City gov't lines-up activities for this year’s ‘Adlaw Hong Butuan’ celeb

BUTUAN CITY, July 27 (PIA) -- The city government here has lined-up activities for this year’s ‘63rd Adlaw Hong Butuan’ celebration on August 2.

On July 25, the city government thru the City Tourism Office conducted the Butuanon Quiz Bee and Extemporaneous Speech dubbed “Speak Butuanon Drive” held at the City Library with students from different schools as participants of said activities.

On July 26, awarding of land titles to some Butuanons was conducted at the city hall grounds while on June 27, the city government through Mayor Ferdinand Amante Jr will have its radio guesting to intensify its ‘Speaking Butuanon’ Campaign.

On July 28, the Abayan Festival will be celebrated at the Philippine Ports Authority (PPA) grounds through a procession at 5:30 am to assemble at St. Joseph Cathedral; Thanksgiving Mass at 7:00 am; Program, Games and Fluvial Procession at 8:30 am at the Agusan River; Araw ng Leon Kilat at 2:00 pm; and SMB Night at 7:00 pm.

On July 29, the Philippine National Police (PNP) Caraga will be spearheading the Police Community Relation celebration with a tree planting activity at 5:00 am, Run and Sing for Peace, as well as the Orientation and Workshop for Tourist Police. On the same day, the Department of Trade and Industry (DTI) Caraga is also set to hold its Trade Fair and Exhibit at the Almont Inland Resort.

On July 30, Culmination activities for the Nutrition Month celebration will be conducted at 8:00 am. The DTI-Caraga will also launch its Small-Medium Enterprise Roving Academy at 9:00 am.

On July 31, the members of the Association of Caraga Executives (ACE) will have its meeting with the city mayor to discuss economic gains of Butuan especially as being the Regional Center of Caraga region.

On August 1, a Mass Wedding will be held at the Blanghai Hotel and Convention Center at 8:00 am. At the same time, a Mega Jobs Fair is set at the Almont Inland Resort.

Meanwhile, on August 2, Butuanons will participate in the Thanksgiving Mass – 7:00 am at the Cathedral, to be followed by the following activities: Floral Offering at the tomb of Congressman Marcos Mordeno Calo (Father of Butuan City) at the Zamora Cemetery; Motorcade; People’s Summit and Shared Service Facility Launching; LUmbia Festival; and Employees Night of the city government of Butuan.

City Tourism Officer Mary Jane Tutaan also invites everyone to watch the cast of ‘Please be careful with my Heart’ Teleserye – Mr. Richard Yap (Sir Chief) and Ms. Jodi Santa Maria (Maya) to perform live concert at the Father Saturnino Urios University (FSUU) Gymnasium, 7:00 pm.

Adlaw Hong Butuan is the Charter Day celebration of Butuan. On August 2, 1950, Butuan became a city by virtue of Republic Act No. 523.

DTI-Caraga inks MOA with FSUU on streamlining of region’s BPLS

BUTUAN CITY, July 27 (PIA) -- The Department of Trade and Industry (DTI)-Caraga Regional Office entered into a memorandum of agreement with Father Saturnino Urios University (FSUU) to conduct a validation survey on the implementation of the streamlining of Business Permit and Licensing System (BPLS) among select local government units (LGUs) in the region.

The MOA was signed by DTI Caraga regional director Brielgo O. Pagaran and FSUU president Rev. Fr. John Christian U. Young.

The survey aims to assess the level of improvement in the system getting a new or renewing a Mayor’s/Business permit with LGUs that are implementing BPLS. This will be done through a face-to-face interview with 200 business owners or their employees and staff who have applied for new/renewal of their Mayor’s/Business permits.

The survey, to be conducted from July 15, 2013 to August 15, 2013, will cover ten LGUs in the region namely: Butuan City, Cabadbaran City, Bayugan City, Surigao City, Tandag City, Bislig City, Nasipit of Agusandel Norte, San Francisco of Agusan del Sur, Claver of Surigao del Norte and Barobo of Surigao del Sur.

