RCDC, CDA set to hold Caraga Power Summit

BUTUAN CITY, Jan. 15 (PIA) – With the series of power interruptions that plague Mindanao which threatens to sap the region’s potential as the next growth hub, the Regional Cooperative Development Council (RCDC) in coordination with the Cooperative Development Authority (CDA) Caraga region will be holding a Caraga Power Summit on January 23, 2015, 8:00 a.m. to 4:30 p.m. at the Provincial Covered Court, Capitol, this city.

The summit is anchored on the theme, “Co-own the Power.”

“As co-operators, we know that our strength is in our unity and numbers that we are able to generate the funds we need to serve best the interests of our respective members. We believe that in looking for a solution to the power outages, we need to use this cooperative strength,” stated Francis Loque, chairman of the RCDC Caraga.

He recounted the power crisis experienced in 2010, 2013 and at present that is still confronting the general public. “We hear from our power distributors that either the management of Agus-Pulangi Complex was not able to deliver its power supply commitment to the electric cooperative and private distribution utilities or that there was already a shortage in the supply of electricity which made our power woes increasing to our consternation. But, whichever, as co-operators, we cannot remain silent in apathy,” expressed Loque.

Loque also said that said summit will present enormous opportunity where the strength as cooperative members can be utilized to help solve the power miseries.

Energy secretary Jericho Petilla is invited to deliver his keynote speech. Finance secretary Cesar Purisima and CDA officer-in-charge chairman Eulogio Castillo are likewise expected to grace the event. In the afternoon, a time is allotted for plenary session to discuss issues and concerns.

MANILA, Jan. 15 (PIA) - Achieving a healthy lifestyle does not only involve eating right and exercising regularly but also entails stopping a bad habit like cigarette smoking. and avoiding excessive drinking of alcoholic beverages.

Cigarette Smoking

Why do we have to stop smoking? Smoking has been associated with different kinds of cancer such as cancer of the mouth, tongue, throat and lungs, as well as chronic bronchitis, emphysema, ischemic heart diseases, hypertension and other diseases. The heavier the smoking, the greater is the risk to these diseases. Even those who do not smoke but are exposed to cigarette smoke can also have the same diseases.

Aside from the diseases that smoking may cause, it also has a direct effect on nutrition. Smoking may also cause malnutrition because of decreased appetite. Moreover, because of the many diseases and infections brought about by smoking, vitamin C requirement increases, causing the body’s resistance to infection to weaken further.

A mother who smokes during pregnancy also causes harm to her fetus. Cigarette smoking tends to limit the growth and development of the baby in the womb, resulting to lower birth weight. This may be due to the reduced food intake of the mother resulting from lack of appetite brought about by smoking as well as to the ill-effects of substances found in cigarettes.

The three most common substances found in cigarettes and cigars that are found harmful to the body are:

·       carbon monoxide which is a gas that destroys the capacity of the blood to supply adequate amounts of oxygen to the vital organs of the body and is responsible for the shortness of breath among smokers and also that of the people around them;

·       nicotine which is the substance that makes one addicted to cigarettes. It raises blood pressure and heart rate; and

·       tar which is the brownish viscous substance found in cigarette/cigar smoke that causes lung cancer, emphysema, and chronic bronchitis.

The best rule is never start smoking because once a person is addicted, giving up smoking will not be easy. Among smokers, quitting smoking can be done only if the smoker is serious about it. To help you quit smoking, here are some tips:

Decide to stop smoking and set the date when you will stop smoking;
   
Throw away all cigarettes, cigars, matches, lighters, ash trays and all other things that have something to do with smoking;
   
Watch out for any untoward signs or any other unpleasant feelings when you stop smoking such as nausea, cold-clammy hands, too much perspiration, trembling and restlessness. Should you experience any of these, do not worry because these are usual withdrawal symptoms which may disappear in a week or two;
   
Drink plenty of water;
   
Get involved in different physical activities to divert yourself from craving for cigarettes;
Use the money saved from not buying cigarettes to get a special gift for yourself as a reward for avoiding smoking;
   
Avoid going to places where cigarettes can be bought and where people smoke;
   
Avoid lighting even just one cigarette as this will lead to lighting a second stick and another stick, and before you know it, you are back to the smoking habit;
    
Carefully observe your diet to avoid gaining weight because as you keep on with quitting smoking, you might turn your attention to food; and
   
Tell your friends and relatives that you have quit smoking.

A question often asked is: Will a smoker gain weight if he or she quits smoking? Yes, he or she will gain weight because while trying to quit smoking, food may serve as substitute for cigarettes because of the return of the usual appetite for food which may result to weight gain. Thus, there is a need to watch that you do not substitute cigarette with food to avoid weight gain.

