Caraga RIACAT-VAWC intensifies campaign vs trafficking in persons

BUTUAN CITY, July 27 (PIA) – The value and respect for life, dignity, and human rights hold ground for efforts of the Caraga Regional Inter-agency Committee against Trafficking in Persons and Violence against Women and Children (RIACAT-VAWC) to pursue strong commitment and amplified advocacy campaign against trafficking in persons (TIP) in the region.

“Every country in the world is affected by human trafficking, whether as a country of origin, transit, or destination for victims including the Philippines. That’s why we plotted activities every year in observance of the World Day against Trafficking in Persons in order to raise awareness of the situation of victims of human trafficking and for the promotion and protection of their human rights,” said Department of Social Welfare and Development (DSWD) Caraga social worker officer and focal person of RIACAT-VAWC Jesse Catherine Aranas in a press conference.

She cited that the province of Agusan del Sur bared the highest case of human trafficking due to its remote and rural geographical location wherein many are prone to becoming potential victims of illegal recruitment or sexual exploitation. Aranas added that poverty is also a contributing factor that makes the victims feel their sense of responsibility in the family and think that it's the only way to help uplift their situation.

According to Atty. Clementino Rabor, assistant regional prosecutor of Department of Justice Caraga and chairperson of the Regional Anti-Trafficking Task Force (RATTF), “there are already six convictions for the offense on human trafficking in Caraga region. Three for sexual exploitation (prostitution and cyber pornography) and three for labour exploitation (illegal recruitment) in particular.”

Rabor further revealed that 89 cases are already pending in court. Also, per DSWD Caraga data, Caraga has been beset by a total of 381 trafficking in persons cases from 2011-2017 (1st semester). These are just cases which are officially reported and may or may not be reflecting the entire cases of human trafficking reported by the Inter-Agency Council Against Trafficking (IACAT).

RIACAT-VAWC interventions

“Of the 381 cases reported to the DSWD, the exploitative purposes revealed the following: forced labor, debt bondage, prostitution, pornography, and slavery,” said Aranas.

Based on data, the typical profile of the victim-survivors of human trafficking in the region usually includes women, between 18-30 years old, has reached the elementary level, coming from marginalized families with labor works, fishing or errand occupations and are recruited into labour trafficking.

“Aside from reason of poverty, the common factors why these victim-survivors are scourged into this kind of situations revealed but not limited to lack of employment opportunities due to low educational attainment, influence of technology, peer influence and lack of awareness of protection laws,” said Aranas.

With this, the RIACAT-VAWC inter-agency members provide different interventions and services to the survivors of trafficking and communities which include legal services/prosecution/law enforcement; health, social, educational, referral services; prevention and advocacy activities.

“Specifically, through the Reintegration Program for Trafficked Persons (RRPTP) of the DSWD which is a comprehensive program that ensures adequate recovery and reintegration services provided to trafficked persons, the TIP survivors are served through utilizing a multi-sectoral approach which delivers a complete package of services that will enhance the psychosocial, social and economic needs of the clients. It also enhances awareness, skills, and capabilities of the clients, the families and the communities where the trafficked persons will be eventually reintegrated,” said Aranas.

The RRPTP services include logistical support during pre and post rescue of TIP survivors; temporary shelter; support services (transportation assistance/auxiliary services, medical assistance, educational assistance); economic reintegration services (skills training, financial assistance for employment and livelihood).

“We have a strong and very functional RIACAT-VAWC but we need the constant help of the community to expose such criminality. Our heart is for genuine service to the community and grassroots,” remarked Andrie Calaque, advocacy officer of Justice, Peace and Integrity of Creation – Integrated Development Center, Incorporated.

The blue heart campaign

As part of the advocacy campaign that allows people to show solidarity with the victims of human trafficking, people are encouraged to wear the ‘blue heart’.

The blue heart represents the sadness of those who are trafficked while reminding every one of the cold-heartedness of those who buy and sell fellow human beings. The use of the blue United Nations (UN) color also demonstrates the commitment of the UN to combat the crime against human dignity.

“We encourage the involvement of the people and inspire action to help stop the crime through the blue heart campaign. It is adopted by several countries all over the world and seeks to raise awareness of the plight of victims. The DSWD will cater related concerns round the clock. VAWC desk is also established in every barangay,” said Tita Ebcas of Butuan CSWD.

Human trafficking is a crime that exploits women, children, and men for numerous purposes including forced labour and sex. The International Labour Organization estimates that 21 million people are victims of forced labour globally. This estimate also includes victims of human trafficking for labour and sexual exploitation. While it is known how many of these victims were trafficked, the estimate implies that currently, there are millions of trafficking in persons victims in the world.

2017 World Day against TIP

In 2013, the United Nations General Assembly designated July 30 of every year as the World Day against Trafficking in Persons (WDTP).

As the Caraga RIACAT-VAWC celebrates its second year, series of activities have already been laid down to be participated by respective stakeholders and the Caraganons.

Video advocacy campaign, radio guesting and press conference on the WDTP were conducted locally. A thanksgiving mass and motorcade will also take place on the 28th of July.

There will also be a logo-making contest with participants coming from member-agencies of RIACAT-VAWC and a dance drama contest for high school students coming from the province of Agusan del Norte and Butuan City. The public can also view the photo gallery and participate in a photo booth activity at the Robinsons Butuan.

DILG Caraga legal officer Atty. Allen Gasulas emphasized the role of the media and community in employing 4Ps (Prevention, Protection, Prosecution, Partnerships) in combating trafficking in persons (TIP) in the region. Asia-Pacific union leaders join hands to end workplace violence

BUTUAN CITY, Jul. 27 (PIA) - A total of 40 participants from 26 affiliates, including global union federations, partners, and allies in 23 countries in the Asia-Pacific converged in Manila recently as they ramped up plans for the biggest campaign against Gender-Based Violence (GBV) within the workplace.