It will focus on the level of satisfaction of the respondents as to how long did it take them to process their permits, number of steps they have undertaken, the fees they have paid and the number of signatories before they were issued with the corresponding permits. Results of this survey will be used in identifying areas that needs to be strengthened and improved by the LGUs concerned.

This project is in coordination with the Department of the Interior and Local Government and members of Regional Competitiveness Council-Caraga.

The project is part of the nationwide validation project of the National Competitiveness Council (NCC), a public-private partnership tasked to track and build long term competitiveness of the country through policy reforms, project implementation, institution-building, performance monitoring and goal-setting. NCC is chaired by DTI Secretary Gregory L. Domingo and co-chaired by Mr. Guillermo R. Luz of the private sector and former executive director of the Makati Business Club. DTI to celebrate 32nd anniversary

BUTUAN CITY, July 26 (PIA) -- In celebration of the Department of Trade and Industry's (DTI) 32nd anniversary on July 27, the DTI-Caraga Regional office and its provincial offices have lined up several activities for the milestone.

The DTI provincial office in Agusan del Sur will hold several business development offerings such as investment opportunity seminar on engineered bamboo, skills trainings on coco twine, agsam product development and financial management seminar on July 25 and 26.

The provincial office of Agusan del Norte will postpone its celebration to coincide with the Adlaw Hong Butuan Celebration via a week-long trade fair and exhibits from July 30 to August 2, and the launching and turn-over of Shared Service Facility (SSF) on August 2.

Meantime, the provincial office of Surigao del Norte will have treats for clients on July 29 with free business name (BN) registration fees for the first ten BN registrants, door prizes, flowing coffee as well as a techno demo on Christmas dΓ©cor making.

While, the provincial office of Surigao del Sur has chosen to convene its Provincial Small and Medium Enterprise (SME) Development Council to discuss development needs of SMEs and will give their first ten clients anniversary shirts on July 26.

The regional office, on the other hand, kicked off its celebration through a three-day Diskwento Caravan on July 24 to 26 at the D&V Plaza Grounds, JC Aquino Avenue, this city where basic commodities will be sold at discounted prices to the general public. On July 30, it will also be launching the SME Roving Academy – a continuous learning program for the development of micro, small and medium enterprises to become competitive in the domestic and global markets.

Other offerings on July 26 include, free registration fees for the first 32 applicants for business name registration (barangay scope only), free starter kits [5 fruiting bags of mushroom] for the first 32 clients, free snacks and, massage and beauty treats for walk-in clients while other DTI offices are also offering food treats to their clients, and feeding program for the children-beneficiaries of the Lingap Center, CSWDO-Butuan City spearheaded by the Regional Office Staff.

Created in 1981 as the Ministry of Trade and Industry and later on reorganized as the Department of Trade and Industry, the agency is mandated to serve as the primary coordinative, promotive, regulative and facilitative arm for trade, industry and investment activities in the country.

DOST-Caraga bats for food safety, quality

BUTUAN CITY, July 25 (PIA) -- The Department of Science and Technology (DOST) Caraga emphasized food safety and quality to prevent consumers from illness, during the Training on Food Safety Awareness recently held at the Butuan City School of Arts and Trade.

DOST-Caraga Regional Director Dominga Mallonga said food safety means proper handling, proper preparation, and proper storage of food to avoid sickness.

“Food-borne illness is a disease transmitted to humans by food and this may be caused by bacteria that grow on food or by viruses that are spread because food is not cleaned, stored or handled properly,” said Mallonga.

Also, Olga Virginia Demata of Food Safety - DOST-Caraga said that when preparing food, proper hand washing must be observed.

