Caraga lupons shortlisted as 2019 LTIA national finalists

BUTUAN CITY, July 26 -- Lupons of Caraga Region victoriously grabbed two out of the four categories of the Lupong Tagapamayapa Incentives Awards (LTIA) for Calendar Year 2019.

The Lupons of Barangay Doongan, Butuan City and Barangay Telaje, Tandag City, Surigao del Sur were shortlisted by the National Board of Judges (NBOJ) as the 2019 LTIA National Finalists for highly urbanized cities and component cities categories, respectively.

The validation team composed of the LTIA NBOJ and LTIA secretariat conducted an on-site validation to these Lupons on July 15-17, 2019.

The team scrutinized the Lupon documents, performance, accomplishments, and innovations based on the criteria stipulated in Department of the Interior and Local Government (DILG) Memorandum Circular No. 2016-58 dated April 29, 2016 titled ”Reiterating and Supplementing  DILG Memorandum Circular No. 2008-102 dated June 17, 2008 relative to the Lupong Tagapamayapa Incentives Awards Enhanced Criteria and Guidelines”.

Specifically, they looked into the following: a) Efficiency in Lupon operations; b) Effectiveness in securing the settlement of interpersonal dispute objective of the Katarungang Pambarangay (KP); c) Creativity and resourcefulness of the Lupong Tagapamayapa; d) Area or facility for KP activities; and e) Financial or non-financial support provided by the government, non-government organizations, and private individuals.

Each of the National Awardee Lupon shall be conferred with a presidential trophy, while each of the National runners-up Lupon shall be conferred with a plaque of recognition.

Moreover, each of the finalists in every category could possibly win the prize amounting to P300,000 for the outstanding Lupong Tagapamayapa (National Awardee); P150,000 for the first runners-up; and P100,000 for the second runners-up. These prizes are to be utilized for Lupon related programs, projects and activities.

Further, the Lupong Tagapamayapa Incentives Awards was established in 1997 as a mean to institutionalize a system of granting economic benefits and other incentives to the Lupong Tagapamayapa that demonstrates exemplary performance in settling disputes at the grassroots level pursuant to Republic Act 7160 otherwise known as the Local Government Code of 1991.

The award has four categories, namely Outstanding Lupong Tagapamayapa in Highly Urbanized Cities; Outstanding Lupong Tagapamayapa in Component Cities Category; Outstanding Lupong Tagapamayapa in 1st to 3rd Class Municipalities Category; and Outstanding Lupong Tagapamayapa in 4th to 6th Class Municipalities Category.

PWDs sa Agusan del Norte aktibong nakilahok sa Paralympics

LUNGSOD NG BUTUAN, Hulyo 26 (PIA) - Sa kabila ng kalagayan, hindi naging hadlang sa mga kababayang Persons with Disabilities (PWDs) sa Agusan del Norte na ipakita ang kanilang galing sa iba’t-ibang sports sa idinaos na paralympics dito sa lungsod.

Masayang nakilahok ang ilan sa kanila sa volleyball tournament (men and women); basketball; bowling at dart.

Isa si Gina Narvasa, 46 na taong gulang mula sa bayan ng Carmen, Agusan del Norte sa mga hindi nag-alinlangan sa pagsali sa volleyball kasama ang iba pang kababaihang PWDs.

Ayon sa kanya, nahirapan man siya sa laro, lubos naman ang kasiyahang naidulot nito sa kanya at sa iba pa niyang mga kasama.

“Masaya ang paglalaro namin. Akala ko di kami pwedeng sumali sa mga sports dahil sa kapansanan namin, pero pwede pala. Nakakatuwa,” sabi ni Narvasa.

Ito rin ang ipinakita ni Gabby Amodia, PWD Federated President ng Buenavista, Agusan del Norte na aktibong nakilahok sa larong bowling. Masaya siyang naipakita niya sa publiko ang kanyang abilidad sa kabila ng kanyang kapansanan.