Said event was organized by the International Trade Union Confederation – Asia Pacific (ITUC-AP) in collaboration with the Philippine affiliates and International Labour Organization's - Bureau for Workers' Activities (ILO-ACTRAV).

The growing interest against ‘GBV@Work’ comes as the ILO Governing Body finally decided to place a standard setting item (double discussion) on violence and harassment against women and men in the world of work starting at the 107th Session of the ILO in June 2018.

“We have been preparing for this well in advance,” said ITUC-AP General Secretary Shoya Yoshida.

 “We gather evidence to support the trade union advocacy and campaign for a comprehensive ILO convention and recommendation on ‘Violence and Harassment against Women and Men in the World of Work’ - with a strong focus on gender-based violence (including domestic violence),” Yoshida added.

The said meeting took the next step with building and preparing the Asia Pacific national focal points for campaigning around GBV@Work.

Several sessions reviewed the discussions and decisions of the ILO governing body and the meeting of experts, the ILO law and practice report, walked the participants through the international labor standards and standard setting procedures and other preparatory work.

Participants from Taiwan and Mongolia shared the importance of strengthening the evidence based on domestic violence and its impact at work and using the national survey findings to improve protection of women.

The meeting also showcased participants’ experiences and suggestions in increasing women’s representation in the ILC. Participants gained insights from the sharing of the Philippine tripartite partners on building a unified position on the adoption and ratification of Convention 189 and labor law reforms and implementation.

The meeting concluded with identifying immediate and priority advocacy campaign plans and strategies for the ILC discussions and generated strong commitment from affiliates on actions to address GBV@Work. (FEA/ITUC-AP/PIA-Caraga)


POPCOM launches short films on youth

BUTUAN CITY, July 27 - As getting young people on-board on its continuing campaign against teenage pregnancy and other related concerns, the Commission on Population (POPCOM) launches its Adolescent Health and Development Film Festival for three straight years.

For this year, the film production is anchored on the regional paper of Young Adult Fertility and Sexuality Further Study conducted by the University of the Philippines Population Institute entitled “Maternal Health-Seeking Behaviors of Teen and Young Adults Mother in Caraga Region.”

The project is also closely coordinated with the Department of Education in promoting and creating awareness on various adolescent and youth issues and concerns, particularly in the prevention of unintended pregnancy, STI, and HIV/AIDS infections.

As aimed by POPCOM, the films which shall be developed by junior high school students will provide the young people with appropriate information and life skills to enable them to cope with problems related to the attainment of their full development into adulthood.

The two short films which were produced by Caraga Region for the national competition are now used in various advocacy activities of POPCOM, Local Government Units and other stakeholders, Desisyon (2015) and Dibuho (2016).

POPCOM disclosed that the participating teams who represent their respective city and province are expected to develop and produce and audio-visual material, a short film with a maximum running time of 15 minutes including credits and disclaimer, and also a two-minute film version and a 1-minute trailer.

Regional winners will receive a cash prize, trophy and medal and a chance to compete at the national film festival, and international as well.

Prior to the film production, the participating teams participated to the basic film making workshop, as a prerequisite to join the Regional Adolescent Health and Development Film Festival. (POPCOM-Caraga/PIA-Caraga)

Caraga region records decrease in human trafficking victims

BUTUAN CITY, July 26 (PIA) – The intensified advocacy campaign on anti-trafficking in persons (TIP) in Caraga region has resulted a significant decrease in the number of rescued victims of trafficking from 36 individuals in 2016 to 10 individuals only in 2017, both during the 1st semester of the year.

“The decrease of the rescued victims signifies the awareness and rise in consciousness of people as a result of the massive information campaign conducted by the police force, partners line agencies, members of the Regional Inter-agency Committee against TIP and Violence against Women and Children (RIACAT-VAWC), and other advocates in our locality,” underscored PSupt Martin Gamba, chief public information officer of Philippine National Police-13 during a press conference on World Day against Trafficking in Persons held Tuesday in the city.

He also revealed that related to TIP incidents, the number of suspects apprehended has increased from 35 suspects in the 1st semester of 2016 to 52 suspects in same semester of 2017.

“The increase in apprehensions is a clear manifestation of the community’s active cooperation and contribution in achieving our efficiency in conducting operations against TIP,” said Gamba.

According to Atty. Clementino Rabor of Department of Justice Caraga, this is also indicative to the awareness of the local government units on the occurrence of TIP in their community.

Rabor, further said that through community involvement and collaborative efforts of partner stakeholders, detection of possible trafficking incidents will be easier. He added that a holistic approach is undertaken in addressing the TIP in the region.

Human trafficking is one of the most pervasive human rights violations which continue to soar as to its data and effects. Although accordingly, everyone could be possibly victimized by this massive global phenomenon, it still targets mostly the vulnerable sectors like women and children. (VLG/PIA-Caraga)


Valorian troopers to celebrate 43rd founding anniv on August 1

TANDAG CITY, Surigao del Sur, July 26 (PIA) – The 36 Infantry (Valor) Battalion, 4th Infantry Division, Philippine Army is set to celebrate its 43rd founding anniversary on August 1, 2017, to be held at the battalion headquarters in Barangay Dayo-an, Tago, Surigao del Sur.

This year's theme is “36IB: Strengthening Our Commitments to Serve and Securing the Filipino People, Intensifying Partnerships, Changes Lives.”

According to 36IB spokesperson Captain Al Anthony Pueblas, several activities have already been conducted earlier this month, which included: opening of the sports fest last July 10; mangrove planting in Tago town last July 14 with partner stakeholders; 2-day mass feeding and the “Libreng Serbisyo with TESDA” held at Cayale Elementary School in Tago town and Mabuhay Elementary School in Tandag City on July 20-21, respectively.