SurSur guv voices out concern over 'unrestored bridge' in San Agustin town

TANDAG CITY, Surigao del Sur, Jan. 15 (PIA) – Surigao del Sur governor Johnny Pimentel has expressed concern on Monday over the delay of the restoration of detour bridge traversing Hubo River in San Agustin town, 64.5 kilometers south, this city, that was washed out by floods due to Tropical Storm (TS) Seniang on December 29, 2014.

He told capitol employees during the regular Monday flag ceremony program that the restoration work is hampered as adverse weather continues to dump more rains.

“My office has already coordinated with the regional director and Engr. Calderon; and also the contractor,” he said, referring to DPWH Caraga regional director Danilo Versola and district engineer Joseph Calderon of the DPWH 1st Congressional District Office in the province as well as Luciano Construction.

“Actually, the timetable is that the detour bridge will be completed on January 30.  But because of the heavy rains that we have been experiencing . . . dili maka-trabaho kay taas ang tubig.  So, sa pagkakuman, lagmit maabtan pa yaon nan Pebrero. And most probably, magpadayon ining atong kalisod.  But we expect that by the middle of February, this will be passable,” the governor lamented in a mix of English and vernacular.

Beforehand, Pimentel admitted that the province has sustained significant damage from TS Seniang—citing the washed out detour bridge in San Agustin as the most severe.

SurSur PNP sends contingent to Tacloban for Papal visit

TANDAG CITY, Surigao del Sur, Jan. 15 (PIA) – The Police Provincial Office (PPO) in Surigao del Sur headed by P/SSupt. Narciso Verdadero, acting provincial director, has sent a 51-man team to Tacloban City to secure the Papal visit on January 17.

The whole contingent, among them are six police subordinate officials, left on Saturday, January 10, with P/Supt. Daniel Laniog Peusca, deputy provincial director for administration, as head.

However, Verdadero followed suit a day after, who took over the responsibility, it was learned.

Before the provincial chief cop left for Tacloban, he has his hands full due to important undertakings which include, among others, attending the first annual New Year’s Call in Police Regional Office 13 (PRO 13), a regular affair for Caraga high ranking police officials headed by P/CSupt. Army’s 401st Brigade exempt from sending troops to Tacloban for Pope visit

TANDAG CITY, Surigao del Sur, Jan. 15 (PIA) – BGen. Gregory Cayetano, commanding officer of the 401st Infantry Brigade of the Philippine Army under the 4th Infantry Division bared they were exempted from sending troops to Tacloban City in connection with the Papal visit on Saturday, January 17.

The top army commander in Caraga, with the provinces of Agusan del Sur and Surigao del Sur as area of responsibility (AOR), cited threat behind their “exclusion” to augment the Joint Task Force POPE.

He hinted that his AOR remains the hotbed of insurgency here, hence the need to just stay put.

However, Gen. Cayetano confirmed he is well aware of the five-day ceasefire declared by the leftist group in time for the Pope visit from January 15-19 in the country.

Likewise, he said that the month-long truce declared by the state also ends on January 19.

Meanwhile, 1Lt. Al Anthony Pueblas, civil military officer (CMO) of the 36th Infantry Battalion of the Philippine Army under the said brigade said the battalion remains intact, adding they keep a watchful eye on the enemy of the state despite the scenario.

On the other hand, the Police Provincial Office (PPO) in Surigao del Sur headed by acting provincial director P/SSupt. Narciso Verdadero, has sent a 52-man team to Tacloban on January 10 to assist in the maintenance of peace and order for the coming of Pope Francis, it was learned. Rural bank supports DepEd’s 'Adopt-A-School Program'

BUTUAN CITY, Jan. 15 (PIA) - For the first time in the history of the company, Eastwest Rural Bank Butuan Branch took the lead in adopting San Roque Elementary School as part of the Department of Education’s (DepEd) Adopt-A-School Program.

Noreyev Barsobia, branch manager of Eastwest Rural Bank has the heart and soul in taking the lead in supporting the pupils’ education of the said school. Together with his personnel, Barsobia distributed various school supplies and used clothing to the pupils from Kindergarten to Grade-VI.

Furthermore, the group conducted feeding to all the pupils with pospas and pancit last September 2, 2014.

“You are very lucky and fortunate, of all the schools under the Division of Butuan City, our company chose your school as our partner in this program. We do hope that you study hard your lessons in order for you to achieve your dreams in life.  I know pretty well that it is not easy to acquire higher ladder of education.  Don’t make poverty as your hindrance to be successful but rather, make it as a challenge, a stepping stone to strive hard and achieve valued results,” Barsobia emphasized.

NIA-SurSur posts P73.6M in damages due to TS Seniang

TANDAG CITY, Surigao del Sur, Jan. 15 (PIA) – The National Irrigation Administration (NIA) in Surigao del Sur has incurred a total of P73.6 million in estimated damages due to floods caused by Tropical Storm Seniang.

