BGF steps up preparations to launch 3rd Balangay Boat, 2-day river cruise

BUTUAN CITY – Members of Butuan Global Forum (BGF), Inc. steps up preparations for the launching of the 3rd Balangay Boat on July 9, and the 2-day rivercruise scheduled on July 10-11, 2010. The 3rd Balangay boat is set to be in placed on July 8 at Luna Compound, Brgy. Bading, this city. This was learned during the coordinative meeting with Butuan Global Forum and its partner agencies in the government and private stakeholders. 

According to Ms. Agnes Andaya, Project Overall Chairperson – “The Continuing Balangay Journey” of BGF, Inc., the Kaya ng Pinoy Foundation led by Former DOTC Undersecretary Art Valdez will launch the 3rd Balangay boat (with on-board engine) on July 9 which is a fund-raising project.

“The purpose of which is to raise funds in order to augment the monthly allowances/expenses of the Butuan Crew manning the Balangay “Masawa Hong Butuan” during their sea expedition to Southeast Asia,” Andaya stressed.

Andaya also said that the project called “The Continuing Balangay Journey” shall conduct a Balangay Cruise for a fee on Saturday and Sunday (July 10-11) at the Philippine Ports Authority (PPA) here. This will treat the prospective Sponsor-passengers to a day of balangay ride to various historical landmarks along Agusan River as well as Masao and Magallanes, Agusan del Norte.

“During the launching of the 3rd Balangay boat, we would not only like to showcase Butuan’s heritage but also Butuan’s unity in its diversity as inspired by the Balangay code of all the team to work as one,” Andaya added.

Starting on July 9 at the PPA grounds, various activities are set to be conducted by the private stakeholders, along with it is a free mini-concert by the local bands.

With this most-awaited event, BGF with its partners are encouraging the public to participate and support the Butuan Balangay Boat team as they journey with pride. This would show to the whole world that there is no impossible with the Filipino people working together as one. (PIA-Caraga)


RCWC discusses plans for the Children’s Month Celebration

BUTUAN CITY – The Regional Committee for the Welfare of Children (RCWC) spearheaded by the Department of Social Welfare and Development (DSWD) Caraga discussed plans for the Children’s Month celebration come October 2010 with this year’s theme: “Kung bright child ang gusto, mundo ay ingatan mo”, during its 2nd Quarter Meeting held Friday, June 25, at DSWD-Caraga Conference Room here.

As planned by RCWC, the Children’s Month celebration will kick-off on October 1 with a mass, to be followed with a motorcade and a program. Venue is still to be finalized by DSWD.

On its 2nd week celebration, RCWC will be conducting a forum on Cyber Pornography to be participated by parents with their children while on its 3rd week will be a symposium for pregnant women to be conducted by the Department of Health (DOH) in time with the Newborn Screening month celebration.

On the 3rd week of October, Palarong Pambata Week will also be celebrated with various activities for the week.

Meanwhile, RCWC will operate a uniformed system in data banking with data from the member agencies. National Economic Development Authority (NEDA) will be the lead agency in designing the system for the in-depth data banking to be used by the RCWC. 

RCWC then planned to have a Workshop on Data Banking on Children with resource speaker from NEDA. Participants will be required to bring their own laptops during the training/workshop.

According to Ms. Golda Pocon, DSWD Focal Person for RCWC that the Quick Response Team (QRT) composed of government agencies and is designed to monitor and rescue abused children in the region will be needing enough budget to sustain its operation especially when the team will have to travel outside Butuan for a rescue operation.

Pocon then suggested that for the QRT to be operationalized, RCWC will have to draft a resolution signed by DSWD-Caraga Regional Director Mercedita Jabagat as the chairperson and pass the resolution to the Regional Development Council (RDC) for approval in time with the RDC’s next meeting set on August 2010.

With these plans of activities and developments for the children, RCWC is encouraging all the parents and their children to participate and help disseminate the information to the community. (PIA-Caraga)


Surigao Norte solon declares all out war vs. illegal activities 

SURIGAO CITY - For his second mandate as a legislator, re-elected Congressman Guillermo “Jun” Romarate, Jr. (2nd District, Surigao del Norte) will strongly campaign against the rampant proliferation of illegal activities in the city and the entire province of Surigao del Norte.

This was the message he conveyed to the local media after he was proclaimed a winner along with his party mates by the Comelec in the recently-concluded elections. 
.
The solon said he will ask for assistance from the Philippine National Police to form a Task Force aimed at dismantling all illegal activities in the city as well as in the province. 
.
“We will be creating a task force in the city and I will finance it so these illegal activities will be slowly dismantled,” Romarate assured the local media. 
.
He said he was alarmed on the high rise of cases involving illegal gambling, illegal drugs, illegal mining, illegal logging especially on kidnapping and theft incidents in the city and province. 
.
Romarate appealed for speedy solutions of kidnapping and carnapping incidents.

PCSO opens STL station in Butuan

BUTUAN CITY (24 June) – After the official inauguration of its play station in Cabadbaran City earlier this month, another Small Town Lottery (STL) station has been opened in this city.

