DAR, CDA spearhead 'Dispute Resolution' orientation to SurSur ARB cooperatives

SURIGAO DEL SUR, Feb. 10 (PIA) - The Department of Agrarian Reform (DAR) and Cooperative Development Authority (CDA) spearheaded recently an orientation on Alternative Dispute Resolution in the cooperative sector and differentiate mediation-conciliation from arbitration to the 40 officials of the 17 Agrarian Reform Beneficiaries (ARB) cooperatives in Tandag City.

The activity forms part of the DAR - CDA partnership program thru “Strengthening and Capacity Building" of ARB cooperatives.

During the orientation, CDA Caraga regional director Genaro Pogata, Jr. discussed the Implementing Rules Regulations under Article 137 of R.A. 9520, an Act amending the Cooperative Code of the Philippines, also known as the “Philippine Cooperative Code of 2008.”

According to CDA Provincial officer Rodel Saldaña, the DAR-CDA partnership program was intended to help Agrarian Reform Beneficiary cooperatives acquire and maintain their judicial personality through the issuance of certificate of good standing from CDA. (NGBT/PIA-Surigao del Sur)


BIMP-EAGA meet opens in Davao City today
        
DAVAO CITY, Feb. 10 (PIA) - Over 200 technical officials and private sector representatives from within BIMP-EAGA are here today for a two-day strategic meeting to assess on-going programs under the sub-region’s 2012-2016 implementation blueprint.

Currently held at the Marco Polo Hotel, the 2014 BIMP-EAGA Strategic Planning Meeting will focus on the four-country grouping’s four pillars of development that include connectivity, food basket, environment, and tourism.

The BIMP-EAGA stands for Brunei Darussalam Indonesia Malaysia the Philippines East ASEAN Growth Area (BIMP-EAGA), a sub-regional cooperation founded in 1994 to spur trade, investment, and tourism within the growth area.

“This year’s strategic planning will focus on key deliverables and priority projects in the sub-region aligned with the implementation of the ASEAN Economic Community in 2015,” said Romeo Montenegro, director of the investment promotions and public affairs of the Mindanao Development Authority (MinDA).

He added that cluster groups dealing with specific sector in BIMP-EAGA would also assess overall performance vis-à-vis its goals and targets by validating status of on-going projects and initiatives.

“Our focus in BIMP-EAGA revolves around projects and initiatives that private sector can actively pursue and where government can provide strategic role in terms of infrastructure and policy support,” added Montenegro.

Sea and air connectivity within the sub-region have consistently improved with international flights hitting a stable load factor while other sea transport linkages are also being pursued with private sector groups.

Direct flights between Puerto Princesa in Palawan and Kota Kinabalu in Sabah, currently being serviced by Malaysia-based MASwings Sdn Bhd have steadily increased since it started operations in November last year. A sea connectivity, which will provide direct roll-on roll off (RoRo) services between Palawan’s Brooke’s Point and Sabah’s Kudat is also expected to commence by the second semester of this year.

“The flight is cornering a load factor of more than 50 percent, and we are seeing solid progress in this initiative,” said Luwalhati Antonino, MinDA chair and Philippine signing minister for BIMP-EAGA.

She added that travel operators in Puerto Princesa and Davao are looking at possibilities of developing tour packages to encourage tourist traffic from Kota Kinabalu and the rest of key Mindanao cities.

Antonino noted that connectivity is a major enabler for BIMP-EAGA and added "connectivity is crucial in promoting BIMP-EAGA’s 'Equator Asia' tourism brand, which demonstrated strong potentials for growth in the last three years.”

Moreover, efforts to improve ICT literacy in the rural communities of the sub-region are also making significant strides in the Autonomous Region in Muslim Mindanao where telecenters equipped with state-of-the-art communication equipment and services were installed.

Along side with ICT promotion, BIMP-EAGA is establishing an electronic waste (e-waste) facility in a bid to protect the environment from harmful contaminants caused by improper disposal of electronic equipment.  E-waste poses health risks and pollution problem due to its high content of metallic and combustible components.