Engr. Dexter Sablaon, Provincial Irrigation Management Office (PIMO) acting division manager, bared that there are NIA facilities located in both Districts I and II such as dams, drainage systems, canal structures, canals and service roads that have been washed out, silted and/or grouted as said storm battered the province on December 29, 2014.

DepEd supports 'zero waste' goal of the govt

BUTUAN CITY, Jan. 15 (PIA) – The month of January in every year is declared as “Zero Waste Month.”

In support to Presidential Proclamation No. 760 dated May 5, 2014 entitled “Declaring Every Month of January as Zero Waste Month" and to help protect the environment, the Department of Education (DepEd) Secretary issued Memorandum No. 1, series of 2015 dated January 8, 2015 to all officials/heads and concerned for the immediate dissemination of the said proclamation.

Local DepEd officials and teachers here wholeheartedly supported the call. Lectures on environmental management and protection are included in the lessons.

The Republic Act No. 9003, or the “Ecological Solid Waste Management Act of 2000” promotes environmental awareness and action among the citizenry and institutionalizes public participation in the development of national and local integrated, comprehensive and ecological waste management programs.

In the proclamation, it states that zero waste is an advocacy that promotes designing and managing products and processes to systematically avoid and eliminate the volume and toxicity of waste and materials, and to observe and recover all resources, and not indiscriminately dispose or burn them. OCD Caraga, RDRRMC team conduct disaster assessment in Dinagat Islands

SAN JOSE, Dinagat Islands, Jan 15 (PIA) - The Rapid Disaster Assessment and Needs Analysis (RDANA) team of the Office of Civil Defense - Caraga and Regional Disaster Risk Reduction and Management Council (RDRRMC) facilitated the conduct of assessment and validation of damages brought by the recent Tropical Storm (TS) Seniang on Tuesday, January 13, 2015 in San Jose, this province.

The team led the assessment and validation of damages on irrigation, agriculture, fisheries, government infrastructure and facilities, housing, and private structures.

Based on the assessment, the municipalities of San Jose and Basilisa have the highest reported damages on housing, fisheries and agriculture.

DepEd issues guidelines on respecting IPs culture

BUTUAN CITY, Jan. 15 (PIA) – The Department of Education (DepEd) has released recently an order promulgating the “Guidelines on the Conduct of Activities and Use of Materials Involving Aspects of Indigenous Peoples Culture.”

The said order was a result after a consultation with various Indigenous Peoples (IP) communities, educators, and civil society support groups nationwide.

The guidelines seek to provide guidance on the ethical assessment of the conduct of learning activities and related engagements of schools, DepEd offices, and other education initiatives that involve various aspects of indigenous peoples culture.

Activities that involve IPs culture such as cultural presentations, performances, festivals, use of artifacts and indigenous clothing must be respected.

Sa ilalim ng bagong hanay, papayagan ng mga otoridad ang maraming tao na masilayan ang bibisitang pinuno ng simbahang Romano Katoliko sa kanyang pagdating sa Manila sa araw na ito, Huwebes, sabi ni Presidential Spokesperson Edwin Lacierda sa kanyang panayam sa media noong Miyerkoles.

Pinag-aralan ng komitiba ang mga kuhang bidyo ng motorcade ni Pope John II noong 1995 ng siya ay dumating para sa World Youth Day na ginanap sa Quirino Grandstand, sabi ni Lacierda.

Ang komitiba, sabi niya, ay pinalitan ang layout ng Roxas Boulevard bilang parte ng bagong set-up ng seguridad para pigilin ang mga tao sa paggalaw habang papalapit ang mga sumusunod sa Santo Papa.

Caraga GAD committee sets activities for 2015 Women’s Month celeb

BUTUAN CITY, Jan. 14 (PIA) – In line with this year’s Women’s Month celebration, the Regional Development Council - Gender and Development Coordinating Committee (RDC-GADCC) Caraga has lined-up several activities for the month-long celebration.

During its first quarter meeting held on Wednesday at the Department of Public Works and Highways (DPWH) Caraga Training Center, the full committee have agreed to kick-off the said celebration on March 3, 2015 (Tuesday) through a fun walk activity from this city’s Guingona Park going to the Capitol Covered Court, where the opening program and performances of live bands will be witnessed by the participating agencies and partner stakeholders.

“Unlike with the usual fun walk which we conduct early in the morning, this time we will do it in the afternoon so many people can join us and hear our call to end violence against women and their children. After that, we hoped to have fun during our opening program and we will be joined by the members of the Men Oppose to Violence Everywhere (MOVE) from government agencies and private entities, who will also serenade the women with roses and chocolates. Live bands from different agencies are also invited to perform. It will be a fun night for us,” expressed Edna Hontiveros, GADCC co-chair.