On July 22, a coastal cleanup activity was conducted along the coast of Mabua Beach in the city and Tago Bridge in Tago town, Pueblas added.

During the anniversary day on August 1, 2017, a mass wedding ceremony is scheduled followed by the founding anniversary program where partner stakeholders are set to be recognized.  (PIA-Surigao del Sur)


Butuan Christian group to spearhead ecumenical prayer for peace in Mindanao

BUTUAN CITY, July 26 (PIA) - The Ophir Care Missions Philippines Inc., a non-government organization, in partnership with the Diocese of Butuan and local evangelical churches will be spearheading an ecumenical prayer for peace in Mindanao on Monday, July 31, 2017, at the Carmen Hall, Almont Inland Resort, this city.

The activity is a sequel to the prayer gathering done in Cagayan de Oro City recently to answer the need for prayers for the Marawi City crisis.

According to Ophir Care Missions Philippines Inc. president Pastor Nolan O. Lloren, the objective of this event is to show their heartfelt concern over the crisis of the nation and to express the passionate contribution to the rehabilitation and development of the entire Mindanao islands.

The event is anchored on the theme, “Prayer for peace, reconciliation, healing, solidarity and unity.”

Said activity will be highlighted with a pledge of commitment and a covenant signing of the following: support the troops; participate in the rehabilitation of Marawi City in any means; promote love, peace, security and unity in Mindanao starting in Caraga region; resist all forms of crime against humanity; and help build and develop MIndanao starting in every community in the region. Agusan Norte ready for breeder stocks from DA

BUTUAN CITY, July 26 - The Department of Agriculture (DA) Caraga Region is set to give breeder stocks intended for the province of Agusan del Norte.

.Just recently, the Sangguniang Panlalawigan authorized Provincial Governor Ma. Angelica Rosedell M. Amante-Matba to sign a memorandum of agreement (MOA) with the DA through Sanggunian Resolution No. 159-2017, authored by Provincial Board Member Virgilio R. EscasiΓ±as, Jr., chairman of the Committee on Cooperative, Community Organizations, Agrarian Reform, Agriculture and Indigenous People’s Concern.

According to Board Member EscasiΓ±as, which studied the merits of the breeder stocks program, the provincial government of Agusan del Norte through the Provincial Veterinary Office shall receive as breeders stocks for the province the following: two beehive colony; 10 heads swine (one head boar and nine heads gilt); five heads heifer; and five heads caraheifer.

EscasiΓ±as added that the DA will also give 33 heads cattle (three heads bull and 30 heads heifer) and 33 heads carabaos (three heads carabull and 30 heads caraheifer) as breeding stocks for the indigenous peoples in the province.

The provincial government and the DA-Caraga Regional Office recognized the importance of the participation of the private and government breeding farms in the production of livestocks forecasted as sources of stocks for backyard farming and the need for a comprehensive small ruminant genetic improvement program to improve and develop productivity and efficiency of the local stocks in the province as well as in the Caraga Region.

The DA-Caraga is currently implementing the Genetic Improvement Program (GIP) that supports the National Genetic Resource Improvement Program for the establishment of a sustainable Livestock and Poultry Multiplier Farm Projects (MFP) that aims to establish strategic areas in the country for multiflier farms for deserving recipients. News Feature: 650 OFWs, families, partners join 22nd Migrant Workers Day in Caraga

BUTUAN CITY, July 26 - Around 652 participants composed of the migrant workers or OFWs, their families and relatives, government and social partners, service providers, recruitment agencies, and as well as the working force celebrated the 22nd Migrant Workers Day for Caraga Region at the Claver Municipal Multi-purpose Convention Hall in Claver, Surigao del Norte recently.

Overseas Workers Welfare Administration (OWWA) administrator Hans Leo Cacdac, in his message, emphasized how the agency continually develops and enhances its programs and services to meet the needs of its member OFWs, both active and inactive. “Dito po sa OWWA, layunin naming lalo pa kaming mapalapit sa inyo at lalo pang maging relevant, accessible ang mga programa namin para po sa inyo,” said Cacdac.

Moreover, Claver Municipal Mayor Eddie P. Gokiangkee took time to extend his gratitude to the Migrant Workers for the great positive impact that they contribute to the economy. “I am thankful to our OFWs who have kept our economy vibrant. It is beyond fitting to earmark a day to express our appreciation to them," Mayor Gokiangkee said.

Among the desires of the activity is to bring the services of both public and private sector closer and easily accessible to the participants. OWWA Caraga Regional Director Samuel S. Madrid acknowledged the support of the network of government agencies who work hand-in-hand in the promotion of the welfare of OFWs. PhilHealth, Social Security System, Home Development Mutual Fund (Pag-IBIG), Philippine Overseas Employment Administration (POEA) and the Development Bank of the Philippines- Claver Branch were given booths and a slot during the program to advocate their programs and services.

Other social partners who have contributed to the success of the celebration were the members of the Caraga Association of Recruitment Agencies (CARA), Pru Life UK, Camella Homes, Philippine Group Metals Corporation (PGMC), Hyundai Motors, Nature’s Spring, Pepsi Cola Corporation and Paymaya.

Meanwhile, PhilHealth, a constant partner of the agency in all its institutionalized events initiated a trivia of their programs and services with giveaways at stake. Ruelan Enterprises, B-MEG, and San Miguel spearheaded the parlor games which tested out the competitiveness and energy of the participants. Surely, it pays to participate in the games because a number of cash prizes were given to the energetic winners. The activity brought much laughter and fun to the OFWs and even the sponsors altogether.