Pinuri at ipinagmalaki naman ni Silver Joy Tejano, Provincial Social Welfare and Development (PSWD) officer sa Agusan del Norte ang lahat ng sumuporta at lumahok sa Paralympics. Umaasa siyang makilala sa buong bansa ang kakayahan at galing ng PWDs sa Caraga region at mapabilang rin sa Southeast Asian Games.

"Sana yung ibang PWDs sa ibat-ibang probinsya ng Caraga ay lumahok din sa ganitong aktibidad upang maipakita din sa iba ang kanilang kakayanan, maging ang kanilang mga talento. Handa naman ang gobyerno na tumulong sa kanila at nang maibigay ang kanilang kinakailangan," sabi ni Tejano.

Former rebels, supporters benefit livelihood programs from gov't

BUTUAN CITY, July 25 (PIA) -- With the aim to put a stop on the insurgency problem in the province of Surigao del Sur, the members of the poverty reduction, livelihood and employment cluster have launched the enterprise development and skills and livelihood programs for the former rebels and supporters of the rebel groups in Sitio Ibuan, Barangay Mampi, Lanuza, Surigao del Sur.

Along with it, beneficiaries also undergone the spiritual and values formation session.

According to Regional Director Ashary Banto of the Technical Education and Skills Development Authority (TESDA), with the said program, it brings the government closer to the people particularly to the target beneficiaries, to ease their difficulty in going to other places to get the services.

Col. Cerilo Balaoro, Jr., deputy commander of 402nd Brigade, Philippine Army said, the initiated program seeks to address the main problem in the area, to include poverty and unemployment.

Also, Thelma Salazar, an Indigenous Peoples (IP) is thankful to the different government agencies for providing them their programs and services in their barangay.

Meanwhile, Surigao del Sur Governor Alexander Pimentel encourages the local residents to report to his office should they know anyone who wants to surrender, as the local government unit offers appropriate support for the former rebels who desire to live a normal life in the mainstream society. More TESDA scholarships, skills trainings available for SurSur folks

BISLIG CITY, Surigao del Sur, July 25 (PIA) -- More scholarships from the Technical Education and Skills Development Authority (TESDA) will be made available to the Surigaonons, a TESDA official confirmed.

During their recent meeting with Second District Representative Johnny T. Pimentel and Governor Alexander T. Pimentel, TESDA Surigao del Sur Provincial Director Rey Cueva said that Rep. Pimentel has allocated scholarship slots for the interested Surigaonons amounting to P3.5 million under the Special Training for Scholarship Program (STEP).

More slots will also be provided for the constituents in District II for the Information and Communication Technology (ICT) and Tourism Sectors.

For District I, Rep. Prospero A. Pichay, Jr. has expressed full commitment and support to the conduct of Community-Based Training Programs (CBTP) to ensure that government services will be made more accessible to the Surigaonons.

On the other hand, Gov. Pimentel has expressed his commitment for skills and livelihood programs amounting to P2M per local government unit starting next year, these include the programs of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC). 

He also committed to allot scholarship funds for TESDA.

Army, PNP enhance skills, complete journalism training in Butuan

BUTUAN CITY, July 25 – About 31 personnel coming from the Philippine Army (PA) and Philippine National Police (PNP) enhanced their skills as they completed the three-day Journalism Training held at the Headquarters of 402nd Infantry (Stingers) Brigade, Philippine Army in Barangay Bancasi, this city.

In partnership with the Philippine Information Agency (PIA) Caraga, the Basic Journalism Training participated by 21 personnel of the 402nd Brigade and 10 from Butuan City Police Office (BCPO) formally culminated in a closing ceremony on July 20, 2019.

“We are very grateful for including us in this training. It really helped us a lot in learning the skills in news writing and the proper way of conveying our messages to the people,” Police Corporal Laarni Mabilog of BCPO expressed.

During the training, participants underwent series of workshops and presentations. They were subjected to straightforward critiquing from the subject matter experts of PIA Caraga to evaluate and improve their individual outputs. 

