DOH Caraga intensifies campaign versus Zika virus

BUTUAN CITY, Sept. 8 (PIA) – In relation to the first confirmed Zika case for 2016 in the country, the Department of Health (DOH) Caraga region has intensified its campaign against the virus.

DOH Caraga regional director Jose R. Llacuna, Jr. during a press conference held on Thursday appealed to the media to help the agency in disseminating the public on how to prevent Zika virus from spreading.

Dr. Llacuna said that inorder to prevent Zika, the public are advised to practice over-and-above efforts in the prevention of the virus by practicing the 4S.

The 4S stands for Search and Destroy mosquito breeding sites like stagnant waters, old tires that accumulate water; Self-Protection Measures by wearing long sleeves and application of mosquito repellant; Seek Early Consultation for fever of more than two days or presence of skin rash, joint pain and conjunctivitis must be consulted to the nearest health facility for proper assessment by a doctor; and Say No to Indiscriminate Fogging – say yes only during outbreaks or when as needed.

Llacuna further said that Zika is primarily transmitted through the bite of Aedes mosquito although some countries have reported it to be transmitted through sexual contact.

The mosquito-borne disease is usually not life-threatening bus has been linked to a rise of birth defect called microcephaly “babies with small heads”, and in some cases, ascending paralysis of the body.

The same mosquito is responsible for Dengue and Chikungunya, which is why the public is requested to increase vigilance in the avoidance of mosquito bites and the practice of 4S, Llacuna said. (NCLM/PIA-Caraga)


Winners of 3rd Bugsay Power Tournament bared

TANDAG CITY, Surigao del Sur, Sept. 8 (PIA) - Antonio Elisan and Julie Ann Elisan grabbed the top prize in the couple category during the 3rd Bugsay Power Tournament held on Wednesday at the Tandag River, this city. Bugsay is a visayan term, which means to paddle.

The couple received a brand new 5HP engine while the second and third prize winners received a cash prize amounting to P3,000 and P1,500, respectively.

According to event organizer Manny Lumanao, this year’s competition has three different categories: the single, double, and couple. “In the couple category, the wife gives direction to a blindfolded husband,” Lumanao said.

For the single category, Ernesto Tahum got the 1st prize with P3,000 cash; Reynaldo Cuarteron for the 2nd prize with P2,000 cash; and Junieboy Vintazal as third placer with P1,000 cash prize.

While for the double category, the winners are the following: Mario Rubi and Benjamin Rubi got the 1st place with P5,000 prize money; Marcelo Rubi and Luiz Rubi for the second place with P2,000 cash prize; and Rosendo Rubi and Arnel Cuarteron for the third place with P1,500 cash prize.

All the contenders received grocery packs from city councilor Philip George Azarcon.

Feature: Sustainable water supply within the community’s reach through Kalahi-CIDSS

A bright smile is reflected on the face of a village woman in Barangay Bacay 2, Veruela, Agusan del Sur, while she gently swishes her laundry through the sudsy water she had collected and stored in the tank days ago with their rainwater harvesting system. A few years back, doing the laundry with such convenience for residents in the area would have not been possible.

Before, the community endured and suffered the lack of sustainable water supply and access to safe drinking water.  Some residents of the barangay were forced to walk a few kilometers since the nearest water source is distant. Because of this, they sometimes fetch water from dug wells. Without access to clean drinking water, residents were susceptible to water-borne diseases.  

When the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program of the Department of Social Welfare and Development (DSWD) came into their barangay, the community unanimously decided to propose this sub-project as solution to their needs.

Now, with their rainwater harvester the community has an improved water supply and a sustainable source of potable water since each facility can store up to 2,000 liters of rainwater which they can use for their daily consumption.

Residents of the barangay are jubilant since they will be able to utilize their 146 installed rainwater harvester for domestic uses such as drinking, bathing, washing clothes and many others.  The said sub-project is funded through the Kalahi-CIDSS program. With the theme: "Sigaw ng Lingkod Bayani: Malasakit Para Sa Taumbayan, Kapwa Kawani, at Kalikasan," several activities are in store for the month of September and these are: Display of PCS banner – September 1-30, 2016; Simultaneous Flag Raising ug Renewal of Oath of Office - September 19, 2016; Laro ng Lahi with prizes - September 19-21, 2016; OPLAN Kalinisan (within office premises) with prizes - September 27, 2016; Family Day - Last week of September; and Culmination Program - September 30, 2016.

Gov. Ma. Angelica Rosedell Amante-Matba issued a memorandum circular directed to all department heads, chiefs of hospitals, administrative officers and employees of the province for information dissemination and participation to the lined-up activities.

SSS opens on Saturdays to accept applications for LRP

BUTUAN CITY, Sept. 8 (PIA) - The Social Security System (SSS) announces that 112 local offices and 14 foreign representative offices are open on all Saturdays of September at 8:00 A.M. to 5:00 P.M. to accept Loan Restructuring Program (LRP)  applications for members who have past due loans.