“These are the ways to proper hand washing: 1) Wet hands with hot running potable water. The water should be as hot as the hands can comfortably stand; 2) Apply enough soap to build up a good lather. Soap may be liquid, powder or bar soap; 3) Rub hands together for at least 20 seconds. One fun way to do this is to sing a “Happy Birthday” song while lathering the hands; 4) Clean under fingernails and between fingers. A nail brush is recommended but avoid splashing; 5) Rinse hands thoroughly under running water; and 6) Dry hands. Hands should be dried with clean, single use, disposable paper towels or hot air blow dryer,” explained Demata.

Demata added that for food handlers who are selling their products in the market, the food should also be properly sealed.

“By considering these things in our daily living, we can all be healthy and away from any type of diseases especially the food-borne illness where one can experience stomach upset/ache and diarrhea in most cases,” Demata said. (JPG/PIA-Caraga)


Co-op office, dev't officers to stage 6th Na’l Tripartite Confab in Zamboanga City

BUTUAN CITY, July 25 (PIA) -- The Cooperative Development Authority (CDA) Caraga with the League of Cooperative Development Officers of the Philippines (LCDOP) will be holding the sixth National Tripartite Conference on October 9-11 at the Garden Orchid Hotel, Zamboanga City.

The Conference is held every two years which serves as a venue for discussion of issues and concerns on cooperatives; harmonize the relationship of the regulatory agency and the local government units in the implementation of the cooperative policies; and formulation and passage of propositions that will address the clamor and interest of the key players in the pursuit of cooperative sustenance and empowerment said LCDOP President Celia Atienza.

“This year’s conference with the theme 'Shared Vision and Responsibilities for Cooperative Empowerment,' will focus on the Cooperative Strategic Direction as envisioned in the Philippine Cooperative Medium Term Development Plan 2011-2016, and the responsiveness of the cooperative sector and its stakeholders,” said Atienza.

It is also in this conference that the second CDA Gawad Parangal for outstanding cooperatives, federations and unions, local government units and coop leaders will be held, thus making this event very memorable and meaningful.

Expected to participate are the CDA Board of Administrators, Senate Committee on Coop Development, House Committee on Coop Development, LGU representatives, members of the Coop Development Councils, provincial/city and municipal co-op officers or its equivalent, CDA regional officials and staffs, electric cooperatives, elected local government officials, cooperative sector, and other stakeholders.

MOA for “Adopt a Hospital” Project in Surigao del Sur signed

BUTUAN CITY, July 25 (PIA) -- An estimated crowd of 250 comprising local chief executives of different municipalities in Surigao del Sur, Municipal Health Officers, heads of government agencies, some medical doctors, non-government organizations, and media personalities gathered on Tuesday at the provincial social hall in Tandag City to witness the Memorandum of Agreement (MOA) signing between the provincial government of Surigao del Sur, Department of Health (DOH), Montero Medical Missions, and partners from the public and private sectors for the project dubbed 'Adopt a Hospital’ with Adela Serra Ty Memorial Center (ASTMMC) as the recipient.

DOH Secretary Enrique Ona was one of the MOA signatories.

Surigao del Sur Governor Johnny Pimentel expressed his thanks to Health Secretary Ona for providing funds for the renovation of its health facilities in the province, in line with the department’s Hospital Facility Enhancement Program.

“The MOA aims to strengthen the delivery of health services of the recipient hospital - the ASTMMC, while the partners will provide assistance in the form of voluntary health services; capacity enhancement for the staff and technology transfer; and to have opportunities for observation visits in foreign hospitals; and donations of required medicines, supplies, equipment and devices; and technical support for information dissemination,” relayed Pimentel.

Also in the MOA, the provincial government through the Provincial Eyesight Board will mobilize local finance and in-kind resources to complement, aid, and improve infrastructure and equipment needs of the recipient hospital and provide transportation and accommodations to partner mission groups during the conduct of local or foreign surgical missions.

Sec. Ona said that the 'Adopt a Hospital' program is in line with the DOH Administrative Order 2012-0030, the guidelines on Foreign Surgical and Medical Mission (FSMM) Program in Support of Universal Health Care/Kalusugan Pangkalahatan and the Public-Private Partnership strategy of the dept to better delivery, efficient and quality health services to the public.

