Agusan Sur Blood Council exceeded blood requirements, extended supply to other areas

The Agusan del Sur Provincial Blood Coordinating Council (PBCC) has exceeded its blood collection for 2010 with 2,693 bags against the target of 2,500, according to the record of the Philippine Red Cross (PRC), Agusan del Sur Chapter.

The blood collection mostly came from field donation where a team of medical technologists from the D.O. Plaza Memorial Hospital (DOPMH) led by Lolita Dumanon and PRC Agusan del Sur Chapter led by medical technologist Julie Lapides regularly conducting monthly blood collection by municipality. On record, field donation reached 2,428 bags, while replacement reached 120 bags, walk-in donors with 68 and patients directed to produce the needed blood, 77 bags.

Not only patients from the province of Agusan del Sur were served of the blood that were collected but also patients from as far as Kidapawan City, where two bags were sent for emergency use. But because the DOPMH is noted for its facilities and good doctors, even patients from neighbouring provinces are rushed to the DOPMH, making it the number one consumer of blood with 1,795 bags consumed. Second is the Bunawan District Hospital with 236 bags. The rest went to hospitals in Butuan City and Surigao del Sur.

Since blood collection became very strict that only Red Cross and authorized blood collection centers were authorized to extract blood from donors, record shows that male donors are dominant. Last year, male donors in the province reached 1,617 while female donors registered 455. Many were also found positive of Hepa B with 168 samples, Syphilis with 49, Hepa C 19 and even HIV case with three.

Agusan del Sur is also unique in dealing with the blood program, compared to other provinces and cities nation-wide. The provincial government set aside P1.5 Million, plus supplementary funds if needed, to shoulder the re-agents cost of P1,500 per sample testing, to ensure that the blood extracted from donors are free from any diseases. Last year (2010), the provincial government has released some P2.3 million for the re-agents alone. The 13 municipal government and the lone city of Bayugan also share P50,000 every year to shoulder the fuel and oil and other travelling expenses of the team that travel to all the municipalities to collect blood. Agsur PRC pushed themselves to hardships to feed flood victims

The Philippine Red Cross (PRC) Agusan del Sur Chapter never turn its back during the flood calamity that hit Agusan del Sur. With their resources and volunteer workers, they pushed themselves to the most affected victims, conducted feeding and distribution of relief goods.

PRC Provincial Administrator Christyll Basan said, even at the height of the flood, just that their vehicle could pass, she, together with her personnel and youth volunteers proceeded themselves to evacuation centers to feed the victims suffering from cold, and distributing relief goods to those who opted to stay in their homes.

“We travelled by foot to remote barangays, walking on mud about five to seven inches deep that were eroded by the strong current of flood waters, carrying repacked relief goods. But we feel relieved when we see teary eyed flood victims, glad to receive what we have brought them. Even that simple five kilos rice, three tins sardines and three packets of noodles that contain the relief pack that we distributed, they took them as gift from heavens. That inspired us to work even more,” Christyll Basan said.  

From January 6 to 9, PRC Agusan del Sur chapter have extended help by distributing relief goods to 687 families or 1,906 persons in seven municipalities province-wide. At the height of the floods on January 3 to 4, PRC have fed 391 families or 3,199 persons in nine evacuation centers who were most affected by floods.

DOLE-13 announces financial aid to Surigao Norte flashflood victims

SURIGAO DEL NORTE, Jan. 28 (PIA) – Department of Labor and Employment (DOLE) Caraga officer-in-charge director Ofelia Domingo revealed that a total of P500,000 financial assistance were provided to the victims of flashfloods.

In her recent visit to the province, Domingo said that the financial assistance are for families/ workers affected by the recent heavy rains and flashflood. The said calamity roughly hit businesses, institutions, residents and families in low-lying villages across the province.

Meanwhile, Gov. Sol Matugas was grateful with the national government’s assistance saying that they will use it to shoulder the wages of workers who will be hired for the rehabilitation of roads and infrastructures, clearing of canals and drainages.

“We will channel this to our municipal mayors.” said Gov. Matugas.

Matugas said she will make sure that the local chief executives will select and prioritize the most affected workers to be the beneficiaries of the program and assured that no politics will be involved in the selection.

Flashfloods hit 8,088 families in Surigao Norte 

SURIGAO CITY, Jan. 28 (PIA) – A total of 8,088 families or 34,242 individuals from 108 barangays were affected by the recent flashfloods brought about by the torrential rains that hit the entire province, an initial report from the Provincial Disaster Risk Reduction and Management Council (PDRRMC) revealed.

PDRRMC data further revealed that only 296 families were evacuated in the four evacuation centers located in their respective municipalities. Landslides were reported in the barangays of Laurel and Aurora in the municipality of Tagana-an and in barangay Banbanon, San Francisco.

Damages to agriculture and infrastructures are still in thorough estimation.

PDRRMC also reported one missing person from the municipality of San Francisco identified as Amado Basadre.

Meantime, to properly synchronize and fast track the rescue/disaster operations of the province, Gov. Sol Matugas ordered the creation of 5 zones which will be headed by the local mayor with corresponding provincial coordinator.

Zone 1(Surigao City) will be headed by City Mayor Erneseto Matugas with Manuel Kong as the provincial coordinator. San Francisco Mayor Simplicia Bacol will lead the Zone 2 (Malimono and San Francisco) with Human Resource Management and Development Officer Ramon Gotinga as her provincial counterpart. Zone 3 (Sison and Tagana-an) will be headed by Tagana-an Mayor Cesar Diaz with provincial agriculturist Gromyko Geraldino as the provincial coordinator.

For Zone 4 (Alegria, Mainit, and Tubod), Alegria Mayor Dominador Esma will lead the team with provincial rescue group head Dr. Panfilo Jorge Tremedal as the provincial coordinator. Zone 5 (Claver, Gigaquit, Bacuag and Placer) will be headed by Felimon Napuli with barangay affairs head Ronald Eupena as the provincial coordinator.

DILG awards Php1M to two Performing LGUs in Region XIII

The Department of the Interior and Local Government (DILG) Region XIII turned-over two checks in the amount of Php1,000,000.00 each to the local government units of San Jose, Province of Dinagat Islands and Cagwait, Surigao del Sur, recently. The amount given served as recognition for performing local government units in Caraga Region which passed the evaluation for Seal of Good Housekeeping focused on the governance areas of (a) good planning; (b) sound fiscal management; (c) transparency and accountability; and (d) valuing performance monitoring.  

The Performance Challenge Fund (PCF) program for the Local Government Units of the DILG is an incentive fund to LGUs in the form of counterpart funding to high-impact capital investment projects in the Annual Investment Program (AIP) and funded out of the 20% local development fund consistent with P-NOY administration’s national priorities and programs to achieve the Millennium Development Goals (MDG).
 
The PCF Program of the Department aims to motivate all 4th to 6th class municipalities to adopt measures to attain good governance performance in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement, and research mobilization to make them eligible in availing the financial package.  
 
