RDC-GADCC Caraga sets 2015 Women’s Month opening with Fun-Color Walk

BUTUAN CITY, Feb. 27 (PIA) – “The kick-off celebration of this year’s Women’s Month will be very fun and at the same time colorful with all the other activities wherein our men and women will surely enjoy.”

This was the statement of lawyer Marylin Pintor, Gender and Development Coordinating Committee (GADCC) chairperson and Commission on Human Rights (CHR) Caraga regional director during a press conference held on Tuesday at the Bureau of Treasury (BoT) regional office here.

Pintor bared that this year’s Women’s Month celebration will kick-off on March 3 with the Fun-Color Walk activity at 2:30 p.m. from the city’s Guingona Park going to Agusan del Norte Provincial Capitol Covered Court, where the opening program will also be held.

She further reminded that participants is advised to wear protective/eye glasses during the Color Walk, since colorful Holi Powder along with the ‘Torotot,’ whistle and placards will be used as accessories during said activity.

“Former Akbayan party-list representative Risa Hontiveros-Baraquel has gladly accepted our invitation to be our guest speaker during this event,” added Pintor.

Baraquel has recently been appointed as board member of the Philippine Health (PhilHealth) Insurance Corporation.

Pintor also revealed that during the program, members of the Men Oppose to Violence Everywhere (MOVE) will have their time to give bouquets and chocolates to the women participants as a sign of appreciation and recognition to them.

Caraga GAD committee to celebrate Women’s Month, encourages more women’s participation in policy-making

BUTUAN CITY, Feb. 27 (PIA) – Atty. Marylin Pintor, Gender and Development Coordinating Committee (GADCC) chairperson and Commission on Human Rights (CHR) Caraga regional director encouraged more women’s participation in policy-making and peace-building, during a press conference held on Tuesday at the Bureau of Treasury (BoT) regional office here.

“Republic Act 9710 or the Magna Carta of Women (MCW) promotes the full participation and equitable representation of women in all spheres of society particularly in the decision-making and policy-making processes in government and private entities, in order to fully realize their role as agents and beneficiaries of development,” reiterated Pintor.

Pintor disclosed that this year’s women’s month with the theme “Juana, Desisyon Mo ay Mahalaga sa Kinabukasan ng Bawat Isa, Ikaw Na!,” aims to pay tribute to all women leaders who passionately led and continue to advance women’s advocacies.

“Their key roles and accomplishments in leadership, power and decision-making will be highlighted in order to influence and break the conservative mindset and belief that politics and leadership are not for women. The celebration will also be a perfect time to drum up the call for 'Juanas' to run in public office since the last quarter of 2015 is the period of filing of candidacy for 2016 election,” said Pintor.

Pintor further revealed that based on statistics, disparities among women and men in elective posts and in traditionally male/female dominated agencies in government are still evident. Somehow, women are still a minority in top level positions in such agencies as public works, national defense and law enforcement.

“With this, we are encouraging more women participating in elective posts to really manifest what we believe women can do for our country. This will also break the mentality that women are only good in household works,” stressed Pintor.

Proclamation No. 224 series 1988 declared the first week of March each year as Women’s Week and March 8 as Women’s Rights and International Peace Day; Proclamation No. 227 series 1988 provided for the observance of the Month of March as Women’s Role in History Month; and Republic Act 6949 series 1990 declared March 8 of every year as National Women’s Day. News Feature: Pantawid beneficiary increases income through ice trading

SIARGAO ISLANDS, Surigao del Norte, Feb. 27 (PIA) – Self-Sufficient Pantawid Pamilya beneficiary from the islet of Sta. Felomena, Dapa, Surigao del Norte is now hailed as the sole supplier of ice in the said islet.

Living in an islet where fishing is the main source of income makes refrigeration a great need, a necessity to the fisher folks.

“Dako jud ang tabang aning ref labi na gayud sa amo nga naga-imbak pud ug isda. Halin kaayo ang ice diri sa among lugar kay kasagaran sa mga lumulupyo diri, mangingisda man (This refrigerator has helped our family a lot; especially to people who also preserve fish. In our place, ice is so viable because most of us here are fishermen)," Jodelyn happily shared.    

Jodelyn D. Espaldo is one of the self-sufficient Pantawid Pamilya beneficiaries in the locality.  Jodelyn is married to Edwin Espaldo and is blessed with daughter named Einjehl Ann Espaldon.

“This kind of income generating activity [refrigeration] has helped Espaldo’s family a lot. It also helps almost 30 households in their community. On our records and based on assessment, their income increases to five percent out from their original monthly income amounting to 7,000php,” shared Geneline Plaza, Municipal link for Dapa. 

Aside from their refrigeration business, the couple also engage themselves to other money-making activities like sari-sari store, pump-boat driving, fishing, and joins also in bigasan sa bayan.

“Paningkamot jud ang susi aning tanan. Pinaagi sa among panag-tinabangay, isip magtiayon, nakab-ot namo karon ning gamay ug malahutayon nga kalambuan (Combined effort is the key to what we have now.  Together as a couple, we achieved this little but continuous development)," Jodely added.

Now, the couple is inspired to continue life amidst constant challenges. With hope and vigor, Espaldon family will soon inspire others to do well on investing from life, a life that echoes development.

Butuan City rules in CRAM 2015

TANDAG CITY, Surigao del Sur, Feb. 27 (PIA) – Butuan City racked up 75 gold, 35 silver and 44 bronze medals and bagged the overall title in the Partial Medal Court Tally, as of February 26, 4:00 p.m.

