Police Region Office holds groundbreaking rites for day care center

BUTUAN CITY, May 10 – Police Regional Office 13 held a groundbreaking ceremony for its P400,000 peso day care center located at Camp Rafael C. Rodriguez in this city last Monday.

The PNP regional chief CSupt. Rafal said that this is part of the PNP’s National Integrated Transformation Program, and its promotion of the government’s gender and children welfare agenda.

The guest of honor and speaker during the event was DSWD Caraga Assistant Regional Director Mita G. Lim. A memorandum of agreement (MOA) between the regional PNP and the DSWD was also signed for the establishment and operation of the 60-square meter facility.

Apart from Rafal and Lim, others in attendance were members of the PRO 13 Officers & Ladies Club led by Mrs. Ivy Boquerin, Mrs. Rafal and PSSupt. Aunzo; and officers of the Habitat for Humanity, which will also be assisting the project and some members of the PRO 13 PNP Press Corps. The ceremony was administered by the regional chaplain PCInsp. (Fr.) Marlou Labares.

Rafal during his message said that he had approved the recommendation of the PNP Housing Board, upon the request of the ladies and officers club for the establishment of such facility. He said that the PNP regional office had been busy with the improvement of its operational capability that the improvements of the camp facilities had seemed to be overlooked. He was thankful, however, to the ladies club for conceptualizing the move and for initiating a fund raising activity to put up the day care center. He also said that the building will be fastracked so that it may be ready in time for the opening of classes.

Rafal said that the regional PNP camp is blessed with a bigger area that in the future could be developed to build not only the day care center facility or the ladies and officers club house, but also other structures such as a “theme park” which may feature the history, the arts and culture of the Caraga region.

Future camp developments according to Rafal may include the access road towards the 10-million peso hospital of the PNP and the DOH, a 2-storey training center and more quartering facilities. (PIA-Caraga)


Cops nab drug pushers in Butuan

BUTUAN CITY, May 10 (PIA) – Elements of the Anti-illegal Drugs Task Force of Butuan City Police Office here apprehended suspected drug pushers in a raid conducted in four houses in Purok 4, Brgy. San Ignacio, this city, early morning today.

According to report, the raid ended at around 10 a.m. and as of press time, local authorities are still consolidating all confiscated drug paraphernalia that includes a number of sachets of suspected shabu, arms and ammunitions from a certain Khadafi Kassan a.k.a. Mandapi, Mhukaliddin Mangatong a.k.a. Muks, Mark Sol Mangatong and Tash Sultan a.k.a. Taskie who also owned seven houses, all subject of the raid.

Meanwhile, said personnel of the task force also confiscated five sachets of suspected shabu from six persons who at the time of the raid, were staying in a nearby waiting shed. The suspects were identified as Abdul Jaafar, Ronaldo Talan, Emilio Petalco, Saidini Impaso, Camilo Acdal and Sinuddin Saumay.

Representative from the Department of Justice (DOJ) through Ronald Bedrijo, as well as barangay officials of San Ignacio were among those who witnessed the raid.

The operation was conducted through the joint efforts of the city government of Butuan and the local PNP here in its effort to fight the drug menace in the city especially in the said barangay, known as one of the drug dens here. (PIA-Caraga)


Butuan artists unite in “Panagtagbo” art exhibit

BUTUAN CITY, May 10 – Balangay Festival 2011 brings together the finest traditional arts created by 13 Butuanon visual artists during the “Panagtagbo” Art Exhibit that runs from May 2 to 30, 2011 at Butuan National Museum lobby.

According to Likha Caraga President Gualberto Licong, the activity is a great chance to see and learn about Butuan’s art and culture. “We will also provide skills training through free workshops on crayons, cartooning and other mediums. The Panagtagbo hopes to raise the cultural pride and artistic value of Butuan’s local artists under Likha-Karaga,” Licong added.

Almost 40 sculptures and paintings are now on display, and are for sale. These were crafted by famous Davao-based artist Anoy Catague, the multi awarded Jun Licong, and prominent visual artist Kit Gresos. Other artists include Renato Altubar, Dhoods Atamosa, Gogoy Candelario, Venencio Conales, Richard dela Cruz, Renante Dublois, alwin Musa, Casiana Torralba, Ronnie Rudinas and Restituto Sala.

