RCMB trains OSCA heads in handling complaints

BUTUAN CITY - The Caraga’s Regional Coordinating and Monitoring Board (RCMB) chaired by the Department of Social Welfare and Development recently trained the local government units’ (LGUs) Office of Senior Citizens Affairs (OSCA) heads. The training was aimed at capacitating the OSCA heads to handle complaints from senior citizens and others regarding the implementation of RA 9994 or the Expanded Senior Citizens Act of 2010. 

The activity was in line with the observance of “Elderly Filipino Week” or “Linggo ng Nakakatandang Pilipino” on Oct. 1 to 7. Presidential Proclamation No. 470 issued on September 26, 1994, declared the observance of Elderly Filipino Week every first week of October.

This year’s theme “Nakakatanda: Tanglaw ng Bayan, Kaagapay sa Matuwid na Daan,” aims to promote the rights and well-being of older persons as well as recognize their valuable contributions in nation building. Today, most of them are still active in various home and community activities.

As provided for in the law, the OSCA shall have the following functions a) In consultation with the City or Municipal Social Work and Development Officer and duly registered senior citizen organizations, to plan, develop, implement, consolidate, and monitor yearly work programs in pursuance of the objectives of the Act and its Rules; b) To draw up a list of available and required services which can be provided by registered federations and associations of senior citizens; c) To maintain and regularly update on a quarterly basis the list of senior citizens and to issue national uniform individual identification cards and purchase booklets, free of charge, which shall be valid anywhere in the country; d) To serve as a general information and liaison center to serve the needs of the senior citizens; e) To monitor compliance of the provisions of the Act and its Rules particularly the grant of special discounts and privileges to senior citizens; f) To report to the Mayor, any person, natural or juridical; establishments, business entity, institution or agency found violating any provision of the Act and its Rules; g) To facilitate the creation of a city or municipality coordinating and monitoring board consisting of OSCA Head, the City or Municipal Social Work and Development Officer and the presidents of concerned duly registered senior citizens organizations to deliberate and act on the complaints; h) To assist senior citizens in filing complaints or charges against any person, natural or juridical; establishment, institution, or agency refusing to comply with the privileges under the Act before the Department of Justice (DOJ), the Provincial Prosecutor's Office, the regional or the municipal trial court, the municipal trial court in cities, or the municipal circuit trial court; i) To assist and coordinate with the concerned person, natural or juridical, establishment, institution or agency in investigating fraudulent practices and abuses of the discount and privileges exclusively granted to senior citizens; and j) To establish linkages and work together with accredited NGOs, people’s organizations, and the barangays in their respective areas.

Topics discussed in the training were the legal Bases (violations on the provision of RA 9994), RA 9994 of 2010, Consumers Rights and Responsibilities, 5% discount on Basic Commodities, Conflict Management, Handling Meetings, and Process in Handling Complaints. 

Before the training ended, the participants did a role playing in handling complaints and crafted their action plans.

Stabbing incident involving PNP personnel

On October 31, 2010 around 4:30 in the morning at M. Ortiz Extension, Kaskag, Brgy Washington, Surigao City, one PO3 Ruel Mezo Logronio, 38 yrs old, married, PNP member presently assigned at San Francisco MPS, Surigao del Norte and a resident of Roxas St. Brgy Washington, Surigao City was stabbed by three (3) persons, one identified as Mark Lester aka “Tetes”. 

Initial investigation disclosed that before the incident took place and based on the testimony of a certain witness named Ganggang Parpan of Shan2 Videoke Bar. That at around 2:30 AM of same date, said police officer together with his companion were engaged in a drinking spree inside that said videoke bar, thereafter at about 4:30 am of same date, they went out from said establishment wherein his companion proceeded to nearby bakery to buy some bread leaving the victim alone. 

Apparently three (3) persons appeared in the scene then approached and asked the victim if the said videoke bar was already closed, without apparent reason one of the suspects pulled out his bladed instrument then stabbed the said victim twice hitting his forearm and abdomen. 

Said victim ran immediately from the crime scene wherein he was chased by the suspects but he was able to get onboard a tricycle that bring him to Caraga Regional Hospital for medical treatment. Surigao City PS is conducting manhunt operations for possible arrest of the suspects while appropriate case is being prepared for filing in court. Progress report follows.