Among the 18 varied games played in CRAM’15 (Caraga Regional Athletic Meet) held here namely, archery, arnis, badminton, billiards, boxing, chess, football, sepak takraw, softball, swimming, table tennis, taekwondo lawn, tennis and valleyball, rounding out the top five out of the 12 divisions were Butuan City (75-35-44), Surigao del Sur (36-30-55), Agusan del Sur (35-26-43), Surigao City (30-26-35) and Surigao del Norte (18-27-31).

With sheer athleticism, Butuan City was dominating it over the annual gathering of determined individuals who competed against each other and for a chance at immortality. The team tried hard to defend their title as the Over-all Champion of last year’s CRAM.

Weather condition did not even impede the conduct of various games during the CRAM. All players together with their coaches were ready to stupefy their opponents.

DTI-Surigao Norte turns over geonets production facility to Claver coop

SURIGAO CITY, Surigao del Norte, Feb. 27 (PIA) – The Department of Trade and Industry (DTI) has turned-over several units of weaving and twining machines as Shared Service Facility (SSF) for Geonets Production to the Claver Coconut Farmers Multi-Purpose Cooperative (CLACOFARMCO) at their plant site in Sitio Pangi, Brgy. Daywan, Claver, this province.

The SSF Facility consists of 100 units twining machines and 10 units of weaving machines that will be used in the production of coconets or coco fibernets/geotextiles.

The total project cost is placed at P550,000. Coconets are derived from the fibrous husks of coconuts. The fiber extracted from discarded coconuts husks, which is commonly called coco coir, has to undergo further twining and weaving for it to become a geotextile.

The coconets are laid on the sloping areas to prevent the land from eroding and being washed away during rainfall. After about three to six months, vegetation can already be seen in geonets covered areas that makes the soil more stable.

On his inspirational message, DTI provincial director Celestino L. Negapatan emphasized that the SSF project aims to improve the production capacity and efficiency of the present operation of CLACOFARMCO by way of providing necessary equipment.

He encouraged the cooperative to produce more quality products using the machines they recently acquired.

On his part, Claver Mayor Eddie P. Gokiangke assured the co-operator more support and assistance from the local government unit.

He emphasized that the growth of the local coconut industry will give positive impact to the community as it will increase the income of the farmer-members.

SSF Coordinator, Ma. Theresa Z. Calang presented and reviewed the provision of the SSF Memorandum of Agreement (MOA) emphasizing to the proponent co-operator for them to effectively manage, operate and take care of the shared service facility properly and in accordance with the provisions of the MOA.

The launching and turnover ceremony of the SSF facility was formally instituted with the signing of the Memorandum of Agreement (MOA) by director Negapatan and CLACOFARCO President Delfin Lopez, witnessed by Mayor Gokiangkee.

RCC Caraga conducts competitiveness index roadshow in Dinagat Islands

SAN JOSE, Dinagat Islands, Feb. 27 (PIA) - The Regional Competitiveness Committee (RCC) of Caraga Region in partnership with the Department of Trade and Industry (DTI)-Dinagat Islands has recently conducted the 2015 Cities and Municipalities Competitiveness Index Roadshow held here.

The said roadshow is a region-wide campaign and information drive to all the municipalities and cities to participate and support the 2015 Cities and Municipalities Competitiveness Index (CMCI).

This CMCI is an index obtained using three major indicators such as economy, government, and infrastructure which will identify the score or ranking of each participating local government units nationwide in terms of competitiveness.

RCC focal person Brenda Corvera said that the CMCI is very beneficial to the participating LGUs since it will establish awareness and consciousness to their part, through these indicators, on what aspects they need to empower in order to develop.

She emphasized that once the LGUs can determine the gap they need to fill, then it will eventually lead to improvements "then improvements will attract investors and will create employment."

“Then, next to investor and employment is the income generation of the LGUs," Corvera added.

SurSur BFP all set for Fire Prevention Month celeb

TANDAG CITY, Surigao del Sur, Feb. 27 (PIA) – The Bureau of Fire Protection (BFP) in Surigao del Sur headed by Fire Inspector Rowella Dinolan is all set for the Fire Prevention Month celebration come March.

With the theme “Kaligtasan sa Sunog:  Alamin, Gawin, at Isabuhay Natin,” the provincial fire chief stressed that everything has already been laid out as planned for the month-long affair.

Citing a Memorandum issued on Janury 21, 2015 by BFP Caraga regional director S/Supt. Leonides Perez together with the attached copy of the CY 2015 nationwide program of activities coming from their national headquarters, Dinolan assured to follow the information and guidance as framed.

She also made it a point to conduct the “Walk for a Fire-Free and a Fire-Safe Nation” simultaneous with the nationwide schedule at 5:00 a.m. on March 1 to be followed by the five-minute “blowing of horns of all firefighting apparatus,” that will start at 12:00 noon sharp on the same day.

Meanwhile, Dinolan said that other important activities that their office is going to undertake are fire safety awareness campaign, fire truck visibility, placement to heightened alert status and intensive monitoring of fire prone areas, and the conduct of refresher training course to all volunteer fire brigades, among other things. SurSur power utility confident of power supply

TANDAG CITY, Surigao del Sur, Feb. 27 (PIA) – Amid reports of looming power crisis, Surigao del Sur Electric Cooperative II (SURSECO II) headed by General Manager (GM) Engr. Iglorio Hinayon has shown confidence about the supply service it caters to the entire 1st district of the province.