Also, the ‘Kalandrakas sa Kababaihan’ will be conducted on March 11, 2015. It is an avenue for men and women to enjoy the trade fair, ukay-ukay/garage sale, massage and spa, medical mission, legal counseling, parlor
games, and other leisure activities.

It was learned that the RDC-GADCC will be awarding the Outstanding Women Entrepreneurs, as well as women personnel of the Philippine National Police (PNP) in the region.

Another activity is the Women’s Summit which will be hosted by the Department of Trade and Industry (DTI). Schedule and venue will still be finalized.

On March 27, 2015, the culminating activity will be held through the premier showing of the winning videos of the five finalists for the ‘Salida’ (Film) Festival, and the student-artists will be recognized during the said activity.

137, 315 people affected by TS Seniang in AgSur

PROESPERIDAD, Agusan del Sur, Jan. 14 (PIA) - The Agusan del Sur Provincial Disaster Risk Reduction Council (PDRRMC) Action Center has recorded 137, 315 persons or 33,329 families who were affected by Tropical Storm “Seniang” leaving eight persons dead mostly due to landslide and drowning.

Seven, all from Prosperidad that died due to landslide were Pepe Ares, 50 years old, male from Barangay San Martin; Martin Tana, male; Tata Tan-ugan, male; Lolong Dagyom, male; and one a.k.a. “Ilonggo.” Also from Prosperidad was an unidentified male person and another from San Francisco named CJ Florentino, 15, died by drowning.

According to reports collated by the PDRRMC as of January 12, the municipality of Esperanza was the most affected municipality with 6,696 families but no persons count, followed by La Paz with 6.657 families or 30,083 persons and ranking third is Prosperidad with 5,737 families or 27,595 persons. Bayugan City has 3,109 families affected or 33,616 persons.

Displaced families who evacuated in evacuation centers like schools, health centers, barangay halls, chapels/ churches, gymnasiums, multi-purpose buildings and other government buildings reached to 11,425 or 55,085 persons.

There are houses from 14 barangays in Sibagat town that were damaged, with a total cost of 2,630,000. One house in Bayugan 3, Rosario and another one in San Luis were damaged costing 30,000 each, according to the same report.

From December 28, 2014 to January 5, 2015, 12 municipalities in Agusan del Sur have declared under State of Calamity while relief goods distributed by the MDRRMCs to their affected constituents with some relief goods coming from the DSWD Caraga Regional Office now reached P3,051,681, excluding those whose money value were not yet declared. The Office of the Vice President has also donated 2,300 food packs containing sardines, noodles, biscuits and sugar. Most of the family packs served contain rice, noodles, coffee corned beef/ sardines and sugar.

On January 8, Gov. Adolph Edward Plaza with Vice Gov. Santiago Cane Jr. and some members of the Sangguniang Panlalawigan with some chiefs of offices personally distributed relief goods to some 2,000 households in Barangays Calaitan, Berseba and Sto. Nino, all in Bayugan City. (PIA-Agusan del Sur)


DepEd sets January 31 as 'Early Registration Day' for SY 2015-2016

BUTUAN CITY, Jan. 14 (PIA) – The Department of Education (DepEd) has scheduled January 31, 2015 (Saturday) as the date for the early registration in all public and secondary schools nationwide.

The early registration aims to gather information to base its preparations to address potential gaps that may arise even before and during the regular enrolment.

Also, the activity will help school heads better prepare classrooms, seats and learning materials, if they will know in advance the number of students for the school year.

DepEd announces schedule of ALS A&E Test

BUTUAN CITY, Jan. 14 (PIA) – The Department of Education (DepEd) has set February 1, 2015, Sunday as the schedule of Alternative Learning System (ALS) Accreditation and Equivalency (A&E) Test 2014 for the six regions in Mindanao – Regions 9, 10, 11, 12, Caraga and ARMM.

In Caraga region, the test will be conducted in the 13 different testing centers.

According to Caraga ALS Focal Person Leoniza T. Lavapiez, there are 13 testing centers in the different divisions of the region.  “Each division will have one testing center except for Surigao del Sur division which will have two separate testing centers,” said Lavapiez.

Caraga region has 12 divisions namely: Butuan City; Cabadbaran City; Agusan del Norte;  Bayugan City; Agusan del Sur;  Surigao City; Siargao island; Surigao del Norte; Bislig City; Tandag City; Surigao del Sur; and Dinagat Islands.

Regional Supervisors will also be deployed during the testing day to monitor the successful conduct of the A&E Test.

Also, lead monitors from Manila will be coming to the region to make sure that the conduct of A&E Test is implemented according to what is planned and expected, Lavapiez added.

The ALS A&E registration, administration and certification is free of charge.

