Google Map-Your-Precinct Project 2013 launched in Butuan

BUTUAN CITY, May 3 (PIA) -- Google Map-Your-Precinct Project 2013 was successfully launched at Saint Joseph Institute of Technology (SJIT), this city.

The project aims to help Filipino voters find their precincts or voting centers using Google maps. The system entails the help of mapping volunteers which inputs details of the locations of precincts to Google mapmaker.

Through online, Head of Google Business Group Iloilo (GBG Iloilo) Bernardo Arellano gives his instructions to the volunteers on how to mapUp the precinct.

Arellano also said during the MapUp that the event is envisioned to help voters in Butuan City to find to their respective precinct by simply searching their Precinct number using Google map.

“This event would be a big help for the voters of Butuan where they can easily access their precinct using the internet,” Arellano said.

With 18 volunteers from Butuan City, the volunters mapped 50 Precinct in Butuan City, with a total of 84,057 voters, 25 Precinct in Nasipit with a total of 25,027 voters and 15 Precinct in Carmen with a total of 12, 754 voters all in Agusan del Norte.

Google volunteer/ Organizer Richard Atillo, emphasized during that "the event will prove to be most useful not just today but to the near future elections, this event will also open an opportunity not just for Butuanons but also in the entire Caraga region to build a group of google developers that will empower Caraga in terms of technology”.

Atillo also thanked all Google Philippines members headed Google head for outreach Southeast Asia Aileen Apolo De Jesus, Smart Communications, fellow volunteers for extending their support to this event.

Military, police clash with NPAs in Agusan del Sur

PROSPERIDAD, Agusan del Sur, May 3 (PIA) -- Soldiers from the 75th Infantry Battalion and policemen from the Special Action Force encountered more or less 10 fully armed rebels in Road 88, Brgy. Bunawan Brooks, Bunawan, Agusan del Sur, Monday evening

The soldiers and policemen were on a joint security patrol in the area when they encountered the armed group believed to be from Section Committee 14 of the North Eastern Mindanao Regional Committee.

The encounter resulted to one wounded on the government side and undetermined casualty on the rebel side.

Col Gregory M Cayetano, Commander of 401st Infantry Brigade, has ordered the 75th Infantry Battalion to launch pursuit operations.

“Again, we thank concerned citizens in the area who have tipped us off about the enemy presence in their barangay. We highly appreciate their effort to help us round up these criminals the soonest possible time. We assure everyone that the information that the people will provide us will be treated with utmost confidentiality,” said LTC Danilo Benavides, commanding officer of 75th Infantry Battalion.

“We appeal to the families and loved ones of these rebels to help us encourage them to abandon the armed struggle and return to the folds of the law and to normalcy. For more than four decades now, we have all felt the pain and loss that the armed struggle has brought us. It has never been a solution to our country’s problem. in fact, it has been one of the deterrents to our development and progress. The AFP’s concept of Bayanihan is far better than the revolution’s idea of complete overthrow of our government. 54 Agusan Norte farmers get land titles

CARMEN, Agusan del Norte, May 3 (PIA) -- A total of 54 farmers from Brgy. Manoligao, Carmen, Agusan del Norte received their individual certificates of land ownership award (CLOA) following the handing-over ceremony in the barangay multi-purpose building on Thursday.

Department of Agrarian Reform (DAR) Regional Director Faisar Mambuay led the distribution with Carmen Vice Mayor Willy Taglocop and DAR Asst. Regional Director Andre Atega, covering 95 hectares of agricultural land.

Mambuay congratulated the recipients emphasizing the confidence it will bring if the name is printed in the title. “I hope this is just the start, as I intend to come back with more support services for the area,” said Mambuay in his message.

He also encouraged the beneficiaries to stay united in their cooperative as government projects are coursed through organizations.

Atega also emphasized the responsibilities a cloa-holder must always bear in mind.