Arlinda Yparraguirre, finance manager and officer-in-charge (OIC), said power consumers have nothing to worry about since management of the electric utility here has inked a power supply contract with King Energy Generation, Incorporated (KEGI) last year.

When asked to comment on what happened during the aftermath of Tropical Storm (TS) Seniang since KEGI did not heed the call of the SURSECO II management to supply the necessary electricity, Yparraguire said it was lamentable but the same power supplier has already vowed to make up with its shortcomings.

The OIC confirmed KEGI’s attention was called in one of the SURSECO II’s board meetings early this year.

It will be recalled that TS Seniang hit the province on December 29, 2014, but SURSECO II has immediately put back in place its toppled power lines and other facilities, particularly in Tandag City and other business centers in some municipalities, however, power supply only came almost three days after.

Agusan del Norte leads CRAM Special Games

TANDAG CITY, Surigao del Sur, Feb. 27 (PIA) – The 18th Caraga Athletic Meet (CRAM) revealed the Division of Agusan del Norte as the frontrunner in the recently conducted Special Olympic Games held here with their 11 gold medals, while Surigao del Norte and Butuan City Divisions came to second and third ranks with four and three gold medals, respectively.

Although the performance of athletes in the Special Olympics does not affect the overall standing of the participating divisions in the CRAM this year, the conduct of the said athletic competition is viewed significant by the participants and organizers.

“Children who are differently-abled still have talents and they should be given equal opportunities just like other children,” said Celsa Casa, EPS-1 and Information officer of Surigao del Sur Division, and who has a niece who joined the Shot Put Competition in the Special Games.

According to some spectators, the awarding ceremony on Wednesday gave a dramatic change in sports as special athletes gained no restriction to showcase their abilities.

The platform for these special athletes does not solely concerns sports but it is also aimed to changing the culture of stereotyping athletes as only for some individuals. The Special Games empower them to play harmoniously with others,” said Megenila Guillen, Co-chair of the Committee on Communication, Media and Publication.

To show the advocacy of the host province and divisions, the closing ceremony for Special Games was attended by the Provincial governor Johnny Pimentel, vice governor Manuel Alameda Sr., and Tandag City Councilor Imelda Falcon.

DENR exec congratulates Caraganons over world-record breaking TreeVolution

BUTUAN CITY, Feb. 27 (PIA) – The Department of Environment and Natural Resources (DENR) 13 regional director Nonito M. Tamayo congratulated the people as he expressed elation over the confirmation of the Guinness World record-breaking “TreeVolution: Greening Mindanao.”          

“We made it at the Guinness World Record due to the overwhelming support provided by the people,” Director Tamayo said.          

The Guinness World Record has recognized the 122,000 participants who simultaneously planted 2.29 million seedlings across 29 locations in Mindanao on September 26 last year, surpassing the previous record of 1.9 million trees planted by India in 2011.          

DENR Secretary Ramon JP Paje had already sent his congratulations earlier to the regional directors in Mindanao. He said the record-breaking event was “a big step forward in restoring Mindanao’s rapidly-dwindling forest cover and fighting climate change.”          

In Caraga Region, at least 1,169.63 hectares were planted with about 542,065 seedlings under the TreeVolution Greening Mindanao in multiple locations.

“More than setting the now-confirmed world record, we will always consider TreeVolution as a big step taken by Mindanao residents themselves in re-greening their landscape to help mitigate climate change and protect themselves against its diverse impacts,” Secretary Paje said.

Director Tamayo said this massive tree planting activity held in various locations in Mindanao "gave us a strong message that we can restore the dwindling forest through unity of the people.”

He said the National Greening Program (NGP) being implemented over six years starting 2011 has a target of 1.5 billion tree seedlings planted in 1.5 million hectares until 2016. As of January 2015, DENR records show that around 1,005,013 hectares have already been reforested.

Director Tamayo thanked all those who participated in the TreeVolution’s massive tree planting. He also lauded the commitment of the governors, mayors, the private sectors, students, the teachers, government employees, police and the Philippine Army who joined the event.

He said the trees, if cared properly, "would grow and will benefit our children particularly on the impact of the climate change." He said the importance of trees is that they sequester carbon which greatly contributes to global warming and climate change. The trees also stabilize soil, provide food and livelihood and recharge acquifers among its many functions. (DENR-13/PIA-Caraga)

PhilRice Agusan is best branch station anew

REMEDIOS T. ROMULADEZ, Agusan del Norte, Feb. 26 (PIA) - PhilRice Agusan received the top prize in the 2014 Best Station contest – an annual internal competition organized by the Institute to elevate and improve the modalities in promoting new technologies in rice production. It also aims to highlight the best-fit practices of the stations in rice Research and Development (R&D).

PhilRice Agusan was also recognized for successfully and creatively executing the Intensified Rice-Based Agri-bio Systems (IRBAS) program in support of PhilRice’s major advocacy, the Rural Transformation Movement (RTM).

RTM aims to help reduce poverty by promoting diversified farming and agri-business ventures. Nucleus estates will be put up to give farmers access to support services including training, inputs, custom services, technologies, product development and packaging, and marketing.

“I thank the PhilRice management for organizing this contest and all my colleagues for keeping our station beautiful,” said Abner T. Montecalvo, station manager.

PhilRice Midsayap and Batac placed second and third, respectively, and were cited for creating a strategic research direction and for continually improving their internal systems and processes in accordance with Integrated Management Systems standards. PhilRice has three ISO certifications.

The following awards were also given: Most Improved Field Day to Los Baños; Most Interactive Field Day to Negros; and Most Innovative External Linkage to Bicol.