Butuan National Museum Curator Agustina Tamayo urged the public to appreciate local history and culture through the wide-ranging and unique art collections.

“These are the pride of Butuan and our local artists are considered not ordinary artists because they shine in big cities and earned awards ,” Tamayo said.

An eye catching art exhibit is the Jun Licong’s “Lullaby for the City” which uses as medium sawdust and cement that portrays Butuan City Mayor Ferdinand Amante Jr. holding a guitar.

Panagtagbo Art Exhibit will hold every Fridays and Saturdays different art workshops, simultaneous symposium and during weekdays there will be focus group discussions.

DILG XIII conducts HRMD plan finalization workshop

BUTUAN CITY, May 10 – In an effort to develop its own Human Resource Management and Development (HRMD) Plan, the Department of the Interior and Local Government Region XIII under the Strengthening Local Governments in the Philippines Project (SLGP) conducted a Human Resource Management and Development Plan Finalization Workshop held recently at the Prince, Hotel and Restaurant, this city. The SLGP was sponsored by Agencia Espanola de Cooperacion Internacional para el Desarollo (AECID).

The workshop was an off-shoot of the HRMD Plan Formulation conducted last December 2010 in Goat2geder Hotel and Restaurant here. It was aimed at perfecting the initial HRMD Plan crafted last year by using various tools for the development of a good HRMD Plan.

DILG XIII sees it as a vital need to formulate an HRMD Plan to respond to the present needs and future goals of the Department in order to cope with the demands of its clientele at this time.

During the activity, the participants were able to revisit the Department’s vision and mission. They, too, identified their respective duties and functions which need focus in order to better their performance to better serve their clients.

In his speech, RD Burdeos stressed the importance of a human resource management and development plan. He also emphasized the need take care of one’s health to be an effective worker.

Through the workshop, the participants were able to come up with a job analysis-which is the process and procedure used to collect and classify information about tasks the organization needs to complete. The said process is an essential tool in formulating a good HRMD Plan.

At the end of the activity, the participants were able to finalize an HRMD Plan by using the tools necessary for its formulation.

DILG XIII plans to conduct the same workshop in each local government unit in the region in order to assist LGUs in developing their own HRMD Plan and address the gaps identified in the LGUs System on Competency Assessment for Local Governments (SCALOG) reports and Capacity Development Agenda. Validation, coordination meeting on the proposed Siargao Nautical Highway project set

DAPA, Surigao del Norte, May 10 (PIA) - A validation and coordination meeting relative to the proposed Siargao Nautical Highway project was recently conducted in Siargao Island, this province.

Led by the National Economic Development Authority - Caraga Regional Project Monitoring Committee (NEDA-RPMC) together with the Philippine Ports Authority (PPA) and the Department of Public Works and Highways (DPWH) 2nd Surigao del Norte Engineering District Office, RPMC personnel with the PPA evaluators discussed the information and their evaluation on the proposed Nautical Highway Project that will connect mainland Surigao, Bucas Grande Island and Siargao Island with the presence of the LGU officials, DPWH 2nd SDN-EDO engineers, PPA-Siargao Port staff led by Port Manager Engr. Proserfina Matugas - Coro and selected recognized constituents of the 1st Congressional District of Surigao del Norte (Siargao and Bucas Grande Islands).

The Nautical Highway project begins in Brgy. Jayanggabon, Claver town with a new Roro port to be developed that will approximately cost P250 Million pesos and a complementary Roro port in Brgy. DoΓ±a Helene, Socorro, Bucas Grande Island will also be constructed costing around P100-150 Million pesos as per evaluation of PPA consultants.

Roro ports facilities include a modern passenger terminal for foreign and local travelers. Then, a 120-meter bridge will be installed in Brgy. Sering, Socorro crossing Pagaspas Island.

From Pagaspas Island another 30-meter bridge will be constructed connecting to the Middle Bucas Grande Island and a 30-meter bridge linking to Brgy. Consolacion, Dapa, Siargao Island will also be installed.