In Region XIII, there are four grantees of the PCF which passed the test of good housekeeping and these LGUs are: San Jose, Province of Dinagat Islands, Cagwait, Surigao del Sur, Carrascal, Surigao del Sur, and San Agustin, Surigao del Sur. Chiz summons MRT, LRT for full audit report on non-rail revenues
 
Amid plans to raise metro rail fares, Senator Chiz Escudero wants the Metro Rail Transit (MRT) and the Light Rail Transit (LRT) to submit to the Senate the full details and accounting of their revenue sharing from the advertisements and lease operations of the Metro Rail Transit Corporation (MRTC) and the Light Rail Transit Authority (LRTA).
 
Escudero, chairman of the Senate justice and human rights committee, said these non-rail revenues can be tapped to subsidize the fare increases the government was planning to implement.

“If only the government gets its full collectibles from non-rail revenues, pressure to raise fare levels would be unloaded off its shoulder. From the way it looks now, there is a dismal proportion in terms of revenue sharing realized from non-rail revenues between the government and the MRTC,” Escudero said.
 
The MRTC, which operates the MRT, has been collecting and receiving income from ads and lease operations through its subsidiary, the MRT Development Corporation (MRTDevCo).
 
The MRTC, however, failed to settle its outstanding debt to the government, which now runs to more than P1 billion.
 
“While it is true that the government needs to look for viable measures to address the huge subsidy, it continuously shoulders the costs of our rail transport system, and raising fares should not be the first option,” Escudero said. “We have existing options that are just waiting to be explored. In this case, non-rail revenues should be maximized and utilized for fare subsidies.
 
Based on a study by the Philippine Institute for Development Studies, the government at present subsidizes the fare of each commuter at P95.00 per day, or an annual subsidy of P23, 850 per rider.

The senator said the country should already be implementing what all rails in the world are doing: using non-rail revenues to subsidize fares.

A Japan Bank for International Cooperation study conducted in 2007 showed that non-rail revenues of MRT and LRT can still be improved by increasing the advertising rates and the retail tenant leased areas to deflect the fare hikes.

LRT’s non-rail revenue share is only 2.6 percent of the total earnings. Whereas in neighboring countries, their light rail systems get more than 20 percent of the non-rail revenues.

Escudero has been pushing for a congressional inquiry to determine ownership and full operational control of MRT 3 so that proper steps could be taken on how to deal with fare subsidies, among others. (Office of Senator Chiz Escudero/PIA-Caraga)

Camp Bancasi chief hailed over peaceful demolition of illegal settlers

BUTUAN CITY, Jan. 27 (PIA) -- Camp Bancasi Commander Lt. Col. Efrain Oropel gets positive response from the local officials and other sectors of society for recently handling a peaceful demolition of illegal settlers within the vicinity of the camp here.

In a one-day phone-patch survey conducted recently by the Regional Office of the Philippine Information Agency (PIA) in Caraga, majority of the respondents said the Armed Forces of the Philippines (AFP) through the leadership of Col. Oropel has implemented an action that is based on the decision of the court.

Respondents also said that although some 25 houses were demolished, residents were already given ample time to vacate. “In fact, they were already given a relocation site but sad to say that some of these settlers did not grab the offer of the military,” one respondent said.

Also, earlier reports revealed that four of the affected settlers have voluntarily demolished their homes indicating that they have accepted and respected the order of the court.

Further, the demolition was witnessed by representatives from the Commission on Human Rights (CHR)-Caraga, Supreme Court, Philippine National Police (PNP), and officials of Brgys. Bancasi and Pinamangculan. Also, city government officials witnessed the demolition which is an indication that the demolition is legal, and is according to law.

It can be recalled that the eviction of illegal settlers around Camp Bancasi is supposed to be done in January 2009 but for humanitarian considerations, it was postponed how many times until it was acted upon on January 24, 2011.

The eviction is an order from the highest hierarchy of the AFP in pursuant to Proclamation 113 date November 23 1936 signed by President Manuel L. Quezon. The military reservation in Bancasi was granted to the Philippine Army through Presidential Proclamation No. 113 dated November 23, 2009.

DSWD spearheads 15th National Awareness Week for the Prevention of Sexual Abuse and Exploitation

BUTUAN CITY, Jan. 27 (PIA) – The Department of Social Welfare and Development (DSWD) Caraga is spearheading the observance of 15th National Awareness Week for the Prevention of Sexual Abuse and Exploitation from February 6-12, 2011.

It was learned that for the past 14 years, the effort to promote protection of children has been sustained through the cooperation of various stakeholders from the local government, national government agencies, non-government organizations, academe, and other partners from the civil society.

The observance is an annual endeavor that aims to promote the protection of children from abuse and exploitation through the conduct of various advocacy and campaign activities.

DSWD hopes that more people will be able to gain knowledge, widen and deepen its perspective and understanding, and later get into action leading to the protection of children. (PIA-Caraga)


Surigao Norte needs 180 nurses for RN Heals Project

SURIGAO DEL NORTE, Jan. 27 (PIA) – Department of Labor and Employment (DOLE) OIC CARAGA Director Ofelia Domingo announced recently that they are now ready to accept applicants for the 2011 RN HEALS Project or the Registered Nurses for Health Enhancement and Local Service Project.

The program is open to all unemployed registered nurses who are physically and mentally fit and willing to serve in their localities and meet the following requirements: must have a valid PRC license; resident of the identified Conditional Cash Transfer (CCT) area/s; medical certificate issued by government hospitals stating that the applicant is fit to work; and NARS Project drop-outs will not be considered.

In Surigao del Norte, Domingo said they are in need of 180 nurses to be deployed in different areas of the province identified under the CCT Program of the Department of Social Welfare and Development (DSWD).

The areas identified are: Surigao City – 9; Alegria – 9; Bacuag – 12; Burgos – 9; Claver – 7; Del Carmen – 9; General Luna – 9; Gigaquit – 8; Mainit – 11; Malimono – 9; Pilar – 9; Placer – 10; San Benito – 9; San Francisco – 12; Sta. Monica – 9; Sison – 12; Socorro – 8; Taganaan – 8; Tubod – 11.

Domingo said those who wish to apply may register online which is open until February 4. To register online, unemployed registered nurses should go to www.nars.dole.gov.ph and provide all the needed information.

The list of successful applicants with their area of assignments will also be posted online at the DOLE website from February 7-10, 2011.

Alert level 2 declared in Surigao Norte

SURIGAO CITY, Jan. 27 (PIA) - An alert level two was raised early today, Jan. 27 in the provinces of Surigao del Norte following an incessant rains with strong winds which started Wednesday, Jan. 26.

Provincial Disaster Risk Reduction and Management Council (PDRR) Chairperson Gov. Sol Matugas, in a radio interview, said an alert level two was hoisted upon recommendation from PAGASA. Previously, an alert level one was hoisted Tuesday afternoon.

