Committees for the ‘Clean Ground, Zero Waste’ Program finalizes activities

BUTUAN CITY, Sept. 24 (PIA) – Different committees for the ‘Clean Ground, Zero Waste’ program started the finalization of their activities in line with the full implementation of the proper solid waste management thru the ‘No Segregation, No Collection’ Policy.

There are 10 operating committees in different levels for the said program namely: 1) Clean Households, Puroks, Barangays (38 communities) Committee chaired by City Dir. Romeo Solis of the Department of the Interior and Local Government (DILG); 2) Clean Streets chaired by City Councilor Dr. Virgilio Nery, Jr.; 3) Clean Schools (in 38 barangays) chaired by City Councilor Erwin Dano; 4) Clean Offices (regional line agencies, provincial government, private offices) chaired by City Vice Mayor Atty. Lawrence Lemuel Fortun; 5) Clean Business Establishments chaired by City Councilor Ryan Anthony Culima; 6) Clean Airwaves chaired by Philippine Information Agency (PIA) Caraga Regional Director Abner Caga; 7) Clean Hospitals chaired by Department of Health (DOH) Caraga Asst. Regional Director Dr. Cesar Cassion; 8) Clean Public Facilities (Langihan, Airport, Terminals, Plazas) chaired by Ms. Ruth Jugao, the over-all coordinator and City Economic Enterprise and Development Office (CEEDO) Manager; 9) Clean Transport chaired by Mr. Alfredo Radaza, LTTMO Chief; 10) Clean City Hall chaired by Ms. Gemma Reserva, General Services Officer.

According to Mr. Bong Alcala, Technical Consultant/External Resources Technical Working Group of the City Mayor’s Office bared that in the implementation of this program, the value-based approach will be applied thru the 5S - Sorting garbage and documents; Systematize; Sweeping; Standardize; and Self-Discipline.

Alcala added that the full implementation will be on November 11, 2011 (11-11-11) which the city government believes that this day will be a big start of change for all Butuanons.

Also, it was learned from the different committees that these are some of their planned activities: On Sept. 26 – 1st and final meeting with the Chief of Offices in each department in Butuan City Hall for the implementation of the 5S; Sept. 28 – Press Conference; Sept. 29 – Orientation/briefing of the Barangay Ecological Solid Waste Management (BESWM) members and eco-marshals; and Orientation and planning to community volunteers; Oct. 1-7 – Barangay level meetings to develop action plan; Oct. 8 – start of house to house education campaign including distribution of segregation guide by the BESWM, purok leaders, community volunteers, eco-marshals with a recorida.

With this development, all the clean committees will convene every now and then to give updates and strengthen information campaign with the involvement of the media. (JPG/PIA-Caraga)


Court employee pleads guilty of using prohibited drugs

BUTUAN CITY, Sept. 24 (PIA) -- A regular employee of the Regional Trial Court, Branch 4 here pleaded guilty to charges of maintenance of a Drug Den), possession of drug Paraphernalia and visitor of a drug den.

It can be recalled that at around 5:30 am of August 13, 2011 at Purok 2, Lopez Jaena Extension, Brgy Tandang Sora, this city, elements of the Philippine Drug Enforcement Agency (PDEA)-Caraga Special Enforcement Team led by Christy Silvan served Search Warrant No. 1157-2011 issued by Judge Godofredo B. Abul, Jr. dated August 11, 2011.

Said warrant was successfully served which resulted to the apprehension of Allan Patrick A. Atup, regular employee as Court Stenographer of RTC, Branch 4, and Kira Mae Pabia, a resident of Brgy, Tolosa, Cabadbaran City in Agusan del Norte.

According to PDEA-Caraga Regional Director Joel Plaza, the conduct of thorough search and inventory of the place stipulated in the search warrant was witnessed by Lordito Escol, Jr., Brgy Capt of Tandang Sora, Butuan City; Ronaldo Bedrijo, DOJ representative and Ariel Jaspe, a Bombo Radyo Reporter.
On September 12, 2011, the accused pleaded guilty to the crime as charge when arraigned with the assistance of his counsel.

Dir. Plaza said by virtue of his acknowledgment and voluntary plea, he (Atup) voluntarily admitted all the allegations that he had used methamphetamine hydrochloride, otherwise known as shabu, which is a dangerous drug and found positive for use after a confirmatory test.

“With this, the accused has violated Section 12 and 15 under Article II of Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002,” Plaza said.

Meanwhile, on September 13, 2011, Judge Abul of RTC Branch 4 issued a decision to the accused, guilty beyond reasonable doubt for violation of Section 15 and Section 12 of Article II of Republic Act 9165, and imposes upon him the penalty of six months rehabilitation and is sentenced to suffer indeterminate penalty of six months and one day as minimum to three and four months as minimum and a fine of Php 50,000.00, without subsidiary imprisonment in case of insolvency.

Accused is ordered to be placed under the care of Dr. Monina Atupan-Tan, a DDB accredited physician who is directed submit to the court a written report every three months on the progress of said treatment.

With these developments, PDEA-Caraga continuously intensifies its drug supply reduction drive throughout Caraga Region towards the attainment of the agency’s vision of a vigorous campaign against illegal drugs thru prosecution and conviction of all persons who violated the provisions of drug law. Tagalog News: OWWA-Caraga nangakong tututukan ang kaso ng namatay’ng OFW sa Kuwait

BUTUAN CITY, Set. 24 (PIA) -- Nangako ang pamunuan ng Overseas Workers Welfare Administration (OWWA) na tututukan ang kaso ni Jovie Montesoso, ang OFW na diumano’y tumalon sa ika-walong palapag ng gusali na kaniyang pinagtatrabahuhan sa Kuwait na naging sanhi ng pagkamatay nito noong Agosto 5.

Sinabi ng pamunuan ng OWWA-Caraga na gagawin nila ang lahat upang malaman ang totoong dahilan ng pagkamatay ni Montesoso na tubong Bayugan City, Agusan del Sur.

Samantala, dumating na noong Miyerkoles ng hapon ang bangkay ni Montesoso dito sakay ng Philippine Air Lines Flight PR 477.

Naging emosyonal naman ang pagsalubong ng pamilya nito sa Bancasi Airport kung saan matapos dalhin sa isa sa mga punenarya rito upang tingnan ang bangkay ay kaagad itong dinala sa kanilang tahanan sa Verdo, Bayugan City, Agusan del Sur.

Ayon kay Rochelle Montesoso, kapatid ng nasabing biktima, nakatakdang ilibing ang kaniyang kapatid sa darating na Linggo sa Bayugan City Cemetery.

Si Montesoso ay nagtatrabaho bilang isang receptionist sa Tala Tower Hotel sa Kuwait habang nangyari ang karumal-dumal na pagkamatay nito. (PIA-Caraga)