Personnel from Philippine Charity Sweepstakes Office (PCSO), Quezon City headed by Mr. Romualdo QuiΓ±onez, Manager of the Special Project Department came over here Thursday morning (June 24) to open the city’s STL station covering the areas of Butuan and the province of Agusan del Sur.

During the inaugural draw held at the STL station in Lopez Jaena St. here, personnel from PCSO Quezon City and PCSO Caraga were among those who led the conduct of the activity.

In an interview with the local media, PCSO-Caraga Lottery Operations Manager Gloria YbaΓ±ez pointed out the benefits which the Filipinos can get from the revenue of the STL. She said, through the revenues where the proprietors will remit to PCSO, more people will benefit the health services and other charitable projects of PCSO.

Also, YbaΓ±ez emphasized that PCSO’s role in the conduct of the STL draw is to maintain the transparency, integrity, and honesty of the draw. “Ang role lang talaga ng PCSO dito is to see to it na ma-maintain ang transparency, integrity, and honesty ng pag-conduct ng draw. Kaya in every draw, there should be personnel from PCSO para mag-witness,” she said.

Further, YbaΓ±ez stressed that through STL, illegal ushers of “Suwertres” Game will be minimized, if not, will be totally eradicated “kasi mai-encourage sila na mag-usher sa legal na paraan at hindi na sila hahabul-habulin pa ng mga pulis. Besides, nakaka-boost din ito ng morale sa kanila because they are already partners of PCSO,” the official said.

When asked of her insights if STL will be a hit here in the city, YbaΓ±ez is very optimistic that Butuanons, Agusanons and even Caraganons will patronize it “because they know that PCSO’s goal of having this legal numbers game is to get more funds to be used in serving the Filipino populace in terms of health-related services and other charitable programs,” she said.

The inaugural draw was also witnessed by four invited members of the board of judges who came from the different sectors of society chaired by Mr. Allan Santiago, Sangguniang Panlalawigan Member of the Province of Agusan del Sur. He was accompanied by Mr. Phillip delos Santos, Mr. Roquito Jugao, Jr., and Mr. Eugene Zabate who all acted as members of the board of judges.

The draw, which was conducted at 11:45 in the morning, was officiated by Mr. Dindo Viterbo of PCSO-Quezon City who is also one of the Draw Coordinators of the nightly PCSO Lotto Draws.

Meanwhile, after the inaugural draw, proprietors of Lucky DLS Gaming Corporation who owns the franchise of the play station here led the official inauguration and blessing officiated by Fr. Bob Alaan of the Diocese of Butuan.

The STL draw will be conducted three times a day following the schedule scheme: 11:00 a.m., 3:00 p.m., and 8:00 p.m. For every one peso bet, winner will receive Php 800 in cash, it was learned. (PIA-Caraga)


Bishop Pueblos celebrates Silver Episcopal Anniversary

BUTUAN CITY (June 24) – Highlighting the silver Episcopal anniversary of Butuan Bishop Juan de Dios Pueblos, the Caraga Conference for Peace Development(CCPD) recently conducted tree planting activity at Sitio Tagkiling, Barangay Anticala, this city.

Hundreds of seedlings are planted in the forested area by the different sectors of society composed of students of Father Saturnino Urios University (FSUU) and Saint Peter’s College (SPC) seminarians, local government units, government line agencies, indigenous peoples, stakeholders, non government organizations (NGO’s).

Barangay Anticala Chairman Reynaldo Bao, in his welcome message, noted the importance of planting trees to save mother earth especially in mitigating the effects of climate change. He is also thankful to the efforts of every concerned sectors who organized the activity.

PENRO Jaime Acebu of the Department of Environment and Natural Resources (DENR) distributed the tree seedlings in behalf of Regional Executive Director Edilderto Buiser.

Before planting the trees, a ritual is offered by Datu Buhay to signify the traditional culture of lumads.

Lathalain: Prutas, masustansya’t masarap na meryenda ngayong tag-init!

Summer na, at kasabay nito ay ang bakasyon ng mga bata sa eskuwelahan.

Sigurado tayo na ngayong tag-init at bakasyon, ang mga bata ay mag-iisip na ng pwedeng paglibangan tulad ng panood sa TV, paglalaro ng basketball, badminton, volleyball, swimming; computer games, at marami pang iba.

Matapos ang nakakapagod na gawain, ang unang hahanapin ng mga bata ay pagkain upang mapalitan ang nawalang enerhiya sa mga recreational activities.

Para sa mga bata, ang bakasyon ay nangangahulugang paglalaro at pagkain.

Isang magandang ideya ay ang paghahain ng masustansyang meryenda sa mga bata tulad ng sariwang prutas sa halip ng mga high-calorie foods tulad ng softdrinks at cakes.
Bukod sa masustansya ang prutas, ito ay sagana at napapanahon kapag tag-init o summer, kaya ito ay murang bilhin na pang-meryenda ng mga bata.

Ang mangga, pakwan, melon, pinya, kaimito, atis, tiesa, bayabas, chico, singkamas, papaya at marami pang iba ay napapanahon kapag summer.

Ang prutas ay refreshing na meryenda kapag mainit ang panahon.

Ito ay nagtataglay ng bitamina A na carotene, bitamina C at bitamina B-complex.

