DOLE-Caraga advocates use of PHIL-JOBNET for employment

-- Department of Labor and Employment (DOLE)-Caraga Regional Office Dir. Ofelia Domingo called on labor stakeholders to utilize the PHIL-JOBNET to promote employment in the region.

During the Regional Development Council – Development Administration Committee (RDC-DAC) Meeting held Monday, Dir. Domingo bared that the PHIL-JOBNET is an internet-based, automated job and applicant matching system which aims to fast-track job seeker’s search for jobs and employer’s search for manpower.

“It is a facility of DOLE with a centralized database maintained by the Bureau of Local Employment. It caters to all Filipino job seekers and employers, as well as labor unions, educational institutions and various foundations and non-government organizations. Its services are free of charge both for job seekers and employers,” Domingo said.

Domingo added that last Sept. 28, 2011, DOLE conducted the 1st Industry-Academe Forum which was aimed at determining the gaps between demand and supply and identifying solutions to minimize the incidence of jobs mismatch in the region.

Dir. Domingo called on the private sector, local government units (LGUs), academe and other line government agencies to use the PHIL-JOBNET in the hiring of workers.

DOLE also encouraged other LGUs to follow the LGU-Butuan City, LGU-Surigao City and LGU-Surigao del Norte on the issuance of an Executive Order on the posting of PHIL-JOBNET stickers in all public utilities as well as requiring private companies to register with the facility prior to the issuance of business permit. Agusan del Sur children took over the provincial governance

AGUSAN DEL SUR, Oct. 18
-- Some 85 youth leaders from all over the province will today run government affairs in the province of Agusan del Sur as mandated under Article 4, section 46 of Ordinance No. 16, series of 2002, which declared every third Monday of October as children’s day of governance/administration.

An election of youth provincial officials, including the selection of the different chiefs of offices, was conducted on October 16 to cap the two-day Childrens Congress. While the youths were attending to lectures on values formation, election returns were counted and later the elected young officials were proclaimed. A “panunumpa sa katungkulan” or swearing into office followed immediately.

Maria Concepcion Betaizar and Kristina Danica Balanay of San Francisco were elected young governor and young vice governor, respectively. The elected youth members of the Sangguniang Panlalawigan for District I were Nieva Rica Chua, Hanna Lou Ibal, Mark Angelo Yecyec, Lovely Rose Libres and Abie Jane Catoto. For District II elected were Alberto Picot Jr., Isagani Custodio, Dan Dave Galendez, Janrick Inchoco and Vizelle Joyce Vidal.

The big day for the youth started during the Monday flag raising ceremony at the Provincial Capitol. As newly elected provincial officials and appointed provincial chiefs of offices, they led the ceremony from the singing of the doxology, the National Anthem and singing of the Agusan Hymn.

In her message, young Gov. Betaizar said, children in Agusan del Sur are very lucky to be given the chance to explore the world of real government leaders. Betaizar added that aside from the scholarship that the provincial government are granting to deserving students, they also observed that only here in Agusan del Sur that they are given full support in terms of financial when they travel to other places during competitions.

“That is why, we, the youths of Agusan del Sur, always do our bests to bring the honor back to our province when we compete in other places,” Young Gov. Betaizar said.

At exactly 9:00 o’clock in the morning, the youths were guided to their respective assignments to execute and perform their duties and responsibilities according to the mandate of the office.

Their official functions ended at 3:00 in the afternoon, after which a culmination program followed. The young officials received compensation corresponding to the salary grade for the said positions.

According to Vice Gov. Santiago Cane Jr., the program will help develop the potentials of the youths to the fullest. This is one way they can gain self-confidence in facing any problem that they may encounter in the future. DBM directs gov’t offices to use procurement service, PhilGEPS

To ensure transparency in the procurement of government supplies, materials and equipment, the Department of Budget and Management (DBM) issued the Administrative Order No. 17 series 2011.

With the AO No. 17 series 2011, DBM is directing the use of the Procurement Service (PS) and the Philippine Government Electronic Procurement System (PhilGEPS) in procurement activities in accordance with Republic Act No. 9184, and improving the operation of the procurement service.

