P16.5 million allocated for early childhood care, development and education program

AGUSAN DEL SUR, Jan. 6 (PIA) -- Agusan del Sur District I Congresswoman Maria Valentina “Tina” Plaza has allocated P16.5 million for an early childhood care, development and education program.

The program, which will be implemented through the office of the Provincial Governor Adolph Edward Plaza, will have three to four phases. The first phase will be implemented in the municipalities of Veruela, Loreto and Lapaz initially, to be followed by other municipalities in District I.

Program consultant Fr. Anthony Salas, SVD, said the program will include the construction of the day care centers andtraining of day care teachers to help them cope with the culture-sensitive curriculum.

According to another consultant Fr. Eugene Docoy, the executive director of Justice, Peace, Integrity of Creation- Integrated Development Center (JPIC-IDS), their organization is an NGO based in Cebu City which also covers Agusan del Sur and other areas in the country.

“We share responsibility in the development of children with the community, the parents, the local officials, and everyone who offers to be stakeholders,” said Fr. Docoy.

Agusan del Sur was also recipient of the Country Program for Children V and VI from 1999 to 2009. This year’s program on early childhood care, development and education aims to strengthen Agusan del Sur’s effort in the development of the Agusan children. (PIA-Agusan del Sur)


Brgy. Mararag cited for best sanitation practices in Caraga

TANDAG CITY, Surigao del Sur, Jan. 6 (PIA) – Barangay Mararag in Marihatag, Surigao del Sur under the leadership of Mayor Leo Navarro was cited for having the best sanitation practices at the barangay level in Caraga for 2011.


The recognition came with a P150,000 cash award given by the Department of Health (DOH) in a ceremony held on December 21, 2010 in Butuan City. Marihatag Mayor Leo Navarro, together with the municipal health officer, Sanitary Inspector Officer and Brgy Captain Rebecca Polinar received the said amount from DOH-Caraga regional director Leonita Gorgolon.

Strict implementation of ordinances by the barangay councils was a major factor that pushed people in the community to exert effort to support the good governance in the area. Meanwhile, the community in Mararag supported the “Clean and Green Program” of the Provincial Government, headed by Governor Johnny Pimentel.

The annual evaluation and assessment of 19 LGUs was conducted thru the “Gawad Probinsiya sa Kapaligiran” (GPK) Program aimed at saving the environment. (PIA-Surigao del Sur)


Issuance of permit to single motorcycles for public transport, LGU’s discretion – DOTC

BUTUAN CITY, Jan. 6 (PIA) –- Department of Transportation and Communications (DOTC) Caraga Assistant Regional Dir. Roman Jumawan recently said it is the discretion of the local government units whether or not to issue permit to single motorcycles that are used for transporting the riding public.


Jumawan said that as of press time, DOTC-Caraga does not issue yellow plate numbers to single motorcycles that are used for passenger’s transportation, specifically the “skylab” and “habal-habal” that are used for public transportation in the hinterlands and far-flung barangays and barrios.

“Wala pa ta mag-isyu dinhi sa DOTC-Caraga og permit ngadto sa mga tag-iya sa mga single motorcycles nga pagagamiton sa pag-transport sa mga pasahero, gawas sa mga tricycles,” Jumawan said.

(We were not able to issue here in DOTC-Caraga permit to owners of single motorcycles to be used for transporting passengers, except for tricycles.)

Jumawan added there is no legal basis yet for the single motorcycles to be issued with yellow plate numbers, which is intended for vehicles for public transportation or “for hire”.

“Sa pagkakaron, wala pa’y legal basis para i-yellow plate kana sila,” Jumawan said. (Presently, there is no legal basis to issue yellow plate for single motorcycles.)

However, the DOTC official of the region said the local government units have the discretion to issue permits to owners of this transport vehicle and it’s up to them if they will grant permit to make the transporting of passengers legal.

“Tinuod kana nga adunay lugar dinhi sa Caraga Region kung diin ang LGU naga-isyu og permit sa mga ‘habal-habal’ for hire… Discretion na kana sa matag LGU,” the official said.

(It is true that there are areas here in Caraga Region where the LGU has issued permit to ‘habal-habal’ for hire… That is the discretion of every LGU.)

BID-Caraga to foreigners: “Follow requirements set by law”

BUTUAN CITY, Jan. 6 (PIA) -- The Bureau of Immigration and Deportation (BID) today said foreigners living in Caraga Region should comply with the requirements set by the bureau and if not, they will be deported, warned BID Alien Control Officer for Caraga Region Pastor Moran.