A dance competition was originally organized for the activity, but the OFW Family Circles were not able to send their entries since most of them are working. It did not, however, hamper the chance of the only group who prepared enough to showcase their talents. The OFC of Tagana-an, with their Muslim inspired outfits complete with beautifully designed props, danced the Pinoy Ako, Pinoy Tayo, a household song for all of us Pinoys. They automatically got the first prize and was hailed the 22nd Migrant Workers Day dance contest winner.

All of the participants were delightful as they took home their prizes prompted by the outpouring support of both the government and social partners who added up to the already exciting prizes prepared by OWWA. The numerous giveaways including loads of household goods, home appliances and two bicycles that were given away left the crowd ecstatic during the conduct of the activity

Still true to the wholistic goal of the celebration, a community dance was led by the OWWA staff in the newly-hyped tune of Despacito. All the participants from the youngsters to the elderly swayed their hips like they have never before. Even the social partners and government agencies shared the same excitement and participated in the exercise that kept them lively especially during noon time.

While enjoying the many activities being done, a simultaneous Pampering Booth: foot massage, manicure, and pedicure was also provided to the participants who wanted to relax and have a me-time for free. Freebies were also given by the social partners to those who shopped in the booths.

In the end, no participant went home empty handed. Although not all of them brought home prizes, all of them enjoyed and took home with them giveaways, the fun-filled memory of camaraderie, the joy of importance and a cheerful heart ever so excited for the OFW Family Day in December and have another chance of winning more gifts. PNP Caraga to hold 'ImbestigaTour 2017'

BUTUAN CITY, July 26 - As part of the simultaneous cascading of Directorate for Investigation and Detective Management (DIDM) priorities, the Caraga Police Regional Investigation and Detective Management will conduct a three-day seminar dubbed as “ImbestigaTour 2017”  towards a better investigative service on July 26-28, 2017.

Police Regional Office (PRO) Caraga regional director PCSupt. Rolando Felix said the seminar is aimed at enhancing the skills of police officers in the field of investigation, follow-up, tracking of cases, and the use of technology.

“On our efforts to improve the competency of Caraga Police force, specifically in the field of investigation, this activity will hasten our pursuit of a more peaceful and a safer Caraga,” Felix added.

A total of 140 participants from different Caraga police offices, regional crime laboratory, and Criminal Investigation and Detection Group will attend this 3-day activity which will highlight refresher workshops on Report Encoding, Event Reporting commonly known as E-Blotter, Crime Information Reporting and Analysis System (CIRAS) and tutorial on Quantum Geographic Information System, E-Rouge and Overview on E-Subpoena.

DOLE-NRCO, DepEd, other partners to conduct ‘Salindunong 2017’

BUTUAN CITY, July 25 (PIA) – The National Reintegration Center for OFWs (NRCO) under the Department of Labor and Employment (DOLE) is spearheading the conduct of the ‘Salindunong 2017’ for Overseas Filipino Workers (OFWs) K-12 teachers of the entire Caraga region on July 29-30, 2017.

According to DOLE Caraga regional director Chona Mantilla, said activity is in partnership with the Unified Filipino-American Educators, Inc. (UNIFIED) – Maryland Chapter, Washington, D.C, who will visit the region on the aforementioned dates.

“The activity aims to provide skills training and capacity building for our OFW teachers who are employed by the Department of Education (DepEd) through our ‘Sa Pinas, Ikaw and Ma’am/Sir’ project and those who are pre-screened/pre-quaified to be employed by DepEd through the k-12 program as allocated by the department for OFWs’ employment,” highlighted Mantilla.

Mantilla further encouraged other OFWs to learn to know more about the other opportunities that they could venture and excel in their field of interest.

DSWD-13 to recognize 4P’s scholarship grant graduates

BUTUAN CITY, July 25 (PIA) – In recognizing the exemplary performance of the scholar-graduates who benefitted from the 4P’s scholarship grant under the Expanded Students’ Grants-in-Aid Program for Poverty Alleviation (ESGP-PA), the Department of Social Welfare and Development (DSWD) Caraga through the Social Marketing Unit (SMU) will conduct an advocacy activity dubbed “Padayag” on August 11, 2017 in this city.

Along with the celebration is the awarding of the regional winners for the Search for Exemplary Child, Huwarang Pamilya and Modelong Parent Leader.

According to DSWD Caraga OIC regional director, a press conference will be conducted right after the activity to provide updates on the implementation of the Pantawid Pamilyang Pilipino Program (4Ps), its milestones for the first semester of 2017.

This year’s activity bears the theme, “Hamon sa Bagong Henerasyon: Serbisyong May Malasakit Para sa Maunlad na Bukas ng Bawat Pilipino”.

The ESGP-PA is an educational grant which gives priority to the beneficiaries of 4Ps by providing them opportunity to get college education, increase their chance to get better employment in the future and ultimately uplift the lives of their family so that they become contributors to national development.

The 4Ps student grantee is entitled to a maximum of P60,000 as grant per year or P30, 000 per semester. The grant covers the costs for tuition fees and other school fees; academic and other extracurricular expenses; purchase of textbooks; board and lodging; transportation; clothing; admission and entrance fees; health and other valid related education expenses and support services. Butuan soldiers undergo photoshop, mobile photography training

BUTUAN CITY, July 25 (PIA) - The 4th Civil Military Operations “Kasaligan” (CMO) Battalion, 4th Infantry Division, Philippine Army based here underwent a mobile photography and photoshop training aimed to enhance the personnel’s knowledge and skills on photography and prepare them to perform their task as civil military operators.

Lt. Col. Rico A. Amaro, 4CMO commanding officer, said that it is important for every CMO soldier to learn and develop the skills in photography and photoshop as these can be used in their community activities.

