PhilHealth to orient stakeholders on Natl Health Insurance Act of 2013

BUTUAN CITY, Aug. 5 (PIA) – The Philippine Health’s  (PhilHealth) Social Health Insurance Academy (SHIA), in coordination with PhilHealth Regional Office Caraga will be conducting an orientation on the National Health Insurance Act of 2013 with partner stakeholders including media and information officers of government agencies on August 18, 2015 at Almont Hotel’s Inland Resort, this city.

“The Social Health Insurance Education Series (SHInES) for media and information officers is intended to orient our partners on the salient provisions of Republic Act 10606 or the National Health Insurance Act of 2013. It also aim to orient the target participants on the important roles they play in promoting the PhilHealth program,” disclosed Johnny Sychua, regional vice president of PhilHealth Caraga.

It was also learned that PhilHealth officers from the head office, as well as in Caraga region will serve as resource speakers who will provide comprehensive information and updates on the following topics: 1) The National Health Insurance Act of 2013; 2) New and Enhanced PhilHealth Benefits; 3) Membership programs; and 4) The Role of Media and Information Officers in Advocating the National Health Insurance Program.

DOH Caraga deworms over 400,000 pupils

BUTUAN CITY, August 5 (PIA) – Some 400, 617 public school children in six cities and 65 municipalities in Caraga participated in the Regional Launching of the National Deworming Day last July 29.

The figure represents 87.6 percent of the elementary population of the region, it was learned.

According to Department of Health (DOH) Caraga regional director Dr. Jose Llacuna, the deworming campaign was a success and there were only few cases of minor side effects and that no reported cases of hospitalization due to the said activity.

The regional launching was held at Butuan Central Elementary School, this city where partner agencies like the Phil. Dental Association - Agusan del Norte and private sectors like Jollibee Foods Corporation and Shell Gas Station helped and sponsored the deworming campaign.

The National School Deworming Day themed "Oplan Goodbye Bulate para maging malusog at masigla ang inyong mga anak," was a nationwide joint force project of the DOH, Department of Education and the Department of the Interior and Local Government.  (DJA/PIA-Caraga)


DOH-Caraga to conduct mass immunization

BUTUAN CITY, Aug. 5 (PIA) – The Department of Health (DOH) Caraga will conduct the 2015 School-Based Immunization (SBI) program for the entire month of August to give students ”lifetime immunity against tetanus and also provide protection against mumps, rubella and diphtheria.”

Ma. Jasmin Sarce, DOH Caraga program coordinator of Expanded Program on Immunization, said that they will immunize school children to interrupt the current measles transmission of the older population. She added that the target children for the 2015 School Based Immunization are 71,620 for grade 1 and 51,413 for grade VII students.
DOH Caraga regional director Dr. Jose Llacuna, Jr. said that all school children shall avail the vaccination services. He also said that booster dose for Tetanus-Diptheria (Td) and the second dose for Measles-Rubella (MR) shall be given to the students.

“In distinction to the three doses of tetanus vaccine given during the first year of life, the booster shots given to children as they reach grade 1 and 7 will prepare them and give them lifetime immunity especially during calamities,” Llacuna explained.

Llacuna also emphasized that the mass immunization that will start next week is certified safe. "But of course we are taking precautions and only those children with parental consents will be immunized," Llacuna added.

Llacuna said that the consent form is a proof that the parents have understood and have given the consent that their children must be vaccinated with the recommended vaccine appropriate for their age. "It is better that they will also know the possible side effects of the vaccine. But the importance and benefits of the immunization far outweighs the possible side effects of it,” he said.

The school-based immunization or vaccination of school-aged children is one of the programs of the DOH to protect the health of the students.

The said program is another joint project of the DOH, Department of Education and the Department of the Interior and Local Government to be held in public schools. (DJA/PIA-Caraga)

Preparing meals for school children needs careful planning especially if you are a working mom.

Planning ahead will save time and effort and will enable you to come up with a healthy and nutritious kiddie meal.

There are potential dangers when kiddie meals are not well-planned. The kid’s regular breakfast fare can consist of a lot of processed foods. These foods are usually high in sodium and preservatives. A possible effect of preservatives on kids is hyperactivity.

Children are eating away from home so many parents just give money for lunch. Left to decide on what to eat, kids are less likely to consume the nourishment they need.

Although processed foods, fast foods, and other low-nutrient foods can be offered once in a while so children won’t feel “deprived”, they should not have the foods as part of their daily meals.

Here are some tips to ensure that kids get healthy meals during school days: Provide alternatives, such as lean meat, sandwiches with low-fat cheese and some veggies or fruits as snacks; encourage them to eat more fruits and vegetables, as well as complex carbohydrates, like boiled corn, banana cue, kamote cue, biko, suman and other native delicacies.

Native foods or kakanin are cheaper and healthier than refined carbohydrates like chips, fries, burgers, cakes and pastries. These food items are usually high in fat, sugar and sodium which are not good for growing children.

As a parent, be a role model for healthy eating. Make an effort to eat whole grains, fruits and vegetables when you’re hungry. Chances are, your children will eventually follow.