LRP is open to all members with past due loans for at least six months as of April 28, 2016 and residing or working in places declared as calamity areas by National Disaster Risk Reduction and Management Council (NDRRMC) or national government. Aside from easier payment terms, LRP has conditional condonation of penalties features.

Members who want to avail of the LRP must submit accomplished application form and affidavit of residency, which they can both secure from SSS offices or download from the SSS website. Application for LRP will be accepted until April 27, 2017.

Surigao Norte solon steps up pressure vs. illegal drugs

SURIGAO CITY, Surigao del Norte, Sept. 8 (PIA) - In response to Philippine Drug Enforcement Agency’s (PDEA) appeal, Surigao del Norte 2nd district representative Robert Ace S. Barbers, chairman of the House Committee on Dangerous Drugs, recently filed House Bill 3406 amending the Anti-Wiretapping Law.

Thereby, including the wiretapping of conversations of suspected drug lords, pushers, and protectors or coddlers, among the privileged communications that may be wiretapped by the government in order to bring suspected drug criminals to justice.

“This measure hopefully will plug a major loophole on the antiquated wiretapping law.  If approved, this will give our law enforcers more ammunition to pin down these criminals who have destroyed the future of our youth and thereby jeopardizing the future of our nation,” Barbers said.

He also issued a stern warning to these drug criminals to stop using children in their drug trade in order to evade arrest and prosecution as he warned parents—particularly those living in depressed areas, to be more vigilant as drug pushers are now tapping minor children on the sale, distribution and/or procurement of shabu and other illegal drugs.

During a briefing conducted by the PDEA, record shows that a total of 464 minors had been arrested for involvement on illegal drugs from January to August 2016, compared to zero in 2008 and 2009.

“Children are exploited either as drug couriers or dealers, and then 'paid' in drugs, such that they become addicted and further entrapped. We could only surmise that minors are being exploited because law enforcers are powerless against them under Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006,” Barbers said. DSWD-13 ensures welfare of SurSur lumad evacuees returning home

BUTUAN CITY, Sept. 8 (PIA) - After a year of staying in the evacuation camps in Surigao del Sur, the lumad Internally-Displaced Persons (IDPs) finally decided to return to their respective communities in the said province.

As part of the Department of Social Welfare and Development (DSWD)-Caraga’s commitment to ensure the welfare of the evacuees and humanitarian assistance for them, the agency’s staff distributed a total of 940 family food packs amounting to P385,700.80 (each food pack amounts to Php410.32) to the lumads on Sept. 1, 2016 at Provincial Sports Center, Tandag City.

Together with the provincial local government unit (LGU) team, the relief distribution was led by DSWD Caraga’s Chief of Protective Services Unit (PSU) Chief, Angelita B. Amista.

Other assistance provided were P2,579,560-worth non-food items such as plastic mats, blanket, mosquito net, tooth brushes, slippers, toothpaste, laundry soap, underwear, plates, glasses, soup bowl, mugs, kettles, forks, spoons, sanitary napkin, basin, etc.

On Sept. 2-3, 2016, the Disaster Risk Reduction and Response Operations Unit (DRRROU) of DSWD-Caraga accompanied the evacuees returned to their homes in KM 9 and KM 16 Brgy. Diatagon, Lianga, Surigao del Sur. They were transported by the provincial government.

DSWD-Caraga will also provide Emergency Shelter Assistance (ESA) as necessary for the repair of houses that are left unattended and those that were burned down.

Other than the ESA, there will also be Cash/Food-for-Work assistance thru the Sustainable Livelihood Program’s Cash for Building Livelihood Assets (CBLA) for a maximum of 11 days per person while working or cultivating their agricultural land or any preparatory work for the livelihood endeavor most suitable to the IDPs concerned.

As to date, DSWD-Caraga already provided a total of P5.8 million-worth of assistance to the said evacuees. These are in the form of food, non-food, burial, educational, transportation, medical, psycho-social processing, and child/women-friendly spaces.

DSWD Caraga regional director Minda B. Brigoli said that DSWD will continue to extend compassion and assistance to these IDPs.

“The DSWD as government’s lead welfare agency, will do its part by providing what it can within its means and mandates to help the lumads in Caraga who are facing crisis like our lumad brothers and sisters in Surigao del Sur,” said Brigoli. OWWA sets PESO conference in AgSur

BUTUAN CITY, Sept. 7 (PIA) – The Overseas Workers Welfare Administration (OWWA) is set to hold a Public Employment Service Office (PESO) Conference on September 9, 2016 at Mabes’ Savory Place, Barangay 1, San Francisco, Agusan del Sur.

According to Ronelo Maningo, family welfare officer of OWWA-Agusan del Sur, all PES Officers in all municipalities of the province will be attending said activity.

“During the conference, PES officers will be discussing updates on the programs and services of the Philippine Overseas Employment Administration, illegal recruitment, issues and concerns of recruitment agencies, latest policies imposed for Overseas Filipino Workers, and issues on the undocumented OFWs by the National Reintegration Center for OFWs,” disclosed Maningo.