From Brgy. Consolacion, a road that will connect to Brgy. San Miguel will be constructed and in Brgy. San Miguel another Roro port will be developed. A complementary Roro port will also be constructed in Brgy. Jubang, Dapa and a road exiting to Brgy. Sta. Fe, Dapa will be improved to complete the nautical highway project.

The PPA consultants need to conduct an area inspection and consultation with the residents of Brgy. San Miguel and Brgy. Jubang, Dapa before they can make an estimate amount for the development of new Roro ports to the two sites which are part of the nautical highway.

The DPWH, represented by Engr. Wolter C. Mantilla, has committed to give its full assistance in the development of the roads that are part of the proposed nautical highway project as the said roads to be constructed will have to be national roads.

The nautical highway project offers an efficient and short way to travel to Bucas Grande Island and Siargao Island. The route will provide businessmen an alternative way to transport their cargoes from different parts of the Philippines. For tourists and travelers, the proposed nautical highway will allow them to hop from one island to another and enjoy the scenery of the islands in the comfort of their cars.

The project’s realization will surely improve the socio-economic condition in Siargao and Bucas Grande Islands as it provides employment and investment opportunities especially in tourism industry.

The proposed Siargao Nautical Highway project is a long term project of the Office of Congressman Francisco T. Matugas (1st District SDN), Office of Governor Sol F. Matugas of the Province of Surigao del Norte, PPA, NEDA, and DPWH with the endorsement of the Local Government Officials of Siargao and Bucas Grande Islands. COMELEC starts voters’ registration in Butuan

BUTUAN CITY, May 10 (PIA) – The Commission on Elections (COMELEC) here has started the registration of new voters, and voters that need to transfer to a new voting precinct.

According to COMELEC, the early registration was intended purposively to prevent muddled situations during the listing of the new and newly-transferred voters here in the city.

COMELEC Officer Osea Makiling is calling the attention of those who are interested to register to grab the opportunity to be registered early so that everything will be put in place.

Makiling further said, qualified voters must bring the following requirements: birth certificate (for the first registrants), marriage contract and other documents as proof/evidence of their identity.

Moreover, Makiling said registrants will just visit the COMELEC office located at the city hall complex here during office hours from Monday to Friday.

DPWH Surigao del Sur bares accomplishments

TANDAG CITY, May 10 (PIA) – The Office of the Department of Public and Highways (DPWH) 1st Engineering District of Surigao del Sur headed by District Engineer Joseph Calderon said a total of 184.907 kilometers of road in the province has been concreted, while 1.366 kilometers is yet to be paved using this year’s budget. The remaining gravel road is only about 36.164 kilometers.

According to Jo Moselina, DPWH Information Officer, the national road network has a total length of 222.437 kilometers covering 13 municipalities and one city namely: Carrascal; Cantilan; Madrid; Carmen; Lanuza; Cortes; Tago; San Miguel; Bayabas; Cagwait; Marihatag;, San Agustin; Lianga, and this city.

For 2011, the following infrastructure are now on-going for construction: Aras-asan Diversion Road in Cagwait, Surigao del Sur (Php2M); Bocawe Bridge and Approaches in Lanuza along Surigao Davao Coastal Road (SDCR) (Php15M); Road Slip at Amag-Hinayhayan Section, Bayabas (Php20M); Junction along Gamut-San Miguel-Bayugan Road (Php32.890M); Widening of SDCR, Balilahan Intersection, Brgy Mabua, Tandag City (Php10M); Road Slip at San Agustin-Salvacion section along SDCR, San Agustin (Php20M) and idening/Concreting of Additional Lane along SDCR (Tandag city Section) (Php50M).

Also, Moselina said a total of 134 bridges were already constructed in the 1st District where national bridges composed of 14 steel bridges, 114 concrete bridges and six bailey bridges that connecting road networks within the district are already put in place.

The series of project implementation is a good indication for the province of Surigao del Sur to achieve economic development, where tourism industry is now highly promoted by Governor Johnny Pimentel to mark Surigao del Sur as one of the tourist destinations in Caraga Region. PFARO in Surigao del Sur brags feat in early months of 2011

TANDAG CITY, May 10 (PIA) – The Provincial Fisheries and Aquatic Resources Office (PFARO) in Surigao del Sur cited its accomplishment for the first four months of 2011.