Involve your children in planning meals.

Take them to the grocery to help select items for your weekly menu. They are more likely to eat something they have chosen. Include easy, healthy choices like fruit juices and milk in their diet.

‘No Bio No Boto’ COMELEC campaign gets final push in SurSur

TANDAG CITY, Surigao del Sur, August 5 (PIA) – The Office of the Provincial Election Supervisor (PES) of the Commission on Elections (COMELEC) in Surigao del Sur has already made “the final push” on Monday, August 3, for the “No Bio No Boto” via conducting a synchronized province-wide campaign.

Atty. Ernie Palanan, provincial election supervisor (PES) here, issued a memorandum dated August 1, 2015  to all election officers (EOs) and their respective assistant election officers (AEOs), pointing out that the course of action is in consonance with the efforts of COMELEC to maximize the drive.

He told all concerned local COMELEC officials “to coordinate with our Election partners to make this activity a success,” including “notifying” those without biometrics for them to be duly informed of their voting status so to become aware.

Meanwhile, in the second quarter statistical data of 2015, which Atty. Palanan also labeled “with/without biometrics and voters who applied for validation,” the COMELEC here indicated that only “five percent” or equivalent to 15,673 registered voters are left to undergo biometrics capture through the validation procedure.

The statistical data also showed 3,477 number of voters who applied for validation this quarter.

Surigao del Sur has a total of 346,279 registered voters; 330,606 of which or equivalent to 95 percent has already the required biometrics information, the COMELEC provincial chief revealed.

Voter registration is only until October 31, 2015, Palanan reminded.

PSA reports economic performance of Caraga region

BUTUAN CITY, Aug. 5 (PIA) - The Philippine Statistics Authority Regional Statistical Services Office of Region 13 (PSA-RSSO13) conducted a news conference on the report of the Economic Performance of Caraga Region last July 30, 2015 at Big Daddy Hotel and Restaurant, this city. The report highlights the Gross Regional Domestic Product (GRDP) of Caraga Region. GRDP is usually reported in terms of growth rate in real terms or at constant prices.

Caraga’s economic growth slowed down from 8.1 percent in 2013 to 7.8 percent in 2014. The slowdown was attributed to downturns in Agriculture, Hunting, Forestry and Fishing (AHFF) and Services.

Services accounted for the biggest share to the region’s GDP at 45.7 percent. Industry and AHFF’s shares were at 34.7 percent and 19.6 percent, respectively.

Services decelerated to 8.7 percent in 2014 from 9.1 percent in 2013. The deceleration was due to slowdown in the following subsectors: Finance, from 11.5 percent to 6.0 percent; Other Services, from 6.5 percent to 1.9 percent; and Real Estate, Renting and Business Activities (RERBA), from 6.5 percent to 5.4 percent. Transportation, Storage and Communication (TSC) however grew by 16.6 percent from 14.0 percent. Trade and Public Administration and Defense (PAD) posted faster growths from 6.4 percent to 7.9 percent and from 4.1 percent to 5.0 percent, respectively.

Industry accelerated to 11.1 percent in 2014 from 7.3 percent in the previous year. Construction and Mining and Quarrying (MAQ) expanded from 8.7 percent to 23.5 percent and from 7.1 percent to 7.9 percent, respectively. Manufacturing rebounded from negative 2.2 percent to 12.7 percent. Electricity, Gas and Water Supply (EGWS) however plummeted to 6.6 percent from 24.7 percent in the previous year.

AHFF decelerated to 0.6 percent in 2014 from 7.2 percent in 2013. Agriculture and Forestry eased off from 10.0 percent to 0.6 percent. Fishing however recovered from negative 6.1 percent in 2013 to 0.5 percent in 2014.

Services and Industry contributed 4.0 percentage points and 3.7 percentage points to the region’s GRDP, respectively. AHFF added 0.1 percentage point.

PIA Caraga advocates for healthy living, nutrition among kindergartens

BUTUAN CITY, Aug. 4 (PIA) – In time with the culmination activity of this year’s Nutrition Month celebration held recently at GAD Learning and Resource Day Care Center here, the Philippine Information Agency (PIA) Caraga encouraged all the kindergartens and their parents to practice healthy living through proper nutrition and exercise.

On behalf of PIA-Caraga regional director Abner Caga, deputy regional director Fryan Abkilan delivered his message during the said event.

“One should never underestimate the importance of eating healthy food, right nutrition and exercise. The benefits of eating a healthy diet include living a longer life, feeling happier, gaining vitality, weight loss, and a healthy appearance. Eating healthy foods means we can better fight diseases and live longer,” emphasized Abkilan.

Abkilan further bared that the record shows from the Food and Nutrition Research Institute (FNRI) that the consumption of fruits and vegetables is declining each year. The National Nutrition Council (NNC) also chose to focus on overweight and obesity this year to bring to everybody’s attention the need to step-up current efforts to address this complex problem.