Matugas then declared a suspension of classes in the elementary and secondary schools both from public and private. The lady governor also announced the suspension of work for the capitol employees.
As of press time, the Quick Action Response Team recorded a total of 18 families or 54 persons evacuated in the two barangays of Surigao City. Nine families or 27 individuals from Navalca in Brgy. San Juan were housed at Kaskag Multi-purpose gym while the other nine families or 27 individuals from Brgy. Rizal were evacuated at Rizal Multi-purpose gym. (FEAbkilan, PIA-Surigao del Norte)


Jabonga NHS 2nd Top Performing Public Secondary School in the Philippines

BUTUAN CITY, Jan. 27 (PIA) – The Department of Education awarded the country’s top two high schools based on the results of the 2010 National Achievement Test (NAT) in a ceremony held recently in Tagbilaran, Bohol.

In its memorandum order released this year, Dolores National High School (NHS) in Eastern Samar and Jabonga National High School in Agusan del Norte was declared the country’s Top Performing Public Secondary Schools.

NAT is an annual set of examinations given to public schools and private schools to assess students’ mastery in the subjects of English, Science, Mathematics, and Filipino at the Grade 6 and Second Year High School levels.

Dolores National High School ranked first overall and was also first in the NAT categories for Science and Mathematics which got an overall mean score of 81.52.

Agusan del Norte’s Jabonga National High School was in second overall with a mean score of 83.33 having a total of 157 examinees.

Meanwhile three other high schools from Caraga Region were in the top five in the Mathematics and English exams.

Dinagat School of Fisheries in Dinagat Islands also is a 2nd topnotcher in English while Puerto Princesa-Maleta NHS also in Dinagat Islands is third followed by Mat-i NHS in Agusan del Norte in fourth, and Carmen Integrated School in Surigao del Norte in fifth.

In Mathematics, Lapinigan NHS and Santiago NHS in Agusan del Norte were in second and third topnotchers respectively obtaining a mean score of more than 90 percent.

Trento NHS in Agusan del Sur topped in Filipino having a total of 467 examinees and a mean score of 84.75.

It was learned, Caraga Region has been a top performing region for several years now.

Not a single high school in Metro Manila made it to the top four of the NAT best performing high schools.

Butuan CSWD on hands for 4Ps Assistance

In line with the HEALING thrusts and directions of Honorable Mayor Ferdinand M. Amante Jr, the City Social Welfare and Development (CSWD) readies their team to assist the beneficiaries in the city for the Land Bank cash card registration of the Pantawid Pamilyang Pilipino Program (4Ps).

More than 7500 families throughout the city benefited the said program who will receive program package (cash grants) as assistance for the schooling and household commodities.

The program package includes P6,000 a year or P500 per month per household for health and nutrition expenses; and P3,000 for one school year or 10 months or P300/month per child for educational expenses. A maximum of three children per household is allowed.

A household with three qualified children receives a subsidy of P1,400 per month during the school year or P15,000 annually as long as they comply with the conditionalities. The cash grants shall be received by the most responsible person in the household, usually the mother, through a Land Bank cash card.

In case where payment through cash card is not feasible, the beneficiaries shall be provided their cash grants through an alternative payment scheme such as over-the-counter transactions from the nearest Landbank branch or offsite payments through Landbank.

Butuan City, Jan. 27 (PIA) – To come up with more viable projects and programs that truly answer the need of the agricultural sector, Agriculture Secretary Proceso J. Alcala visited Caraga Region and conduct meetings with the farmers, local chief executives, NGOs/POs and the local media, recently.

On his three day visit in the region, Secretary Alcala managed to attend various gatherings and meetings with officials from the four provinces and cities of Caraga with the respective provincial and municipal /city officials.

In Agusan del Sur, Butuan City, Surigao del Norte, Surigao City and Agusan del Norte , the Secretary attended forum with around three thousand farmers who aired their issues and concerns. Among those mentioned were on irrigation, seeds, pre and post harvest facilities, livestock and fisheries.

In every province that the secretary visited, Alcala turned-over various farm inputs and implements , computer sets, drip irrigation units amounting to more or less P12 million aside from the funding commitments amounting to at least P30M.

The secretary’s visit was highlighted with the conduct of the Caraga Agriculture and Fisheries Council Congress and the High Value Crops Development Program (HVCDP) National Meeting wherein he was the guest of honor.

Local media practitioners in Butuan City and Surigao City were also able to interact with the secretary during the news conference.

The secretary also spent in a meeting of the members of the Regional Management Committee (RMC) and had dialogue with social action organization and non-government organizations.

Alcala said that every concern from the farmers, local officials and peoples’ organization is vital to come up with a more responsive and realistic approach towards agricultural development. In his pronouncements, he emphasized that his administration plans to attain food sufficiency in 2013 and try to have zero rice importation.

Among of the strategies that will be employed are developing upland rice variety, tapping communities in the uplands especially the indigenous people; promoting the use of hybrid and certified seeds and improving the irrigation system. With this, he ordered Irrigation Administrator, Antonio S. Nangel to come to Caraga within the next two weeks to validate all irrigation concerns in the region and to come up with a comprehensive plan to repair/rehabilitate and complete the construction of irrigation systems that are seen to serve vast areas for rice production.

The marching order of the President, he said is to ensure adequate, affordable safe and sufficient food for every Filipino.

DSWD-Caraga spearheads observance of Adoption Consciousness Week

BUTUAN CITY, Jan. 26 (PIA) – The Department of Social Welfare and Development (DSWD) Caraga is spearheading the observance of Adoption Consciousness Week with this year’s theme: “Bata ay Huwag Abandonahin! Legal na Pagpapa-ampon ang Gawin” from February 5-11, 2011 based on Proclamation No. 72 dated February 3, 1999.

This year, DSWD aims to intensify public awareness on Alternative Family Care Program through adoption, foster care, legal guardianship or residential care.

A kick-off activity on this observance is set on February 7, 2011. A mass will be celebrated at Saint Joseph Cathedral here, which will be followed with a motorcade and kick-off program at the Rizal Park. (PIA-Caraga)


DOT-Caraga prepares for WOW Caraga 2011 celebration

BUTUAN CITY, Jan. 26 (PIA) – The Department of Tourism (DOT) Caraga will again spearhead the staging of the 16th Anniversary Celebration of Caraga region dubbed as WOW Caraga 2011 slated on February 22-26, 2011.

The event will be held in the bird watching destination of Bislig City, Surigao del Sur in commemoration of the creation of Caraga Region when President Fidel V. Ramos signed into law Republic Act 7901 on February 23 1995.

It was learned that the grand opening of the Calagan Festival is scheduled on February 23, 2011, 3:00pm at the John Bosco Soccer Field in Bislig City, Surigao del Sur.

Also, DOT Secretary Hon. Alberto A. Lim and Usec. Ma. Victoria V. Jasmin will be the honorary guests of the said event. Chief executives and government employees will also participate.