1st Lieutenant Jayson Tulang from 36IB under the 402nd Brigade said, that his expectation on the training were surpassed. The skills he learned were exceptional considering the limited number of training days.

“Our skills were clearly enhanced. Not only did we learn about how to craft a news release but also using the info graphics to reinforce on how we convey our stories and to the intended audience. We are very thankful to PIA for painstakingly guiding us,” he added. 

In his speech, Col. Maurito Licudine, 402nd Brigade commander conveyed his heartfelt gratitude and appreciation to PIA Caraga for the overwhelming support to the training and lending their precious time in sharing their expertise and knowledge in the realm of news writing and information to Army and PNP personnel.

“I would like to congratulate the participants coming from different battalion and combat support units together with the PNP personnel of Butuan city for enduring the training. I am confident that the participants learned a lot as they go back to their respective units with the acquired learning and skills, they will be able to contribute to the information operation guided by the accomplishment of our mission in line with our campaign to end the local communist armed conflict,” said Licudine. Army, PNP intensify campaign vs CPP-NPA thru social media

BUTUAN CITY, July 24 (PIA) - With strong determination, the Philippine National Police (PNP) and the Philippine Army have joined forces thru the enhancement training to intensify the campaign of the government against the Communist Party of the Philippines – New People’s Army (CPP-NPA) terrorists in Caraga region.

Thru the creation of Information, Education and Communication (IEC) materials in social media, the two agencies wanted to keep the public abreast of and be armed with the right information and strategies in order to combat the CPP-NPA’s lies and propaganda against the government.

In the recently conducted Journalism Training by the Philippine Information Agency (PIA) Caraga to the personnel of the 402nd Brigade, Philippine Army and PNP Caraga regional office 13 in Butuan City, they have shown their abilities and creativity in coming up with the best concept and content for the infographics and social media cards that they would share to the netizens.

For 1Lt. Wilfredo Quilang, commanding officer of Bravo Company, 30th Infantry Battalion, Philippine Army, he has gained additional knowledge on how to better write a news story and feature news; and learned to produce effective infographics and social media messaging as their weapon online against terrorism.


“This would really help us in effectively reaching out to the public and communicate to them the truth and facts. We could not afford being fooled by the lies and propaganda of the CPP-NPA terrorists,” said Quilang.

Police Corporal Laarni Mabilog of Butuan City Police Office, expressed that with the said training, she became more confident and her morale is boosted along with her colleagues, as she discovered several techniques in the production of IEC materials, which their office could use in their different programs and advocacies. 

“We should only be disseminating accurate information to the public, as they have the right to know the truth, which was emphasized particularly in this training. I have gained additional knowledge on how I could effectively communicate to the grassroots, and developed my skills in the use of social media,” shared Mabilog.

Meanwhile, 402nd Brigade commander Col. Maurito Licudine, commended the efforts of all the participants and encourages them to use and apply their gained knowledge in their daily work, and become more effective communicators as they constantly coordinate in various communities. (JPG/PIA-Caraga)

Army partners with PIA Caraga for journalism training

BUTUAN CITY, July 24 – The 402nd Infantry (Stingers) Brigade, Philippine Army has partnered with the Philippine Information Agency (PIA) Caraga for the conduct of the three-day journalism training to the personnel of the Philippine Army (PA) and Philippine National Police (PNP) held at the headquarters of 402nd Brigade in Barangay Bancasi, this city.

 A total of 21 Army personnel composed of four officers and 17 enlisted personnel coming from different line units under the 402nd Brigade, together with 10 PNP personnel from Butuan City Police Office, participated in the said training from July 17–19, 2019.

The training was aimed to equip the participants from the Army and PNP units on the basics of news writing and other necessary skills to become effective information officers and communicators.

In his opening message, Col. Cerilo Balaoro Jr, 402nd Deputy Brigade commander, underscored the significance of the training as the soldiers now need the writing skills for them to become more effective in communicating with various sectors of the society.