“As we culminate this year’s Nutrition Month celebration with the theme ‘Timbang Iwasto sa Tamang Nutrisyon at Ehersisyo (Proper weight through right nutrition and exercise), we give focus on the increasing problem of overweight and obesity in our country and its prevention through proper diet and physical activity and a call to action to promote a health promoting environment,” Abkilan said.

It was also learned that data from a new survey of parents by ACNielsen show two thirds of parents blame themselves. Parents have control over eating patterns and activities of their young children.

“This is out challenge to you kids, eat healthy food and exercise… Parents, if there’s will, there’s a way… Practice what you preach… That’s all kids… May you have a healthy living and continue living healthy,” stressed Abkilan. (JPG/PIA-Caraga)   


Caraga RDRRMC awards 2015 Gawad KALASAG winners

BUTUAN CITY, Aug. 4 (PIA) - In time with the culmination of this year’s National Disaster Consciousness Month (NDCM), the Regional Disaster Risk Reduction and Management Council (RDRRMC) Caraga awarded the winners of the Search for Gawad KALASAG (KAlamidad at Sakuna LAbanan SAriling Galing ang Kaligtasan) in the region.

The participating agencies, regional winners and other guests started the program thru a processional march. As the chair of the RDRRMC, the Office of Civil Defense (OCD) Caraga thru regional director Manuel Luis Ochotorena spearheaded said activity.  

Dir. Ochotorena thanked all the government agencies and partners from different sectors for their cooperation and support to the council and for helping the people level up its awareness on DRRM and continue to protect the lives of people and shield them from any form of disasters. He also congratulated all the chosen regional winners of the Gawad KALASAG Search 2015.

Regional director Minda Brigoli of the Department of Social Welfare and Development (DSWD) Caraga and vice chair for Disaster Response emphasized that the government is continuously promoting disaster-resiliency among the people in every community. "As the vice chair for disaster response, we have been doing numerous coordinations with other partners to really reach the people in need in the remote areas during disasters. When people become disaster-resilient, they also can be poverty-resilient," she bared.

Department of Science and Technology (DOST) Caraga regional director and vice chair for Disaster Prevention and Mitigation Dominga Mallonga, expressed her congratulations to all the government agencies and partners who actively participated in all the activities of Caraga RDRRMC during the monthlong celebration of this year's National Disaster Consciousness Month. "To all those who participated in the Regional Search for Gawad KALASAG, thank you and congratulations especially to the chosen winners. As the vice chair, allow me to inform you that the DOST and our other partners continue to come up with strategies to improve our prevention and mitigation actions. We believe that we can use these strategies in our daily lives," she said.

Vice chairperson for Disaster Preparedness/co-chair of Regional Selection Committee for Gawad KALASAG 2015 and regional director of the Department of the Interior and Local Government (DILG) Caraga Lilibeth Famacion recognized the commendable efforts of the region’s responders and volunteers during disasters. "It is such a laudable efforts for all of us as we continue to strive for a disaster-prepared communities where we have zero casualty during disasters here in our region. We will also continue to capacitate our people to level up their preparedness with different strategies/techniques. Congratulations also to all our Gawad KALASAG winners," she cited.

Also, National Economic Development Authority (NEDA) Caraga regional director and vice chair for Disaster Rehabilitation and Recovery Mylah Faye Aurora CariΓ±o said that the region has been leveling up its efforts to increase its economic growth that give positive impacts to the people in terms of employment, investments and production of local products, among others.

The Caraga RDRRMC awarded the Agusan National High School (ANHS) DRRM Committee as first place in the Heroic Act Group Category and followed by the Bureau of Fire Protection Agusan del Norte.

Father Saturnino Urios University (FSUU) in Butuan City won the first place in the Schools Category (Private Urban), followed by St. Paul University (SPU) in Surigao City, Surigao del Norte.

For the Schools Category (Public Urban), the Bayugan National Comprehensive High School in Bayugan City, Agusan del Sur won the first place, followed by Surigao del Norte National High School in Surigao City, Surigao del Norte (2nd), and Agusan National High School in Butuan City (3rd).

Sibog Katawhan Alang sa Paglambo (SIKAP) Incorporated is the lone winner for the Civil Society Organization Category.

In the Provincial DRRM Category, Agusan del Norte won the first place, Dinagat Islands - second, Surigao del Sur - third, and Surigao del Norte - fourth place.

"For the trust and confidence, the credit goes to Hon. Ma Angelica Rosedell M. Amante-Matba. This award is not only for the local disaster risk reduction and management councils of Agusan del Norte, but the whole Caraga region and for the people of Agusan for their active participation and cooperation in the disaster risk reduction and management efforts of the province. Thank you very much," expressed Agusan del Norte PDRRMO officer Erma Suyo.

The 13th Regional Public Safety Battalion (RPSB) of the Philippine National Police (PNP) Police Regional Office (PRO) 13 is the lone winner in the Government Emergency Response Management Services (GEMS) Category.

Caraga RDRRMC has awarded the Rescue and Emergency Service Provider on Disaster (RESPOND), Inc. as the lone winner for the Volunteer Organization Category. The said organization is also the Hall of Fame Awardee for its consistent exemplary performance in DRRM for Calendar year 2013 to 2015.

