DOH Caraga: Follow effective mosquito control at
home to prevent dengue

BUTUAN CITY, May 28 (PIA) – The
Department of Health (DOH) Caraga has called on the public to take
precautionary measures and destroy possible mosquito breeding sites at home,
which causes the increase of Dengue cases in the region.
In time with the upcoming National
Dengue Awareness Month in June, the department reminded the public to practice
the 4-S campaign against dengue.
The Enhanced 4-S campaign stands
for Search and destroy mosquito-breeding sites, Secure self-protection measures
like wearing long pants and long-sleeved shirts and correct use of mosquito
repellent, Seek early consultation for any of the signs and symptoms of dengue,
and Support fogging/misting only in hotspot areas where increase in cases is
registered for two consecutive weeks to prevent outbreak.
The department also reiterated
that one best way is to remove any space or container that can hold unnecessary
stagnant water, which may become breeding sites of mosquitoes.
The DOH Caraga led by regional
director Dr. Jose Llacuna Jr. has constantly been advocating for a clean
environment away from diseases through various campaign, programs, and services
from the regional down to the barangay level.
As per Dengue Bulletin of DOH
Caraga in Morbidity Week 21, it was learned that there were 5,676 Dengue cases
reported to the Regional Epidemiology Surveillance and Statistics Unit from
January 1 to May 25, 2019. Cases were 386.4 percent higher compared to cases of
the same period last year.
Majority of the cases were male
with 3,026. Some 5,417 or 95 percent of cases were classified as suspect or
those persons with acute febrile illness of two to seven days duration plus two
of the following: headache, body malaise, myalgia, arthralgia, retro-orbital
pain, anorexia, nausea, vomiting, diarrhea, flushed skin, rash (petechial,
Herman’s sign).
There were also some 2,356 or 41.5
percent of cases that were classified as Dengue with warning signs. These are
people with acute febrile illness of two to seven days duration plus any one of
the following: abdominal pain or tenderness, persistent vomiting, clinical signs
of fluid accumulation, mucosal bleeding, lethargy, restlessness, liver
enlargement, and/or laboratory increase in Hct and/or decreasing platelet.
From January 1 to May 25, 2019,
Dengue cases in Caraga region are as follows: Agusan del Norte (526); Agusan
del Sur (1,247); Bayugan City (228); Bislig City (135); Butuan City (1,161);
Cabadbaran City (202); Dinagat Islands (190); Surigao City (449); Surigao del
Norte (444); Surigao del Sur (927); and Tandag City (167), totaling to 5,676
cases. This is higher compared to 1,167 total of dengue cases of the same
period last year.
Sixteen deaths were also reported:
Agusan del Norte (3); Agusan del Sur (6); Butuan City (4); Surigao del Norte
(1); Surigao del Sur (1); and Tandag City (1).
With this, the DOH Caraga urged
the public to participate in barangay/community efforts to prevent dengue in
their area as community effort is needed to eradicate dengue by simultaneously
destroying mosquito breeding places and by adapting the 4S strategy.

PDEA Caraga joins Brigada Eskwela

BUTUAN CITY, May 28 (PIA) - In
time with the conduct of Brigada Eskwela in Ambago Central Elementary School of
this city, the Philippine Drug Enforcement Agency (PDEA) Caraga inculcates to
the minds of the school children and the youth the significance of upholding
unity among sectors and active participation of the youth in the communities.
To set a good example in
government service, the personnel of PDEA Caraga made their debut in Brigada
Eskwela, pursuant to the directive of Undersecretary Aaron Aquino,
director-general, to intensify its community service efforts especially for
caraganons.
Apart from the cleaning materials
they donated, government's lead anti - narcotics agency also distributed
information, education and communication (IEC) materials to increase awareness
on the harmful effects of illegal drugs.
“Our regular programs for the
youth will continue, as well as the conduct of lectures in the different
schools to orient students of the harmful effects of illegal drugs to them,”
Lovitos said.
The Libertad Central Elementary
School, Gabriel Elementary School, and Pedro Duncano Elementary School are
among the public schools in the city that benefitted from the presence and
assistance extended by the PDEA.
The official added that PDEA’s
existing programs for the youth will continue to keep the school children and
the youth away from the perils posed by people involved in the illegal drug
trade. She also plead to the locals in the barangays to cooperate and
help the agency in its fight against illegal drug activities.
“Rest assured that we will
continue our task in clearing the community or the barangays in Caraga on
illegal drugs. Together with the Philippine National Police and other law
enforcement agencies, we will build a safer community, free from illegal
drugs,” said Lovitos.

principal of Ambago Central Elementary School, expressed her warm thanks to
PDEA and all other government agencies that took time to lend a hand to the