OWWA Caraga provides assistance to displaced OFWs in AgSur

AGUSAN DEL SUR, Sept. 7 (PIA) – The Overseas Workers Welfare Administration (OWWA) Caraga has recently distributed different assistance to the four Overseas Filipino Workers (OFWs) from various municipalities here, who were displaced/distressed after losing their jobs from their companies in Qatar, Kuwait, and Kingdom of Saudi Arabia (KSA). 

Under the OWWA’s Reintegration Program dubbed as “Balik Pinas! Balik Hanapbuhay!” Program, the four recipients received an assistance worth P10,000 each.

Two of the four recipients requested five sacks of rice each worth P10,000 while one asked for grocery items worth P10,000 and the other one asked for a unit of Sewing Machine worth P10,000.

The OWWA personnel delivered said assistance to the four recipients in the municipalities of Rosario, Sta. Josefa, Trento, and Bayugan City.

The "Balik-Pinas! Balik Hanapbuhay!" is a program of the Department of Labor and Employment (DOLE) and OWWA where displaced/distressed workers can avail of starter kits and livelihood assistance worth P10,000.

Caraga's economic growth decelerated in 2015 says PSA

BUTUAN CITY, Sept. 7 (PIA) – The Philippine Statistics Authority (PSA) Caraga revealed during the Regional Development Council - Social Development Committee meeting conducted on Tuesday that the region’s economic growth decelerated from 9.4 percent in 2014 to 4.2 percent in 2015.

The region’s growth declined as agriculture, hunting, forestry and fishing (AHFF) declined and industry and services slowed down during that period.

It was also noted that the services sector has continue to account for the largest share in the region’s total economic output with 14.7 percent followed by 37.2 percent of the industry sector while the AHFF also contributed 17.1 percent.

During the year, the overall performance of the services sector slowed down from 9.2 percent in 2014 to 5.3 percent in 2015 this is due to the decelerated growth of four sub-industries.

The transportation, storage and communication (TSC) also recorded the biggest deceleration from 16.4 percent in 2014 to 4.2 percent in 2015.

On the financial intermediation (FI), it slowed down from 5.7 percent to 5.6 percent and the public administration and defense (PAD) decelerated from 4.4 percent to 1.3 percent.

Meanwhile, real estate, renting and business activities (RERBA) recorded an accelerated growth from 5.4 percent in 2014 to 7.4 percent in 2015 and other services (OS) expanded from 4.6 percent to 7.0 percent.

Also, the Industry sector has decelerated to 9.9 percent in 2015 from 14.8 percent in 2014. It says that the slowdown was attributed to the slowdown in mining and quarrying (MAQ) and manufacturing. MAQ, which accounted for the largest share in the industry decelerated from 14.7 percent to 5.0 percent in 2015.

Likewise, the manufacturing also slowed down from 12.7 percent to 2.6 percent in 2015.

However, electricity, gas and water supply (EGWS) cushioned the decelerated growths of the first two sub-industries as it rebounded from negative 5.8 percent in 2014 to 24.1 percent in 2015.

Construction further improved its performance by accelerating from 20.6 percent to 22.7 percent in 2015.

The AHFF has suffered a reversal from 1.3 percent in 2014 to negative 8.5 percent in 2015 due to the contraction of agriculture and forestry by 9.6 percent in 2015 from a positive 1.4 percent in 2014. The fishing also contracted from 0.8 percent in 2014 to negative 1.5 percent in 2015.

PSA further bared that the industry and services sector has contributed 3.5 percentage points and 2.4 percentage points to the region’s total growth for the year, respectively. (PSA/NCLM/PIA-Caraga)


Caraga RDC-SDC supports increase of senior citizens' social pension

BUTUAN CITY, Sept. 7 (PIA) – The members of the Regional Development Council - Social Development Committee (RDC-SDC) of Caraga region have supported and endorsed the resolution to increase the social pension of the indigent senior citizens to the Caraga RDC full council members.

It can be recalled that RDC XI has requested the Caraga RDC to support their proposal to increase the indigent senior citizens' social pension. The Resolution No. 32 Series of 2016 states that, “Supporting the RDC-SDC XI Proposal to Increase the Social Pension of Indigent Senior Citizens from P500.00 to P1,000.00.

The resolution is seen to better help indigent senior citizens cope up with the continuing rise in the prices of basic goods and services including medical and other needs, said Rhea Mae Mendez of the National Economic Development Authority during her presentation of the issue.

Currently, the indigent senior citizens are receiving a monthly stipend or social pension of P500 to augment their daily subsistence and other medical needs which took effect on February 15, 2015. (NCLM/PIA-Caraga)


OWWA holds capability building workshop for AgNor PESO managers

BUTUAN CITY, Sept. 7 (PIA) – In its drive to improve the delivery of its programs and services to Overseas Filipino Workers (OFWs), the Overseas Workers Welfare Administration (OWWA) Caraga has recently conducted a capability building workshop to some 18 Public Employment Service Office (PESO) managers in the province of Agusan del Norte.

