BUTUAN CITY, July 20 (PIA) - The cabinet cluster system implemented by the Aquino administration shows positive result in the government’s effort to uphold good governance, alleviate poverty and lead economic growth in the country, said Usec. Michael Frederick Musngi of the Office of the Executive Secretary.
According to Musngi during the last segment of Pilipinas Natin, the cluster system draws positive result particularly in the Economic Development Cluster.
“Maganda ang panimula ng administrasyon ng unang taon ng mga cluster particularly sa Economic Development Cluster. Ang goal po nito ay walang iba kundi economic growth (The cluster system started well particularly in the Economic Development Cluster. Our goal here is to have economic growth),” he said.
He further recalled that last year, the government had sufficiently enhanced the country’s fiscal position. “We will still continue to work on this to prepare us for the public-private partnership that our government is doing,” he said.
In terms of human development, the official said the cluster’s mandate is to educate the Filipinos.
“This entails capacity building where we want to capacitate each individual to be more productive members of our society,” Musngi said.
While for good governance, the undersecretary said the government is doing everything to serve the true welfare of the Filipino people under the promise of ‘Kung walang corrupt, walang mahirap (Poverty will cease to exist if there is no corruption)’.
The climate change commission, according to Musngi, sees to it that we have prepared ourselves for mitigating in risk reduction networks because we need to evolve in the global phenomenon.
Finally, Musngi explained the security, justice and peace cluster is tasked to take care of the country’s territorial boundary. He also said, peace process must be finished in order to achieve long-lasting peace and order. (PIA-Caraga)

In the last of the “Pilipinas Natin” series, Usec. Musngi, said “Ang efficiency na gusto nating marating dito ay pag binuklod-buklod natin ang mga ahensiya ng gobyerno at merong mga focus groups sila, ay mararating natin ang mga goals separately and individually ng clusters nang mabilis at mabuting paggastos ng mga scarce government resources,” Musngi said.
(Clustering agencies of government allow focus groups to resolve issues and quickly achieve the goals of the cluster separately and individually, as well as spend government resources smartly.)
He also said that when government agencies are grouped together to share resources, achievement of individual goals are attained easier.
Through clustering, Musngi said the government will be able to come up with programs, actions, and targets as well as to layout the foundations of all the activities towards that grand design, he said.

PNP Chief commends regional police for narco haul

BUTUAN CITY, July 20 (PIA) - Philippine National Police (PNP) Chief Dir. Gen. Raul M. Bacalzo commended the Caraga police for assisting drug enforcement agents in a successful haul of narcotic plant Marijuana (Cannabis sativa) concealed among the foliages along the hinterlands of Sitio Mactan, Brgy. Casapa, Lapaz near the border of Agusan del Sur and Bukidnon provinces.
Bacalzo said that even if their role in the anti-illegal drugs campaign is just to assist the Philippine Drug Enforcement Agency, he was still elated to know that the police had contributed significantly to the success of the operation.
“Full cooperation between and among the law enforcement agencies such as the PNP, PDEA and others will surely accomplish much,” he said.
The composite team from the 13th Regional Public Safety Battalion, the Regional Special Operation Task Group (RSOG), the La Paz Municipal Police Station and the 26th IB, 402nd Brigade, Philippine Army in coordination with PDEA, discovered the wide tract of Marijuana plantation covering approximately 1,300 square meters area.

Bacalzo said that medals awaited for those police personnel who had assisted during that successful operation which will be given to them in due time.
The PNP chief was also here as guest to the inaugural rites of the PNP Day Care Center, the Lady Officers Club Office and the Regional Office of the Regional Intelligence Unit 13 at Camp Rafael C. Rodriguez.
He also attended the graduation of some 50 police intelligence officers who had participated in the weeklong seminar-workshop on intelligence gathering. The PNP chief also proceeded to inspect the progress of the on-going construction of the 10-million PNP Hospital beside the PNP camp, a joint DOH-PNP Project under his stewardship. (PIA Caraga)
Farm home visit beneficial to 86 barangays

BUTUAN CITY, July 20 - Farm home visits of Mayor Ferdinand Amante Jr. through the City Agriculturist Office in the 86 barangays is another big leap in the economic advancement in the field of agriculture of this city.
The first recipients of the above stated activity are barangays Los Angeles, Mahay, and Ampayon which started last July 5.
Farm home visits to identified agricultural barangays will allow agricultural technicians (ATs) to listen, assess, evaluate, and determine the problems of the farmers (before, during and after the cropping season).
This way, ATs serve as direct links between farmers and governmental agencies in resolving agricultural concerns.
One sample problem encountered by some farmers at Bgy. Mahay is siltation which resulted to almost nil production during the season. The AT brought the matter to the National Irrigation and was assured of an immediate action.
Usually, a follow-up on the recent and updated agricultural methodologies is the usual agenda during the tour. Through farm visits, farmers from the remote areas can save their hard earned money in paying fares to the city proper since their first hand problem is already resolved within the level. Tagalog News: Agusan del Sur nabigyan ng 250 pwesto ng mga sasanayin ng JP-YEM

AGUSAN DEL SUR, Hulyo 20 (PIA) – Dalawang-daan at limang pung (250) kabataan mula sa Agusan del Sur ang lalahok sa pagsasanay ng joint programme on youth, employment and migration(JP-YEM). Ang program ay pinapatakbo ng Technical Education and Skills Development Authority (TESDA) at ng International Labour Organization.
Ayon sa memorandum ng TESDA na nilagdaan ng Executive Director ng TVET System Development na si Marta Hernandez, ang pagsasanay na ito ay nakalaan para sa mga out-of-school youth, abandonadong mga kabataan o di kaya’y iyong mga nahiwalay sa kanilang mga pamilya, mga kabataang iniwan ng mga kamag-anak na OFW, mga walang trabahong nakatapos ng high school at mga returning migrants. Ang mga nasambit na ito ay kailangang nasa edad na 18 hanggang 24 na taong gulang, nakapagtapos ng high school o kaya’y mga hindi nakapagtapos ng koliheyo at nagkakaroon lamang ng taonang kita na hindi hihigit sa P120,000.
Nakipag-ugnayan ang TESDA sa Provincial Social Welfare and Development Office dito sa lalawigan para maseguro na ang mga lalahok ay kwalipikado. Ang PSWD ay nakipag-ugnay din sa kanilang mga local na tanggapan sa mga bayan para sa parehong layunin.
Kamakailan lang, si Gob. Adolph Edward Plaza ay naglagda ng isang kasulatan kung saan nakasaad ang mga magsisipagsanay sa programang ito, na inihanda ng TESDA provincial director na si Joventino Aleta at ng TESDA director na si Edwin Gatinao.
Siyam na kursong teknikal ang inihahain ng programa na nagbibigay pag-asa na ang mga kalahok upang makapagtrabaho pagkatapos ng pagsasanay, o kaya’y magtayo ng sariling negosyo, o magtrabaho sa labas ng bansa. Ayon kay Norberto Dorado, isang senior technical specialist ng TESDA, ang lahat ng magsisipagtapos sa pagsasanay at makakapasa ng assessment na inihanda ng TESDA ay bibigyan ng National Certificate level II na kinikilala sa buong mundo para makapag-apply ng trabaho kahit sa labas ng bansa..