The 16th year anniversary of the region will bring all Caraganons to a new dimension of hope, hard work and high spirits. It will be a celebration of thanksgiving for yields of tireless efforts. Crew of Balangay boats to arrive in Butuan

BUTUAN CITY, Jan. 26 (PIA) – The City Tourism here with other government line agencies and stakeholders is gearing up for the arrival of the crew members of the Balangay boats –‘Masawa Hong Butuan’ and ‘Sama Tawi-Tawi’. The crew members are tentatively set to arrive here on February 4, 2011 at the Philippine Ports Authority (PPA).

The Balangay Expedition was a symbolic journey to retrace and recapture the ancient pre Hispanic history as seafaring and trading royal civilized people intended to make the Filipinos proud and believe in their virtues.

The expedition first sailed throughout the archipelago and wherever it docked, it gave lectures in Philippine culture and history and engaged the people to go back to their bayanihan spirit.

It also visited Brunei, Singapore, Cambodia, Indonesia, Thailand, Malaysia and the waters of Vietnam where the crew shared the message that the seas do not divide but connect and unite these countries with the Philippines.

Everest Expedition).

Several Butuanons are also part of the crew-men as follows: Daniel Calo, Lemzar John Manginsay, Daniel Dominic Calo, Samuel Thomas Raypon, Eugene Boco, and Billy Jack Bahi-an.

Surigao Norte awards top real property tax collectors

SURIGAO DEL NORTE, Jan. 26 (PIA) – The provincial government here has awarded the top five municipalities for their significant contributions in the real property collections of the province.

In a simple awarding ceremony held Tuesday, Jan. 25 during the Provincial Development Council Meeting at the Philippine Gateway Hotel, Provincial Treasurer Daisy Hubilla, said the awarding of top real property collectors were based on the total collections they have collected in the previous year.

Among the top five municipalities include: Sta. Monica, Placer, Del Carmen, San Benito and Sison.

Another top five municipalities who were also commended for their prompt remittance to the province’s coffers, these include: Pilar, Alegria, Placer, Sison and San Isidro.

Surigao Norte gov hands-out cash assistance to sea-mishap victims

SURIGAO DEL NORTE, Jan. 26 (PIA) – Gov. Sol Matugas handed out cash assistance to three fishermen whose pump boat was capsized on the night of Jan. 23, 2011.

A report from the Provincial Human Resource Management and Development Office (HRMDO) identified the beneficiaries as Reynaldo Samontina, 40 years old, Eddie Minguellas, 46 years old, Recardo Samontina, 31 years old, all from barangay Wanke in Claver, Surigao del Norte. They all received P1, 000.00 each.

One of the fishermen narrated that around 7 o’clock in the evening of Jan. 23, huge waves and strong winds caused their boat to capsize. However, only their engine suffered much damage and no one was injured. (FEAbkilan, PIA-Surigao del Norte)

PAGASA-Butuan releases flood advisory today

BUTUAN CITY, Jan. 26 (PIA) – Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) this morning released general flood advisory following scattered rainfalls here which started last night.

As of 9:00 a.m., PAGASA said northeast monsoon prevailing over Luzon, easterlies affecting Mindanao. For the past 24 hours, it has observed that as of 8:00 a.m. today, rainfall in Butuan is measured 6.0 mm, Surigao – 3.0 mm, and Hinatuan – 22.0 mm.

PAGASA also forecasted that moderate rains will be experienced in the entire region in the next 24 hours.

Watercourses likely to be affected are rivers and streams in Surigao del Sur and Surigao del Norte particularly in Cantillan, Tandag, Tago, Hinatuan, Actul, Caraga, Bislig, Gaas Lulet and Surigao River.

Also, rivers and streams in Agusan del Norte and Agusan del Sur particularly Agusan River and its tributaries Ojot, Wawa, Andanan, Libang, Maosam, Gibong, Adgaoan and Simulao are affected.

With the aforementioned information, PAGASA warned the people living near the abovementioned river systems. The local disaster coordinating councils concerned are also advised to be alert for possible and further flashfloods and landslides. (PIA-Caraga with report from PAGASA)

760 Hectares CARP lands new Banana Plantation

Farmers recipient of CLOA Distribution by the Department of Agarian Reform (DAR) embraced an opportunity for economic development during the Banana Plantation Ground Breaking Ceremony held recently at Brgy. Malicato, Las Nieves, Agusan del Norte.

Two large fruit producers in the country today: La Agusana Fruit International Inc., (LAFII) represented by Chairman Mr. Romy T. Yray, and Del Monte Corporation headed by Gen. Manager, Dir. Guido Villavita in collaboration with the Provincial Government of Agusan del Norte, LGU of Las Nieves, and the 472 Agrarian Reform Beneficiaries, who just received 760 hectares of Certificate of Land Ownership Awards (CLOAs), witness the ground breaking ceremony.
Groundbreaking ceremony marks the start of Banana Plantation: A meaningful groundbreaking ceremony was held recently to mark the official start of Banana Plantation at KATIMALI ARC of Las Nieves Agusan del Norte. Vice Governor Corvera, Mayor Rosales, Mr. Villavita and other public officials participated in the groundbreaking ceremony culminated into the laying of the time capsule.

Korean investors attended the event and made effort to establish investments thru partnership with the local government of Las Nieves and the farmers and farm-workers for other development projects in the area.

The development and success of this project would result in the complete alteration of hundreds or even thousands of hectares of agricultural land of KATIMALI ARC comprising Barangays Katipunan, Malicato and Bonifacio and ROSSANIM ARC comprising Barangays Rosario, San Roque, San Isidro and Marcos Calo all of Las Nieves town from idle lands to banana plantations.

Hon. Enrico R. Corvera, Vice Governor of Agusan del Norte, said “the objectives of this project is to promote socio-economic activities of the farmers…Strengthen public and private partnership and generate secondary industries that would facilitate further development in Las Nieves town.”

Alex R. Garay, Department Head of PEEDMO, also said, “this is the most aggressive economic venture that will help bring prosperity to the people of Las Nieves which envisions itself to rise from economic woes.” 

Hon. Reinario P. Rosales, was grateful for the opportunities given to his constituents and happy that the project could increase revenues, create employment and uplift the economic status of the farmers.

Agsur PNAO all out to reduce malnutrition rate

The Agusan del Sur provincial nutrition action office (PNAO) intensifies the implementation of their scheduled programs in order to maintain the reduction of malnourished children in the province and educate parents, especially mothers, in the preparation of cheap but nutritious food for their families.

According to Mabe Dalen, Provincial Nutrition chief, her office now focus on World Health Organization-child growth standard training (WHO-CGS) in order to capacitate the barangay nutrition scholars in assessing the children, 0-5 years old, growth and nutritional status through growth monitoring promotion in identifying appropriate health and nutrition intervention, being of great importance in child health and nutrition care.

“Another program that we give weight is the promotion of exclusive breast feeding of children 0-6 months old, and the promotion of introductory complementary feeding of nutritious food tolerable to infant, including the timing in feeding. That is, above our efforts, in rendering counselling services to mothers and caregivers on infant feeding and infant care,” Dalen said.