During the recently held Regional Development Council – Development Administration Committee (RDC-DAC) Meeting chaired by Butuan City Mayor Ferdinand Amante Jr, the committee discussed said AO and reiterated its purpose and significance to the government offices.

Ms. Bernadeth Jacob of DBM-Caraga Regional Office said that AO No. 17 reiterates the policy that the procurement of government supplies, materials and equipment shall be done in the most transparent and competitive manner and that all government agencies shall procure their common-use supplies from the PS and use the PhilGEPS in all government activities, including publishing all their bid opportunities and posting all their awards and contracts in it.

“In order to improve service delivery further, the PS shall strengthen its operations and shall undertake the following activities on a regular basis: a) Review of Product Standards and Specifications; b) Expansion of Product List; c) Price Monitoring; d) Expansion of Distribution System; e) Improvement of Inventory Management; and f) Additional Phil-GEPS features,” said Jacob.

Jacob added that the AO shall apply to all National Government Agencies (NGAs), including Military and Police Units, Government-Owned and/or Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), State Universities and Colleges, and Local Government Units. (JPG/PIA-Caraga)

Six towns to get P1M from DILG

AGUSAN DEL NORTE, Oct. 18 (PIA)
-- In recognition of local government units (LGUs) that strive to improve their performance in governance and delivery of basic services, the national government through the Department of Interior and Local Government (DILG) allocated P500 million for Performance-Based Challenge Fund under the Local Government Performance Management Program to cover financial subsidy to qualified LGUs.

The grant shall be used for the implementation of priority projects of the national government in order to achieve the Millennium Development Goals (MDG).

The PCF recognizes LGUs exhibiting good performance in internal housekeeping particularly in the areas of transparency and accountability, planning, fiscal management, and valuing performance monitoring.

The priority of this program is the 4th to 6th Class LGUs nationwide. In Agusan del Norte, all the six LGUs belonging to the 4th-6th Class namely, Carmen, Magallanes, Kitcharao, RTR, Santiago and Tubay will receive P1M each to support their projects. It is noteworthy that all the 6 LGUs were able to meet requirements set by the DILG. These requirements to name a few were standard rating provided in the LGPMS result of CY 2010, the indicators provided in the Seal of Good Housekeeping, and to support the project requirements culled out from the 20% Development Plan of the LGU.

The deeper the meaning of being a recipient LGU in the context of governance, is knowing that these LGUs already have a stable and established systems of governance manifested in their ratings in the LGMPS and Seal of Good Housekeeping (SGH) and were able to comply with the Full Disclosure Policy of today’s administration’s flagship program on transparency and accountability.

Santiago, Ag Nor to impose GPS rental

AGUSAN DEL NORTE, Oct. 18 (PIA)
-- A rental fee amounting to P1,500 per day will now be imposed to any private individual or government entity that wants to use the Global Positioning System (GPS) of the municipality of Santiago, Agusan del Norte by virtue of Municipal Ordinance No. 41-2011 authorized by SB Sulpicio T. Dedumo.

A GPS is a navigational system involving satellites and computers that can determine the latitude and longitude of a receiver on Earth by computing the time difference for signals from different satellites to reach the receiver. (

Payment shall be made to the Municipal Treasurer’s Office upon showing the notice of approval from the Mayor’s office. Only trained employee is authorized to operate the GPS and rental of the said unit shall not be allowed during Saturdays and Sundays including holidays.

A fine of P2,500.00 and an imprisonment of 5 days but not more than 10 month shall be penalized to anyone who violates the said ordinance.

-- Inilahad ni Pangulong Benigno S. Aquino III na ipagpapatuloy ng pamahalaan ang pagsasakatuparan ng Pantawid Pamilyang Pilipino Program ng Department of Social Welfare and Development (4Ps) bilang isa sa mga pangunahing estratehiya upang mabawasan ang kahirapanan sa Pilipinas.

Para kay Pangulong Aquino, hindi lamang sagot sa pangangailangan ng mga mahihirap ang 4Ps kundi ito rin ay isang paraan upang matiyak ang kinabukasan ng sambayanang Pilipino.

