Reg’l convention for HR Practitioners set in Butuan City

BUTUAN CITY, Aug 10 (PIA) -- The Caraga Regional Council of Human Resource Managers, Incorporated (CRCHRMI), in coordination with the Civil Service Commission (CSC), will be holding its 9th Regional Convention for all human resource practitioners on September 19-20 at the Almont Hotel’s Inland Resort, this city.

This year’s convention is hosted by the Council of HRM – Agusan del Norte-Butuan City Chapter.

In a statement, Luz Dumanon, CRCHRMI Agusan del Norte-Butuan City chapter president, said the two-day convention is anchored on the theme “Revitalizing Human Resource Practitioners towards Global Challenges.”

CSC to conduct series of seminars this August

BUTUAN CITY, Aug 10 (PIA) -- The Civil Service Commission (CSC) will conduct a series of seminar on supervisory development course (Module 1) Enhancing personal effectiveness on August 16-17 and revised rules on administrative cases in the civil service (RRACCS) on August 23-24 at the CSC Human Resource Development Center, Doongan Road, this city.

CSC-Caraga Regional Director Adams Torres, said that the first seminar, Module 1 is designed for division chiefs and officials who compose the critical mass in operationalizing the plans and programs of their respective organization.

He also said the seminar will enable participants to learn managerial supervision and administrative skills and techniques.

Furthermore, Torres said the second seminar, the RRACCS, will contribute to the effectiveness of the participants in dispensing administrative justice in the agency; apply new rules (RRACCS) in both disciplinary and non-disciplinary cases that may be lodged before the agency; understand and appreciate the procedural guidelines that govern the disposition of civil service cases.

The registration fee of the first seminar is P2,500 which include the lunch/snack and the training kit while for the RRACCS is P2,700 to include the lunch/snack and the training kit.

Popcom pushes for Responsible Parenthood

BUTUAN CITY, Aug. 10 (PIA) -- The celebration of Family Planning month this August calls on all couples to be more responsible in planning the number, size and birth spacing of their children in line with President Aquino's third State of the Nation Address (SONA) emphasizing on responsible parenthood as among his administration’s priorities.

This year’s theme is “Responsableng Pamilya, Ngayon Na!”

Commission on Population (PopCom), Department of Health (DOH), local government units (LGUs) and partner agencies are encouraging couples of reproductive age to seek comprehensive family planning information and services to dispel myths and misconceptions about family planning and adopt a method of their choice.

PopCom-Caraga Regional Director Camilo S. Pangan pointed out that responsible parenthood is a shared responsibility between husband and wife while government and partner agencies have their roles too.

PopCom is alarmed on the results of the 2011 Family Health Survey (FHS) which disclosed that poor access to family planning methods and fear of side effects were cited as key reasons for not using any family planning methods in Caraga Region.

Furthermore, the survey revealed that the use of family planning is lower among women from poor households than those in non-poor households (43.1% vs. 51.3%), and it decreases with the level of education.

PopCom integrated the responsible parenthood and family planning in the Family Development Session of the Pantawid Pamilya Pilipino Porgram (4Ps) of the Departmetn of Social Welfare and Development (DSWD), as one of its strategies to reach-out Married Couples of Reproductive Age. DENR, LGUs join hands to end illegal logging in Caraga

BUTUAN CITY, Aug. 10 (PIA) -- The Department of Environment and Natural Resources (DENR) and the provincial and municipal officials of the provinces of Agusan del Sur and Surigao del Sur are working on new strategies that would solve the problems of poverty and illegal logging which have been dogging the government over the last two decades.

“We are looking for solutions that would free the people in the upland communities of these poor provinces from the shackle of poverty” DENR-Caraga Regional Executive Director (RED) Marlo Mendoza said.

He said he government through convergence initiative has map out strategies that could solve the perennial problem of illegal logging in Caraga Region.

The solution calls for the establishment of “Community Forest Clusters” in six locations where the families, mostly indigenous people, inside the forest area shall be involved in the protection and greening program.

He said that each participating family shall be provided with Environment Incentive Cash Transfer (EICT) every month until the planted tree species such as falcatta, bagras, gmelina, acacia mangium that they have planted are ready for harvest.

He said that under the program, the DENR will also bring-in a “woodmizer” cutting machine in the forest cluster area so that the community can produce the DENR-allowed lumber products in specified sizes required by the different Wood Processing Plant (WPP) for their veneer products.

Mendoza said the local demand for veneer plywood products can be met sufficiently through this set-up without necessarily importing from other countries. He said that the Philippines has an average import of at least P 1 billion in raw materials for veneer products.