He emboldens all the participants to take advantage of the training and actively participate in order for them to acquire the necessary skills and knowledge.

 "With the advent of technology to influence perception, the TV, Radio, Print and Social Media have become the most potent medium in the information environment. Hence, we should take the initiative to dominate and become the forerunner on the information superiority especially in our efforts in countering insurgency,” Balaoro said.


Col. Maurito Licudine, 402nd Brigade commander, also said that it is essential that the Brigade continues to equip and enhance its soldiers’ skills not only in combat but in the aspect of news writing and the knowledge to convey the Army’s message effectively and appropriately to its intended audience.

“This will ensure that our soldiers can efficiently propagate and amplify the Army’s professionalism in performing their mandate to serve the people and secure the land in line with the Army’s Transformation Roadmap to become a world-class Army that is a source of national pride,” he said.

251 OSY undergo community-based training in SurSur town

TANDAG CITY, Surigao del Sur, July 24 (PIA) – A total of 251 Out of School Youths (OSYs) undergone the Community-Based Training (CBT) programs launched early this month in Madrid aimed to equip them with skills and basic knowledge that could help them land a job.

According to Lee Escobal of the Technical Education and Skills Development Authority (TESDA), the CBT programs included driving, basic household wiring and small Engine (Motor Mechanic). 

Of the 251 beneficiaries, 200 OSYs were enrolled in driving, 26 in basic house wiring and 25 in small engine (Motor Mechanic).

The said activity will run until July 26, 2019, added Escobal.

Rey Espinoza, one of the beneficiaries, thanked TESDA for the additional knowledge he gained from the training. 

“Because of the additional knowledge I learned, I can now compete with other applicants in applying for a job in big companies and I thanked the government for the opportunity,” Espinoza said.

Livestock outreach program brings free services to Surigao Sur

CANTILAN, Surigao del Sur, July 24 -- Farmers in Surigao del Sur regard their farm animals as a partner in farming.

Thus, to boost the livestock industry, the Department of Agriculture (DA) Caraga spearheaded an outreach program to cater to the needs of the farm animals.


DA through its Livestock Program, the Regional Animal Disease Diagnostic Laboratory (DA-RADDL) and local government units pooled their resources in serving the farming communities in Cantilan, Surigao del Sur on July 15 to 19, 2019.

The team of experts composed of veterinarians and livestock technicians visited barangays in the said town to render their services such as deworming, disease monitoring and surveillance through blood sampling, pregnancy diagnoses, vitamin supplementation, artificial insemination (AI), consultation and more.

A total of 220 farmers with 380 farm animals had been served such as carabao, cattle, and goat.

Noli Duero, who availed of the services, said that such outreach is a noble activity since it is a big help for the development of the livestock sector.

“I brought my three carabaos to avail the free services. It is a big saving for me since availing those services from private practitioners cost me a lot,” he said.

“The presence of the veterinarians helped me a lot since they gave me a piece of advice on how to maintain the health and nutrition of my carabao,” Julieta Cafe, another recipient shared.

Jekem Sanchez, Regional AI Coordinator of DA Caraga Livestock Program, disclosed that such activity became a regular undertaking between DA and LGUs allowing their technicians to offer their expertise anywhere in the region.

Earlier this year, the said livestock outreach program had been conducted in Basilisa, Libjo, and Dinagat in the Province of Dinagat Islands (PDI) and soon at Mainit and Tubod in Surigao del Norte.

Joel Geraldo, another farmer-recipient, expressed his appreciation to the team members who extended their services and shared their expertise.

“Through this program, we feel that the government is working for us, thinking for the welfare of the farmers,” he said.

Municipal Agriculturist Ceasar Blanco of Cantilan said that they feel honored that DA Caraga chooses their municipality as the venue of the said outreach program. (DA Caraga)


Symbolic babies for 100M population turn 5

BUENAVISTA, Agusan del Norte, July 24 --  The babies who represent the impact of the increasing population size of the country will turn five on July 27 this year.