Ang mga bitaminang ito ay mainam para sa maayos na paningin, makinis na balat, makintab na buhok, malusog na gilagid, at panlaban sa impeksyon.

Ang prutas ay maaaring ihain sa mga bata na nakahiwa ng ibat-ibang hugis.

Bukod dito, maaari din itong gawing juice, shakes, punch, sherbet o toppings sa ice cream o halo-halo.

Tandaan na laging isama sa pang araw-araw na pagkain ng inyong mga anak ang isa o dalawang serving ng prutas upang maiwasan ang impeksyon.

Lathalain: Mais, mainam sa mga diyabetiko?

Kayo ba ay mahilig kumain ng mais? Alam ba ninyo na maraming health benefits na pwedeng makuha sa mais?

Ang mais ay ikalawa sa mga pangunahing pagkain ng mga Pilipino.

Base sa 2003 Food Consumption Survey ng Food and Nutrition Research Institute ng Department of Science and Technology, 3.5 porsiyento (%) ng total food intake o kabuoang kinakain ng mga Pilipino ay galing sa mais at mga produkto nito na tumitimbang ng 31 gramo o kulang pa sa kalahating tasa.

Sa Central Visayas, ang karaniwang pagkain ng mais ay nasa 136 gramo. Sa Northern Mindanao, ito ay nasa 116 gramo at sa Zamboanga Peninsula ay 133 gramo.

Sa ngayon, ang pinaka popular na varieties o uri ng mais ay ang dilaw at ang puti.

Ang dilaw na mais ay mas malalaki ang butil kumpara sa puti na maliliit ang butil pero mas matamis.

Ang parehong varieties ay maaaring ipakain sa mga hayop at tao.

Ang mais ay sagana sa bitamina, mineral at dietary fiber para sa maayos na pagdumi at tumutulong din upang mapababa ang kolesterol.

Bukod sa sustansya ng mais, ito ay inuugnay din sa ibang health benefits.

Ang puting mais ay mababa ang glycemic index.

Ang glycemic index (GI) ay classification o ranking ng mga pagkain batay sa blood glucose response ng pagkain kumpara sa standard glucose solution kung saan ang sukatan ay mula 0 hanggang 100.

Ang mga pagkain na mas mataas sa 55 ang GI ay yung mga madaling matunaw o mabilis na nakapagpapataas ng glucose sa dugo.

Ang mga pagkain naman na mas mababa sa 55 ang GI ay mabagal matunaw at unti-unti lamang itinataas ang glucose sa dugo.

Ang mga pagkaing mababa ang GI ay nakatutulong sa tamang pangangalaga at pagkontrol ng timbang at gana sa pagkain. Ito ay sa dahilang hindi agad nagugutom ang isang tao, kaya kontrolado rin ang pagkakaroon ng diyabetis. Batay sa mga pagsasaliksik, ang mga pagkain na mababa ang GI ay tumutulong upang bumuti ang lebel ng glucose at taba sa dugo ng mga taong may diyabetis.

Bukod dito, ito ay nagpapanatili ng lakas ng mga manlalaro dahil sa unti-unting paggamit ng enerhiya mula sa muscles.
Kung kaya’t di nakapagtataka na maraming boksingero at runner ang regular na kumakain ng mais.

Maraming paraan ng paghahanda o paggamit ng mais na maaaring gawin tulad ng mga sumusunod:

• Corn on the cob ay maaaring pinasingawan, nilaga or inihaw;
• Corn kernels ay maaaring gawing side dish para sa inihaw na manok o spareribs;
• Corn kernels bilang sangkap sa soups, stews, casseroles, pudding, breads, at relishes;
• Corn kernels para sa mais con yelo; at
• Baby Corn para sa mga lutuing Thai and Chinese .

Feature: Grazing your way to health

We are a nation of snackers – taking snacks when skipping breakfast or lunch, while watching television or surfing through the net, in response to stress or boredom, or while chatting with friends.

Snacking for some is important in meeting calorie and nutrient needs while others may need to modify snacking habits to less fat, sugar, and calorie intake. What is important to consider is that snacking should be part of a healthy diet.

As our lifestyle becomes more hectic, many lack the time and consistent schedule to sit down and eat three meals a day as meals may be grabbed on the run. This eating pattern of munching and crunching throughout the day is often referred to as “grazing”. Grazers eat on the run, eat small amounts more often, and often eat independently of other family members.

While grazing can be an effective way of filling-in extra calories and nutrients otherwise missing from inadequate or skipped meals, it can also be a source of extra calories, fat and salt. If snacks are considered mini-meals which are part of a healthy diet, grazing can be a healthy style of eating, and may be a more convenient way to eat.

Taking several mini-meals a day can help to:

• Optimize your energy and mental power. More than four hours without eating deprives you of the fuel needs to concentrate and function at your best.
• Control your weight. Eating small frequent meals prevent you from becoming too hungry, which in turn make it easier to keep you from overeating, and thus becoming overweight.
• Reduce the load on your heart. After you eat, your heart pumps extra blood to your stomach and intestine to digest the meal – the larger the meal, the more work for your heart.
• Prevent heartburn. Large meals are more likely to cause stomach acids to reflux into the esophagus causing heartburn.