For the Rural Barangay DRRM Committee Category of this year's Regional Awarding for Gawad KALASAG in Caraga region, Brgy. San Juan in Hinatuan, Surigao del Sur won the first place, followed by Brgy. Cabunga-an in Cagdianao, Dinagat Islands (2nd), and Brgy. Sta. Fe in Esperanza, Agusan del Sur (3rd).

For the Component City Category, Bislig City, Surigao del Sur won as first placer, and Surigao City, Surigao del Norte as second placer.

Butuan City won in the Highly Urbanized City Category of the said search.

Citations for the participating stakeholders for the Regional Search of Gawad KALASAG in Caraga region were also given by the RDRRMC, to wit: Municipality of Carmen, Agusan del Norte; Brgy. Quezon, Mainit, Surigao del Norte; Brgy. Bonbon, Butuan City; Brgy. Humilog, RTR, Agusan del Norte; and Albor Central Elementary School, Basilisa, Dinagat Islands.

PSA Caraga launches POPCEN 2015

BUTUAN CITY, August 4 (PIA) - The Philippine Statistical Authority (PSA) Regional Statistical Services Office (RSSO) Caraga launched the 2015 Consensus of Population (POPCEN 2015) held last August 3 at the Robinsons Place, this city.

POPCEN entails the listing of each individual as of a specified time and within a specified territory and recording of his/her characteristics, it was learned.

PSA-RSSO Caraga interim regional director Rosalinda Celeste-Apura said the aim of POPCEN 2015 is to generate statistics on the socio-economic and demographic characteristics of the population and important housing characteristics.

Apura said the data will be used as basis in the formulation of development plans and in the allocation of resources at various geographic levels of the government.

"Let us be part of this important undertaking not only for us to be counted but also to show our love for our country and patriotism," said National Economic and Development Authority (NEDA) - Caraga regional director Mylah Faye Aurora CariΓ±o.

The reference date of POPCEN 2015 is on August 1, 2015, 12:01 AM.

“All living persons as of 12:01 AM of August 1, 2015 will be enumerated. These are the persons comprising the households, or household population and the persons residing in Institutional Living Quarters (ILQs)/collective living quarters, or institutional population,” Apura explained.

However, according to the PSA briefer, the listing and enumeration proper is from August 10-September 6. The census will last for about 25 days including Saturdays and holidays. (DJA/PIA-Caraga)


DAR turns over building, farm equipment; distributes lands to farmers

BUTUAN CITY, Aug. 4 (PIA) - Four units of farm equipment and one processing center were recently turned over by the Department of Agrarian Reform (DAR) to the local government units of Siargao Island in Surigao del Norte.

DAR Secretary Virgilio de los Reyes together with Surigao 1st district representative Francisco Matugas and Surigao Norte governor Sol Matugas led the turn over rites in Sta. Monica, Surigao del Norte on July 14, 2015.

Under the Agrarian Reform Community Connectivity Economic Support Services (ARCCESS) project, the DAR handed over two rice reapers and two floating tillers worth P549,000.00 to the farmers of Del Carmen municipality.

 “These farm machines would greatly help the 587 farmers in Del Carmen in their rice and sweet potato production and marketing project,” said de los Reyes.

Farmer Benito Comon, who could not wait to use the equipment for their farming activities said, “These machines will truly help us simplify our job, minimize our expense and increase our income.”

For the farmers in Barangay Sta. Monica, the DAR turned over a processing center to the Garcia Farmers and Fisher folks Credit Cooperative (GAFFARCRECO).

Tesie Virtudazo, chairperson of GAFFARCRECO shed tears when she received the documents of the building for their turmeric processing project. “The events are just coming too fast, but thank you. It’s a dream come true,” she said.

Governor Matugas committed to support the turmeric processing effort of the organization. She vows to help in the marketing and making turmeric the “official health drink of Siargao.”

Meanwhile, Rep. Matugas offered to help make the organization’s request of a farm-to-market road come true. The proposed road would make the organization’s 10-hectare expansion production area accessible, as well as, their existing two hectares.

During the turn over rites, the DAR awarded land titles to 94 farmers from the municipalities of Dapa, Del Carmen, Burgos, General Luna, San Isidro, San Benito and Sta. Monica.

DENR develops, plants 1,303 hectares with trees at Taguibo Watershed

BUTUAN CITY, Aug. 4 (PIA) -  The Department of Environment and Natural Resources (DENR) Caraga Region has developed and planted at least 1,303 hectares with trees at the Taguibo Watershed over the past 10 years since 2004 which is a clear manifestation that the agency is consistently doing its part in reforestation program in the area.

DENR 13 regional director Nonito M. Tamayo showed this report at the recent First Butuan Water Rights Summit held in the city to correct false impression that the agency has done nothing in the development of the 4,367 hectares Taguibo Watershed area, the source of water supply of the city residents.