He also added that the coordination between government agencies, LGUs, and stakeholders will be more effective and easier if the soldiers have this kind of skills. (RCO/PIA-Caraga)

TANDAG CITY, Surigao del Sur, July 25 (PIA) – The State of the Nation Address (SONA) delivered by President Rodrigo Roa Duterte Monday afternoon gained positive responses from different sectors (security, business, government) in the province.

In an interview with Radyo Pilipinas Tandag, 402nd brigade commander Col. Franco Nemesio Gacal said that he was overwhelmed when President Duterte promised of the “swift acquisition of medical equipment and medical centers” for the Armed Forces of the Philippines (AFP).

"It is a great help for the AFP and for the welfare of our soldiers who put their lives in danger while performing their duties and responsibilities," said Col. Gacal. While former councilor and Tandag administrator Gigi Irong rated President Duterte’s SONA with the score of 9. The rating is based on a scale of 1 to 10.

“'(My) administration will remain focus on the war against illegal drugs' marked on my mind,” said Boboy Peteros, a government employee. According to Peteros, illegal drugs are the main cause of most evildoers and crimes.

Meanwhile, the implementation of Martial Law in Mindanao has also gained positive feedbacks in Surigao del Sur as 1st District Sangguniang Panlalawigan Member Henrich Pimentel, Provincial Administrator Efren Rivas, and Tandag City Police chief of police Rey Sorreda earlier expressed their support for its extension before it was approved recently by the legislators. NEDA-13 set to conduct RDP regional launch in Butuan City

BUTUAN CITY, July 25 (PIA) – To further promote ownership, entitlement and participation among Caraganons of the Caraga Regional Development Plan (RDP) 2017-2022, the National Economic and Development Authority (NEDA) Caraga prepares for the RDP Regional Launch on Tuesday, August 1 to be held at the LMX Convention Center in this city.

“Of equal importance to the crafting and then approval of the plan is encouraging Caraganons to own the plan and contribute towards the achievement of its goals and objectives. Hence there is a need to seek popular support by conducting various activities,” said NEDA Caraga regional director Mylah Faye Aurora CariΓ±o.

Anchored on the theme, “Ikaw, Ako, Kitang Tanan: Kalamboan, Atong Paningkamutan,” the launch will be a symbolic gathering of people across all sectors that will be involved in the plan implementation process.

The event will be graced by NEDA Secretary Ernesto Pernia as the keynote speaker. The activity will also showcase several artistic cultural presentations by various local artists featuring the Caraga region and the Caraga RDP.

The RDP 2017-2022 was approved by the Regional Development Council through RDC Resolution Number 8, Series of 2017 during the 1st Quarter Meeting last March 2, 2017. “The plan was crafted after a series of multi-stakeholder consultations both at the regional and local levels,” added CariΓ±o.

Asia-Pacific union leaders join hands to end workplace violence

BUTUAN CITY, Jul. 25 (PIA) - A total of 40 participants from 26 affiliates, including global union federations, partners, and allies in 23 countries in the Asia-Pacific converged in Manila recently as they ramped up plans for the biggest campaign against Gender-Based Violence (GBV) within the workplace.

Said event was organized by the International Trade Union Confederation – Asia Pacific (ITUC-AP) in collaboration with the Trade Union Congress of the Philippines (TUCP) and ILO's Bureau for Workers' Activities (ILO-ACTRAV).

The growing interest against ‘GBV@Work’ comes as the International Labour Organization (ILO) Governing Body finally decided to place a standard setting item (double discussion) on violence and harassment against women and men in the world of work starting at the 107th Session of the ILO in June 2018.

“We have been preparing for this well in advance,” said ITUC-AP General Secretary Shoya Yoshida.

 “We gather evidence to support the trade union advocacy and campaign for a comprehensive ILO convention and recommendation on ‘Violence and Harassment against Women and Men in the World of Work’ - with a strong focus on gender-based violence (including domestic violence),” Yoshida added.

The said meeting took the next step with building and preparing the Asia Pacific national focal points for campaigning around GBV@Work.

Several sessions reviewed the discussions and decisions of the ILO governing body and the meeting of experts, the ILO law and practice report, walked the participants through the international labor standards and standard setting procedures and other preparatory work.

Participants from Taiwan and Mongolia shared the importance of strengthening the evidence based on domestic violence and its impact at work and using the national survey findings to improve protection of women.

The meeting also showcased participants’ experiences and suggestions in increasing women’s representation in the ILC. Participants gained insights from the sharing of the Philippine tripartite partners on building a unified position on the adoption and ratification of Convention 189 and labor law reforms and implementation.

Sec. Pernia to unveil PRDP in Caraga

BUTUAN CITY, July 25 - Sec. Ernesto M. Pernia of the National Economic and Development Authority will unveil the Philippine and Regional Development Plans (PDP/RDP) 2017-2022, Tuesday, August 1, 2017 at the LMX Convention Center here.

The PDP and RDP are anchored on the 0-10 point Socioeconomic Agenda of the Duterte administration, which is geared towards realizing AmBisyon Natin 2040 of a “Matatag, Maginhawa, at Panatag na Buhay.”

At the short-term, the RDP will lay down the foundation for inclusive growth, a high trust society and a globally competitive knowledge economy at the regional level by 2022. By 2022, Caraga aims to become the “Fishery, Agro-Forestry, Mineral, and Eco-tourism Center of the Country” by developing the region’s abundant resources in fishery, agriculture, forestry, mining, and eco-tourism.

These sectors have been observed as the growth drivers of the region’s economy, generating employment for the region. The improvement of the productivity of the said sectors will result in generation of employment opportunities and reduction in poverty.

The Caraga Regional Development Council (RDC) approved and adopted the RDP through RDC Resolution No. 8, series of 2017 during the RDC Full Council Meeting on March 2, 2017.