The FSMM Program of the department plays an important role in the delivery of health care services, especially in attaining Universal Health Care.

"FSMMs are activities where medical interventions and/or surgical services are provided to select underserved areas and communities by a foreign individual or organization in partnership with a local government unit (LGU), non-government organization (NGO), hospital or medical society. FSMM can either be a One-Time Conduct of Medical Mission or an 'Adopt a Hospital' Program," said Ona.

Ona further emphasized that as part of its aim to achieve Universal Health Care, in three years time, all Filipinos will be covered with the Philippine Health (PhilHealth) Insurance through the unified efforts of the LGUs and partner stakeholders in providing health care services especially to the indigents.

Meanwhile, along with other partners, Mr. Fryan Abkilan, Deputy Regional Director representing Regional Director Abner Caga of the Philippine Information Agency-Caraga signed in the MOA as manifestation of support and commitment to promote quality health services in the province with the media through intensified advocacy. CDA-Caraga to hold regional consultation on PCMTDP 2011-2016

BUTUAN CITY, July 25 (PIA) – In line with the conduct of the Mid-Term Review and Updating of the Philippine Cooperative Medium-Term Development Plan (PCMTDP) 2011-2016, the Cooperative Development Authority (CDA) Caraga will be spearheading a Regional Consultation Meeting on August 9 at the CDA-Caraga Conference Room, this city.

CDA-Caraga OIC Regional Director Genaro Pogata Jr, said the participants to this consultation are primarily members of the Regional Cooperative Development Council (RCDC).

“This consultation will be facilitated by the National Economic Development Authority,” said Pogata.

It was learned that the results of the Regional Consultation will be forwarded to the CDA central office for consolidation, review and approval by the Steering Committee and it will then be presented in the National Validation Conference.

The Philippine Medium-Term Development Plan for the period 2011-2016 is anchored on the realization of the collective vision and mission of the cooperative sector which is: “An integrated and transformative cooperative system with a mission to build integrated businesses imbued with cooperative values for the improvement of the quality of life”. Bill seeking to establish marine protected areas filed in Congress

BUTUAN CITY, July 25 -- Agusan del Norte First District Rep. Lawrence “Law” Fortun has filed a bill seeking to establish the marine protected areas (MPAs) in all coastal cities and municipalities in the country.

The bill states that the State should ensure that utilization of marine resources should be sustainable. The legislative measure defines MPAs as “areas of the sea established and set aside by law, administrative regulation or any other effective means in order to conserve and protect a part of or the entire enclosed environment, through the establishment of management guidelines.” MPAs need not be contiguous and must have a “minimum size of ten (10) hectares, unless the total area of the municipal waters is fifteen (15) hectares or less, in which case the MPA shall comprise fifteen percent (15%) of the municipal waters”.

It further classifies MPAs as marine reserves, Marine Park, and marine sanctuary. Under MPAs, access to, and uses of marine resources are defined, regulated and controlled in a manner consistent with its classification.

The house bill also puts premium on citizen’s participation in protecting marine ecosystem and biodiversity through a co-management scheme. As the house bill puts it, “the State also takes cognizance of the preferred status of the citizenry as the primary users and beneficiaries of the country’s resources. As such, Filipino communities are therefore acknowledged as crucial partners in the effort to conserve and manage our natural marine resources.”

