Creation of Local Crisis Management Committee pushed in Surigao Norte

SURIGAO DEL NORTE, Feb. 19 (PIA) - The need to create a local Crisis Management Committee that would give a unified and proper response from all government agencies is seen as a serious need during the meeting of the Provincial Peace and Order Council (PPOC) Meeting held yesterday.

DILG Provincial Director Domingo Bulabog said the idea came up after the Quirino grandstand incident killing eight tourists. “We need to ensure that the proper responses are made and quickly implemented,” said Bulabog.

Four teams will be established to fully constitute the Crisis Management Committee (CMC) to wit: (1) Initial Response Team composed of the AFP, PNP, other concerned groups and personalities that have the capability to provide initial emergency response in case of a crisis situation. (2) Negotiation Team consists of negotiation experts, NGOs and others concerned as members. (3) Operations Team composed of representatives from AFP, PNP and support medical and counseling units and (4) Public Affairs Team which shall be an attached unit of the local CMC for the purpose of serving as the repository and clearing house of all information on the crisis situation.

402nd Brigade Commander Col. Rodrigo Diapana has pledged to provide crisis intervention and management training to the members.

As suggested by Gov. Sol Matugas, the committee will be under the PPOC, to be chaired by 1st District Board Member Edgar Andanar with Human Resource Head Ramon Gotinga as vice chairman.

The PPOC will then establish a command center within its jurisdiction to oversee the conduct of operations during crisis or emergency situations. (FEAbkilan, PIA-Surigao del Norte)