Another activities that the PNAO and the municipal nutrition action offices (MNAO) undertake since the start of the year 2011 is the location and monitoring of the nutritional status of children 0-7 months old. According to Mabe Dalen, her office and the MNAOs are conducting monthly reweighing of children 0-71 months old in order to determine whether these children are moderately of severely underweight.

“While we visit the barangays for the weighing activities, we also conduct lectures and education campaign, using our standard educational kits on the basic go, grow and glow, and educating mothers on the importance of micronutrients, its importance and functions to the body, including the ill-effects of micronutrients deficiency. With the guide from the Philippine plan of action for nutrition, we encourage every home, community and schools on food production, and refer their planting needs to our Provincial Agriculture Office for their planting materials,” Dalen said.

Mabe Dalen also said, the local government units province-wide is also very glad that the provincial government of Agusan del Sur thru Gov. Adolph Edward Plaza has been very generous to provide them with funds for their meetings and travel inside and outside the province. In fact, last December 2010, the provincial government purchased 44 weighing scales and stadia meters and her office have already distributed these facilities to the different municipalities province-wide. 

With the PNAO’s and other stakeholders efforts, prevalence rate of malnourished children reduced. In 2008, the prevalence rate of malnourished children in Agusan del Sur was 13.83 percent, in 2009, it was reduced to 12.90 and in the year ending 2010, the prevalence rate was only 10.62. Legarda: PH must understand threat of climate change to national security

Senator Loren Legarda, Chair of the Senate Committee on Climate Change, today said that the country should understand the effects of climate change in all aspects of society, including national security.

Legarda said that the forum on security implications of climate change today, jointly organized by the Office of Senator Legarda and the British Embassy will raise the awareness of the people on the matter and help the defense forces of the country recognize what they need to do in order to formulate a defense strategy against climate change.  

“We need to know the serious security risks that a changing climate presents, the conditions that this will create, how these may affect a country’s national security interests and what actions should the nation take to address these consequences,” she explained.

“We are privileged to expand our understanding on the subject matter through the lens of UK Rear Admiral Neil Morisetti’s military experience as a strategist and a leader,” she added.

The Senator stressed that with the vulnerability of the Philippines to disasters—ranked 12th among the 200 countries most at risk from tropical cyclones, floods and landslides, according to the 2009 Mortality Risk Index by the UNISDR—the forum can help policy and decision makers of the country devise the best strategies and responses to address climate change.  

“We need to encourage the mainstreaming of climate change into national security and defense strategies. We need to explore partnerships, amidst national boundaries and divergent economic status, that will help the country build the mechanisms necessary to enhance resiliency to climate impacts. Agsur and UP Open University sign MOA for distant learning scholarship

AGUSAN DEL SUR, Jan. 25 (PIA) - Gov. Adolph Edward Plaza sign Memorandum of Agreement with the University of the Philippines Open University Chancellor, Dr. Grace Javier Alfonso that marks the start of the distant learning scholarship program of Agusan del Sur.
 
The distant learning program, according to Vice Gov. Santiago Cane, is a scholarship grant of the provincial government to qualified students and employees of the provincial government who are willing to pursue their baccalaureate, masteral and doctors’ degree thru on-line studies.
 
According to Gov. Plaza, the program is one of the components of his administration’s thrust to give quality education to Agusanons in order that they become competent and responsible citizens for a better and brighter future.
 
“This is a rare opportunity for our people, especially the young graduates who are themselves scholars of the provincial government to pursue their dreams to become masters and doctors. We know very well that opportunities in acquiring a stable job, or become leaders and managers passes thru stiff competition, and we do not want that people from Agusan del Sur will be behind the competition. If you are aware, we have scholars who already graduated doctors of medicine, teachers, engineers and other courses and are now serving our brothers and sisters in the province. But our aim does not end there. We keep on studying how we can give even more for our people, and this distant learning program is one of those we see that can elevate the standard and quality of our brothers and sisters in terms of education,” Gov. Plaza said.
 
According to Vice Gov. Santiago Cane, while intellect is number one qualification of an applicant for scholarship, they will also give more weight to sincerity, dedication, honesty and self confidence. 
 
“The selection process is rigid. But we want our scholars to become a true and responsible Agusanons that will give their sincere services to their people after they graduate,” Vice Gov. Santiago Cane said.

New Siargao Div. Supt. assumes office

SURIGAO DEL NORTE, Jan. 25 (PIA) – The Department of Education (DepEd) in Caraga has announced the appointment of Teresita Tranquilan as the new superintendent assigned in Siargao. 

DepEd Caraga Director Dr. Gloria Benigno formally installed Teresita Tranquilan as the newly appointed Officer-in-Charge of Deped Siargao Division on Jan. 20, 2011.

Tranquilan was formerly assigned in Butuan City as Asst. Schools Division Superintendent for three years and Agusan del Sur for two and half years prior to her new appointment in Siargao. She is currently writing her dissertation at Fr. Saturnino Urios University in Butuan City and a Career Service Executive Eligible (CSEE).

When asked about her plans for Siargao Division, Tranquilan said that basically she is for quality education. “I am with the governor in her aspiration for quality education, and high academic achievement for the pupils. That’s my main thrust.”

City govt sets activities for the homecoming of the Balangay Masawa Hong Butuan

BUTUAN CITY, Jan. 25 (PIA) – The city government here together with the regional and national line agencies set activities for the homecoming of the Balangay Masawa Hong Butuan on February 4, 2011.

The arrival of the Balangay boat with its crew-men will be witnessed at the Philippine Ports Authority (PPA) Office, this city.

It was learned that during the arrival, Kahimunan 2011 champion will perform once again to welcome the crew.

City Mayor Ferdinand M. Amante, Jr. will deliver his welcome message and will hand-in the award of recognition to the crew-men headed by former Transportation and Communication Undersecretary Arturo Valdez.

A Barangay Mass Dancing presentation will also be conducted by the 86 barangays of this city and will be followed with a press conference with local and national tri-media.

Meanwhile, the public will be entertained by the local bands during the nights’ jamming session dubbed as “Isang Bangka”.

Pag-IBIG Fund Butuan sets social responsibility activities

The Home Development Mutual Fund (HDMF) popularly known as Pag-IBIG Fund recently celebrated its 30th founding anniversary by having simultaneous activities scheduled by all its branches and extension offices nationwide. 

In Butuan Branch, Pag-IBIG employees reached out to four institutions which were selected as areas for the Fund’s yearly social responsibility activities namely: the Agusan del Norte Provincial and Butuan City Jails, the Home for the Girls, CSWD’s Lingap Center and the Por Cristo Home for the abandoned elderly. While Pag-IBIG Fund Surigao Extension Office also went to the Charisma Bethel Children’s Home.
The Pag-IBIG Fund Butuan Branch visits started last December 11, 2010 in the jails where around 100 inmates were given blankets, hygiene kits and some snacks. 