The DENR official has already made positive steps recently by working it out with Governors Adolph Edward G. Plaza of Agusan del Sur and Johnny T. Pimentel of Surigao del Sur to organize a technical working group that will strengthen the program.

“We are looking forward to the full implementation of this program pending the approval of DENR Secretary Ramon JP Paje and the President,” Mendoza said.

The illegal logging and poverty problems which are considered inseparable, have reduced the forest cover in the region being regarded as the timber corridor of the South” and the “last bastion of forest” in the country.

Based on study conducted the University of the Philippine, College of Forestry and Natural Resources, the rate of deforestation in Mindanao’s rich forest resources is placed at 157,400 hectares per year over the last five years since the year 2000.

The DENR 13 Forest Management Services, however, indicated that deforestation has accelerated in 2006 towards the end of the decade because of increase unemployment and poverty incidence.

The agency noted the rise of illegal logging activities particularly in the expired timber concession areas once operated by the PICOP Resources Inc. which covers an area of 46,399 hectares, the SUDECOR in Madrid, Surigao del Sur which have a concession area of 75,671 hectares, the ARTIMCO which has a concession area of 23,345 hectares in Marihatag, Cagwait, Bayabas,Tago,in Surigao del Sur, WDI with an area of 57,489 hectares in the towns of Talacogon, San Luis, La Paz, and Esperanza in Agusan del Sur and the VTC with a concession area of 33,630 hectares of forestland in the towns of Jabonga, Agusan del Norte towards the towns of Cantilan, Lanuza, Madrid and Carrascal in Surigao del Sur.

“We see an incessant activities of illegal logging in these areas after the major timber license agreement holders have stopped operation and affected the lives of the people dependent on the industry” Mendoza said.

He added that some of the workers and their dependents were forced to look for other means through illegal logging activities rather than suffer from starvation.

DENR has strictly enforced Executive Order No. 23 issued by President Benigno S. Aquino III on February 2, 2011 which bans the cutting of trees in the natural and residual forests. Nevertheless, some people have ignored the Presidential Order and went on a rampage of cutting trees in residual and natural forest, according to Mendoza.

In an intensive anti-illegal logging operation conducted by the Environment Law Enforcement Task Force “ Pagbabago” (ELTF) headed by Retired Maj. Gen. Renato Miranda, a total of 4,879.45 cubic meters of illegal logs were confiscated in 2011.

From January to July this year, a total of 4,860.11 cubic meters and 465,373.01 bd.ft of lumber/fitches were confiscated by the DENR-ELTF operatives in several incidents. It also dismantled 13 sawmill apparatus and filed four cases against the owners for violation of PD 705 otherwise known as Forestry Code of the Philippines. (RER/DENR-13/NCLM/PIA-Caraga)


Caraga youth to represent Phl in 39th SSEAYP

MANILA, Aug. 10 (PIA) -- The National Youth Commission (NYC) has chosen Neil Mendoza Lastimosa of Caraga region as one of the 28 young Filipinos to represent the country as Youth Ambassador of Goodwill in this year’s Ship for Southeast Asian Youth Program (SSEAYP).

Lastimosa successfully passed a series of competitive selection process and was oriented and trained in diplomatic affairs, youth leadership and culture and the arts, among others, so that he may embody the best of the Philippines’ values, culture and vision during the international program from October 22 until December 14 this year.

Specifically, he will have the rare opportunity to interact with fellow international youths and discuss relevant issues affecting the youth in the regional association and the world. He will join courtesy calls with dignitaries, help showcase the country’s traditional culture and arts, and immerse with other cultures.

Now on its 39th year, the SSEAYP is sponsored by the Japanese government and supported by member-states of the Association of Southeast Asian Nations (ASEAN).

On board Japanese Liner Fuji Maru, the chosen 28 Philippine delegates and more than 300 other youths from all over Southeast Asia will visit six countries, namely, Vietnam, Thailand, Singapore, Indonesia, Brunei and Japan for an exchange program that will foster diplomacy, cultural understanding and cooperation between and among youth leaders in the ASEAN and Japan. AGUSAN DEL SUR, Agosto 10 (PIA) -- Ipinahayag ni San Francisco Mayor Jenny de Asis ang kanyang taos usong pasasalamat sa lahat ng mga magulang, mga stakeholders kabilang ang mga opisyales ng mga barangay sa kanilang mga pagsisikap na mabawasan ang bilang ng mga malnourished na mga bata sa San Francisco sa average rate na siyam na porsiyento sa huling tatlong taon hanggang 2012.