The sub-region also steps up its food basket strategy by pushing for massive hybrid rice and corn seeds production.  Last year, the Department of Agriculture has identified 30,000 hectares of land in Mindanao and Palawan for the production of hybrid rice and corn seeds.

Antonino said that a one-hectare hybrid rice farm can yield at least 10 tonnes of rice for every planting season, as compared with inbred or regular rice farming, which only yield a maximum of four tonnes per hectare every planting cycle.

“A food and agribusiness corridor development program is also being developed to propel BIMP-EAGA’s growing agribusiness industries citing food and aqua-marine products and agri-business development as Mindanao’s contributions to this undertaking,” she added.

Antonino said that the sub-region has also recognized the need to firm up cooperation on disaster risk reduction protocol for BIMP-EAGA, as well as coordinated response mechanism for relief and rehabilitation.

“All our initiatives are geared toward the anticipated ASEAN Economic Integration, which is expected to commence in a year’s time,” she said. (MinDA/PIA-Caraga)


Caraga Regl Hospital opens new building
        
SURIGAO DEL NORTE, Feb. 10 (PIA) - The Department of Health (DOH) expands its medical services in Caraga Regional Hospital with the opening of a new building in the province.

The OB Complex and Payward Building, which is a 2-storey building worth P15 million and located at the back of Caraga Regional Hopital main building, Surigao City, was formally opened and inaugurated on Thursday, February 6, 2014.

Leading the ribbon-cutting were DOH-CHD Caraga regional director Dr. Minerva P. Molon, Caraga Regional Hopsital chief Dr. Andres Dolar, vice governor Arturo Carlos Egay, Jr, board member Myrna M. Romarate, board member Cesar Bagundol and former Dinagat Islands board member Merlinda Lagroma in behalf of Congresswoman Arlene “Kaka” Bag-ao.

Director Molon, in her message, lauded the local government officials of Surigao del Norte and Dinagat Islands for the full support in the realization of the construction on the said building.

Molon also said that she will try her best that the same building will be constructed in Dinagat Islands so that Dinagatnons will not travel anymore to Surigao City for their medical needs.

Meanwhile, Caraga Regional Hospital chief Dr. Andres Dolar said the hospital equipment worth P47 million were already bid-out to complete the facilities.

He said the first floor of the said building has 21 rooms (private and single occupancy) while the second floor has 11 rooms (semi-private room). (SDR/PIA-Surigao del Norte)


25 LGUs forge data sharing to utilize 'Listahanan'

BUTUAN CITY, Feb. 10 (PIA) -  Twenty-five local government units (LGUs) forged data sharing with the Department of Social Welfare and Development( DSWD) to utilize data from “Listahanan.”

The municipalities that entered into the Memorandum of Agreement (MOA) are Marihatag, Las Nieves, Buenavista, Carmen, Nasipit, Remedios T. Romualdez, Sibagat, Talacogon, San Francisco, Veruela, Sta. Monica, Gigacuit, Mainit, Sison, Libjo, Loreto, San Jose, Bayabas, Cagwait, Cortes, San Miguel, Barobo, Bislig City, Lingig and Tagbina.

Mayor Alan A. Pelenio of Marihatag, Surigao del Sur, a first-time elected as municipal mayor, appreciates Listahanan. “I believed that it is very helpful and easier for us to identify our beneficiaries for our programs and services,” mayor Pelenio said.  He also expressed his support to the second round household assessment. 

As such, regional director Minda Brigoli is enthusiastic in sharing the data to the partners and stakeholders.  “Listahanan has a unique information data of Poor households that it can identify WHO and WHERE the poor are,” Brigoli said.

“I convey the general public to utilize the data for them to have a grasp in whole or in part the situation of the Poor in Caraga region. This document will be useful to technical experts for planning and similar purposes,” she added.

The data contained the list of the poor households with information about names, address, date of birth and age. Also, the household members’ highest educational attainment and occupation, features of the housing structure and access to basic services of facilities like water, electricity, and sanitary toilet, households’ ownership of assets, tenure status of housing, and difference in cost of living and social services or programs availed by these poor households are entered in the list.