DOST S&T undergrad scholarships for 2018 now open

BUTUAN CITY, July 25 - The Department of Science and Technology Caraga Region (DOST Caraga) is now accepting applicants for the 2018 S&T Undergraduate Scholarships for Republic Act 7687 and Merit Programs.

The selection of scholars is through a written examination which will be held on October 15, 2017 in eight test centers in the region.

To be eligible to take the scholarship examination, an applicant must possess the following qualifications: Member of the STEM strand senior high school graduating class; or member of the top five percent (5%) of the Non-STEM strand senior high school graduating class; Natural-born Filipino citizen and resident of the municipality for the last 4 years as attested by the barangay chairman; With good moral character and in good health; and Qualifier of the 2018 S&T Scholarship Examination.

Dinagat Islands LGU joins NDPR week celeb

SAN JOSE, Dinagat Islands, July 25 - The Provincial Social Welfare and Development Office (PSWDO) in Dinagat Islands joined the 39th National Disability Prevention and Rehabilitation Week Celebration through the conduct of 2nd PWD Convention on July 20, 2017 held at the Provincial Guest Center, this province.

Anchored on the theme, "Karapatan at Pribilehiyo ng May Kapansanan: Isakatuparan at Ipaglaba," the activity aims to fully recognize the rights of PWDs (Persons with Disability) and their reintegration to the society.

During the said activity, the Provincial Health Office (PHO) provided vitamins such as ascorbic acid, vitamin B complex, and vitamins with iron.

Caraga nutrition advocates intensify campaign against malnutrition

BUTUAN CITY, July 24 (PIA) - The nutrition advocates from government agencies, media and private stakeholders in the region known as Caraga Movers convened on Thursday for its meeting held at Almont Hotel's Inland Resort, this city.

The National Nutrition Council (NNC) under the Department of Health (DOH) Caraga organized said activity. The group discussed nutrition updates and Philippine Plan of Action for Nutrition ‎2017-2022.

Leah Vina Vargas, nutrition officer III of NNC-DOH Caraga reiterated that the Caraga Movers is a multi-sectoral organization envisioning an empowered and resourceful society through nutrition.

In her discussion on the 2017 Nutrition Month celebration and its objectives, Vargas cited that one of the objectives of this year's campaign is to help the citizens identify the healthy foods that will give them good diet and nutrition and prevent unhealthy foods being sold in the market.

“The National Nutrition Council’s 2017 Nutrition Month theme: “Healthy Diet, Gawing Habit – For Life!” It is a call for all Filipinos to start the consumption of healthier foods and discourage them from eating unhealthy diets that has never been stronger and louder,” Vargas relayed.

Also, Aldrin Atienza, nutrition officer of NNC-DOH Caraga highlighted the importance of a healthier diet. He emphasized that "our body has specific needs, people should therefore eat with balance, variety and moderation."

“People should eat the right quantity of food, reducing food waste. We should be able to control ourselves from eating too much food,” reminded Atienza.

Meanwhile, Karlyn Rose Panes, nutrition officer of NNC-DOH Caraga also stressed that eating unhealthy foods easily leads people to have non-communicable diseases and may shorten life span. “We should observe right eating habits and choose to live longer,” she said.

This years’ Nutrition Month celebration is aimed to promote healthy diets to contribute to the reduction of overweight, obesity and non-communicable diseases. It also teaches the public on how to better discern between healthy and unhealthy foods for better food choices; and encourage food industry including farmers, producers and distributors and food establishments to produce and make available healthier food options to consumers. DOST Caraga announces scholarships for junior college students for SY 2017-2018

BUTUAN CITY, July 24 - The Department of Science and Technology (DOST-Caraga) is now accepting applicants for the 2017 Junior Level Science Scholarships (JLSS) for Third Year College Students.

This year’s JLSS Program has three (3) categories: Republic Act (RA) 10612, which aims to strengthen the country’s science and technology education by fast-tracking graduates in the sciences, mathematics and engineering who shall teach science and mathematics in secondary schools throughout the country; RA 7687 – awarded to poor, talented and deserving students who belong to families whose socioeconomic status do not exceed the set values of certain indicators; and Merit – awarded to students with high aptitude in science and mathematics and are willing to pursue careers in the fields of science and technology.

The implementation of RA 10612 supports the execution of Section 8 of the K to 12 law which urges the hiring of teachers from among the graduates of science, technology, engineering and mathematics courses.

The selection of DOST scholars is through a written examination which will be held on November 19, 2017 (Sunday) at identified testing centers all over the country.  To be eligible to take the scholarship examination, applicants must have the following qualifications: Natural-born Filipino citizen; Incoming regular 3rd year college student in an identified priority S&T course for SY 2017-2018; Have a general weighted average (GWA) of at least 83% or its equivalent in his/her first and second years in college; Qualifier of the 2017 JLSS Examination.

Qualifiers of this scholarship program will receive the privileges following the existing financial assistance of the RA 7687 and RA 10612 scholars.  They will be entitled to subsidy for tuition fee and other school fees, monthly living allowance for 10 to 11 months, book allowance, and more during the last 2 or 3 years of their undergraduate studies.

DTI intensifies entrepreneurship, consumer advocacy for students in Surigao Norte

SURIGAO CITY, Surigao del Norte, July 24 (PIA) – The Department of Trade and Industry (DTI) Surigao del Norte provincial office has intensified its entrepreneurship and consumer advocacy through the conduct of two Entrepreneurship and Consumer Education Seminars (ECES) in the municipality of Bacuag and Surigao City.

The seminar was conducted under the Consumer Advocacy in Negosyo Center for Young Associates (ALCANCYA), a project aims to provide basic understanding on entrepreneurship, consumer rights and responsibilities to senior high school students.