According to OWWA Caraga regional director Samuel Madrid, the PESO managers play a vital role as the key partner-implementers in the different municipalities of the province.

The activity has provided the PESO managers on the timely update of the agency’s recent developments and also strengthened the linkages among the local government units of the province. It also endeavored in empowering and capacitate them of the proper protocol in responding to request for assistance among their constituents and OFW families, Madrid said.

Also, Madrid said that the activity is another approach to decentralize its programs and services in the local level through empowering and enhancing the knowledge of the PESO relative to the agency’s currently implemented services and the process of program availment. (NCLM/PIA-Agusan del Norte)


Mindanao business community pushes for land administration reform act, national land use policy

SURIGAO CITY, Surigao del Norte, Sept. 7 (PIA) – Recognizing some inconsistent laws and conflicting land uses, Philippine Chamber of Commerce and Industry (PCCI) officials and delegates of the 25th Mindanao Business Conference (MinBizCon) had proposed for the passage of the Land Administration Reform Act (LARA) and National Land Use Policy (NLUPA) Act.

At present a number of bureaus and offices under the Department of Environment and Natural Resources, Department of Agrarian Reform, the National Mapping Resources and Information Authority (NAMRIA) and National Commission on Indigenous People (NCIP) were among the government agencies involved in land surveying, mapping classification, titling and registration functions leading to the issuance of different land tenurial intruments in the country.

It is hoped that the Duterte administration and the 17th congress will favorably act on aforesaid resolutions that will streamline land surveying, mapping, classification, titling and registration processes to be placed in one responsible agency.

With some existing inconsistent laws, the resolution also proposed for the enactment of a National Land Use Policy Act and recommend updating of comprehensive land use plans that will provide broader framework on land allocations objectively considering vital land requirements for settlements, production, commercial and industrial uses, environmental management of protected and key biodiversity areas among others.

One of the concerns is that vast potential agricultural lands remain unproductive due to absence of appropriate land tenurial instruments. While some environmentally critical, key biodiversity conservation and watershed areas are within mining exploration and mineral production sharing agreement (MPSA) areas.

It has to be noted that in the last meeting of the Economic Development Committee of the Surigao City Development Council, Uriel Correos Assistant City Planning and Development Officer proposed for endorsement of the passage of the LARA Bill be considered in the MinBizCon resolutions of which the Surigao Chamber of Commerce and Industry has duly supported.

DTI Provincial Director Celestino L. Negapatan, vice chairperson of the City Economic Development Committee appreciated that the PCCI leadership had gave priority for the pushing of the land administration act that will hopefully paved the way for settlements of land use conflicting issues among various interest groups and the eventual issuance of appropriate land tenurial instruments that can ultimately lead to improved land valuation, increase production and sustained economic growth. News Feature: Army, PIA lead construction of fences for Butuan GAD Day Care Center

BUTUAN CITY, Sept. 6 (PIA) – Nothing is more gratifying for teachers who want their pupils safe and sound while in the class, now that the Gender and Development (GAD) Day Care Center here will have its center fenced with concrete blocks constructed by the personnel of the 4th Civil Military Operations (CMO) "Kasaligan" Battalion of the Philippine Army, together with the Philippine Information Agency (PIA) Caraga.

Fe Labitad, supervising teacher of GAD Day Care Center, was overjoyed to see that the Philippine Army and the PIA personnel are looking after their concerns despite their busy schedule while responding to their main mandates and responsibilities in their respective offices.

“We find it necessary to have our day care center fenced to ensure the safety of the school children. And we were just so blessed to have PIA as our neighbor agency because director Abner Caga was the one who initiated the effort that our center will be one of the beneficiaries of the program and services of the Philippine Army. In fact, the 4th CMO Battalion has chosen our center in their 'Adopt a Day Care Center' Program,” expressed Labitad.

Labitad recalled that their first building was situated inside the city hall compound. “When our first building was burned down along with other nearby offices few years back, the city government has relocated us here in our new location. This is actually formerly occupied by the Office of Senior Citizens Affairs, but since they transferred to their new building just few meters away from here, we have learned to love our new place,” she explained.

The good teacher, who at the same time is a mother, also expressed concern over the series of school trespasses and thefts in the area.  “We have been robbed twice and the perpetrators got our important equipment and school supplies. We were perturbed and disturbed by these incidents and so we really need to secure everything that we have inside our school, and fencing the area is our urgent concern. We truly appreciate the coordination and efforts of the CMO Battalion and the PIA to make this possible,” shared Labitad.

Also, Lieutenant Colonel Rey Pasco, commanding officer of 4th CMO Battalion highlighted that they are willing to help the teachers and preschoolers in their need of safety and security by providing them manpower and other available resources.

“We, in the Philippine Army will never hesitate to extend help to those who need our services. We will always look for ways on how we can touch other peoples lives and inspire them,” articulated Pasco.

Meanwhile, PIA Caraga regional director Abner Caga also conveyed his warm thanks to 4th CMO Battalion for their immediate response and support to the agency and its partners.