The inmates felt very grateful for the gift of visitation especially since most of them were already forgotten and abandoned by their families. Recently, the Home for Girls, CSWD Lingap Center and the Por Cristo residents also received some gift packages containing essential items such as towels, hygiene kits and medicines. Snack packs were also distributed. 

Meanwhile, Pag-IBIG Surigao Extension Office also shared with Charisma Bethel Children’s Home for the abandoned and abused children at Barangay Serna, Surigao City. Some 200 beneficiaries attended the social responsibility activities conducted by Butuan Branch personnel.

NFA Shutdown Eyed
Chiz to Abad : Don’t shoot the messenger

 
Senator Chiz Escudero disagreed with plans to abolish the National Food Authority (NFA) as a way of addressing anomalies in the agency stemming from the excessive rice importation by the previous administration. 
 
Budget Secretary Florencio Abad said they were weighing the possibility of shutting down the NFA and transfer three of its key functions after the agency disclosed that it was saddled with P177 billion debt due to the excessive rice importation.

“That the present administrators of the NFA found malfeasance in rice importation from the previous does not deserve a knee-jerk reaction,” Escudero said. “The NFA still serves a purpose and should not be abolished although I agree that its mandate and processes should be reviewed at the very least.”

While the senator believes that the NFA’s system has long been plagued with inefficiency and corruption, he explained that this was not yet the proper time to abolish it.
 
“The NFA needs a policy overhaul and it must be made more relevant and in tune with the times and its flaws and shortcomings corrected,” Escudero explained.

To address the flaws in the system, Escudero proposed to economic managers to prioritize this, tap resources that could help stabilize market prices and aid the agricultural sector to make it self-sufficient.

“Every people’s need right now is food on their table. The poorest of the Filipino families belong to the agricultural sector. Forty percent of our labor force is directly dependent on agriculture. Boosting agricultural sufficiency will lower the cost of doing business in the country and will create a more stable business climate,” he said. (Office of Senator Chiz Escudero/PIA-Caraga)


20-40 years for carnappers – Chiz
 
Senator Chiz Escudero is seeking stiffer penalties of up to 40 years imprisonment against carjackers in a bid to stop the string of car thefts in the country.
 
The senator said penal provisions had rendered the existing law inutile in the face of the series of carjacking and had allowed criminal syndicates to carry out the criminal activity with ease.
 
Escudero, chairman of the Senate committee on justice and human rights, has filed a bill increasing the penalty for carjacking to a minimum of 20 years to 30 years if the offense was committed without violence and intimidation.
 
When carjacking is committed by means of violence against a person, Escudero wants a jail term of 30 years to a maximum of 40 years.
 
Under the current penal provision of Republic Act No. 6539, carjackers face a minimum of 14 years to a maximum of 17 years jail term, and 17 to 30 years imprisonment if the crime is committed by means of force or violence.
 
As such, it falls short of the minimum period for reclusion perpetua, which is at least 20 years and one day, a requisite to deny bail as a right under the above cited constitutional provision to be present.
 
“The criminal minds are no longer deterred by our penal code. Under the current law, the accused is entitled to post a bail as a matter of right. The crime has become very lucrative for these carjackers that they can just easily shell out money to post bail and walk scot-free,” Escudero pointed out.
 
The senator explained that once the minimum penalty is increased to 20 years and one day, it will satisfy the period covered by reclusion perpetua.
 
According to Escudero, strengthening the penal provision for carjacking would also deter the proliferation of other crimes.
 
“Logically and naturally, you will not use your own vehicle if you plan to commit a crime. Gunrunners, robbers, drug traffickers have always been found to use a get-away vehicle snatched from other innocent individuals,” the senator said. (Office of Senator Chiz Escudero/PIA-Caraga)


Legarda calls for strengthening of tropical fabrics industry to maximize its benefits to the country

In celebration of the Philippine Tropical Fabrics Day, Senator Loren Legarda today urged the government and concerned sectors to strengthen the tropical fabrics industry to capitalize on the benefits that it would bring to other industries in the country.

Legarda said that the faithful implementation of Republic Act 9242 or the Philippine Tropical Fabrics Law, which she authored, will help jumpstart the effort to build up the tropical fabrics industry, while giving a much needed boost to the agricultural and industrial sectors. It will also create diversity in the textile and fashion industry, which will give Filipino fashion designers and garment manufacturers more choices in textiles to use.

“RA 9242 intends to promote the country’s natural fabrics through the use of such materials for official uniforms of government officials and employees, with the end in view of strengthening the local fiber industry. This law will also boost the agricultural sector, which will provide the raw materials such as pineapple, banana, and abaca fibers,” she said.

The Senator noted that according to the Department of Science and Technology, producing a set of uniforms that contain 20% indigenous fiber blend would need approximately 571 metric tons of pineapple, or 691 MT of banana, or 627 MT of abaca fibers; thus, it would generate additional income for farmers of these specific crops.

“The strengthening of the tropical fabrics industry is also attuned to our advocacy of promoting sustainable development and preserving our nation’s rich heritage. While being environment-friendly, this effort also instills pride and a sense of identity and nationalism in Filipinos as they use fabrics which are distinctly Filipino made,” Legarda said.

She added that a lot of work still needs to be done to be able to boost the industry. These efforts include: the establishment of a reliable supply of materials, the use of modern high technology machinery for greater productivity, the grant of financial assistance to the industry, setting up skills training program to produce more loom-weavers and artists, and promoting foreign investments and linkages in the industry to achieve scale economies.

Legarda condemns killing of broadcaster in Palawan

Senator Loren Legarda today denounced the killing of a broadcaster in Palawan as she stressed the urgency of passing proposed legislation that will qualify as murder the killing of members of media in the performance of their duties.

Legarda said that the killing of Gerardo Ortega, a radio commentator known to be a staunch critic of mining operations in Palawan, is a loss not only to the media industry but also to the environment sector.

“It is lamentable that a journalist, who courageously advocated for environment protection, had to die brutally. I condemn in the strongest sense this reckless act of violence committed against a seeker of truth and protector of the earth,” she said.

Ortega, anchor of the daily radio program “Ramatak” aired over local station dwAR, was shot in the head on Monday at about 10:30 am outside a commercial establishment in Barangay San Pedro, Puerto Princesa City.

Legarda, a former broadcast journalist, said that such acts committed against members of the media even in broad daylight shows the urgency of passing Senate Bill 1426, now under Committee Report No. 9, which seeks to qualify the killing of members of media in the performance of their duties from mere homicide to murder.

“According to the National Union of Journalists of the Philippines, Ortega is the 142nd journalist killed since 1986. Even under democratic rule, violence against members of the Fourth Estate will not cease if we do nothing about it. We have to put a stop to the killing of journalists and media practitioners. Surigao Norte gov leads blessing of 2 eco-friendly shuttle service 

SURIGAO DEL NORTE, Jan. 24 (PIA) – Gov. Sol Matugas led recently the blessing of two eco-friendly tricycles (E-trike) to service not just for the capitol employees but to all Surigaonons as well, in going to and from the provincial capitol compound.