On the other hand, another stabbing incident transpired at Purok Kasamahan, Brgy San Agustin, Tandag, Surigao del Sur on October 31, 2010 around 11:30 in the evening, one Junielito Lajera y Soylo, 42 yrs old, married and one Ronald Boiser y Orozco, 21 yrs old, single both residence of the abovementioned place were stabbed by certain Warren Toring y Inihao, 37 yrs old, married and a resident also of said place with the used of bladed weapon locally known as “sundangay”. Victims sustained stabbed wounds on the different parts of their body and were brought to Adela Serra Ty Memorial Medical Center for medical treatment. While the suspect voluntarily surrendered and place under custody of Tandag MPS for proper disposition and filing appropriate charges.

Meanwhile, at around 7:00 in the evening of October 2010 at Sitio San Nicolas, Brgy San Roque, Bislig City, Surigao del Sur, one Wenefredo Batausa y Pede. 35 yrs old, married, farmer and a resident of the abovementioned place was stabbed by certain Fernando Galano y Peligro, 54 yrs old, farmer and also residence of the aforesaid place. 

Initial investigation conducted by Bislig CPS disclosed that while victim (Wenefredo) under the influence of liquor mauled the suspect (Fernando) at his residence prompting the latter to retaliate by stabbing the victim (Wenefredo) with the used of a sharp bladed weapon locally known as “Sundangay”. 

Victim sustained multiple stabbed wounds on the different parts of his body and was brought to Andres Soriano Memorial Hospital for medical treatment. Suspect voluntarily surrendered to Purok officials and was turned over to Bislig CPS for proper disposition. (PNP-13/PIA-Caraga)

Report on illegal drugs

On October 31, 2010 around 11:30 in the evening at District 3, Bliss, Brgy SAcol, Buenavista, Agusan del Norte, Intel Operatives of Buenavista MPS arrested the following; Mark Perez y Biating, 21 yrs old, single and a resident of Brgy Rizal, 1st st. Guingona Subd, Butuan City, Bernie Vasquez y Felisco, 29 yrs old, single, a resident of Brgy Lawag, Buenavista, Agusan del Norte, and Raymund Iting y Casandres, 27 yrs old, single and a resident of P-1, Brgy 4, Poblacion, Buenavista, Agusan del Norte. 

Abovementioned suspects were reportedly engaging in illegal drug activity. Confiscated from their possession were one (1) heat sealed plastic sachet of Shabu and three (3) pieces aluminum foil. Suspects were brought to Buenavista MPS for proper disposition. (PNP-13/PIA-Caraga)

Recovery of stolen motorcycle

Elements of Sta. Josefa MPS, Agusan del Sur led by PO2 Nomer Nalam, while conducting mobile patrol at the vicinity of Brgy Poblacion, Sta Josefa, Agusan del Sur on October 31, 2010 at around 7:00 in the evening, a stolen Honda c70 single motorcycle under blotter entry number 1743 dated October 31,2010 around 3:30 in the afternoon was seen at Bobot motor parts located at P-8, Brgy Poblacion, Sta. Josefa, Agusan del Sur. 

The said motorcycle was allegedly stolen at the residence of one Jessie Alejandro y Sarabia, 28 yrs old, single and employee of Enterprise Bank and a resident of P-7, Public Market, Trento, Agusan del Sur. Initial investigation conducted revealed that subject motorcycle was brought by the suspects namely; Jeffry Maravilla y Alislag and Junrey Talaugon y Salingay and left the said motorcycle at the aforesaid shop for repair. 

Immediately the responding team conducted hot pursuit operation which resulted to the apprehension of the suspects and were brought to STa. Josefa MPS for documentation and further turned over to Trento MPS who took cognizance of the case. Progress report follows. (PNP-13/PIA-Caraga)

Report on robbery hold-up 

On November 01, 2010 at around 8:00 in the morning at Brgy 5, Cabadbaran City, one Lueza Lorenz y Simin, legal age, married, housewife and a resident of P-2, Brgy 5, Cabadbaran City reported to Cabadbaran MPS that she was robbed by three (3) unidentified suspects armed with cal .45 pistol, shotgun and a knife. Incident transpired at aboput 6:45 in the evening of October 31, 2010 inside her residence. 

