PHL Gazette includes PIA Caraga’s portal as resources for Typhoon Yolanda
        
BUTUAN CITY, Nov. 8 (PIA) – The Philippine Information Agency (PIA)  - Caraga has proven once again its credibility in providing accurate, timely and reliable source of information as its portal for Typhoon Yolanda, www.piacaraga.com, was recently included in the list of top three resources of updates for the super typhoon in the Philippine government’s official gazette, www.gov.ph.

"We are very pleased to have been recognized as one of the reliable agencies to provide information for the super typhoon Yolanda (International name: Haiyan)," said PIA Caraga regional director Abner Caga.

"This result reflects the hard work and dedication to serving our community and our comprehensive understanding of our mandate,” said Caga.

Caga recalled that days before Typhoon Yolanda entered the Philippine area of responsibility, they took the initiative of creating a one-stop-shop information portal for the deadly super typhoon in the region’s official website.

“Various forecast tracks of Typhoon Yolanda from the different weather agencies such as Japan Meteorological Agency, United States’ Joint Typhoon Weather Center,  Wunderground, and Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), among others can be viewed in the webpage in just a click away,” said Caga.

Caga said that the ultimate purpose of this “creative yet simple smart idea” is to create a massive awareness to the community and provide appropriate information intervention of the deadly super typhoon.

 “This is also our manifestation of our will to provide simple but innovative and convenient way of gathering, and monitoring information that can effectively serve the community,” Caga said.

With this initiative, “it gained the attention of the administrator of the official gazette of the Philippine government (http://www.gov.ph/crisis-response/updates-typhoon-yolanda/) by including us in the list of top three best references of updates for super typhoon Yolanda. We proudly share this significant achievement and performance that our agency has posed. This proves that indeed from small things come great things,” Caga added.

Caga is committed to continue this initiative as part of the agency’s commitment for a better and informed citizenry and eventually achieving zero casualty.

Power outage hits Sursur towns due to Typhoon Yolanda

SURIGAO DEL SUR, Nov. 8 (PIA) - A power outage hit the six towns in the northern part of this province since dawn today as typhoon Yolanda made landfall early Friday morning in Eastern Samar.

The Surigao del Sur Electric Cooperative II (SURSECO II) Office bared that the power interruption started at around 4:10 a.m. today that affected the following municipalities: Carrascal, Cantilan, Madrid, Carmen, Lanuza and Cortes. SURSECO II has yet to announce when power will be restored as it is still assessing the damage.

Meantime, Community Development Information Officer Anthony Arreo of Cantilan said that the municipality is still experiencing occasional light to moderate rains and moderately blowing of winds in coastal areas.

Provincial Administrator Efren Rivas said that classes in all levels and work in the government are still suspended.

In the southern part of this province, Municipal and City DRRM officers reported that the evacuees in their respected areas are already returning to their homes this morning. (NGPB/PIA-Surigao del Sur)


Typhoon Yolanda kills 1, displaces 4,122 families in Caraga

BUTUAN CITY, Nov. 8 (PIA) - Typhoon Yolanda killed one person and displaced 4,122 families in Caraga Region, said Office of Civil Defense (OCD) – Caraga director and Regional Disaster Risk Reduction and Management Council (RDRRMC) chairperson Liza Mazo Friday morning.

Mazo said the affected families have voluntarily evacuated in their homes. “Initially, record shows one casualty in Surigao del Sur.”

Jimmy Bueno of Purok 3, Barangay Poblacion, Linguig in Surigao del Sur was reportedly killed by electrocution caused by grounded water around 8:30pm, Thursday, according to Mazo.

105 families in Butuan City were evacuated to designated evacuation areas, 142 families were evacuated in Agusan del Norte, 1,912 families were evacuated in Surigao del Norte, 708 families were evacuated in Surigao del Sur while 1,327 families in Province of Dinagat Islands were also rescued and evacuated, according to a statement released Friday from the RDRRMC Operation Center.

In its 5am bulletin, PAGASA said Typhoon Yolanda (International name: Haiyan) made landfall early Friday morning in Guiuan, Eastern Samar.