The lady governor said this is to provide convenience to everybody who will be transacting business with the provincial government. “This is the project of the provincial capitol to give convenience to everybody who will be transacting business with us because I know it’s hard to walk the complex. It is so big.”

Gov. Matugas also revealed that after she was elected to office as the new governor this has always been the request of the capitol employees, “to provide a shuttle service for them.” 

The said two Etrikes were purchased from Siargao Bank thru Islas Ecology Development Advocacy (ISDA Foundation) amounted to P150, 000 each.

ISDA Executive Director Lou Vanessa Bauzon said the Etrike can accommodate 8 passengers and it is a battery powered tricycle and can recharge after six to eight hours use depending on the travel.

“It runs 70 to 80kms. in just one charge and has no maintenance,” Bauzon added.

DA Sec approves Surigao Norte’s agri rehab plan

SURIGAO DEL NORTE, Jan. 24 (PIA) – Department of Agriculture (DA) Secretary Proceso Alcala has approved the P2 Million agriculture rehabilitation project of the provincial government.

In his recent visit to Surigao del Norte, Alcala said the said amount will serve as an initial assistance to farmers who were severely affected by the recent calamity.

Aside from the financial assistance, some agricultural equipment were also given to the provincial government which include seven units drip irrigation, two units greenhouse, three units pump and engine sets, and two units of computer sets.

Meantime, Alcala urged the local mayors to take advantage of the Mindanao Rural Development Program (MRDP), a program jointly funded by the World Bank (WB), the national government and local governments – now on its second phase. A program, according to Sec. Alcala, was not properly utilized in the previous administration. 

In Surigao del Norte, only 10 out of 20 municipalities were able to benefit the said program.

“I urged the other mayors to prepare for the necessary requirements for you to be included in the MRDP phase 3,” said Alcala.

Alcala said the good news for this new MRDP under his reign is that the decrease in counterpart funding requirement, from 50 percent to10 percent that would allow local governments to put up more agricultural infrastructure projects.

Under the new scheme, the WB will fund 50 percent of the total project cost, while 40 percent will be shouldered by the department and only 10 percent will be the local government unit’s counterpart.

News Feature: Multitude of people witness Kahimunan Festival

The courageous populace from the different towns, cities and provinces of Northern and Southern part of Mindanao were gathered together to witness this momentous event of the year, the Kahimunan Festival 2011 held recently at Sport Complex Barangay Libertad, Butuan City.
.
This activity was made successful through the exerted effort and benevolent support of the City Mayor of Butuan, Hon. Ferdinand M. Amante, Jr. who gladly felt of the numerous constituents who witnessed the said event.
.
With him was his beloved wife who is the current Chairperson of the City Tourism Council, which first and foremost prepared this activity to ensure the success as accompanied by the lay workers of Libertad Parish, Butuan City.
.
The City Vice-Mayor, Lawrence Lemuel Fortun was also present on this occasion with the energetic and brilliant members of the City Council of Butuan who were extending their gratitude to those participants, especially to out-of-town contingents Gingoog City and Esperanza, Agusan del Sur. Some contingents were coming from and represent the different schools of Butuan City.

On the other hand, Mr. Audie Ocampo, chairperson of the City Tourism of Gingoog, commends that “this activity is well-organized and he is thankful of the warmth welcome extended by all Butuanons”.

Right after the presentation of the six contingents, t Agusan National High School garnered the Grand Prize award and received an amount of P200, 000.00. The First Runner Up was awarded to the contingent from Esperanza, Agusan del Sur receiving an amount of P150,000.00 while 2nd Runner Up received an amount of P120,000.00 and was awarded to the contingent from Gingoog City. However, other contingents did not go home with tears but still full of smiles as they received consolation prizes worth of P10,000.00 each. Said contingents are all coming in Butuan City specifically from Barangay Bonbon, Brgy. Libertad, and Butuan Central Elem School.
Barangay Captain Vincent Rizal Rosario said he did not expect the rise among multitude of people witnessing the event, and what he valued most was the security and the maintenance of peace in the vicinity.

CHDO rehabilitates drainage system in subdivisions

The City Housing Development Office (CHDO) headed by Engr. Lorden G. Vismanos, Department Head II, conducted a one-day meeting at Father Saturnino Urios University (FSUU) recently signifying the local government’s plan of rehabilitating drainage in different resettlement sites in Butuan City.
.
The main objective of establishing the Project Implementation Office-Resettlement Office (PIO-RO) is to organize meeting for all Resettlement Planning partners at the City level (FSUU, concerned City Government Offices, Barangay Captains of the afected areas). It also secures list of Project Affected families (PAFs) and property owners from concerned Barangay for PIO-RO and enumerator’s reference. The office also establishes date of Assembly per Barangay or Project briefing and conduct of Census and Tagging Operation.

As per evaluation, 12 barangays qualified for the conduct of the Resettlement Plan Development: Agao, Bading, Dagohoy, Diego Silang, Holy Redeemer, Humabon, J.P. Rizal, Leon Kilat, Obrero, San Ignacio, Tandang Sora and Villa Kananga.

Through the efforts of PIO-RO, the project aims to cater the immediate needs for housing in response to the objectives of the city government for development.

Feature: Kahimunan festival brings pride to Caraga

Reminiscing the cultural identity of the Butuanon populace here in CARAGA region basically was the theme of the KAHIMUNAN FESTIVAL which religiously commemorated every 3rd Sunday of January at Barangay Libertad, Butuan City. 

The said festivity reigns all throughout the province of Agusan del Norte and eventually extends across the Land of Promise in Mindanao Island. The Butuanons wholly established its socio-cultural impact to whatever race of people in the different region that affects the international community. That’s the reason why many foreigners visit this unique culture depicting the way of worship, thanksgiving and planting of the agricultural source among native tribes.

The Kahimunan Festival was first conceptualized in 1987 and established to its full real sense as viewed by few people, founded and developed by the late Father Juanito B. Belino, the first parish priest of Sto. Nino Mindanao Shrine of Barangay Libertad, Butuan City.

This festivity performed among old Butuanons who showed the wide and splendor adoration of all which of today it resort to persuade multitude flocks of people from Southern and Northern provinces that joined together and witness this yearly activity of the people in Brgy. Libertad and of Butuan City. It is accompanied by some significant musical instruments such as gimbar (drum), the gong and the bamboo instruments called the Kalatong and the Katik wherein graceful dancers of this festivity wearing colorful ornaments that includes the head-dress or “Tubaw” and brilliant bracelets while simultaneously performers are shouting, dancing, and singing.

Indeed, it is not only an ordinary ritual among natives but a festivity that serves as a way of living among Butuanon in the vicinity for a purpose to obtain a bountiful harvest, good health, goodwill, prosperity and blessings from their known Gods of their ancestors. 