ALS is a parallel learning system in the Philippines that provides a practical option to the existing formal instruction. When one does not have or cannot access formal education in schools, ALS is an alternate or substitute. ALS includes both the non-formal and informal sources of knowledge and skills. Surigao Norte guv turns over water tank, piglets, speech lab in Siargao

SURIGAO DEL NORTE, Jan 14 (PIA) – The provincial government here recently turned over water tank, piglets and speech laboratory in Siargao Island, this province.

Governor Sol Matugas led the turn-over of one set water tank to the Bureau of Jail Management and Penology (BJMP) Dapa Field Office.

While, a total of 20 piglets were also turned over to different island municipalities under the Animal Dispersal Program of the Provincial Veterinary Office.

Out of 20 piglets, three piglets were turned over to Barangay Caridad in Pilar, three piglets to Barangay Sayak in Del Carmen, four to Barangay Daku in General Luna, four to Brgy. del Carmen in San Isidro, and six piglets to Barangay OsmeΓ±a in Dapa.

On the same day, Matugas also led the turn over and blessing of the Speech Laboratory worth P1 million to General Luna National High School in Gen Luna town.

NSO, BAS in SurSur merge as PSA

TANDAG CITY, Surigao del Sur, Jan. 13 (PIA) – The National Statistics Office (NSO) and the Bureau of Agricultural Statistics (BAS) have already made public their merger as single entity to be officially called Philippine Statistics Authority (PSA).

Ruel Dres, PSA interim chief, said this is by virtue of Republic Act (RA) No. 10625 otherwise known as the Philippine Statistical Act of 2013.

He explained that under the said law, “four statistical agencies, namely, the National Statistics Office (NSO), Bureau of Agricultural Statistics (BAS), Bureau of Labor and Employment Statistics (BLES), and National Statistical Coordination Board (NSCB) were merged into one and shall be known as the Philippine Statistics Authority (PSA).”

“Since only NSO and BAS had existing provincial offices in Surigao del Sur before the merging, all transactions pertaining to the two offices shall be addressed to PSA with the undersigned as the authorized official starting January 2015," Dres pointed out.

An official communication to this effect has already been sent out to all government offices as part of dissemination effort, the official added.

SurSur town chief mulls sanctions vs gas dealers

TANDAG CITY, Surigao del Sur, Jan. 13 (PIA) – Petroleum dealers based in Carrascal town, 74 kilometers north, this city, may face sanction if Mayor Vicente Pimentel, Jr. gets a favorable response.

In a letter to the Department of Trade and Industry (DTI) in Surigao del Sur dated January 6, 2015, the town mayor inquired whether his office has “the authority not to grant or renew the business license/permit to operate” of both Caltex and Phoenix filling stations.

He admitted that his office is “quite alarmed,” about several complaints received from vehicle owners.

Aside from pointing out “two weeks” delay in implementing “rollbacks,” Pimentel alleged that price in their area is “very much high” as compared to “Filling Stations in other municipalities of this province.”

Meanwhile, Romel Oribe, acting DTI provincial director, said the letter has already been referred to Atty. Mara Maquiling of DTI-Caraga Regional Office for a legal opinion.

He clarified, however, that concern of this nature is primarily under the Department of Energy (DOE).

Almost all vehicle owners and transport operators in cities and municipalities in Surigao del Sur have the same share of sentiment with Carrascal town since Republic Act No. 8479 otherwise known as “Downstream Oil Industry Deregulation Act of 1998”  has taken effect, consumers sources said. Police Regional Office 13 conducts New Year’s call

BUTUAN CITY, Jan. 13 (PIA) - The Police Regional Office 13 had conducted their annual New Year’s Call, 7:30 a.m. Monday.

PCSupt. David Y. Ombao, Caraga PNP acting regional director received his callers in front of the administration building of the police regional headquarters here, headed by PCSupt. Keith Ernald L. Singian, the deputy regional director for administration and the other senior officials of the PRO 13 Command Group consisting of PSSupt. Pedro U. Obaldo, Jr.; Caraga PNP deputy regional director for operations and PSSupt. Gregorio R. Pimentel, regional chief directorial staff of the said regional police office.

The command group was followed by the officers of the directorial staff from R-1 to R-7, the Personal Staff Support office, the city and provincial directors of the five provincial police offices and the battalion commander of the 13th Regional Public Safety Battalion.

The National Support Units consisting of the Regional Finance Service Office 13, the Regional Headquarters Support Group, the 13th Regional Criminal Investigation and Detection Unit, Regional Maritime Unit 13, Regional Highway Patrol Unit 13, Regional Crime Laboratory Office 13, 10th Philippine Aviation Security Unit, Regional Legal Service Office 13, Regional Engineering Office 13, Regional Chaplaincy Office 13, Regional Intelligence Office 13, Regional Special Training Unit 13  the Regional Internal Affairs Services 13 and the Non-Uniformed Personnel, who mostly came along with their spouses.