According to Moran, they are intensifying the monitoring of foreigners who are here in different places of Caraga Region and give them constant reminders to adhere what is stipulated in the law.

The official specifically said those foreigners who are overstaying here in the region or the “illegal aliens” are warned.

Moran added if these foreigners are found to be violating any provisions in the law, they will be deported immediately and will be included in the block-list.

“Kung madakpan sila (illegal aliens), kinahanglan gyud ilang atubangon ang tukmang silot alang kanila ug kana ang pagpa-deport kanila,” Moran said.

(If they (illegal aliens) will be apprehended, they must face the consequences and one of those is through deportation.)

To date, there was no foreigner so far that has violated the provisions set by the bureau and is subject for deportation. (PIA-Caraga)


Socorro Community eCenter upgrades Internet connection

BUTUAN CITY, Jan. 6 (PIA) -- The Community eCenter of Socorro, Surigao del Norte has recently upgraded its Internet connection from satellite to wireless.

The geographical location of the island-municipality did not hinder the possibility of the 31-kilometer Wi-Fi link across the sea.

The ICT-recipient populace expressed gratitude for this development as this will increase the connection speed of 512 kilobytes per second (kbps) to 2 megabytes per second (mbps).

Also, the prohibitive monthly payment of P15,000 before is now down to P999.

Servicing before was done exclusively by the Internet Service Provider personnel while the present setup can now be managed, hence lowering the cost of maintenance.

Also, the phone-in and online support is available and an additional bandwidth means additional households to be connected, thus increasing local revenues.

This has opened new opportunities of the eCenter to expand its vision to a wider and ambitious scope to help the community in an attainable and cost-saving measure.

Following the installation, Socorro CeC manager Zenith Rivas spearheaded a staff meeting involving municipal officials and heads of offices to gain their support. Their support will pave the way for the establishment of wireless internet connection with VOIP attached in each of the 14 barangays of the municipality.

It will also address the need for a Disaster Preparedness component and tax concerns -the eBPLS and eRPTS will be linked to all 14 barangays which will result to a maximum local income.
The installation of a PPCTV camera in all LGU offices will likewise ensure transparency in LGU operations.

This development is the result of Socorro CeC's participation to the 7th Knowledge Exchange Conference in Baguio City last November 2011 and other knowledge sharing activities, partnership with the General Luna CeC (feeder for SMART broadband) and Wency Barrientos, CeC manager of Araceli Palawan. AGUSAN DEL SUR, Jan. 6 (PIA) -- Sa kalagitnaan ng pananalasa ng bagyong “Sendong” sa Agusan del Sur, isang tao ang nasugatan at 597 pamilya ang naapektuhan; 48 bahay ang nasira at 216 ang hindi lubusang nasira.


Si Tammy Payot, 25, ng San Francisco, Agusan del Sur ay tinamaan ng nahulog na sanga ng puno habang nagaalis ng nagkalat na mga kahoy at basura malapit sa Adlayan Bridge. Dahil ditto, kinailangang putulin ang kanyang kanang paa nang siya ay dalhin sa D.O. Plaza Memorial Hospital.

Sa kasalukuyan, umaabot sa 12,104 pamilya o 60,900 katao ang mga naging biktima ng bagyong Sendong sa buong lalawigan ng Agusan del Sur, ayon sa ulat ng Provincial Disaster Risk Reduction and Management Office (PDRRMO).

May mga pamilyang tumakbo sa mga kamag-anak nang kasagsagan ng bagyo. Samantala, may 3,033 pamilya o 15,061 katao ang nagsilikas sa mga evacuation centers tulad ng gymnasium ng bayan, eskuwelahan, simbahan, barangay at munisipyo.

Ayon kay Roberto Natividad, pinuno ng PDRRMO, nagpadala agad sila ng search and rescue teams na nagdala ng rubber boats at mga rescue vehicles sa bayan ng Rosario at San Francisco na siyang pinakaunang dalawang bayan na humingi ng tulong sa PDRRMO.


Sa kasalukuyan, habang abala ang mga residente ng mga naapektuhang mga bayan ng bagyong “Sendong” at ng baha sa paglilinis ng kani-kanilang mga bahay at bakuran, abala naman ang Provincial Social Welfare and Development (PSWD) sa pagalay ng tulong.