The regional office of the Commission on Population and Development (PopCom) continues to monitor the growth and development of the so-called 100Mth babies in Caraga Region as its indicator in the implementation of the country’s population policy and thrusts addressing the ballooning population size.

PopCom highlighted this year’s celebration with the theme “Sa Ika-limang taon ni baby, Pagtutulungan tungo sa Maunlad at Malusog na Kinabukasan.”

The birth of the symbolic 100Mth babies which was witnessed by PopCom, together with the Department of Health and Philippine Health Insurance Corporation reminded us that the country’s population already hit 100 million last July 27, 2014 at exactly 12:06 a.m.

The 7th symbolic babies namely Lyca Jane Geroy, Zhyraiah Orillaneda Tranquilan, Bella Christina Matugas Lincuna, Queen Genyvic Malate Juanillo, July Marie Aquino Dahug, James Mark Diano Montalban and Arhea Jabonillo Damasco were closely monitored by the Local Population Office as to their health status and development.

Based on the report as to their whereabouts, only Arhea Jabonillo Damasco together with her family had migrated to Region X.

During the event, the Department of Health through the Regional Nutrition Council will present the health and nutritional status of the symbolic babies based on the result of the status monitoring report hand-carried by the parents.

In recognition of the important role of the symbolic babies in the region, PopCom will hand in a birthday gift pack to the child during their 5th birthday. The gift packs contain various stuff based on the child’s developmental needs.

As part of the agency’s commitment to zero the unmet need for modern family planning, a brief orientation on Responsible Parenting and Family Planning to the parents of the symbolic babies will comprise the event.

RIACAT-VAWC Caraga sets activities for 2019 WDAT celebration

BUTUAN CITY, July 23 (PIA) – The Regional Inter-Agency Committee Against Trafficking – Violence Against Women and Children (RIACAT-VAWC) Caraga has once again lined-up activities for this year’s celebration of the World Day Against Trafficking (WDAT) on July 30, 2019 with the theme “Isang Bayan, Isang Paninindigan Laban sa Trafficking ng Mamamayan” (One Nation, One Affirmation Against Trafficking in Persons).

“The committee has agreed to conduct series of activities to show a unified approach of solidarity with the victim-survivors and awareness raising initiative to fight trafficking in person (TIP) in the entire Caraga region,” said Department of Social Welfare and Development (DSWD) Caraga regional director and RIACAT-VAWC chair Mita Chuchi Gupana-Lim.

Lim bared that members of the committee from various government agencies will convene on July 24-26, 2019 for the conduct of Multi-Disciplinary Training on handling/managing Trafficking in Persons (TIPs) and Victim Protection in San Agustin, Surigao del Sur.

On July 30, 2019, different sectors will also join the committee in the Advocacy Walk scheduled at 4:00 a.m. from the Agusan del Norte Provincial Capitol Ground going to Guingona Park, Butuan City, where the program will also be held. On this day also, the public could witness the launching of the Quiz Bowl for Barangay VAW Desk Officers.

“Aside from that, the committee will also recognize the focal persons and centers providing services for TIPs, and awarding of service providers/duty bearers. In the evening, an advocacy concert will also be held with various local performers,” said Lim.

The lady director also revealed that in time with the charter day of Butuan City on August 2, 2019, the members of RIACAT-VAWC will be visiting the Home for Boys and Gesu Eucharistic in Buenavista, Agusan del Norte for a Gift-Giving activity.

A total of 37 boys and girls will benefit from the activity.

Project Zacat: BCPO’s pro-Muslim intervention

Negative reactions beget negative results which beget more negative reactions.

Long ago, horrifying terror attacks like what happened in Marawi City have been perpetrated by the radical Muslims. In addition to this, the traditional look and culture of the Muslims are very foreign to most of the citizens particularly in Butuan City which is a Christian dominated place. Many times, they look at the entire Muslim population in the eye of suspicion causing the Muslim population, in turn, to respond in a defensive manner. Police, however, is a subset of community and therefore share in their general view and biases.