Yolanda battered with maximum winds of 235 kilometers per hour (kph) and gusts of up to 275 kph. The weather bureau said Yolanda was moving West Northwest at 39 kph. (FEA/PIA-Caraga)

Strength: Maximum sustained winds of 185 kph near the center and gustiness of up to 220 kph.

Movement: Forecast to move West Northwest at 35 kph.

Boat trips, flights in Caraga cancelled due to Typhoon Yolanda

BUTUAN CITY, Nov. 7 (PIA) - The Philippine Coast Guard (PCG) in Surigao del Norte has ordered the cancellation of the departures of inter-island vessels to Siargao Island, Dinagat Islands and other parts of Visayas due to Typhoon Yolanda.

The PCG has called off the departures of all vessels plying these areas due to PAGASA’s Public Storm Signal warning that the entire province will experience heavy rains and huge waves because of Typhoon Yolanda.

Cokaliong Shipping Lines has announced in their facebook account the cancellation of all their boat trips due to Typhoon Yolanda.

“All trips tonight, Nov 7, 2013, Thursday, will be cancelled due to the approaching typhoon. Please be guided accordingly. For refund or rebooking pls visit any of our offices. We will soon announce when the schedule of our next available trip,” it said.

Meanwhile, Cebu Pacific has also cancelled its flights 5J 767/ 768 Manila-Surigao-Manila and 5J 223/ 224 Cebu-Butuan-Cebu today because of the typhoon.

In its 11 a.m. bulletin, Thursday, PAGASA said typhoon Yolanda (Haiyan) has gained strength while moving closer to the country and that as of 10 a.m., the eye of the typhoon was spotted 637 kilometers (km) east of Hinatuan, Surigao del Sur.

The state weather bureau said it is expected to make landfall over Guiuan, Eastern Samar around 9 a.m. to 10 a.m. Friday. Yolanda has a maximum sustained winds of about 215 kilometers per hour (kph) near the center and gustiness of up to 250 kph. It is moving west northwestward at 30 kph. (FEA/PIA-Caraga)


Surigao evacuation starts as Typhoon Yolanda approaches

BUTUAN CITY, Nov. 7 (PIA) - The city government of Surigao thru the City Disaster Risk Reduction and Management Council (CDRRMC) began evacuating hundreds of people in areas prone to floods and landslides on Thursday ahead of a powerful typhoon that has gained strength over the Pacific.

As of noontime today, CDRRMC reported at least 183 families or 233 individuals from barangay Taft have evacuated at the Mariano Espina Memorial Central Elementary School. Nine families or 56 individuals from barangay Washington took shelter at the barangay Washington Gym and 15 families or 58 individuals from barangay Sabang were evacuated at the city gymnasium.

Typhoon Yolanda is expected to make landfall in the Eastern Samar by Friday and dump more rain on its nearby provinces, said Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

DSWD Caraga readies for Yolanda

BUTUAN CITY, Nov. 7 (PIA) - In preparation for super typhoon Yolanda, the Department of Social Welfare and Development (DSWD) Field Office Caraga prepositioned 2,000 family packs today for the Province of Dinagat Islands (PDI).  Another 1,000 family packs for the province of Surigao del Norte and Surigao City were allocated. A standby fund or quick response fund of 13, 675,008.83 million is also readied by the office.

Meanwhile, the regular standby family packs have been increased from 2,000 to 5,000. Each family pack costs P285.36 and contains food items such as 3 kilos of rice, 6 noodles, 6 coffee, and 6 canned goods. Volunteer packers are in the process of adding 5,000 packs.

Non-food items are also being prepared. These include blankets, mosquito nets, pail, basin, kitchen kit containing casserole, ladle, spoons, forks, plates, mugs and personal hygiene kit containing toothpaste, toothbrush, shampoo, feminine wash, and sanitary napkins.

DSWD Caraga regional director Minda B. Brigoli said that the agency is ready to augment relief goods at any given time to support the request of affected LGUs.

DSWD Caraga has already activated its Quick Response Team (QRT) who will render 24-hour duty. Surigao CAFC wins Gawad Saka 2013

SURIGAO CITY, Nov. 7 (PIA) – The City Agricultural and Fishery Council (CAFC) of this city was declared regional winner for the Gawad Saka (2012-2013) during the Agricultural Extension Workers Congress spearheaded by the Department of Agriculture (DA) Regional Field Unit 13, held recently at the Balanghai Hotel, Butuan City.