In time with the celebration of the Farmers’ and Fisherfolks month this May with the theme: “Managingisdang Direktor para sa Mas Matatag na Balikatan”, PFARO Chief Luisito Yu cited their achievements under the four (4) major services: production support, extension support, education and training, research and regulatory services.


However, under such fields, Yu stressed more on production support through fingerling dispersal.

Meantime, Yu said, the Bureau of Fisheries and Aquatic Resources (BFAR) has earmarked P1.3M for the rehabilitation and upgrading of the Provincial Fish Nursery (PFN) here.

GADCC-Caraga bares activities for the 2nd quarter

BUTUAN CITY, May 10 (PIA) – After the successful celebration of the Women’s month last March 2011, the Gender and Development Coordinating Committee (GADCC) Caraga convened again to plan another set of activities for the second quarter of this year.

GADCC chairperson Atty. Marylin Pintor, Commission on Human Rights (CHR) Caraga Regional Director bared that one of the proposed activities for the second quarter is the conduct of Responsible Parenthood, Reproductive Health and Population and Development Bill Forum on June 1-2, 2011.

“The two-day forum will enlighten and give participants from different stakeholders better understanding on the RH bill which will be presented by Sen. Liza Hontiveros on the set date,” Pintor said.

Pintor also added that initially, 150 participants will come from the regional line agencies on the first half-day of the forum on June 1 together with the 25 participants from non-government organizations, 100 from academe, and 26 from the local government units and 10-15 members from the local tri-media while another set of more than 200 participants on the second half-day (June 2).

Meanwhile, GADCC Secretary Mr. Paris Gaballo, GAD focal person of the National Economic and Development Authority (NEDA) Caraga reported the accomplishments of the committee on the women’s month celebration last March 2011. He reiterated that member-agencies actively participated during the kick-off ceremony thru the ‘umbrella’ parade and ‘Hataw’ exercise, and succeeding activities like the 7th Kalandrakas, Lumad visitation and free medical/dental mission, and sportfest were also successfully conducted by the GADCC members.

It was also learned that some of the upcoming activities for the second quarter are the following: Training on Men Oppose to Violence Everywhere (MOVE) Gender Peace/ Violence against Women and Children (VAWC); Gender Differences Seminar; Final reading of Butuan GAD Code, and others. (PIA-Caraga)


Vermiculture, vermi composting project launched in Surigao City

SURIGAO CITY, May 10 (PIA) – The Department of Agriculture - Regional Office XIII in coordination with the city government here recently launched the vermiculture/vermi composting project at the composting facility and vermiculture in Barangay Canlanipa this city.

The launching was highlighted with the presentation of vermiculture and vermin tea by City Agriculturist Isaias Elumba and the distribution of vegetable seedlings, vermin cast and vermin tea to the selected farmer beneficiaries of Brgy. Canlanipa.

The said distribution was done by City Mayor Ernesto Matugas together with his wife Filomena Matugas, DA Regional Coordinator Marcelo Daya, Asst. City Agriculturist Hyde Villalba, OIC- City ENRO Engr. Elmer C. Tecson, Soil, Water Management Consultant Gunmar Kassberg and Canlanipa Brgy. Captain Jaime Fetalvero.

The farmers then extended their heartfelt gratitude to the proponents of the said project and to the city mayor for their support.

German Consultant Gunmar Kassberg also vowed to continue in extending assistance to the city agriculture for the said project.

Vermiculture is the culturing of earthworms to produce vermi compost that can be used as fertilizers to bring the soil back to life. Prolonged used of the vermicompost increases soil life and fertility and is often regarded as "nature's perfect organic fertilizer" which is very appropriate for use by the organic farmers. AGUSAN DEL SUR, Mayo 10 (PIA) - Inilabas ng tanggapan ng Panlalawigang Agrikultura kamakailan lang ang kanilang taunang programa kasama na ang inilaang pondo para sa ikauunlad ng ekonomiya sa layuning pagtibayin ang produksiyon ng pagkain upang matugunan ang kakulangan sa pagkain na dulot ng di magandang takbo ng panahon.