Make snacking a healthy part of your lifestyle. Develop snacking habits for healthy living by:

• Making snack food choices as part of a puzzle that makes up a healthy eating pattern.
• All foods can fit. There are no right or wrong snack foods. For as long as taken in moderation and balanced over one or more days, all foods can be part of a healthy eating style.
• Moderation is the key. All foods fit. Moderate how often and how much food containing high levels of calories, fat, salt and sugar you eat.
• Variety is a must. Select snack foods from a variety of food groups to meet nutritional needs. Besides, variety gives pleasure and interest to eating.

Can't stand the summer heat?

Here are some healthy tips that will help your body bear the rising temperature and make you feel refreshed and light:

• Eat healthy snacks, like chilled yogurt and some fruits and vegetables to help stay fit and healthy this season.
• Most feel like eating ice cream and drinking cold beverages to cool down. You could eat and drink refreshing foods that fit summer days and keep healthy. A fresh fruit, like watermelon, has more than 80 percent water, which is an excellent way to quench thirst and keep you hydrated. Mangoes are abundant in summer and are loaded with beta carotene, vitamin C and fiber. Berries are tasty and convenient little summer fruits which can be easily blended with yogurts.
• Vegetable salads are excellent healthy choice as summer food and are great meal starters as appetizers. When making salads:
- Just remember not to overload with heavy or fatty dressing.
- Take note that the fresher the vegetables in the diet, the healthier you will be during summer and beyond.
- Moreover, do not forget to include exercise into your daily routine. If you feel too hot for a regular workout, try a ten-minute walk early in the morning. You can also consider biking or swimming, but if you do not want to go out because it is too hot, do sit-ups or push-ups indoors instead.
• Lastly, nothing can be as refreshing and satisfying as a glass of water on a hot summer day. Drink water at least eight or more glasses a day to prevent dehydration. Avoid beverages with alcohol and caffeine which contribute to dehydration.
• Stay fit and healthy this summer to enjoy the season with the family and loved ones.

Feature: Fruits for all seasons, reasons

Results of the Food Consumption Survey conducted by the Food and Nutrition Research Institute of the Department of Science and Technology (FNRI-DOST) in 2003 revealed that the intake of fruits was only 54 grams or 6 percent (%) of the 886 grams total daily individual food intake of Filipinos.

The Nutritional Guidelines for Filipinos (NGF) developed by a Technical Working Group led by the FNRI-DOST recommends two medium-sized fruits or a slice of a big fruit daily for a healthy adult. Thus, one may eat a slice or three-fourths (¾) cup of papaya which is equivalent to 85 grams; or a slice or one-half (½) cup of pineapple which is about 75 grams; or two medium pieces of banana lakatan or latundan each weighing 40 grams; or two medium pieces of apple, each equivalent to about 65 grams.

Fruits are considered the most natural food because aside from providing a hydrating effect, they also replenish water to the body.

Eating plenty of fruits, vegetables and rootcrops will supply the much-needed vitamins, minerals and dietary fiber that are deficient in the Filipino diet.

In addition, fruits, vegetables and rootcrops can help cleanse our body from toxins that have built up over time.

Fruits, vegetables and rootcrops also provide defense against chronic degenerative diseases, such as heart disease and stroke, high blood pressure, some types of cancer, painful intestinal ailment called diverticulitis, and formation of cataract and macular degeneration, which are two common causes of vision loss.

So what are you waiting for? Try these tips to fit more fruits, vegetables and root crops into your day:

1. Keep fruits where you can easily see them. That way, you'll be more likely to eat them. Keep them out on the counter or in the front of the fridge.
2. Get some vegetables and rootcrops every meal, every day. Try filling half your plate with vegetables and one-fourth of the plate with root crops every meal. Serving salads or other vegetables and root crops makes it easier to reach this goal.

3,000 pupils to receive school supplies from NGCP’s “Balik Eskwela” program

BUTUAN CITY (June 23) – The National Grid Corporation of the Philippines (NGCP) is set to serve an estimated 3,000 pupils in their initial salvo of their "Balik Eskwela" program on Friday in Northeastern and Northern Mindanao regions. 

The simultaneous launching of the NGCP’s “Balik Eskwela” program will take place at this region’s capital city and at the Jasaan Central School, Jasaan town, Misamis Oriental in Northern Mindanao region. 

An estimated 3,000 pupils from Grade 1 to 6 will initially receive NGCP School Kits consisting of bags, pencils and 10 pieces notebooks with specially printed transmission line safety tips, said NGCP, in a statement. 

Some local officials, along with the Department of Education (DepEd), will grace the launching, it said. 

Lawyer Jude Erwin U. Alaba, head of NGCP’s Human Resource Department, will spearhead the activity and other heads for operations and maintenance divisions. 

The “Balik Eskwela” program of the NGCP is part of the company’s Corporate Social Responsibility (CSR) program wherein one of the pillars is on education, NGCP’s statement added. 

NGCP further added the program is part of its effort to raise awareness to the students on the importance of transmission lines and line safety and security through partnership with the schools and communities where its power facilities are located. 