The Gawad Saka Award aims to give recognition to deserving agricultural sector for the continuous support and steadfast effort for sustainable agricultural development.

CAFC Chairman Perfecto Lisondra received the cash prize worth P50, 000 and a plaque of recognition together with Provincial Rural Based Coordinator (PRBC) Sancha Napalan and PRBC Secretary Gilda Panal who also received a cash incentives worth P7,500.

NGCP prepares for Typhoon Yolanda

BUTUAN CITY, Nov. 7 (PIA) - The National Grid Corporation of the Philippines (NGCP) has implemented the necessary preparations and precautions to minimize the impact of Typhoon Yolanda on NGCP operations and facilities.

Preparation included ensuring the reliability of communications equipment, availability of hardware materials and supplies necessary for the repair of damages to facilities, as well as the positioning of line crews in strategic areas, to facilitate immediate restoration work.

NGCP’s Integrated Disaster Action Plan (IDAP) prescribes these and other procedures to ensure the readiness of all power transmission facilities expected to be affected by the passage of the weather disturbance.

Typhoon Yolanda has entered the Philippine Area of Responsibility at 12:00 AM today. Based on PAGASA’s forecast, it is expected to move West Northwest at 30kph with a maximum sustained wind of 215kph and gustiness of 250kph.

Preemptive evacuation in Caraga provinces set for Typhoon Haiyan

BUTUAN CITY, Nov. 6 (PIA) - The Regional Disaster Risk Reduction and Management Council (RDRRMC) of Caraga on Tuesday advised local disaster councils in the region to implement preemptive evacuation, if the situation warrants, as typhoon “Haiyan” is set to enter the Philippine area of responsibility (PAR) on Thursday.
           
Haiyan will be named “Yolanda” once it enters the PAR.

RDRRMC chairperson and Office of Civil Defense regional director Liza Mazo said the local government units and local disaster response officials should immediately order preemptive evacuation in low-lying and mountainous areas along the affected areas and ensure the safety of the evacuees in the evacuation centers.

“With the expected track of this weather disturbance that may affect the provinces of Caraga Region, all local DRRMCs are encouraged to conduct a preemptive evacuation, if the situation warrants, and likewise advised to ensure that evacuation centers are located in safe areas,” Mazo said.

“Further, prepositioning of resources and response assets for possible mobilization as well as stockpiling of food and non-food items for humanitarian assistance are also advised,” Mazo added.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said that at 10:30 a.m. Wednesday, the eye of the Typhoon ("HAIYAN") over the Pacific Ocean was located at 1,411 km East of Mindanao (7.4°N 139.1°E) with maximum sustained winds of 150 kph and gustiness of up to 185 kph.

It is forecast to move West Northwest at 30 kph. This weather disturbance is expected to enter PAR early morning of Thursday (November 7).

It is expected to make landfall over Samar-Leyte Provinces by Friday (Between 11am-1pm, November 8) and to exit the PAR by Sunday early Morning (November 10), the state bureau said. (FEA/PIA-Caraga)

BUTUAN CITY, Nov. 5 (PIA) – Barangay and municipal leaders have received awards for their outstanding performance in the delivery of service to the community.

The provincial government of Agusan del Norte in collaboration with the Department of Interior and Local Government (DILG) provincial office recognized the efforts of the local public servants who practiced good governance.

“Local government units (LGU) have already implemented programs. We are now in the level and system of giving awards to those who dutifully fulfil the mandate of the LGU which is to provide basic services to the constituents,” said DILG provincial director of Agusan del Norte Romeo A. Solis.

One stop shop info portal for Typhoon Haiyan created

BUTUAN CITY, Nov. 5 (PIA) - The Philippine Information Agency (PIA) Caraga has assigned a special page of its website, www.piacaraga.com for Typhoon Haiyan, as the weather disturbance is set to enter the Philippine Area of Responsibility on Thursday.

Various forecast tracks of Typhoon Haiyan from the different weather agencies such as Japan Meteorological Agency, US Joint Typhoon Weather Center, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), among others can be viewed on this webpage.