“The DENR was fully involved in the development of the watershed since 2004 when the agency had Taguibo embarked on a tree planting activity first in an eleven-hectare area,” he said.

Since then, he said the agency particularly the Provincial Environment Office employees has tapped other government and non-government agencies and organization to join the reforestation projects. In 2006 the DENR planted tree seedlings on a 15-hectare land at the watershed. Over the next four years until 2010, the DENR conducted enrichment planting and reforestation of 50 hectares. It has also mobilized and engaged the members of the AKTFAI, an organization of lumads farmers living within the watershed in the reforestation and development of 192 hectares in 2009 to 2010.

Director Tamayo said that with the full implementation of the National Greening Program (NGP), a total of 825 hectares were rehabilitated and planted with indigenous species and fruit trees by several IP organization in the area.

In February 2012, the DENR had released P1,208,400 to the Anticala-Kabulay Tree Farmers Association Inc. (AKTFAI), Anticala Tribal Community Multi-Purpose Cooperative (ATRICMPCO), and San Antonio Integrated Farmers Multi-Purposes Cooperative (SAIFMULCO) for the reforestation of 76 hectares.

In 2014, the DENR under the NGP has again release P 9,294,250 for the members of the Anticala Watershed Farmers Association (AWFA),   the beneficiaries of the Butuan City Water District, the AKTFAI, the ATRICMPCO, and the Anticala Tribal Council of Elders and Leaders Association (ATRICELA) for the development and reforestation of 565 hectares planted with fruit trees and indigenous species.

This year, the DENR under the NGP has allocated P8,428,558.25 to the IPs under CADT 135 to develop and plant tree seedlings in 184 hectares ancestral land.

Tamayo said the DENR and its 1,300 strong employees are committed to protect and preserve the natural resources at the Taguibo Watershed but the whole community nevertheless, must share efforts in the sustainable development and rehabilitation of the area. (DENR-Caraga/PIA-Caraga)

TANDAG CITY, Surigao del Sur, Aug. 4 (PIA) – The Revenue District Office 106 (RDO 106) of the Bureau of Internal Revenue (BIR) in Surigao del Sur has started to prepare for the “upcoming 111th BIR Day Celebration which is tentatively scheduled on August 12 and 13, 2015.”

According to Monib Dimakuta, revenue district officer here, said part of the event is the plan to highlight the support of top taxpayers by giving them due recognition, citing three respective categories—individual, corporation, and professional—covering the taxable year 2014 based on tax due.

In compliance with the memorandum date July 6, 2015 issued by Atty. Norberto Vitug, Caraga BIR regional director, RDO 106 was already able to submit the “Top 3 Taxpayer for each category,” the BIR chief pointed out.

PO leaders want to be forest officers

BUTUAN CITY, Aug. 4 (PIA) - Some leaders of people’s organizations (POs) engaged in the National Greening Program (NGP) and the Community-Based Forest Management Agreement holders in Surigao del Sur have asked the officials of the Department of Environment and Natural Resources (DENR) Caraga to list them in the Bantay Gubat program to strengthen the government’s anti-illegal logging campaign in their respective area.

The PO leaders have disclosed one of their concerns at a forum-workshop initiated by the Conservation and Development Division (CDD) headed by Forester Maritess M. Ocampo under the Technical Services of the DENR Caraga in coordination with the PENR office, Surigao del Sur on July 24, 2015 held at the Goat Together Conference Center this city. The other concerns involve new learning on financial management and scientific applications about high survival rate of planted seedlings.

DENR Caraga regional director Nonito M. Tamayo who presided over the questions and answers forum said the POs are interested to join the recruitment of forest guards through the “bantay gubat” program to prevent illegal logging activities in their respective jurisdiction in Surigao del Sur.

Tamayo also asked the PO leaders to submit a list of their nominees who will undergo a seminar about forestry laws and regulations before they can be deputized forest officers. (DENR-Caraga/PIA-Caraga)


Rapid coverage assessment follows after success of ‘NSDD’ in SurSur

TANDAG CITY, Surigao del Sur, August 4 (PIA) – Following the success of the National School Deworming Day (NSDD) on July 29 here, all three schools divisions in Surigao del Sur under the Department of Education (DepEd)—the Surigao del Sur Division apart from the two more,  Tandag City and Bislig City Divisions—have yet to ensure the implementation of Rapid Coverage Assessment (RCA) until August 5, according to Dr. Helen CaΓ±o, Provincial Health Team (PHT) chief of the Department of  Health (DOH) in the province.

The provincial health team chief estimated that about 90 percent of the targeted 75,000 pupils in Surigao del Sur DepEd Division, aged five to 12, have been already dewormed with a dose of Albendazole tablet as prescribed.

She was likewise candid to say that their office has no available data yet to show for Bislig City Division in this regard.

Earlier, the Tandag City Schools Division under Dr. Gregoria Su, reported 93.74 percent success rate of the NSDD, citing 9,008 of the 9,609 pupils enrolled in 26 elementary schools have been made to take the prescribed anthelmintic drug.