The judges traveled across the country to evaluate each station based on the following: IRBAS (Rural Transformation Campaign Execution); level of mechanization; organization of field day; varietal demo; client satisfaction; innovations; internal processes and financial reports; housekeeping and safety; state of infrastructure; income generation; and station management.

The judges were Dr. Rex Navarro, former director for communications of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT); Dr. Genaro San Valentin and Thelma Padolina, PhilRice consultants; Charlene Tan, founder of Good Food Community; and Donald Mateo, from the Philippine Center for Postharvest Development and Mechanization (PHilMech).

PhilRice Agusan had earlier received the Best Field Day (2011) and Best Station awards (2013).

TESDA, LGU-Dinagat Islands to implement skills upgrading thru training cum program

SAN JOSE, Dinagat Islands, Feb. 26 (PIA) - The Provincial Labor Employment and Manpower Office (PLEMO) of Dinagat Islands in partnership with the Technical Education Skills and Development Authority (TESDA) will implement the Skills Upgrading thru Training Cum Program for the Issuance of Recognition of Prior Training (RPT)-TESDA.

In this program, skilled workers who are working under existing private or government projects may acquire Certificate of Competency or NC-II (National Certificate) from TESDA.

According to PLEMO officer Emma Mausisa, the training cum issuance of recognition program of TESDA is a strategic program for skilled workers like carpenters, masons, plumbers and such, to maximize their effort because aside from earning on their work, they will also be given TESDA certificate if they complete the number of hours required.

Feature: What the Olivan’s has to say? #KayaKoangPagbabago

“Kapikas,” that’s how Melodie of General Luna in the Islands of Siargao, Surigao del Norte describes Pantawid Pamilyang Pilipino Program.

Melodie D. Olivan is married to Junjie G. Olivan. The couple is blessed with four children namely, Lea Jane, James, Mia Jade and Jirah.  Melodie’s family is one of the self-sufficient families in the locality. Having blessed with broods, the couple meets both ends to sustain the needs of their children.

Junjie is a full time fisherman, but occasionally works as a driver during storms and rainy season. Melodie on the other hand does the household chores and is managing their sari-sari store. She also manages and heads their group SEA-K financed bigasan termed as Rose SKA Cooperative.

“Dako kaayo ang tabang nga taghatag sa ako sa Pantawid Pamilya. Mao gyud ni ang nagsugud sa tanan. Kaniadto, usahay dili kami makakaon ug tulo ka beses sa isa kaadlaw. Kaisa lang gyud, pag ting-panihapon bag-o kami mangatulog. Lugaw pa gyud. Basta lang naay masulud sa tiyan, okay na (Pantawid Pamilya has helped us a lot. It is Pantawid that has started everything. Before, we barely eat three times in a day. Just “lugaw” {local way of cooking rice in a sugar} for a dinner in a day before we sleep. As long as we have something to eat at night, it’s okay),"  Melodie relayed while she sheds in tears.

Melodie’s life as she shared it to the [Pantawid Pamilya] has lightened up when their family was included in the first cycle of assessment of the agency's Listahanan, an information system that identifies who and where the poor are.

“Mura gyud to ug blessing in disguise. Gi-interview lang mi ug isa ka grupo ug enyumereytors. Nangutana sila ug daghan kaayo nga mga butang nga nag hisgut mahitungud sa among kinabuhi, stadu sa smong kinabuhi, ug biskan man sa among pamilya. Abli kaayo ang among pagpanaghisgot. Ang among pag-inistoryahanay naghatag sa amo ug unsa man gani ang naa sa amo karon. Salamat kaayo sa inyo, salamat kaayo sa paghatag sa amo ug paglaum. Salamat sa paghatag sa amo ug kinabuhi. Salamat sa pagpakita sa amo nga kami pud pwedi mulambo. Karon, biskan sa kapit-us, ang tanan nay kabilinggan. Tungud kay kining tanan nag andam man kanamo sa pag-atubang sa mga kalisud sa kinabuhi. Mga kalisud nga akong gituohan, nga kung kami mulihok isip usa ka pamilya, kaya namo tanan (It was like a blessing in disguise. We were just interviewed by a group of enumerators. They asked us with so many things concerning our life, social status and even about our family affairs. The conversation was open. Indeed, that talk gave us what we have now. Thank you [Pantawid Pamilya] , thank you for giving us hope. Thank you for giving us life. Thank you for showing us that we too can shine. Now, though life is so dramatic, everything is worth it, because these things have thought us to prepare ourselves to the coming struggles. Struggles that I am sure, if we work as a family, we can do everything)," Melodie shared.  

When asked about dedication, inspiration?

“Ginoo jud. Kung wala siya, wala gyud ning tanan. Ikaduha, ang akong pamilya. Sila ang akong kusog. Sila pud ang akong inspirasyon (It is God. Without him, we can’t achieve what we have now. Secondly, my family. They are my strengths. Also, they are my inspiration)," Melodie happily relayed.

Melodie is active in all community activities. When she started attending their discussions on Family Development Session (FDS), Melodie convinced her husband Junjie to get himself involve to all barangay related affairs. She realized that getting involved is her family’s contribution to the improvements of their barangay. Now, because of the Olivan’s leadership and dedication to public service, their family was chosen by their fellows [beneficiaries] to head their bigasan sa bayan [loaned amount from SLP].

Did they respond well to the conditionalities of the Program? 