The “Listahanan” data is protected under a MOA with corresponding resolution authorizing the chief/head to enter into agreement which is to ensure that the data will be used only for its intended purposes. The recipient will also provide a feedback on data utilization and to ensure the confidentiality of the profile of the beneficiaries.

At present, DSWD Caraga has a total of 38 MOA with various organizations using Listahanan data.

AGUSAN DEL SUR, Peb. 10 (PIA) - Sinabi ng Malakanyang noong Linggo na hindi na kailangan ng pamahalaan ng Pilipinas na tiyaking muli mula sa Estados Unidos na tutulong ito sa pagtanggol sa teritoryo ng Pilipinas na magmula sa mga banyagang pag-atake.

Sinabi ni Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. na sineguro ni US Secretary of State John Kerry sa Pilipinas ang patuloy na kooperasyon at koordinasyon sa Estados Unidos sa iba’t ibang isyu.

"Mula po sa ating perspektibo, ang Estados Unidos ay isa sa dalawa nating istratehikong kaugnay (one of two strategic partners)—the other is Japan—at patuloy naman po ang ating pananalig na sa oras ng pangangailangan ay paninindigan ng Estados Unidos ang mga commitment nito sa ating bansa na naaayon sa mga existing agreement na umiiral sa pagitan ng Pilipinas at Estados Unidos,” sabi ni Coloma sa pamamagitan ng radyo na pinatatakbo ng pamahalaan, ang dzRB Radyo ng Bayan.

Sinagot ni Coloma ang tanong kung ang Pilipinas ay hihingi ng muling katiyakan sa Amerika para sa kasegurohan kung ito ay tutulong na ipagtanggol ang mga teritoryo ng Pilipinas, katulad ng pagseguro ng Amerika na ipagtanggol ang Japan laban sa mga pag-atake dahil sa mga isla na inaangkin ng China.

Tulad ng Japan, ang Pilipinas ay may hidwaan sa teritoryo laban sa China sa ilang parte ng West Philippine Sea (South China Sea).

Sinululong ng Pilipinas ang mga may tuntuning basehan para maisaayos ang hidwaang panteritoryo sa nasabing lugar.

Sa kanyang pakipanayam sa radyo na pinapatakbo ng pamahalaan ang dzRB Radyo ng Bayan, nanawagan din si Presidential Communications Operations Office Secretary Herminio Coloma Jr. sa iba pa na maaring may alam tungkol sa kaso na magsalita.

"Pangako natin sa sambayanan, kung saan tayo dadalhin ng ebidensya, doon tayo tutungo. Makakatulong ito sa pagsasara sa kabanatang ito na nangyaring pang-aapi sa ating sambayanan. Paulit na sinabi ni Coloma ang sinabi ni Pangulong Aquino noong Biyernes, ng bumalik si Tuason mula sa Estados Unidos at sinabing siya ay magpapatunay.

Noong Biyernes, bumalik si Tuazon sa Pilipinas mula sa Estados Unidos at sinabing siya ay gustong magsalita lahat ng kanyang nalalaman tungkol sa eskandalo ng PDAF.

Kasong criminal kasama na ang plunder ay isinampa laban sa negosyanteng si Janet Napoles at ilang mambabatas dahil sa kaguluhan sa PDAF.

Samantala nanawagan si Coloma sa iba pang maaring maging saksi na lumantad at magsalita ng lahat ng kanilang nalalaman tungkol sa isyu ng PDAF, at ang impormasyong ito ay susuriin ng Department of Justice.

"Kung meron pang ibang gustong maghain ng karagdagang impormasyon na makatutulong sa proseso ng pagtatahi o pagkumpirma sa mga nauna nang salaysay ng mga whistleblowers, tatanggapin at susuriin ng DOJ ang kanilang iaalok na impormasyon,” sabi ni Coloma. (PIA-Agusan del Sur)