The NGCP’s “Balik Eskwela” program will also take place in other parts of the country where NGCP stations are located. (muc/PIA-Caraga)


Multi-million “Kalayaan Barangays Program” to benefit 11 Lanao del Norte villages

TUBOD, Lanao del Norte (June 23) – At least 11 far-flung villages in Lanao del Norte province are the latest to be included in the priority list of beneficiary-barangays for the Kalayaan Barangays Program or KBP of the Armed Forces of the Philippines (AFP) through the National Development Support Command (NADESCOM). 

The KBP is a government program designed to transform conflict-affected communities into peace and development areas through the implementation of accelerated barangay-focused rehabilitation and development projects. 

“Through these programs, people will come to see that the AFP is our custodians of peace," stressed Gov. Khalid Q. Dimaporo. 

Among the barangays benefited of the KBP project are: Barangay Matampay of Munai town; Barangays Pantaon and Maliwanag of Poona Piagapo town; Barangay Paiton of Kauswagan town; Barangay Poblacion of Tangkal town; Barangay Lumbac of Magsaysay town; Barangays Mabuhay, Capucao, Maguindanao, Mamagum and Sigayan all of Sultan Naga Dimaporo town. 

Each of the KBP beneficiary-barangay is allotted P4.5 million for their priority infrastructure projects such as farm-to-market roads, school buildings, health centers, electrification systems and water systems. 

Lt. Col. Gerardo Catindoy, commanding officer of the Army’s 547th Engineering Construction Battalion, said 11 barangays belonging to different municipalities of the province are beneficiaries of the program this year. 

On Tuesday, a Rapid Needs Assessment (RNA) was conducted by 547th Engineering Battalion and the Provincial Social Welfare and Development Office at the Farmer’s Training Center, Tubod, this province. 

The RNA was held to orient stakeholders of the KBP, identify and prioritize the KBP projects in accordance with the core infrastructure needs of each of the barangay and enhance local participation in the program through direct consultations with local barangay officials. 

“I would like to congratulate the Armed Forces of the Philippines, our barangay leaders, and our municipal leaders for a very successful program and projects in 2009, now in 2010, I hope we can continue this very good partnership” concluded Gov. Dimaporo.

P7.4-M medical ward building opens in Northern Mindanao

CAGAYAN DE ORO CITY (June 23) – In its effort to serve more patients in Northern Mindanao region, a newly constructed P7.4 million Northern Mindanao Medical Center (NMMC) medical ward was opened recently. 

Top officials of the Department of Health (DoH) in the region and the city attended the opening of the newly built medical ward that can accommodate at least 70 patients. 

The new medical ward is located at the third floor of NMMC’s phase one building. 

The medical ward with two nurses stations manned by up to 30 medical and nursing staff will cater to the medical needs of both private and charity patients as it has pay and service wards. 

With the opening of the new medical ward, the NMMC can accommodate now more patients coming from various cities and provinces in the region. 

Medical staff said being a level four tertiary hospitals, NMMC caters to referred patients whose cases needed specialized health care from across the region and nearby cities and municipalities. 

Such cases may include but not limited to complicated stages of communicable and non-communicable diseases, life threatening heart conditions and cases of high-risk pregnancy deliveries. 

“Will try our best to serve more patients,” said NMMC chief of hospital Dr. Jose Chan.

DTI Caraga steps up monitoring on flour manipulators 

BUTUAN CITY (June 23) - The Department of Trade and Industry (DTI) in Northeastern Mindanao (Caraga region) on Tuesday is intensifying its monitoring activities region wide on alleged manipulation of flour prices. 

DTI Region 13 Regional Director Brielgo O. Pagaran said that intensified price monitoring efforts are being done in order to ensure that the retail price of flour in the four provinces and six cities in the Caraga region is within the price cap. 

"We have to protect our consumers,” Director Pagaran said. 

The current price is P630 to P680 per 25-kilogram bag, he said. 

Director Pagaran said that “if the office will discover that some retailers are selling flour beyond the price cap, they will be dealt with accordingly.” 

However, the region’s DTI chief has assured all millers that the legal process will be observed in accordance with DTI Administrative Order No. 7 series of 2006 regarding administrative investigation. 

In another development, the DTI chief said the consultation on wage hike filed by the Trade Union Congress of the Philippines before the Regional Tripartite Wage and Productivity Board (RTWPB)in Region 13 will continue on July 5 to 8, this year. 

The Caraga workers filed P60 additional wage hike before the RTWPB. 

However, the wage consultation since early this month up to last week was at “deadlock” as business firms is still thoroughly studying the proposed wage increase, especially in view of the impact of the lingering Mindanao power crisis, oil and prime commodities hike. 

The business sector is not opposing the adjustment in the region's wage rates but is cautious that the increase should be reasonable, equitable and timely and must consider the conditions of the enterprises and companies in the area, said Director Pagaran. (muc/PIA-Caraga)

Army conducts Medical – Dental – Relief Operations

Bancasi, Agusan del Norte - The Fourth Infantry (Diamond) Division through the supervision of the 402nd (Stingers) Infantry Brigade and the initiative of the 30th (Python) Infantry Brigade conducted a Medical – Dental Mission in Barangay Camamam-onan ,Friday, June 18, 2010.