Olivan family has learned the principle of commitment. They considered every condition set by the program as written scriptures. They commit themselves to become a model to others when it comes to sending their children to school, attending FDS, sending their children to health centers and etc.

“Mahadlok gyud siya mu-absent [Pantawid Pamilya]. Dako gyud ang iyang kadasig sa pag apil-apil sa mga FDS. Maayo siya mu-atiman sa among mga anak, ug sa ako pud isip iyang kapikas. Karon, taas na ang iyang panglantaw para sa among pamilya, ug labaw na gyud para sa among mga anak. Siguro, tungud na sa iyang nakat-unan sa FDS (She is afraid to skip FDS meeting. Melodie has showed great interest in joining FDS. She takes good care of our children. She also takes good care of me as his husband. Now, Melodie has high hopes to our family; much more to our children)," Junjie happily relayed.

Life is indeed full of dramatic pause. Sometimes we fall, and sometimes we rise. To rise amidst the difficulties in life is what matters most. Like the Olivan’s, other Pantawid Pamilya beneficiaries especially those at the survival level are encourage to do something for good. Surigao Norte town commits continued support to Kalahi-CIDSS PAMANA next cycle

BUTUAN CITY, Feb. 26 (PIA) - The local government unit (LGU) of Gigaquit in Surigao del Norte, through Mayor Carlos M. Egay, Sr., expressed on February 23, 2015 at the Women’s Center in the said town, its continued support for the next cycle of the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services-PAyapa at MAsaganang PamayaNAn (Kalahi-CIDSS PAMANA) project.

The Memorandum of Agreement (MOA) for the implementation of Kalahi-CIDSS PAMANA in the year 2015 was successfully inked on the same date by the Department of Social Welfare and Development (DSWD)-Caraga and the LGU of Gigaquit.

Through this newly-renewed partnership, each of the 13 barangays in Gigaquit will utilize a grant amounting to P300,000 from the program, and the municipal and barangay LGUs are expected to provide a local counterpart contribution (LCC) as stipulated in the MOA.

The proposed sub-projects of the recipient conflict-affected barangays are the following: construction and installation of electric-powered street lights, installation of solar power street lights, construction of water system level II (gravity-driven), construction of drainage canal, construction of solar dryer, and other peace and development projects.

Mayor Egay, in his expression of commitment, thanked the workers of the DSWD and the partners of the LGU for their effective contributions to the successful implementation of the sub-projects of Kalahi-CIDSS in the municipality.

“I am truly impressed on the projects of Kalahi-CIDSS in Gigaquit because all were implemented with good results. Rest assured that we will do the same as we have done in the past. We will continue our commitment to put necessary resources needed for the completion of the Project in this next cycle,” Egay emphasized.

Deputy regional program manager Ester V. Villamor, representing DSWD-Caraga regional director Minda B. Brigoli, congratulated the LGU for their good performance on Project implementation and for being identified as one of the recipients of the GAPAS Award (Model LGU implementing Kalahi-CIDSS category) which was distributed during the 64th anniversary celebration of the Department in the region.

Army troopers in clash with NPA rebels in SurSur

CAMP EVANGELISTA, Cagayan de Oro City, Feb. 26 (PIA) -  The 4th Infantry Division troopers clashed anew with more or less 15 New People’s Army (NPA) at about 2:10 p.m., February 25, 2014 at Sitio Mabong, Barangay Caromata in San Miguel, Surigao del Sur, the third clash with the NPAs within the week. 

The exchange of gunfires lasted for about 15 minutes afterwhich the NPAs fled the area leaving their one comrade dead behind. The troops also recovered one AK-47 rifle with one bandoleer.

The first clash happened last February 23 at about 12:15 p.m. wherein troops of 26th Infantry Battalion led by 2Lt. Bryan Villena at Brgy. Padiay, Sibagat, Agusan del Sur. The exchange of gunfires lasted for 10 minutes after which the NPAs scampered leaving their makeshift camp and some ammos of AK 47.

Another clash happened on the same day at about 3:10 p.m. wherein troops from the 2nd Scout Ranger Battalion under Cpt. Romeo Ferdiand Bautista were up against more or less 30 NPAs also in the vicinity of Brgy. Padiay, Sibagat, Agusan del Sur. The exchange of gunfires lasted for about 40 minutes after which the NPAs abandoned their camp and fled the area. Troops were able to recover four Anti personnel Improvised Explosive Devices (IEDs) and other war paraphernalia. The NPA camp can accommodate about 50 persons.

These series of security operations were being conducted following reports from concerned civilians that the NPAs are consolidating along these areas possibly to conduct atrocities in the nearby areas. These areas are known to be strongholds of the NPAs known to be the planning areas of the NPAs before conducting atrocities against the people.

“With the continued support of our fellow Filipinos, we are now able to drive away the NPAs in their strongholds. We will continue to do this in order to prevent these criminals from planning and harming our communities,” said 4th Infantry Division commander MGen. Oscar T. Lactao.

Duty bearers’ training slated in AgNor town

BUTUAN CITY, Feb. 25 (PIA) – The CINEMOBILE project of the Justice, Peace and Integrity of Creation-Integrated Development Center, Inc. (JPIC-IDC) will conduct a two-day Duty Bearers’ Training in Handling Trafficking in Persons (TIP) Cases on March 12-13, 2015 at Amontay Beach Resort, Nasipit, Agusan del Norte.

According to Cinemobile Phase III - JPIC-IDC, Inc. information and advocacy officer Joeruce O.. Butcon, the training will be participated by the Prosecutors, Social Workers, Women and Children Protection Desk (WCPD) Officer, Investigation Officers, Criminal Investigation Group (CIDG), National Bureau of Investigation (NBI) and Anti-Cyber Unit.