“It serves as a one stop shop information portal for Typhoon Haiyan in just a click away and this is being updated every now and then,” said PIA Caraga regional director and Northeastern Mindanao Information Cluster Head Abner Caga.

Caga said that the ultimate purpose of this initiative is to create a massive awareness to the community and hopefully provide appropriate information intervention of the impending ‘Super’ Typhoon, which is set to make a landfall later this week. “This is also our manifestation of our will to provide simple but innovative and convenient way of gathering, and monitoring information that can effectively serve the community.”

Bislig Bay is free from red tide toxin, BFAR says

BUTUAN CITY, Nov. 5 (PIA) - The Bureau of Fisheries and Aquatic Resources (BFAR)-Caraga has released the latest Shellfish Bulletin No. 25 dated October 18, 2013, disclosing that Bislig Bay in Surigao del Sur is negative from red tide toxin.

BFAR Caraga regional director Nerio Casil said based on laboratory results, all shellfish around the area of Bislig Bay are safe for human consumption.

However, shellfish from the waters of Dumanquillas Bay in Zamboanga del Sur; Murcielagos Bay in Zamboanga del Norte and Misamis Occidental; Balite Bay in Mati, Davao Oriental; and coastal waters of Milagros in Masbate are still positive for paralytic shellfish poison that is beyond the regulatory limit and are not safe for consumption.

With these developments, BFAR reminded the people to avoid consuming shellfish from the infected areas.

They also said fish, squid, shrimps and crabs are safe to eat but must be properly prepared and provided that the fish is fresh and washed thoroughly. Internal organs such as gills and intestines must also be removed before cooking. (FEA/PIA-Caraga)


Cabadbaran schools receive armchairs from TESDA

BUTUAN CITY, Nov. 5 (PIA) – Some 16 elementary and high schools in the division of Cabadbaran City recently received a total of 3,376 armchairs from Technical Education and Skills Development Authority (TESDA)-Caraga.

In a ceremony held in one of the elementary schools in Cabadbaran City, TESDA-Caraga Regional Director Dr. Florencio Sunico Jr. led the turnover of armchairs to DepEd City Schools Division and local officials led by Mayor Dale Corvera.

Dr. Sunico, in his speech said this is part of the PNoy Bayanihan Project initiated by TESDA through the leadership of Sec. Joel Villanueva, the Department of Environment and Natural Resources (DENR) through Sec. Ramon Paje and the Philippine Amusement and Gaming Corporation (PAGCOR), where illegally-cut logs in the region confiscated by DENR were processed and made into armchairs and desks, addressing the armchairs shortage of public elementary and high schools in the region.

“This is another noble project of the Aquino Administration initiated by TESDA, DENR and PAGCOR to ensure that elementary pupils and high school students will be comfortable as they spend basic education in their respective schools,” Dir. Sunico said.

Meanwhile, Cabadbaran City Schools Division Superintendent and concurrent DepEd-Caraga OIC Assistant Regional Director Dr. Rebecca Delapuz acknowledged TESDA, DENR and PAGCOR for choosing their division as one of the recipients of the project in the region.

The official said this is another laudable project of the national government in providing quality education to schoolchildren not only in their division but as well as in other divisions in Caraga Region.

“While we are advocating Education for All (EFA) by 2016, our government has see to it that this will be achieved by providing facilities for the comfort of our schoolchildren… Thanks to TESDA and DSWD,” Delapuz said.

Of the total number of armchairs turned-over, North Cabadbaran Central Elem. School received 841, Caasinan Elem. School received 117, while Kauswagan Elem. School received 43 armchairs.

TESDA-13 chief presents Phl’s qualifications framework

BUTUAN CITY, Nov. 5 (PIA) – Citing the importance of educational qualifications towards the attainment of quality education in the country, Technical Education and Skills Development Authority (TESDA)-Caraga regional director Dr. Florencio Sunico Jr. presented the Philippines’ qualifications framework.

Speaking before the members of the Regional Technical Education and Skills Development Committee during its second regular meeting held recently in one of the local convention centers here, Dir. Sunico explained that qualification is a package of competencies describing a particular function or job role existing in an economic sector. Dir. Sunico added it covers the work activities required to undertake a particular job role.

