Rebels raid mining companies in Surigao Norte

SURIGAO CITY, Oct. 4 (PIA) – Some 300 communist rebels raided three mining companies in Surigao del Norte Monday morning, burned heavy equipment, service vehicles, buses and buildings, disarming guards and briefly holding several people.
The Communist Party of the Philippines-New People’s Army-national Democratic Front (CNN) rebels led by Ka Edron attacked the compound of Taganito Mining Corporation (TMC) under the Nickel Asia Group.
Simultaneously they also raided the adjacent still-under construction Taganito High-Pressure Acid Leach (HPAL) of Sumitomo in Claver, Surigao del Norte and Platinum Group Metaks Corporation (PGMC).
The employees of TMC were later released by the rebels but they asked Resident Mine Manager Engr. Jose Anievas, Group Manager Rogel Cabauatan and Chief Security Rene Ferenal to accompany them for further negotiation, said a report from the Crisis Management Committee (CMC).
It was learned that they burned down at least 70% of TMC’s equipment (dump trucks, bach hoe) two barges and the company’s assay laboratory, warehouse, mechanical, admin building. Damaged to THPAL plants also cost about billions of pesos. Sumitomo wharf was also blasted, said a report.
Formal negotiations with the members of the Crisis Management Committee were made in the afternoon after Gov. Sol Matugas called a special meeting with the members of the Peace and Order Council.
Ka Edron then requested Gov. Sol Matugas to stop the military operations to avoid further collateral damage among the people, the latter also requested not to harm the three top officials of the company.
Likewise, the three key personnel of the company personally asked the governor to halt the military operations.
Gov. Matugas then sent a letter to the concerned officials to stop all military operations while the negotiations are still going-on.

Mining attack perpetrators will be brought to justice – MalacaΓ±ang

SURIGAO CITY, Oct. 4 (PIA) -- Malacanang assured the public that perpetrators in Monday’s attack against three mining companies of Claver, Surigao del Norte will be brought to justice.
Executive Secretary Paquito Ochoa, in a statement, said the government is taking the attacks “seriously and are continuously monitoring the situation in Claver.”
“The situation in the area has been contained and we are now exerting efforts to ensure that those responsible for these attacks are brought to justice,” said Ochoa.
Ochoa also said that at present, all foreign nationals working at the sites have been accounted for and are unharmed, while local employees are now out of harm’s way.
“This incident is an isolated case and the business community and the public can be assured that the government is on top of the situation,” Ochoa said. “It will not deter this administration from luring investors into the country to help spur the economy and improve the lives of our people.”

Elderly Filipino Week celebration kicks-off in Butuan

BUTUAN CITY, Oct. 4 (PIA) – The Elderly Filipino Week celebration with this year’s theme: “Nakakatanda: Gabay, Tulay, Kaagapay, at Bantay Tungo sa Kaunlaran” kicked off Monday (Oct. 3) with a short program and press conference held at the city hall lobby here.
According to Office of Senior Citizens Affairs (OSCA) Head Ms. Imelda Nonan, the city government led by Mayor Ferdinand Amante Jr. together with OSCA and other concerned agencies have lined up activities for this weeklong celebration.
“Activities like ‘Hataw’ exercise, Fun Walk, Medical and Dental Check-up, Cultural Contest, Search for King Lolo and Queen Lola 2011, Food presentation and Table Setting Competition, and entertainment dubbed as “Pabibo” are all set for the senior citizens week,” Nonan said.
Mr. Ramon Carlota, President of the Regional Federation of Senior Citizens Association of the Philippines (RESCAP) said that senior citizens should really be informed of their rights and privileges/benefits so they continue to enjoy the life they have.
“From the 18,000 senior citizens members here, 12,000 are the only active members. That is why I personally would like to appeal to other senior citizens to take part and become active members by participating in its activities and availing all the benefits that the government has provided,” Carlota added.
Meanwhile, Focal Person for Elderly Sector Ms. Wilma Geralla of the Department of Social Welfare and Development (DSWD) highlighted the efforts of the senior citizens in nation-building.
Geralla also recalled that the "Expanded Senior Citizen’s Act of 2010," signed into law by former President Gloria M. Arroyo grants senior citizens the exemption from payment of VAT (input VAT) on their purchases of qualified goods and services, thus, enabling them to enjoy fully the 20% discount on their purchases. This means that sale of qualified goods and services to senior citizens shall be considered VAT-exempt since no VAT can be passed on or shifted to senior citizens.
In addition, RA 9994 also expanded the coverage of the list of purchases of goods and services which are entitled to the 20% senior citizens discount and VAT exemption, to include the following: Purchase of medicines, including influenza and pneumococcal vaccines and other essential medical supplies, accessories and equipment; and Actual fare for land travel in public utility jeepneys, taxis, Asian utility vehicles and shuttle services.
Consumer Welfare Division Chief Ms. Billy General of the Department of Trade and Industry (DTI) informed that senior citizens who are refused by any establishment to be given 20% discount for their purchases can file their complaints to their office and for the medicine-related complaints at the Department of Health (DOH) for appropriate action. DA-Caraga ensures sufficient, safe, quality and affordable foods to consumers

BUTUAN CITY, Oct. 4 (PIA) – As the lead agency in the celebration of this year’s Consumer Welfare Month, the Department of Agriculture (DA) Caraga Regional office aims to ensure sufficient, safe, quality and affordable foods for all consumers.
Ms. Lynn PareΓ±as, DA-Caraga Crops Division Chief bared that DA-Caraga continues to campaign for a safe, quality and affordable foods for all by ensuring the quality of food production in the farm lands of Caraga region.
“DA is also promoting organic agriculture to farmers for them to engage into the natural way of farming. Thus, DA is providing trainings to farmers to orient them on how to go about the organic farming and improve their skills… We also promote quality vegetables to the youth,” PareΓ±as said.
Also, DA’s Agri-business Marketing Assistance Division Officer-in-Charge Ms. Servilla Balaan, emphasized that the general public should know their rights as consumers because a well-informed consumer is the best protected consumer.
Balaan further said Republic Act 7394 otherwise known as the “Consumer Act of the Philippines” is the policy of the State in order to protect the interests of the consumer, promote his general welfare and to establish standards of conduct for business and industry.

Aquino III ang lahat ng mga pambansang ahensiya ng pamahalaan at mga lokal na pamahalaan na suportahan ang pagdiriwang ng “National Indigenous Peoples Month” o Buwan ng Pambansang Katutubong Mamamayan sa pamamagitan ng Dayaw: Indigenous Peoples Festival na may temang “Paghahabi ng Ating Pagkakatulad Tungo sa Kapayapaan”.
Ang Dayao Festival ay magaganap sa buwan ng Oktubre sa lungsod ng Tagum, Davao del Norte. Ito rin ay isinaayos sa pakikipagtulungan ng mga NGOs sa Davao, maging ng NGO na Mindanawon, Tagum City Tourism Council at ng lokal na pamahalaan ng lungsod ng Tagum.
Ayon kay Pangulong Aquino, ang Dayao Festival ay saklaw ng buong bansa kaya kinakailangang pagtulungan ng lahat ng sektor ng gobyerno ang paghahanda.
Ang National Indigenous Peoples Month ay taunang ipinagdiriwang sa buwan ng Oktubre sa atas ng Presidential Proclamation No. 1906 na inilabas noong 2009.