The JPIC-IDC is a faith–inspired non-government organization that envisions in helping people and communities in achieving its holistic development.

Butcon said, JPIC-IDC is currently serving thru CINEMOBILE Phase III project, which aims for the “Capacity development of structures and competencies of state and non-state actors to fight against human trafficking in Caraga region, Mindanao” in which the project areas are the two provinces of Agusan del Norte and Agusan del Sur particularly in the areas of Butuan City, Cabadbaran City, Nasipit, Bayugan City, municipalities of Bunawan and Prosperidad.

DTI urges public to avail services of accredited repair shops

SURIGAO CITY, Surigao del Norte, Feb. 25 (PIA) - The Department of Trade and Industry (DTI) encouraged the general public to avail of services from electronic and automotive repair shops accredited by the agency for the general welfare and safety.

In its latest monitoring, a number of repair shops are operating without the DTI accreditation as they were not able to comply important requirements including that of having TESDA accredited service technician, basic important tools and equipment, and the prescribed comprehensive general liability insurance cover, among others.

For the protection of customers, insurance coverage in required for service and repair shops establishments just in case there will be losses and damages of the items or equipment deposited in the shops during fires and/or other incidents.

DTI Surigao del Norte provincial director Celestino L. Negapatan advised the public that before availing services they should ask the establishment for their valid accreditation documents.

Feature: Alcantara: Keeping the sports emblem blaze

According to Michael Phelps, one can’t put a limit on anything. The more you dream, the further you get. Arven Alcantara is an exemplar of Phelps’ maxim. A simple school boy transformed into one of the brighter stars in the field of taekwondo. Today, he is an inspiration to the multitude of aspiring sports enthusiasts.

Born in San Miguel, Surigao del Sur and spent elementary education at San Miguel Central Elementary School, Arven was just a kid who loved joining school’s athletic events. He spent first year high school at San Miguel Comprehensive National high School, transferred second year and finished high school at Jacinto P. Elpa National high School, Tandag City, school year 2012-2013.

During his high school years, he was a yearly consistent gold medalist for taekwondo in both provincial and regional athletic meets. He set record for Caraga Region in Taekwondo when he bagged gold medal in the 2010 Palarong Pambansa at Dapitan City.

With his determination to continue his dreams, he conquered the national sports scene. Having known of his exemplary performance in taekwondo, he became a member of the University Athletic Association of the Philippines. He received numerous recognition and awards, to include: Most Valuable Player Best of the best; Silver medalist (welter Weight Division) UAAP Season 76; Gold medalist (Light Weight Division) Philippine National Games, and Gold Medalist in various university-based taekwondo competitions.

His performance was not only known in the Philippines but even in the international sports society. He grabbed gold medal in ASEAN University Games held at Palembang, Indonesia giving credits to team Philippines. Alcantara was also one of the strongest members of the Phil-Smart team vied for the 2014 World University Taekwondo Championships at Hohhot, China.

Currently, he is a third year student at National University (NU) taking up Bachelor of Science in Business Administration majoring Marketing Management. He is a Taekwondo team captain of National University, Manila, a member of National University Bulldogs and National Philippine Team for Taekwondo.

Arven Alcantara is a person worth emulating. His determination and optimism are the most essential traits that aspiring sports individuals must emulate. As he lit the urn with blazing flame during the 18th Caraga Regional Athletic Meet in Tandag City, the message stances that every athlete should keep the fire of discipline burning and spirit of sportsmanship ablaze. Feature: Remote AgSur Higaonon community defines inclusive development

As they hear the clang of the distant bell, the loud resonant repeating noise signal that they should gather in their multi-purpose hall located in the heart of their village.

This had been the practice of the Higaonons in Barangay Kinamaybay, Esperanza in Agusan del Sur during their implementation of the Kalahi-CIDSS program which calls for assemblies to encourage the maximum involvement of the residents.

Kalahi-CIDSS or Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services is one of the Department of Social Welfare and Development’s (DSWD's) big ticket poverty-reduction programs which mainly focuses in the empowerment of ordinary citizens by way of their inclusion and active participation in local governance and key community activities meant to address local poverty issues. It uses the Community-Driven Development (CDD) approach which ensures the inclusion of the Indigenous People (IP) and other vulnerable sectors in community decision-making.

Community involvement

Samuel A. Ampahan, 31, serving as a chairperson of the Barangay Sub-Project Management Committee (BSPMC), opens about his unforgettable experiences in the Kalahi-CIDSS program. He narrates how the residents obediently and actively join the assemblies conducted by the facilitators of the said program. With their participation in the said activities, they were able to articulate the kind of sub-projects that the whole community needs and were deprived of having been situated in a far-flung area.

Samuel reminisces that it was hard to organize a pool of volunteers from their community because most of the villagers were afraid to affiliate due to lack of education, and some are even “no read-and-no write.”

“Hadlok man gud mi sa una kay wala baya jud mi kahibalo intawon unsa ang amoa buhaton, mga ultimo ra baya jud mi nga mga lumad (We were afraid before because we don’t know anything and we do not know what are we going to do, we are just natives in this place),” expresses Jeny S. Gallego, 45, one of the members of the barangay council.

But nonetheless, as Samuel shares, they were patiently encouraged by their community facilitators to venture in joining as volunteers for the program. They were promised to be taught and guided well along the implementation.