The seminar in Bacuag was held recently in Bacuag National Agro-Industrial School with a total of 177 students attending while that in Surigao City it was held at Caraga Regional Science High School (CRHS) attended by students from CRHS and Surigao del Norte National High School (SNNHS) with 77 participants who are also joining the three-day event on ASEAN Youth Business Forum and Trade Expo.

Technical staff from Consumer Protection Unit (CPU) of DTI Surigao del Norte composed of Trade and Industry Development Specialists Josephine D. Gabutin, Lourdes A. Chua, and Supervising Trade and Industry Development Specialists Rodrigo R. Matabaran, conducted the said seminar and assisted by Sheila Pagapong and Joana Villamor both Negosyo Center Business Counsellors.

Schools administrators and teachers of said schools appreciated the efforts of DTI in conducting the seminar which they believe the students gained knowledge that can help them make a well informed decision in their day to day affairs especially when they buy products as well as on future plans to pursue possible entrepreneurial endeavors. SSS, NG release more than P4.6B for educ loan program

BUTUAN CITY, July 24 - State-run Social Security System (SSS), in partnership with the National Government (NG), has disbursed more than P4.61 billion for its education beneficiaries since it rolled out the Education Assistance Loan Program (EALP) in 2012.

SSS President and Chief Executive Officer Emmanuel F. Dooc said around 81,200 student-beneficiaries have benefited since the program began.

“The program only started five years ago and we have already served more than 73,000 members and their beneficiaries. This partnership with the national government is really meant to help our members finance the educational need of their immediate family members,” Dooc said.

“We wish that the program fund will continue to revolve among our member-borrowers and future beneficiaries. So we also ask our successful beneficiaries, those who have already completed either a college degree or vocational course, to pay their respective loan amounts. Loan payment is also easy with up to 18 months of grace period from the last release of loan proceeds,” he added.

From the 7, 542 beneficiaries in 2012, it increased nearly 11 times to reach the present number of beneficiaries.

For the said beneficiaries, total disbursement was recorded at P4.61 billion this year from the P900.55 million on the pilot year. SSS and NG shared equally the disbursed amount to members.

Dooc clarified that SSS does not receive any subsidy from NG, contrary to recent news reports.

“We wish to clarify that SSS does not receive any subsidy from the national government. EALP is the only SSS program that has a counterpart funding from the national government and this is a loan program for our members,” Dooc said.

“All expenses of SSS including benefit payments like pension and operating expenses are sourced from the collection and investment income,” he explained further.

Recent data from the Bureau of Treasury showed that in May, SSS received P73 million of assistance from the national government as part of its share to the Education Assistance Fund Program (EAFP).

The amount disbursed by the government was requested by SSS in advance in anticipation of the expected number of applications for the incoming semester, said Dooc.

Under the EAFP, SSS is allowed to provide educational loan assistance to its members with a total fund allocation of P7 billion; P3.5 billion of which will be financed by the national government as approved by then President Benigno Aquino III and the other half from SSS.

EAFP loan beneficiaries can be SSS members including their legal spouses or children. While unmarried members can have their siblings, including half-brothers or half-sisters as beneficiaries. To qualify for the loan, members must not earn more than P25,000 a month.

At present, the EALP fund has already been allocated to member-beneficiaries. However, SSS still receives applications to the loan program on a waitlist basis. Only when a member-beneficiary has dropped or graduated from school will there be an opening for a new loan applicant.

“As I have mentioned earlier, the fund of this program is a revolving fund. We have to wait for the repayments from our successful beneficiaries which will be used for future loan releases,” Dooc said. (SSS/PIA-Caraga)


Feature: Shining a light on safety in SurSur

A smile as bright as the sun lit up the faces of barangay officials and community volunteers of Antao, Carmen, Surigao del Sur as they gleefully show their newly-installed 28 units solar powered street lights.

The sub-project amounting to P933,760 was completed through the concerted efforts of the community and funded through the Department of Social Welfare and Development’s (DSWD’s) Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program.

For several years, residents of Barangay Antao relied on gas lamps and regular light bulbs not just to light up their homes but also their streets at night. Although they had existing street lights, these were only installed in Purok 5 which is one of the most interior parts of the barangay.

Since the barangay had a limited budget or Internal Revenue Allotment (IRA) share, there would not be enough resources to fund the installation of street lights to all 6 Puroks. As night falls, roads and other pathways in the barangay become less visible and accessible thereby increasing the risk of accidents and crimes.

In fact, robbery after dark was not uncommon in the village as offenders take the opportunity of the lightless streets, thus, their barangay officials decided to enforce a curfew. However, this was not still enough to ensure the safety of the residents. They thought improving their street lighting would help them address this. When the Kalahi-CIDSS program came into their municipality, the community lobbied the street lights project as the program uses the Community Driven Development (CDD) approach.

Kalahi-CIDSS’ CDD approach helps strengthen community participation by providing opportunities for communities to partake in community development activities. With this approach, communities are made to determine their needs, recommend a solution to answer these and implement the sub-projects themselves. Barangay Antao was one of the barangays chosen for prioritization with their proposed sub-project. Now, with their improved street lighting, about 236 households in barangay are expected to benefit from safer streets and prevent accidents during the night. Former Cong. Aquino named father of Agusan del Norte

BUTUAN CITY, July 24 - The provincial government of Agusan del Norte named the former Congressman Jose C. Aquino as the Father of Agusan del Norte when it celebrated its 50 year founding anniversary last June 12-17, 2017.

Through Provincial Resolution No. 174-2017, provincial officials recognized the efforts of the late Congressman Aquino of the Congressional District of the then province of Agusan del Norte when he authored Republic Act 4979 - the law that divided the lone province into two provinces, namely: Agusan del Norte and Agusan del Sur that Congress enacted on June 12, 1967.