“Simple lang po ang nais kong idiin sa programang ito: bukod sa paunang-lunas, sa pagsalba at pagtugon sa mga pangunahing pangangailangan ng pinaka-nangangailangan nating kababayan, ituring niyo po itong puhunan para sa inabukasan,” pahayag ng Pangulo sa mga kalahok ng National Sectoral Assembly.

Samantala, “Sa paninigurong may pagkain sa hapag-kainan; sa pagtitiyak na napupunan ng kabataang Pilipino ang bawat upuan sa mga silid-aralan; sa pagtutok sa pagbibigay ng atensyong-medikal sa ating mga kababayan, nasisiguro din natin na ang kanilang mga anak ay magkakaroon ng mas magandang pagkakataon upang makaahon sa kahirapan,” dagdag pa niya.

Ang nasabing pagpupulong ay isinaayos ng National Anti-Poverty Commission na ginanap kahapon sa Philippine International Convention Center Tent, sa lungsod ng Pasay.

Ang 4Ps ay estratehiya ng gobyerno upang mabawasan ang kahirapan at panlipunang kaunlaran sa pamamagitan ng pamimigay ng conditional cash grants sa mga lubos na mahirap na mamamayan upang mapabuti ang kanilang kalusugan, nutrisyon, edukasyon lalong-lalo na ang mga batang may edad na 0-14 taong gulang. Tagalog News: PAO pina-igting ang suporta sa organic farming, IPM at maliliit na irigasyon

AGUSAN DEL SUR, Okt. 18 (PIA)
-- Pinag-igting ng Agusan del Sur Provincial Agriculture Office (PAO) ang kanilang suporta sa organic farming, pamumuksa ng mga peste sa halaman o integrated pest management at sa mga maliliit na irigasyon para mapalago ang produksyon ng pagkain sa lalawigan.

Mula sa pondo galing sa 20 porsyentong provincial development fund, ang PAO ay nakapag-pagawa ng panlalawigang laboratoryo ng trichoderma na nagkahalaga ng P150,000 at naglalayong makakagawa ng sampung libong pakete ng trichoderma para sa taong ito. Ayon sa kanilang talaan, umabot na sa 16,950 pakete ang kanilang nagawa sa pagtapos ng buwan ng Agosto, 2011. Ang trichoderma ay isang compost activator fungi na siyang ginagamit para magkagutay-gutay ang mga puno ng naani ng palay at ito ay madudurog upnag gawing natural na pataba sa mga pananim.


Dahil sa kanilang produksyon ang PAO ay nakapagpamahagi ng 8,469 pakete sa 423 na mga magsasaka na may kabuuang 419 na hektaryang lupain noong sa pagtatapos ng buwan ng Agosto. Sa kasalukuyan, patuloy pa ang PAO sa pamamahagi ng mga naturang pampataba ng halaman sa mga nangangailangan.

Nakapagpagawa rin ang PAO ng isang vermi-culture production, isang teknolohiya sa agricultura na nag-aalaga ng mga uod na naglalabas ng matabang lupa at mga dumi na siyang nagiging pampataba sa mga pananim. Ang pundo na ginamit ditto ay galing din sa 20 porsyento ng provincial development fund na nagkahalaga ng P220,000 at ito ay nadagdagan pa ng P65,000 galing sa general fund, para makagawa pa ng tatlong vermi beds at naglalayong makaka gawa ng 250 sako na may 40 kilo bawat sako para sa taong ito. Noong katapusan ng Agosto, ang PAO ay nakagawa ng 313 sako at ito ay ipinamahagi sa 142 mga magsasaka at ito ay nagkakahalaga ng P250.00 bawat sako.

Sa nakitang kahalagahan ng pagsasaka gamit ang natural na pamamaraan, malugod na tinanggap ng mga magsasaka ang teknolohiyang itinuro ng PAO. Sa kasalukuyan, sa pamamagitan ng teknolohiyang ito at gabay ng mga eksperto na mula sa pamahalaan, 27 na ang bilang ng mga composting facilities ang ginawa ng mga magsasaka sa mismong sakahan nila sa buong lalawigan sa pamamagitan ng kanilang pundo at sa tulong mula sa mga lokal na pamahalaan. Ayon sa talaan, ang 27 na composting facilities na ito ay nakapagpamahagi na ng 981 vermi-compost habang patuloy pa ang pamamahagi nito sa kasalukuyan.

