OCD-Caraga to organize reg’l incident mngt team

BUTUAN CITY, April 17 (PIA)
-– To provide a systematic and orderly response in time of emergencies and disasters under the principles of incident command system, the Office of Civil Defense (OCD) - Caraga Region is organizing a regional incident management team.

In a phone-patch interview with PIA, OCD-Caraga Regional Director Dr. Blanche Gobenciong said in line with this endeavor, a basic intermediate course on incident command system is set on May 7-11 at the Almont Beach Resort in Lipata, Surigao City.

Gobenciong also said this serves as an initial step towards organizing a more systematic approach in responding to areas in times of calamities and disasters.

The official further said the incident management team shall compose of incident commander, command staff, general staff, and operations staff.

The incident commander will look into the entire activities of the team. Command staff, however, is composed of personnel who are in-charge of the aspects of safety, information, and liaison.

General staff are personnel who are tasked to do the planning, logistics and administrative works, while operations staff are those personnel in the ground and service supports.

Furthermore, Gobenciong said participants of the four-day training will come from the reservists of the Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Philippine National Police (PNP), as well as the Philippine Army’s 401st and 402nd Brigades.

For the Regional Disaster Risk Reduction and Management Council (RDRRMC), the region’s OCD chief said personnel from the Department of Public Works and Highways (DPWH), Department of Health (DOH), Department of Science and Technology (DOST), Department of the Interior and Local Government (DILG) and the Philippine Information Agency (PIA) were invited to participate in the training, among others.

Moreover, Gobenciong said the activity is just one of the three series of trainings that will be conducted this year to ensure that the government, through the RDRRMC should implement a more systematic flow of response in times of calamities and disasters.

According to the United States Federal Highway Administration, the ICS is a systematic tool used for the command, control, and coordination of emergency response. A more detailed definition of an ICS, according to the United States Center for Excellence in Disaster Management and Humanitarian Assistance, is a set of personnel, policies, procedures, facilities, and equipment, integrated into a common organizational structure, designed to improve emergency response operations of all types and complexities. DAR-Caraga to train info officers on effective news writing

-- The regional office of the Department of Agrarian Reform (DAR) in Caraga Region is set to train the department’s regional and provincial information officers on effective news writing in its continuing effort to provide public awareness and information of its thrusts and development.

In a statement, DAR-Caraga Regional Director Faisar Mambuay said the training will be held on Friday, April 20, 2012 at the DAR-Caraga Regional Office conference room.

“The training served as venue for the designated information officers in the regional and provincial offices of the agency to enhance their journalistic skills in providing news and information to the public,” Mambuay added.

Mambuay also said the activity will give opportunity to information officers to know the impact of utilizing the tri-media as well as the modern social media in disseminating news and information.

He added the use of web-based electronic communications such as the website, blogspot, facebook, and electronic newsletter, among others are among the most practical approach in informing the public what the government has been doing for the development of the region and the country, in general.

The official further said the government information officers must know what are the latest trends in disseminating news and information in a timely manner, through the use of modern technologies available at present, thus, the need to adopt what Internet can do for this purpose.

University in Butuan to launch its Environmental Governance Institute

BUTUAN CITY, April 17 (PIA)
-- Father Saturnino Urios University (FSUU), a homegrown university of this city will launch the Institute of Environmental Governance (IEG) on Wednesday, April 18 at the university’s main building.

In a written statement, Rev. Fr. John Christian U. Young, FSUU President said the IEG is aimed to empower institutions and communities for environmental protection and conservation in the region.

Fr. Young also said the establishment of the IEG was made possible through the partnership of the university with Tanggol Kalikasan (Defense of Nature), a public interest environmental law office, a non-stock, non-profit and non-governmental organization doing public interest lawyering in the Philippines. It has operated as an environmental law office for 17 years.

Tanggol Kalikasan works with national and international partners and networks and has its main office in Quezon City. It also maintains fully-staffed area offices in Alaminos City, Pangasinan (Northern Luzon Office) and Lucena City (Southern Luzon Office) and field offices in Lipa City and Baao, Camarines Sur.

The university’s top official further stressed that over the years, FSUU manifested itself as a consistent advocate for, and active supporter to environmental protection and natural resources conservation initiatives and programs in the region.

Beyond the university’s involvement in advocacies like saving the Taguibo Watershed and on the impacts of mining to the environment, the institution feels its needs and can do more to further the cause of sustainable environmental development.

-- The Department of Labor and Employment (DOLE) through Regional Director Ofelia Domingo has already released the activities for the May 1 Labor Day celebration in Caraga Region.

According to Teofila Rosales, Supervising Labor Employment Officer (LEO) and Field Office Head in Surigao del Sur, these include the Pre-Employment Seminar for Local Applicant (PESLA) on April 10 to 30, Pre-Overseas Employment Seminar (PEOS), and the Pre-Registration and Press Conference on April 23.

Meanwhile, Rosales said that billed on Labor Day are mass offering, motorcade and jobs fest, which aim to facilitate about 4,000 job seekers.

Surigao Norte bags award for good governance

-- Surigao del Norte Governor Sol Matugas is happy to announce that Surigao del Norte is a recipient of an Incentive Fund from the Department of Interior and Local Government (DILG) for passing the 2011 Seal of Good Housekeeping (SGH) Round 2 Assessment.

The Performance Challenge Fund (PCF) is P7,000,000 which will go to development projects designed to address the Millennium Development Goals (MDG) targets, Poverty Alleviation Framework, and the Disaster Preparedness and Climate Change Adaptation. The Performance Challenge Fund is an award given to local government units which are performing well in various components of local governance.

The provincial government under the administration of Gov. Sol Matugas is working towards excellence in local governance. The programs and projects to achieve development goals and objectives are well-placed.

The local special bodies are revitalized and more vibrant. The convergence approach is successfully implemented to maximize the use of resources and to achieve participatory and transparent governance.

Ang Pangulo niingon nga ang Mindanao nagsalig sa hydropower labaw pa sa sibo nga pangonsumo, ang base load, nga diin dili na sibo kung huna-hunaon nga adunay daghan nga mga problema nga makaapekto sa suplay sa tubig nga naggikan sa ulan, ngadto sa natural calamities, og bisan pa man sa nagkadaiyang kalamidad sama sa El NiΓ±o.

Cebuano News: DPWH nagpadayon sa pag implementar sa inprastraktura nga proyekto sa Surigao del Sur

-- Ang Department of Public Works and Highways (DPWH) 1ST Congressional District Office nagpadayon guihapon sa pag-implementar sa tanang imprastraktura nga proyekto nga gi-andam para sa tibuok probinsiya sa Surigao del Sur.

Sigon ni District Engineer Joseph Calderon, bisan pa man sa pagpadayon sa pag-implemetar sa hapit mahumanay nga mga proyekto para sa tuig 2011, tanang imprastraktura nga proyekto para sa tuig 2012 ginasugdan na dayon.

Dugang ni Calderon, ang 2012 nga proyekto nga mukabat sa P218,255,000 apil na ang pagsimento sa mga kadalanan sa Surigao del Sur Davao Coastal Road (SDCR) kauban ang paghimo sa upat ka tulay ug ingon man ang pagpadayon sa San Miguel-Bayugan Road.