The Philippine Qualifications Framework (PQF) according to Dir. Sunico is a national policy describing the levels of educational qualifications and sets the standards for qualification outcomes.

“It is also a quality assured national system for the development, recognition and award of qualifications based on standards of knowledge, skills and values acquired in different ways and methods by learners and workers of a certain country,” RD Sunico said.

Objective of the PQF is to establish national standards and levels for outcomes of education and training, skills and competencies. It also supports the development of maintenance of pathways and equivalencies which provide access to qualifications and assist people to move easily and readily between the different education and training sectors and between these sectors and the labor market.

“PQF also aligns with the international qualifications framework to support the national and international mobility of workers thru increased recognition of the value and comparability of Philippine qualify qualifications,” Dir. Sunico added.

When asked what are the benefits of the PQF, the TESDA chief of the region said that for the person/individual, it encourages lifelong learning allowing the person to start at the level that suits him and then build-up his qualifications as his needs and interests develop and change over time. He also said the certificates and licenses awarded to the person are recognized by government.

For the employers, Dir. Sunico said they are assured that standards and qualifications are consistent to job requirements and demands. It also provides common understanding on standards, qualifications and levels.

The official also said for the education and training providers, PQF ensures transparency in training provision, conformance to standards and preciseness of accountability for learning outcomes, as well as to provide common understanding of policies and guidelines on credit transfers, articulation, portability, bridges pathways and RPL.

For authorities, the PQF provides the standards, taxonomy and typology of qualifications as bases for granting approvals to providers and stakeholders. It also harmonizes qualifications and education and training across the country.

With these developments, RD Sunico said authorities will review and revise Policies, Standards and Guidelines (PSGs) to transform into an outcomes-based format. The Technical Panels/Committees for each discipline will also prescribe the competencies required for each program.

Further, Dir. Sunico said concerned agencies should also review and revise the training regulations to realign with the new descriptors; harmonize the pertinent K to 12 curriculum with the new descriptors; Department of Education (DepEd), TESDA and the Commission on Higher Education (CHED) to agree on the format. 88% of C4TP graduates in Dinagat Islands are NC-holders

BUTUAN CITY, Nov. 5 (PIA) – Eighty-eight percent of the total graduates of the Cash for Training Program (C4TP) in the Province of Dinagat Islands (PDI) are now holders of national skills certificate.

Technical Education and Skills Development Authority (TESDA)-Dinagat OIC provincial director June Elizabeth Tanquieng said of the 142 beneficiaries of the program who graduated, 125 were already certified by TESDA and awarded national certificates (NC).

The awarding ceremony was held in time with the program’s culminating activity held recently at Don Jose Ecleo Memorial Foundation College of Science and Technology (DJEMFCST).

PD Tanquieng stressed the seven municipalities of the island, namely Basilisa, Cagdianao, Dinagat, Libjo, Loreto, San Jose, and Tubajon were allotted scholarship slots and the trainings were provided by TESDA-PDI partner schools like the DJEMFCST and the Surigao del Norte College of Agriculture and Technology-Ruben Ecleo Senior Polytechnic College (SNCAT-REESPC).

The number of graduates is broken down as follows: Housekeeping NC II – 25, Bartending NC II – 20; Preparing and Maintaining Aquaculture facilities/Operating fish nursery – 17; Electrical Installation and Maintenance NC II – 25; Automotive Servicing NC II – 17; Driving NC II – 17; and Computer Hardware Serving NC II – 38.

Tanquieng further 62 recipients of the self-employment or hanapbuhay component were given entrepreneurship training program to enable potential entrepreneurs to generate and select business ideas that can be subsequently developed into a concrete business or any productive economic activity.

“This training completed the participants’ need for self-sufficiency and equipped them for entrepreneurial activities,” Tanquieng said.

The program is a collaboration of TESDA and the Department of Social Welfare and Development (DSWD) that has been effective as significant training provision and intervention on the identified priority skills need has been pursued as a shared responsibility to address community development.