Among the salient provisions of the bill are the violations and the corresponding sanctions which states: “unless otherwise allowed in accordance with this Act, the NIPAS Act of 1992 (Republic Act No. 7586), the Philippine Fisheries Code of 1998 (Republic Act No. 8550) and the Wildlife Resources Conservation and Protection Act (Republic Act No. 9147), it shall be unlawful for any person to willfully and knowingly exploit, damage or destroy MPAs and/or any of its parts. Violators shall be subject to the applicable fines and penalties as provided for in Republic Act No. 7586, Republic Act No. 8550 and Republic Act No. 9147, and other related laws, rules and regulations.” Furthermore, the bill added that, “should a coastal LGU fail to establish an MPA as herein provided, the mayor, the vice mayor and the members of the sanggunian shall be liable for prosecution under Republic Act No. 3019, otherwise known as the “Anti-Graft and Corrupt Practices Act” and Republic Act No. 6713, otherwise known as the “Code of Conduct and Ethical Standards for Public Officials and Employees”, or other applicable laws.”

Fortun said that it is about time that a clear and comprehensive law of this kind must be made if we are really serious about protecting our environment which has been denuded by both man-made and natural destruction. (Agusan del Norte/PIA-Caraga)


DepEd Caraga tops NAT anew

BUTUAN CITY, July 25 (PIA) -- The Department of Education (DepEd) Caraga Administrative Region has topped again in the National Achievement Test (NAT), which was conducted by the National Education Testing and Research Center (NETRC) in March 2013.

The region acquired the top rank performance for two consecutive years in Grade 3, Grade 6 and Year 4. The table below shows the comparative results based on the Mean Percentage Scores (MPS) of the region’s performance in the three grade levels:

It can be gleaned from the table that Grade 6 pupils have achieved more than the standard criterion of 75% achievement level set by the Department of Education which is the national target and they belonged to the superior group based on the percentage of correctly answered items in a test or subject area proficiencies in four levels with the corresponding descriptive equivalent, such as: 76 – 100% Superior; 51-75% Upper Average; 26-50% Lower Average; and 0-25% Poor. The performance of Grade 3 and Year 4 belongs to the Upper Average.

The Grade 3 pupils took the test based on the six subject areas that included English Reading, Filipino Reading, English Grammar, Filipino Grammar, Science, and Mathematics; while the Grade 6 pupils took the Filipino, Mathematics, English, Science, and HEKASI subject areas. The Year 4 students took the Filipino, Araling Panlipunan, Mathematics, Science, English, and Critical Thinking subject areas.

DepEd Caraga regional director Atty. Alberto T. Escobarte said the laudable feat was achieved due to the provisions of the various intervention activities by the schools and the adherence to the Time-On-Task Policy of the department. The said policy was implemented in order to achieve the exact contact time allotment in every subject so that the learning competencies per quarter is realized.

Escobarte added that the Remediation, Reinforcement and Enrichment (RRE) Program of the region became effective due to its implementation by focusing the Least Learned Skills (LLS) of the pupils/students in the subject areas during the Friday classes integrating the strategies of teaching the Higher Order Thinking Skills (HOTS).

DENR to strictly monitor logging of edible-fruit bearing trees

BUTUAN CITY, July 25 (PIA) -- An official of the Department of Environment and Natural Resources in Region 13 said Wednesday the agency will strictly monitor transport of edible-fruit bearing trees in the region to prevent commercial logging of these species.

In a radio interview, Regional Executive Director Nonito M. Tamayo said the agency agency has found that more fruit trees are being harvested in the region. He also said some DENR personnel were lax in manning checkpoints.

During an on-the-spot inspection in a highway in Agusan del Sur, Tamayo found truckers lacked documentation in transporting freshly cut lumber of fruit-tree species. Among the missing document was a written transport agreement between the driver and the truck owner to prove the latter's consent in transporting the tree product.

There was also no hatchet mark made by DENR personnel on edible fruit trees to determine its origin.

The other requirements, he said, are contained in the DENR Administrative Order No. 18 issued on May 25,1994 by then Secretary Angel C. Alcala. The policy states that unauthorized cutting within forest lands of certain edible fruit-bearing trees/shrubs is prohibited. Likewise, it is also prohibited, unless authorized under a permit issued by the Secretary or his authorized representative to “cut, detroy, damage or injure of naturally growing or planted tree along roads in land sudivision or areas therein”.