Noong magsagawa ng programa ng magtapos ang pagdiwang ng Buwan ng Nutrisyon,sinabi ni San Francisco Mayor de Asis na ang kanyang administrasyon ay hindi titigil sa paghahanap ng mga estratehiya at mga programa upang tuluyang masugpo ang problema ng malnutrisyon sa San Francisco dahil ito ay isang misyon ng kanyang administrasyon. Sugpuin ang malnutrisyon.

Ayon kay de Asis, nagsasagawa ng iba't ibang programa sa 27 barangay sa San Francisco tulad ng outreach program at pagpapakain sa mga batang nasa elementarya alin, alinsunod sa programang juvenile education and nutrition (JEN) ng lokal na pamahalaan. Aniya, ang programang ito ay nagbibigay karunungan din hinggil sa nutrisyon. Ito ay ginagawa hindi lamang sa buwan ng nutrisyon kundi sa buong taon.

"Ang isa pang programa na aming binibigay ay ang pagkaroon ng gulayan sa barangay, mga paaralan at likod-bahay dahil naniniwala kami na ito ay magroon ng malaking na epekto upang sugpuin ang mga kaso ng malnutrisyon sa buong bayan," sabi ni de Asis.

Nanawagan din si de Asis sa mga magulang, lalo na sa mga ina upang hikayatin ang kanilang mga anak na kumain ng mga masustansyang pagkain, mga gulay at prutas dahil ang mga pagkaing ito ay masustansya at mabuti para sa kanilang kalusugan.

Sa programang isinagawa sa pagtatapos ng pagdiriwang ng Buwan ng Nutrisyon, ginanap din ang seventh Nutrition Summit sa covered court ng D.O. Plaza Sports Complex na dinaluhan ng mga barangay nutrition scholars (BNS) mula sa 13 munisipyo at ng nag-iisang Lungsod ng Bayugan na ang layunin ay upang mapahusay ang kaalaman ng mga BNS sa bagong diskarte sa pagpapatupad ng programa sa nutrisyon.

Gayundin, alinsunod sa tuloy-tuloy na kampanya ng National Nutrition Council upang sugpuin ang malnutrisyon sa bansa, si Agusan del Sur Gob. Adolph Edward Plaza ay nanawagan sa lahat na mga stakeholder upang palakasin ang paghahatid ng medikal at mga serbisyo sa nutrisyon lalo na sa mga malalayong mga lugar ng lalawigan. AGUSAN DEL SUR, Agosto 10 (PIA) -- Ang kaso ng malnutrisyon sa munisipalidad ng San Francisco ay bumaba ng humigit kumuklang siyam na porsiyento sa loob ng nakalipas na tatlong taon, ayon sa talaan ng tanggapan ng pambayanang nutrisyon

Ayon kay Malyn Bugawan, San Francisco municipal nutrition action officer, ang datos ay nagpapakita na sa taong 2009, ang malnutrisyon sa San Francisco ay bumaba ng 14 porsiyento habang ito'y patuloy na bumababa. Sa taong 2012, ito'y naging 5.8 na porsiyento lamang na siyang dahilan upang magkaroon ng average na siyam na porsyento sa loob ng tatlong taon. Ngunit ayon sa Bugawan, bagaman ang pagbabawas ng malnourished na mga bata ay kapansin-pansin, pinupuntirya pa rin nila para mawala nang tuluyan ang mga malnourished na mga bata sa San Francisco.

"Isa sa aming mga estratehiya upang maabot ang aming layuning puksain ang malnutrisyon sa buong bayan ay ang paglunsad ng gulayan sa lahat ng elementaryang paaralan para gamitin sa aming feeding program," sabi ni Bugawan.

Sinabi rin ni Bugawan na kasama ang konsehong munisipyo, ang kanyang tanggapan ay gumagawa ng hakbang upang subaybayan na ang lahat ng mga kantina sa lahat ng mga paaralan ay hindi dapat magbenta ng junk foods sa mga bata, alinsunod sa panukala ng Kagawaran ng Edukasyon ipinagbabawal ang pagbebenta ng mga junk foods sa mga kantina ng mga paaralan sa buong bansa.

"Ang Kagawaran ng Edukasyon ay nagpalabas ng DepEd Order No. 8, series of 2007 na nag uutos na ang lahat ng mga kantina sa lahat ng paaralan ay dapat lamang magbenta ng mga masustansyang pagkain lalo na yung mga mayaman sa protina, tulad ng pagkain na nagmula sa mga mga halamang ugat, noodles, at iba pang mga pagkain na ginawa mula sa bigas at mais at ang pagbebenta ng mga prutas at gulay, "sabi ni Bugawan.