“The Province of Dinagat is less urban with less opportunities for skills provision. This is bringing the training to the communities. This is reaching the grassroots. This is real deal,” PD Tanquieng said. (TESDA-13/PIA-Caraga)

Signal no. 1 hoisted over Caraga Region provinces, Mis Or, Camiguin

BUTUAN CITY, Nov. 4 (PIA) - The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) has upped its warnings against possible disasters as it hoisted storm signal no. 1 over the five provinces of Caraga Region and two provinces in Northeastern Mindanao due to Tropical Depression (TD) Wilma.

In its advisory issued 6:45 a.m., Monday, the provinces of Dinagat Islands, Surigao del Norte including Siargao Island, Surigao del Sur, Agusan del Norte, Agusan del Sur, Misamis Oriental and Camiguin are now under Signal No. 1.

PAGASA said TD Wilma was estimated based on all available data at 180km East of Hinatuan, Surigao del Sur. TD Wilma has a maximum sustained winds of 55 kilometers per hour (kph) near the center. Moving west northwest at 19 kph, TD Wilma is forecast to be 60 kms east of Dumaguete City by Tuesday morning and 80 kms east of Puerto Princesa City by Wednesday morning.

An estimated rainfall amount of 5 to 15 millimeters per hour (moderate - heavy) is expected within the tropical depression's 300-km diameter.

Embedded along the inter-tropical convergence zone (ITCZ), TD Wilma is expected to bring moderate to occasionally heavy rains and thunderstorms to the regions of Caraga, eastern and central Visayas, and Northern Mindanao.

Office of Civil Defense  (OCD) Caraga regional director and Disaster Risk Reduction and Management Council (DRRMC) chairperson Liza Mazo said they are now on Blue Alert for the possible effects of TD Wilma. Mazo said, the blue alert will allow the council to continuously monitor and disseminate weather bulletins to civil defense units down to the town levels.

Election contest rivals draw lots for barangay council seats

BUTUAN CITY, Nov. 4 (PIA) –Rival candidates for barangay councilor who got the same number of votes during the 2013 Barangay Elections last October 28 have agreed to draw lots to resolve the poll deadlock.

In barangay New Society Village, Monib Manalocon Nagamora won a seat in the council against Tarhata Moldes Unda after a one-time toss of coin. Both got 272 votes and tied for the seventh seat in the barangay council.

Sweden Cruzado and Frederick Plaza, electoral candidates in barangay Baan Riverside who both obtained 698 votes, relied upon their chance of winning in three coin tosses. Cruzado was proclaimed winner for the seventh post of barangay kagawad.

Barangay Board of Canvassers (BBOC) chairperson of barangay Masao Maria Amor Abrigo, along with other BBOC members have also proceeded to the drawing of lots through two folded slips of paper, one marked ''Ruth del Valle'' and the other marked “Elizabeth Visaya.''  Del Valle whose name was first drawn and read was declared winner who will occupy the fourth seat in the council while Visaya to take the fifth seat.

The race was over for the candidates who are favored by luck and hapless opponents took the grace in losing. The BBOC prepared and signed the minutes of coin tossing as an official proof of breaking the tie and proclamation.

Butuan City election officer Atty. Ernie Palanan said that tossing a coin is a chance decision in accordance with the Omnibus Election Code of the Philippines where candidates are fairly proclaimed as winners. “Now that we have the results for the tie breaker, it’s high time for the winners to take their winning post and accordingly deliver their duties for the development of their respective local community,” he said. DSWD Caraga evaluates Bayugan City Day Care centers

BAYUGAN CITY, Agusan del Sur, Nov. 4 (PIA) -  The Department of Social Welfare and Development (DSWD) Caraga Region has evaluated recently the five Day Care Centers in Barangay Poblacion to determine that they have followed the requirement for Level 1 Accreditation.

In an interview with Mrs. Ferilyn A. Lucenio, Day Care worker of Madasigon Day Care Center, said that the level 1 accreditation will determine the quality of their centers such as their physical structure, teaching materials, and other requirements as stated in the Level 1 accreditation. The level 1 accreditation is good for one to three years.

Madasigon Day Care center has about 50 pupils. Other Day Care Centers in Barangay Poblacion are Bulawanon Day Care Center, Bidcor Day Care Center, Masanagon Day Care Center, Mauswagon Day Care Center and SNP Supervised Neighborhood Play.