Among the edible-fruit trees covered by the order are Eugenia Spp.( Tampoy, Makopa, Yambu, etc. ) , Euporia didyema (Alupag), E. Gracelis ( Boboa) , Mangosteen, Pili, Balobo, Baluno, Bulala, Gumihan, Marang, Nanka or Langka, Lanzones, Kamagong or Mabolo, Apupag-amo, Paho or Pahutan, Guava or Bayabas, Durian or Durian and other fruits of which can be used as foods for human being and wildlife.


Director Tamayo said the policy seeks to attain the objective of protection of the environment and maintenance of a desirable ecosystems balance; provide edible fruits for the consumption or enjoyment of the citizenry as well as food for wildlife and curtail the proliferation of unauthorized cutting of edible fruit-bearing trees. Surigao del Sur provincial gov't, partners hold eye care medical mission

BUTUAN CITY, July 24 (PIA) -- The provincial government of Surigao del Sur is conducting a Cataract-Pterygium Surgical and Eye Care Mission from July 22-25 at the Adela Serra Ty Memorial Center in Tandag City.

The activity is part of “Surigao del Sur Vision 2020” campaign which aims to eliminate preventable blindness by year 2020. This is in partnership with the Department of Health (DOH), Montero Medical Missions, and other organizations.

"We are very fortunate to have the Montero Medical Missions with us in this endeavor for giving us free Cataract-Pterygium Surgical operation," Governor Johnny Pimentel said. "This operation is very expensive costing to P35k per patient when operating in a private health facility."

The medical mission will provide services to 100 cataract patients. Some 500 patients may avail themselves of free eye examination and free glasses.

The Montero Medical Missions, a faith base international non-government organization that has been working with the DOH through the National Committee on Sight Preservation in line with the International Agency for the Prevention of Blindness - Vision 2020 The Right to Sight initiative, which now started replication process in several strategic areas of the Philippines.

Two Caraga LGUs to implement LEaDGov project of DSWD

BUTUAN CITY, July 24 (PIA) – Two local government units (LGU) in Caraga region are among the recipients of the Local Empowerment and Development towards Good Governance (LEaDGov) project of the Department of Social Welfare and Development (DSWD) and the Agencia EspaΓ±ola de Cooperacion Internacional para el Desarollo (AECID).

These are the municipalities of Jabonga in Agusan del Norte and Tagbina in Surigao del Sur.

The LEaDGov provides capacity building trainings to LGUs for improved governance and development planning.

A memorandum of agreement on LEadGov and Kalahi-CIDSS Bottom-up Budgeting (KC-BuB) Projects was signed last July 23.

The LEaDGov project will be implemented in six (6) other pilot LGUs nationwide.

“LEaDGov is designed to improve the ability of the LGU and community participation in development planning at LGU level,” Ester Villamor, regional community development specialist of DSWD Caraga, said. “This is to complement the Capability Building and Implementation Support Component of the BuB implementation.”

She said the program should be anchored on the lessons and experiences of the Poder Y Prosperidad de la Comunidad (Empowerment and Development of Communities) or PODER and Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS) Projects in community-driven development for good governance.

The LEadGov pilot areas were chosen based on their effectiveness in implementing the Kalahi-CIDSS program, according to Minda Brigoli, DSWD Caraga regional director.

Other pilot LGUs for LEaDGov are Minalabac, Camarines Sur and San Pascual, Masbate in the Bicol region; and Siayan, Zamboanga del Norte and Tungawan, Zamboanga Sibugay in the Zamboanga Peninsula. (PIA-Caraga)


Ten Caraga LGUs sign MOA on Kalahi-Cidss bottom-up budgeting

BUTUAN CITY, July 24 (PIA) – Ten local government units (LGUs) in the region have signed a memorandum of agreement (MOA) for the implementation of Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-Cidss) Projects Bottom-up Budgeting (KC-BuB).