RIAC-FF urges LCEs to include solo parents in LGU's priority programs

BUTUAN CITY, Sept. 6 (PIA) – In a resolution pushed and adopted by the Regional Inter-Agency Committee for Filipino Family (RIAC-FF) Caraga on May 27, 2016, the committee is once again urging all local chief executives (LCEs) to include in the LGU priority programs the implementation of the Republic Act No. 8972 otherwise known as the Solo Parents’ Welfare Act of 2000 at the provincial, city and municipal level in the region.

As indicated in the Resolution No. 1 series of 2016 signed by Department of Social Welfare and Development (DSWD) Caraga regional director and RIAC-FF chairperson Minda Brigoli, the LCEs of the provincial, cities and municipalities of the region are encouraged to allocate funds for the programs and activities in relation to the implementation of Solo Parents Welfare Act of 2000 and other related programs and activities promoting the development and solidarity of every family especially the solo parents.

LCEs are also requested to designate a focal person on Solo Parents who shall perform the functions in promoting the welfare and development of the sector including the formulation of Work and Financial Plan yearly.

“The implementation of the Solo Parents’ Welfare Act of 2000 and inclusion of priority programs and services for solo parents and their children at the local level will continuously respond to the emerging issues and concerns of the sector especially in promoting their welfare and interest,” relayed Brigoli.

Brigoli further reiterated that its implementation of said Act will boost the confidence of the solo parents to perform their roles and functions and to make them strong and functional family, effective and responsible parent/s, and to recognize their contribution as partner in nation-building. 

It can be recalled that the Solo Parents’ Act was approved on November 7, 2000 promoting the welfare and interest of the solo parents and their children.

Meanwhile, RIAC-FF is also intensifying its information drive for this year’s National Family Week celebration from September 24-31, 2016 with the theme “Matatag na Pamilya, Maunlad na Bukas.” The celebration aims to raise awareness of the role of families in promoting healthy lives for sustainable future and promote well-being for all at all ages. RIACAT-VAWC to assess functionality of all LCAT-VAWCs in Caraga

BUTUAN CITY, Sept. 6 (PIA) – The Regional Inter-Agency Committee against Trafficking and Violence against Women and Children (RIACAT-VAWC) Caraga has set a schedule for its monitoring and assessment to all LCAT-VAWCs starting this month of September to October 2016.

According to regional director Minda Brigoli of the Department of Social Welfare and Development (DSWD) Caraga, the committee has agreed that the Monitoring Team will be headed by the Department of the Interior and Local Government (DILG) and Department of Justice (DOJ) – Regional Anti-Trafficking Task Force.

“A tool from National Anti-Poverty Commission - United Nations Population Fund (NAPC-UNFPA) for LCAT-VAWC Monitoring with its indicators related to trafficking and VAWC will be used, though it has been enhanced based on some suggestions,” disclosed Brigoli.

Brigoli added that the following are the schedule of monitoring and assessment in the respective provinces: 1) Agusan del Norte – Sept. 7, 2016; 2) Cabadbaran City, Agusan del Norte – Sept. 8, 2016; 3) Butuan City – Sept. 9; 4) Agusan del Sur – Sept. 22, 2016; 5) Bayugan City, Agusan del Sur – Sept. 23, 2016; 6) Surigao del Norte – Oct. 8, 2016; 7) Surigao City – Oct. 9, 2016; 8) Surigao del Sur – Oct. 13, 2016; 9) Tandag City – Oct. 14, 2016; 10) Bislig City – Oct. 20, 2016; and 11) Province of Dinagat Islands – Oct. 27-28, 2016.

As an anti-trafficking and anti-violence body, RIACAT-VAWC is tasked to monitor and oversee the strict implementation of Republic Act 9208, Republic Act 9262 and other related laws for the protection of women and children, and of IACAT and IACVAWC national plans for action. It is also to create, establish and/or implement system on surveillance, investigation and prosecution, and to create and establish systems on rescue and reintegration to ensure effective and efficient coordination. All set for Bonok-Bonok Maradjaw Karadjaw Festival 2016

SURIGAO CITY, Surigao del Norte, Sept. 6 (PIA) - Now on its 32nd year, the Bonok-Bonok Maradjaw Karadjaw Festival with the theme, "Manajaw ta! Ang kalooy sa Dios maangkon ta," will take center stage on Friday, September 9, this city.

This year’s Bonok-Bonok Maradjaw Karadjaw Festival will start with a thanksgiving mass at 9:00 A.M. at the San Nicolas de Tolentino Cathedral, then a street dancing at 2:00 P.M. from the city boulevard up to the Provincial Sports Complex simultaneous with the Drum and Lyre Competition (2:00 P.M.-4:00 P.M.) followed by the Dance Showdown Competition and announcement of winners.

Seven contingents have confirmed their participation, they are: Municipality of Cantilan; Lumad Carrascalanon Folkloric Ensemble, Carrascal, Surigao del Sur; Kapatagan National High School of Kapatagan Laak, Compostela Valley; Canlanipa Central Elementary School and Canlanipa Barangay Council; Lumad Poctoyanon in cooperation with W.D. Rafols Memorial National High School and J.R Clavero Memorial Elementary School;  Lumad Capalaynon of Capalayan National High School; and Saint Paul University-Surigao City.

