NAPOLCOM Caraga to host 18th Nat'l Crime Prevention Week in Butuan City

BUTUAN CITY, August 23 (PIA) -- The National Police Commission (NAPOLCOM)-Caraga region will host the 18th National Crime Prevention Week here in the city with the theme, “Sa Crime Prevention, May Magagawa Ako” slated on September 1-7, 2012.

In a statement from NAPOLCOM Caraga, it said that the activity does not only promote social order and justice but also protects the economy of our country.

"Any measures to be effective must cover not only the criminal justice system but also the community or various sectors of society," said NAPOLCOM-Caraga Regional Director atty. Remeneo Valenzuela.

The opfficial also said the efforts to create safe communities must go hand in hand with community development activities.

"Thus, the 18th NCPW Celebration shall strengthen and empower the citizens against crime victimization as well as enlist the public to engage in crime prevention projects of the government to increase awareness and improve security in our communities," Valenzuela said.

The weeklong celebration of 18TH NCPW will have a Fun Walk and Hataw as kickoff activity, to be participated by different line agencies of the government, nongovernment organization, academe, and the religious sector.

Agusan Sur Gov. turns over 3 projects in Barangay Zilovia, Talacogon

ZILOVIA, Talacogon, Agusan del Sur, Aug. 23 (PIA) -- Agusan del Sur Governor Adolph Edward Plaza has turned over three major barangay projects here believed to make a difference in the life of the residents.

These projects are the concreting of 100-meter barangay roads, street lights and a day care center building.

According to Barangay Captain Ernesto Napao, the projects are considered the most needed by residents because Barangay Zilovia is one of the most progressive barangays in the entire municipality of Talacogon, where one of the big companies, the Provident Tree Farms Inc. (PTFI), a match stick processing plant is located.

“It is noted that our barangay is a flood prone area and before reaching our barangay during rainy season, some portion of the road networks are flooded. We are very glad that portion of the flooded road is now concreted. Local residents are also very happy that street lights are now installed and are in full function because like other progressive places, theft is one of the main problem in barangay Zilovia especially during night time,” Napao said.

In his message, Plaza said the concreting of the 100 meters road is only the start of more infrastructure projects in Zilovia. Plaza challenges the barangay council to come up with more project proposals because the provincial government is setting aside funds for the barangay development projects every year.

“I am also very glad to hear from Barangay Captain Ernesto Napao that the street lights will solve the problem of theft and robbery. But I also believe that other street criminalities will reduce like unreasonable killing and others. In short, with the installation of the street lights, our brothers and sisters will no longer be afraid to walk in the streets during the night. And another most important project that I turned-over today is the day care center, where preschool children will be given the chance to learn before they enter the formal schooling,” Plaza said.

The three projects, according to Barangay Captain Napao, amounted to P2.2 million.

Surigao Norte gov to talk for Agusan River Basin Collaboration Workshop

SURIGAO CITY, Aug. 23 (PIA) -- Governor Sol Matugas is invited to speak during the Collaboration Workshop on the Agusan River Basin today at Almont Inland Resort in Butuan City.

The workshop is initiated by Senator Loren Legarda, Chairperson, Senate Committee on Climate Change, in partnership with the Spanish Cooperation Fund and the Department of the Interior and Local Government.

Around 300 participants are expected to attend from all over Caraga Region.

Matugas, as chairperson of the Caraga Regional Development Council, will talk on the Agusan River Basin Master plan.

Other invited speakers will also discuss on the other major river basin systems in the country.

This activity is valuable to Senator Legarda’s proposed Philippine River Basin System Administration Act of 2012 as input to its strategic operationalization.

4ID troops recover firearms from rebels

CAMP EVANGELISTA, Cagayan de Oro City, Aug 23 (PIA) -- The Charlie Company of 30th Infantry “Python” Battalion of the 4th Infantry “Diamond” Division encountered more or less 10 NPA rebels under unknown leader at the Vicinity of Brgy Alipao, Alegria, Surigao del Norte at around 8:40 a.m. of August 22.

A civilian gave information to 30IB about the presence of NPA rebels in their community in which troops from 30IB responded and immediately conducted combat operation.

A firefight ensued between the soldiers and the rebels who were found extorting money and other things from residents of Barangay Alipao. The firefight lasted for 10 minutes. the troops recovered one AK-47 assault rifle, six magazines loaded with live ammunitions, one backpack and several subversive documents.

No government troops were wounded or killed in the incident, while enemies might have suffered casualties as evidence of bloodstains splattered along their route of withdrawal.

Lieutenant Colonel Vincent B Iringan, Commanding Officer of the 30th Infantry “Python” Battalion, ordered the conduct of pursuit operations to hunt down the fleeing rebels and to put a stop on the harassment and extortion suffered by the people in Surigao del Norte.

Major General Victor A Felix AFP, Commander, 4ID said, “I am happy that no soldier got hurt and died from the incident. This event is a proof that the people are tired of always submitting to the whims of the NPAs, they are now vigilant in reporting presence of these rebels in their community. With the cooperation of the people we are optimistic that there will be more successful operations that will give way to peace and development here in Mindanao.”

Lieutenant Colonel Eugenio Julio C Osias IV, Commanding Officer, 4th Civil-Military Operation “Kasaligan” Battalion and Spokesperson of 4th Infantry Division, said, “The masked face of this pretending soldiers of the masses was long been exposed, the people do not want them in their community. Sa regular press briefing didto sa MalacaΓ±ang, si Presidential Spokesman Edwin Lacierda miingon nga gimandoan na ni Transportation and Communication Secretary Mar Roxas ang Civil Aviation Authority of the Philippines (CAAP) nga sutaon ang hinungdan sa insidente human kini miabirya niadtong Sabado sa hapon.

“It was not known to the public but Secretary Roxas already ordered CAAP to look into it. But since there were no wreckage found, then hinintay nila (then they waited),” matud ni Lacierda.