Perks of involvement

“Sa taas nga higayon nga nag-boluntaryo ko, natudluan ko sa mga standard ug regulasyon sa proyekto ug sa materyales. Bisan tuod ug gamay ra akong nahuman nga edukasyon, pero ang edukasyon nga gihatag sa Kalahi-CIDSS kanamo kay taas (In my long experience as a volunteer of the Program, I had been taught about the standards and regulations of the projects and materials. Even though I only finished a vocational course, however the education that the Kalahi-CIDSS taught me is high),” he quipped.

“Pinaagi sa programa, dili lang kami nakabaton ug proyekto, kami usab nakabaton ug kaalam (Through the program, we did not only get projects, but also knowledge),” Samuel added.

Also serving a pastor in a church in his community, Samuel shares his honest observations on the distinct and finicky process of the Program. He opens about the participation, transparency, and accountability principles as salient dimensions of Kalahi-CIDSS.

“Ang proyekto wala namili kung kinsa ang mo-boluntaryo, kaming mga lumad gihatagan ug katungod ug oportunidad (The project didn’t choose who to volunteer, we were the ones given the authority as well as opportunities),” Samuel testifies.

With the five sub-projects which are the road, day care center, rice and corn mill, solar dryer, and concrete pathway availed by Kinamaybay through the Kalahi-CIDSS program, their small community appreciated how unity can contribute in accomplishing many things.

“Kung tan-awon sa CBMS survey, wa jud nakapasar sa skills tungod kay kulang sa edukasyon ang mga katawhan. Pero pasalamat mi sa mga facilitators nga buotan nga nagtudlo kanamo para magmalampuson ni nga mga proyekto para mapakunhod ang among kapobrehon (If we will check the CBMS survey, nobody really passed in terms of skills. We are very thankful to the facilitators who are very kind to teach us for the sub-projects to be successfully realized),” expresses Punong Barangay Rolando Pinahan.

Enjoying the things we’re once deprived

He added that their presentation during the Municipal Inter-Barangay Forum (MIBF) was entitled “Nag-anyugon/Nag-antos sa Kalisod (Suffering from Poverty).” However, they are very glad today that their poverty situation is slowly eradicated through the interventions of the program since it opened many doors for the other agencies to help their community.

“Bisan kami nahilayo sa kabihasnan, pero kami naabot jud sa hinabang sa gobyerno (Even though we are distant in location, the help from the Government still reaches us),” adds Pinahan.

Marife S. Escabas, 27, Leslie G. Manpatilan, 20, Marisa S. Aya, 38, and the other Higaonon volunteers in Kinamaybay, relate how their exposure in the various trainings conducted by the program, have helped them develop their interpersonal and social skills. According to them, they were then very shy and were afraid to socialize with people other than their neighbors. With their experiences in workshops, canvassing for the materials to be used in the implementation, regular meetings, and their achievement of realizing high-cost sub-projects, they have become more confident.

With the five Kalahi-CIDSS sub-projects implemented in their small village, Kinamaybay can now be easily accessed compared before that it would be really hard to reach the community. The presence of the sub-projects in their locality contributed much in the residents’ settling down in their place. Their basic needs for food and survival were also addressed, and the villagers themselves testify that their situation is not anymore as hard as before.

The Higaonons in Kinamaybay may be some of the most marginalized and vulnerable sector in the society.  It is aimed by the national government that through Kalahi-CIDSS, they will have access to the basic social services, and will have their voice to articulate their unique needs as IPs. PNP: No protest action in SurSur on EDSA People Power anniversary

TANDAG CITY, Feb. 25 (PIA) – The Philippine National Police (PNP) in Surigao del Sur has not monitored any group set to stage a protest action to mark the 29th EDSA People Power anniversary celebration here.

However, P/SSupt. Narciso Verdadero, PNP acting provincial director, assured that the entire police force is always ready to respond to any call of duty.

The provincial chief PNP admitted his men are busy with the security measures being carried out due to the ongoing 18th Caraga Regional Athletic Meet (CRAM) being held in Tandag City this week.

Also, Verdadero pointed out they remain in close contact with their army counterparts.

Feature: Peace and dev’t projects pacify mothers’ anxieties

Knocks in the middle of the night, fox holes under their house, and her father’s sudden casual disappearances-these were some scenarios that were lived by Janita P. Acuña in her younger years when their community was yet a haven of insurgency. Peace then was but a luxury.

These dreadful experiences in growing up were Janita’s strong motivation to choose and maintain a peaceful community their village has become.

Lone parenting

At 42, she is a mother of six children whose ages range from 5 to 18. Her family had to be away from her husband, Francisco, 42, who is working very hard as a security guard in Cagayan de Oro.

With the distance, Francisco could only afford to visit them in Villa Verde, Tagbina, Surigao del Sur, only thrice a month. This gives a lot of challenge to Janita in terms of taking care of their children.

In late afternoons and early nights when her children walk towards home from their school, Janita sometimes feels anxious having no lights in the streets to guide her children’s paths towards home. As a mother, she knows that dark areas are always susceptible to danger.

This was the very reason behind her affiliation as a volunteer for the PAyapa at MAsaganang PamanayaNAn (PAMANA) project which was implemented under the Kapit-Bisig Laban sa Kahirapan- Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) program of the Department of Social Welfare and Development (DSWD).

Though she was hesitant at first because she is toothless more so she thought she has no pleasing personality. But for the sake of the safety of her children, she sacrificed for the solar streetlights to be realized in her community. These she did so that her children can go home safely.