In their thrust to bring government services closer to the people, said military units and the local government of Surigao del Norte, in cooperation with the Phililippine Charity Sweepstakes Office (PCSO) and the CARAGA Conference for Peace and Development (CCPD) facilitated a Medical and Dental Mission with over one hundred (140) families as beneficiaries, to include forty (40) Mamanwa families.

The need for such undertaking was identified after the evacuation of over forty (40) Mamanwa families (as recorded by the Barangay Officials) from Sitio Omao to Camam – onan Centro following the series of encounters between troops from the 30th Infantry (Python) Battalion and the Communist Terrorists in the area of Sitio Oman, Barangay Camam - onan. “We thank God there were no civilians caught in the cross fire.” Hon. Elias T. Borja, Sr., the Barangay Captain of Barangay Camam – onan remarked.

In an open forum held simultaneously with the Medical/Dental/Relief Operations, a Mamanwa woman expressed her sentiment that they voluntarily fled their homes in fear of being caught in the middle of encounters between the said troops.

“You are welcome to stay here if you fear that you might get caught up in such encounter. I encourage you to approach me for assistance, so as we may seek the help of other government agencies such as the Department of Social Welfare and Development (DSWD) and the 30IB through LtCol Valencia.” Borja said.

According Lt Col Roberto Valencia, Battalion Commander of the 30 IB, This unit, with the help of its mother units, the 4th Infantry Diamond Division led by MGen Mario F Chan AFP and the 402nd Infantry (Stingers) Brigade under BGen Emiliano R Gupana II AFP, envisioned this project to be another step towards attaining its vision to take the leap from effectiveness to greatness. “We knew it was difficult to get here, but after those encounters and the evacuation of these families, this is the least we can do.” He remarked. “I hope we could ease difficulties that you might be experiencing through these type of activities, rest assured we only have your best interest at hand.” He ended, delivering his remarks during the open forum.

All in all an estimated 525 residents benefited from the undertaking, 250 for the medical consultation, 33 for dental check up and tooth extraction and 28 for Operation Tuli.

San Agustin, Surigao del Sur launches Britania Island Tour Packages

San Agustin, Surigao del Sur — The Municipal Government of San Agustin launched recently the Britania Island Tour Packages. The tour packages include island hopping, snorkeling, boat sailing, caving, bird watching, shell gathering and mangrove tour which promote the ecotourism industry of Britania. This destination hopes to invite tourists to see a new and exotic place here in Caraga Region.

The said tour product was developed by the community through the 5Ps (Panibagong Paraan sa Pagpapalakas ng Pamahalaang Panlokal) program dubbed as “Building the Community, Building the Eco-tourism Industry:” by the Department of the Interior and Local Government and the Local Government Academy in coordination with the Provincial Government. Britania was chosen as a recipient of the said project through the efforts, ingenuity, hard work and dedication of its project proponent, DILG Surigao del Sur Provincial Director Domingo E. Bulabog. Not only will this project boost the tourism industry of San Agustin but will also pump-prime the local economy when employment and small industries rise up.



In his speech, DILG Regional Director Rene K. Burdeos encourages the people of Britania to cooperate with the different stakeholders. He accentuates that the project in Britania, unlike most of the tourist destinations in the country, is a project owned and managed by the community. He also added that the community plays a great role in building the image of Britania as a serene place with crystal clear waters and awe-inspiring beautiful islets luring everyone to visit.

The launching of the said activity showcased the concerted efforts of the Technical Working Group (TWG) of the program and social preparedness of the community for the ecotourism industry. Dynamite blast cuts off fisherman’s arms

Surigao del Norte (22 June) - A local fisherman was rushed to a hospital after being caught with a dynamite blast that ripped and cut off his arms. The incident happened at the seawaters off Brgy. Union in Dapa this province.

The victim was identified by local folks as a certain Benjie Dumanjog, a resident also of Brgy. Union, Dapa.

It was learned that Dumanjog along with two unidentified companions referred to only as John Does went fishing on June 17, 2010, Thursday few kilometers away from the said barangay with the use of dynamite.

When he threw the said explosive into the sea, the rope which was tied on an iron bar where the explosive was attached, got entangled and, within a few seconds, the dynamite went off cutting both arms of the victim.

A companion of Dumanjog was reportedly unscathed while the other one was hit with shrapnels all over his face and body as a result of the explosion.

The two unidentified companions of Dumanjog are now hiding to avoid possible police investigations and future legal sanctions arising out from the said incident.
Local folks revealed that dynamite fishing and illegal fishing are rampant not just in Brgy. Union in Dapa town but all over Siargao Islands as well.

Even minors are into the said activity.

A certain James (not his real name) admitted that he was involved in dynamite fishing since he was nine years old. He is now 15 years old.

Surigao solon calls for unity

Surigao City (22 June) - Amidst disunity and political divisiveness brought about by the recent election, re-elected 2nd district Congressman Guillermo “Jun” Romarate Jr., made an appeal to all his political opponents to bring back the old camaraderie and friendship they used to enjoy.

In a recent press briefing, the solon said it’s now high time to achieve unity among political warlords so that progress and development in the city and province would then follow.

“I am appealing seriously to my political opponents to please help us build better our place to live in,” Romarate said.

The lawmaker said he is calling for the involvement of persons who have extensive experience in public service to help him for the betterment of the whole constituency of Surigao.