CSupt. Ombao before his New Year’s message after the “New Year’s Toast and Cocktails," requested for few minutes of silence in honor of their comrades who have laid down their lives in line of their service.

In his message following the minutes of silence, Ombao thanked the regional office senior officials, city and provincial directors, staff officers, the National Support Units and the Non-Uniformed Personnel for their unity, cooperation and good performance which have greatly contributed to the peacefulness of the region. He also commended the accompanying spouses for understanding the nature of the work of their mates who have to render police duties especially during “alert” periods and even during holidays.

The Caraga PNP chief also pointed out the good performance shown by the regional police. “I have reviewed the records from the first quarter until the last quarter of 2014, and noticed that our regional crime incidents volume is in the downtrend while the crime solution efficiency has increased,” Ombao said. According to him that everyday police records will show that various police operations anywhere in the region yielded significant results and accomplishments particularly against criminalities, illegal drugs and other illegal activities, in the services of arrest warrants against wanted persons and of search warrants against illegal drugs, loose and illegal firearms.

He also said that the regional police had done well in its peace-keeping and community relation functions.

Ombao also pointed out that 2015 will be a year of challenges. He mentioned about the efforts of the regional police in providing assistance for the security of the visiting pope. He also emphasized that the regional police will focus on the Performance Governance System (PGS) 2030 and the Patrol 101. The regional top police official is also hoping that the peace talks between the GRP and the CPP/NPA/NDF will push through so that once peace be largely attained, the police can focus on other peace concerns. For now, Ombao said, police will focus on anti-criminality, illegal activities and other peace and order concerns including its assistance to the internal security operations where necessary.

”The year 2014 is a successful and wonderful year for us. Let us make 2015 equally successful and a preparation to the coming year 2016,” Ombao said.

The morning activity was followed by a command conference attended by the chiefs of the command group, regional police staff, provincial and city directors, the 13th RPSB and the national support units. (PNA/PIA-Caraga)


Business sector urged to participate in a survey to gauge satisfaction level on Mayor’s Permit renewal process

BUTUAN CITY, Jan. 13 (PIA) – The Department of Trade and Industry (DTI) Caraga regional office is urging the business sector in all cities and municipalities of the region to participate in the 2015 Business Permit and Licensing System (BPLS) Customer Experience Survey on the Renewal Process for Mayor’s Permit.

This is the 4th run of the annual survey conducted by the National Competitiveness Council (NCC) which aims to determine the satisfaction level of business registrants and assess the performance of the LGUs in terms of the renewal process for Mayor’s Permit.

Respondents are asked to give their impressions and experiences on a number of indicators in relation to the business permitting procedure that the business registrant has undergone during this year’s renewal period.

The responses of the business sector on this survey will provide the NCC and the local government units (LGUs) concerned with the necessary information in identifying opportunities to better improve the registration process.

The survey can be accessed at the NCC link, http://www.competitive.org.ph/bpls_survey, for those with access to internet at their homes, offices or at internet cafes. No registration is required and responses are kept confidential.

For areas that do not have internet, the agency has coordinated with the LGUs concerned to make available and disseminate hard copies of the survey forms to their business registrants during their Business-One-Stop Shop (BOSS). Accomplished forms shall be collected by the personnel from DTI provincial offices.

BAI to hold Animal Rabies ComPlan Workshop in Tagaytay

BUTUAN CITY, Jan. 12 (PIA) – The Department of Agriculture (DA) through the Bureau of Animal Industry (BAI) will be holing this year’s Animal Rabies Communication Planning (ComPlan) Workshop on Jauary 19-22, 2015 at the Lake Hotel in Tagaytay City.

Said activity is in support of Republic Act 9482 or the “Anti-Rabies Act of 2007” which specifies the National Rabies Prevention and Control Program (NRPCP), a multi-agency effort in controlling and eliminating rabies in the country.

“The BAI was mandated to strengthen the training of field personnel and the Information, Education and Communication (IEC) activities on rabies prevention, control, eradication and responsible pet ownership. As art of this responsibility, the BAI needs to develop more target-specific IEC materials to create better awareness of the disease and the rabies program,” disclosed Rubina O. Cresencio, acting Director IV of BAI.

Cresencio also bared that the objective of this workshop is to develop a communication plan for rabies by: (1) identifying priority target audiences; (2) determining the appropriate channels for dissemination of information on rabies; and (3) defining key messages for specific target audiences on the prevention and control of rabies.

The conduct of the workshop will be supported by the Stop Transboundary Animal Diseases and Zoonoses (STANDZ) Rabies Project of the World Organization for Animal Health (OIE). All travel expenses, as clarified by Cresencio, shall be borne by the sending agency.

