OCD-Caraga leads Disaster Response Training for gov't troops

BUTUAN CITY, Mar. 13 (PIA)
-- The Office of Civil Defense (OCD) Caraga spearheaded the conduct of a disaster response team training for government troops as part of the disaster preparedness program of the national government.

The five-day in-house training recently held here aimed to enhance the disaster response capacity of the disaster action team of the Armed Forces of the Philippines (AFP). The participants were able to familiarize and have been updated with the basic concepts of search and rescue and rope rescue for Water Search and Rescue (WaSar).

The soldiers were able to demonstrate basic rescue techniques and were brought into light with the effective principles of emergency responses and incident command system principles and features.

The scope of the training included the disaster risk reduction and management in the Philippine Perspectives and its challenges and issues, emergency services and responses, introduction to incident command system, emergency medical action, introduction to flooding, ropes and lines, life saving techniques and rescue boat operation and lastly was the simulation exercises. “Army Core purpose: Serving the people, securing the land”. PAWB to implement Bird Conservation Project in Lake Mainit

SURIGAO CITY, Mar. 13 (PIA)
-- The Protected Area and Wildlife Bureau (PAWB) is set to implement a project entitled Lake Mainit Migratory Birds Conservation Project at the country’s fourth largest and Mindanao’s second largest freshwater lake, Gov. Sol Matugas said recently.

Matugas said the project is funded by the Ramsar Regional Center-East Asia Wetland Fund (RRC-EAWF) through the Department of Environment and Natural Resources (DENR) for the purpose of wetland conservation and wetland education programs.

The project, according to Matugas, hopes to establish Lake Mainit as a bird sanctuary, determine the boundaries for the mapping of the sanctuary, prepare lake management plan and make the project under the watch of the PAWB.

Migratory birds from Japan and Siberia seek temporary refuge in Lake Mainit annually during the months from September to February. In the last annual water fowl census conducted by DENR, a total of 23,335 birds were counted with the Tufted Duck having the largest population followed by Egrets, Chinese Pond Herons, Black Headed Gulls and Common Terns.

Lake Mainit Development Alliance, which is chaired by Gov. Sol Matugas, will be working closely for the said conservation project. Accordingly, the project complements the current development thrust of the alliance which is on the conservation, preservation and protection of Lake Mainit.

Lake Mainit, which is being shared by the provinces of Surigao del Norte and Agusan del Norte, also carries the distinction of being the deepest lake in the country with maximum depth of 223 meters. (PPDO/FEA/PIA-Surigao del Norte)

OCD-Caraga facilitates DRRM Plan workshop

-- The Office of Civil Defense-Caraga Regional Center conducted the Disaster Risk Reduction and Management Strategic Action Planning Workshop for the Municipal Disaster Risk Reduction and Management Council of Marihatag, Surigao del Sur and Tubod, Surigao del Norte and the Provincial Disaster Risk Reduction and Management Council of Surigao del Sur.

The workshops were designed to assess issues and problems encountered by the Local Government Unit and to explore strategic interventions that will improve disaster risk reduction at the local level.


It also aimed to know the disaster risk reduction in the Philippine perspective and to understand the implementing rules and regulations of Republic Act 10121 (Philippine Disaster Risk Reduction and Management Act of 2010).

Moreover, the workshops by the respective LGUs were designed to formulate a five-year plan of disaster risk reduction and management program for action.

The workshop objectives were reached through the learning inputs and exercises. Group outputs were presented after each exercise. These were processed and enhanced by way of discussion in plenary.

Marihatag SDS had its DRRM Planning workshop held at Tree Park Resort in Marihatag last February 7-9, 2012 while the planning workshop for the Municipality of Tubod was conducted on March 8-10, 2012 at Prince Hotel in Butuan City. The DRRM Planning Workshop for the Province of Surigao del Sur took place at La Entrada Resort and Restaurant in San Agustin, Surigao del Sur last February 15-17, 2012.

The workshop of the mentioned municipalities and province were participated by heads and representatives of the government and non-government agencies who are part of the Municipal/Provincial Risk Reduction and Management Council led by their Local Chief Executives. USAID affirms support to MinDA's water program, other dev't efforts

DAVAO CITY, Mar. 13 (PIA)
-- Reaffirming the importance of Mindanao to national growth, the Unites States Agency for International Development (USAID) has expressed support to the MindaNOW: Nurturing Our Waters Program of the Mindanao Development Authority (MinDA) even as it reiterates commitment to Mindanao’s peace and development, MinDA announce today.

“We are encouraged by the support expressed by USAID in our efforts to pursue economic and environment integration in Mindanao,’ according to MinDA Chair Luwalhati Antonino in a statement following a recent meeting with USAID Mission Director Gloria D. Steele.

Antonino also cited USAID’s continuing commitment to achieving accelerated development and the attainment of lasting peace across the island.

USAID is one of the country’s largest development partners with majority of country assistance programs directed to Mindanao.

Four of USAID’s key projects under the Mindanao Peace and Development Assistance Programme which include Growth with Equity in Mindanao (GEM) Program and Microenterprise Access to Banking Services (MABS), among others, are currently being implemented in partnership with MinDA.

“USAID has offered to send technical experts to discuss with MindaNOW Core Group and explore possibilities for support and interaction,” said MinDA Executive Director Janet Lopoz.