“Awhagon pod nako ang akong mga kontra sa politika nga makig-join force na; sigi lang diay ta magkontra ug magdaut-daut,” Romarate stressed.

He claimed there is no permanent ally in politics because it changes eventually. “We must always remember there is no permanent alliance in politics. Feature: Surigao del Sur: 50 years of growth and progress

Sometime in 1958, Congressman Reynaldo Honrado of the Lone District of Surigao del Sur filed a house bill dividing the province of Surigao del Sur into two provinces. The proposed new province to comprise the southern municipalities from Carrascal up to Lingig with Tandag as the Capital town. The new province would be named Surigao del Sur.

In November 1959 as the bill entered into its third and final stage, a local election was held. In that election a young Mayor from the obscure town of Bislig decided to run for Governor after winning two successive elections. That young mayor was Recaredo Castillo who was popularly known among the lowly people with his nickname “ERAT”. The management of Bislig Bay Lumber Company. Incorporation (BBLCI) supported ERAT by allowing him the use of the company plane in spreading leaflets all over the province announcing his candidacy. Alarmed, Governor Oging Navarro sought a meeting with Mayor Castillo in the presence of Congressman Honrado. Gov. Navarro tried to convince ERAT to run for Vice Governor instead as his running mate.

Congressman Honrado supported Gov. Navarro in his attempt to convince ERAT to change his mind by informing the latter that a house bill dividing Surigao del Sur into two provinces is now in the third reading. Once the bill is enacted into law, he could probably be the first governor of the new province if elected vice governor.

Still unconvinced, ERAT suggested to Congressman Honrado that he would introduce an amendment to his bill that the elected vice governor of the 1959 election would be the automatic governor of the new province. Congressman Honrado agreed and an amendatory proviso was inserted into bill, as suggested by Mayor Castillo.

ERAT was elected vice governor in the 1959 local election with Constantino “Oging” Navarro as the Governor. In the meantime the bill smoothly passed through the legislative process until it was enacted into law by President Carlos P. Garcia on June 19 1960 as RA 2786. Hinatuan bags top award in National Zero Basura Olympics

The municipality of Hinatuan grabbed the top award in the recently concluded Zero Basura Olympics Garbology Marathon 2009 national competition.

Mayor Candelario J. Viola, Jr., together with ESWMP Coordinator Daniel P. Jabagat, received the award from President Gloria Macapagal-Arroyo during the awarding ceremony held last April 23, 2010 at MalacaΓ±ang Palace. The national winners are: Hinatuan, Surigao del Sur and San Mateo, Isabela, the co-winners in the 1st to 3rd class municipalities category, and Magarao, Camarines Sur (4th to 6th class municipalities.)

President Arroyo commented the efforts of the Local Chief Executives and officials of the participating LGUs for prioritizing environment in their agenda and in implementing the best and efficient solid waste management programs under Republic Act 9003 or the Ecological Solid Waste Management Act of 2000. Evaluation of the “Olympians” was based on efficient composting, recycling, appropriate technology for residual wastes with bias for local, low-cost indigenous inventions, livelihood components and people participation.

Among those present during the awarding rites were Department of Environment and Natural Resources Secretary Horacio Ramos and some representatives from various non-government organizations and international environmental groups.

Mayor Viola took pride of the achievement and award. He lauded the local residents and LGU officials for their collective effort in bringing such honor and prestige to Hinatuan. He noted that such unprecedented triumph of the municipality is quite remarkable having implemented the ESWM program for barely three (3) years. Under Mayor Viola’s term, Hinatuan also won the distinction as First Placer in the Gawad ng Probinsiya sa Kapaligiran Program (GPK) for Category A (1st to 3rd Class Municipalities) in the province in 2008 and 2009.

RCDA strengthens implementation of programs, services for PWDs

BUTUAN CITY – The Regional Council for Disability Affairs (RCDA) Caraga strengthens implementation of government’s programs and services for Persons with Disabilities (PWDs) during the 2nd quarterly meeting held recently at the Department of Social Welfare and Development (DSWD) Caraga conference room here.

Ms. Flerida Labanon, Regional Program Coordinator of the National Council for Disability Affairs (NCDA) for Caraga emphasized that NCDA (formerly National Council for the Welfare of Disabled Persons or NCWDP) is the national government agency mandated to formulate policies and coordinate the activities of all agencies, whether public or private, concerning disability issues and concerns. As such, the NCDA is the lead agency tasked to steer the course of program development for persons with disabilities and the delivery of services to the sector.

Labanon also stressed that NCDA is tasked to monitor the implementation of several laws to ensure the protection of PWDs’ civil and political rights. These laws include Republic Act No. 7277 otherwise known as Magna Carta for Disabled Persons, Batas Pambansa Blg. 344 or Accessibility Law, Executive Order No. 437 or the implementation of Community-Based Rehabilitation (CBR) for PWDs in the Philippines, and Executive Order No. 417 directing the implementation of the economic independence program for PWDs.

Labanon further said that to date, livelihood programs are offered by the government wherein PWDs can avail of it. Among those include the livelihood programs of the Department of Employment (DOLE), Technical Education and Skills Development Authority (TESDA), DSWD, Department of Trade and Industry (DTI), Department of Agriculture, and local government units in general.