Ayon kay Armando Lagumbay, hepe ng naturang tanggapan, mahigit kumulang P50 milyon ang kanilang inilaan para gugugulin sa kasalukuyang taon para sa ibat-ibang proyektong pang agrikultura tulad ng “diversified farming system, agricultural enhancement for growth and productivity,” prutasan, gulayan, sagingan, palaisdaan at kahayopan. Ang iba pang programa na kanilang pagtuunan ng pansin ay pagpaunlad ng micro-enterprise, pangkabuhayan at kalakalan, kasali na ang programang pang turismo.

“Para sa “diversified farming and agricultural enhancement," ang PAO ay naglaan ng P24 Milyon. Ang programamng ito ay naglalayong lalago ang ating produksiyon ng bigas at mais na siyang nasalanta ng nagdaang bagyo. Para sa prutasan, gulayan at sagingan, naglaan tayo ng P5,275,000, at para sa palaisdaan, mahigit kumulang mga P9500,000, kasama na rito ang ating suporta sa organic farming. Naglaan din tayo ng P1,150,000 para sa provincial soil laboratory at P643,819 para sa isuporta sa mga espesyal na mga proyektong darating.

Siyam ang nakalinyang proyekto ng panghayopan na pupundohan natin ng P9,630,189, at ang Agusan del Sur Economic Research and Business Center na pianglaanan din ng P8 milyon para sa pangkabuhayan at pagbibigay trabaho, at ang pagpapaayos ng tubigan para sa level III. Naglaan din tayo ng pundo para sa cassava chips at pagpoproseso ng karne,” sabi ni Lagumbay.

Ayon kay Lagumbay, magtatayo din ng Agusan Marsh ecolodge sa layuning suportahan ang turismo kung saan ang Agusan Marsh ay matatagpuan malapit sa palayan at ito ay pinunduhan ng P3 milyon.

Dagadag pa ni Lagumbay, ang mga pundong nakalista ay maggagaling lamang sa kaban ng probinsya, at hindi pa kasali rito ang mga proyektong pinupunduhan ng pambansang pamahalaan at dayuhan. (PIA-Agusan del Sur)

BUTUAN CITY, Mayo 10 (PIA) – Pinaghahanda na ng Department of Education (DepEd) Caraga Regional Office ang mga paaralan at maging ang mga guro, estudyante at mga magulang para sa nalalapit na Brigada Eskwela, o ang National Schools Maintenance Week na gaganapin sa Mayo 23-28, 2011. Ito ay pangungunahan ni DepEd Regional Director Gloria Benigno.

Sa pulong ng Agusan del Norte Provincial Peace and Order Council (PPOC) na dinaluhan nila Gov. Erlpe John Amante, mga ahensyang kasapi, AFP at PNP, ibinunyag ni G. Iglucito P. Duquesa, Education Program Supervisor ng DepEd-Agusan del Norte Division na magkakaroon ng caravan ang kanilang central office at field offices ngayong Mayo 23 upang opisyal na simulan ang ‘Brigada Eskwela’.

Dagdag pa ng opisyal magsisimula ang nasabing pagtitipon sa ganap na alas 6 ng umaga na unang dadaan sa central office para sa mga kalahok ng DepEd main office, National Capital Region (NCR), at sa mga regional field offices. Aniya, magtatapos ang caravan sa isang public school sa bawat lugar kung saan opisyal na magsisimula ang seremonyas.

Dagdag pa ni Duquesa , ayon sa pinirmahang DepEd memorandum ni Sec. Armin Luistro, tinatawagan ang mga kawani ng nasabing ahensiya na sumali sa nasabing pagkilos sa malapit na pampublikong paaralan sa kanilang lugar upang ipakita ang kanilang suporta.

Ang mga interesadong empleyado ay mabibigyan ng dalawang araw na volunteer work sa opisyal na oras, at aprubado ng kanilang head of office.