Among the recipients was 88-year old Bernadita Regner, who became teary-eyed looking at her land title, with her daughter Judith who is now 62. The mother-daughter recipient, who have been farmers all their life, expressed thanks to DAR with hope that the land will improve their family’s and children’s lives. Three rebels surrender to gov't force

PROSPERIDAD, Agusan del Sur, May 3 (PIA) -- Three rebels belonging to Guerrilla Front 88 of the North Central Mindanao Regional Committee of the New People’s Army voluntarily surrendered to LTC Jose Leonard Gille, commanding officer of the 26th Infantry Battalion, Thursday morning.

The surrender of these rebels (names withheld for security reasons) was through the efforts of the soldiers and the mediation of concerned citizens who convinced the three to lay down their arms and return to the folds of the law.

The surrenderees brought along with them the following firearms: one M14 rifle with two magazines, one sub-machinegun Ingram pistol with one magazine, and one cal. 38 revolver.

As of this writing, the three are now undergoing custodial debriefing at 26IB’s headquarters. Based on initial interview, their reason for surrendering is that they got tired of running and evading government troops. They are also afraid that they would be killed in one of the encounters with government forces. Right now, they just would like to be reunited with their families and loved ones and live a peaceful life.

“We, your soldiers, are very happy to welcome back our three brothers who were once with the NPAs but have decided to leave the armed struggle and go back to the mainstream society. We know for sure that their families can sleep well tonight knowing that their sons, fathers and brothers are now safe and will soon be with them as they go back to the normal goings-on of their lives. For now, we are coordinating with other government agencies for assistance necessary for them to lead a peaceful and decent life.

“For our other brothers and sisters who are still with the rebel organization and are also contemplating on going back to the folds of the law and support our true and only government, our negotiating efforts are still continuing. They may always reach and contact us any time,” said Gille.

“The surrender of these three former rebels is not only the triumph of the soldiers but this is a triumph of the whole Filipino people. Over and over again, we have stressed that armed struggle and civil war is not the solution to our country’s problems, this is a lose-lose situation that leaves both parties farther apart and our kababayans in a more difficult situation. We can rehash the mistakes and pains of the past but we can all move forward and reconcile with one another. LUNGSOD NG BUTUAN, Mayo 4 (PIA) -- Nakumpleto na ang proyektong imprastraktura sa Caraga ng Department of Social Welfare and Development (DSWD) na nagkakahalaga ng ₱64.13 milyon sa pamamagitan ng anti-poverty project, ang Kalahi-CIDSS.

Pakikinabangan ng 53 barangay ang nasabing proyekto sa siyam na munisipalidad sa rehiyon. Kasama sa proyekto ang mga pasilidad para sa edukasyon at pangkalusugan, produksyon, ekonomiya at serbisyo, environmental protection structures at preservation projects, footbridges, sistema sa tubig at road projects.

Napag-alamang sinimulan na ang pag-implementa sa mga nasabing proyekto sa munisipalidad sa RTR at Kitcharao sa Agusan del Norte; Alegria, Mainit, Tubod, Sta. Maria, Del Carmen, at Burgos sa Surigao del Norte; at Lingig sa Surigao del Sur.

LUNGSOD NG BUTUAN, Mayo 3 (PIA) -- Pinangungunahan ng Australian government Overseas and Program katulong ang Australian Agency for International Development at Department of Social Welfare and Development (DSWD)–Caraga ang isinagawang pagbibigay ng ahensya ng mga educational facilities sa probinsya ng Surigao del Norte na nagkakahalaga ng P9,588,285.

Kasabay nito, ang Comprehensive and Integrity Delivery of Social Services (CDD) ng DSWD na Kapit-Bisig Laban sa Kahirapan – Comprehensive Integrated Delivery of Social Service (KALAHI-CIDSS) na nagbigay din ng 10 educational facilities sa limang day care centers at tatlong pre-school buildings at dalawang eskwelahan sa elementarya sa munisipalidad ng Pilar, Surigao del Norte.

