DSWD employs convergence framework for a more efficient delivery of social services

By Leah T. Quintana

BUTUAN CITY – The Department of Social Welfare and Development (DSWD) has employed a convergence framework for a more efficient delivery of social services.

Director Mercedita P. Jabagat of the Caraga social welfare told partners about the convergence framework during the social welfare and development (SWD) forum held here recently. She also said DSWD Secretary Corazon Juliano-Soliman has been doing a nationwide roadshow to promote the Department’s Convergence Framework.

This convergence framework, according to Jabagat, aims to maximize the impact of DSWD’s poverty reduction programs through an effective targeting system and a holistic community development approach. She said it also aims to empower poor families in marginalized communities by focusing on health and education needs, basic physical infrastructure and livelihood.

“This framework is also known as the Public Private Partnership (PPP) Pathway out of Poverty. It consists of the three (3) key programs of the Department which are: Pantawid Pamilyang Pilipino Program (4Ps), Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), and Self-Employment Assistance – Kaunlaran (SEA-K),” explained Jabagat.

Jabagat added that with this three-pronged poverty reduction approach of the Department, the deprivation of poor families, especially their right to elementary education and to health, within the context of their right to development is addressed.

The first component aims to secure the chronic poor through protective social services. The DSWD extends social welfare services to the most vulnerable sectors of the poor. It also provides assistance for education and health services through the conditional cash transfer (CCT) program, also known as 4Ps. To complement the CCT, microfinance institutions enhance the capacities of the beneficiaries by means of financial literacy programs and increase their security levels through micro insurance and savings facilities. Private sector partners deliver these programs to the beneficiaries through Mutual Benefit Associations (MBAs).

The second component seeks to improve the financial access of the transitional poor through direct support to communities for local development. The key program that responds to the needs of the transitional poor is the community driven development (CDD), also known as KALAHI-CIDSS. As the 4Ps program provides assistance to poor households to avail of education and health services, the KALAHI-CIDSS program provides technical and financial assistance to communities for the construction of social infrastructure projects such as potable water systems, footpaths, bridges, roads, health facilities, day care centers and classrooms. KALAHI-CIDSS sub-projects ensure that the facilities for education and health services are in place. The role of the private sector in this aspect is for skills development, community building and capital augmentation through microfinance.

The third component supports the economically active poor through community driven enterprise development. The DSWD currently provides technical assistance and non-collateral, non-interest loans to the entrepreneurial poor as part of the Self-Employment Assistance – Kaunlaran (SEA-K) Program. The program enables the poor to have access to credit, increase their income, enhance socio-economic skills, and develop positive entrepreneurial values. To support this program, private sector partners complement government initiatives through assistance in the following areas: enterprise development, microfinance, business development services and market matching. NPA anniversary a flop

The 4th Infantry “Diamond” Division has expressed less concern over the recent New Peoples Army (NPA) 42nd anniversary last Sunday, December 26 at Sitio Pong-on, Barangay Sto. Nino in San Agustin, Surigao del Sur.

According to Maj. Eugenio Julio C. Osias IV Commanding Officer of 4th Civil Military Operations (Masaligan) Battalion that the NPA has not come up with the desired number of attendees during the event. Of their expected 10,000, only less than 3,000 attendees were able to make it to the said event. The low turn-out of their expected personalities dampened the festive atmosphere of their celebration. It goes to show that they are now weaker and less influential than what they used to be several years ago. Most of the invited politicians did not even attend the event, except for a vice mayor and some brgy captains in the area.

Maj. Osias said that he is just wondering as to what the rebels are trying to celebrate, which was a far outcry from the reality. Maybe what they are celebrating is their successful extortion activities, killings, murders, human rights violations which are all making the lives of the people in Northern Mindanao harder. The anniversary would have been meaningful if only they will be able to prove that they had helped the communities and successfully made and improved the economic lives of the people. If they are really for the people's welfare then they should work hand in hand with the government's efforts for national unity. “We are sincerely inviting the CPP/NPA/NDF here in CARAGA Region to join the 4ID in our peace and development projects. These projects will surely benefit all our stakeholders.”

As to Jorge Madlos @ Ka Oris, he said that he will punish all the mining companies for destroying our environment and natural resources, but the fact is, the NPAs in this region are increasing the revolutionary taxes they are imposing to these investors. “They want more money to finance their armed struggle and this scheme is driving away business groups here in Mindanao,” Osias said.

Major General Victor A. Felix, Commander of the 4th Infantry “Diamond” Division said that they still believe in the primacy of the peace talks. He also encourages the CPP/NPA/NDF to stay in the negotiating table for the good of the people and the entire nation. “All the rebels are welcome to join the mainstream of the society, and we are very much committed to help them.” (4th Infantry (Diamond) Division, Philippine Army/PIA-Caraga)

Police denounce rebels threat attacks despite looming talks

Camp Rafael C Rodriguez, Libertad, Butuan City - Caraga Police Director PCSUPT REYNALDO SERRANO RAFAL, CEO VI denounced the recent action of the Communist rebels who threatened more attacks Sunday despite looming peace talks with the government, as they marked the insurgency's 42nd anniversary by defiantly marching with their weapons in a farming village in Surigao del Sur province.
Aside from targeting government forces, the rebels also threatened to step up attacks against mining companies, accusing them of destroying the environment and exploiting workers. Amid a Christmas cease-fire, the rebels reportedly marched brandishing M16 assault rifles and other weapons to celebrate the Dec. 26, 1968, founding of the underground Communist Party of the Philippines.

RD RAFAL said that the recent action of the rebels only proves that the NPA's obvious motive is to destabilize the government by spoiling the economic opportunities in the region and the country as a whole. The trademark of the rebels is sowing terror and doing atrocities, but still the Philippine National Police together with the Armed Forces of the Philippines in the region are on the top of the situation. While the government and other organizations are doing good projects and activities, the CPP/NPA would like to be remembered for terror and atrocities. This belies the claim of the CPP/NPA that they are pro-people and for peace.

All pólice units in the región were directed to refrain from initiating offensive police operations against New People’s Army in observance of the traditional Yuletide ceasefire with the local communist movement effective 12:01 AM of December 16, 2010 until 12:00 MN of January 3, 2011 following the agreement between the Chairman of the Government of the Republic of the Philippines (GRP) Peace Panel, Alexander Padilla with the NDF Chairman Luis Jalandoni for a Christmas Suspension of Military Operations (SOMO)/ Suspension of Police Operations (SOPO).
However, recognizing police units inherent right to self defense, Caraga Police Director PCSUPT REYNALDO SERRANO RAFAL, Ph.D, CEO VI said that all police units must remain on-guard and maintain a high state of readiness to respond to hostile actions by domestic threat groups. RD RAFAL clarified that the SOPO shall not cover normal law enforcement operations and shall be without prejudice to actions aimed at protecting the people and the communities, as well as the PNP troops and installations against insurgents/terrorist attacks that may take place during the SOPO period.

The PNP commends the heightened awareness on the part of the citizens for taking an active part in maintaining the peace and order of the region by being vigilant and courageous in cooperating with the law enforcers. (PCI Nelly Tabornal Villagarcia, PNP-13/PIA-Caraga)