BUTUAN CITY, Mayo 10 (PIA) – Sa katatapos lang na pagtitipon ng mga kinatawan ng iba’t-ibang sektor kasama ang Philippine National Police (PNP), Armed Forces of the Philippines (AFP) at mga municipal mayors para sa Provincial Peace and Order Council (PPOC) meeting ng Agusan del Norte, sinabi ng PNP na bumaba ang bilang ng krimen sa probinsya.

Ayon sa ulat ni PNP Agusan del Norte Provincial Director PSSupt Manuel Obrera, sa loob lamang ng first quarter ng taong ito, bumaba na ang criminality rate sa probinsya kumpara sa nakaraang taon.

Dagdag ng opisyal na bumaba ang krimen dahil sa paghihigpit at pagsasagawa ng pagpapatrol ng mga pulisya sa mga barangay ng probinsya lalung-lalo na sa gabi kung kalian mas maramimg insidenteng nangyayari.

Tiniyak naman ni Obrera na maayos ang takbo sa kabuuan ng probinsya ng Agusan del Norte.

Binalita ni Col Romeo Gapuz, Philippine Army 403rd Brigade Commander na magkakaroon ng ‘Oplan Bayanihan’ ang kanilang tropa sa nasabing probinsya bago matapos ang taong kasalukuyan.

BUTUAN CITY, Mayo 10 (PIA) - Ang Boy Scouts of the Philippines (BSP) Agusan Council Executive Board ay muli na namang magbibigay ng pagkakataon sa mga lokal scouts at scouters na makilala ang kapwa scouts at scouters mula sa ibang konseho at karatig bansa sa pamamagitan ng pagdadaos ng taunang pagganap ng national scouts jamboree.

Sa isinagawang pagpupulong ng Provincial Peace and Order Council (PPOC) kamakailan lamang, inanunsiyo ni Department of Education (DepEd) Agusan del Norte Education Program Supervisor Iglucito P. Duquesa na ang BSP Agusan Council ay humihikayat sa mga kasapi nito na makilahok sa 15th national scouts jamboree and international advancement camp na isasagawa sa Philippine Scouting Center for Asia-Pacific Region sa Mt. Makiling, Los BaΓ±os, Laguna ngayong Mayo 25-31, 2011.

Dagdag ni Duquesa, upang maging karapat-dapat sa jamboree, ang aplikante ay 1) dapat na kasalukuyang rehistrado bilang boy/senior scout, 2) hindi dapat bababa sa 11 o tataas sa 17 ½ na taong gulang bago pa ang simula ng jamboree, 3) dapat ay mayhawak ng kahit man lamang 2nd class scout badge o anumang katumbas nito, 4) dapat ay angkop ang pisikal na pangangatawan na pinagtitibay ng doktor, 5) dapat may karanasan sa camping na hindi bababa sa isang taon at may sapat na kaalaman sa scouting, at 6) dapat na nakadalo sa pre-jamboree training sa pangunguna ng council.

Para sa mga scouters, gaya ng nararapat, sila ay dapat na rehistrado sa BSP; dapat ay nakapagsilbi bilang Unit Leader o Assistant Unit Leader na hindi bababa sa dalawang taon; dapat ay may magandang karakter na moral; dapat ay angkop ang pisikal na pangangatawan na pinagtitibay ng isang manggagamot; dapat may karanasan sa camping na hindi bababa sa dalawang taon at may sapat na kaalaman sa scouting; at dapat na nakadalo sa pre-jamboree training sa pangunguna ng council.

Para sa mga kalahok, ang registration fee na sisingilin para sa scout ay Php 9,500.00 at para naman sa adult leader ay Php 9,600.00. Ito ay sasakop sa transportasyon, pagkain para sa buong tagal ng jamboree, jamboree fee, materyal para sa camp, mga kagamitan, para sa anumang maaaring mangyari, at mga administratibong gastusin. Gayunman, ang mga gastusin na may kaugnayan sa pakikilahok ay maaaring singilin sa School Board/Local School Funds/School MOOE na karaniwang sakop sa patakaran at mga tuntunin ng accounting at auditing. SURIGAO CITY, May 10 (PIA) - Si Pangulong Benigno S.