Valorian troopers back anti-drug campaign

TANDAG CITY, Surigao del Sur, Sept. 06 (PIA) – The 36th Infantry “Valor” Battalion (36IB), Philippine Army based in Barangay Dayoan, Tago town, this province vows all-out support to President Rodrigo Duterte’s call “to suppress crime and fight against illegal drug trade” thru the implementation of Project Double Barrel.

Accordingly, 36IB commanding officer Lt. Col Randolph Rojas himself led several group discussions and fora on drug related issues to some identified communities and secondary schools under his area of responsibility.

Civil Military Operations (CMO) officer Capt. Al Pueblas said they have been supporting the police force in implementing such program in their area. Part of the activities they have conducted are: the establishment of the Joint AFP-PNP check points, operation TokHang, and anti-illegal drugs campaign in different schools.

As revealed by police provincial director PSSupt Romaldo Bayting, three were already killed in separate anti-illegal drugs operation in the province since July 1 this year.

National literacy validators give Butuan 'positive' feedback

BUTUAN CITY, Sept. 6 (PIA) - A team of judges conducting validation of Butuan City as a nominee of the National Literacy Awards expressed admiration on the nutrition and women programs as well as the barangay justice system of the city.

In an audience with city government officials and employees headed by Mayor Ronnie Vicente Lagnada, validator team representative Gemma Macatangay observed that nutrition has come out as a policy of the present administration.

Aside from nutrition, Macatangay also observed that programs on women are present in Butuan City. She also admired the "Katarungang Pambarangay" (barangay justice) system and hopes this system is being followed in the whole Butuan City.

The National Literacy Award aims to recognize local government units in the country who have developed policies, programs or projects of learning and knowledge that help advance the quality of life of its constituents.

For Butuan City, these projects are the 'Farm: Trees and Trio' of Barangay Tungao as a literacy tool for social mobilization, Sitio Nueva Estrella (Basic Literacy cum livelihood) of Barangay Manila de Bugabus as a tool for women empowerment, Butuan City Manpower Training Center as a literacy tool for job generation and empowerment, Food Always in the Table and Home (FAITH) program of Barangay Baan Km 3 as literacy tool for the eradication of malnutrition and the Katarungang Pambarangay of Barangay San Vicente as a literacy tool for peace and social order.

To date, Butuan City is facing stiff competition for the National Literacy Awards from two other Highly Urbanized cities in the country, these are: Cagayan de Oro City and Pasay City. (Radyo ng Bayan Butuan/PIA-Agusan del Norte)


Butuan school supports school-based immunization program

BUTUAN CITY, Sept. 6 (PIA) - Bit-os Elementary School (BES) in Brgy. Bit-os, this city has showed support to the nationwide campaign and implementation of the nationwide "Bakuna para sa Kabataan, Protekyon sa Kinabukasan," a free immunization program for students in public schools nationwide.

Said program is spearheaded by the Department of Health (DOH) together with the Department of Education (DepEd) and the Department of the Interior and Local Government (DILG).

Out of 62 grade 1 BES pupils, only 40 pupils were immunized.  These were the only pupils who have parent’s consent. They were vaccinated to fight against measles, rubella, tetanus and diphtheria.

News Feature: Soaring by lifting others

BUTUAN CITY, Sept. 5 (PIA) – Inspired by its principle, ‘reciprocity indivisible with parity’ and core values of fairness and integrity, the Civil Aviation Authority of the Philippines (CAAP)–Butuan, Area 12 led by area manager Evangeline Daba spearheaded the conduct of Community Outreach Program 2016 in Brgy. Dumalagan, here on Friday.

“It is my personal commitment to engage the community and I am glad that apart from my team in CAAP many have pledged support and voluntarily committed to join with us in achieving the core purpose of lending a hand to our needy brethren and simply make a difference through this noble act,” underscored Daba.

She further enunciated that it is their way of reciprocating through the beneficiaries the many divine favors they acquire, and is a great pleasure for the organizers to partake what they have to the fellows who equally deserve the same blessing.

Daba also stressed that aside from providing the children and adults their health and nutritional needs, the CAAP, together with the 4th Civil Military Operations (CMO) Battalion of Philippine Army, Kapisanan ng mga Broadkaster ng Pilipinas (KBP) Agusan del Norte-Butuan City chapter, and Philippine Information Agency (PIA) Caraga is also inculcating to the community the relevance of 'Bayanihan' and building up preparedness in all eventualities at all times through information drive campaign, including also the lecture on human trafficking done by the Philippine National Police personnel.

The outreach program was a succession of last year’s conduct in Brgy. Abilan in same city where it started by identifying the need of a certain community and create a program as a useful intervention to break the deprivation of incapacitated people and temporarily uplift their faint economic condition through the social services afforded to them.