Rudeline Azarcon, Tandag City division nurse, made available the copy of the accomplishment report submitted by her superior, Imelda Ballentos, also a registered nurse and NSDD division point person.

The rest, some 601 of them, will still have to be taken care of via the RCA, she pointed out.

“Absent, sick, dewormed at barangay, transferred out, and refused” were the remarks indicated in the report for schoolchildren who missed out the mass deworming on July 29, it was learned.

Also, Azarcon bared two schoolchildren here have to be rushed to a hospital due to abdominal pain after taking the deworming tablet, but were eventually discharged after treatment.

Dr. CaΓ±o confirmed that indeed there were such incidents not only in Tandag but also in some school districts in the province, adding cases of this nature are but normal.

Meanwhile, Dr. Daniel Laurente, division health section chief of Surigao del Sur DepEd Division Office said complete result of the NSDD have yet to be made available, explaining that the nurse in-charge was still busy out on field work.

Initially, however, he also had the impression that some 90 percent of their target has already been covered by the scheduled mass deworming.

News Feature: Breastfeeding still best for babies even during emergencies

Calamities are pressing people’s physical and economic resources. The recent calamities that struck the country have displaced thousands of families and the aftermath is much worse as illnesses began to spread.

Infants and young children are the most vulnerable. Having weak immunity, they are the ones who easily get sick when staying in crowded evacuation centers.

Undoubtedly, breastfeeding is the best for babies. Breastmilk is the perfect food for newborns and infants because it provides all the nutrients that are needed for healthy development.

Today, as families are in emergency situation and where basic infrastructure has been compromised, breastmilk provides a safe food for babies. Breastmilk contains antibodies that help protect them from common childhood illnesses like diarrhea, pneumonia and malnutrition.

Moreover, breastmilk is readily safe, available and affordable. This helps to ensure that infants get adequate sustenance at the time when they need it, even in emergency situations.

Feeding infants and young children with milk formulas may pose dangers to their nutrition and health status. First, safe water needed for the preparation of milk formula and for cleaning and sterilizing materials such as bottles and nipples may not be available in the area. Water in evacuation centers may be contaminated to cause diarrhea, cholera and other water-borne diseases.

Water should be put to a rolling boil for at least 3 minutes if it is to be used to prepare milk formulas. Bottles and nipples should be boiled longer to make them sterile.

This poses the problem of not only safe water but also fuel source, which may also be scarce in evacuation centers.

Storage equipment, like a refrigerator, is most of the time not available and the hot environment in evacuation areas make milk formulas easily spoil.

In a situation where economic activities of a household are disrupted, income and savings, if there are any, are exhausted, and thus, milk formulas become inaccessible.

Mothers who are under stress may have stopped lactating for a day or so, but this can be overcome with good support.

It is a myth to think that because mothers are under stressful situations, they would not be able to breastfeed. They only need support for re-lactation.

The other myth is that because mothers are undernourished or are sick, they cannot breastfeed or the milk is of poor quality. This is not true because even very malnourished mothers can produce good milk.

Under these conditions, breastmilk may be in lower amount but it is still the best source of nourishment for the baby. Mothers, if undernourished as in such case, should be given the nutritional support that she needs.

Indeed, breastfeeding is a life saving intervention. It is best for babies in normal and emergency situations.

Lathalain: Maaari ka pa ring magpasuso ng eksklusibo kahit nasa trabaho

Kadalasang problema ng mga nagtatrabahong nanay ay kung paano magpasuso ng kanilang bagong silang na sanggol sa labas ng tahanan.

Pwede pa rin silang magpasuso habang nasa trabaho sa pamamagitan ng pag-express o pagkolekta ng gatas sa oras na dapat siyang magpasuso.

Ilagay ang gatas sa malinis na lalagyan na may takip at itabi sa refrigerator o freezer, na kadalasan namang mayroon sa mga tanggapan o opisina. Ang inimbak na gatas na ito, ang siyang maaring ibigay sa sanggol tuwing nasa trabaho o nasa labas ang ina. Siguraduhin lamang na nailubog sa mainit na tubig ang inimbak na gatas ng ina bago ibigay sa sanggol upang ang temperatura ng inimbak na gatas na iinumin ng sanggol ay katulad ng temperatura kung ito ay diretsang sususo sa ina.

Maaaring itago sa refrigerator ang kinolektang gatas ng ina hanggang beinte kuwatro oras, at hanggang tatlong buwan naman kung sa freezer itinago.  Wala talagang dahilan upang hindi makapagpasuso ang isang ina ng sarili nyang gatas.

Ang mahalaga lang ay ang paggamit ng malinis na tasa at kutsarita o medicine dropper sa pagbigay ng gatas na ito sa sanggol.

Paano masisiguro ng ina na sapat at tuloy-tuloy ang daloy ng gatas?

Tandaan, higit ang pangangailangan ng mga buntis at nagpapasusuo sa masusustansiyang pagkain dahil dapat nilang tugunan ang kanilang pangangailangang pangnutrisyon pati na rin yung sa baby.