“Organized PWDs can avail of the livelihood programs provided by government agencies. They should then manage well the funds provided for them by the government and should follow proper liquidation…the government agencies will then conduct constant monitoring to PWDs who availed the program,” said Labanon.

Meanwhile, Labanon bared that the National Disability Prevention and Rehabilitation (NDPR) week celebration with this year’s theme: “Sa Istrukturang Accessible, Lahat ay Able”, will kick-off on July 17, and will end on July 23, 2010 with various activities for the whole week to be undertaken by partner-agencies in the government. Ang nasangpit nga irigasyon napundar kaniadto pang 2003 aron igong makahatag og patubig sa gatusan ka ektaryang yuta sa lungsod sa Las Nieves ug mga kaikbit nga mga lugar.

Tungod sa kalamidad sa tuig 2009, ang maong proyekto napuno sa yuta nga midahili gikan sa bukid ug natabonan kini.

Ang NIA-Caraga nga mihangyo sa Central Office og P50M apan P 20M lang ang naaprobahan.

Busa aron kini ma-implementar, ang kantidad nga P30M gipangayo kang Presidente Arroyo aron matuman ang katuyuan sa maong proyekto sa Barangay Mat-i, Las Nieves, ning probinsya.

Agusan del Norte is equipped with modern facilities to monitor dengue, other dreaded diseases – Gov. Amante

BUTUAN CITY (21 June) – “We are now well equipped to monitor dengue and other dreaded diseases with the establishment of the Provincial Epidemiology and Surveillance Unit (PESU),” thus said Agusan del Norte Governor Erlpe John Amante during his State of the Province Address (SOPA) held here recently.

Highlighting his administration’s accomplishments in health services, Gov. Amante said the province has attained national health recognition for the local support health facilities. “All Regional Health Units (RHUs) are Out-Patient Benefit (OPB) package accredited. Two National Care Package accredited RHUs and five TB DOTS Center are PhilHealth accredited,” he said.

During the year-end review, the governor reported that the Provincial Hospital was able to serve 71,962 patients. “This figure is above the benchmark bed capacity for tertiary hospitals. To expand hospital services, our mobile hospital also rendered a total of 7,486 medical, dental and surgical outreach programs for far-flung areas,” Gov. Amante said.

Also, in the same year, the provincial government was able to provide Php 6.9 million as a counterpart fund for the PhilHealth Universal Coverage of 5,960 families. As a result, 2,896 member patients were served in the provincial hospital and in return, the province received a total of Php 16.1 million in reimbursements or what is known as the Capitation Fund from the PhilHealth, it was gathered.

Further, Gov. Amante presented that the health outreach program saw the increase of the Botika ng Barangay (BnB). As of 2009, 56 BnBs were already operating throughout the province. Seven of these BnBs have already met the national target ratio of 1:2 barangay.

“We are also happy to report that these village level pharmacies have posted an aggregate Return on Investment of 42%. For this, three outlets were awarded Best Performing Botika ng Barangay,” the governor said.

The accomplishments presented by Gov. Amante are among his administration’s thrusts in combating poverty which is one of the biggest problems that the country is facing at present, although Agusan del Norte is not included in the list of the poorest provinces nationwide. (PIA-Caraga)


Agusan del Norte declassified from Malaria “A” to “B”

BUTUAN CITY (21 June) – With its effort to strengthen health services in the 10 municipalities and one city, the provincial government of Agusan del Norte has been declassified from Malaria “A” to Malaria “B”, which means that now, there are only below 500 cases of malaria found, comparing to the previous number of cases which is higher than 500.

“The province’s Annual Parasitic Incidence (API) for Malaria also decreased from 3.15/1,000 population to 0.62/1,000 population resulting to the declassification of Agusan del Norte as Malaria “A” to Malaria “B” province (below 500 cases),” Gov. Erlpe John Amante said recently.

According to Gov. Amante, the significant reduction of malaria in the province is credited to the establishment of screening centers in strategic locations and the professionalism and dedication of its health workers.

“Massive treatment was a strategy we adopted to get rid of these eradicable diseases as we heed the call for its global elimination. Many figures have been decreasing including the positivity rate for Tuberculosis which was 18.6% in 2008 but has lowered to 16.67% in 2009. Our cure rate was 92.7% of those diagnosed,” he said.

Also, Amante said the provincial government has started to improve its main health facility by upgrading and rehabilitating of the Provincial Hospital as well as enhancing its diagnostic capability with the acquisition of the state-of-the-art medical and laboratory equipment, combining a cost of Php 13 million.

The access to safe water is another significant indicator for healthy families and with the implementation of additional 125 small and medium scale water system projects costing Php 2.6 million, 94% of all households in the province has already access to safe potable water. “We are certain the gap is closed before the end of my term,” Gov. Amante assures.

In terms of food security, the province was able to ensure that the constituents’ staple food of rice and corn are maintained in sufficient quantities. The NFA procured at prices advantageous to the farmers over 27,755 cavans of rice and 1,924 cavans of corn. “Also some 7,382 bags of certified seeds were distributed to farmers,” Gov. Amante said.
