4TH RDC-Dev’t Administration Committee meeting set in Butuan

BUTUAN CITY, Oct. 7 (PIA) -- Member-agencies of the Regional Development Council – Development Administration Committee (RDC-DAC) is set to convene for its 4th Quarter Meeting on October 14, 2011, 9:00a.m. at the Rajah Colambu Hall, Mazua Island Resort, Malvar Compound, Doongan, this city.

During the meeting, committee members will give updates on Butuan City’s Convergence Workshop; open interest of the National Intelligence Coordinating Agency (NICA) to join the Caraga RDC Full Council as non-voting member; and give status of the regional line agencies’ submission on agency budget/programs and projects to the attainment of the Millennium Development Goals (MDG) and President Aquino’s Social Contract.

DAC focuses on regional development planning which includes the Medium-Term Regional Development Plan and the Physical Land Use Plan with Disaster Risks Reduction (DRR) and Climate Change Adaptability (CCA).

The committee also covers the Development Finance and Regional Budgeting, Good Governance and Institution-Building, Peace and Security, Policy and Research, Statistics and Data Banking and Communication Advocacy.

The following are also the functions of the committee: 1) In coordination with sectoral committees concerned, monitor, review and evaluate implementation of all programs and projects along the lines of development administration in the region, identify implementation gaps and act on these directly or through a recommendation to the RDC, and determine success stories in program and project implementation; 2) Review and recommend to the RDC regional budget proposals of the national government agencies not belonging to the other sectoral committees; 3) Coordinate the formulation, evaluation, approval of medium-term and annual socio-economic development plans and investment programs of National Government Agencies (NGAs) not belonging to the other sectoral committees; 4) Propose policies, guidelines, systems and programs and projects designed for effective government management and services; 5) Create subcommittees and task forces as it may be necessary to carry out its objectives; and 6) Prepare and submit annual accomplishment reports. Caraga Reg’l Dev’t Council members to hold team building activity

BUTUAN CITY, Oct. 7 (PIA) – The Caraga Regional Development Council (RDC) will be holding a team building activity for its members in November 2011 at the Almont Hotel’s Inland Resort in this city. The said activity was agreed upon during the RDC Execom Meeting on September 6, 2011 at Surigao City.

According to National Economic and Development Authority (NEDA) Caraga Regional Director and RDC Vice-Chairperson Carmencita Cochingco, the team building activity will further strengthen the ties and partnership among the RDC members from different government agencies and partner stakeholders.

Cochingco also bared that the Ramon Aboitiz Foundation Incorporated (R.A.F.I) from Cebu City has been identified to conduct the two and a half day team building exercise dubbed “Low Element.”

With this, participants will be paying a fee of P4,500 to cover expenses such as program preparations, facilitators, safety coordinator, technical crew, equipment, travel and accident insurance, among other.

BCPO receives another vehicle from LGU-Butuan

BUTUAN CITY, Oct. 7 (PIA) -- In an effort to build the logistical capacity of the local police on its campaign against all forms of criminalities, the local government issued another vehicle to Butuan City Police Office (BCPO).

Hon. Ferdinand M. Amante, Jr., City Mayor, Butuan City, recently visited BCPO to lead the simple turnover ceremony of a slightly-used Toyota Pick-up type vehicle.

“My regular visit to this office means that I have a friendly relationship with the local police,” Amante said.

He also said that the diminution of Internal Revenue Allotment (IRA) for FY 2012 "simply means that Butuan City will be poorer by One Hundred Twenty Million Pesos (P120M) next year."

“Your rice allowance was due for increase recently,” the mayor paused, allowing a loud applause of his audience. “But because of the effects of diminution, we were forced to continue giving the same amount instead of an increase,” Amante said with an apologetic tone.

The mayor, however, pledged to give a cash bonus to the group of Police Chief Inspector Rowena A. Martinez for the successful arrest recently of Allan Lagangga, the number six Most Wanted Persons in Caraga.