Ang wastong pagkain ng ina sa panahon ng pagpapasuso ay isang paraan upang makasiguro sa sapat na daloy ng gatas.

Dapat ding iwasan ng inang nagpapasuso ang mabahala o mag-alala tungkol sa pagpapasuso.  Sa halip ay isipin na ito’y normal na ginagawa ng isang ina sa kanyang sanggol.  Iwasang matakot o mangamba, mag-alala o mapagod.

Kailangan din ng ina ang tama at kumpletong pagkain, kasama na rin ang sapat na panahon sa pagpapahinga sa araw-araw.  Dapat ding uminom ng sapat na dami ng mga fluids nguni’t mas mainam kung ito’y gatas, sopas, mga juice o tubig.

Regular ding magpasuso, at siguraduhing ubos ang gatas sa bawa’t suso.  Tandaan na ang patuloy na pagpapasuso ang natatanging paraan para matiyak na madami ang gatas ng ina.

SEC partners with PIA Caraga, the first academe to operate AFEBS

BUTUAN CITY, Aug. 3 (PIA) – A memorandum of agreement (MOA) between the Surigao Education Center (SEC) and the Philippine Information Agency (PIA) Caraga was signed on Friday in Surigao City.

In line with the objectives of the Community Extension Service Program and part of the Social Responsibility for Community Development, SEC will establish a linkage with PIA, a government office with a broadcast communication platform designed for disaster operation dubbed Advanced Forward Emergency Broadcasting System or AFEBS Network.

During the orientation on AFEBS Network Project held on the same date at the SEC campus in Surigao City, Rosanna S. Bautista, vice president for administration/external affairs office of Surigao Education Center (SEC) presented the rationale/objectives of the Advanced Forward Emergency Broadcasting System (AFEBS) Network Project. "On September 8, 2014, the PIA technical team made a site inspection and assessment of SEC's FM facility and equipment to determine the actual condition of the studio, transmitter, antenna and other equipment to provide practical recommendation and appropriate intervention," she recalled.

"As part of our Social Responsibility for Community Development through the Community Extension Service Program, we saw the need to express it in different programs and activities to reach out and increase our capability to contribute to the community through a practical information dissemination program. And with this, we are partnering with the Philippine Information Agency Caraga for the fulfillment of that social responsibility," articulated Bautista.

Deputy regional director Fryan Abkilan of PIA Caraga shortly discussed the best practices of the agency, as well as its known platforms in the region, which include the AFEBS Network. “SEC is the first private institution to adopt the AFEBS project in the region,” he stressed.

Abkilan further revealed that said project was not made possible if not because of the initiative of the regional director of PIA Caraga. "Our regional director Abner Caga of the Philippine Information Agency Caraga regional office conceptualized the public communication system dubbed Advanced Forward Emergency Broadcasting System (AFEBS), a community-based broadcasting system designed for disaster response. It is tested and proven to operate 24/7 in all weather conditions, and can be heard over the radio, internet or cellphone/smartphones. It serves as platform of our advocacies, public paging system, entertainment/music, survey, and feedback mechanism," he relayed.

Also, the officials, faculty and students of Surigao Education Center (SEC) witnessed the audio-visual presentation on the PIA Caraga's mobile application - "PIA Mindanao."

"The Philippine Information Agency (PIA) Caraga has taken a step further toward the digital age with the launch of a new mobile application that will provide the Mindanaoans with up-to-date information about the region especially during disasters and emergencies. The app was conceived as a result of the increasing intensity and frequency of disasters happening around us, the need for a new platform that will not only strengthen public awareness on the importance of disaster preparedness, but also facilitate a system for disaster response and management, is emphasized," reiterated Abkilan.

Meanwhile, Nora CL Molde, regional operations chief of PIA Caraga shared the evolution and organization profile of PIA. "PIA is the communication arm of the government. PIA is committed to provide a national mechanism for the free flow of timely, accurate and relevant information to enhance people's capabilities in decision-making and identification of opportunities for growth and development; and promote people's participation in democratic process," she mentioned.

Molde also presented the organization profile of the agency to the officials, faculty and students of SEC. "Despite limited manpower in PIA Caraga, we still attain our targets and goals in disseminating timely, relevant, and accurate information to the general public. We are doing multi-tasking just to achieve the tasks targeted for the day," she emphasized.

As stipulated in the MOA, SEC will provide funds for the following: 1) repair of the defective transmitter ad regular maintenance; 2) retuning of antenna to maximize its power; 3) purchase of high-end desktop computer; 4) purchase of air-conditioning system; 5) installation of an internet connection preferably 2-4 Mbps; 6) purchase of microphones for DJ, guest and production use; 7) purchase of headsets for DJ, guest and production use; 8) monthly preventive maintenance check of PIA transmitter by PIA Caraga team; 9) training of a staff in the operation and radio production; 10) take responsibility for its safety, security and care while the PIA transmitter is being used for broadcast; and 11) conduct monthly monitoring and report on the status of the implementation.