Hindi rin pinalampas ni Bugawan ang papel ng mga guro sa mga paaralan sa paglutas ng malnutrition. Sinabi ni Bugawan na dapat palaging turuan ang mga bata ng kahalagahan ng mabuting nutrisyon para sila ay mapigilan sa pagkain ng mga junk foods at sa halip, kumain ng mga masustansyang pagkain, prutas at mga gulay.

Alinsunod sa pagtatapos ng pagdiriwang ng buwan ng nutrisyon, iba't-ibang gawain ang isinagawa sa bayan ng San Francisco upang maragdagan ang kaalaman ng mga bata tungkol sa mga mabuting nutrisyon. Kabilang sa mga aktibidad na nangunguna ay ang paligsahan sa pagluluto na na nilahokan ng mga mag-aaral at mga magulang sa fruit carving, "tula", at ang jingle singing contest na ang konteksto ay naaayon sa pagdiriwang ng buwan ng nutrisyon. BUTUAN CITY, Agosto 10 (PIA) – Isang pagtitipon ang gaganapin hingil sa Climate Change Adaptation and Disaster Risk Reduction, at isang workshop din ang inihanda para sa Agusan River Basin na gaganapin ngayong Agosto 23, 2012 sa Almont Hotel’s Inland Resort, ng lungsod.

Ang tanggapan ni Senator Loren Legarda, kaagapay ang Agencia Española de Cooperacion International para el Desarrollo (AECID) at ang Department of Interior and Local Government sa pamamagitan ng local Government Academy (LGA) ay magsasagawa ng isang pagtitipon na naa-ayon sa temang “Building Climate Adaptive and Disaster Resilient Communities.”

Sa kanyang mensahe, sinabi ni Senator Loren Legarda, na chairperson din ng Senate Committee on Climate Change at Regional Champion for Disaster Risk Reduction and Climate Change Adaptation for Asia-Pacific, na ang workshop na gaganapin ay magdadala ng mahigit sa 300 na partisipante galing sa lokal na pamahalaan na nasasakupan ng 18 major river basins (MRBs) ng bansa na sumasaloob sa 47 probinsya.

“Ito ay may layuning magbigay ng platform para sa kooperasyon sa pagreresulba ng mga banta ng kalamidad dahil sa climate change… kami po ay umaasa na ang workshop ay makakatulong sa mga lokal na pamahalaan na manguna sa paggawa ng mga plano at aksyon hingil sa pagresulba ng problemang dulot ng climate change na direktang natatamaan ang mga komunidad malapit sa mga pangunahing ilog sa bansa,” ani Legarda.

Ang workshop ay magbibigay din ng halaga sa inimongkahi ni Legarda na Philippine River Basin Administration Act of 2012 para sa strategic operationalization.

Ang mga partisipante ng nasabing workshop ay mayroon ng kaalaman sa basics of disaster risk reduction (DRR) at climate change adaptation (CCA), kailangan po nating pag-ugnayin ang mga lokal na pamahalaan sa mga lugar na may MRBs upang mabigyan ng kaukolang solusyon ang mga isyu ng kalamidad.

Kasama sa mga partisipante ay ang mga gobernador at mga bise gobernador; chairman ng environment committee ng sangguniang panlalawigan na galing sa ibat-ibang provinsya; sangguniang kabataan (SK) (NGOs, CSOs, Business, local academic institutions, representante ng simbahan na galing din sa ibat-ibang probinsya); at mga miyembro ng Regional Development Council ng rehiyon.

Ang mga bagay na tatalakayin din sa isang araw na workshop ay hahatiin sa tatlong modules: Module 1, Harmonizing Initiatives Towards DRR at CCA Mainstreaming in Local Governance; Module 2, Moving Forward Towards a Common Path; Module 3, Defining the Roadmap for the Rivers Basins: the way forward.

Ang panghuling module naman ay tatalakay sa paggawa ng common action agenda ng mga lokal na pamahalaan sa lugar ng MRB. Susubukan din nilang gumawa ng draft ng MRB’s management mechanism, structure, financing scheme, at monitoring and evaluation.

Ang 18 MRBs na may River Basin Control (RBCO) ng Department of Environment and Natural Resources (DENR) ay ang Cagayan River Basin, Mindanao River Basin, Agusan River Basin, Pampanga River Basin, Agno River Basin, Abra River Basin, Pasig-Laguna de Bay, Bicol River Basin, Abulug River Basin, Tagum River Basin, Ilog-Hilabangan, Panay River Basin, Tagoloan River Basin, Agus River Basins, Davao River Basin, Cagayan de Oro River Basin, Jalaur River Basin and Buayan-Malungun.