Provincial Board Member Elizabeth Marie R. Calo, author of said resolution, said that it is but fitting to honor the initiative of the former congressman that made history in the creation of the province of Agusan del Norte.

Honorable Aquino, before he was elected as Congressman in the 6th Congress from 1965-1969, also served as the Governor of the province of Agusan from 1964-1965 and the last Governor before the province was divided.

With its 50 years of existence from its creation up to this moment, the province of Agusan del Norte has grown into a progressive province and still continues to envolve and achieve significant milestone as a leading agri-forest and and service provider in Caraga.

Agusan del Norte entrepreneurs: There is more to techno upgrading in DOST

“SETUP is bringing technology and innovation closer to us, the local entrepreneurs” – Lourdes Manulat of ILM Trading, entrepreneur and SETUP client.

The Training on Innovation and Product Development for micro, small, and medium enterprises (MSME) in Agusan del Norte organized by the Provincial Science and Technology Center-SETUP recently kicked off at Almont City Hotel, Butuan City.

The Small Enterprise Technology Upgrading Program (SETUP) is a nationwide strategy of the Department of Science and Technology (DOST) to assist and encourage S&T innovations among qualified MSMEs. Eighteen SETUP clients in Agusan del Norte attended the said training as part of SETUP activities to equip them with needed skills for productivity and competitiveness.

According to Ricardo N. Varela, Assistant Regional Director of DOST-Caraga, it is part of DOST’s mandate to assist in the socio-economic growth of Filipinos. Providing technology upgrading opportunities to MSMEs means more jobs and income for the locals. Aside from acquiring new equipment, SETUP clients also receive free trainings, technical assistance and others. The participants applauded the efforts of the Provincial Science and Technology-ADN for making the assistance fast and hassle-free in their part.

The two-day training facilitated by Prof. Richard S. Celeste, a business management expert and entrepreneur from Mindanao State University-Iligan Institute of Technology, focuses on three aspects: developing the skills of the participants in identifying new and creative products; developing a more customer-centered approach in business,and; encouraging innovation and collaboration in their respective companies. Earlier in the training, the participants made their own innovative products out of plastic straws, bottles and papers and prepared their own product presentation.

“Most of our local entrepreneurs give less prioritization on the importance of innovation and product development. To be competitive and more profitable, they needed these two,” said Ednon John Aparicio, Project Assistant for PSTC-ADN SETUP Program.

Tagalog News: Budayaw Festival gaganapin sa Mindanao

LUNGSOD NG BUTUAN, Hulyo 24 (PIA) - Sa pagtataguyod na mapanatili at mapaunlad ang sining at kultura sa ating bansa, gaganapin ang kauna-unahang Budayaw Festival sa Mindanao na may temang “taking pride in the creative diversity of the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-EAGA) region.”

Ang nasabing aktibidad ay gaganapin ng limang araw sa General Santos city at Saranggani province ngayong darating na September 20 hanggang 24.

Ayon kay National Commission for Culture and the Arts (NCCA) chief Adelina Suemith na ang salitang budayaw ay mula sa pinagsamang mga salita mula sa lengguwaheng bahasa “Budaya” na ang ibig sabihin ay pamana at kultura, at salitang Filipino na “dayaw” na ang ibig sabihin naman ay maganda at mabuti.

Sinabi rin niya na nasa 50 communities sa buong bansa ang inaasahang dadalo sa nasabing festival at isa sa mga gaganapin ay ang mga traditioanal games ng bawat bansa na gagawin ng isang araw. Bukod pa rito, nagpa-abot din siya ng mensahe sa department of education na sana ay mapasama na ang mga tradisyonal na larong pinoy sa asignatura ng Physical Education.

Dagdag pa niya, mahigit kumulang 75 na partisipante ang dadalo mula bansang Malaysia, 150 naman sa bansang Indonesia at 40 sa bansang Brunei Darussalam at nilinaw din nito na ang nasabing festival ay hindi isang kompetisyon kundi ito ay isang paraan sa pagbahagi ng kaalaman, sining, kultura ng bawat miyembro at pagtaguyod ng kapayapaan lalong lalo na sa lugar ng Mindanao.

Ang matagumpay na paglunsad ay pinangunahan ni NEDA caraga regional director Mylah Faye Aurora CariΓ±o, Dinagat Islands provincial administrator Gwendolyn Ecleo-Pols, congresswoman Arlen “Kaka” Bag-ao, at mga opisyales ng nasabing bayan.

Sa kanyang mensahe, ipinaliwanag ni NEDA Caraga director CariΓ±o na ang RDP 2017-2022 ay inaprubahan noong Marso a-dose nitong taon at pinagtibay sa pamamagitan ng Regional Development Council Resolution no. 8, series of 2017.

Ayon pa kay Carino, ang RDP ay nakasentro sa 0-10 point Socioeconomic Agenda ng Duterte administration tungo sa tagumpay ng Ambisyon Natin 2040 na “Matatag, Maginhawa, at Panatag na Buhay.”

Binigyan diin ni director CariΓ±o na sa taong 2022, nilalayon ng RDP na ang buong rehiyon ng Caraga ay magiging fishery, agro-forestry, mining, at eco-tourism o FAME center ng bansa.

Samantala, inihayag naman ni provincial administrator Ecleo-Pols ang kanilang malaking pasasalamat sa NEDA Caraga at sa lahat ng government line agencies sa suportang ibinigay sa local government unit (LGU) ng Dinagat Islands.


Napakalaking tulong umano ito para sa mga Dinagatnons upang mapaunlad ang lalawigan ayon sa programa ng pamahalaan lalung-lalo na sa fishery at eco-tourism. (VLG/SDR/PIA-Caraga)