Youth calls on public to properly segregate solid
wastes

BUTUAN CITY, May 28 (PIA)
-- Several trash such as plastic bottles, disposable glasses and
cellophanes were found along the seashore during the conduct of coastal
clean-up and mangrove tree planting which is the main highlight of this year’s
Ocean Month celebration.
During the event, a baby dolphin was
found dead near the seashore of Barangay Manapa, Buenavista, Agusan del Norte.
This was believed to be coming from the
business establishments in the area as well as from the tourists.
Together with the Department of Environment
and Natural Resources (DENR) Caraga and other government agencies, the youths
expressed their sentiments and asked the public to be more responsible and
follow proper solid waste segregation, as this have brought destruction to
marine life.
According to Alejandra Boiser, CENRO of
Nasipit, Agusan del Norte, the said creature might have been affected by the
harmful effects brought about by the garbage thrown in the seas. Hence, she
urged the public to practice proper segregation of garbage and avoid throwing
it elsewhere.
“Let’s follow proper solid waste
segregation to save our environment and the marine life. This will not only
benefit us but also the next generation,” emphasized Boiser.
Kariza Mae Semblante, Municipal
Sangguniang Kabataan (SK) President and SK Chairperson of Barangay Manapa also
emphasized that this is not the first time where they joined the government
agencies in this activity.
She said, the government’s efforts in
rehabilitating the ocean like what was done in Manila bay and Boracay had
greatly helped in protecting the marine life.
“We appreciate the efforts of the
government in ensuring safety and protection of the marine life. We hope to
sustain this by proper segregation of our solid wastes,” said Semblante.
Meanwhile, Forester Rosendo Asunto,
PENRO of Agusan del Norte also said that Caraganons especially those who are
operating business establishments should instill discipline in keeping a clear
area through an effective solid waste management. Several were already penalized

UP-Diliman turns-over one environment-friendly
technology for mine extraction to DOST-Caraga

BUTUAN CITY, May 28 (PIA) - With the
aim to help the small scale miners in Caraga region, particularly those in
Cabadbaran City, Agusan del Norte province, the University of the Philippines
(UP) – Diliman has officially turned-over an environment-friendly technology
for mine extraction to the Department of Science and Technology (DOST) Caraga.
According to UP-Diliman
professor Dr. Herman Mendoza, the said technology is capable of extracting
80 to 90 percent of gold, higher than the regular 40 to 60 percent, without the
use of cyanide and mercury.
The project is called Community-Led
Integrated Non-cyanide, No Mercury Gold Extraction Method or CLINN-GEM.
It has been 10 years since this concept
has been formulated and established.
DOST Caraga regional director Dominga
Mallonga bared that their agency will take charge of the project’s operation.
The DOST would also facilitate a
training for the small-scale miners for them to learn how to effectively use
the technology to improve their income and way of living.
There are groups identified to be
beneficiaries of said project, and director Mallonga hopes that they would
cooperate and work closely with the department, as this would bring bigger
opportunities for the miners.
The CLINN-GEM Project is worth P35-million,
and Caraga is one of the four regions in the country that will benefit from
this facility, which can be found in Barangay del Pilar, Cabadbaran City in

TESDA-Caraga orients partners, stakeholders on EO 70

BUTUAN CITY, May 28 -- The Technical
Education and Skills Development Authority (TESDA)-Caraga today orients
partners and stakeholders on Executive Order 70 in one of the local convention
centers here.
In his speech, TESDA-Caraga Regional
Director Florencio F. Sunico, Jr. pointed out the importance of convergence,
saying that in every cause, for it to succeed, there must be a convergence
effort by and among concerned groups and individuals.
Sunico further said that since TESDA is
the lead agency of the Livelihood, Poverty Reduction and Employment Cluster,
there is a need to orient the cluster members.
The TESDA chief of the region also
underscored that the activity is also the agency’s response as member of the
national task force to end local communist armed conflict and therefore
attaining peace and development in the country thru community-driven Technical
Vocational Education and Training (TVET).
Under the cluster are: Department of
Agriculture (DA), Department of Agrarian Reform (DAR), Department of Trade and
Industry (DTI), Land Bank of the Philippines (LBP), Department of Tourism
(DOT), Philippine Coconut Authority (PCA), National Irrigation Administration
(NIA), Department of Environment and Natural Resources (DENR), National
Commission on Indigenous Peoples (NCIP), Department of the Interior and Local
Government (DILG), Armed Forces of the Philippines (AFP), Philippine National
Police (PNP), Office of the Presidential Adviser on the Peace Process (OPAPP),
National Anti-Poverty Commission (NAPC), National Food Authority (NFA),
Department of Labor and Employment (DOLE), and the Philippine Fiber Industry
Development Authority (Phil-FIDA).
Executive Order 70 series of 2018
institutionalizes the whole-of-nation approach in addressing the root causes of
insurgencies, internal disturbances and tensions, and other armed conflicts and
threats by prioritizing and harmonizing the delivery of basic services and
social development packages by the government, facilitating societal
inclusivity, and ensuring active participation of all sectors of the society in
the pursuit of the country’s peace agenda.
The said EO is in sync with the Joint
Communique signed by ASEAN Member States during the 50th ASEAN Foreign
Ministers meeting in Manila last August 5 2017, which reaffirms the importance
and effectiveness of the Whole-of-Nation approach (as opposed to a purely
military option) in combating terrorism and violent extremism).
Moreover, the EO provides that in order
to achieve inclusive and sustainable peace, government policy should recognize
that insurgencies, internal conflicts, disturbances and tensions, and other
armed conflicts and threats are not only military and security concerns, but
are symptomatic of broader social, economic and historical problems, such as
poverty, historical injustice, social inequality, and lack of inclusivity.