Hence, PIA will also provide information dissemination and promotion of SEC and its activities; provide the transmitter in lieu of SEC’s defective transmitter; oversee the overall operation of the station; provide technical assistance in the monthly maintenance check of the transmitter; and provide technical training of SEC staff in operation and radio production.

It was also learned that the regular programming shall commence from 6:00 in the morning until 10:00 in the evening daily. (JPG/PIA-Caraga)


News Feature: Nursing mothers urged to continue giving breastmilk to babies after maternity leave

Did you know that nursing mothers can continue giving breastmilk to their babies even if they have to return to work after maternity leave?

The revised Nutritional Guidelines for Filipinos (NGF) recommends "breastfeed infants exclusively from birth up to 6 months then give appropriate complementary foods while continuing breastfeeding for 2 years and beyond for optimum growth and development."

The NGF was developed by nutrition experts led by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST).

Working mothers who are lactating and resuming work can express breastmilk while in the workplace.

Expressed breastmilk can be collected in sterile bottles and stored in the refrigerator or container insulated with ice.

Breast milk stored in the refrigerator can last for 24 hours, while when stored in the freezer can last for 3 months.

Caregivers at home can give expressed breastmilk while the mother is at work.

In times when the mother and the baby are together, it is best to breastfeed from the mother.

Breastfeeding promotes emotional bonding and loving relationship between the mother and the baby.

Administrators of workplaces, public places like malls and even schools are enjoined to setup breastfeeding stations where mothers can either express breastmilk or practice breastfeeding with privacy.

Let us promote, support, and practice breastfeeding.

News Feature: ‘Obesity gene’ probed in the Filipino population

In order to understand weight gain and weight loss, we need to look into the triad of environment, lifestyle, and genetics.

The pairing of environment and lifestyle as a factor in understanding body weight is an established norm.

Adding genetics in the picture bring forth quite interesting tales to tell.

Previous researches about the fat mass and obesity associated (FTO) gene suggested that individuals who have the high risk version of the FTO gene have the tendency to become obese. FTO gene comes in two versions: the high and the low-risk form.

The BBC News website in 2013 reported that individuals with high risk copies of the FTO gene are thought to be 70% more likely to become obese.

This BBC report was investigated further by a pioneering study on nutritional genomics by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST).

Researchers from FNRI-DOST examined more than a hundred Filipino adults from Ilocos, Bicol and Metro Manila.

The FNRI study focused on the possible contribution of the FTO gene in the increasing trend of obesity in the country. The study combined the utility of polymerase chain reaction (PCR) and gene sequencing technology to determine the versions of the FTO gene.

Majority of these adult participants carry the low-risk version. However, regardless of the body mass index (BMI), more than 30 percent harbor the high risk version of the gene.

The genetic tendency towards becoming obese in this portion of Filipino adults is present even among those who are considered normal and healthy.

The high risk version posed 24 percent chance of gaining more weight compared to those who have the low risk version of the FTO gene.

Interestingly, the probability increased twice when the carrier of the high risk version of the gene falls short of the recommended energy nutrient intake (RENI) for energy, protein, carbohydrates, and fat.

Relevant findings of the study underscore the importance of meeting the recommended dietary intake especially when an individual is prone to gain more weight due to genetic variation.

In this segment of the Filipino adult population, the effect of the high risk version of the FTO gene is not the sole contributor of the propensity to gain weight.

Genes might regulate the capture, storage, and release of energy from the foods that we eat but it is equally important to note that obesity also thrives in an environment abundant with calorie-rich foods and with fewer opportunities for physical activity.

With the Philippines going more urbanized, the environment previously described can perhaps be a relevant factor of the population shifting towards unhealthy weight gain. This premise, however, needs to be confirmed further.

Without dismissing what genetic factors can contribute to our total well-being, the need to live a healthy lifestyle through proper diet and regular exercise is still the best way to combat unhealthy weight gain.

As the 9th message of the 2012 Nutritional Guidelines for Filipinos highlighted: “Attain normal body weight through proper diet and moderate physical activity to maintain good health and help prevent obesity”.

Feature: Feast on vegetables for body cleansing

Do you get tired of eating too much festive foods like lechon, mechado, fried chicken, salads during celebrations?

You may want to shift from meat to veggies to get rid of some body toxins.

Vegetables are important sources of vitamins, minerals, and fibers.

Fibers are mostly found in vegetables and fruits. Regular intake of soluble fiber enables the body to absorb minerals like calcium and magnesium. Fiber also helps manage one’s weight.

Phytochemicals or phytonutrients are found in plants, particularly vegetables. Examples of these are lycopene in tomatoes, anthocyanins in bell peppers and flavonoids in broccoli. Bright colored vegetables generally contain most phytonutrients.

By eating vegetables, there are low chances of weight gain, improved teeth and bone structure, increased body resistance against infection, and reduced risk of having diseases such as diabetes mellitus, cancer and cardiovascular diseases.

Experts say one needs three to four servings of vegetables daily. Recommended servings for vegetables also vary depending on age and lifestyle as shown: For older persons, adults, lactating women; teenage boys and girls; and growing kids (1-12 years old), all should have at least three servings.