Allegedly suspects carted a cash amounting to more or less Eight thousand pesos (Php 8, 000.00), eyeglasses, gold ring and necklace then fled to unknown direction. Initial investigation disclosed that while the victim was inside her house, suspects forcibly entered the main door and declared hold up. 

Upon receipt of the report, PNP elements of Cabadbaran MPS led by PSI ANDRIAN ANTONIO conducted follow-up investigation at the crime scene. Case under investigation for possible identification and arrest of the suspects. (PNP-13/PIA-Caraga)

SILG Robredo graces the 100 Days Progress Report and Mass Oath-taking of newly-elected PBs of Surigao del Norte

SURIGAO CITY - DILG Secretary Jesse M. Robredo graced the 100 Days Progress Report of the newly-installed Provincial Governor of Surigao del Norte, Hon. Sol F. Matugas, and the mass oath-taking of newly-elected punong barangays of Surigao del Norte at the Provincial Convention Center, Surigao City.

Secretary Robredo was invited to the momentous affair to recommend policy options for more improved governance in the Province that focuses specifically on transparency accountability and people’s participation. The affair was also designed to update the Honorable Secretary on the socio-economic situation of the Province.  

SILG Robredo emphasized that some services of the government should be given to the private sector and not to the local government units alone. He made it clear that the LGUs and the non-government organizations should work together as a team to ensure efficiency in public service. He cited his success story in good governance when he was still a local chief executive of Naga City.  

“People are encouraged to pay taxes because people are satisfied sa binabalik na services ng LGU,” said SILG Robredo in his message during the activity.

Secretary Robredo also cited the significance of providing a Citizen’s Charter copy in every household to ensure transparency in local government transactions. He also stressed the importance of health, education and information as indispensable goals in achieving excellence in local governance.

Governor Sol F. Matugas presented her 100 days Progress Report which was aimed towards achieving HEALS until the end of her term. HEALS is an acronym for her program which means health, education and environment, agriculture and aquaculture, livelihood and tourism, spiritual renewal, social welfare and security.  

On the said occasion, the signing of the Memoranda of Agreement of the project BEST (Barangay Education Strategic Team) and the Business Permits and Licensing System (BPLS) project took place. Project BEST is a joint effort of the DepED and LGUs thru Barangay Council, aimed at addressing the existing GAPS between the current education status and the goals of the Education for All (EFA) of 2015, consistent with the Constitutional State policy to protect and promote the right of all citizens to quality education. The Business Permits and Licensing System (BPLS), is a joint project of the DILG and DTI which is aimed at achieving through reforms the reduction of the cost of doing business in the localities and improving facilities and systems to address both local and national business concerns. 

 The awarding of certificates to 3 Best Performers on Revenue Collection of the municipalities of Surigao del Norte also took place during the affair.

MDGF 1919 Postcard making contest conducted in selected Agusan del Sur municipalities

AGUSAN DEL SUR
- With the themes “Water is Life to Me” and “Water for the Poor and By the Poor,” Municipalities of La Paz, Loreto and Sibagat conducted the MDGF 1919 Postcard making contest participated by elementary and secondary students of their respective towns. The contest was designed to promote children’s awareness on the importance of water and to provide them a venue to express their artistry to demonstrate the present water conditions of their municipalities.

The contest themes encourage young minds to do their share of responsibility to improve the present water condition of their areas. The contest was conducted primarily in waterless recipient-municipalities of the MDGF 1919 project.

Elementary and Secondary students showed their artistry using crayons, water colors and oil pastels as they painted their masterpieces in A4 size bond papers. Participants as young as seven compete with all other elementary levels in the contest.

The contest criteria include: impact, relevance and interpretation with regards to the theme, artistic merit, composition and originality. The panel of judges based their rating on how the students illustrated the importance of water in the lives of waterless communities.

A Waterless community is defined as “a community with more than 50 percent of its residents have no access to safe, clean and potable water”. La Paz and Sibagat, all of the province of Agusan del Sur, have been classified as waterless municipalities.  