Ang nasabing programa ay isa sa mga proyekto ng pamahalaan na naglalayong makatulong sa kalagayan ng mga mahihirap na Pilipino sa pamamagitan ng pagbibigay kaalaman at proyekto na makakatulong sa mga mamamayan na matustusan ang pangangailangan sa pang araw-araw.

Sa talumpati ni Pilar Mayor Lucio Gonzales, ipinahayag nito ang taos-pusong pasasalamat sa pamahalaan ng Australia katulong ang DSWD sa pagtugon sa problema sa pasilidad at kagamitan sa eskwelahan.

Sa isinagawang pagsisiyasat ng DSWD, matatandaan na nagpaalam ang nasabing tanggapan sa kakulangan ng eskwelahang pangkagamitan sa nasabing lugar.

Butuan Comelec chief recognizes PIA-Caraga’s Power FM as official radio station

BUTUAN CITY, May 2 (PIA) – With nearly a week before the local and national elections will take place, the city Comelec office here has recognized 107.8 Power FM of the Philippine Information Agency (PIA)-Caraga as their official radio station.

Lawyer Ernie F. Palanan, City Election Officer, said whenever there are changes in the schedules and activities, the station will be the venue in doing such announcements.

He said BEIs and teachers who are on duty for the election will receive their honorarium as soon as possible since this will be sent through their bank accounts in Land Bank.

With this, BEIs are encouraged to submit the necessary requirements to City Comelec Office earlier so that their honorarium will also be released earlier.

The official further said during the election period, official election result from their end will also be aired in the station, as well as the actual situationer that will happen.

When asked on the preparedness of their office, Palanan said they are now prepared for the conduct of the election, saying that they have already made regular coordination with the security personnel from the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) to ensure a secured and free election (SAFE).

True to this, Palanan said they have conducted checkpoint operations with the police and military personnel in connection with the implementation of the Comelec gun ban. He added, to date, there were gun ban violators that were already filed cases in the court.

The Comelec chief in the city also said that the political parties here were already called and informed ion the measures implemented by their office to ensure smooth operations in the conduct of the election.

In a related development, Palanan said that Precinct Count Optical Scan (PCOS) machines have already arrived and are now stored at Father Saturnino Urios University (FSUU).

He likewise informed the BEIs that testing and sealing of the said machines is scheduled on May 5 for those that will be used in the hinterland barangays while for barangays within the city proper is scheduled on May 6. “Thus, I’m calling the BEIs to proceed to FSUU for this activity,” Palanan said.

Palanan also enjoined political watchers to witness the testing and sealing of the machines to avoid any complaints during the election day. He added that only BEIs are authorized to operate the machine on May 13.

While concern on the possible utilization of signal jamming device is considered one of the pressing issues presented by Sec. Mar Roxas of the Dept. of the Interior and Local Government (DILG), Palanan assured that this cannot tamper the results. He explained that this can only cause delay in the transmission of result from the PCOS machines.

Caraga RDRRMC members participate in the 5-day Integrated Planning Course Training on ICS

BUTUAN CITY, May 2 (PIA) -- The Regional Disaster Risk Reduction and Management Council (RDRRMC) in Caraga is holding an Integrated Planning Course Training on Incident Command System (ICS) from April 29 to May 3.

Said training is spearheaded by the Office of Civil Defense (OCD) being the chair of this region’s DRRMC. City and provincial DRRM officers in the region are also participating in the 5-day affair.

OCD-Caraga Regional Director Liza Mazo said that upon completion of this course, participants will be able to demonstrate in the final exercise the knowledge and tools necessary to perform the duties and responsibilities of the Planning Section Chief and Unit Leaders in ICS organization, namely, Resources Unit, Situation Unit, Documentation Unit, and Demobilization Unit.