Making a life by giving

As envisioned, the theme, “Panaghiusang Hugpong Alang sa Mahimsog nga Panglawas,” has truly paved the way of gathering some 600 pupils of Mahayag and Consuelo Elementary Schools and other recipients of different ages.

Among the services made available to the community were free medical consultations and dental services such as tooth extraction, health care activities, taking of vital signs through the assistance of volunteer doctors, and free haircut performed by volunteer soldiers. Foods were also served to the beneficiaries and the distribution of school kits followed.

“By simply filing their stomach with something nourishing to eat, we are helping ease the hunger of the families who can’t afford enough food at home,” said Daba.

Meanwhile, ArselniΓ±a Zyrene Paladin, 6 years old and a grade two pupil of Consuelo Elementary School profoundly expressed with a sweet mood her elation as she received a bunch of school supplies. “This is very helpful in my training in school. At least my mother is relieved from the hardship on finding a penny to fund the writing materials and notebooks that I needed,” she  exclaimed.

In company with Paladin were her schoolmates Gunabel Daguplo and Rhett Javier, 10 and 7 years old, and a grade three and grade two pupils, respectively, who enjoyed sharing their meals together as they kept a grateful heart for the presents bestowed upon them by the organizers.

CMO Battalion comanding officer Lt. Col. Rey Pasco said that reaching out to children is vital especially in letting them see and feel at their age that the government is looking after their welfare. Pasco further emphasized that the young ones are the hope of the nation.

"We are heartily and sincerely doing this activity, along with other partner agencies for the love of our children. This activity is part of our peace and development efforts under the Armed Forces of the Philippines’ campaign plan ‘Bayanihan,' a people centered approach that focuses on the welfare of the communities," he expressed.

By building bridges of hope and by giving back to community in thanksgiving, PIA Caraga regional director Abner Caga addressed the beneficiaries in his message to take full advantage of the humanitarian and social services being offered to them in the said event. He bared that their barangay was fortunate to have been chosen to be the recipient for this year.

Also, Alberto Torrevillas, representing Laudina Torrevillas, punong barangay of Brgy. Dumalagan conveyed his sincere appreciation for the good deeds of the stakeholders. He was grateful for the effort of the medical practitioners and other partner individuals who shared voluntarily their time and skills to provide services to the locals.

DOH Caraga strengthens network on tobacco control

BUTUAN CITY, Sept. 5 (PIA) – With the aim to strengthen the Regional Tobacco Control Network (RTCN) of Caraga region, the Department of Health (DOH) Caraga recently hold a meeting with its different stakeholders’ Anti-Smoking Program point persons.

During the conduct of RTCN’s regular meeting, Sunshine Alipayo of DOH Caraga has re-oriented RTCN members on the network’s objectives, roles and functions.

RTCN was formed with the aim to fully comprehend the severity of tobacco problem in the region and to urgently respond by adopting comprehensive approaches to reduce and subsequently eliminate tobacco as a threat to public.

Tobacco is the most preventable cause of death and diseases, it is also the risk factor in non-communicable disease.

The RTCN Caraga is composed of the following: chairman – DOH, co-chairman -  Bureau of Jail Management and Penology, secretary – Butuan City Health Office, treasurer – Department of Education, auditor – Civil Service Commission, PIO – Philippine Information Agency, other members include, Northeastern Mindanao Mission, Butuan City Tourism Office, Philippine National Police, Agusan del Norte Provincial Health Office, Agusan del Sur Provincial Health Office, Department of Trade and Industry, Department of the Interior and Local Government, Philhealth, and DOH Bloomberg Initiative Project OC400A. Tandag fiesta activities bared

TANDAG CITY, Surigao del Sur, Sept. 5 (PIA) - The city government of Tandag will celebrate its fiesta in honor of its patron, San Nicolas de Tolentino on Sept. 8 with the theme: “Lig-on na Panggamhanan, Lig-on na mga Katawhan, Para sa Malahutayong Kalambuan.”

Davao City 1st district representative Karlo Alexie Nograles is the keynote speaker during the opening celebration.

Earlier, a “Kasalan ng Bayan” (mass wedding) was conducted at the San Nicolas de Tolentino Cathedral on Sept. 3, 2016.

Other activities that the city lined up for the celebration are GKK Coronation Day and 3rd Bugsay Power Tournament (Sept. 7), Rural Folk Dance Contest featuring “PainSayaw” (Paindigay sa Sayaw) to be participated by eight contenders (Sept. 8), 1st ATP Slow Drag Race (Sept. 8), SINUGDAN (Sinugbahay sa Dan) at the Vicente L. Pimentel Sr. Boulevard (Sept. 8), 4th “Sangkaan Festival” (Sept. 9).

A jobs fair both local and international will also be held on Sept. 9 from 8:00 A.M. to 5:00 A.M. at the Women’s Training Center, this city.

Surigaonons are also invited to witness the fiesta showbiz entertainment with invited celebrities starting on the evening of Sept. 9 to 10.