Amante also announced the plan to buy an electric car for the use of Butuan City Police Office in the future.

“Electric cars are very economic to use and maintain. Besides, it’s a one-time investment.

“If we can keep Butuan a low-crime-rate city, investors from neighboring cities which, today are suffering from high-crime incidents, will transfer to us and our people will benefit from it,” Amante ended.

Police Senior Superintendent Jose V. Carillo, City Director, Butuan City Police Office, Butuan City thanked the local government headed by Mayor Amante for support to its projects such as the renovation of the Quality Service Lane, repair of the BCPO building, and the support of the Discipline Zone Project.

“Although the Discipline Zone still lacks the necessary road signs for proper implementation, but the project is gaining headwind in terms of enforcement of ordinances and community support,” Carillo said.

He said that projects to be launched in the future include E-Blotter, creation of the BCPO mini-library, renovation of the bachelor’s quarter, and the groundbreaking ceremony of the future site of the Butuan City Police Office’s headquarters in Doongan. (BCPO/PIA-Caraga)

Liga lauds Butuan City PNP Director

BUTUAN CITY, Oct. 7 (PIA) -- The Liga ng mga Punong Barangay on Wednesday during its regular session cited the Butuan City Police Office's “one policeman for every barangay” scheme.

Police Senior Superintendent Jose V. Carillo launched the Adopt-a-Barangay Project during the monthly regular session of the Liga ng mga Punong Barangay held at Imadejas Convention Center, this city.

In his discussion, Carillo explained to the punong barangays the nature of the project as embodied in the letter of instruction prepared by his office previously.

The project’s scheme strengthens the ties between the barangay and the police by assigning one policeman for every barangay to coordinate with the local officials and act as liaison officer between the two offices.

The assigned policemen will also discuss the matters regarding the maintenance of peace and order in the area during the regular meeting with the Barangay-Based Institutions such as: Barangay Peace and Order Council (BPOC), Barangay Anti-Drug Abuse Council (BADAC), Barangay Council for Protection of Children (BCPC), and to include the barangay Tanod organization.

After the presentation of the project, Punong Barangay Menelio Galan of Barangay San Ignacio immediately moved for the adoption of the said project by the Liga ng mga Punong Barangay and was readily approved by the body. (BCPO/PIA-Caraga)

Tagalog News: Tulong para sa mga magsasaka pinag-ibayo ng PAO

AGUSAN DEL SUR, Oct. 7 (PIA) –- Pinagibayo ng pamahalaang Panlalawigan ng Agrikultura (PAO) ang tulong sa mga magsasaka sa pamamagitan ng paglunsad ng tinatawag na organic farming, integrated pests management and small scale irrigation system.

Mula sa 20 porsyentong pondo ng development fund ng pamahalaang panlalawigan, ang PAO ay naglunsad ng isang trichoderma laboratory na nagkahalaga ng P150,000. Target ng PAO makapaglabas ng 10,000 pakete ng trichoderma para sa taong ito.

Ang trichoderma ay isang compost-activator fungi na ginagamit para palusugin ang lupa at gawing mas mayabong ang palay.

Ayon sa ulat na naitala nitong nagdaang Agosto 31, ang PAO ay nakapag ani ng trichoderma na may dami katumbas ng 16,950 pakete; higit ito sa itinalaga na 6,950 pakete.

Ang PAO ay nakapamigay na ng 8,469 pakete sa mga magsasaka para sa may 419 na sakahan, ayon pa sa ulat.

Ang PAO ay nakapaglunsad din ng vermin-culture, isang teknolohiya sa agrikutura na nagpaparami ng mga uod na tumutulong para makakagawa ng organic fertilizer. Ang pondo ay galing din sa provincial development fund ng pamahalaang panlalawigan na nagkahalaga ng P220,000 at nadagdagan pa ng halagang P65,000 na galing naman sa general fund. Noong katapusan ng Agosto, ang PAO ay nakagawa ng 313 sako at naibahagi sa 142 na magsasaka.