“This Integrated Planning Course on Incident Command System is presented by modules. There are eight modules which will be discussed by our invited speakers who are well-versed on the ICS. After having attended the first training which is the Basic/Intermediate Course on ICS, this time we hoped to equip you with the duties and responsibilities of the Planning Section as one of the general staff of the ICS organization,” Mazo said.

Col Mario-Verner Monsanto, Office of the Vice Mayor in Davao City Consultant; Mr. Radny Pabon, Deputy Administrator of Amity Public Safety Academy; F/Sr Insp Noel Nelson Ababon, Acting Fire Marshall of the Bureau of Fire Protection in Cebu City; and Mr. Ryan Castañeda, Special Operations Officer II of Metropolitan Manila Development Authority are the invited speakers.

The said speakers will also assess/evaluate the performance of the participants as they go along with the modules and its exercises during the 5-day activity.

Gawad Kalasag regl search committee readies evaluation, field validation

BUTUAN CITY, May 2 (PIA) – The Regional Disaster Risk Reduction and Management Council (RDRRMC) Regional Selection Committee (RSC) for Gawad Kalasag (KAlamidad at Sakuna LAbanan, SAriling Galing ang Kaligtasan) 2013 is now preparing for its evaluation and field validation.

RDRRMC chairperson and regional director of the Office of Civil Defense Liza R. Mazo, said the committee already set deadline for the submission of DRRM Accomplishment Report to the RSC on Friday, May 3.

One of the series of activities to be conducted by the RDRRMC RSC for Gawad Kalasag Search for Excellence in Disaster Risk Reduction and Management (DRRM) and Humanitarian Assistance is the Table-Top evaluation of DRRM Accomplishment Report for CY 2012 on Monday, May 6, Mazo said.

Director Mazo said, the evaluation is considered as basis for the selection of regional nominee for the national search.

Other activities related to the regionwide search are the following: May 7 to 10 – RSC actual/field validation; May 14 – RSC final assessment of entries; and May 15 – submission/endorsement of regional nominees to the National Selection Committee.

Gawad Kalasag is the NDRRMCs recognition scheme in its search for excellence on DRRM and humanitarian assistance, initiated in 1998. It is the mechanism in obtaining sustained commitment and support by recognizing exceptional contributions of DRRM practitioners in strengthening the resilience and adaptive capacities of nations and communities to disaster risks.

It aims to recognize the outstanding performance of Local DRRMCs, Civil Society Organizations (CSOs) and major stakeholders in promoting and implementing significant DRRM-CCA programs and innovations; and heroic acts of individuals, groups or institutions during natural or human-induced disasters. Training in handling VAWC cases held in Surigao del Sur

TANDAG CITY, Surigao del Sur, May 2 (PIA) – The Provincial Social Welfare and Development (PSWD) in Surigao del Sur conducted a two-day training on handling cases of Violence Against Women and Children (VAWC). Among the participants were health personnel of this province.

In an interview, PSWD officer May Navidad Salinas said the training was participated by health personnel from the different Community Hospitals and Rural Health Units in the first and second districts of this province. It was learned the training was focused on how to handle VAWC cases.

Accordingly, speaker from the Regional Inter-Agency Council for Anti-Trafficking-VAWC discussed the detailed system on recording, reporting and referral of VAWC victims.

Sa nasabing pulong, sinabi ni DILG-Caraga Regional Director Lilibeth Famacion na ang mga produktong pangkaalaman na nagmula sa magandang kasanayan at karanasan mula sa mga human rights-based groups sa tubig at mga pananaw ng mga nakilahok sa pagtitipon ay magbibigay ng mga makabagong estratehiya na tiyak na haharap sa problema sa konsumo ng tubig.

Ani Famacion, ang mga suliraning hinaharap sa ngayon ukol sa tubig sa kasalukuyan ay: 1) katiwalian, (2) pagbabago ng klima at epekto ng kalamidad, (3) mga kontrahan, (4) mga isyu sa kultura at katutubong gawi, (5) kasarian at (6) capacity-development challenges at gastusin sa tubig.