Teknolohiya sa pag extract ng ginto sa Agusan del
Norte itinurnover ng UP-Diliman sa DOST Caraga

CABADBARAN CITY, Agusan del Norte, Mayo
28 (PIA) -- Sa layuning matulongan ang small scale miners ng Caraga region lalo
na ang mga taga Cabadbaran City, Agusan del Norte pormal ng itinurn over ng
University of the Philippines Diliman ang isang teknolohiya sa
pag-extract ng ginto sa pamamahala ng Department of Science and Technology
Caraga region.
Ang teknolohiyang ito ayon kay Dr.
Herman Mendoz,a isang professor ng UP Diliman, ay maaaring makapag extract ng
hanggang 80 to 90 porsyento na ginto, mas mataas kaysa kasalukuyang 60
porsyento lamang, nang walang gamit na cyanide at mercury.
Ang proyekto ay tinatawag na CLINN-GEM
o Community-led Integrated Non-cyanide, No-mercury Gold Extraction Method. Ito
ay binuo sa loob ng 10 taon simula sa pag-conceptualization nito.

miners kung paano ito gamitin upang mas mapalago pa ang kanilang kita at

Mallonga na sana ay makipagtulungan sila at magkaisa dahil ito ay
napakahalagang teknolohiya para sa mga minero.
Ang teknolohiya ay tinatayang
nagkakahalaga ng P35 milyon at isa ang Caraga region sa apat narehiyon sa buong
Pilipinas na merong pasilidad na ganito na matatagpuan sa barangay Del

Mga kabataan nanawagan sa publiko na maging
responsable sa pag-segregate ng basura

LUNGSOD NG BUTUAN, Mayo 28 (PIA) --
Kasama ng Department of Environment and Natural Resources (DENR) Caraga at iba
pang ahensiya ng pamahalaan, nanawagan sa publiko ang mga kabataan na maging
responsable at sundin ang tamang pag-segregate ng basura na nagdudulot ng
pagkasira ng kalikassan lalu na sa karagatan.
Ito’y kasabay sa isinagawang coastal
clean-up at mangrove tree planting bilang aktibidad sa selebrasyon ng Ocean
Month sa Barangay Manapa, Buenavista, Agusan del Norte, kung saan ilan-ilan
ding basura ang nakuha sa baybayin tulad ng plastic bottles, disposable glasses
at cellophane na maaaring nagmula sa basura ng mga residente na napapadpad sa
dagat at maging sa mga turistang dumadayo sa lugar.
Habang isinasagawa ang coastal
clean-up, isang “baby dolphin” na wala ng buhay ang nakita sa
baybayin.
Ayon kay Alejandra Boiser, CENRO ng
Nasipit, Agusan del Norte, posibleng naapektuhan ito sa hindi magandang
naidudulot ng basura sa karagatan. Kaya pakiusap niya sa publiko na
magsimula sa sariling tahanan sa tamang pag-segregate ng basura at huwag itapon
ang mga ito kung saan-saan.
“Dapat na matuto tayong sumunod sa tama
at maayos na pag-segregate ng ating mga basura, hindi lamang para sa ating
kapakanan, kundi pati na sa mga susunod pang henerasyon,” sabi ni Boiser.
Ibinahagi rin ni Kariza Mae Semblante,
Municipal Sangguniang Kabataan (SK) Federation President at SK Chairperson ng
Barangay Manapa, na hindi ito ang unang beses na sumali sila sa ganitong aktibidad
sa barangay.
Ayon sa kanya, malaking tulong ang
isinasagawa ng gobyerno sa rehabilitasyon ng mga karagatan tulad na lamang ng
Manila Bay at Boracay dahil mas naprotektahan ang marine life nito.
“Malaking tulong ang ginagawang
pag-rehabilitate ng gobyerno sa mga karagatan at sa pagpapanatiling malinis ang
kapaligiran dahil isa itong yaman sa atin na dapat din nating pangalagaan,”
sabi ni Semblante.
Ayon din kay Forester Rosendo Asunto,
PENRO ng Agusan del Norte, disiplina ang kailangang pairalin ng mga Caraganons
lalu na yung nasa ibat-ibang business establishments upang mapanatiling malinis
ang kapaligiran at ang karagatan.
Dagdag ng opisyal, hindi matatapos ang
problema sa basura kung patuloy na magiging pabaya ang mga tao. May ilan-ilang
establishtamento na rin ang na-isyuhan ng ilang violations hinggil dito.

plano upang mas maging handa sa darating na pasukan kagaya ng pagsasa-ayos ng
trapiko, pagtuturo ng tamang pagtapon ng mga basura, pagsiguro na ang lahat nga
mga classrooms ay maging kaaya-aya para sa mga mag-aaral, at iba pa.