The LGUs signed the MOA with Department of Social Welfare and Development (DSWD) during the Regional Launching for Local Empowerment and Development towards Good Governance (LEadGov) and KC-BuB Projects on July 23.

Mayors and representatives from the cities of Butuan, Cabadbaran, Surigao, and Bislig, and the municipalities of Basilisa in Dinagat Islands, Jabonga in Agusan del Norte, Loreto in Agusan del Sur, Tagbina and Barobo in Surigao del Sur, and Gigaquit in Surigao del Norte have signed the MOA with the DSWD Caraga Regional Director Minda Brigoli and Department of Interior and Local Government (DILG) Caraga Regional Director Lilibeth Famacion.

Agencia EspaΓ±ola de Cooperacion Internacional para el Desarollo (AECID) Deputy Coordinator General Norberto Gomez who witnessed the ceremonial signing as part of the donor partners of the project said that the “beauty of the project is the presence of participation aspect of partners in coming up priority projects which they believed can provide the needs of the communities”.

"We recognized the importance of partnership, working together for the welfare of marginalized sector," Gomez added.

Regional Community Infrastructure Specialist of DSWD Caraga Engr. Macrino Sumagang bared that the KC-BuP funds are already available in the regional office to fund the approved project proposals submitted by the covered LGUs.

“Right now we are waiting for the project proposals and other attached documents needed from LGUs for BuB funding support. We are given until November 2013 to completely process all our sub-projects for 2013 BuB,” Macrino emphasized.

Macrino added that the KC-BuB project approval will be made at the regional level to facilitate the immediate implementation of the project. Any approved KC-BuB project will be implemented in the covered LGUs who have been implementing the Kalahi-Cidss like the municipalities of Jabonga and Tagbina and non- Kalahi-Cidss areas being identified to be recipient of the KC-BuB project based on the criteria set by the Joint Memorandum Circular (JMC) entered into by the DSWD, DILG, and National Anti-Poverty Commission (NAPC). PopCom, youth leaders to campaign against teen pregnancy

BUTUAN CITY, July 24 – Students affairs director and student council advisers of the various colleges and universities region-wide will converge in one of the schools here on August 1 to map out their priorities in support of the major initiatives of the government addressing youth issues and concerns.

The regional office of the Commission on Population as among the organizers together with CHED-Caraga and Caraga Youth Leaders Network (CYLN) is looking to mainstream Adolescent Health and Youth Development (AHYD) program into the programs of the student councils.

This effort of PopCom-Caraga is in follow-up of the commitment of the student leaders during the Student Leaders Congress organized by PopCom-Caraga that they will help the advocacy against teen pregnancy.

PopCom-Caraga will also assist the student leaders in launching projects and activities to fight against youth issues, particularly teen pregnancy. A Regional Training on Events Organizing and Leadership Program shall be conducted on August 10-11.

To recall, a total of 94 student leaders inked a Pledge of Support and Commitment to AHYDP during the Student Leaders Congress on July 9 in time of the World Population Day celebration.

Under its youth program, PopCom is helping adolescents and youth avoid risky sexual behavior (e.g.. Pre-Marital Sex, smoking, alcohol drinking, and drugs) to reduce incidence of teenage pregnancies, early marriages, sexuality transmitted infections and other psycho-social concerns.

PopCom provides age-appropriate and values-laden sexuality education for the youth through the formal educational system and the various youth programs of partners and provide parent education on adolescent health and sexuality in partnership with the LGUs and stakeholders.

In the said Congress, Alexander A. Makinano, PopCom officer-in-charge, urged members of the local media and religious groups to support the commission in working proactively in addressing the issue on teen pregnancy in the region.

PopCom Acting Executive Director Rosalinda D. Marcelino in her press statement, said that in the Philippines, 9.5% of women aged 15-19years old have begun childbearing, wherein 7.4% are already mothers and 2.1% are pregnant with their first child. (PopCom-13/PIA-Caraga)


DSWD to hold household assessment anew

BUTUAN CITY, July 24 – The Department of Social Welfare and Development (DSWD) will conduct another round of household assessment to update the database of poor households in Caraga region this September through the National Household Targeting System for Poverty Reduction (NHTS-PR).