Butuanon hailed as MBFI’s outstanding teacher

BUTUAN CITY, Sept. 5 (PIA) - The Metrobank Foundation Inc. (MBFI) has named Josephine Chonie Obsenares from the Butuan City SPED Center as one of its awardees in the 2016 Search for Outstanding Teachers (SOT) for the elementary category.

From a total of 534 nominations generated nationwide, Obsenares and the other nine awardees emerged outstanding.

According to MBFI, all nominees were trimmed down to 127 provincial finalists, then shortlisted to 40 regional finalists who underwent teaching demonstrations and panel interviews before the preliminary board of judges of each category. This year's search garnered the most nominations in its 32-year history.

Obsenares, currently a Master Teacher I of the SPED Center, has been teaching for 27 years, specializing in Music. She has written original compositions used by schools in events, and as part of learning materials disseminated by the Department of Education in the region. Obsenares also served as chief trainer in music at the national level for the preparation of K-12 education system.

She has also mentored students in various musical competitions, and has led in the formation of a youth choir in her local church, where she is also serving as a psalmist.

Equally talented, passionate and innovative, she pioneered action researches, including one on the development of free play activities to enhance the motor skills of children with intellectual disabilities. By being chosen as one of this year’s awardee, the MBFI recognized Obsenares as one of the “shining examples of unstinting dedication and commitment to the teaching profession, and as such, the pride of their respective schools and community.”

She will join the other awardees in a conferment ceremony on September 5, 2016 at the Metrobank Plaza, Makati. Obsenares and the other awardees will receive a trophy and a cash prize of P500,000.

The winners will also pay a courtesy visit to the members of the House of Representatives. Agusan del Norte First District Rep. Lawrence Fortun, happily received the good news from the MBFI President Aniceto SobrepeΓ±a, as he expressed his commendation to Obsenares.

“The occasion of teacher Josephine Obsenares winning the coveted Metrobank Outstanding Teacher’s award brings a striking optimism and hope to better our education system. To my mind, this is not only a prestigious personal commendation, but also an affirmation of our confidence to all our teachers who have sacrificed their able years in shaping the future of this nation,” Fortun said. Surigao Norte launches ‘Puhunan sa Pag-asenso’

SURIGAO CITY, Surigao del Norte, Sept. 5 (PIA) – In line with the flagship advocacy toward poverty alleviation and people empowerment, the provincial government of Surigao del Norte officially launched a livelihood project dubbed “Puhunan sa Pag Asenso” held recently at the Provincial Go Negosyo Center, this city.   

The recipients of the said project are those members of the legitimate cooperatives who are in need of financial assistance or capital to start up a small business for additional source of income for their families.

In her message, Governor Sol Matugas said that "free enterprise is the heart and soul of a fast-growing economy."

Sustainable progress, according to Gov. Matugas, can best be achieved when the government takes care of the mainstream society by concentrating on the plight of the grassroots to address their needs.

Livelihood opportunities, food production, social welfare and shared investment, she maintained, are the staple ingredients of a productive and thriving province, anchored on the ideals of democracy, reform-oriented paradigm and love of country.

That being said, Gov. Matugas added that qualified recipients of "Puhunan sa Pag-asenso" need to be responsible enough to do their part as a freedom-loving and a law-abiding citizen.

DILG brand identity, regional website formally launched

BUTUAN CITY, Sept. 5 (PIA) - The Department of the Interior and Local Government (DILG) has formally launched its new brand of service anchored on the department’s mandate of strengthening local government capability for achieving good governance through an honesty, efficient and reliable public service.

“Matino, Mahusay at Maaasahang Kagawaran para sa Mapagkalinga at Maunlad na Pamahalaang Lokal” - the new DILG brand identity through its manual was formally introduced to DILG field personnel on August 30, 2016 for the provinces of Agusan del Sur and Surigao del Norte and on August 31, 2016 for the provinces of Agusan del Norte, Dinagat Islands and Surigao del Sur. This will be followed by a separate launching on September 5, 2016 for its regional office personnel and separate dates for provincial office personnel.

Likewise, the redesigned regional website: www.caraga.dilg.gov.ph will be launched on same dates. The DILG regional website follows the Government Website Template Design (GWTD), which is an initiative of the Philippine Government to institutionalize a corporate online identity for all government websites through a standard design, navigation, and content.

Part of the launching is introducing the DILG key personalities: “ISKO na Matino, ISAY na Mahusay at ANA na Maaasahan” that personify the qualities of a DILG personnel in providing its services to its clients.

The Brand Identity Manual (BIM) aims to achieve a unified look for all the communication collaterals of the DILG so that the department can have a single, unified DILG brand which will echo from the different provinces, cities, and municipalities throughout the country.

DILG Undersecretary Austere Panadero, who steered the project from conceptualization up to the finalization stage, said that the BIM was developed through the assistance of the Philippines Australia Human Resource and Organizational Development Facility (PAHRODF) and went through various consultations with DILG officials and employees both in the central and in regional offices.

The DILG brand serves to set apart DILG’s identity from those of other organizations, moreover, will provide the standard of the DILG way of communicating to the public. (DILG-Caraga/PIA-Caraga)