It was learned that the Animal Rabies Program will be discussed by Dr. Emelinda Lopez, Rabies Focal Person of the Animal Health and Welfare Division, Bureau of Animal Industry (AHWD-BAI), while the inputs on Communications Plan will be discussed by Rosemarie Aguirre, chief of the Health Communications Division of the National Center for Health Promotion of the Department of Health (NCHP-DOH).

Meanwhile, a question and answer session will follow every topic to give the participants an opportunity to clear up questions that they might have regarding the topic.

After the presentations, a workshop on the development of a complan will follow. The participants will be grouped into three to work on identified target audience: veterinarian, pet owners and local chief executives. The group’s output will be presented in a plenary. The facilitators are from the NCHP and BAI. Consultant will consolidate the outputs and will be presented to the National Rabies Control Program Committee.

Rabies is a viral disease that affects the central nervous system of warm-blooded animals, including humans. The disease can take a long incubation period (up to six months) and symptoms may take several weeks to appear after infection. However, once symptoms appear, rabies is always fatal in animals. DTI reminds business owners to renew their accreditation

BUTUAN CITY, Jan. 12 (PIA) – The Department of Trade and Industry (DTI) Agusan del Norte Provincial Office reminds all business owners and managers specifically that of service and repair shops to renew their annual accreditation.

According to DTI Agusan del Norte officer-in-charge Gay A. Tidalgo, renewal of accreditation of said shops in the city and the province of Agusan del Norte without penalty will be until January 30, Friday only. Late filers will be fined with 25 percent surcharge as against their corresponding fees, Tidalgo said.

Tidalgo further said that the renewal of accreditation is based on Republic Act No. 7394 or the Consumer Act of the Philippines. The scat requires the accreditation of service and repair establishments with DTI in order to protect the interest of consumers availing of their services by ensuring that the said establishments have the right competencies to undertake the necessary repairs in terms of personnel support and mandatory tools. No person or company shall be allowed to operate a service and repair firm without first being accredited with the DTI, Tidalgo added.

“Any firm found to be violating the provisions of the Consumer Act of the Philippines pertaining to the service and repair shop accreditation warrants the imposition of administrative penalties to include, among others, the issuance of a cease and desist order, and fines not exceeding P300,000,” Tidalgo explained.

NCC conducts online survey on business permit, licensing system experience

SURIGAO CITY, Surigao del Norte, Jan. 12 (PIA) – The National Competiveness Council (NCC) is presently conducting an online customer experience survey on the Business Permit and Licensing System (BPLS) nationwide to evaluate and get feedback of the business registration processes implemented by the local government units and other agencies.

Based on the Department of the Interior and Local Government (DILG) - Department of Trade and Industry (DTI) Joint Memo Circular issued on August 6, 2010, all city and municipal government units should streamline their business permit and licensing system to conform to certain standards in terms of number of form, number of steps, processing time and number of signatories.

The goal of the BPLS is to improve the quality of services extended to the business sector, reduce time and enhance efficiency of the registration process.

The NCC, originally organized on October 2006 as the Public-Private Task Force on Philippine Competitiveness through Presidential Executive Order 571, is composed of various government, non-government and business personalities and organizations in the country.

In June 2011, President Benigno Simeon S. Aquino III renamed it into a National Competitiveness Council (NCC) through Executive Order 44 with its vision to promote a competitive Philippines and instill a culture of excellence, through public-private sector collaboration as a means to reduce poverty through inclusive growth.

It has already spearheaded the enhancement of competitiveness and business readiness of all institutions in the country including local government units to create a climate conducive for local and foreign investments.

The NCC is being co-chaired by DTI secretary Gregory L. Domingo for the government and Guillermo H. Luz, associate director of Ayala Corporation for the private sector.

All business owners who have just undergone processing of their business permits with their respective LGUs are hereby invited to participate in the on-line survey.

DAR, LGU-Tagbina ink MOA on village level project

TANDAG CITY, Surigao del Sur, Jan. 12 (PIA) – The Department of Agrarian Reform (DAR) in Surigao del Sur headed by provincial agrarian reform officer Benjamin Mataksil and the local government unit of Tagbina under mayor Generoso Naraiso signed a memorandum of agreement (MOA) for the implementation of the Expanded Village Level Processing Center Enhancement (E-VLPCE) project recently held in Tagbina town in Surigao del Sur.

The said project is designed to provide the technical assistance to existing Agrarian Reform Beneficiaries (ARB) organizations in the locality.

Aside from technical assistance, a total of P500,000.00 as financial support to be allocated for the construction of coffee processing center. It includes application of Food and Drug Administration license to operate and enterprise capacity development of the recipient cooperative as well.