The evaluation was led by Ms. Sherry Ann Flores, Regional Accreditor and was assisted by City Social Welfare Development Officer Mrs. Marilou A. Aquino on  October 29.

CENRO reports status of illegal logging cases filed in court

SURIGAO DEL SUR, Nov. 4 (PIA) – At least four cases against illegal loggers filed in the province have resulted in conviction, said Bislig City Community Environment and Natural Resources Officer (CENRO) Forester Michael Montalban during the Provincial Multi-sectoral Forest Protection Committee (PMFPC) meeting held Thursday, Oct. 31 at the municipality of Cantilan, this province.

Montalban said the implementation of the Executive Order 23 has resulted to the apprehension of around 29,217.15 board feet of lumber and 377.72 cubic meters of logs under his area of responsibility.

EO 23 declared a Moratorium on Cutting and Harvesting of Timber in the Natural and Residual Forest and Creating the Anti-Illegal Logging Task Force, it was signed by President Benigno S. Aquino III on February, 2011.

Meanwhile, CENR officer Joseph Leo Oconer being the host, welcomed the members of PMFPC who attended this year’s first conference conducted outside the city of Tandag.

Upon his assumption to CENRO Cantilan, Oconer said, based on their data, the illegal logging activities have been neutralized this year as compared from the previous years.

There are four CENR offices in Surigao del Sur based in Bislig City, Lianga, Tandag City and Cantilan that strictly implemented the EO 23 under the supervision of the Department of Environment and Natural Resources – Provincial Environment and Natural Resources (DENR-PENR) office. TESDA launches video making contest

BUTUAN CITY, Nov. 4 (PIA) – The Technical Education and Skills Development Authority (TESDA) is launching a video-making contest.

Dubbed as “Tatak TESDA video-making contest,” the competition aims to document success stories of technical-vocational (tech-voc) graduates. It also propagates Technical Vocational Education and Training (TVET) through testimonials from tech-voc graduates themselves using digital and social media.

Also, the video-making contest aims to give recognition to successful tech-voc graduates, and create greater awareness on TESDA and its programs and services.

There will be two categories for the entries to this contest. For individual category, any TVET graduate of any qualification/course from 1996 onwards. He/she must be a holder of a National Certification (NC) of Certificate of Completion (CoC) and is working in the Philippines or abroad either as wage employed or self-employed in the qualification where he/she was trained, and of any age.

For school category, any TVET graduates endorsed by their Technical Vocational Institution (TVI) may join the competition. The TVI must be a holder of Certificate of TVET Program Registration for any qualification covered by Training for Work Scholarship Program (TWSP). The TVI must also be a holder of Certificate of TVET Program Registration for the qualification of the graduate on the video and currently offering the said program.

More importantly, the school must be of good standing, compliant to all the Unified TVET Program Registration and Accreditation System (UTPRAS) requirements including passing the compliance audit.

TESDA employees and their relatives up to the third degree of consanguinity and affinity are not eligible to participate.

Interested participants must create a two to three minute video using any recording device. Language used can be in English, Filipino or combination of English and Filipino. The entry shall be submitted/uploaded by the graduate or by the TVI.

The video should be taken at the workplace/work setting and may be in the form of dramatization, storytelling or music video and contains the answers to the question: “How did tech-voc training change your life?”

Participants are also required to upload the video in their Facebook account and send the link to tataktesda@tesda.gov.ph, along with an accomplished entry form which can be downloaded from the TESDA website at www.tesda.gov.ph.

Entries are accepted from November 4 to December 30, 2013. The TESDA Screening Committee shall review the entries and notify the graduate/TVI if the video is considered an official entry to the contest. The first 1,000 entries that pass the screening shall receive a token from TESDA. The TESDA Screening Committee shall upload the video on the TESDA Facebook account.

The graduate/TVI shall promote the video to their friends and relatives since entries that get 1,500 Likes shall be entitled to one TWSP scholarship slot. This is a one time availment during the submission/uploading period. The videos shall remain on the TESDA Facebook account until the end of February 2014.

Top ten entries from the Individual Category shall receive P10,000 for the refinement of their videos.

For Best in Video (Cinematography) category, the graduate will receive P25,000 and a trophy while winner in the TVI will receive P250,000 worth of TWSP scholarship and trophy. Same prizes will be given to winners under the Best in Story (Screenplay) category.