Sa layunin ding mapagtibay ang pagbabantay ng mga magsasaka sa kani kanilang sakahan laban sa mga peste at iba pang sakit, itinuro rin ng PAO ang integrated pest management program para sa 18 lugar para sa taong ito. Sa unang grupo na nagsanay sa palay check, 529 na mga magsasaka galing sa mga bayan ng San Francisco, Prosperidad, Bunawan, Rosario at Esperanza, ang naging benepisaryo. Para naman sa pangalawang grupo, plano ng PAO na sasanayin ang mga magsasaka galing sa mga bayan ng Trento. Bunawan, Bayugan City, Loreto at Sibagat.

At para naman maseguro na palaging may lamang tubig ang mga patubigan, ipinamahagi rin ng PAO ang sampung open source pump o shallow tube well at ito ay inilagay sa mga napiling lugar sa buong lalawigan. Ito ay nagkahalaga ng P1 milyon. Ang isa pang milyong piso na halaga ng multi-purpose drying pavement ay ipapatupad sa taong ito. (PIA-Agusan del Sur)

-- Ipinahayag kahapon ni Edwin Lacierda, ang tagapagsalita ng Pangulo na sisiguraduhin ng pamahalaan na patatagin at pasisidhiin ang pagsisikap sa pagsugpo ng problema sa prostitusyon at human trafficking sa pamamagitan ng Department of Justice (DoJ) at ng mga pangunahing ahensya nagpapatupad ng batas lalo na ang Philippine National Police (PNP).


Ayon kay Lacierda, pinapanatili ng pamahalaan ang pagpapabuti sa pagsugpo hindi lamang ng prostitusyon kundi pati na rin ang human trafficking dahil ito ay bahagi sa tungkulin ng gobyerno. Dahil dito, ang DoJ ay mas desididong pagsikapan ang pagsulusyon sa problema sa trafficking.

Idinagdag ni Lacierda na ang DOJ, kasama ang PNP ay nagsasagawa na ng paraan upang matugunan ang problema sa prostitusyon at human trafficking, sa katunayan, meron ng operasyong isinasagawa ang pulisya at ang DOJ.

Ani ni Lacierda, dahil sa mga panukalang ginawa ng pamahalaan upang malutas ang problema sa prostitusyon at human trafficking, nawala na sa pangalawang antas sa watchlist ang bansa.

Samantala, ang pamahalaan ay patuloy na gumagawa ng pangunahing hakbangin upang patibayin ang pag-uusig sa mga taong nasangkot sa ilegal na kalakal upang masiguro na mailagay sila sa selda.

Sa press briefing didto sa Palasyo niadtong Lunes, si Presidential Spokesperson Edwin Lacierda miingon nga ang administrasyong Aquino mihimo na sa tanang lakang ug panlimbasog aron matubag kini nga problema.

“We’ve always maintained doing our best to curb not only prostitution but also trafficking because its part and parcel… we have never turned a blind eye on that and that is the reason why the Department of Justice has been very determined in its efforts on trafficking,” si Lacierda miingon.

“Nasa DOJ po iyan (efforts to curb prostitution and human trafficking), kasama po ng PNP inaayos po yan … you curb corruption, you curb trafficking and there are certain police operations that are ongoing, DOJ operations that are ongoing,” dugang pa ni Lacierda.

Siya miingon nga, kini nga mga aksyon sa gobyerno pagsulbad sa prostitusyon ug human trafficking, nakapagawas sa nasod gikan sa level 2 watchlist.


“For that reason, we were taken out from the Tier two watchlist,” si Lacierda miingon, dugang nga sila sa kanunay nagahimo ug kinahanglan nga lihok aron mapalig-on ang prosekusyon sa mga tawo nga nalambigit sa maong ilegal nga patigayon aron maseguro nga sila masilutan sa balaod.
