PDRRN to launch SURGE with workshop on RA 10121

BUTUAN CITY, Feb. 4 (PIA) – The People’s Disaster
Risk Reduction Network (PDRRN) is set to launch the Caraga region’s Scaling Up
Resilience in Governance (SURGE), a consortium consisting of Christian Aid,
Handicap International, Oxfam and Plan International and funded by the European
Union humanitarian aid, and will be holding the workshop on Republic Act 10121
or the Philippine Disaster Risk Reduction and Management Act of 2010 to partner
stakeholders on February 5-6, 2015 at Y Hotel, this city.
This is part of the Rights, Risks, and Resilience
– a policy series on inclusive community-based DRR (ICBDRR).
“The workshop aims to identify the issues related
to DRR policies and practices; strengthen the understanding and approach of
inclusive community-based disaster risk reduction based on good practices and
innovations and based on the identified issues, develop key messages and
actions in relation to the sunset review and the 3rd World Conference on
Disaster Risk Reduction (WCDRR) in March 2015 in Sendai, Japan,” bared Esteban
Masagca, PDRRN Executive Director.
Masagca also stressed that SURGE brings successful
experiences on ICBDRR to more communities to be transformed and established
into local, regional and national policies and practices. The learnings from
these experiences, according to him, are drawn from the combines experience on
DRR and humanitarian aid of SURGE partners and other agencies. These learnings
can also be useful reference for other high-risk anddiverse communities in the
Philippines and beyond.
“SURGE is implemented through a suite of
activities with diverse stakeholders over 18 months, up to November 2015 by
Community-building, Change in policies, Capacity-building, and Creative
communications,” added Masagca.
It was also learned that the main beneficiaries of
SURGE are national DRR agencies, local government units (LGUs) and affected
communities in high-risk and poor areas in the country. Agencies that are
deeply involved in DRR will be engaged as SURGE advances improvements in policy
and practices. LGUs and affected communities, DRR practitioners including civil
society organizations and DRR champions will benefit from the series of
peer-to-peer and mentoring sessions on ICBDRR while the greater public can
learn more and influence others about the value of ICBDRR especially in a

PENRO Dinagat formulates 10-year solid waste
management plan

SAN JOSE, Dinagat Islands, Feb. 4 (PIA) – The
Provincial Environment and Natural Resources Office (PENRO) of Dinagat Islands
has conducted a four-day writeshop conference for the preparation of the
10-Year provincial Solid Waste Management Plan (SWMP) held recently in this
municipality.
The activity aims to formulate the modules 3 and 4
of the 10-year SWMP of the province which focuses on the legal and
institutional framework and plan strategy of the SWMP.
The SWPM is a strategic tool used for more
efficient implementation of proper solid waste management such as maximizing
the advent of technology by giving the solid waste generating industries access
to participate in recycling opportunities and other methods in order to handle
the increasing wastes produced in the province.
PENRO Dinagat Islands targets to finish the SWMP
by June this year.
Participants of the said activity are Municipal
Environment and Natural Resources Officers from the seven municipalities of the

SP approves water laboratory analysis in Butuan

BUTUAN CITY, Feb. 4 (PIA) - The Sangguniang
Panlungsod of Butuan, in its regular session on February 3, 2015, passed a
resolution recommending that the laboratory analysis of the potability of water
provided by the local drinking water stations be done only in the city.
In a resolution principally authored by Councilor
Virgilio G. Nery Jr., the SP recommended that the City Health Office (CHO) will
facilitate the laboratory analysis within the city rather than travel outside,
particularly to a DOH accredited facility in San Francisco, Agusan del Sur, to
procure a certification of water potability.
In an interview, Dr. Nery clarified that the city
has its own DOH accredited laboratory located at the Butuan City Water District
(BCWD).
Further, Nery explained that local drinking water
operators incur additional expenses when the physical and laboratory tests of
water samples are done outside the city.
The resolution said that the conduct of the water
potability testing in Butuan City is more convenient for drinking water

SurSur guv takes pride as pioneer 'Bayani Ka!'

TANDAG CITY, Surigao del Sur, Feb. 4 (PIA) –
Governor Johnny Pimentel told capitol employees on Monday about the “Bayani
Ka!” award he received for the province of Surigao del Sur from the Department
of Social Welfare and Development (DSWD) through Secretary Dinky Soliman on
January 23, 2015 at the Asian Institute of Management (AIM) Conference Center
in Makati City.
“This is another feather in our cap!” he said of
the “trophy” Provincial Administrator Efren Rivas was holding during the
regular flag ceremony program.
Early on, the governor narrated how the provincial
government topped the 82 provinces in the entire country vying for the
prestigious recognition—national awardee for the special award on improved
local governance (PLGU) category—the
first ever to be held, adding, it will become an annual event.
Pimentel said, it all started in 2003 or 11 years
ago, citing the “efforts supporting the implementation of Kapit-Bisig Laban sa
Kahirapan-Comprehensive and Integrated Delivery of Social Services-National
Community-Driven Development Program (KALAHI CIDSS-NCDDP).”
He bared that a total of P545 million worth of
projects have already been implemented in the province, which shells out a
“financial assistance as counterpart equity” to municipalities and barangays.
“In fact, in Cagwait alone, we gave P2.1M as
counterpart for the three-year project of KALAHI CIDSS,” Pimentel pointed out.

kawalan ng trabaho na siyang kalaban, sabi ni Communication Secretary Herminio
Coloma noong Martes.
“Ang ating pakay ay makapaglikha ng mga tinatawag
na highly remunerative jobs, ‘yung quality jobs, para may stabilidad ang
empleyo ng ating mga mamamayan at magagamit ang kanilang likas na talino at
galing,” sabi ni Secretary Coloma sa isang panayam sa media sa Malakanyang.
Nailagay ang kawalan ng trabaho sa hanay ng mga
nasa tamang edad sa bansa sa 27 porsyento, ayon sa survey na ginawa ng Social
Weather Station, katumbas sa tinatantiyang 12.4 milyon na mga Pilipino, noong
huling quarter ng 2014. Ang naturang survey ay ginawa mula Nobyembre 27
hanggang Disyembre 1 noong nakaraang taon sa loob ng 1,800 na respondent.
Napuna ni Coloma na ang SWS na survey ay magkaiba
kung ikumpara sa Labor Force Survey ng pamahalaan, na sumusunod sa pamantayan
na itinakda ng United Nations Internation Labor Organization.
Sabi niya na ayon sa Labor Force Survey na ginawa
ng Department of Labor and Employment, ang proporsyon ng kawalan ng trabaho ay
bumaba ng 6 na porsyento noong Octobre ng nakaraang taon.
“Kaya ang pagharap natin dito ay ‘yung mga
kongkretong programa ng pamahalaan hinggil sa economic development at
employment generation,” sabi niya na tinutukoy ang programa ng Technical
Education and Skills Development Authority na ang layunin ay mabigyan ang mga
trabahante sa bansa ng karunungan sa trabaho para madaling makahanap ng
trabaho.
“Puspusan din ang pagsisikap na maibaba ang bilang
ng mga walang trabaho. At kahanay diyan ang mga programa on poverty reduction
