.