Lopoz, who also present in the USAID meeting, noted MinDA’s current undertakings and partnerships with government and non-government organizations on other development projects, explaining the need for coordinated and integrated approaches to addressing issues that cut across regional jurisdictions.

“MinDA is now working more closely with other government agencies on integrated planning,” Lopoz said, pointing out the partnerships MinDA has forged for instance in the MindaNOW program.

Lopoz added that Ms. Steele also expressed interest to initiate a center for academic excellence involving certain universities in Northern Mindanao. "Ms. Steele offered to bring in academic counterparts from the US to help schools and universities excel in their chosen fields."

Meanwhile, Antonino also discussed with USAID other plans of MinDA, emphasizing social cohesion and human development as major themes under the Mindanao 2020 Peace and Development Framework which sets medium and long term directions for peace and development in Mindanao.

Anchoring on its mandate under RA 9996, MinDA is intensifying efforts to integrate and coordinate approaches in the formulation and implementation of various Mindanao-wide, inter-regional plans, programs, and projects to promote the socio-economic growth of Mindanao.

Since the launching of its M2020 Framework in 2010, MinDA has been actively pursuing greater convergence among all development partners, to work along the shared vision of sustainably uplifted quality of life and inclusive growth for Mindanawons of all cultural and socio-economic background. Preparation for 2012 Balangay Festival underway

-- In order to promote tourism industry in the country, the Sangguniang Panlungsod has recently approved a resolution authorizing City Mayor Ferdinand M. Amante, Jr. to enter into and sign in behalf of the City Government of Butuan a Memorandum of Agreement (MOA) with the City Tourism Council for the latter to organize and manage the Balangay Festival silver celebration.

The City Tourism Council, which is headed by Atty. Rema D. Erigbuagas-Burdeos, will be authorized under the MOA to conceptualize, organize and manage the difference events, programs and activities in connection with the celebration of the Balangay Festival Silver Year.

The council is tasked to market and promote the said calendared activities and to find ways and means to raise funds to be used for this purpose and other tourism-related activities of the City for the year 2012.

The City Government will likewise extend a financial assistance in the amount of P1 million for the year-long festivity and its promotion, subject to additional funding from the City Government upon its sole discretion and when justifiable.

This year’s Balangay Festival will be on is 25th year and is expected to be more highlighted with a lot of activities.

-- Inilunsad kamakailan lang ni Agusan del Sur Gob., kasama ang kumakatawan ng International Organization for Migration (IOM) at ang iba pang mga ahensiya ng pamahalaan at pribadong sector ang Datu Lipus Makapandong Youth Employment and Migrant Center sa loob ng D. O. Plaza Government Center para matugunan ang pangangailangan ng mga kabataan sa kanilang pag unlad at pagsasanay.

Sinabi ng kumakatawan ng IOM na si Ricardo Casco na ang Datu Lipus Makapandong Youth and Migrant Center sa Agusan del Sur ay pangalawa pa lamang sa buong bansa.

Hinikayat din ni Casco ang mga kasama niya galing sa ibang ahensiya na lumagda sa memorandum of understanding na ilatag ang kanilang mga programa na may kaugnayan sa pagpaunlad ng mga kabataan sa naturang youth employment and migrant center (YEMC) para malaman nila na mayroong pasilidad na gaya ng YEMC sa lalawigan at ng sila ay makinabang sa mga serbisyo na maidulot ng naturang sentro.

“Ang YEMC na ito ay magiging sentro para mapaunlad ang kaalaman, kagalingan at kayamanan ng lalawigang ito. Ito ay isang lugar kung saan idadaos ang pagsasanay para sa kaalaman na magnegosyo ng mga kabataan at kanilang mga magulang. Kaya tinatawagan ko ang aking mga kasama na lumagda sa memorandum of understanding na ating ilalahad an gating mga programa rito para ating maipamahagi ang mga serbisyong kaya nating maipamigay,” sabi ni Casco.

Sinabi rin ni Gob. Adolph Edward Plaza na personal niyang hiniling sa IOM na isali ang panghanapbuhay na pagsasanay at pagpapatingkad ng kagalingan sa teknolohiya sa YEMC. Sa pagsang ayon ng IOM, sinabi ni Gob. Plaza na pipili ang pamahalaang panlalawigan ng 100 na kabataan para sanayin sa pangkabuhayan na ang pundo ay mangagaling sa YEMC.

“Mayroong pondo an gang pamahalaang panlalawigan para sa ganitong programa, pero kami ay duda sa kwalipikasyon ng mga magdadala nito. Pero sa tulong ng YEMC, naniniwala akong magkaroon ng mga kwalipikado kapag ang mga nagsanay ang makatapos ng kanilang pagsasanay rito,” sabi ni Gob. Plaza.

Ayon kay Plaza, isang bukas na aklat na para sa lahat na napakaraming nagsipagtapos sa iba’t-ibang kurso bawat taon, pero walang napasukang trabaho. Sa harap ng mga estuyante ng Philippine Normal University, sinabi ni Gob. Plaza na noong nakaraang taon, umabot sa 280,000 ang mga nurses na walang trabaho at umaasa lamang sa kanilang mga magulang. Hinamon niya ang mga estudyante na kung mahirapan silang humanap ng trabaho, bukas ang pinto ng YEMC para sa kanila upang makapili sila ng gusto nilang pagsanayan upang magiging magaling na negosyante.