Trento and Prosperidad are scheduled to conduct their postcard making contests on November 3 and 4, respectively.

MDGF 1919: Enhancing Access to and Provision of Water Services with the Active Participation of the Poor is a joint programme of the United Nations, the Government of the Philippines and the Government of Spain designed to provide capacity building components to projects under the Presidents Priority Program on Water (P3W) to recipient-waterless municipalities. Project BEST launched in Surigao Norte

SURIGAO DEL NORTE (2 November) – The provincial government here in partnership with the Department of Education (DepEd-XIII) successfully launched the Barangay Education Strategic Team or Project BEST. 

The project launching and signing of Memorandum of Agreement (MOA) was held during the 100 days report of Gov. Sol Matugas on October 28 at the provincial convention center with DepEd Superintendents Dr. Fidela Rosas of Surigao del Norte Division, Dr. Daylinda Tampus of Siargao Division, Ms. Teofila Cabatuan of Surigao City Division and Bacuag Mayor Sheila Mae Cebedo. Also witnessed by Gov. Matugas, DepEd Caraga Dir. Gloria Benigno, DILG Caraga Dir. Rene Burdeos and DILG Sec. Jesse Robredo.

Gov. Matugas said the primary objective of the project is to bring back a number of young Surigaonons back to school. “I have started this in Region 8 when I was still the Regional Director of DepEd and I would like to apply this in Surigao Norte.”
 
“Basta Edukasyon Siguraduhon Ta” or BEST as she coined it, mainly involved in ensuring quality teaching, learning and training in both the elementary and secondary levels and mobilizing all education stakeholders including the local government units (LGUs), the parents-teachers associations, the academe and business sectors, non-government organizations, the student/youth organizations and the religious community.

The lady governor said the 3 divisions in the province need to improve their participation rate, achievement rate, survival rate and lower, if not eliminate drop-outs. As for the LGU and its implementing arm, the barangay council is a strong force which can effectively support the school.

The guiding principle of the BEST project is anchored on five guiding principles. The first principle is to utilize proper existing structure of the barangay councils such as the social capital and networks in the construction, management and supervision of schools. The second principle is to foster high standard of responsibility, accountability, and integrity in responding to the needs of the school learners and other stakeholders.

The third principle is the use of systematic view and perspective in dealing with other schools’ stakeholders in order to promote corporate image. The fourth is the use of school-based working contract to ensure sustainability and sense of ownership of the project. Tribesman killed in gun battle with NPA rebels in Agusan del Sur

CAMP RAFAEL C. RODRIGUEZ, Butuan City – A member of a tribal group was killed while an undetermined number of New People’s Army (NPA) rebels were believed either killed or wounded when the two groups engaged in a firefight Sunday afternoon at Sitio Daldalikan Creek, Barangay Kinamaybay, Esperanza town, Agusan del Sur province. 

Field reports received at the Police Regional Office 13 (PRO 13) regional headquarters here on Monday identified the slain tribesman as Tata Hulasan, a member of a tribal group led by a certain "Datu Bawang." 

The reports coming from Agusan del Sur Provincial Police Office (PPO) and Esperanza Municipal Police Station (MPS) stated that the tribesmen were on their way to their farmlands when they encountered the members of communist-Front Committee 88 of the Communist Party of the Philippines (CPP-NPA) Northeastern Mindanao Regional Party Committee (NEMRC). 

The gun battle started at 2 p.m. and lasted 15 minutes before the rebels withdrew to nearby forested mountain of Semuntana and Calabuan of the same town. 

A field report further stated that an undetermined number of rebels were believed killed or wounded severely during the firefight. 

Hot pursuit operation against the fleeing rebels is ongoing. 

Brig. Gen. Emiliano Gupana, commanding general of the Army’s 402nd Infantry (Stingers) Brigade, and Chief Supt. Reynaldo Rafal, regional director of PRO 13, already dispatched their respective field units to beef up pursuing forces in the battle area. 

On the other hand, elements of the Esperanza MPS also conducted chokepoints along the possible escape route of the rebels. (MUC/PIA-Caraga)