Today just like other festivity, Kahimunan festival can be equalled to its total concept towards other. If Cebu is known for its Sinulog then Butuan City got the whole fame to its KAHIMUNAN FESTIVAL. “Viva Sr. Sto Nino!”, “Viva! Pit Senior!” As the performers sing its majestic voices and chanting out these uttered words that free themselves from the disturbance of some bad mystic.

Legarda seeks reforms in IP Code to curb Internet Piracy

Senator Loren Legarda today pushed for the passage of a measure that seeks to widen the scope of the Intellectual Property Code (RA 8293) to include the protection of copyrighted materials over the internet.

“In this modern age when the internet has become a necessity to access, send, spread, download and upload almost all kinds of information, the protection from piracy of copyrighted data and other literary and artistic works has become more challenging,” Legarda said.

The Senator has filed Senate Bill 2628 which seeks to amend the IPC to respond to the upsurge of internet piracy.

She noted that there are currently more than two billion internet users worldwide, about 1.2 billion of which come from the Philippines and other developing countries, according to the International Telecommunications Union.

Legarda said that even as many more are gaining access to the internet, the responsibilities of users are not clear under the law, which has now led to the unlawful and irresponsible use and even reproduction of protected materials.

“Many people think that everything on the internet is free, without being mindful that the materials they are copying, downloading or spreading are original compositions of people who put much effort and talent to come up with such creative works,” she explained.

“It is our obligation to ensure not only the promotion of the talents, but also the protection of the rights of performers and producers of artistic and literary works. It is their right to disallow or allow the use, production, and reproduction of their works even over the internet and through other technological media that are available,” Legarda concluded. Legarda promotes weaving, eco-tourism and cultural tourism in Iloilo

Senator Loren Legarda has encouraged Ilonggos to use their talent, rich culture and history as instruments for progress and development.

Legarda, during her visit to the Province of Iloilo, said that with weaving, eco-tourism and cultural tourism, the province can achieve further economic growth and development while, at the same time, they are also able to preserve their heritage and protect the environment.

“Weaving is a traditional industry in Iloilo, and also in other provinces, that we should eagerly promote as it will bring not only huge profits, but also recognition for the creativeness and remarkable skill of Filipino weavers,” she said.

Legarda, author of the Philippine Tropical Fabrics Law (RA 9242), also said that the President’s declaration of a Philippine Tropical Fabrics Day, to be observed on January 24, 2011, further shows the importance of promoting the country’s natural fabrics.

The Senator also encouraged Ilonggos to strengthen the province’s tourism industry, noting Iloilo’s rich historical and natural tourist spots, such as the Miag-ao Church, which is a World Heritage Site; Sicogon Island; the Bulabog Puti-an National Park; and, the Isla de Higantes, among many others. 

“Iloilo is home to many islands and other natural tourist spots, and it also boasts of several centuries-old churches and infrastructure that can surely attract both local and foreign tourists. We just need to carefully preserve these natural and man-made wonders and come up with a well-planned promotional campaign to boost tourism in the province,” Legarda said.

“We have to keep in mind never to put aside our nation’s history, rich heritage and abundant natural resources for the sake of development because progress can be achieved without having to disregard our culture or exacting a toll on our environment,” she concluded. Loren urges LGUs to put up rainwater catchment facilities in their areas

Senator Loren Legarda today encouraged local government units (LGUs) to follow the example of the Iloilo City government in putting up rainwater harvesting facilities in its barangays as part of its water conservation program.

Legarda said that putting up such system would help address the country’s water shortage problem, particularly during the summer season, while making use of the excessive water brought by the rains during the wet season.

“Water is a very precious resource. We have been experiencing water shortages especially in the urban areas. Putting up rainwater harvesting systems will help address that shortage while reducing our dependence on commercially available water,” she explained.

She added that while careful planning and studying would still be needed before such system can be put up, citizens can already start collecting and storing rainwater in their homes.

“These catchment systems can be built using low-cost local materials. But while the system is not yet in place, the people can store rainwater especially in areas being frequented by rains. We just have to make sure that water is stored properly so it would not become a breeding place for mosquitoes,” Legarda said. (Office of Senator Loren Legarda/PIA-Caraga)

PSWD now served 64,255 flood victims

The Provincial Social Welfare and Development Office of Agusan del Sur has served 64,255 flood victims since the floods hit the entire province on the first week of this year.

Provincial Social Welfare chief Josefina Bajade said that since the first day that flood waters rushed, taking lives, crashing houses and properties, her office in Patin-ay, Prosperidad, has been receiving people affected by the floods, seeking for help, mostly food and clothing.

“On January 3, Gov. Adolph Edward Plaza already called me and instructed me to do everything to produce the most needed items that the flood victims will need, and coordinate with the municipal social welfare offices so that relief goods distribution will be in order and fair. I also coordinated with the Provincial Disaster Risk Reduction Management Center so that my office will have the information we need for our direction in extending help, and for orderly distribution of relief goods,” Mrs. Bajade said.

To date, part of the five percent calamity funds of the provincial government were utilized to purchase some 1,300 sacks of rice, 640 cases of sardines, 888 boxes of noodles, 150 boxes instant coffee, 128 boxes of milo and five bags of sugar. GMA Kapuso Foundation have also extended 1,756 family packs composed of three kilos rice, three tins sardines, 3 packs noodles and used clothing to some 1,756 families while the Department of Social Welfare and Development Regional Office have also extended 800 family packs to 800 families and each family pack is composed of three kilos rice, three tins sardines, three tins corned beef, three packs noodles and one pact milk.

Mrs. Bajade said, everybody in her office has given their share to help. They wake up early in the morning and work late at night, repacking the relief goods so that they will be ready the following day.

“No one is spared in our office. Everybody help in repacking the relief goods so that everything will be ready the next day. Each pack contains three kilos of rice, three tins of sardines and three packs of noodles. We also continue to solicit from kind hearted people in the community to give anything that they can, including blankets, mosquito nets, used clothing because we know our brothers and sisters, especially the children and women, need them,” Mrs. Bajade said.

To date, 7,982 families already receive relief goods from the provincial government of Agusan del Sur, aside from the relief goods given by the GMA Kapuso Foundation and the Department of Social Welfare and Development Caraga Region to separate victims. (PIA-Agusan del Sur)

Tandag, Surigao del Sur, Jan. 24 (PIA) – Sang ayon sa panukalang Total Log Ban ni Pangulong Noynoy Aquino si Surigao del Sur Governor Johnny Pimentel. Sa kabila nito, ngpahayag ang punong-lalawigan ng pangamba na baka lalong lumala ang illegal logging sa loob ng probinsiya.

Haimbawa ng Gobernador ang nangyari sa dating logging concession area ng PICOP Resources, Inc. na nakabase sa Bislig City. Ibig sabihin, dahil wala ng taga-pangalaga sa kagubatan sa naturang dating logging area, mistulang Malaya ng nakakapamutol ng kahoy ang madla. Bilang resulta, wala na ring reforestation.