A graduate who wins the People’s Choice Award will receive P50,000 and a trophy while the TVI receives P500,000 worth of TWSP scholarship and a trophy.

Grand winner in the graduate category receives P100,000 and a trophy while in the TVI category, the grand winner receives P1 million worth of TWSP scholarship and a trophy.

Participants/finalists can win only one of the first three categories and the Grand Winner Award. The award and utilization of the TWSP slots by the graduate and the TVI shall be subject to and in accordance to the existing guidelines of TESDA.

Caraga RTESDC chair cites benefits of mining

BUTUAN CITY, Nov. 4 (PIA) – The chairman of the Regional Technical Education and Skills Development Committee (RTESDC) has recently cited benefits of mining to the economic development of Caraga Region.

Speaking before the members of the RTESDC during its second regular meeting held recently in one of the local convention centers here, Dulmar Raagas emphasized that the mining industry has contributed to the economic development of the region.

Raagas explained that aside from the two percent excise tax that is collected by the government of the gross sales of the mining companies, a five percent royalty tax of the actual market value of the minerals produced within mineral reservation is also remitted to the state’s coffer, he said.

The official further said mining companies in the region have also paid corporate income tax of the contractor and other taxes and fees such as occupational fee are appropriated in accordance with RA 7160 to the LGUs concerned. RA 7160 is known as the Local Government Code of 1991.

Raagas pointed out that 10 percent of the royalty tax will be allotted for special projects and other administrative expenses related to the exploration, development and environmental management of minerals in government reservations, while 90 percent will be shared by the National and Local Government by 60 percent and 40 percent respectively.

The RTESDC chair said the 40 percent LGU share will be distributed to Barangay – 35 percent, Municipality/City – 45 percent, and Province – 20 percent.

In 2012, Raagas said mining companies in the region have remitted a total of P3,079,692,102.83 in taxes.

In terms of employment rate, a 17 percent increase in 2012 was noted due to the existence of new producing companies such as the Greenstone Resources Corporation and the Sinosteel Philippines H.Y. Mining Corporation.

Specifically, Raagas said mining companies in Surigao del Norte have 9,209 employees; Surigao del Sur with 4,797; Dinagat Islands – 1,050; Agusan del Norte – 1,009; and Agusan del Sur – 3,245.

While the official admitted that mining may destroy environment, he said Contingent Liability and Rehabilitation Fund (CLRF) was generated by all mining companies in the region. He said ten percent of the total amount of the cost of Environmental Protection and Enhancement Program (EPEP) or P5 million, whichever is lower will be deposited to a Government Depository Bank. For 2013’s EPEP, the mining industry has reserved some P1,329,348,974.87.

To monitor the Trust Fund, a mine waste fee of P0.05 per metric ton and tailing fee of P0.10 per metric ton was put in the reserve fund. Also, final mines rehabilitation and decommissioning fund form part of the CLRF.

In general, Raagas said the mining industry in Caraga Region has uplifted the region’s economic condition.

It can be recalled that early this year, the National Statistical Coordination Board (NSCB) has reported that Caraga Region is not anymore the poorest region in the Philippines since the economy has increased due to the mining industry.

On April 23, 2013, the NSCB released its latest report on the state of poverty in the country through their website http://www.nscb.gov.ph.

The report has used the data from the Family Income and Expenditure Survey (FIES) conducted by the National Statistics Office (NSO) last July 2012, which measured poverty incidence or the proportion of people below the poverty line to the total population.

The report revealed that at the regional level, the regions with the lowest poverty incidence among families in the first semesters of 2006, 2009 and 2012, continue to be the National Capital Region, CALABARZON, and Central Luzon.

Also, for the same period in 2012, ARMM consistently figured in the bottom (poorest) cluster of regions with the highest poverty incidence among families between 42 to 47 percent in the same period.


The NSCB report also emphasized that even Region 9 and Caraga were included in the poorest cluster in the first half of 2006 and 2009, the two regions did not figure in the bottom cluster during the first semester of 2012. However, SOCCSKARGEN and Eastern Visayas were new entrants in the said cluster at around 37 percent. (RER/TESDA-13/PIA-Caraga)