The identified proponent for the E-VLPCE project for Calendar Year 2014 in Caraga Region is the Mabuhay Kahayagan Coffee Growers Cooperative. It is also a DAR assisted cooperative engaged in the processing of Rubusta Ground Coffee under its brand name “CafΓ© de Tagbina.”

SurSur town receives P48M DAR project

TANDAG CITY, Surigao del Sur, Jan. 12 (PIA) – Tagbina mayor Generoso Naraiso had recently expressed his gratitude to the Aquino administration thru the Department of Agrarian Reform’s (DAR’s) initiative citing the support services to the constituents of the said town in Surigao del Sur.

Four deserving barangays reportedly have benefited the farm to market road and bridges project implemented, namely: Ugoban, Sta Juana, Sta maria and Dona Carmen all of USSAD ARC (Ugoban, Sta. Juana,Sta. Maria and Dona Carmen- Agrarian Reform Community) of the said municipality.

Report said, the P48 Million worth of farm to market road and two bridges funded under the Agrarian Reform Infrastructure Support Project (ARISP III) recently turned-over to Surigao del Sur farmer beneficiaries in Tagbina town.

Present during the turned-over ceremonial conducted were DAR-Caraga staff representatives, provincial agrarian reform officer Benjamin Mataksil, Department of Public Works and Highways representatives, mayor Naraiso, provincial/municipal LGU staff representatives and barangay officials. Price of agri-products up in SurSur

TANDAG CITY, Surigao del Sur, Jan. 12 (PIA) – The Philippine Statistics Administration (PSA) in Surigao del Sur headed by Ruel Dres has already noticed an increase in prices of agricultural products particularly in Tandag City public market.

Joysen Bautista, PSA administrative aide IV, who is tasked to monitor and prepare the Agricultural Marketing Information on a periodic basis, said that price increases, although insignificant, have been recorded after Tropical Storm Seniang hit the province on December 29, 2014.

He opined that it could have been the result of double-handling of goods due to the collapsed detour bridge in Hubo River in Barangay Buhisan, San Agustin town, 64.5 kilometers south, this city.

All types of vehicle cannot yet pass through the Surigao-Davao Coastal Road (SDCR) in the area, the shortest route to Tandag City and the rest of the municipalities heading north of the province after San Agustin town, until the restoration work of the detour bridge that was washed out at the height of the said typhoon is completed.

On the other hand, the Department of Public Works and Highways (DPWH) has already made effort to immediately address the problem, but so far, no significant progress has been done yet since the restoration work depends upon the weather condition, it was learned.

Sa isang panayam sa dzRB Rdyo ng Bayan, ipinaabot din ng kalihim ng Komunikasyon Hermenio Coloma ang pakikiramay ng Palasyo sa mga pamilya ng mga biktima sa nakakasindak na pag-atake.

"Unang-una, nakikiisa tayo sa pamahalaan ng France at sa buong mundo sa pagkondena sa pagpaslang ng mga mamamahayag, pulis, at pagdamay ng mga inosenteng sibilyan sa mga naganap na terror attacks at hostage-taking sa Paris nitong mga nakaraang araw," sabi ni Secretary Coloma.

"Maigting ang ating paniniwala at paninindigan sa kahalagahan ng pagtataguyod ng kalayaan sa pamamahayag at ang pangangalaga sa kaligtasan ng lahat ng manggagawa sa industriya ng pangmadlang komunikasyon sa alinmang panig ng daigdig," dagdag pa niya.

Dalawang magkaibang nakasisindak na pag-atake ang yumanig sa Paris mula Enero 7 hanggang Enero 9.

Noong Enero 7, dalawang armadong lalake ang pumasok sa tanggapan sa isang satirical magazine Charlie Hebdo at namaril sa isang editorial na pagpupulong, na siyang ikinamatay ng 12 ka tao, kasama na ang editor ng pahayagan at dalawang pulis.

DAKBAYAN SA SURIGAO, Surigao del Norte, Enero 12 (PIA) - Mga kawani sa kapitolyo sa Provincial Engineering Office nga gipanguluhan ni Engr. Alwin Pono gipakigkitaan ni Gov. Sol Matugas alang sa usa ka consultation meeting bag-ohay pa lamang didto sa Provincial Governor’s Office, Capitol Compound, ning dakbayan.

Ang maong consultation meeting gipahigayon tungod  kay tumong ug tuyo sa gobernador nga personal nga masusi ug mahibaw-an ang mga responsibilidad ug obligasyon sa matag empleaydo, masuta ang ilang mga mulo ug problema, mga gikinahanglan ug labina ang ilang mga suweldo.

Tungod kay gusto gyud sa gobernador nga mapatas-an pa ang ilang mga sweldo aron madasig ang tanan sa paghatag og tinud-anay nga pagserbisyo.