The household assessment will be conducted to determine and generate data on the list of households that will become the beneficiaries of the government’s social protection programs.

In line with this activity, the NHTS-PR is in need of 1, 689 field staff composed of 41 Area Coordinators, 206 Area Supervisors, 1, 030 Enumerators, 206 Encoders and 206 Verifiers to successfully complete the second cycle. The applicants that will be hired will undergo trainings and orientations.

“The purpose of this assessment is to update the database of poor households and also to provide a high-quality data to help our partners like the national government agencies and other stakeholders as basis for their social protection programs and services,” saidDante Rosales, Regional Focal Person for NTHS-PR Caraga.

The National Household Targeting System for Poverty Reduction (NHTS-PR) is a national government project being implemented by the DSWD. Over 900 Surigaonons received dental care treatment

SURIGAO CITY, July 24 (PIA) -- A total of 947 Surigaonons received dental care treatment during a dental mission with the theme, “Ngiti Mo, Sagot Ko” led by the medical team of 30th Infantry (Python) Battallion of Philippine Army held recently at the Municipal Gym in Barangay Magsaysay and Placer West Central Elementary School all in Placer, Surigao del Norte.

Out of 947 beneficiaries, 817 patients from Barangay Magsaysay were given free dental consultation with free toothbrush and toothpaste and 130 students from Placer West Central Elementary School, underwent tooth extraction.

In his message 30IB Commanding Officer Lieutenant Colonel Vincent B. Iringan expressed his appreciation to the dental mission medical team who volunteered to provide dental assistance.

“The activity is truly in-line with the Armed Forces of the Philippines-Internal Peace and Security Plan (IPSP) dubbed as “Bayanihan,” where the AFP is able to collaborate and coordinate with all sectors of the society to join hands in winning the peace in order to help create an environment conducive for sustainable development and a just, and lasting peace in the province of Surigao del Norte,” Iringan said.

DENR-Army to build tree park featuring indigenous, endemic tree species

BUTUAN CITY, July 24 (PIA) -- The Philipine Army and the Department of Environment and Natural Resources is building a 5-hectare tree park in Butuan City to feature premium species of hardwoood and dipterocarp for the next generation to appreciate the value of forest and the environment.

“I think we should grow premium species that are considered rare these days for the people to appreciate them” DENR 13 Regional Executive Director Nonito M. Tamayo said Monday.

Tamayo said the DENR is eyeing a potential site in Barangay Bonbon for the proposed tree park that would showcase indigenous/endemic
trees species. “We have seedlings of premium species which are available and produced by the DERN Ecosystem Research and Development Sector at its clonal tree laboratory facility in Barangay Buod, Butuan City and experimental tree site in Bislig, Surigao del Sur.”

He said, however, that the DENR may also seek financial assistance from the private sector for plantation maintenance.

Among the tree species that are considered rare these days include Apitong ( Dipterocarpus grandiflorus), Dalingdingan ( Hopea malibato), Yakal Saplungan ( Hopea Plagata), Malapasnit ( Kibatalia logifolia which is endemic to Davao) , Bagtikan ( Parashorea malaanonan), Almon or Philippine Mahogany ( Shorea almon) , Yakal ( Shorea astylosa) , Yakal Yamban ( Shorea faliciferoides) , Guijo ( Shorea Guijo), Red Lauan ( Shorea Negrosenses), Philippine Teak ( Tectona philippinensis), Mayapis or White Lauan ( Shorea Palosapis), Almaciga or Dayugon (Agathis philippinensis) , Takobtob (Areca parens), Pitogo ( Lycas riuminama) , Malaalahan ( Guioa discalor which is endemic to Samar and Luzon) and the Dark Red Meranti ( Shorea Orata).