As it is the job of the police to serve and protect the community without prejudice, they have the duty to reach out to the potentially alienated community, in this case the Muslim community.

This cannot be done effectively without first taking inventory of the feelings and viewpoints of Muslim dwelling in this city. Added to this fact is the scientific research finding that a healthy police-community relationship is important for an effective police department.

PROJECT ZACAT

Butuan City Police Office (BCPO) continues to innovate programs that would address the issues on the Muslim community. As far as the ongoing programs of the Philippine National Police in police community relation (PCR), BCPO will create new programs that would solely focus on the Muslim dwellers in this city.

Programs such as feeding, medical mission, Brigada Eskwela, clean-up drive, pulong-pulong, and other community-based programs will be modified in a way that it would suit the needs of the Muslim community of Butuan City.

Police Col. Albert G. Magno, city director of BCPO, instructed the newly installed force commander of Butuan City Mobile Force Company (BCMFC) Police Lt. Col. Romeo A Villalobos, Jr.  to come up with an idea on how to improve the police relationship with the Muslim community.

According to Magno his strong belief that factions in the community and misconception of one’s culture are devastating factors for a good public service resulted to the idea of creating a new project that should foster an atmosphere of cooperation and mutual respect between the police and the people they serve.

Subsequently, Villalobos initiated the creation of “Project Zakat” which aims to build a good Police-Muslim community relationship and would encourage the Muslim community to support the plans and programs of the BCPO.

Zakat is an Arabic word that means almsgiving for charitable purposes. This implies that this project would relay the message of sincerity of BCPO in serving the community without bias and without looking at the individual races and cultures.

BRIDGING THE CHRISTIAN-MUSLIM DIVIDE

Recently, elders, imams and other prominent Muslim citizens of Butuan City were invited for a conference with Villalobos at the BCPO. He presented the plans of launching a new project and its activities that are solely intended for the Muslim community.

The conference gained positive response from the Muslim attendees. The Sultanate of Caraga expressed his gratitude to the efforts exerted by the BCPO in reaching out to them.

Most of the participants mentioned that this is the first time that they felt their existence has been given importance and equal view with the Christian dwellers.

Villalobos mentioned that he is hoping that this would end the negative impressions and misunderstanding among the Muslims, police and the community of Butuan City and would strengthen the support of the people to law enforcement.

Farmers’ association ng Caraga makikinabang sa mechanical rice transplanters mula sa DA

LUNGSOD NG BUTUAN, Hulyo 23 (PIA) -- Malaki ang pasasalamat ng mga magsasaka sa Caraga region dahil sa tulong na ibinigay ng Department of Agriculture (DA).

Isang daan at sampung rice transplanters ang ibinigay sa 110 farmer's association ng DA Caraga na nagkakahalaga ng 30.4 million pesos.

Ayon kay Felisa Hambala, chairperson ng Bayugan 3 Irrigators Association ng Rosario, Agusan del Sur, malaking tulong ang mga transplanters na ito para mabawasan ang kanilang gastos sa pagtatanim.

Ganoon din ang pasasalamat ni Roman Padilla, Jr. Ang chairperson ng Mambotua Farmers Association, Inc. ng Magallanes, Agusan del Norte dahil isa sila sa mga naging benepisyaryo ng programa.

Maliban sa ibinigay na  transplanters sa mga magsasaka, tinuruan din sila ng DA kung papano ito gamitin at alagaan.

Ayon kay  DA regional technical director for operations Alberto Ocampo, Jr., maliban sa bawas ng oras sa sakahan, ang mga makinaryas ay makakatulong din upang dumami ang kanilang mga ani at mapataas ang kanilang kita.

Nakatuon ang DA na baguhin ang pamamaraan ng mga magsasaka upang maging produktibo at maging competititve sa pamamagitan ng mechanized farming technologies. (NCLM/PIA Caraga)
