Butuan City Mayor leads assessment meeting; various issues and concerns raised

BUTUAN CITY, Feb. 2 (PIA) - City Mayor Ferdinand Amante Jr. led the assessment meeting today, Feb. 2 at the Father Saturnino Urios University (FSUU) Gym with local officials and various government agencies concerned to discuss issues and concerns on the continuous rains being experienced in the city that caused floodings in all the barangays here. 

Butuan City Social Welfare Department chief, Ms. Aldeberan Mordeno bared that the distribution of relief goods to evacuees is ongoing. However, Mordeno clarified that only those evacuees staying inside the evacuation centers are being prioritized.

Regional Disaster Risk Reduction and Management Council (RDRRMC) Chair and Office of Civil Defense (OCD) Caraga Regional Dir. Blanche Gobenciong clarified that the earlier declaration of lifting the suspension of work in the region is for national government offices only so that its services to the public will continue especially at this time of calamity while suspension of work for the local government remains until further notice. 

Gobenciong also said that reports coming from agencies should cite specific type of assistance needed by barangays so that appropriate response will be provided.

Meanwhile, the City government general services office reported that many of the private establishments are donating cash and goods for the evacuees and also for the volunteers.

The Department of Health Caraga is also providing medicines to the evacuees and water disinfectant to flood-affected barangays. (PIA-Caraga)


Alert Level 3 still up in Caraga; Butuan City dad sustains suspension of work in local gov’t

BUTUAN CITY, Feb. 2 (PIA)
-- Alert Level 3 is still raised in the region as a Low Pressure Area (LPA) estimated at 40kms. North of Hinatuan, Surigao Sur, Eastern Mindanao was sighted which is expected to bring scattered to widespread rainshowers that may trigger flashfloods and landslides. 

According to Regional Disaster Risk Reduction and Management Council (RDRRMC) Chair and Office of Civil Defense (OCD) Caraga Regional Dir. Blanche Gobenciong, Alert level 3 is still up in the region because of the LPA and classes in all levels are still suspended.

However, suspension of work in the public and private offices was lifted to ensure the normal delivery of services to the public. Gobenciong again appealed to the people living near mountain slopes and low lying areas to seek safer grounds. 

Meanwhile, City Mayor Ferdinand Amante Jr. said that for Butuan City, suspension of work for local government offices issued Feb. 1 remains today, although private corporations and institutions are given prerogative whether to declare the same. (PIA-Caraga)


DSWD-Caraga sets launching, registration on 4Ps to Set 4-A municipalities

BUTUAN CITY, Feb. 2 --The Social Welfare and Development Office in Caraga region has registered an additional 23,330 potential households of the Pantawid Pamilyang Pilipino Program (4Ps) in (6) six municipalities, recently.

These municipalities are: Bayugan and Trento, Agusan del Sur Province; Bacuag and Sison, Surigao del Norte and Barobo and Bayabas of Surigao del Sur. Butuan city, which is part of 4Ps also registered an additional 7,393 potential households. 

The selection of the beneficiaries was done by identifying the poorest provinces based on the 2006 Family Income Expenditure Survey (FIES), then the selection of poorest municipalities were selected through Small Area Estimates (SAE) and FIES where saturation survey of household were conducted. The last process is the computerized selection based on a ranking system using the Proxy-Means Test (PMT) developed for the program, which assess the socio economic characteristics such as ownership of assets or appliances; type of housing unit; level of educational attainment of households heads; and access to water and sanitation facilities. 

The selected beneficiaries will receive a monthly cash grant maximum of P1,400. Each child for a maximum of three children will get P300 for education and P500 for health. 

The beneficiaries will now receive their cash grant every two months instead of every quarter, to immediately address the needs of the beneficiaries especially on health and education.

For the set 4-A beneficiaries, they will receive their cash grant in March 2011.

Caraga region, has a total of 54 municipalities for set 1-3 areas and additional 16 municipalities will be added this year with 44, 801 potential households.

DSWD-Caraga conducts orientation on 4Ps to set 4-B Municipalities

BUTUAN CITY, Feb. 2 --In line with the expansion of the government’s Pantawid Pamilyang Pilipino Program (4Ps), DSWD Caraga field office recently conducted series of program orientations to set 4-B municipalities which include Carmen, Buenavista, Cabadbaran, RTR and Kitcharao in Agusan del Norte, San Francisco in Agusan del Sur Province, Loreto in Dinagat Islands and San Francisco in Surigao del Norte Province. 

The orientation's objective is to educate and capacitate the Local Government Unit (LGU) and other partners regarding 4Ps. During the orientation, questions regarding the selection process of the program were answered and clarified. 

Municipal mayors vowed to fully support the program. “We are ready for the program,” said Mayor Jenny De Asis of San Francisco, Agusan del Sur. She said they have already identified their LGU Links, as one of the counterpart in the implementation of the program. Meanwhile, the LGU has also prepared an office for the 4Ps Municipal Link Officer (MLO) to be assigned in San Francisco town.

Potential household beneficiaries must bring (1) 1 x 1 and (2) 2 x 2 I.D photo for 4Ps I.D, 4Ps contract and Landbank registration form. They also need to bring either their marriage contract, birth certificates or baptismal certificate for validation.

Surigao Norte to host 14th Caraga Regional Athletic Meet

SURIGAO CITY, Feb. 2 (PIA) – The provincial government of Surigao del Norte will host the 14th Caraga Regional Athletic Meet or the “Palarong Pampook” on March 13-17, 2011 at the Provincial Sports Complex this city.

According to Governor Sol F. Matugas, the Palarong Pampook will be featuring “culture of excellence” and “dance sports competition,” aside from the 17 kinds of games for the elementary level and 18 games for the secondary level which includes the Arnis and Basketball (played by girls).

“Surigao del Norte is hosting the Palarong Pampook since we have the biggest and newest sports complex in the entire Caraga Region complete with sports amenities,” said Gov. Matugas.

Department of Education (DepEd) Sec. Armin Luistro will be the guest of honor in the said event. 

Gov. Matugas added that the provincial government, in partnership with the DepEd, fully supports the Palarong Pampook as based on recent data, the new generation is now hooked on television and computers and spend most of the time just sitting with no physical and interactive activities that will help them grow into healthy, nationalistic, and socially active citizens of the future. NPAs attack police on rescue, relief operations in Agusan Sur

CAMP RAFAEL C. RODRIGUEZ, Libertad, Butuan City, Feb. 2 (PNP/PIA) -- Around 50 suspected New People’s Army (NPAs) attacked a team of Public Safety Company of Police Regional Office 13 and Provincial Governor’s Task Force Bantay Kalikasan, while providing security and disaster relief operations in the affected areas in the region which is now in alert level 2.

The attack happened at around 6:00 a.m. today which resulted to the wounding in action of PO3 Mario Sevillano and the death of two (2) civilians, one Pletzmark Dimzon and one alias Lito, both members of the Task Force. 

The NPA on board two (2) Isuzu Forward six-wheeler truck fled towards Brgy. New Visayas of Trento, Agusan del Sur taking with them Police Officer 2 Jorge Sabatin and two (2) M16 rifles.

PCSupt Reynaldo Serrano Rafal, Regional Director, condemned the said attack even as the police team were on a disaster relief operations. 

General Rafal solicited the help and cooperation of the citizenry to immediately report to the police any suspicious behavior or any untoward incidents by using their cellphones.