“Dili na gusto nga ang mga kahadlok nga akong nabati sa una mabati pud sa akong mga anak karon.  Di pud ko gusto nga ang akong mga anak manginabuhi pud sa kahadlok (I don’t want my children to feel the dread I felt when I was young. I don’t want them to live in fears either),” Janita emotionally opens.

Legacy to leave behind

Though she tearfully shares her disappointment that she was not included in the engraved list of names of volunteers for the health station sub-project during the Kalahi-CIDSS:KKB, Lyra Vee A. Vigonte, 42, still volunteered in the implementation of PAMANA projects.

As a mother, she longs to leave a legacy for her only child. She, too, like most mothers, wants her child to be proud of her.

Serving as the chairperson for the Project Preparation and Operations and Maintenance teams during the implementation of the water system sub-project in Villa Verde, Lyra shares that she does not want her child to question her someday why she didn’t participate in putting up the said sub-project.

The successful water system sub-project completion in the village eventually answered the need of Lyra’s family for enough water supply but also her co-villagers’ as well.

“Kahinumdom pa jud ko sa una atong wala pa ang proyekto, mubangon ko ug alas-kwatro sa kaadlawon para magpila mangabo ug tubig unya makauli ko sa among balay alas-kwatro na pud sa hapon (I can still remember before the project was put up in the village, I will have to wake up as early as 4 o’clock in the morning to queue for the water and I went back home as late as 4 o’clock in the afternoon),” opened Desideria T. Rarasonabe, 54, a resident of Villa Verde.

Punong Barangay Alejandro T. Panamogan added on this statement that the problem on the lack of enough potable water supply once challenged the peaceful situation of their community as it created conflicts between the residents who all badly need water and also the local barangay council.

“Gubot jud kaayo ang mga katawhan, tungod lang sa tubig mag-inawayay, ug permi pud mabasol ang council (The people were in conflict before and they even blame the council for the of water crisis),” he said further.

Problems solved, conflicts settled

The conflict which was caused by the problem in water was solved through the funds made available from the combined resources of Kalahi-CIDSS Makamasang Tugon and PAMANA cycle 1, various community consultations, bayanihan/pahina activities, and active participation of volunteers.

These mothers in Villa Verde found an avenue to develop their skills and to learn significant things through the Kalahi-CIDSS PAMANA project. They all recognize how distinct the Community-Driven Development (CDD) approach incorporated by the Program as it promoted understanding and unity between and among the residents and the local barangay council.

Apart from motherhood, they found themselves as project implementers and peacekeepers in their won simple way.

With their experiences in the intervention of the program, the anxieties which are but innate to every mother were all answered through the peace and development efforts of the national government. (Social Marketing Unit/DSWD Field Office Caraga/PIA-Caraga)


Feature: Saludo 2015… A breath-taking spectacle

The Caraga Regional Athletic Meet 2015 kicked off with a blast of colors for the annually anticipated Saludo afternoon of February 22, 2015 held at the Surigao del Sur Sports Center arena in Tandag City. Everyone in attendance feasted on the impressive presentations of the 12 delegations comprising the Region of Caraga. Every division has its unique and creative way of showcasing its exhibition. Government officials, DepEd Division Leaders, Physical Education and Sports Supervisor (PESS) Coordinators and guests led the forefront of their respective contingent which fostered an inspiration for every athlete to put their best foot forward.

The delegation from Agusan del Norte gave the fabulous opening in their red and white ensemble. Their entrance was highlighted by raising their caps in harmony with their chanting and hand movements. Agusan del Sur Division followed in a hue of lemon yellow designed with a patch of blue. The hand movements with emphasis of hand salutes wrapped their performance. Bayugan City, who appeared in mint green and stripe yellow pattern, also showed a fantastic performance. Maroon and white spelled the performance of Bislig City Division matched with smooth execution, synchronized foot work and chanting. Butuan City nailed their performance by showcasing hand movements which emphasized the contrast of their green and yellow inspired uniform. Meanwhile, Cabadbaran delegation appeared in a subtle avocado green with a complement of orange. Their entrance came out in a slow pacing, coordinated with dramatic strides which added effects to their already awe-inspiring performance. The Dinagat Islands Division also came out in surprise with their powder blue and yellow attire accented with red backpacks. Their nice pacing quite made an impression on their over-all performance.

Another presentation which also made a mark was that of Siargao Division sporting a shade of violet variegated with white and yellow; their miming movements of the ocean waves brought the house down - truly our country’s surfing capital. The throng of delegation from Surigao City emerged in royal blue and yellow. They gave a bit of hilarious ending by saying “‘Adto nami. Bye! ” which earned an outburst of laughter from the audience. Surigao del Norte Division was not left behind as they turned up in perfect cadence and progressive chanting in orange and white uniform. Tandag City made an impressive impact when they showed body formations and coordinated hand movements; they looked attractive in peach mixed with lines of sky blue and white which added to the flavor of their remarkable presentation. Finally, it was a “save the best for last performance” for the host division - Surigao del Sur delivered a wonderful treat and wowed the audience in their fuchsia with black and yellow accent. Their amazing interpretation of Surigao del Sur hymn was celebrated in hand gestures which made their performance unique and truly unparalleled.

 As a whole, the SALUDO presentation has turned the entire field into colorful patterns, rhythmic cadence, synchronized chanting and choreographed hand movements. Indeed, it ushered for a wonderful beginning – an astounding expression of salutation - a perfect opening for CRAM 2015. (NGBT/DepEd Division of SDS/PIA-Surigao del Sur)