Sa nakitang kahalagahan at pakinabang ng organic farming, ang mga magsasaka ay nagsimulang ipatupad ang teknolohiyang pinapatupad ng PAO. Sa kasalukuyan, 27 na composting facilities na ang naisagawa sa buong lalawigan. Ang mga pasilidad na ito ay nakapagpamahagi na ng 981 sako ng vermin-compost.

Ang PAO ay naglunsad din ng programang integrated pest management (IPM) sa 18 na lugar sa taong ito. Ang unang grupo ng mga benepisaryo ay 529 na magsasaka mula sa mga bayan ng San Francisco, Prosperidad,Bunawan, Rosario at Esperanza. Para sa pangalawang grupo, ang PAO ay nagtalaga ng 21 lugar mula sa mga bayan ng Trento, Bunawan, Lungsod ng Bayugan, Loreto at Sibagat.

Para mapalakas pa ang supply ng patubig sa mga palayan, ang PAO ay nagmahagi ng sampung bomba ng patubig o tinatawag na shallow well na nagkahalaga ng P1 milyon. Isa pang milyong piso ang itinabi para sa multi-purpose drying pavement na ipapatupad sa taong ito. (PIA-Agusan del Sur)

Cebuano News: Aquino mingsaad ug ‘full support’ para sa proyektong flood control sa Pampanga

SURIGAO CITY, October 7 (PIA) – Si Presidente Benigno S. Aquino III mingsaad karong bag-o palang ug “full support” para sa plano karon sa lokal nga gobyerno sa Pampanga sa pag-kontrol sa dili matagna nga pagtaas sa tubig-baha nga naghatag ug dakong problema sa katawhan sa kadugay na nga panahon.

Si Presidente mingpahayag ngadto kay Pampanga Gobernor Lilia Pineda, atol sa usa ka pakig-pulong kalabot na sa kasamtangang kahimtang sa ika-tulong bantawan sa Pinatubo Hazard Urgent Mitigation Project didto sa Pampanga, ug iyang gitugunan si Public Works Secretary Rogelio Singson sa pagtuon ug maayo sa hinungdan sa pag-baha sa rehiyon ug mohimo sa klaro, angay nga solusyon sa maong kasinatian.

Sa maong interbyo, si Pineda mingasoy nga si Presidente nanumpa sa pagdugang ug pondo sa kalamidad ngadto sa probinsya para sa pagsangkap sa mga simpleng gikinahanglan ngadto sa katawhan.

“The President told me that once the calamity fund of the province of Pampanga is used up, we should submit the pertinent documents and he will augment the fund by providing additional funding for our use,” ingon ni Pineda.

“Ang sabi niya (President Aquino) tutulong ang National Government na hindi na kaya ng local government,” dugang ni Pineda.

Si Presidente nangako kay Pineda ug sa katawhan sa Pampanga nga maka-angkon sila sa hingpit nga suporta gikan sa nasodnong gobyerno.

“Aayusin natin yan. Basta tapusin muna ang mga study (on the causes of flooding) para hindi pa-chamba-chamba,” gi-asoy sa Presidente.

Gipahayag ni Pineda nga ang pinakahinungdan sa dili matagna nga pag-taas sa tubig-baha nga naka-apekto sa unom ka lungsod ug naka-distorbo sa 35,000 ka mga pamilya sa probinsya mao ang kapakyas sa Pampanga Bay sa paghakot sa tubig-baha palayo sa probinsya.

“Kaya si Secretary Singson, may team na siya na pupunta sa Pampanga Bay para sukatan ang tubig at tingnan yung flow ng tubig para malaman kung bakit napaka-bagal,” gidugang ni Pineda.

Dugang ni Pineda, usa ka inisyal nga pagtuon ang gimugna sa probinsya ang gisugyot nga adunay naka-babag sa kasangahan sa Pampanga Bay nga mingresulta sa sobrang pagtaas sa tubig-baha ngadto sa Manila Bay. (PIA-Surigao del Norte)
